環境監測轉型要抓哪些問題?
環境監測(ce)社會化近年來逐漸(jian)形成(cheng)共識,環境監測(ce)轉型(xing)發(fa)展已勢(shi)在必行(xing)。環境監測(ce)站(zhan)如(ru)何在轉型(xing)發(fa)展中(zhong)立于(yu)不敗之地?筆者認為,只有(you)練好(hao)內功,才能實(shi)現有(you)為有(you)位。
首先,堅持以(yi)考(kao)(kao)促(cu)學治弱(ruo)。考(kao)(kao)核是管理(li)的(de)法(fa)寶。不(bu)考(kao)(kao)核,領導就不(bu)重視(shi);不(bu)考(kao)(kao)核,職工就沒有責任感;不(bu)考(kao)(kao)核,就無法(fa)評判(pan)優(you)劣。因(yin)此,要把考(kao)(kao)核作為(wei)治弱(ruo)的(de)重要手段,解決(jue)隊伍工作水平不(bu)夠高的(de)問題。
一(yi)是以考(kao)(kao)選人(ren)(ren)(ren)(ren)。長期(qi)以來,監測(ce)站人(ren)(ren)(ren)(ren)員(yuan)素質不高(gao)一(yi)度成(cheng)為監測(ce)事業發(fa)展(zhan)的(de)(de)(de)障礙。對此,要(yao)堅持凡進(jin)(jin)必考(kao)(kao)的(de)(de)(de)進(jin)(jin)人(ren)(ren)(ren)(ren)原則,嚴把(ba)進(jin)(jin)人(ren)(ren)(ren)(ren)關。要(yao)杜絕(jue)關系進(jin)(jin)人(ren)(ren)(ren)(ren)、招呼(hu)進(jin)(jin)人(ren)(ren)(ren)(ren)、畫(hua)框框圈人(ren)(ren)(ren)(ren)等問(wen)題。二是以考(kao)(kao)育人(ren)(ren)(ren)(ren)。以四(si)川省(sheng)廣元市(shi)為例,廣元市(shi)環境監測(ce)中(zhong)心站把(ba)外派學習取(qu)(qu)證(zheng)考(kao)(kao)核作為提高(gao)專業素質的(de)(de)(de)有效(xiao)途徑。制(zhi)定(ding)了全站人(ren)(ren)(ren)(ren)員(yuan)外派輪訓學習3年規(gui)劃,每年都(dou)分(fen)(fen)期(qi)分(fen)(fen)批選派相關人(ren)(ren)(ren)(ren)員(yuan)參加國家、省(sheng)組(zu)織的(de)(de)(de)各類學習培訓。全站基本形成(cheng)了技術(shu)(shu)規(gui)范(fan)經(jing)(jing)常學習、技術(shu)(shu)問(wen)題經(jing)(jing)常探(tan)討、技術(shu)(shu)經(jing)(jing)驗經(jing)(jing)常交流的(de)(de)(de)良好(hao)氛圍。三(san)是以考(kao)(kao)用人(ren)(ren)(ren)(ren)。長期(qi)以來,職(zhi)級(ji)(ji)晉(jin)升論(lun)資排(pai)輩已(yi)成(cheng)為制(zhi)約監測(ce)事業發(fa)展(zhan)的(de)(de)(de)障礙。對此,可制(zhi)定(ding)職(zhi)級(ji)(ji)晉(jin)升考(kao)(kao)核辦法,實行(xing)專業技術(shu)(shu)人(ren)(ren)(ren)(ren)員(yuan)評(ping)聘(pin)分(fen)(fen)離制(zhi)度。晉(jin)職(zhi)晉(jin)級(ji)(ji)應一(yi)律競爭(zheng)上崗,采取(qu)(qu)領導考(kao)(kao)核打分(fen)(fen)、專家考(kao)(kao)核評(ping)分(fen)(fen)、群(qun)眾(zhong)測(ce)評(ping)得(de)分(fen)(fen)“三(san)分(fen)(fen)”結合的(de)(de)(de)方式(shi)對擬晉(jin)職(zhi)人(ren)(ren)(ren)(ren)員(yuan)進(jin)(jin)行(xing)考(kao)(kao)核排(pai)名,擇優錄聘(pin)。
