如何規劃煤化工用水?
我國煤炭資源(yuan)和(he)水(shui)資源(yuan)基(ji)本均以昆侖山(shan)——秦(qin)嶺——大別(bie)山(shan)一線(xian)為界呈逆向分布(bu),特(te)點是多煤的地方缺水(shui),多水(shui)的地方缺煤,煤水(shui)資源(yuan)不(bu)相配。目(mu)前,我國煤化工行業建設(she)項(xiang)目(mu)主(zhu)要(yao)集(ji)中在黃(huang)河流(liu)域(yu)、新疆、松(song)遼流(liu)域(yu)、云貴(gui)和(he)淮河流(liu)域(yu)等(deng)(deng)富(fu)煤但水(shui)資源(yuan)并不(bu)豐富(fu)的地區。筆(bi)者(zhe)調(diao)研收集(ji)了上述(shu)地區43份(fen)煤化工行業建設(she)項(xiang)目(mu)水(shui)資源(yuan)論證(zheng)報(bao)告書(shu)發現,報(bao)告書(shu)在用水(shui)合理(li)性分析方面(mian)還存在用水(shui)單(dan)元(yuan)劃分不(bu)清晰(xi)、用水(shui)情況描述(shu)及分析較為簡單(dan)等(deng)(deng)問題。
先搞清楚用水環節和用水性質
根據調研分析,煤(mei)化工行業建設項(xiang)目水資源論證用水環節(jie)分析大致可分為(wei)3種途(tu)徑(jing):
按主要工藝裝(zhuang)(zhuang)置分析,如備(bei)煤裝(zhuang)(zhuang)置、空分裝(zhuang)(zhuang)置、氣化(hua)裝(zhuang)(zhuang)置、產品合成裝(zhuang)(zhuang)置等;
按主要操作單元分析,如氣化、洗滌、冷卻、合成、萃取、過濾、結晶、脫硫等;

用水系統的具體用水環節包括:
(1)循環(huan)冷卻系統
應詳細說(shuo)明循環(huan)(huan)冷卻系統(tong)裝置的構成和(he)規模(mo)、設備參數、循環(huan)(huan)水(shui)(shui)(shui)量(liang)、各(ge)循環(huan)(huan)冷卻系統(tong)的用水(shui)(shui)(shui)過程、供水(shui)(shui)(shui)對象(xiang)和(he)供水(shui)(shui)(shui)量(liang)、各(ge)循環(huan)(huan)冷卻系統(tong)蒸(zheng)發及風(feng)吹損失等(deng)耗水(shui)(shui)(shui)量(liang)、排水(shui)(shui)(shui)量(liang)及排水(shui)(shui)(shui)去向(xiang)等(deng)。
(2)脫鹽水處理系(xi)統
應詳細說(shuo)明(ming)脫(tuo)鹽(yan)水(shui)處理系(xi)統的(de)構(gou)成和處理規模、設備(bei)參數、水(shui)源、進出水(shui)水(shui)質、工(gong)藝(yi)流程(cheng)、脫(tuo)鹽(yan)水(shui)供(gong)水(shui)對象和供(gong)水(shui)量、濃鹽(yan)水(shui)排水(shui)量及排水(shui)去(qu)向等。
(3)凝結(jie)水回收利用系統

