課題研究背景
處(chu)于富營養(yang)化初(chu)期的(de)(de)(de)湖泊(bo)洱(er)(er)海的(de)(de)(de)污(wu)染負(fu)荷(he)主要(yao)來自(zi)入(ru)(ru)湖河(he)流(liu)(liu)(liu),流(liu)(liu)(liu)域面源(yuan)污(wu)染通過入(ru)(ru)湖河(he)流(liu)(liu)(liu)輸入(ru)(ru)湖泊(bo)主體。根(gen)據規劃要(yao)求,洱(er)(er)海流(liu)(liu)(liu)域河(he)流(liu)(liu)(liu)水質總體應達到地表水環境質量標(biao)準Ⅲ類(lei)水平,目(mu)前流(liu)(liu)(liu)域內多數入(ru)(ru)湖河(he)流(liu)(liu)(liu)都處(chu)于水質超標(biao)的(de)(de)(de)狀態,隨(sui)著流(liu)(liu)(liu)域人口增加(jia)和社會(hui)經濟的(de)(de)(de)發展(zhan),水質負(fu)荷(he)壓力會(hui)進一步變大(da),采(cai)取有效措(cuo)施(shi)改善(shan)入(ru)(ru)湖河(he)流(liu)(liu)(liu)水質是(shi)洱(er)(er)海保護亟需開展(zhan)的(de)(de)(de)重要(yao)工作(zuo)。
2011年,根據(ju)國家水(shui)體(ti)(ti)污染控制與(yu)治理重(zhong)大(da)(da)專項的總體(ti)(ti)安排,洱海流域(yu)設立了“入湖河流污染治理及清水(shui)產流機(ji)制修(xiu)復關鍵(jian)技術與(yu)工程示范”課題(課題編號2012ZX07105-003),上海交通大(da)(da)學作(zuo)為(wei)課題承擔單(dan)位(wei),聯合中國環境科學研(yan)究(jiu)院、大(da)(da)理大(da)(da)學和大(da)(da)理市水(shui)利水(shui)電管理總站等(deng)單(dan)位(wei)開展了課題研(yan)究(jiu)工作(zuo)。
針(zhen)對洱海(hai)流(liu)(liu)(liu)域(yu)入(ru)湖(hu)河(he)流(liu)(liu)(liu)面源(yuan)污(wu)(wu)(wu)染(ran)嚴重、自凈能力下降、庫塘濕地退化等造成(cheng)(cheng)河(he)流(liu)(liu)(liu)水(shui)質超標的環境問題(ti),課題(ti)選擇洱海(hai)的入(ru)湖(hu)河(he)流(liu)(liu)(liu)及其子(zi)(zi)流(liu)(liu)(liu)域(yu)為(wei)(wei)研究對象(xiang),在(zai)“十一五”研究的基礎上(shang),以(yi)永(yong)安(an)(an)江(jiang)及其子(zi)(zi)流(liu)(liu)(liu)域(yu)為(wei)(wei)工程(cheng)示范區,以(yi)洱海(hai)南部(bu)(bu)及西部(bu)(bu)不同類型入(ru)湖(hu)河(he)流(liu)(liu)(liu)為(wei)(wei)研究對象(xiang),研發與集成(cheng)(cheng)入(ru)湖(hu)河(he)流(liu)(liu)(liu)清(qing)水(shui)產流(liu)(liu)(liu)機制(zhi)修復整裝成(cheng)(cheng)套技(ji)術(shu),編制(zhi)綜(zong)合修復方案,通過對河(he)流(liu)(liu)(liu)及子(zi)(zi)流(liu)(liu)(liu)域(yu)的污(wu)(wu)(wu)染(ran)特征分析、技(ji)術(shu)研發與工程(cheng)示范,實現(xian)永(yong)安(an)(an)江(jiang)水(shui)質綜(zong)合改(gai)善,形成(cheng)(cheng)入(ru)湖(hu)河(he)流(liu)(liu)(liu)水(shui)污(wu)(wu)(wu)染(ran)防治的技(ji)術(shu)體系。
課題(ti)研(yan)(yan)究(jiu)內容主(zhu)要包括:東湖濕地生(sheng)態修復及(ji)(ji)永安(an)(an)江(jiang)(jiang)水質(zhi)改善技(ji)術研(yan)(yan)究(jiu)及(ji)(ji)綜合示(shi)范(fan);永安(an)(an)江(jiang)(jiang)清(qing)水養護區污染(ran)防治技(ji)術研(yan)(yan)究(jiu)及(ji)(ji)工程示(shi)范(fan);洱(er)海南部和西(xi)部典型(xing)河(he)流清(qing)水產(chan)流機(ji)制(zhi)(zhi)(zhi)修復技(ji)術研(yan)(yan)究(jiu)和方案編(bian)制(zhi)(zhi)(zhi)。通過本課題(ti)的(de)研(yan)(yan)究(jiu),編(bian)制(zhi)(zhi)(zhi)完成(cheng)洱(er)海南部及(ji)(ji)西(xi)部典型(xing)河(he)流清(qing)水產(chan)流機(ji)制(zhi)(zhi)(zhi)修復綜合方案,形成(cheng)清(qing)水養護區污染(ran)控制(zhi)(zhi)(zhi)、濕地生(sheng)態修復及(ji)(ji)沿河(he)污染(ran)收集處(chu)理等關鍵技(ji)術,并建成(cheng)永安(an)(an)江(jiang)(jiang)工程示(shi)范(fan)區,實現永安(an)(an)江(jiang)(jiang)水質(zhi)綜合提(ti)高一(yi)個等級的(de)目(mu)標。
