以“四個全面”開創環境保護新局面

黨(dang)的(de)(de)十八大(da)以來,以習近平同志為總書記的(de)(de)黨(dang)中(zhong)央站在時代和全(quan)局(ju)(ju)的(de)(de)角(jiao)度(du),深(shen)刻回答了新(xin)(xin)形勢下(xia)黨(dang)和國(guo)(guo)家事業發展(zhan)的(de)(de)一系列重大(da)理論(lun)和現實(shi)問題,提(ti)出并形成(cheng)了全(quan)面(mian)(mian)建(jian)成(cheng)小(xiao)康社會、全(quan)面(mian)(mian)深(shen)化改革、全(quan)面(mian)(mian)依法治(zhi)國(guo)(guo)、全(quan)面(mian)(mian)從嚴(yan)治(zhi)黨(dang)的(de)(de)戰(zhan)略思(si)想和戰(zhan)略布局(ju)(ju),不(bu)僅在實(shi)踐中(zhong)開辟了治(zhi)國(guo)(guo)理政的(de)(de)新(xin)(xin)境(jing)界,而且在理論(lun)上(shang)實(shi)現了馬克思(si)主義中(zhong)國(guo)(guo)化的(de)(de)新(xin)(xin)飛躍,是新(xin)(xin)的(de)(de)歷史起點上(shang)堅持和發展(zhan)中(zhong)國(guo)(guo)特色社會主義的(de)(de)科學指(zhi)南(nan),對于當代中(zhong)國(guo)(guo)的(de)(de)發展(zhan)具有(you)重要(yao)意義。  

一、“四個全(quan)面”戰略布局(ju)下環保的(de)地位與作(zuo)用  

(一)環(huan)保(bao)成為重大的民生(sheng)訴求和執政理念(nian)  

經濟發展進入新(xin)常態,高(gao)速(su)度的(de)(de)增長(chang)轉向(xiang)高(gao)質量(liang)、高(gao)效益的(de)(de)發展,環(huan)境(jing)保(bao)護成為不可或缺的(de)(de)一(yi)環(huan),成為治國(guo)理(li)政的(de)(de)重要內容,成為順民心、合民意的(de)(de)必然之(zhi)舉。  

首先(xian),環(huan)境(jing)約束趨緊是(shi)新常態(tai)的(de)(de)(de)趨勢性特征(zheng)。進(jin)入(ru)新常態(tai),不僅(jin)僅(jin)是(shi)經(jing)濟增(zeng)長速(su)(su)度的(de)(de)(de)變(bian)化(hua)(hua),還(huan)包括(kuo)經(jing)濟增(zeng)長動力(li)的(de)(de)(de)變(bian)化(hua)(hua)、經(jing)濟結構的(de)(de)(de)調整、資源配置(zhi)方式的(de)(de)(de)轉(zhuan)換(huan)等特征(zheng)和(he)內涵,其(qi)實(shi)質是(shi)發展(zhan)方式的(de)(de)(de)轉(zhuan)型。一是(shi)增(zeng)速(su)(su)換(huan)擋(dang),經(jing)濟增(zeng)速(su)(su)換(huan)擋(dang)回(hui)落、從過去10%左右的(de)(de)(de)高(gao)速(su)(su)增(zeng)長轉(zhuan)為(wei)7%~8%的(de)(de)(de)中高(gao)速(su)(su)增(zeng)長;二是(shi)結構優化(hua)(hua),第(di)三(san)產業逐(zhu)步成(cheng)(cheng)為(wei)產業主(zhu)體(ti)、消費(fei)需(xu)求逐(zhu)步成(cheng)(cheng)為(wei)需(xu)求主(zhu)體(ti)、城鄉區域差距將(jiang)逐(zhu)步縮小;三(san)是(shi)動力(li)更替,將(jiang)從要(yao)素(su)驅(qu)動、投(tou)資驅(qu)動轉(zhuan)向(xiang)創新驅(qu)動,消費(fei)和(he)科技(ji)進(jin)步貢獻提高(gao);四是(shi)改革(ge)深化(hua)(hua),資源配置(zhi)由市場(chang)起(qi)基礎性作(zuo)用(yong)(yong)向(xiang)起(qi)決定性作(zuo)用(yong)(yong)轉(zhuan)換(huan),市場(chang)機(ji)制(zhi)與(yu)(yu)市場(chang)主(zhu)體(ti)作(zuo)用(yong)(yong)增(zeng)強。同(tong)時(shi),也(ye)面(mian)臨諸(zhu)多(duo)挑戰。各類矛(mao)盾疊加(jia)凸顯,支(zhi)撐經(jing)濟增(zeng)長的(de)(de)(de)條件已經(jing)發生根(gen)本性的(de)(de)(de)變(bian)化(hua)(hua)。一方面(mian),資源環(huan)境(jing)承載力(li)已達到或接近(jin)上限,資源環(huan)境(jing)的(de)(de)(de)硬(ying)約束和(he)剛性壓力(li)將(jiang)不斷強化(hua)(hua);另一方面(mian),人民群眾(zhong)對良(liang)好(hao)生態(tai)環(huan)境(jing)的(de)(de)(de)期待與(yu)(yu)日俱增(zeng),向(xiang)發展(zhan)要(yao)均衡(heng)效益、要(yao)民生福祉將(jiang)是(shi)規律性趨勢。  

其次,環(huan)境(jing)(jing)約(yue)束以環(huan)境(jing)(jing)權益(yi)維護和環(huan)保(bao)民(min)生(sheng)訴求表(biao)現出來(lai)(lai)(lai)。當前所面臨的(de)環(huan)境(jing)(jing)約(yue)束,已不僅僅是環(huan)境(jing)(jing)資源(yuan)存量不足,而是環(huan)境(jing)(jing)基本公(gong)共產(chan)品的(de)短缺,表(biao)現為人民(min)群(qun)眾對環(huan)境(jing)(jing)問題的(de)敏感度越(yue)(yue)來(lai)(lai)(lai)越(yue)(yue)高,容(rong)忍度越(yue)(yue)來(lai)(lai)(lai)越(yue)(yue)低。近十年(nian)來(lai)(lai)(lai)浙江省環(huan)境(jing)(jing)信(xin)(xin)訪總(zong)量一直高位運行,而且占信(xin)(xin)訪總(zong)量的(de)比重不斷提(ti)高。另外(wai),這些(xie)年(nian)我國因環(huan)境(jing)(jing)污染(ran)(ran)引起的(de)突發事件也(ye)越(yue)(yue)來(lai)(lai)(lai)越(yue)(yue)多(duo),環(huan)境(jing)(jing)污染(ran)(ran)已成(cheng)民(min)生(sheng)之患,民(min)心之痛。隨著生(sheng)活水平的(de)不斷提(ti)升,從求溫(wen)飽到(dao)(dao)盼環(huan)保(bao)、從謀生(sheng)計到(dao)(dao)要生(sheng)態(tai),人們把環(huan)保(bao)看得越(yue)(yue)來(lai)(lai)(lai)越(yue)(yue)重、期(qi)待越(yue)(yue)來(lai)(lai)(lai)越(yue)(yue)高。環(huan)保(bao)工作(zuo)的(de)著力點不僅要騰容(rong)量保(bao)增長,更(geng)要提(ti)質量保(bao)民(min)生(sheng)。  

第三,環(huan)保越來(lai)(lai)越進入治國(guo)理(li)(li)(li)政(zheng)的(de)核心位置。黨的(de)十八(ba)大(da)以來(lai)(lai),以習(xi)近平為總書記的(de)黨中央(yang),就生態文(wen)明(ming)建(jian)設提出了許多新(xin)(xin)(xin)(xin)思(si)想、新(xin)(xin)(xin)(xin)觀(guan)點和新(xin)(xin)(xin)(xin)要求。在宏觀(guan)布(bu)局上(shang),從(cong)“五位一體”總體布(bu)局到(dao)“四個全(quan)面(mian)”戰(zhan)(zhan)略布(bu)局,彰顯了黨和政(zheng)府(fu)以人為本(ben)、執政(zheng)為民理(li)(li)(li)念的(de)創新(xin)(xin)(xin)(xin)。在具體舉措上(shang),從(cong)新(xin)(xin)(xin)(xin)《環(huan)境(jing)保護法》頒布(bu)實(shi)施(shi)到(dao)審議通過《關于加快推進生態文(wen)明(ming)建(jian)設的(de)意見》,展示了向污(wu)染(ran)宣戰(zhan)(zhan)、全(quan)面(mian)改善環(huan)境(jing)質(zhi)量的(de)堅(jian)定決心。這標志著我們黨執政(zheng)理(li)(li)(li)念的(de)新(xin)(xin)(xin)(xin)提升,治國(guo)理(li)(li)(li)政(zheng)更加成熟。  

(二)環保(bao)成為新常(chang)態下發展動力  

環境問題的(de)(de)本質(zhi)是發展方(fang)式的(de)(de)問題,轉(zhuan)型升級是實現環保(bao)和發展雙贏的(de)(de)根本措施。新(xin)常態下(xia),環保(bao)也為(wei)轉(zhuan)型發展提供了倒(dao)逼機(ji)制、發展方(fang)向和新(xin)的(de)(de)經(jing)濟增長點。  

首先,發展(zhan)轉(zhuan)型(xing)期(qi)(qi)與環(huan)境質(zhi)量拐點(dian)期(qi)(qi)高(gao)度重合。新(xin)(xin)(xin)常(chang)態是兼具(ju)發展(zhan)轉(zhuan)型(xing)期(qi)(qi)與環(huan)境質(zhi)量拐點(dian)期(qi)(qi)特征的一個(ge)階(jie)段。新(xin)(xin)(xin)常(chang)態下,我(wo)們主(zhu)動(dong)調整經濟增速,把速度降(jiang)下來,把質(zhi)量提上去,抑制高(gao)消耗、高(gao)排(pai)放,將導致污染物(wu)新(xin)(xin)(xin)增量漲幅進(jin)入(ru)收窄期(qi)(qi),完全有利于環(huan)境質(zhi)量持續向(xiang)好。  

其(qi)次,綠(lv)(lv)色(se)發展是(shi)方(fang)向。妥(tuo)善(shan)處理經濟發展、社會進步與(yu)能源資源、生(sheng)(sheng)態環境、氣候變(bian)化(hua)的(de)關系,積極探索人與(yu)自(zi)然和諧共(gong)贏的(de)綠(lv)(lv)色(se)發展道路(lu),是(shi)世(shi)界(jie)各(ge)國(guo)面臨的(de)共(gong)同挑(tiao)戰。2008年,國(guo)際金融危機后,浙江(jiang)省(sheng)就是(shi)按照綠(lv)(lv)色(se)引領(ling)、環境倒逼轉型(xing)的(de)理念,強力推進鉛蓄電(dian)(dian)池、電(dian)(dian)鍍、制革、造紙、印染、化(hua)工(gong)等六大重污染、高能耗行業的(de)整治提升(sheng)工(gong)作,其(qi)中全省(sheng)273家鉛蓄電(dian)(dian)池企業關閉了224家,而行業生(sheng)(sheng)產總值較整治前增長(chang)41.3%,利潤增長(chang)75%,成效顯著。國(guo)內外實踐也(ye)證(zheng)明,綠(lv)(lv)色(se)發展是(shi)解決資源環境約束的(de)有效途徑。  