蒸(zheng)汽(qi)作為一種熱能載體,是煤化(hua)工項(xiang)目(mu)重(zhong)要的二次(ci)能源(yuan)。應(ying)詳細(xi)說明各等級蒸(zheng)汽(qi)來源(yuan)、蒸(zheng)汽(qi)鍋爐(lu)參(can)數(shu)、蒸(zheng)汽(qi)參(can)數(shu)、蒸(zheng)汽(qi)產量和(he)消耗量、熱力管網參(can)數(shu)和(he)管網損失,同時還須(xu)附項(xiang)目(mu)蒸(zheng)汽(qi)平衡圖(tu)。
(5)生(sheng)活(huo)用水系統
應詳細說明生活供(gong)(gong)水(shui)系(xi)統(tong)的規模、設施(shi)配備和供(gong)(gong)水(shui)參數、供(gong)(gong)水(shui)量和供(gong)(gong)水(shui)水(shui)質。
(6)主要工藝裝置
應詳細(xi)說(shuo)明主要(yao)工(gong)藝裝(zhuang)置(zhi)的構(gou)成、設備參數,應單獨細(xi)化工(gong)藝裝(zhuang)置(zhi)的用水(shui)(shui)過程,并(bing)附(fu)水(shui)(shui)量(liang)平(ping)(ping)衡(heng)(heng)圖和水(shui)(shui)量(liang)平(ping)(ping)衡(heng)(heng)表。此外,原(yuan)煤(mei)中含(han)有的水(shui)(shui)分會(hui)參與到某工(gong)藝裝(zhuang)置(zhi)的反(fan)應過程中,因此,應說(shuo)明原(yuan)煤(mei)帶入水(shui)(shui)量(liang),并(bing)在該工(gong)藝裝(zhuang)置(zhi)水(shui)(shui)量(liang)平(ping)(ping)衡(heng)(heng)圖和全(quan)廠(chang)水(shui)(shui)量(liang)平(ping)(ping)衡(heng)(heng)圖中明確。
(7)廢污水處理系統

目(mu)前(qian),我國煤化工(gong)行(xing)業(ye)(ye)建(jian)設(she)項(xiang)目(mu)水(shui)(shui)(shui)(shui)資(zi)源論證(zheng)用水(shui)(shui)(shui)(shui)水(shui)(shui)(shui)(shui)平(ping)評(ping)(ping)價(jia)尚無(wu)統一的(de)評(ping)(ping)價(jia)指(zhi)(zhi)標(biao)(biao)體系。但根(gen)據筆(bi)者調研收集的(de)煤化工(gong)行(xing)業(ye)(ye)建(jian)設(she)項(xiang)目(mu)水(shui)(shui)(shui)(shui)資(zi)源論證(zheng)報告(gao)書看(kan),雖然用水(shui)(shui)(shui)(shui)水(shui)(shui)(shui)(shui)平(ping)評(ping)(ping)價(jia)指(zhi)(zhi)標(biao)(biao)的(de)選取不盡相同,但大都選取了全(quan)廠(chang)用水(shui)(shui)(shui)(shui)重(zhong)復利(li)用率、冷(leng)卻(que)水(shui)(shui)(shui)(shui)循(xun)環率、冷(leng)卻(que)塔蒸(zheng)發損(sun)失(shi)率、冷(leng)卻(que)塔風吹(chui)損(sun)失(shi)率、循(xun)環水(shui)(shui)(shui)(shui)的(de)濃縮(suo)倍數、單位產品新(xin)水(shui)(shui)(shui)(shui)量(liang)和(he)職工(gong)人均生活用水(shui)(shui)(shui)(shui)量(liang)等指(zhi)(zhi)標(biao)(biao)進(jin)行(xing)分析評(ping)(ping)價(jia)。筆(bi)者認為(wei),上述指(zhi)(zhi)標(biao)(biao)基本可以(yi)反映(ying)煤化工(gong)項(xiang)目(mu)全(quan)廠(chang)的(de)用水(shui)(shui)(shui)(shui)水(shui)(shui)(shui)(shui)平(ping),但建(jian)議補充一個(ge)重(zhong)要指(zhi)(zhi)標(biao)(biao),即噸(dun)煤新(xin)鮮(xian)水(shui)(shui)(shui)(shui)耗(hao)。該指(zhi)(zhi)標(biao)(biao)在《煤炭深(shen)加工(gong)產業(ye)(ye)發展政策(征求(qiu)意見稿(gao))》有(you)明確規定(ding)。雖然《煤炭深(shen)加工(gong)產業(ye)(ye)發展政策(征求(qiu)意見稿(gao))》未正式發布,但業(ye)(ye)內已將(jiang)噸(dun)煤新(xin)鮮(xian)水(shui)(shui)(shui)(shui)耗(hao)作為(wei)衡量(liang)煤化工(gong)項(xiang)目(mu)用水(shui)(shui)(shui)(shui)水(shui)(shui)(shui)(shui)平(ping)評(ping)(ping)價(jia)的(de)重(zhong)要指(zhi)(zhi)標(biao)(biao)。