控(kong)源截污、優化工(gong)藝(yi),形成面源污染控(kong)制技術體系
形成分層生(sheng)物濾池污水(shui)處理工藝,控制村落面源(yuan)污染(ran)
基于洱海流域(yu)農(nong)村(cun)污(wu)(wu)(wu)(wu)(wu)水(shui)(shui)(shui)收(shou)集(ji)現(xian)狀,課(ke)題開發了(le)(le)農(nong)村(cun)污(wu)(wu)(wu)(wu)(wu)水(shui)(shui)(shui)收(shou)集(ji)與(yu)處理(li)(li)技(ji)(ji)(ji)術(shu)(shu)。通過(guo)對(dui)功(gong)能填料、跌水(shui)(shui)(shui)充(chong)氧與(yu)微生物氧化(hua)(hua)、潛流濕地(di)等(deng)技(ji)(ji)(ji)術(shu)(shu)組(zu)合應(ying)用(yong)(yong),形成了(le)(le)分(fen)層生物濾(lv)池(chi)污(wu)(wu)(wu)(wu)(wu)水(shui)(shui)(shui)處理(li)(li)工藝,優化(hua)(hua)了(le)(le)生物氧化(hua)(hua)、硝化(hua)(hua)和反硝化(hua)(hua)過(guo)程(cheng),達(da)到有效(xiao)去除氮磷營養物與(yu)有機物的(de)目標。針(zhen)對(dui)農(nong)村(cun)地(di)區(qu)(qu)污(wu)(wu)(wu)(wu)(wu)水(shui)(shui)(shui)收(shou)集(ji)系(xi)(xi)統(tong)不健(jian)全、管道鋪設難度大的(de)問(wen)題,提(ti)出(chu)分(fen)類收(shou)集(ji)的(de)解決方案,建設村(cun)落雨(yu)污(wu)(wu)(wu)(wu)(wu)合流的(de)截污(wu)(wu)(wu)(wu)(wu)溝收(shou)集(ji)系(xi)(xi)統(tong),實現(xian)區(qu)(qu)域(yu)污(wu)(wu)(wu)(wu)(wu)染控制。工藝單元主要包括(kuo):村(cun)落生活污(wu)(wu)(wu)(wu)(wu)水(shui)(shui)(shui)→分(fen)區(qu)(qu)收(shou)集(ji)系(xi)(xi)統(tong)→分(fen)層生物濾(lv)池(chi)→強化(hua)(hua)潛流濕地(di)→排入(ru)環境水(shui)(shui)(shui)體(ti);污(wu)(wu)(wu)(wu)(wu)水(shui)(shui)(shui)處理(li)(li)的(de)備(bei)選技(ji)(ji)(ji)術(shu)(shu)主要包括(kuo)復合厭氧、組(zu)合生物濾(lv)池(chi)、中間池(chi)、人工濕地(di)等(deng),技(ji)(ji)(ji)術(shu)(shu)應(ying)用(yong)(yong)后,污(wu)(wu)(wu)(wu)(wu)水(shui)(shui)(shui)處理(li)(li)設備(bei)出(chu)水(shui)(shui)(shui)水(shui)(shui)(shui)質指標達(da)到污(wu)(wu)(wu)(wu)(wu)水(shui)(shui)(shui)排放標準一級B水(shui)(shui)(shui)平,噸水(shui)(shui)(shui)建設成本(ben)在4000元~6000元之(zhi)間,運行成本(ben)小于0.5元/米3。
構建入湖河流緩沖帶,攔截農田面源污染
基于(yu)洱海(hai)流(liu)(liu)(liu)域入(ru)湖(hu)河(he)流(liu)(liu)(liu)受到農(nong)田(tian)徑流(liu)(liu)(liu)影響較(jiao)大、農(nong)田(tian)中流(liu)(liu)(liu)失的(de)氮(dan)磷(lin)等營養物質主要(yao)通(tong)過入(ru)湖(hu)河(he)流(liu)(liu)(liu)流(liu)(liu)(liu)入(ru)洱海(hai)的(de)現(xian)狀,課題(ti)在河(he)道兩側建設(she)緩沖帶(dai),大幅(fu)度減少河(he)道兩側的(de)高強度人為(wei)(wei)干(gan)擾,同(tong)時發揮緩沖帶(dai)的(de)氮(dan)磷(lin)攔截功(gong)能,將沿(yan)河(he)的(de)農(nong)田(tian)徑流(liu)(liu)(liu)進一步凈化,以(yi)(yi)保持與改善入(ru)湖(hu)河(he)流(liu)(liu)(liu)水質。在此工藝中,以(yi)(yi)河(he)道為(wei)(wei)軸心(xin),依(yi)次向外進行不同(tong)類型功(gong)能區(qu)的(de)布設(she),將近岸區(qu)(30m范圍內)強化凈化空(kong)間(jian)、較(jiao)遠區(qu)域(30m~100m范圍內)環境友好(hao)種植空(kong)間(jian)和(he)基本農(nong)田(tian)區(qu)生產空(kong)間(jian)順次排列,基本形成基于(yu)空(kong)間(jian)布局的(de)面(mian)源污染控制體系。