其(qi)次,堅持以(yi)(yi)效(xiao)(xiao)問責治(zhi)散。庸、懶、散無(wu)疑是事業(ye)發展(zhan)的(de)巨大隱患(huan)。在筆(bi)者(zhe)看(kan)來,應將以(yi)(yi)效(xiao)(xiao)問責、嚴明賞罰(fa)作為治(zhi)散的(de)突(tu)破口,解(jie)決不(bu)作為、慢作為等問題。
一是(shi)嚴(yan)抓(zhua)工(gong)(gong)(gong)作(zuo)(zuo)效(xiao)(xiao)(xiao)(xiao)率,有(you)(you)效(xiao)(xiao)(xiao)(xiao)解(jie)(jie)決(jue)(jue)(jue)拖的(de)(de)問題(ti)(ti)。各地(di)監測站(zhan)要(yao)(yao)實(shi)行(xing)(xing)每天工(gong)(gong)(gong)作(zuo)(zuo)情況記(ji)錄(lu)制(zhi)(zhi),站(zhan)長每月(yue)對(dui)副(fu)站(zhan)長工(gong)(gong)(gong)作(zuo)(zuo)記(ji)錄(lu)進(jin)行(xing)(xing)圈閱點評(ping),副(fu)站(zhan)長對(dui)分管科室負責人(ren)和工(gong)(gong)(gong)作(zuo)(zuo)人(ren)員的(de)(de)工(gong)(gong)(gong)作(zuo)(zuo)記(ji)錄(lu)進(jin)行(xing)(xing)圈閱點評(ping),做(zuo)到(dao)(dao)壓力層層傳導。實(shi)行(xing)(xing)工(gong)(gong)(gong)作(zuo)(zuo)月(yue)通報(bao)制(zhi)(zhi)度。每月(yue)初(chu)對(dui)上(shang)一個(ge)(ge)月(yue)工(gong)(gong)(gong)作(zuo)(zuo)任(ren)務、時(shi)效(xiao)(xiao)(xiao)(xiao)性、工(gong)(gong)(gong)作(zuo)(zuo)質量(liang)進(jin)行(xing)(xing)通報(bao)。凡監測數據(ju)報(bao)告(gao)時(shi)效(xiao)(xiao)(xiao)(xiao)性未達到(dao)(dao)要(yao)(yao)求的(de)(de),均(jun)要(yao)(yao)在通報(bao)中(zhong)點名批評(ping),并(bing)依據(ju)相(xiang)關規章制(zhi)(zhi)度給(gei)予(yu)相(xiang)應處(chu)罰(fa),做(zuo)到(dao)(dao)問題(ti)(ti)及時(shi)解(jie)(jie)決(jue)(jue)(jue)。二(er)是(shi)嚴(yan)明(ming)工(gong)(gong)(gong)作(zuo)(zuo)紀(ji)律,有(you)(you)效(xiao)(xiao)(xiao)(xiao)解(jie)(jie)決(jue)(jue)(jue)懶的(de)(de)問題(ti)(ti)。嚴(yan)明(ming)紀(ji)律首(shou)先(xian)要(yao)(yao)抓(zhua)建章立制(zhi)(zhi),讓各項管理工(gong)(gong)(gong)作(zuo)(zuo)有(you)(you)章可循、有(you)(you)據(ju)可依。為擴(kuo)大制(zhi)(zhi)度的(de)(de)民(min)主基礎,可選取(qu)職(zhi)工(gong)(gong)(gong)代表參與制(zhi)(zhi)度設計。