3. 我們，中機國際招標公司、遼寧天行健招投標有限責任公司受營口排水公司委托，邀請合格投標人就下列貨物和有關服務提交密封投標：
? 合同YWW/21.1：污水處理廠設備供貨與安裝
內容：污水處理廠(chang)機械、電氣、儀(yi)表及自(zi)控(kong)系統的(de)設備供貨(huo)與安裝。

4. 本次(ci)招(zhao)標(biao)(biao)將按照(zhao)世界銀(yin)行(xing)采(cai)購指南規定的(de)(de)國際競爭性招(zhao)標(biao)(biao)程序(xu)進行(xing)。采(cai)購指南中(zhong)規定的(de)(de)合(he)格成員國的(de)(de)所有(you)投標(biao)(biao)人均(jun)可參加投標(biao)(biao)。本文(wen)(wen)件中(zhong)關(guan)于(yu)投標(biao)(biao)人須知和通用合(he)同條(tiao)款中(zhong)的(de)(de)條(tiao)文(wen)(wen)都是世界銀(yin)行(xing)標(biao)(biao)準招(zhao)標(biao)(biao)文(wen)(wen)件－設(she)備供貨與(yu)安裝（2007年(nian)6月修訂版）中(zhong)的(de)(de)條(tiao)文(wen)(wen)。

1. This invitation for bids follows the general procurement notice for this project that appeared in Development Business of December, 2006.

2. The People’s Republic of China has received a loan from the International Bank for Reconstruction and Development toward the cost of the Second Liaoning Medium Cities Infrastructure Project and it intends to apply part of the proceeds of this loan to payments under the contract for Yingkou Wastewater Company’s Yingkou Eastern Wastewater Treatment Works (Supply and Installation of Equipment Project - YWW/21.1) .

3. CMC International Tendering Company, Liaoning Tianxingjian Tendering Co. Ltd., the Procurement Agents, on behalf of Yingkou Wastewater Company, the Employer, now invites sealed bids from eligible bidders for: YWW/21.1, Wastewater Company including the supply and installation of equipments of mechanical, electric, instruments and auto-control system of the wastewater plant.

4. Bidding will be conducted through the international competitive bidding procedures as specified in the World Bank’s Guidelines: Procurement under IBRD Loans and IDA Credits, and is open to all bidders from eligible source countries as defined in the Guidelines. The provisions in the Instructions to Bidders and in the General Conditions of Contract are the provisions of the World Bank Standard Bidding Document: Supply and Installation of Plant and Equipment (revised in June 2007).

5. Interested eligible bidders may obtain further information from CMC International Tendering Company at Room 505B and inspect the bidding documents from 9:00 a.m. to 11:00 am and 2:00 pm to 4:00 pm (Beijing Time) starting from December 1, 2008 (excluding Saturdays, Sundays and official holidays in China).

6. A complete set of bidding documents in English may be purchased by interested bidders upon the submission of a written application to the address below and upon payment of a nonrefundable fee of RMB3,000. or USD430.

7. Bids must be delivered at or before 10: 00 am (Beijing Time) on January 14, 2009. All bids must be accompanied by a bid security of minimum two percent (2%) of the bid price or an equivalent amount in a freely convertible currency. Late bids will be rejected. Bids will be opened immediately thereafter at The 4th floor Meeting Room, Jinhuayuan Hotel (No.5 Beiqima Street, Heping District, Shenyang city, Liaoning province) in the presence of the bidders’ representatives who choose to attend the bid opening.