研發潛流(liu)/表流(liu)近自然濕(shi)地(di)技術(shu),改善入湖河流(liu)水質
農業與(yu)農村面源是洱(er)海流(liu)(liu)域(yu)(yu)北(bei)部(bu)入湖(hu)河(he)(he)流(liu)(liu)的(de)(de)主要污(wu)染(ran)源,河(he)(he)流(liu)(liu)中總(zong)(zong)氮、總(zong)(zong)磷等水(shui)(shui)(shui)(shui)(shui)(shui)(shui)(shui)質指(zhi)標超標嚴重,很多(duo)(duo)月份處(chu)于Ⅴ類或劣(lie)Ⅴ類水(shui)(shui)(shui)(shui)(shui)(shui)(shui)(shui)平(ping),不能滿足(zu)洱(er)海流(liu)(liu)域(yu)(yu)水(shui)(shui)(shui)(shui)(shui)(shui)(shui)(shui)質目標要求。入湖(hu)河(he)(he)流(liu)(liu)還(huan)存在(zai)季節(jie)性水(shui)(shui)(shui)(shui)(shui)(shui)(shui)(shui)質波動較(jiao)大的(de)(de)問題(ti),即初(chu)期雨水(shui)(shui)(shui)(shui)(shui)(shui)(shui)(shui)帶(dai)來的(de)(de)地(di)表(biao)徑流(liu)(liu)會(hui)造成水(shui)(shui)(shui)(shui)(shui)(shui)(shui)(shui)體濃(nong)度驟然升(sheng)高(gao);旱季污(wu)染(ran)物(wu)(wu)(wu)在(zai)岸上積存,河(he)(he)流(liu)(liu)水(shui)(shui)(shui)(shui)(shui)(shui)(shui)(shui)質壓(ya)力(li)較(jiao)雨季明(ming)顯降(jiang)低(di)(di)。常規的(de)(de)污(wu)水(shui)(shui)(shui)(shui)(shui)(shui)(shui)(shui)處(chu)理(li)工藝(yi)難以(yi)應(ying)用于濃(nong)度和(he)水(shui)(shui)(shui)(shui)(shui)(shui)(shui)(shui)量的(de)(de)季節(jie)性波動河(he)(he)流(liu)(liu),課題(ti)研發的(de)(de)潛流(liu)(liu)/表(biao)流(liu)(liu)近自然濕(shi)地(di)通過蓄存凈化等方式,可以(yi)有效降(jiang)低(di)(di)河(he)(he)水(shui)(shui)(shui)(shui)(shui)(shui)(shui)(shui)中的(de)(de)氮磷等營(ying)養(yang)鹽濃(nong)度,還(huan)可以(yi)營(ying)造自然濕(shi)地(di)景(jing)觀,為生物(wu)(wu)(wu)多(duo)(duo)樣性恢復(fu)提供(gong)空(kong)間(jian)保障(zhang)。工藝(yi)特點(dian)包括:以(yi)河(he)(he)流(liu)(liu)水(shui)(shui)(shui)(shui)(shui)(shui)(shui)(shui)質改(gai)善(shan)為目標,通過營(ying)造多(duo)(duo)級(ji)潛流(liu)(liu)/表(biao)流(liu)(liu)交錯濕(shi)地(di),構建好氧和(he)兼(jian)氧區域(yu)(yu),控(kong)制出水(shui)(shui)(shui)(shui)(shui)(shui)(shui)(shui)總(zong)(zong)氮濃(nong)度,同(tong)時(shi)通過種植沉水(shui)(shui)(shui)(shui)(shui)(shui)(shui)(shui)、挺水(shui)(shui)(shui)(shui)(shui)(shui)(shui)(shui)、浮葉植物(wu)(wu)(wu),創造良好的(de)(de)水(shui)(shui)(shui)(shui)(shui)(shui)(shui)(shui)生生物(wu)(wu)(wu)棲息環境,以(yi)強化填料為核(he)心,降(jiang)低(di)(di)出水(shui)(shui)(shui)(shui)(shui)(shui)(shui)(shui)總(zong)(zong)磷濃(nong)度和(he)懸浮物(wu)(wu)(wu)。
以清(qing)水入(ru)湖為核(he)心(xin)目標,支撐地方政府治理河道
編(bian)制洱海源頭(tou)萬畝濕(shi)地建(jian)設工(gong)程方案
課題(ti)組接受(shou)地方委托(tuo)(tuo),編(bian)制了《洱海源(yuan)(yuan)頭(tou)萬畝濕地建(jian)設工(gong)(gong)(gong)程(cheng)——恢(hui)復東湖濕地建(jian)設工(gong)(gong)(gong)程(cheng)實(shi)(shi)(shi)施方案》與《洱海源(yuan)(yuan)頭(tou)“萬畝濕地”建(jian)設工(gong)(gong)(gong)程(cheng)—洱源(yuan)(yuan)縣(xian)大樹營生態濕地建(jian)設工(gong)(gong)(gong)程(cheng)實(shi)(shi)(shi)施方案》,將課題(ti)組提出的村落污染控制及濕地生態修復技術應用(yong)在實(shi)(shi)(shi)際工(gong)(gong)(gong)程(cheng)當中(zhong),兩個(ge)方案分別于2012年11月16日和2013年2月28日評(ping)審通過(guo),目前工(gong)(gong)(gong)程(cheng)方案已經實(shi)(shi)(shi)施完成,為課題(ti)示范工(gong)(gong)(gong)程(cheng)、依托(tuo)(tuo)工(gong)(gong)(gong)程(cheng)和示范區水質(zhi)改善(shan)提供了技術保(bao)障(zhang)。