制(zhi)(zhi)度執(zhi)行(xing)(xing)要(yao)(yao)堅持一視同仁(ren),鐵面無私,違反制(zhi)(zhi)度者必須處(chu)罰(fa)。三是(shi)嚴(yan)格績(ji)效(xiao)(xiao)(xiao)(xiao)考(kao)(kao)核,有(you)(you)效(xiao)(xiao)(xiao)(xiao)解(jie)(jie)決(jue)(jue)(jue)庸(yong)的(de)(de)問題(ti)(ti)。要(yao)(yao)制(zhi)(zhi)定《績(ji)效(xiao)(xiao)(xiao)(xiao)考(kao)(kao)核辦法》,建立起權、責、利相(xiang)統(tong)一的(de)(de)機制(zhi)(zhi),解(jie)(jie)決(jue)(jue)(jue)干好(hao)干壞一個(ge)(ge)樣(yang)、干與不干一個(ge)(ge)樣(yang)的(de)(de)問題(ti)(ti)。
第三,堅持(chi)以(yi)廉生威(wei)治(zhi)亂(luan)。公生明,廉生威(wei)。干部隊(dui)伍廉潔與否(fou)關系事(shi)業的興衰成敗。為(wei)(wei)此(ci),要把(ba)廉政勤政作為(wei)(wei)外樹(shu)形象、內增團(tuan)結的重要抓手。
一(yi)是抓教(jiao)育倡(chang)廉(lian)。堅(jian)(jian)持把黨(dang)風廉(lian)政(zheng)建(jian)設(she)工作納入(ru)政(zheng)治業務(wu)(wu)學習(xi)計(ji)劃之中,做到逢會就講,在(zai)抓“常”和“長”字上不放松(song)。堅(jian)(jian)持廉(lian)政(zheng)文(wen)化(hua)與監(jian)(jian)(jian)測(ce)(ce)文(wen)化(hua)同步(bu)建(jian)設(she),在(zai)職工中普遍征集個性化(hua)、特(te)色化(hua)、本土化(hua)的(de)廉(lian)政(zheng)與監(jian)(jian)(jian)測(ce)(ce)文(wen)化(hua)格言警(jing)句,讓廉(lian)潔監(jian)(jian)(jian)測(ce)(ce)、科學監(jian)(jian)(jian)測(ce)(ce)的(de)理(li)(li)念(nian)深入(ru)人心(xin)。二是抓制(zhi)度(du)管廉(lian)。例如,廣元市制(zhi)定(ding)了《“三重(zhong)一(yi)大(da)”民主管理(li)(li)制(zhi)度(du)》、《政(zheng)府采購報(bao)審程(cheng)序(xu)規定(ding)》,要(yao)求重(zhong)大(da)事項決策(ce)、重(zhong)要(yao)儀器采購等都(dou)要(yao)進行(xing)決策(ce)法律(lv)咨(zi)詢、紀律(lv)咨(zi)詢、專(zhuan)家咨(zi)詢,經(jing)過科室申報(bao)、專(zhuan)家論證、集體(ti)研究的(de)程(cheng)序(xu)決定(ding)。這就可(ke)(ke)以從程(cheng)序(xu)上有(you)效防控(kong)不廉(lian)行(xing)為(wei)發生的(de)可(ke)(ke)能(neng)性。三是抓機制(zhi)促廉(lian)。監(jian)(jian)(jian)測(ce)(ce)工作需要(yao)天天和服(fu)務(wu)(wu)對象打交道(dao),要(yao)杜(du)絕權力(li)尋租,就必須以完善的(de)機制(zhi)來保障。對此,要(yao)建(jian)立監(jian)(jian)(jian)測(ce)(ce)業務(wu)(wu)辦理(li)(li)“三公開一(yi)分離(li)”的(de)權力(li)運(yun)行(xing)機制(zhi),實現讓權力(li)在(zai)陽光下運(yun)行(xing)。