第三(san),環(huan)保(bao)(bao)(bao)(bao)(bao)產(chan)(chan)(chan)(chan)業(ye)(ye)是新(xin)的(de)增長(chang)(chang)(chang)點。環(huan)保(bao)(bao)(bao)(bao)(bao)產(chan)(chan)(chan)(chan)業(ye)(ye)是一個跨領(ling)域,與其(qi)他經濟部門相互交(jiao)叉(cha)、相互滲透的(de)綜(zong)合性(xing)新(xin)興(xing)產(chan)(chan)(chan)(chan)業(ye)(ye),可以帶動上下游相關產(chan)(chan)(chan)(chan)業(ye)(ye)發展(zhan),起(qi)到(dao)(dao)拉(la)(la)動增長(chang)(chang)(chang)的(de)作用。浙(zhe)江省(sheng)近幾年環(huan)保(bao)(bao)(bao)(bao)(bao)產(chan)(chan)(chan)(chan)業(ye)(ye)的(de)增幅保(bao)(bao)(bao)(bao)(bao)持20%以上,2013年銷(xiao)售(shou)產(chan)(chan)(chan)(chan)值達1658億(yi)元(yuan),居于(yu)全(quan)國(guo)前列。國(guo)家和浙(zhe)江省(sheng)都(dou)把環(huan)保(bao)(bao)(bao)(bao)(bao)產(chan)(chan)(chan)(chan)業(ye)(ye)列入加快培育(yu)和發展(zhan)的(de)戰(zhan)略性(xing)新(xin)興(xing)產(chan)(chan)(chan)(chan)業(ye)(ye)。浙(zhe)江省(sheng)提(ti)出到(dao)(dao)2017年,全(quan)省(sheng)節能(neng)環(huan)保(bao)(bao)(bao)(bao)(bao)產(chan)(chan)(chan)(chan)業(ye)(ye)產(chan)(chan)(chan)(chan)值規模(mo)達到(dao)(dao)1萬億(yi)元(yuan)。在強調新(xin)常(chang)態(tai)和綠(lv)色化的(de)背(bei)景之下,依法鐵腕(wan)治(zhi)污、大(da)規模(mo)集中(zhong)治(zhi)污、政(zheng)府購買環(huan)境服務等也(ye)成(cheng)為(wei)常(chang)態(tai),環(huan)保(bao)(bao)(bao)(bao)(bao)產(chan)(chan)(chan)(chan)業(ye)(ye)將(jiang)在拉(la)(la)動投資增長(chang)(chang)(chang)和消費需求、促進產(chan)(chan)(chan)(chan)業(ye)(ye)升級(ji)和發展(zhan)方式(shi)轉變、保(bao)(bao)(bao)(bao)(bao)障和改善民(min)生(sheng)等方面成(cheng)為(wei)新(xin)的(de)增長(chang)(chang)(chang)點。  

(三(san))良好(hao)環境行(xing)為成(cheng)為常態  

隨著新《環(huan)境(jing)保(bao)(bao)護法(fa)》等(deng)的(de)貫徹實施,隨著生(sheng)態文明體制改(gai)革深入推進(jin),用(yong)制度保(bao)(bao)護環(huan)境(jing)、依法(fa)保(bao)(bao)護環(huan)境(jing)將(jiang)進(jin)一(yi)步形成共識。  

首先,從政(zheng)(zheng)(zheng)府環(huan)(huan)境行(xing)(xing)為來看,依(yi)法行(xing)(xing)政(zheng)(zheng)(zheng)和對轄(xia)區環(huan)(huan)境負責(ze)兩條紅線,將促(cu)使政(zheng)(zheng)(zheng)府履(lv)職更加(jia)到(dao)位(wei)。在新常態(tai)下,環(huan)(huan)境保(bao)護上(shang)升為執政(zheng)(zheng)(zheng)理念,過去(qu)長期存在的重增長輕環(huan)(huan)保(bao)、重經濟總量輕民生(sheng)福祉的傾向將得到(dao)根本扭轉。同時(shi),隨著新《環(huan)(huan)境保(bao)護法》及(ji)其配套法規的實施,政(zheng)(zheng)(zheng)府環(huan)(huan)保(bao)責(ze)任追究(jiu)變得更加(jia)嚴厲,更加(jia)促(cu)使各級政(zheng)(zheng)(zheng)府必(bi)須考慮(lv)環(huan)(huan)保(bao)約束,把(ba)生(sheng)態(tai)環(huan)(huan)保(bao)理念真正(zheng)貫徹落(luo)實到(dao)政(zheng)(zheng)(zheng)府工作的全過程。  

其次(ci),從企業(ye)環(huan)(huan)境(jing)行為來看,峻法嚴(yan)管和(he)履行社會責任兩(liang)大約束,將倒逼企業(ye)更加規(gui)范。隨(sui)著新《環(huan)(huan)境(jing)保護法》實(shi)施和(he)地方環(huan)(huan)保法規(gui)的(de)(de)配套健全(quan),環(huan)(huan)境(jing)違法代價空前,環(huan)(huan)境(jing)守法、環(huan)(huan)境(jing)誠信成(cheng)為一種必然選擇。此外,在全(quan)球競(jing)爭的(de)(de)經濟體(ti)系下,隨(sui)著綠色共識(shi)和(he)綠色新政潮的(de)(de)形成(cheng),企業(ye)考慮自身發(fa)(fa)展的(de)(de)需(xu)要(yao),也必將意識(shi)到(dao)做大做強不能靠保護落后產(chan)能和(he)環(huan)(huan)境(jing)成(cheng)本外部化來實(shi)現,而(er)要(yao)依(yi)托提高生產(chan)效(xiao)率(lv)、依(yi)托技(ji)術創新等手段實(shi)現轉型升級、綠色發(fa)(fa)展。  

第三,從公(gong)眾環(huan)(huan)境行為(wei)來(lai)看(kan),環(huan)(huan)境維權和自(zi)(zi)我實現(xian)兩條路(lu)徑,將推動全(quan)民共建共享。過去(qu)(qu),公(gong)眾的(de)環(huan)(huan)境行為(wei)重點體現(xian)在(zai)對(dui)環(huan)(huan)保(bao)的(de)監督(du)上,集中于(yu)對(dui)環(huan)(huan)境污染(ran)的(de)投訴舉報。近年來(lai),水(shui)、大氣、土(tu)壤(rang)等環(huan)(huan)境長(chang)期受污染(ran)而積累(lei)的(de)危害日益凸顯并不斷曝(pu)光,把多年來(lai)公(gong)眾對(dui)環(huan)(huan)境污染(ran)的(de)容(rong)忍(ren)推到臨界點。像去(qu)(qu)年全(quan)省環(huan)(huan)境信訪達到歷史高(gao)位,就是公(gong)眾以(yi)監督(du)手段自(zi)(zi)發(fa)維權的(de)一個縮影(ying)。未來(lai),隨著生活水(shui)平(ping)的(de)提(ti)高(gao)、生態文明建設的(de)不斷推進和環(huan)(huan)保(bao)理念(nian)的(de)深入(ru)人心,公(gong)眾關注(zhu)環(huan)(huan)保(bao)、參與(yu)環(huan)(huan)境事務管理的(de)積極性空前(qian)高(gao)漲,將形成公(gong)眾律(lv)他(監督(du)他人)和律(lv)己(自(zi)(zi)我教(jiao)育、自(zi)(zi)我管理、自(zi)(zi)我服務)雙重結合的(de)參與(yu),最終(zhong)實現(xian)從以(yi)前(qian)要(yao)求別人環(huan)(huan)保(bao)到自(zi)(zi)身踐行環(huan)(huan)保(bao)的(de)轉變。  

二(er)、以“四個(ge)全(quan)面”引領(ling)環保工作(zuo)新常態  

“四(si)個全(quan)面(mian)”是(shi)做好新(xin)常(chang)態(tai)下環保工作(zuo)的(de)根本遵循(xun)。全(quan)面(mian)小康社會(hui)為加快(kuai)改善環境(jing)(jing)民(min)生(sheng)提供(gong)目標指引,全(quan)面(mian)依(yi)法(fa)治國為環境(jing)(jing)保護提供(gong)強有(you)力(li)的(de)法(fa)治保障,全(quan)面(mian)深化改革(ge)為創新(xin)環境(jing)(jing)管理提供(gong)難(nan)得(de)的(de)機遇和動力(li),全(quan)面(mian)從嚴治黨(dang)為治出一支敢(gan)打敢(gan)拼、受(shou)黨(dang)和人民(min)信(xin)任(ren)的(de)環保隊(dui)伍提供(gong)組(zu)織保證。環保部門一定(ding)要全(quan)面(mian)融(rong)入大布局,開創新(xin)局面(mian)。  

(一)圍繞全面建成(cheng)小(xiao)康社(she)會,構建保(bao)障有力(li)的污染防(fang)治體系  

保(bao)護(hu)生(sheng)態環(huan)境(jing)(jing)是全(quan)(quan)(quan)面(mian)建成小康社會(hui)(hui)的基(ji)礎保(bao)障(zhang),更是題中(zhong)之義。習近平(ping)總書記指出,“小康全(quan)(quan)(quan)面(mian)不全(quan)(quan)(quan)面(mian),生(sheng)態環(huan)境(jing)(jing)質量是關鍵”。全(quan)(quan)(quan)面(mian)小康社會(hui)(hui)必須有健康的環(huan)境(jing)(jing),能夠滿足人民群眾對(dui)改善環(huan)境(jing)(jing)質量、保(bao)障(zhang)環(huan)境(jing)(jing)安全(quan)(quan)(quan)、維護(hu)環(huan)境(jing)(jing)權益(yi)的要求。  