編制永(yong)安江(jiang)綠色流域建設(she)工程可研(yan)報告
在課題實(shi)施(shi)之初,永(yong)(yong)安(an)(an)江(jiang)(jiang)總氮(dan)超標較嚴重,一直在劣Ⅴ類水(shui)(shui)平,具有(you)(you)典型的農(nong)業面源污染特征,實(shi)施(shi)永(yong)(yong)安(an)(an)江(jiang)(jiang)水(shui)(shui)環境(jing)(jing)綜合治(zhi)理項目對洱海流(liu)域入(ru)湖河流(liu)的全(quan)面治(zhi)理具有(you)(you)示(shi)范(fan)意義。2016年1月,課題組根(gen)據地方需求,整合研究(jiu)成果,編制了可行性(xing)研究(jiu)報告,為(wei)全(quan)面實(shi)現(xian)永(yong)(yong)安(an)(an)江(jiang)(jiang)水(shui)(shui)質提高提供了技(ji)術(shu)支撐。報告以(yi)削減(jian)永(yong)(yong)安(an)(an)江(jiang)(jiang)攜帶的入(ru)湖污染負荷、改(gai)善永(yong)(yong)安(an)(an)江(jiang)(jiang)全(quan)程(cheng)(cheng)(cheng)水(shui)(shui)質、保護(hu)洱海水(shui)(shui)環境(jing)(jing)為(wei)目標,提出了包括村落(luo)污染源治(zhi)理工(gong)(gong)程(cheng)(cheng)(cheng)、河道清淤及邊(bian)坡治(zhi)理工(gong)(gong)程(cheng)(cheng)(cheng)、永(yong)(yong)安(an)(an)江(jiang)(jiang)河道兩(liang)岸緩沖帶建設(she)工(gong)(gong)程(cheng)(cheng)(cheng)、永(yong)(yong)安(an)(an)江(jiang)(jiang)低污染水(shui)(shui)處理工(gong)(gong)程(cheng)(cheng)(cheng)、永(yong)(yong)安(an)(an)江(jiang)(jiang)景觀提升(sheng)工(gong)(gong)程(cheng)(cheng)(cheng)、管理能力建設(she)等主(zhu)要工(gong)(gong)程(cheng)(cheng)(cheng)。目前相關工(gong)(gong)程(cheng)(cheng)(cheng)已經基本(ben)完成。
設計波羅江清(qing)水產流機(ji)制(zhi)修復方(fang)案
課題以(yi)波羅江小流(liu)(liu)域(yu)清(qing)(qing)(qing)水(shui)(shui)(shui)產流(liu)(liu)機制(zhi)修(xiu)復為(wei)目標(biao),將流(liu)(liu)域(yu)劃(hua)分(fen)為(wei)清(qing)(qing)(qing)水(shui)(shui)(shui)涵養產流(liu)(liu)區(qu)、清(qing)(qing)(qing)水(shui)(shui)(shui)輸送區(qu)、湖(hu)濱緩(huan)沖區(qu)三大區(qu),并根(gen)據(ju)各區(qu)特點(dian)與環(huan)境影響因素,劃(hua)分(fen)為(wei)不(bu)同(tong)亞區(qu)。根(gen)據(ju)各區(qu)不(bu)同(tong)的(de)環(huan)境現狀、污(wu)(wu)染(ran)物來源、產污(wu)(wu)方(fang)式(shi)等,采用(yong)不(bu)同(tong)的(de)思路及(ji)技(ji)術(shu)工(gong)(gong)藝(yi),設計相(xiang)應工(gong)(gong)程(cheng)方(fang)案(an),同(tong)時提出(chu)非工(gong)(gong)程(cheng)措(cuo)(cuo)施(shi)(shi),通(tong)過工(gong)(gong)程(cheng)措(cuo)(cuo)施(shi)(shi)和(he)非工(gong)(gong)程(cheng)措(cuo)(cuo)施(shi)(shi)的(de)結合,最終實(shi)現工(gong)(gong)程(cheng)目標(biao)。