在(zai)水(shui)(shui)(shui)環境治(zhi)(zhi)(zhi)理(li)(li)方(fang)面(mian)(mian)。作為(wei)江南水(shui)(shui)(shui)鄉(xiang),治(zhi)(zhi)(zhi)污(wu)必(bi)先治(zhi)(zhi)(zhi)水(shui)(shui)(shui)。這是(shi)我們長(chang)(chang)期(qi)以(yi)(yi)來形成(cheng)的(de)(de)(de)共(gong)識和(he)(he)聚焦的(de)(de)(de)重點(dian),也(ye)是(shi)“五水(shui)(shui)(shui)共(gong)治(zhi)(zhi)(zhi)、治(zhi)(zhi)(zhi)污(wu)先行(xing)”的(de)(de)(de)根(gen)本要求。突出抓好(hao)(hao)4個方(fang)面(mian)(mian):一(yi)是(shi)解(jie)決突出問(wen)題。從(cong)感(gan)官(guan)污(wu)染(ran)最(zui)突出、群(qun)眾反映最(zui)強烈的(de)(de)(de)問(wen)題著手,深入實施“消(xiao)滅黑臭河(he)(he)(he)和(he)(he)劣V類水(shui)(shui)(shui)斷(duan)面(mian)(mian)三(san)(san)年行(xing)動計劃”。今年,要基本消(xiao)除(chu)黑臭河(he)(he)(he),省控劣V類水(shui)(shui)(shui)質(zhi)斷(duan)面(mian)(mian)比率(lv)要下降(jiang)兩個百分點(dian),縣(xian)級以(yi)(yi)上(shang)(shang)集中(zhong)式飲用水(shui)(shui)(shui)水(shui)(shui)(shui)源(yuan)地水(shui)(shui)(shui)質(zhi)達標(biao)(biao)(biao)率(lv)要達到90%。二(er)是(shi)推進(jin)全(quan)(quan)領(ling)域治(zhi)(zhi)(zhi)水(shui)(shui)(shui)。堅持城鄉(xiang)統(tong)籌、陸(lu)海聯動、上(shang)(shang)下游左右岸(an)協(xie)同(tong)共(gong)治(zhi)(zhi)(zhi)。打好(hao)(hao)城鎮(zhen)截污(wu)納(na)(na)管、農村生(sheng)活污(wu)水(shui)(shui)(shui)治(zhi)(zhi)(zhi)理(li)(li)、工業(ye)污(wu)染(ran)治(zhi)(zhi)(zhi)理(li)(li)和(he)(he)農業(ye)面(mian)(mian)源(yuan)污(wu)染(ran)治(zhi)(zhi)(zhi)理(li)(li)4場硬仗,協(xie)同(tong)推進(jin)重點(dian)流(liu)域和(he)(he)平(ping)(ping)原河(he)(he)(he)網(wang)治(zhi)(zhi)(zhi)理(li)(li)、近岸(an)海域污(wu)染(ran)整治(zhi)(zhi)(zhi)與(yu)生(sheng)態保(bao)護。突出責(ze)任共(gong)擔(dan)、行(xing)動同(tong)步(bu)(bu),實施流(liu)域共(gong)治(zhi)(zhi)(zhi)、河(he)(he)(he)岸(an)共(gong)治(zhi)(zhi)(zhi)。三(san)(san)是(shi)加強標(biao)(biao)(biao)準(zhun)(zhun)的(de)(de)(de)約束和(he)(he)引領(ling)。要從(cong)經濟發展階段性要求和(he)(he)人(ren)民群(qun)眾對環境質(zhi)量訴求的(de)(de)(de)實際出發,制(zhi)(zhi)(zhi)定嚴于國(guo)家水(shui)(shui)(shui)平(ping)(ping)的(de)(de)(de)排放(fang)標(biao)(biao)(biao)準(zhun)(zhun),提(ti)高一(yi)些敏感(gan)區域的(de)(de)(de)環境質(zhi)量標(biao)(biao)(biao)準(zhun)(zhun)。在(zai)太湖流(liu)域、錢塘江流(liu)域實施造(zao)紙、電鍍、合成(cheng)革與(yu)人(ren)造(zao)革等11個行(xing)業(ye)水(shui)(shui)(shui)污(wu)染(ran)物特別排放(fang)限值的(de)(de)(de)基礎上(shang)(shang),2016年底前在(zai)全(quan)(quan)省全(quan)(quan)面(mian)(mian)實施;加快(kuai)推進(jin)污(wu)水(shui)(shui)(shui)處理(li)(li)廠一(yi)級A提(ti)標(biao)(biao)(biao)改造(zao),到2017年全(quan)(quan)省所有污(wu)水(shui)(shui)(shui)處理(li)(li)廠執(zhi)行(xing)一(yi)級A標(biao)(biao)(biao)準(zhun)(zhun)。同(tong)時(shi),要嚴格執(zhi)行(xing)標(biao)(biao)(biao)準(zhun)(zhun),加大標(biao)(biao)(biao)準(zhun)(zhun)的(de)(de)(de)執(zhi)法監(jian)管力度(du)。四是(shi)實行(xing)河(he)(he)(he)長(chang)(chang)治(zhi)(zhi)(zhi)水(shui)(shui)(shui)。重點(dian)要抓全(quan)(quan)面(mian)(mian)覆(fu)蓋,在(zai)省市縣(xian)鄉(xiang)四級架構(gou)的(de)(de)(de)基礎上(shang)(shang),逐(zhu)步(bu)(bu)向(xiang)村級延(yan)伸;抓責(ze)任落地,督促(cu)各級河(he)(he)(he)長(chang)(chang)認真落實治(zhi)(zhi)(zhi)、管、護職責(ze),實施“一(yi)河(he)(he)(he)一(yi)策”;抓制(zhi)(zhi)(zhi)度(du)配套,建立河(he)(he)(he)長(chang)(chang)制(zhi)(zhi)(zhi)信(xin)息管理(li)(li)平(ping)(ping)臺和(he)(he)責(ze)任追究機制(zhi)(zhi)(zhi),與(yu)交接斷(duan)面(mian)(mian)考核相(xiang)結合,納(na)(na)入“五水(shui)(shui)(shui)共(gong)治(zhi)(zhi)(zhi)”和(he)(he)生(sheng)態省建設(she)考核體系,作為(wei)領(ling)導干部綜(zong)合考評的(de)(de)(de)重要依據。以(yi)(yi)河(he)(he)(he)長(chang)(chang)制(zhi)(zhi)(zhi)帶動“清三(san)(san)河(he)(he)(he)”的(de)(de)(de)長(chang)(chang)效機制(zhi)(zhi)(zhi)落實。  

在(zai)(zai)大氣(qi)(qi)污染(ran)(ran)治(zhi)(zhi)(zhi)理(li)方面。要(yao)抓(zhua)(zhua)住當(dang)前大氣(qi)(qi)治(zhi)(zhi)(zhi)理(li)力度不斷加(jia)(jia)大的(de)契機(ji),乘勢而上(shang),再發(fa)猛力,全面深(shen)入推(tui)進《大氣(qi)(qi)污染(ran)(ran)防治(zhi)(zhi)(zhi)行動(dong)(dong)(dong)計劃》。一(yi)是(shi)抓(zhua)(zhua)推(tui)進機(ji)制(zhi)。進一(yi)步(bu)建立健全政(zheng)府統領、企業施(shi)治(zhi)(zhi)(zhi)、市(shi)場(chang)驅動(dong)(dong)(dong)、公眾參(can)與的(de)治(zhi)(zhi)(zhi)氣(qi)(qi)體制(zhi)機(ji)制(zhi)。嚴格督查考核(he),加(jia)(jia)強(qiang)進度通報和問責(ze)。二是(shi)抓(zhua)(zhua)六大專項。圍繞能源結(jie)構(gou)調(diao)(diao)整(zheng)(zheng)、機(ji)動(dong)(dong)(dong)車(che)污染(ran)(ran)防治(zhi)(zhi)(zhi)、工(gong)業廢氣(qi)(qi)治(zhi)(zhi)(zhi)理(li)、產業布局與結(jie)構(gou)調(diao)(diao)整(zheng)(zheng)、城市(shi)揚塵和煙(yan)塵整(zheng)(zheng)治(zhi)(zhi)(zhi)、農村廢氣(qi)(qi)污染(ran)(ran)治(zhi)(zhi)(zhi)理(li)6個領域,逐項攻堅、協(xie)同(tong)推(tui)進。要(yao)把(ba)(ba)具體的(de)任務量化(hua)、細化(hua)、清單化(hua)、責(ze)任化(hua)。今年要(yao)把(ba)(ba)黃標(biao)車(che)淘汰(tai)、有(you)機(ji)廢氣(qi)(qi)治(zhi)(zhi)(zhi)理(li)、小鍋爐淘汰(tai)作(zuo)為重中(zhong)之重,確保(bao)完成任務。三是(shi)抓(zhua)(zhua)聯(lian)防聯(lian)控。大氣(qi)(qi)污染(ran)(ran)沒(mei)有(you)任何邊界,必須(xu)加(jia)(jia)強(qiang)區域聯(lian)動(dong)(dong)(dong),在(zai)(zai)治(zhi)(zhi)(zhi)理(li)項目、技術標(biao)準、執法(fa)監管、監測信息、應(ying)急預警上(shang)加(jia)(jia)強(qiang)銜接,合力施(shi)策。同(tong)時,治(zhi)(zhi)(zhi)氣(qi)(qi)是(shi)綜(zong)合系統工(gong)程,要(yao)加(jia)(jia)強(qiang)部(bu)門聯(lian)動(dong)(dong)(dong),充分發(fa)揮聯(lian)席會議的(de)作(zuo)用(yong),緊密協(xie)調(diao)(diao),擰成一(yi)股繩。繼續參(can)與推(tui)動(dong)(dong)(dong)長(chang)三角(jiao)大氣(qi)(qi)污染(ran)(ran)聯(lian)防聯(lian)控。尤其(qi)是(shi)從現在(zai)(zai)起,要(yao)加(jia)(jia)大大氣(qi)(qi)污染(ran)(ran)聯(lian)防聯(lian)控力度,做好(hao)G20峰會期間的(de)大氣(qi)(qi)質量保(bao)障工(gong)作(zuo)。四是(shi)抓(zhua)(zhua)基礎(chu)研究。尤其(qi)要(yao)加(jia)(jia)強(qiang)源解析(xi)、底數調(diao)(diao)查等基礎(chu)工(gong)作(zuo)。按照陳(chen)吉寧(ning)部(bu)長(chang)要(yao)求,進一(yi)步(bu)加(jia)(jia)大源解析(xi)力度,提高科學(xue)治(zhi)(zhi)(zhi)霾(mai)(mai)和系統治(zhi)(zhi)(zhi)霾(mai)(mai)的(de)水平。  

在土(tu)(tu)壤(rang)污(wu)染治(zhi)理(li)方(fang)面。治(zhi)土(tu)(tu)工作(zuo)的(de)重(zhong)(zhong)要(yao)性(xing)(xing)(xing)、緊(jin)迫性(xing)(xing)(xing)日益(yi)突顯,國家(jia)正(zheng)在編制(zhi)“土(tu)(tu)十(shi)條”,提(ti)速推(tui)動土(tu)(tu)壤(rang)污(wu)染的(de)風險管(guan)(guan)(guan)控(kong)(kong)(kong)和治(zhi)理(li)修(xiu)復。我(wo)們要(yao)抓住清(qing)潔土(tu)(tu)壤(rang)行動這個載(zai)體,突出永久性(xing)(xing)(xing)基本(ben)(ben)農田土(tu)(tu)壤(rang)污(wu)染防治(zhi)這個重(zhong)(zhong)點(dian),堅持(chi)全過程監(jian)管(guan)(guan)(guan),注(zhu)重(zhong)(zhong)3個加(jia)強。一(yi)是加(jia)強源(yuan)頭(tou)控(kong)(kong)(kong)制(zhi)。統籌抓好重(zhong)(zhong)金屬(shu)污(wu)染減(jian)排(pai)、持(chi)久性(xing)(xing)(xing)有機(ji)化合(he)物治(zhi)理(li)、危險化學品管(guan)(guan)(guan)理(li)、固(gu)體廢物減(jian)量化、資源(yuan)化等(deng)工作(zuo),減(jian)少源(yuan)頭(tou)排(pai)放,努力消除源(yuan)頭(tou)之(zhi)患。二是加(jia)強監(jian)管(guan)(guan)(guan)處(chu)置。推(tui)進(jin)(jin)全省(sheng)危險廢物和污(wu)泥全過程信(xin)息化監(jian)管(guan)(guan)(guan),加(jia)強對產生、貯存、轉運、處(chu)置等(deng)環(huan)節的(de)掌握和監(jian)控(kong)(kong)(kong)。堅持(chi)布局優化和全面覆蓋相(xiang)結合(he),有序推(tui)進(jin)(jin)處(chu)置設施建(jian)(jian)設,提(ti)高固(gu)廢處(chu)置能力。三是加(jia)強治(zhi)理(li)修(xiu)復。進(jin)(jin)一(yi)步完善土(tu)(tu)壤(rang)環(huan)境監(jian)測監(jian)控(kong)(kong)(kong)體系(xi),加(jia)強受污(wu)染場地的(de)排(pai)查,基本(ben)(ben)建(jian)(jian)立全省(sheng)疑似污(wu)染場地清(qing)單(dan),以重(zhong)(zhong)點(dian)帶(dai)一(yi)般的(de)思(si)路推(tui)進(jin)(jin)治(zhi)理(li)修(xiu)復,加(jia)快解決突出土(tu)(tu)壤(rang)環(huan)境問題。  

(二)圍繞全面依法治國(guo),構建規范嚴謹(jin)的環境法治體系(xi)  

在全(quan)面推(tui)(tui)進依法(fa)(fa)治(zhi)國(guo)的(de)大背景下(xia),保(bao)(bao)護生態(tai)(tai)(tai)環(huan)(huan)境(jing),治(zhi)理環(huan)(huan)境(jing)污(wu)染,必須以法(fa)(fa)治(zhi)為基(ji)(ji)(ji)本(ben)方式(shi)和重要(yao)保(bao)(bao)障。過去很(hen)長一段時(shi)期內,我(wo)國(guo)環(huan)(huan)境(jing)保(bao)(bao)護工作(zuo)缺乏法(fa)(fa)治(zhi)理念,立法(fa)(fa)滯后(hou),法(fa)(fa)律偏軟,操作(zuo)性不強,執(zhi)行力(li)(li)不夠,企(qi)業(ye)對環(huan)(huan)境(jing)違法(fa)(fa)沒有(you)犯罪的(de)概念,環(huan)(huan)保(bao)(bao)人(ren)有(you)心無(wu)力(li)(li),權(quan)威和公信(xin)力(li)(li)受到嚴重挑(tiao)戰。現在這(zhe)種狀況要(yao)徹底扭轉過來。黨(dang)的(de)十(shi)(shi)八大以來,特別是(shi)十(shi)(shi)八屆四(si)中全(quan)會召(zhao)開(kai),為加強環(huan)(huan)境(jing)保(bao)(bao)護提(ti)供了法(fa)(fa)治(zhi)基(ji)(ji)(ji)石(shi),新環(huan)(huan)保(bao)(bao)法(fa)(fa)、國(guo)務院《通知》、兩高司法(fa)(fa)解釋(shi)等陸續(xu)出(chu)臺(tai),宣示了黨(dang)和國(guo)家重典治(zhi)污(wu)的(de)堅(jian)強決(jue)心。就(jiu)浙江省來說,始終把監管執(zhi)法(fa)(fa)作(zuo)為政府履行環(huan)(huan)保(bao)(bao)職能的(de)基(ji)(ji)(ji)本(ben)職責和基(ji)(ji)(ji)本(ben)手段,始終保(bao)(bao)持高壓嚴管態(tai)(tai)(tai)勢(shi),率先推(tui)(tui)進環(huan)(huan)境(jing)行政執(zhi)法(fa)(fa)與公檢法(fa)(fa)聯動(dong),執(zhi)法(fa)(fa)力(li)(li)度連(lian)續(xu)多年(nian)位(wei)列全(quan)國(guo)首位(wei)。要(yao)抓住(zhu)依法(fa)(fa)治(zhi)國(guo)的(de)大勢(shi),繼續(xu)保(bao)(bao)持強勢(shi),讓嚴刑峻法(fa)(fa)、規行矩步(bu)成為新常態(tai)(tai)(tai)。  

一(yi)(yi)要(yao)(yao)以新《環境(jing)保(bao)護法(fa)(fa)》為切入點(dian),構建(jian)(jian)嚴(yan)密(mi)、細致、可(ke)操(cao)作的(de)(de)(de)法(fa)(fa)規制(zhi)(zhi)度(du)(du)體系(xi)。習近平(ping)總書(shu)記(ji)強(qiang)調,“只(zhi)有(you)(you)實行(xing)最嚴(yan)格的(de)(de)(de)制(zhi)(zhi)度(du)(du)、最嚴(yan)密(mi)的(de)(de)(de)法(fa)(fa)治(zhi),才能(neng)為生態文(wen)明建(jian)(jian)設提(ti)供(gong)可(ke)靠保(bao)障”。新環保(bao)法(fa)(fa)頒布實施(shi)是(shi)其中關鍵一(yi)(yi)環,要(yao)(yao)圍繞(rao)這部法(fa)(fa)律(lv)加(jia)強(qiang)制(zhi)(zhi)度(du)(du)配套,保(bao)障法(fa)(fa)律(lv)落地。一(yi)(yi)方(fang)面(mian)(mian),要(yao)(yao)立足于嚴(yan)。這是(shi)當前(qian)(qian)(qian)的(de)(de)(de)需(xu)要(yao)(yao),是(shi)終(zhong)結環保(bao)執法(fa)(fa)長(chang)期被(bei)動局面(mian)(mian)的(de)(de)(de)需(xu)要(yao)(yao)。特別要(yao)(yao)研究(jiu)制(zhi)(zhi)定(ding)查封扣(kou)押(ya)、按(an)日計(ji)罰(fa)、限產(chan)停產(chan)、行(xing)政拘留等執法(fa)(fa)規范的(de)(de)(de)配套程序(xu),制(zhi)(zhi)訂修訂大氣(qi)污(wu)染防治(zhi)、水污(wu)染防治(zhi)、排污(wu)許可(ke)、建(jian)(jian)設項目管理、環境(jing)監(jian)測、土壤環境(jing)保(bao)護等法(fa)(fa)規規章,一(yi)(yi)定(ding)要(yao)(yao)從嚴(yan)從細,要(yao)(yao)有(you)(you)足夠的(de)(de)(de)力度(du)(du)和操(cao)作性。另一(yi)(yi)方(fang)面(mian)(mian),要(yao)(yao)適(shi)度(du)(du)超(chao)前(qian)(qian)(qian)。尤其是(shi)環保(bao)標(biao)(biao)(biao)準(zhun),要(yao)(yao)富于先進性和引領性。經常會(hui)有(you)(you)這樣的(de)(de)(de)情況,提(ti)標(biao)(biao)(biao)改造剛(gang)(gang)剛(gang)(gang)完成(cheng),又需(xu)要(yao)(yao)新一(yi)(yi)輪的(de)(de)(de)提(ti)標(biao)(biao)(biao),標(biao)(biao)(biao)準(zhun)被(bei)追著跑,權威性和執行(xing)力大打折扣(kou)。所以,在標(biao)(biao)(biao)準(zhun)方(fang)面(mian)(mian)要(yao)(yao)有(you)(you)一(yi)(yi)定(ding)的(de)(de)(de)超(chao)前(qian)(qian)(qian)度(du)(du),既要(yao)(yao)與(yu)發展階段相適(shi)應(ying),還要(yao)(yao)著眼于引領轉(zhuan)型升級。國家空白(bai)的(de)(de)(de)領域,可(ke)提(ti)前(qian)(qian)(qian)做起來(lai);國家有(you)(you)的(de)(de)(de),能(neng)更嚴(yan)就更嚴(yan)一(yi)(yi)點(dian)。做到前(qian)(qian)(qian)瞻性、系(xi)統(tong)性,一(yi)(yi)步一(yi)(yi)步階梯型提(ti)升。  

二(er)要(yao)(yao)(yao)(yao)以(yi)全(quan)覆(fu)蓋(gai)、零(ling)(ling)容忍為著力點,加大環境執(zhi)(zhi)(zhi)(zhi)法(fa)(fa)力度(du)。有了好的(de)法(fa)(fa)律,關鍵還(huan)要(yao)(yao)(yao)(yao)靠執(zhi)(zhi)(zhi)(zhi)行(xing)(xing)(xing)。要(yao)(yao)(yao)(yao)有人去執(zhi)(zhi)(zhi)(zhi)行(xing)(xing)(xing),而且執(zhi)(zhi)(zhi)(zhi)行(xing)(xing)(xing)要(yao)(yao)(yao)(yao)嚴(yan)格。當前,環保執(zhi)(zhi)(zhi)(zhi)法(fa)(fa)要(yao)(yao)(yao)(yao)努力做到兩條:一(yi)是執(zhi)(zhi)(zhi)(zhi)法(fa)(fa)要(yao)(yao)(yao)(yao)全(quan)覆(fu)蓋(gai);二(er)是執(zhi)(zhi)(zhi)(zhi)法(fa)(fa)要(yao)(yao)(yao)(yao)零(ling)(ling)容忍。全(quan)覆(fu)蓋(gai)就(jiu)是要(yao)(yao)(yao)(yao)推進網格化監(jian)管和區(qu)(qu)(qu)域(yu)(yu)(yu)協作。網格化就(jiu)是把區(qu)(qu)(qu)域(yu)(yu)(yu)內(nei)的(de)監(jian)管力量、監(jian)管對象(xiang)、監(jian)管任務進行(xing)(xing)(xing)細化劃分,要(yao)(yao)(yao)(yao)把責任落實(shi)到各級政府(fu)。區(qu)(qu)(qu)域(yu)(yu)(yu)聯動(dong)(dong)則是要(yao)(yao)(yao)(yao)打破區(qu)(qu)(qu)域(yu)(yu)(yu)界限,開展(zhan)流域(yu)(yu)(yu)、交界區(qu)(qu)(qu)域(yu)(yu)(yu)的(de)執(zhi)(zhi)(zhi)(zhi)法(fa)(fa)聯動(dong)(dong),建立協作機制,形(xing)成(cheng)覆(fu)蓋(gai)區(qu)(qu)(qu)域(yu)(yu)(yu)內(nei)和區(qu)(qu)(qu)域(yu)(yu)(yu)間的(de)環境執(zhi)(zhi)(zhi)(zhi)法(fa)(fa)聯防網。零(ling)(ling)容忍,就(jiu)是要(yao)(yao)(yao)(yao)發現(xian)一(yi)起(qi)、查處一(yi)起(qi)、執(zhi)(zhi)(zhi)(zhi)法(fa)(fa)到位(wei)、懲治到位(wei)。要(yao)(yao)(yao)(yao)堅(jian)持日常檢查與開展(zhan)專項行(xing)(xing)(xing)動(dong)(dong)相結合,堅(jian)持環境行(xing)(xing)(xing)政執(zhi)(zhi)(zhi)(zhi)法(fa)(fa)與刑事司法(fa)(fa)相銜接,加大執(zhi)(zhi)(zhi)(zhi)法(fa)(fa)的(de)頻度(du)和力度(du),出重拳(quan)、出組合拳(quan),形(xing)成(cheng)強大震(zhen)懾,倒逼污染企業不(bu)越底線(xian)(xian)、不(bu)踩紅線(xian)(xian)、不(bu)碰高壓線(xian)(xian)。  