波羅江清(qing)(qing)(qing)水(shui)(shui)(shui)產流(liu)(liu)機制(zhi)方(fang)案(an)主要包括六大工(gong)(gong)程(cheng):三哨水(shui)(shui)(shui)庫及(ji)匯(hui)流(liu)(liu)山箐清(qing)(qing)(qing)水(shui)(shui)(shui)保障(zhang)工(gong)(gong)程(cheng)、波羅江流(liu)(liu)域(yu)農(nong)業農(nong)村復合污(wu)(wu)染(ran)控(kong)制(zhi)工(gong)(gong)程(cheng)、波羅江流(liu)(liu)域(yu)工(gong)(gong)業園區(qu)污(wu)(wu)染(ran)控(kong)制(zhi)工(gong)(gong)程(cheng)、城鎮快速發展區(qu)面源污(wu)(wu)染(ran)控(kong)制(zhi)工(gong)(gong)程(cheng)、清(qing)(qing)(qing)水(shui)(shui)(shui)輸水(shui)(shui)(shui)通(tong)道生(sheng)態建設工(gong)(gong)程(cheng)、清(qing)(qing)(qing)水(shui)(shui)(shui)優化調度與管理體系建設工(gong)(gong)程(cheng)。
制定(ding)白鶴溪清水產流機制修復方案(an)
針對白(bai)(bai)(bai)(bai)鶴溪小(xiao)流(liu)(liu)(liu)(liu)域清(qing)水(shui)(shui)(shui)產(chan)(chan)流(liu)(liu)(liu)(liu)各功能(neng)區(qu)(qu)(qu)的主要環境(jing)(jing)問(wen)(wen)題(ti),從(cong)流(liu)(liu)(liu)(liu)域的角度(du)出發,以改(gai)善(shan)和(he)提(ti)高白(bai)(bai)(bai)(bai)鶴溪入(ru)(ru)湖(hu)水(shui)(shui)(shui)質(zhi)、健全流(liu)(liu)(liu)(liu)域污染(ran)治(zhi)理(li)(li)體系和(he)構建(jian)清(qing)水(shui)(shui)(shui)廊道為(wei)目標,以“清(qing)水(shui)(shui)(shui)產(chan)(chan)流(liu)(liu)(liu)(liu)理(li)(li)念”為(wei)指(zhi)導,通過白(bai)(bai)(bai)(bai)鶴溪河流(liu)(liu)(liu)(liu)生態環境(jing)(jing)現狀與(yu)問(wen)(wen)題(ti)分析,實施“水(shui)(shui)(shui)質(zhi)、水(shui)(shui)(shui)量、水(shui)(shui)(shui)生態、水(shui)(shui)(shui)管理(li)(li)”四維修復(fu)思(si)路,采用“清(qing)水(shui)(shui)(shui)產(chan)(chan)流(liu)(liu)(liu)(liu)區(qu)(qu)(qu)水(shui)(shui)(shui)源涵(han)養保(bao)護—清(qing)水(shui)(shui)(shui)養護區(qu)(qu)(qu)控(kong)源治(zhi)污與(yu)清(qing)水(shui)(shui)(shui)廊道—湖(hu)濱(bin)屏障(zhang)區(qu)(qu)(qu)入(ru)(ru)湖(hu)凈化(hua)與(yu)生態建(jian)設—生態環境(jing)(jing)系統管理(li)(li)”的水(shui)(shui)(shui)污染(ran)綜合防治(zhi)總體思(si)路,全面(mian)修復(fu)清(qing)水(shui)(shui)(shui)產(chan)(chan)流(liu)(liu)(liu)(liu)機制三(san)大功能(neng)區(qu)(qu)(qu)的生態、環境(jing)(jing)功能(neng),改(gai)善(shan)白(bai)(bai)(bai)(bai)鶴溪水(shui)(shui)(shui)質(zhi)。白(bai)(bai)(bai)(bai)鶴溪清(qing)水(shui)(shui)(shui)產(chan)(chan)流(liu)(liu)(liu)(liu)機制方(fang)案主要包(bao)括五大工程(cheng)(cheng),主要有:上游清(qing)水(shui)(shui)(shui)產(chan)(chan)流(liu)(liu)(liu)(liu)區(qu)(qu)(qu)涵(han)養修復(fu)工程(cheng)(cheng)、大理(li)(li)古(gu)城節點(dian)清(qing)水(shui)(shui)(shui)保(bao)持工程(cheng)(cheng)、流(liu)(liu)(liu)(liu)域農村農田污染(ran)系統控(kong)制工程(cheng)(cheng)、白(bai)(bai)(bai)(bai)鶴溪水(shui)(shui)(shui)系綠色生態廊道修復(fu)工程(cheng)(cheng)、湖(hu)濱(bin)緩沖帶生態屏障(zhang)建(jian)設工程(cheng)(cheng)、信息化(hua)機制修復(fu)監(jian)管體系建(jian)設。
發揮關鍵(jian)技(ji)術(shu)核心作用,進行大規模河(he)流治理工程示范