三(san)要(yao)(yao)以環(huan)(huan)(huan)(huan)保(bao)(bao)與(yu)(yu)(yu)公(gong)(gong)(gong)(gong)檢(jian)法(fa)(fa)(fa)(fa)(fa)(fa)聯(lian)動為(wei)重(zhong)點,完(wan)善多元化(hua)環(huan)(huan)(huan)(huan)境(jing)(jing)監(jian)(jian)(jian)管機(ji)制。浙(zhe)江省(sheng)環(huan)(huan)(huan)(huan)保(bao)(bao)與(yu)(yu)(yu)公(gong)(gong)(gong)(gong)檢(jian)法(fa)(fa)(fa)(fa)(fa)(fa)聯(lian)動,特別是(shi)與(yu)(yu)(yu)公(gong)(gong)(gong)(gong)安的(de)執(zhi)(zhi)(zhi)法(fa)(fa)(fa)(fa)(fa)(fa)聯(lian)動,走在(zai)(zai)全(quan)(quan)國前列(lie),營(ying)造了空前的(de)執(zhi)(zhi)(zhi)法(fa)(fa)(fa)(fa)(fa)(fa)聲勢,有力(li)支撐浙(zhe)江省(sheng)成為(wei)全(quan)(quan)國環(huan)(huan)(huan)(huan)境(jing)(jing)執(zhi)(zhi)(zhi)法(fa)(fa)(fa)(fa)(fa)(fa)最嚴省(sheng)份。這(zhe)給(gei)了我們一(yi)個啟示(shi),就是(shi)環(huan)(huan)(huan)(huan)保(bao)(bao)行(xing)(xing)(xing)政執(zhi)(zhi)(zhi)法(fa)(fa)(fa)(fa)(fa)(fa)必須廣借外(wai)力(li),環(huan)(huan)(huan)(huan)保(bao)(bao)行(xing)(xing)(xing)政執(zhi)(zhi)(zhi)法(fa)(fa)(fa)(fa)(fa)(fa)的(de)手段和(he)力(li)度是(shi)有限(xian)的(de),懲(cheng)處措施的(de)落地、執(zhi)(zhi)(zhi)法(fa)(fa)(fa)(fa)(fa)(fa)效果的(de)實(shi)現(xian),還有賴于各(ge)方面的(de)支持和(he)配合(he)(he)。要(yao)(yao)把(ba)環(huan)(huan)(huan)(huan)保(bao)(bao)行(xing)(xing)(xing)政執(zhi)(zhi)(zhi)法(fa)(fa)(fa)(fa)(fa)(fa)與(yu)(yu)(yu)司(si)法(fa)(fa)(fa)(fa)(fa)(fa)監(jian)(jian)(jian)督(du)(du)、媒(mei)(mei)體(ti)(ti)監(jian)(jian)(jian)督(du)(du)、公(gong)(gong)(gong)(gong)眾(zhong)監(jian)(jian)(jian)督(du)(du)緊密結合(he)(he)起來,形(xing)成多元化(hua)、專(zhuan)群結合(he)(he)的(de)監(jian)(jian)(jian)管機(ji)制。一(yi)是(shi)司(si)法(fa)(fa)(fa)(fa)(fa)(fa)監(jian)(jian)(jian)督(du)(du)。在(zai)(zai)推進環(huan)(huan)(huan)(huan)保(bao)(bao)公(gong)(gong)(gong)(gong)安執(zhi)(zhi)(zhi)法(fa)(fa)(fa)(fa)(fa)(fa)聯(lian)動的(de)同時(shi)(shi),加(jia)強環(huan)(huan)(huan)(huan)保(bao)(bao)與(yu)(yu)(yu)公(gong)(gong)(gong)(gong)檢(jian)法(fa)(fa)(fa)(fa)(fa)(fa)聯(lian)席會(hui)議(yi)制度,落實(shi)好打擊環(huan)(huan)(huan)(huan)境(jing)(jing)犯罪協作機(ji)制,完(wan)善案件(jian)移送、會(hui)商督(du)(du)辦、聯(lian)合(he)(he)調查、信息共享等制度,健全(quan)(quan)完(wan)善環(huan)(huan)(huan)(huan)保(bao)(bao)非訴(su)(su)案件(jian)強制執(zhi)(zhi)(zhi)行(xing)(xing)(xing)、環(huan)(huan)(huan)(huan)境(jing)(jing)公(gong)(gong)(gong)(gong)益訴(su)(su)訟(song)相關程序、規程,解決(jue)好打擊不力(li)、違法(fa)(fa)(fa)(fa)(fa)(fa)輕罰等問(wen)題(ti)。二是(shi)媒(mei)(mei)體(ti)(ti)監(jian)(jian)(jian)督(du)(du)。環(huan)(huan)(huan)(huan)保(bao)(bao)要(yao)(yao)聯(lian)合(he)(he)媒(mei)(mei)體(ti)(ti)、善用媒(mei)(mei)體(ti)(ti),商請(qing)媒(mei)(mei)體(ti)(ti)參(can)與(yu)(yu)(yu)監(jian)(jian)(jian)督(du)(du),加(jia)大主(zhu)動曝光、公(gong)(gong)(gong)(gong)開(kai)曝光的(de)力(li)度。同時(shi)(shi),要(yao)(yao)完(wan)善輿情監(jian)(jian)(jian)控回應(ying)機(ji)制,不僅要(yao)(yao)利用媒(mei)(mei)體(ti)(ti)來發(fa)現(xian)問(wen)題(ti)、回應(ying)問(wen)題(ti),還要(yao)(yao)借助媒(mei)(mei)體(ti)(ti)來監(jian)(jian)(jian)督(du)(du)解決(jue)問(wen)題(ti),將之引(yin)(yin)入環(huan)(huan)(huan)(huan)境(jing)(jing)執(zhi)(zhi)(zhi)法(fa)(fa)(fa)(fa)(fa)(fa)的(de)全(quan)(quan)過程。三(san)是(shi)公(gong)(gong)(gong)(gong)眾(zhong)監(jian)(jian)(jian)督(du)(du)。要(yao)(yao)把(ba)信訪投訴(su)(su)作為(wei)發(fa)現(xian)和(he)查處環(huan)(huan)(huan)(huan)境(jing)(jing)違法(fa)(fa)(fa)(fa)(fa)(fa)行(xing)(xing)(xing)為(wei)的(de)重(zhong)要(yao)(yao)渠道;要(yao)(yao)推進環(huan)(huan)(huan)(huan)境(jing)(jing)信息公(gong)(gong)(gong)(gong)開(kai),滿足(zu)公(gong)(gong)(gong)(gong)眾(zhong)的(de)知情權(quan)、參(can)與(yu)(yu)(yu)權(quan)、監(jian)(jian)(jian)督(du)(du)權(quan)。同時(shi)(shi),要(yao)(yao)通過環(huan)(huan)(huan)(huan)評公(gong)(gong)(gong)(gong)示(shi)、公(gong)(gong)(gong)(gong)眾(zhong)參(can)與(yu)(yu)(yu)環(huan)(huan)(huan)(huan)評聽證等,把(ba)公(gong)(gong)(gong)(gong)眾(zhong)監(jian)(jian)(jian)督(du)(du)從末端推到前端;要(yao)(yao)通過環(huan)(huan)(huan)(huan)保(bao)(bao)NGO和(he)志愿者(zhe),引(yin)(yin)導第三(san)方力(li)量開(kai)展(zhan)理性監(jian)(jian)(jian)督(du)(du);要(yao)(yao)加(jia)強企業、農(nong)村、社區環(huan)(huan)(huan)(huan)保(bao)(bao)監(jian)(jian)(jian)督(du)(du)員(yuan)隊伍(wu)建設(she),彌補(bu)基層(ceng)監(jian)(jian)(jian)管力(li)量的(de)不足(zu)。  

(三)圍繞全面(mian)深化改革,構建現代高效(xiao)的(de)環境管理體系  

中央關(guan)于全面深化改革特別是關(guan)于推(tui)進生態文明體(ti)(ti)(ti)(ti)制(zhi)改革的(de)(de)部署(shu),為(wei)創新(xin)(xin)環(huan)(huan)境(jing)(jing)(jing)管(guan)(guan)理指(zhi)明了(le)方向。要按照(zhao)公共(gong)管(guan)(guan)理理論和(he)用制(zhi)度(du)保護(hu)環(huan)(huan)境(jing)(jing)(jing)的(de)(de)要求,來創新(xin)(xin)環(huan)(huan)境(jing)(jing)(jing)管(guan)(guan)理體(ti)(ti)(ti)(ti)系。環(huan)(huan)境(jing)(jing)(jing)管(guan)(guan)理的(de)(de)公共(gong)性(xing)質體(ti)(ti)(ti)(ti)現在環(huan)(huan)境(jing)(jing)(jing)保護(hu)責(ze)任主(zhu)體(ti)(ti)(ti)(ti)的(de)(de)多元性(xing)上。政府(fu)是環(huan)(huan)境(jing)(jing)(jing)監管(guan)(guan)的(de)(de)責(ze)任主(zhu)體(ti)(ti)(ti)(ti),企(qi)業是環(huan)(huan)境(jing)(jing)(jing)治理的(de)(de)責(ze)任主(zhu)體(ti)(ti)(ti)(ti),公眾是環(huan)(huan)境(jing)(jing)(jing)監督的(de)(de)責(ze)任主(zhu)體(ti)(ti)(ti)(ti)。應該(gai)堅持(chi)按照(zhao)這三大責(ze)任主(zhu)體(ti)(ti)(ti)(ti)來建設環(huan)(huan)保制(zhi)度(du)框架體(ti)(ti)(ti)(ti)系,實(shi)施(shi)環(huan)(huan)境(jing)(jing)(jing)管(guan)(guan)理。  

一(yi)(yi)(yi)要理順政(zheng)(zheng)(zheng)(zheng)(zheng)府(fu)(fu)監(jian)(jian)管(guan)體(ti)(ti)系。就(jiu)是(shi)要厘(li)清(qing)是(shi)什么(me)、管(guan)什么(me)、怎么(me)管(guan)的(de)問(wen)題。一(yi)(yi)(yi)是(shi)構(gou)建大格(ge)局。堅(jian)持黨政(zheng)(zheng)(zheng)(zheng)(zheng)主(zhu)(zhu)導、人大政(zheng)(zheng)(zheng)(zheng)(zheng)協監(jian)(jian)督(du)、部門(men)齊(qi)抓(zhua)共(gong)管(guan)、社會(hui)廣(guang)泛參與,強化政(zheng)(zheng)(zheng)(zheng)(zheng)府(fu)(fu)主(zhu)(zhu)體(ti)(ti)責(ze)(ze)(ze)(ze)任,推(tui)進環(huan)(huan)保(bao)部門(men)實施(shi)統一(yi)(yi)(yi)監(jian)(jian)管(guan)、相關部門(men)分工負責(ze)(ze)(ze)(ze),形成“權界清(qing)晰、權責(ze)(ze)(ze)(ze)一(yi)(yi)(yi)致、齊(qi)抓(zhua)共(gong)管(guan)、運行(xing)高效”的(de)監(jian)(jian)管(guan)格(ge)局。二是(shi)監(jian)(jian)管(guan)大環(huan)(huan)境(jing)。政(zheng)(zheng)(zheng)(zheng)(zheng)府(fu)(fu)環(huan)(huan)境(jing)監(jian)(jian)管(guan)的(de)主(zhu)(zhu)要任務包(bao)括自然資源用途管(guan)制(zhi)(zhi)、生態環(huan)(huan)境(jing)空間管(guan)制(zhi)(zhi)、污(wu)染物排(pai)放總量管(guan)制(zhi)(zhi)、環(huan)(huan)境(jing)行(xing)為(wei)管(guan)制(zhi)(zhi)等方面。這是(shi)一(yi)(yi)(yi)個大環(huan)(huan)境(jing)的(de)概念(nian),是(shi)從開發到(dao)治理、從行(xing)為(wei)到(dao)結果的(de)全過程。環(huan)(huan)保(bao)部門(men)要不斷推(tui)進環(huan)(huan)境(jing)功能(neng)區劃(hua)、“三位(wei)一(yi)(yi)(yi)體(ti)(ti)、兩(liang)評結合”環(huan)(huan)境(jing)準(zhun)入等制(zhi)(zhi)度(du)以及各(ge)(ge)種(zhong)法(fa)規、政(zheng)(zheng)(zheng)(zheng)(zheng)策、標(biao)(biao)準(zhun)、規劃(hua)等的(de)創(chuang)新完(wan)(wan)善(shan)。三是(shi)壓實監(jian)(jian)管(guan)責(ze)(ze)(ze)(ze)任。堅(jian)持屬(shu)地(di)負責(ze)(ze)(ze)(ze)、分級分部門(men)管(guan)理,從權責(ze)(ze)(ze)(ze)定位(wei)進行(xing)職能(neng)界定。同時,嚴格(ge)考評問(wen)責(ze)(ze)(ze)(ze),完(wan)(wan)善(shan)各(ge)(ge)級領(ling)導班(ban)子和領(ling)導干部考核評價體(ti)(ti)系,推(tui)行(xing)環(huan)(huan)保(bao)目標(biao)(biao)責(ze)(ze)(ze)(ze)任的(de)離任審(shen)計,在重點生態功能(neng)區實施(shi)生態環(huan)(huan)境(jing)財政(zheng)(zheng)(zheng)(zheng)(zheng)獎(jiang)懲制(zhi)(zhi)度(du),在各(ge)(ge)縣市實施(shi)主(zhu)(zhu)要污(wu)染物排(pai)放財政(zheng)(zheng)(zheng)(zheng)(zheng)收費制(zhi)(zhi)度(du),體(ti)(ti)現政(zheng)(zheng)(zheng)(zheng)(zheng)府(fu)(fu)負責(ze)(ze)(ze)(ze)、層(ceng)層(ceng)擔責(ze)(ze)(ze)(ze)。  

二(er)要(yao)建(jian)立(li)企(qi)(qi)(qi)業(ye)(ye)自(zi)律體系。要(yao)把傳統的生(sheng)產者負責(ze)(ze)(ze)引向生(sheng)產者自(zi)律,促使(shi)企(qi)(qi)(qi)業(ye)(ye)主動履行(xing)(xing)(xing)(xing)環(huan)(huan)(huan)(huan)境(jing)(jing)保(bao)護的責(ze)(ze)(ze)任(ren)(ren)和義務。一是強(qiang)化法(fa)(fa)律規(gui)制(zhi)(zhi)(zhi)。加快完(wan)(wan)善地(di)方(fang)環(huan)(huan)(huan)(huan)境(jing)(jing)法(fa)(fa)規(gui)標準(zhun),建(jian)立(li)嚴(yan)密(mi)的規(gui)則體系,使(shi)企(qi)(qi)(qi)業(ye)(ye)鉆不(bu)了制(zhi)(zhi)(zhi)度(du)(du)(du)(du)(du)的漏洞。同時,要(yao)從制(zhi)(zhi)(zhi)度(du)(du)(du)(du)(du)上(shang)加大(da)(da)對環(huan)(huan)(huan)(huan)境(jing)(jing)違(wei)法(fa)(fa)行(xing)(xing)(xing)(xing)為(wei)的懲處力度(du)(du)(du)(du)(du),健(jian)全環(huan)(huan)(huan)(huan)境(jing)(jing)污(wu)(wu)染(ran)和生(sheng)態破壞的民事、刑(xing)事責(ze)(ze)(ze)任(ren)(ren)追究制(zhi)(zhi)(zhi)度(du)(du)(du)(du)(du),建(jian)立(li)企(qi)(qi)(qi)業(ye)(ye)環(huan)(huan)(huan)(huan)境(jing)(jing)損害賠償(chang)制(zhi)(zhi)(zhi)度(du)(du)(du)(du)(du),加大(da)(da)對實施環(huan)(huan)(huan)(huan)境(jing)(jing)侵權(quan)行(xing)(xing)(xing)(xing)為(wei)的企(qi)(qi)(qi)業(ye)(ye)追責(ze)(ze)(ze)力度(du)(du)(du)(du)(du),促使(shi)企(qi)(qi)(qi)業(ye)(ye)不(bu)敢、不(bu)愿、不(bu)能違(wei)法(fa)(fa)。二(er)是完(wan)(wan)善利益調節機(ji)(ji)制(zhi)(zhi)(zhi)。借助(zhu)價(jia)(jia)格、稅收、信(xin)貸、補(bu)貼等(deng)經(jing)濟杠桿,對企(qi)(qi)(qi)業(ye)(ye)進(jin)行(xing)(xing)(xing)(xing)激(ji)勵(li)與約束。比如在稅費政(zheng)策上(shang),擴(kuo)大(da)(da)排(pai)污(wu)(wu)收費的額(e)度(du)(du)(du)(du)(du)和領域;在健(jian)全環(huan)(huan)(huan)(huan)境(jing)(jing)資源(yuan)配置和價(jia)(jia)值補(bu)償(chang)機(ji)(ji)制(zhi)(zhi)(zhi)上(shang),完(wan)(wan)善排(pai)污(wu)(wu)權(quan)有償(chang)使(shi)用和交(jiao)易政(zheng)策、資源(yuan)型產品定價(jia)(jia)機(ji)(ji)制(zhi)(zhi)(zhi),推行(xing)(xing)(xing)(xing)資源(yuan)開(kai)發(fa)生(sheng)態修(xiu)復(fu)保(bao)證(zheng)金制(zhi)(zhi)(zhi)度(du)(du)(du)(du)(du);在綠(lv)色金融政(zheng)策上(shang),健(jian)全綠(lv)色信(xin)貸、綠(lv)色證(zheng)券、綠(lv)色債券制(zhi)(zhi)(zhi)度(du)(du)(du)(du)(du),推行(xing)(xing)(xing)(xing)重點污(wu)(wu)染(ran)行(xing)(xing)(xing)(xing)業(ye)(ye)和企(qi)(qi)(qi)業(ye)(ye)強(qiang)制(zhi)(zhi)(zhi)性環(huan)(huan)(huan)(huan)境(jing)(jing)污(wu)(wu)染(ran)責(ze)(ze)(ze)任(ren)(ren)保(bao)險制(zhi)(zhi)(zhi)度(du)(du)(du)(du)(du)。三(san)是建(jian)立(li)企(qi)(qi)(qi)業(ye)(ye)環(huan)(huan)(huan)(huan)境(jing)(jing)信(xin)用體系和社(she)(she)會(hui)(hui)(hui)責(ze)(ze)(ze)任(ren)(ren)評(ping)價(jia)(jia)體系。完(wan)(wan)善信(xin)用評(ping)價(jia)(jia)標準(zhun),推動企(qi)(qi)(qi)業(ye)(ye)環(huan)(huan)(huan)(huan)境(jing)(jing)信(xin)息公(gong)開(kai),建(jian)立(li)環(huan)(huan)(huan)(huan)保(bao)失信(xin)“黑(hei)名單(dan)”制(zhi)(zhi)(zhi)度(du)(du)(du)(du)(du),將(jiang)環(huan)(huan)(huan)(huan)境(jing)(jing)違(wei)法(fa)(fa)行(xing)(xing)(xing)(xing)為(wei)納入社(she)(she)會(hui)(hui)(hui)信(xin)用體系。制(zhi)(zhi)(zhi)訂企(qi)(qi)(qi)業(ye)(ye)環(huan)(huan)(huan)(huan)保(bao)社(she)(she)會(hui)(hui)(hui)責(ze)(ze)(ze)任(ren)(ren)標準(zhun),建(jian)立(li)環(huan)(huan)(huan)(huan)保(bao)社(she)(she)會(hui)(hui)(hui)責(ze)(ze)(ze)任(ren)(ren)認證(zheng)機(ji)(ji)制(zhi)(zhi)(zhi),定期公(gong)布環(huan)(huan)(huan)(huan)保(bao)社(she)(she)會(hui)(hui)(hui)責(ze)(ze)(ze)任(ren)(ren)履行(xing)(xing)(xing)(xing)情(qing)況,形(xing)成社(she)(she)會(hui)(hui)(hui)化監(jian)督。  

三(san)要(yao)(yao)(yao)構建(jian)(jian)(jian)環(huan)(huan)(huan)(huan)(huan)境(jing)信(xin)息(xi)公(gong)(gong)(gong)開(kai)和(he)(he)(he)(he)公(gong)(gong)(gong)眾(zhong)參(can)(can)與(yu)(yu)體(ti)(ti)系(xi)(xi)。公(gong)(gong)(gong)共管理必須由公(gong)(gong)(gong)眾(zhong)參(can)(can)與(yu)(yu),構建(jian)(jian)(jian)環(huan)(huan)(huan)(huan)(huan)境(jing)信(xin)息(xi)公(gong)(gong)(gong)開(kai)和(he)(he)(he)(he)公(gong)(gong)(gong)眾(zhong)參(can)(can)與(yu)(yu)體(ti)(ti)系(xi)(xi)是實現(xian)政(zheng)府與(yu)(yu)公(gong)(gong)(gong)眾(zhong)互(hu)動的(de)(de)(de)有(you)力支撐,是實現(xian)環(huan)(huan)(huan)(huan)(huan)境(jing)保(bao)(bao)(bao)護自(zi)(zi)主自(zi)(zi)覺、共建(jian)(jian)(jian)共享(xiang)的(de)(de)(de)關鍵所(suo)在(zai)(zai)。一是以信(xin)息(xi)公(gong)(gong)(gong)開(kai)為(wei)(wei)前提。環(huan)(huan)(huan)(huan)(huan)境(jing)信(xin)息(xi)公(gong)(gong)(gong)開(kai)是原則、不公(gong)(gong)(gong)開(kai)是例外,要(yao)(yao)(yao)圍繞公(gong)(gong)(gong)開(kai)什么、怎么公(gong)(gong)(gong)開(kai),規(gui)范制(zhi)(zhi)(zhi)度(du)安排(pai),明確環(huan)(huan)(huan)(huan)(huan)境(jing)信(xin)息(xi)公(gong)(gong)(gong)開(kai)的(de)(de)(de)主體(ti)(ti)、內(nei)容、范圍、方式、程序和(he)(he)(he)(he)要(yao)(yao)(yao)求。同(tong)時,要(yao)(yao)(yao)建(jian)(jian)(jian)立(li)和(he)(he)(he)(he)完善環(huan)(huan)(huan)(huan)(huan)境(jing)信(xin)息(xi)公(gong)(gong)(gong)開(kai)監督和(he)(he)(he)(he)保(bao)(bao)(bao)障機制(zhi)(zhi)(zhi),真正體(ti)(ti)現(xian)對(dui)政(zheng)府的(de)(de)(de)監督性、對(dui)企業的(de)(de)(de)約(yue)(yue)束(shu)性和(he)(he)(he)(he)對(dui)公(gong)(gong)(gong)眾(zhong)權(quan)益的(de)(de)(de)維護。二(er)是以環(huan)(huan)(huan)(huan)(huan)境(jing)宣傳(chuan)(chuan)(chuan)教(jiao)(jiao)育(yu)為(wei)(wei)先(xian)導(dao)。要(yao)(yao)(yao)建(jian)(jian)(jian)立(li)環(huan)(huan)(huan)(huan)(huan)保(bao)(bao)(bao)宣傳(chuan)(chuan)(chuan)媒體(ti)(ti)合(he)作(zuo)和(he)(he)(he)(he)輿論監督機制(zhi)(zhi)(zhi),形成(cheng)涵蓋(gai)法律(lv)法規(gui)、科普(pu)知(zhi)識、做法成(cheng)效等內(nei)容,集合(he)傳(chuan)(chuan)(chuan)統媒體(ti)(ti)和(he)(he)(he)(he)新傳(chuan)(chuan)(chuan)媒等多(duo)手段的(de)(de)(de)宣傳(chuan)(chuan)(chuan)體(ti)(ti)系(xi)(xi);形成(cheng)黨政(zheng)干部和(he)(he)(he)(he)企事業管理人員(yuan)培訓(xun)、國(guo)民(min)教(jiao)(jiao)育(yu)、社區教(jiao)(jiao)育(yu)“三(san)位一體(ti)(ti)”的(de)(de)(de)社會化教(jiao)(jiao)育(yu)體(ti)(ti)系(xi)(xi);形成(cheng)生態文明宣傳(chuan)(chuan)(chuan)、生態文化作(zuo)品(pin)創作(zuo)和(he)(he)(he)(he)傳(chuan)(chuan)(chuan)播、生態創建(jian)(jian)(jian)、踐行(xing)綠色(se)健康生活(huo)方式等多(duo)個層次的(de)(de)(de)生態文化推進(jin)機制(zhi)(zhi)(zhi)。三(san)是以環(huan)(huan)(huan)(huan)(huan)保(bao)(bao)(bao)NGO和(he)(he)(he)(he)志愿者(zhe)為(wei)(wei)支點。建(jian)(jian)(jian)立(li)環(huan)(huan)(huan)(huan)(huan)保(bao)(bao)(bao)NGO發展(zhan)支持機制(zhi)(zhi)(zhi),加強(qiang)準入(ru)規(gui)范和(he)(he)(he)(he)自(zi)(zi)律(lv),依(yi)托環(huan)(huan)(huan)(huan)(huan)保(bao)(bao)(bao)聯合(he)會,形成(cheng)環(huan)(huan)(huan)(huan)(huan)保(bao)(bao)(bao)部門(men)與(yu)(yu)環(huan)(huan)(huan)(huan)(huan)保(bao)(bao)(bao)NGO之間穩定的(de)(de)(de)溝通(tong)、協調、指導(dao)、合(he)作(zuo)關系(xi)(xi)。并以此為(wei)(wei)平臺和(he)(he)(he)(he)紐(niu)帶(dai),更(geng)好(hao)地(di)培育(yu)、組織(zhi)和(he)(he)(he)(he)發揮(hui)好(hao)志愿者(zhe)隊伍。四是以保(bao)(bao)(bao)障權(quan)利行(xing)使為(wei)(wei)核心。在(zai)(zai)領(ling)域上,重大項目(mu)建(jian)(jian)(jian)設、規(gui)劃布局等方面都要(yao)(yao)(yao)保(bao)(bao)(bao)證(zheng)(zheng)公(gong)(gong)(gong)眾(zhong)參(can)(can)與(yu)(yu);在(zai)(zai)形式上,搭建(jian)(jian)(jian)公(gong)(gong)(gong)示(shi)、聽證(zheng)(zheng)、咨(zi)詢、調查等多(duo)種(zhong)(zhong)平臺,讓公(gong)(gong)(gong)眾(zhong)充分(fen)發聲、充分(fen)行(xing)使權(quan)利。五(wu)是以對(dui)公(gong)(gong)(gong)眾(zhong)的(de)(de)(de)激勵約(yue)(yue)束(shu)為(wei)(wei)驅動。如(ru)實施階(jie)梯水電氣價格,對(dui)購(gou)買(mai)使用節(jie)能環(huan)(huan)(huan)(huan)(huan)保(bao)(bao)(bao)產(chan)品(pin)進(jin)行(xing)補貼,開(kai)展(zhan)自(zi)(zi)我參(can)(can)與(yu)(yu)、自(zi)(zi)我提升、自(zi)(zi)我監督的(de)(de)(de)各(ge)種(zhong)(zhong)綠色(se)創建(jian)(jian)(jian)活(huo)動,制(zhi)(zhi)(zhi)定環(huan)(huan)(huan)(huan)(huan)保(bao)(bao)(bao)村規(gui)民(min)約(yue)(yue)等制(zhi)(zhi)(zhi)度(du)。  