在(zai)永安(an)江流(liu)域(yu)4個自(zi)(zi)然村(cun)(cun)開展清(qing)水(shui)(shui)(shui)(shui)養(yang)護區污(wu)染防治(zhi)技術(shu)示(shi)范。以洱源縣(xian)永安(an)江流(liu)域(yu)右所鎮4個自(zi)(zi)然村(cun)(cun)的農村(cun)(cun)生活污(wu)水(shui)(shui)(shui)(shui)處理(li)為核心示(shi)范點,根(gen)據當地條件,通過污(wu)水(shui)(shui)(shui)(shui)管道收集系統(tong)、雨水(shui)(shui)(shui)(shui)明渠排放系統(tong)、污(wu)水(shui)(shui)(shui)(shui)處理(li)系統(tong)和(he)環村(cun)(cun)截污(wu)溝的建(jian)設,將村(cun)(cun)落(luo)污(wu)水(shui)(shui)(shui)(shui)進行(xing)綜合(he)處理(li)。結合(he)項目(mu)區域(yu)的水(shui)(shui)(shui)(shui)質(zhi)水(shui)(shui)(shui)(shui)量情況、地形特征及運行(xing)成本(ben)等因素(su),采用塘(tang)表(biao)濕地系統(tong)+模塊(kuai)化分層(ceng)生物(wu)滴濾池工藝,出水(shui)(shui)(shui)(shui)水(shui)(shui)(shui)(shui)質(zhi)達到一級B的排放標準(zhun),永安(an)江流(liu)域(yu)的村(cun)(cun)落(luo)面源污(wu)染得到有效控制。
在鄧北(bei)橋Ⅱ期濕地(di)(di)(di)開展(zhan)永(yong)安江(jiang)水(shui)(shui)質改(gai)善關鍵技(ji)術示范(fan)。鄧北(bei)橋期濕地(di)(di)(di)工(gong)(gong)程(cheng)(cheng)位于洱源(yuan)縣(xian)右所(suo)鎮東湖(hu)濕地(di)(di)(di)中(zhong)部,處(chu)理規模5萬噸(dun)/日,占地(di)(di)(di)面積495畝(mu),水(shui)(shui)力停留時間7天,采用(yong)(yong)“塘(tang)-礫(li)石床-表面流”相結合(he)的(de)(de)復合(he)工(gong)(gong)藝。工(gong)(gong)程(cheng)(cheng)內容包括植(zhi)物(wu)凈化(hua)塘(tang)和(he)多級(ji)表流濕地(di)(di)(di)在內的(de)(de)主體設施,以及引水(shui)(shui)渠、攔水(shui)(shui)壩、攔污(wu)格柵、步行便(bian)道、宣傳(chuan)教育(yu)等(deng)輔(fu)助設施。工(gong)(gong)程(cheng)(cheng)在實施過程(cheng)(cheng)中(zhong)采用(yong)(yong)了水(shui)(shui)專項(xiang)(xiang)提出的(de)(de)原位堆(dui)島、礫(li)石透水(shui)(shui)壩和(he)水(shui)(shui)生植(zhi)物(wu)配(pei)置等(deng)多項(xiang)(xiang)技(ji)術,為(wei)整個(ge)永(yong)安江(jiang)全(quan)域8000畝(mu)濕地(di)(di)(di)工(gong)(gong)程(cheng)(cheng)形成了示范(fan)。經測算,示范(fan)工(gong)(gong)程(cheng)(cheng)對總(zong)氮和(he)總(zong)磷的(de)(de)年削量分別達到99.5噸(dun)和(he)0.11噸(dun)。
在大(da)樹(shu)營(ying)濕(shi)(shi)(shi)地(di)開展濕(shi)(shi)(shi)地(di)生態修(xiu)復(fu)(fu)(fu)技(ji)術示范(fan)。大(da)樹(shu)營(ying)生態濕(shi)(shi)(shi)地(di)處(chu)于永安(an)(an)江上游(you),位于東湖濕(shi)(shi)(shi)地(di)最北端,是永安(an)(an)江的(de)清水(shui)(shui)源頭(tou)保障(zhang)區。工程設計處(chu)理規模(mo)為5萬噸(dun)(dun)(dun)/日,占地(di)面積1390畝(mu)。工程建(jian)設過(guo)程中采取課題組提出的(de)復(fu)(fu)(fu)合型人工濕(shi)(shi)(shi)地(di)工藝(yi),由上游(you)至下游(you)依次(ci)通過(guo)多級(ji)塘、表(biao)流(liu)濕(shi)(shi)(shi)地(di)與(yu)潛流(liu)礫石床組成的(de)復(fu)(fu)(fu)合系統,通過(guo)上述工藝(yi)進行(xing)有機組合,并重點恢(hui)復(fu)(fu)(fu)當地(di)原有的(de)荷花(hua)等浮葉(xie)植物,使永安(an)(an)江源頭(tou)水(shui)(shui)質達(da)到(dao)地(di)表(biao)水(shui)(shui)環(huan)境質量標準Ⅲ類水(shui)(shui)平。根據運行(xing)監測情況估算,每年COD、總氮、總磷削減量分別達(da)到(dao)28噸(dun)(dun)(dun)、31.4噸(dun)(dun)(dun)和0.89噸(dun)(dun)(dun)。
課題成果(guo)應用及相關技(ji)術(shu)規(gui)范標準編制
本課(ke)題(ti)的(de)(de)關(guan)鍵技術(shu)——入湖(hu)河(he)(he)流(liu)(liu)原(yuan)位(wei)及(ji)異位(wei)濕(shi)(shi)地構建(jian)(jian)技術(shu),在洱海(hai)(hai)流(liu)(liu)域得(de)到了廣泛的(de)(de)推廣應用(yong),其中涵蓋了河(he)(he)道原(yuan)位(wei)治理(li)、湖(hu)灣(wan)(wan)與地表低污(wu)染(ran)水(shui)治理(li)、地表徑流(liu)(liu)調蓄等方面,目前已經完成推廣的(de)(de)工(gong)(gong)程(cheng)(cheng)包括:洱海(hai)(hai)南部(bu)(bu)波羅江(jiang)綜合(he)治理(li)工(gong)(gong)程(cheng)(cheng)、大(da)理(li)市灣(wan)(wan)橋(qiao)鎮古生村湖(hu)灣(wan)(wan)生境改善示范工(gong)(gong)程(cheng)(cheng)、大(da)理(li)市喜洲鎮上關(guan)村污(wu)水(shui)處(chu)理(li)設(she)施尾水(shui)深度處(chu)理(li)濕(shi)(shi)地工(gong)(gong)程(cheng)(cheng)、大(da)理(li)海(hai)(hai)東新城滇(dian)西(xi)商貿物流(liu)(liu)園區海(hai)(hai)綿城市示范工(gong)(gong)程(cheng)(cheng)、大(da)理(li)市北部(bu)(bu)三江(jiang)的(de)(de)兩岸緩沖帶建(jian)(jian)設(she)工(gong)(gong)程(cheng)(cheng)。課(ke)題(ti)成果在云南省(sheng)(sheng)其他地區的(de)(de)環保(bao)項目中也得(de)到了應用(yong),主要工(gong)(gong)程(cheng)(cheng)包括:云南省(sheng)(sheng)通海(hai)(hai)縣(xian)杞(qi)麓湖(hu)紅旗河(he)(he)河(he)(he)口濕(shi)(shi)地建(jian)(jian)設(she)工(gong)(gong)程(cheng)(cheng)、云南省(sheng)(sheng)通海(hai)(hai)縣(xian)杞(qi)麓湖(hu)中河(he)(he)河(he)(he)口濕(shi)(shi)地建(jian)(jian)設(she)工(gong)(gong)程(cheng)(cheng)、云南省(sheng)(sheng)富寧縣(xian)剝隘鎮坡芽村生活污(wu)水(shui)處(chu)理(li)工(gong)(gong)程(cheng)(cheng)。
根據水專項(xiang)(xiang)洱(er)海項(xiang)(xiang)目的(de)(de)(de)研究成(cheng)果(guo)以(yi)及相關河流(liu)的(de)(de)(de)治理(li)經(jing)驗,針對云(yun)南省高原(yuan)(yuan)湖(hu)(hu)(hu)(hu)泊(bo)(bo)特征(zheng),課(ke)題組開展了高原(yuan)(yuan)湖(hu)(hu)(hu)(hu)泊(bo)(bo)入湖(hu)(hu)(hu)(hu)河流(liu)綜合(he)治理(li)技術規范(fan)(fan)的(de)(de)(de)編制工(gong)(gong)作(zuo),為指導和規范(fan)(fan)云(yun)南省高原(yuan)(yuan)湖(hu)(hu)(hu)(hu)泊(bo)(bo)入湖(hu)(hu)(hu)(hu)河道凈化及沿河污(wu)水的(de)(de)(de)綜合(he)治理(li)提(ti)供技術支撐。2014年,課(ke)題組根據云(yun)南省大理(li)州環保局的(de)(de)(de)要(yao)(yao)求,向云(yun)南省質監局提(ti)出了編制《高原(yuan)(yuan)湖(hu)(hu)(hu)(hu)泊(bo)(bo)入湖(hu)(hu)(hu)(hu)河流(liu)綜合(he)治理(li)技術規范(fan)(fan)》地方(fang)標(biao)(biao)準的(de)(de)(de)申(shen)請,并得到正式批復同意(yi)立項(xiang)(xiang)。此地方(fang)標(biao)(biao)準的(de)(de)(de)編制是課(ke)題考核指標(biao)(biao)的(de)(de)(de)重要(yao)(yao)內容(rong),目前已經(jing)完成(cheng)征(zheng)求意(yi)見稿,標(biao)(biao)準編制的(de)(de)(de)主要(yao)(yao)內容(rong)包括:范(fan)(fan)圍、規范(fan)(fan)性引用文件、術語(yu)和定義、高原(yuan)(yuan)入湖(hu)(hu)(hu)(hu)河流(liu)分類、總體設(she)計(ji)、入湖(hu)(hu)(hu)(hu)河流(liu)調查、治理(li)目標(biao)(biao)確定、污(wu)染負荷(he)計(ji)算及總量控制、綜合(he)治理(li)工(gong)(gong)藝、綜合(he)治理(li)工(gong)(gong)程設(she)計(ji)、監測(ce)與(yu)運行維護、附錄等內容(rong)。
平(ping)臺建設與地方合作