(四(si))圍繞全(quan)面(mian)從(cong)嚴治黨(dang),建設“心中(zhong)(zhong)有黨(dang)、心中(zhong)(zhong)有民、心中(zhong)(zhong)有責、心中(zhong)(zhong)有戒(jie)”的環保隊伍(wu)  

全面從嚴治黨,關鍵在人。必須以嚴格(ge)的(de)(de)(de)標準、嚴明的(de)(de)(de)紀律(lv)、嚴格(ge)的(de)(de)(de)管理帶動(dong)環保隊(dui)伍和能力(li)建設,深刻踐行(xing)習近(jin)平(ping)總(zong)書記提(ti)出的(de)(de)(de)“四(si)有”要求,以強(qiang)烈的(de)(de)(de)擔當(dang)精神、過硬(ying)的(de)(de)(de)工(gong)作作風(feng)、良好的(de)(de)(de)職業素養(yang),不斷提(ti)升環保部門的(de)(de)(de)形象。  

一(yi)(yi)要(yao)規(gui)(gui)(gui)范權(quan)(quan)(quan)責(ze)(ze)(ze)(ze)(ze)運行(xing)(xing)(xing)體系。繼(ji)續深化(hua)(hua)“四張(zhang)清(qing)單(dan)一(yi)(yi)張(zhang)網(wang)”建(jian)設(she),按照“權(quan)(quan)(quan)責(ze)(ze)(ze)(ze)(ze)明(ming)晰、運行(xing)(xing)(xing)規(gui)(gui)(gui)范、制(zhi)衡監督(du)(du)(du)有力”的(de)(de)要(yao)求,全(quan)(quan)面(mian)(mian)推進(jin)部(bu)門(men)權(quan)(quan)(quan)力和(he)(he)(he)責(ze)(ze)(ze)(ze)(ze)任(ren)配置(zhi)科學(xue)化(hua)(hua),權(quan)(quan)(quan)力和(he)(he)(he)責(ze)(ze)(ze)(ze)(ze)任(ren)運行(xing)(xing)(xing)規(gui)(gui)(gui)范化(hua)(hua)。一(yi)(yi)是(shi)(shi)全(quan)(quan)面(mian)(mian)清(qing)權(quan)(quan)(quan)。堅持(chi)“職責(ze)(ze)(ze)(ze)(ze)法(fa)定、權(quan)(quan)(quan)責(ze)(ze)(ze)(ze)(ze)一(yi)(yi)致”,梳理完善權(quan)(quan)(quan)力清(qing)單(dan)和(he)(he)(he)責(ze)(ze)(ze)(ze)(ze)任(ren)清(qing)單(dan),建(jian)立(li)動(dong)態調整機制(zhi),及時向社(she)會公開。二是(shi)(shi)制(zhi)度(du)(du)確(que)權(quan)(quan)(quan)。進(jin)一(yi)(yi)步明(ming)晰權(quan)(quan)(quan)力邊(bian)界(jie),理順作(zuo)業流(liu)程(cheng),細化(hua)(hua)崗位職責(ze)(ze)(ze)(ze)(ze),把(ba)(ba)各項職權(quan)(quan)(quan)放(fang)(fang)進(jin)制(zhi)度(du)(du)的(de)(de)籠(long)子,把(ba)(ba)權(quan)(quan)(quan)力定位好。三是(shi)(shi)改革放(fang)(fang)權(quan)(quan)(quan)。堅持(chi)于(yu)法(fa)周(zhou)全(quan)(quan)、于(yu)事簡便,深化(hua)(hua)簡政放(fang)(fang)權(quan)(quan)(quan),不(bu)斷拓展環評審(shen)(shen)批備案制(zhi)試點(dian)和(he)(he)(he)豁免審(shen)(shen)批目錄。四是(shi)(shi)全(quan)(quan)程(cheng)控(kong)權(quan)(quan)(quan)。把(ba)(ba)注重源頭的(de)(de)審(shen)(shen)批核準轉變到注重過程(cheng)監管上來,切實強化(hua)(hua)事中事后監管,做到放(fang)(fang)權(quan)(quan)(quan)不(bu)卸(xie)責(ze)(ze)(ze)(ze)(ze)、履職更規(gui)(gui)(gui)范。五是(shi)(shi)規(gui)(gui)(gui)范用(yong)權(quan)(quan)(quan)。法(fa)無授(shou)權(quan)(quan)(quan)不(bu)可為,法(fa)定職責(ze)(ze)(ze)(ze)(ze)必須為。要(yao)全(quan)(quan)面(mian)(mian)建(jian)立(li)環境保護監管職責(ze)(ze)(ze)(ze)(ze)和(he)(he)(he)行(xing)(xing)(xing)政責(ze)(ze)(ze)(ze)(ze)任(ren)追究制(zhi)度(du)(du),既(ji)要(yao)防止權(quan)(quan)(quan)力濫用(yong),也要(yao)杜(du)絕失(shi)職瀆職。六是(shi)(shi)監督(du)(du)(du)制(zhi)權(quan)(quan)(quan)。加強內部(bu)層級監督(du)(du)(du),自(zi)覺接受人大、政協以及相關部(bu)門(men)的(de)(de)專門(men)監督(du)(du)(du),建(jian)立(li)健全(quan)(quan)社(she)會監督(du)(du)(du)機制(zhi),確(que)保權(quan)(quan)(quan)責(ze)(ze)(ze)(ze)(ze)運行(xing)(xing)(xing)陽(yang)光(guang)透明(ming)。  