在水(shui)專項(xiang)執行期(qi)間,項(xiang)目(mu)承(cheng)擔(dan)單(dan)位(wei)上(shang)海(hai)(hai)(hai)交通大(da)學與(yu)大(da)理州人民政(zheng)府共同建設(she)了(le)上(shang)海(hai)(hai)(hai)交通大(da)學云南(大(da)理)研(yan)究(jiu)院,旨(zhi)在以洱(er)海(hai)(hai)(hai)保護(hu)為核心內容(rong),通過(guo)政(zheng)產學研(yan)的有(you)效融合,探索洱(er)海(hai)(hai)(hai)保護(hu)的長效模式。目(mu)前,上(shang)海(hai)(hai)(hai)交通大(da)學云南(大(da)理)研(yan)究(jiu)院在硬件設(she)施建設(she)、科研(yan)人員集聚以及人才培養等方面開展(zhan)了(le)卓有(you)成(cheng)效的工作,并承(cheng)擔(dan)了(le)省(sheng)市多項(xiang)與(yu)洱(er)海(hai)(hai)(hai)保護(hu)相(xiang)關的研(yan)究(jiu)課題(ti)。
2016年11月30日,云南省(sheng)委、省(sheng)政府提(ti)出“采取斷然措施(shi)開啟搶救(jiu)模式保護(hu)治(zhi)理洱(er)海”的要(yao)求(qiu);2017年1月,大理州委、州政府啟動(dong)(dong)實(shi)施(shi)了洱(er)海保護(hu)治(zhi)理“七大行(xing)(xing)動(dong)(dong)”,即實(shi)施(shi)洱(er)海流域(yu)“兩違”整(zheng)治(zhi)行(xing)(xing)動(dong)(dong)、村(cun)鎮“兩污(wu)”治(zhi)理行(xing)(xing)動(dong)(dong)、面源污(wu)染減(jian)量(liang)行(xing)(xing)動(dong)(dong)、節水治(zhi)水生態修復行(xing)(xing)動(dong)(dong)、截污(wu)治(zhi)污(wu)工程提(ti)速行(xing)(xing)動(dong)(dong)、流域(yu)綜合執法監管行(xing)(xing)動(dong)(dong)及全(quan)民(min)保護(hu)洱(er)海行(xing)(xing)動(dong)(dong)。大理州洱(er)海保護(hu)治(zhi)理搶救(jiu)模式攻堅戰全(quan)面打響(xiang)。
自(zi)2017年洱海保(bao)護“七大(da)行動(dong)”啟動(dong)以來,上(shang)海交通大(da)學云(yun)南(大(da)理)研究院(yuan)全力投身到(dao)行動(dong)中:
一是節(jie)假日不休(xiu)進行洱海(hai)水(shui)質加密(mi)點(dian)位監(jian)測(ce)分析,針(zhen)對(dui)洱海(hai)湖區17個采樣(yang)點(dian)多(duo)頻次(ci)多(duo)指(zhi)標進行細化分析,實現洱海(hai)水(shui)質監(jian)測(ce)全覆(fu)蓋全天候(hou),截至(zhi)目(mu)前已(yi)完成洱海(hai)加密(mi)采樣(yang)監(jian)測(ce)報告23期;
二是進行了包(bao)括洱海(hai)(hai)典(dian)型湖灣水(shui)體(ti)生境改(gai)善(shan)示范工(gong)程(cheng)(cheng)、銀橋鎮“七大行動”應急庫塘建設工(gong)程(cheng)(cheng)、洱海(hai)(hai)海(hai)(hai)西(xi)農(nong)業面源(yuan)污染綜合治(zhi)理(li)試點項(xiang)目、洱海(hai)(hai)流域北部三江(jiang)及(ji)西(xi)闡河兩(liang)岸水(shui)生態(tai)保護核心區(qu)及(ji)緩沖區(qu)種植、大理(li)海(hai)(hai)東滇西(xi)國(guo)際商貿物流基地海(hai)(hai)綿城市(shi)等多項(xiang)工(gong)程(cheng)(cheng)的設計與施工(gong),直接參與洱海(hai)(hai)保護治(zhi)理(li)工(gong)作(zuo);
三是(shi)針對洱海上游西(xi)湖、羅時江(jiang)、永安(an)江(jiang)等多條河流湖泊開展湖泊水質觀測、生態現狀評價,并(bing)形(xing)成了多項(xiang)工程治理方案,為流域面源污染(ran)控制(zhi)提(ti)供(gong)技術(shu)支持(chi);
四是協助大理(li)州洱(er)海(hai)流(liu)(liu)域(yu)局開展了洱(er)海(hai)流(liu)(liu)域(yu)航拍圖(tu)像(xiang)(xiang)數據采集(ji)工作,目前(qian)已完成洱(er)海(hai)重點湖灣水質現(xian)狀圖(tu)冊近15期,共提供近800GB洱(er)海(hai)流(liu)(liu)域(yu)航拍圖(tu)像(xiang)(xiang)數據,為洱(er)海(hai)流(liu)(liu)域(yu)水環境大數據服務平臺建設打下堅實(shi)的基礎;
五是(shi)作(zuo)為技術(shu)把(ba)關(guan)單位,為洱海流域實(shi)施的多(duo)項重大工(gong)程開展(zhan)評估和(he)審查工(gong)作(zuo),為洱海保護治(zhi)理(li)提供了技術(shu)支撐和(he)數據支撐,為大理(li)生態文明建設盡心竭力,助推滬滇科技合作(zuo)和(he)大理(li)脫貧攻(gong)堅。
鑒于在洱(er)海治理中所做(zuo)貢(gong)獻,上海交通大學云南(大理)研究院(yuan)榮獲2017年“大理州(zhou)洱(er)海保護治理先進集體”稱號。