二要(yao)(yao)(yao)加強黨(dang)(dang)風(feng)(feng)(feng)廉政(zheng)(zheng)建設(she)。黨(dang)(dang)風(feng)(feng)(feng)廉政(zheng)(zheng)建設(she)是(shi)(shi)(shi)(shi)堅(jian)(jian)持(chi)(chi)“黨(dang)(dang)要(yao)(yao)(yao)管黨(dang)(dang)、從(cong)嚴(yan)治(zhi)黨(dang)(dang)”的一(yi)(yi)(yi)件大(da)事(shi)(shi),片刻不(bu)(bu)(bu)(bu)得(de)放松。黨(dang)(dang)的十八(ba)大(da)以來(lai),中(zhong)央和浙江(jiang)省(sheng)委三(san)令(ling)五(wu)申,重(zhong)拳頻出(chu),營造了空前的高(gao)壓態(tai)勢(shi)。當前,環(huan)(huan)保(bao)領域面臨的反(fan)(fan)(fan)腐(fu)敗(bai)斗(dou)(dou)爭挑(tiao)戰嚴(yan)峻,特(te)別是(shi)(shi)(shi)(shi)基層(ceng)環(huan)(huan)保(bao)系(xi)統腐(fu)敗(bai)依然多發(fa)高(gao)發(fa),我(wo)們必(bi)須(xu)高(gao)度警醒(xing),切實(shi)增強堅(jian)(jian)定(ding)不(bu)(bu)(bu)(bu)移(yi)推(tui)進黨(dang)(dang)風(feng)(feng)(feng)廉政(zheng)(zheng)建設(she)和反(fan)(fan)(fan)腐(fu)敗(bai)斗(dou)(dou)爭的思想自(zi)覺和行(xing)動自(zi)覺。一(yi)(yi)(yi)是(shi)(shi)(shi)(shi)必(bi)須(xu)抓住主體責任這(zhe)(zhe)個牛鼻子(zi)(zi)。落(luo)(luo)實(shi)黨(dang)(dang)風(feng)(feng)(feng)廉政(zheng)(zheng)建設(she)主體責任,是(shi)(shi)(shi)(shi)黨(dang)(dang)中(zhong)央作出(chu)的一(yi)(yi)(yi)項(xiang)重(zhong)大(da)政(zheng)(zheng)治(zhi)決定(ding),是(shi)(shi)(shi)(shi)深入推(tui)進黨(dang)(dang)風(feng)(feng)(feng)廉政(zheng)(zheng)建設(she)和反(fan)(fan)(fan)腐(fu)敗(bai)斗(dou)(dou)爭的牛鼻子(zi)(zi)。各級黨(dang)(dang)組要(yao)(yao)(yao)始終把(ba)主體責任放在(zai)(zai)心上(shang)、扛在(zai)(zai)肩上(shang)、抓在(zai)(zai)手(shou)上(shang),把(ba)黨(dang)(dang)風(feng)(feng)(feng)廉政(zheng)(zheng)建設(she)與業務工作一(yi)(yi)(yi)同(tong)(tong)研(yan)究(jiu)、一(yi)(yi)(yi)同(tong)(tong)部(bu)署、一(yi)(yi)(yi)同(tong)(tong)檢查、一(yi)(yi)(yi)同(tong)(tong)落(luo)(luo)實(shi)、一(yi)(yi)(yi)同(tong)(tong)考核。黨(dang)(dang)組書記作為第一(yi)(yi)(yi)責任人,要(yao)(yao)(yao)解(jie)(jie)決好(hao)“只(zhi)掛(gua)帥不(bu)(bu)(bu)(bu)出(chu)征(zheng)”問(wen)題(ti)(ti),要(yao)(yao)(yao)親(qin)力親(qin)為,參戰督戰。班子(zi)(zi)成(cheng)(cheng)員要(yao)(yao)(yao)按照分工,認真履(lv)行(xing)“一(yi)(yi)(yi)崗雙責”。要(yao)(yao)(yao)堅(jian)(jian)持(chi)(chi)一(yi)(yi)(yi)級抓一(yi)(yi)(yi)級,一(yi)(yi)(yi)級對(dui)一(yi)(yi)(yi)級負責,層(ceng)層(ceng)分解(jie)(jie)任務,層(ceng)層(ceng)簽訂目標(biao)責任狀,上(shang)下(xia)聯動,落(luo)(luo)實(shi)到位(wei)。同(tong)(tong)時,要(yao)(yao)(yao)嚴(yan)格責任追(zhui)究(jiu),倒逼履(lv)職盡責,一(yi)(yi)(yi)旦(dan)出(chu)現(xian)問(wen)題(ti)(ti),實(shi)行(xing)“一(yi)(yi)(yi)案(an)雙查”。二是(shi)(shi)(shi)(shi)必(bi)須(xu)打好(hao)正風(feng)(feng)(feng)肅(su)紀這(zhe)(zhe)場持(chi)(chi)久戰。作風(feng)(feng)(feng)建設(she)永遠在(zai)(zai)路上(shang),稍一(yi)(yi)(yi)放松就要(yao)(yao)(yao)反(fan)(fan)(fan)彈(dan)。要(yao)(yao)(yao)深化群(qun)眾路線教育(yu)實(shi)踐(jian)活動,不(bu)(bu)(bu)(bu)斷鞏固擴大(da)各項(xiang)整改成(cheng)(cheng)果,嚴(yan)格執(zhi)行(xing)中(zhong)央八(ba)項(xiang)規定(ding)、浙江(jiang)省(sheng)委六個嚴(yan)禁的要(yao)(yao)(yao)求,始終保(bao)持(chi)(chi)正風(feng)(feng)(feng)肅(su)紀高(gao)壓態(tai)勢(shi)。要(yao)(yao)(yao)警惕“四風(feng)(feng)(feng)”新(xin)形式、新(xin)動向,狠抓重(zhong)要(yao)(yao)(yao)節點,嚴(yan)防穿上(shang)“隱身(shen)衣”的“四風(feng)(feng)(feng)”問(wen)題(ti)(ti)。要(yao)(yao)(yao)突出(chu)解(jie)(jie)決為官不(bu)(bu)(bu)(bu)為、庸(yong)政(zheng)(zheng)懶(lan)政(zheng)(zheng)問(wen)題(ti)(ti),開展(zhan)機關效能整改行(xing)動,大(da)力整治(zhi)環(huan)(huan)保(bao)系(xi)統中(zhong)的“中(zhong)梗阻”現(xian)象,切實(shi)提高(gao)執(zhi)行(xing)力,堅(jian)(jian)決遏制損(sun)害群(qun)眾環(huan)(huan)境權益的不(bu)(bu)(bu)(bu)正之(zhi)風(feng)(feng)(feng)。三(san)是(shi)(shi)(shi)(shi)必(bi)須(xu)守牢廉潔(jie)從(cong)政(zheng)(zheng)這(zhe)(zhe)條底線。廉潔(jie)從(cong)政(zheng)(zheng)是(shi)(shi)(shi)(shi)領導干部(bu)的立身(shen)之(zhi)本。以身(shen)作則,以上(shang)率(lv)下(xia),帶頭守紀律講規矩、帶頭履(lv)行(xing)主體責任、帶頭廉潔(jie)自(zi)律、帶頭接受監(jian)督,確保(bao)干成(cheng)(cheng)事(shi)(shi)不(bu)(bu)(bu)(bu)出(chu)事(shi)(shi)。  

三要(yao)提(ti)高(gao)(gao)(gao)(gao)職(zhi)業(ye)化(hua)(hua)(hua)(hua)水(shui)平(ping)。環(huan)(huan)(huan)(huan)保(bao)工作(zuo)(zuo)是(shi)(shi)(shi)綜合(he)性和(he)(he)(he)專(zhuan)業(ye)性的(de)(de)(de)(de)(de)(de)統一,加(jia)(jia)強(qiang)(qiang)(qiang)環(huan)(huan)(huan)(huan)境(jing)監(jian)(jian)(jian)管(guan)(guan)離不開(kai)有力(li)的(de)(de)(de)(de)(de)(de)物質(zhi)、技(ji)(ji)術(shu)支(zhi)撐。要(yao)按(an)照現代化(hua)(hua)(hua)(hua)、信(xin)息(xi)化(hua)(hua)(hua)(hua)、智(zhi)能(neng)化(hua)(hua)(hua)(hua)的(de)(de)(de)(de)(de)(de)要(yao)求(qiu),注重(zhong)(zhong)科(ke)技(ji)(ji)、監(jian)(jian)(jian)測、監(jian)(jian)(jian)察、應(ying)(ying)急(ji)4個領域(yu)的(de)(de)(de)(de)(de)(de)能(neng)力(li)建(jian)設(she),全面提(ti)高(gao)(gao)(gao)(gao)履行(xing)環(huan)(huan)(huan)(huan)境(jing)監(jian)(jian)(jian)管(guan)(guan)職(zhi)能(neng)的(de)(de)(de)(de)(de)(de)職(zhi)業(ye)化(hua)(hua)(hua)(hua)水(shui)準。一是(shi)(shi)(shi)提(ti)高(gao)(gao)(gao)(gao)科(ke)技(ji)(ji)能(neng)力(li)。抓(zhua)(zhua)科(ke)技(ji)(ji)研發(fa),以重(zhong)(zhong)大(da)課(ke)題、重(zhong)(zhong)大(da)項目為牽引,推(tui)進治(zhi)水(shui)、治(zhi)氣等(deng)關(guan)鍵適用(yong)技(ji)(ji)術(shu)攻關(guan);抓(zhua)(zhua)科(ke)技(ji)(ji)推(tui)廣(guang),運(yun)用(yong)培訓、平(ping)臺對(dui)接、工程示范等(deng)形式(shi),促進技(ji)(ji)術(shu)應(ying)(ying)用(yong)普及;抓(zhua)(zhua)科(ke)技(ji)(ji)轉化(hua)(hua)(hua)(hua),大(da)力(li)推(tui)動環(huan)(huan)(huan)(huan)保(bao)產業(ye)發(fa)展。二是(shi)(shi)(shi)提(ti)高(gao)(gao)(gao)(gao)監(jian)(jian)(jian)測能(neng)力(li)。建(jian)立完(wan)善(shan)覆蓋水(shui)、氣、土壤、輻(fu)射等(deng)的(de)(de)(de)(de)(de)(de)監(jian)(jian)(jian)測網絡,推(tui)動“天地(di)一體化(hua)(hua)(hua)(hua)”。要(yao)優化(hua)(hua)(hua)(hua)各地(di)環(huan)(huan)(huan)(huan)境(jing)監(jian)(jian)(jian)測站的(de)(de)(de)(de)(de)(de)能(neng)力(li)建(jian)設(she),既要(yao)保(bao)基(ji)本(ben),也要(yao)按(an)照層(ceng)級(ji)和(he)(he)(he)地(di)域(yu)特征,形成各有側重(zhong)(zhong)、功能(neng)結構(gou)互補的(de)(de)(de)(de)(de)(de)監(jian)(jian)(jian)測布點格(ge)局。同時(shi),加(jia)(jia)快推(tui)進環(huan)(huan)(huan)(huan)境(jing)檢測市場化(hua)(hua)(hua)(hua)和(he)(he)(he)企業(ye)自行(xing)監(jian)(jian)(jian)測,加(jia)(jia)強(qiang)(qiang)(qiang)重(zhong)(zhong)點污(wu)染(ran)源自動監(jian)(jian)(jian)控(kong)系(xi)統的(de)(de)(de)(de)(de)(de)運(yun)維和(he)(he)(he)在線(xian)監(jian)(jian)(jian)測數據(ju)的(de)(de)(de)(de)(de)(de)運(yun)用(yong)。三是(shi)(shi)(shi)提(ti)高(gao)(gao)(gao)(gao)監(jian)(jian)(jian)察能(neng)力(li)。以移動執法系(xi)統為載(zai)體,構(gou)建(jian)面向(xiang)環(huan)(huan)(huan)(huan)境(jing)監(jian)(jian)(jian)察工作(zuo)(zuo)實際的(de)(de)(de)(de)(de)(de)污(wu)染(ran)源數據(ju)庫,實現環(huan)(huan)(huan)(huan)境(jing)監(jian)(jian)(jian)察管(guan)(guan)理信(xin)息(xi)化(hua)(hua)(hua)(hua)和(he)(he)(he)執法檢查(cha)智(zhi)能(neng)化(hua)(hua)(hua)(hua)。強(qiang)(qiang)(qiang)化(hua)(hua)(hua)(hua)環(huan)(huan)(huan)(huan)境(jing)監(jian)(jian)(jian)察稽(ji)查(cha)和(he)(he)(he)后督察,推(tui)進環(huan)(huan)(huan)(huan)境(jing)執法規范化(hua)(hua)(hua)(hua)建(jian)設(she)。四(si)是(shi)(shi)(shi)提(ti)高(gao)(gao)(gao)(gao)應(ying)(ying)急(ji)能(neng)力(li)。加(jia)(jia)強(qiang)(qiang)(qiang)應(ying)(ying)急(ji)預案體系(xi)的(de)(de)(de)(de)(de)(de)修編完(wan)善(shan),加(jia)(jia)大(da)環(huan)(huan)(huan)(huan)境(jing)應(ying)(ying)急(ji)裝備和(he)(he)(he)物資保(bao)障力(li)度,針對(dui)性地(di)開(kai)展應(ying)(ying)急(ji)演練(lian),建(jian)立健(jian)全多(duo)部門應(ying)(ying)急(ji)聯動機制,加(jia)(jia)強(qiang)(qiang)(qiang)預警(jing)監(jian)(jian)(jian)測和(he)(he)(he)指揮調度,提(ti)升突發(fa)環(huan)(huan)(huan)(huan)境(jing)事件應(ying)(ying)對(dui)處置能(neng)力(li)。
