【谷騰環保網訊】12月28日,生(sheng)態環境部等(deng)(deng)四(si)部委發布了《區(qu)域(yu)再生(sheng)水(shui)(shui)(shui)(shui)循環利(li)(li)用試點(dian)實施方案(an)》,方案(an)要(yao)求(qiu),到 2025 年,在(zai)區(qu)域(yu)再生(sheng)水(shui)(shui)(shui)(shui)循環利(li)(li)用的建設、運(yun)(yun)營、管理(li)(li)等(deng)(deng)方面形成(cheng)一批效果好、能(neng)持續、可(ke)復制,具(ju)備全國推廣價值的優秀案(an)例。強(qiang)化污水(shui)(shui)(shui)(shui)處理(li)(li)廠運(yun)(yun)行管理(li)(li)。要(yao)加強(qiang)源頭管控(kong),接納含有毒有害物(wu)質的工業廢水(shui)(shui)(shui)(shui)的污水(shui)(shui)(shui)(shui)處理(li)(li)廠,不納入試點(dian)城市區(qu)域(yu)再生(sheng)水(shui)(shui)(shui)(shui)循環利(li)(li)用體系;要(yao)規范(fan)過程(cheng)(cheng)管理(li)(li),強(qiang)化監(jian)(jian)督考核,確保(bao)污水(shui)(shui)(shui)(shui)處理(li)(li)廠達(da)標排(pai)放(fang);要(yao)嚴格末端監(jian)(jian)管,制定實施突發環境事故(gu)應(ying)急(ji)預案(an),污水(shui)(shui)(shui)(shui)處理(li)(li)廠出水(shui)(shui)(shui)(shui)水(shui)(shui)(shui)(shui)質異常時,及時采(cai)取措施,避免影響下游人工濕地(di)水(shui)(shui)(shui)(shui)質凈化工程(cheng)(cheng)等(deng)(deng)工程(cheng)(cheng)措施運(yun)(yun)行。
拓寬再(zai)(zai)(zai)(zai)生(sheng)(sheng)(sheng)(sheng)水(shui)(shui)(shui)(shui)(shui)(shui)(shui)利(li)用(yong)(yong)(yong)(yong)渠道(dao)。缺水(shui)(shui)(shui)(shui)(shui)(shui)(shui)地區應(ying)將(jiang)再(zai)(zai)(zai)(zai)生(sheng)(sheng)(sheng)(sheng)水(shui)(shui)(shui)(shui)(shui)(shui)(shui)作為(wei)園區工業(ye)生(sheng)(sheng)(sheng)(sheng)產(chan)用(yong)(yong)(yong)(yong)水(shui)(shui)(shui)(shui)(shui)(shui)(shui)的(de)(de)重(zhong)要(yao)(yao)來源,嚴(yan)控新(xin)水(shui)(shui)(shui)(shui)(shui)(shui)(shui)取(qu)用(yong)(yong)(yong)(yong)量。新(xin)建高耗水(shui)(shui)(shui)(shui)(shui)(shui)(shui)項目應(ying)盡可能安排(pai)在再(zai)(zai)(zai)(zai)生(sheng)(sheng)(sheng)(sheng)水(shui)(shui)(shui)(shui)(shui)(shui)(shui)調配體系(xi)周邊(bian)。工業(ye)園區以及火電(dian)、石化、鋼鐵、有色、造(zao)紙、印染(ran)等(deng)高耗水(shui)(shui)(shui)(shui)(shui)(shui)(shui)項目,具備使用(yong)(yong)(yong)(yong)再(zai)(zai)(zai)(zai)生(sheng)(sheng)(sheng)(sheng)水(shui)(shui)(shui)(shui)(shui)(shui)(shui)條件但未有效利(li)用(yong)(yong)(yong)(yong)的(de)(de),要(yao)(yao)嚴(yan)格控制新(xin)增取(qu)水(shui)(shui)(shui)(shui)(shui)(shui)(shui)許(xu)可。城(cheng)市綠化、道(dao)路清掃、車輛沖洗、建筑施(shi)工、景(jing)觀環(huan)境用(yong)(yong)(yong)(yong)水(shui)(shui)(shui)(shui)(shui)(shui)(shui)等(deng)應(ying)當優先使用(yong)(yong)(yong)(yong)再(zai)(zai)(zai)(zai)生(sheng)(sheng)(sheng)(sheng)水(shui)(shui)(shui)(shui)(shui)(shui)(shui)。鼓(gu)勵將(jiang)再(zai)(zai)(zai)(zai)生(sheng)(sheng)(sheng)(sheng)水(shui)(shui)(shui)(shui)(shui)(shui)(shui)用(yong)(yong)(yong)(yong)于河湖生(sheng)(sheng)(sheng)(sheng)態補水(shui)(shui)(shui)(shui)(shui)(shui)(shui)。用(yong)(yong)(yong)(yong)于農(nong)業(ye)灌溉的(de)(de)再(zai)(zai)(zai)(zai)生(sheng)(sheng)(sheng)(sheng)水(shui)(shui)(shui)(shui)(shui)(shui)(shui)水(shui)(shui)(shui)(shui)(shui)(shui)(shui)質應(ying)達到《農(nong)田灌溉水(shui)(shui)(shui)(shui)(shui)(shui)(shui)質標(biao)準(zhun)》(GB 5084)、《城(cheng)市污(wu)水(shui)(shui)(shui)(shui)(shui)(shui)(shui)再(zai)(zai)(zai)(zai)生(sheng)(sheng)(sheng)(sheng)利(li)用(yong)(yong)(yong)(yong) 農(nong)田灌溉用(yong)(yong)(yong)(yong)水(shui)(shui)(shui)(shui)(shui)(shui)(shui)水(shui)(shui)(shui)(shui)(shui)(shui)(shui)質》(GB 20922)等(deng)相關標(biao)準(zhun)要(yao)(yao)求。完(wan)善用(yong)(yong)(yong)(yong)水(shui)(shui)(shui)(shui)(shui)(shui)(shui)總量控制指標(biao)中非常規(gui)水(shui)(shui)(shui)(shui)(shui)(shui)(shui)源利(li)用(yong)(yong)(yong)(yong)指標(biao)考核(he)相關規(gui)定,加大再(zai)(zai)(zai)(zai)生(sheng)(sheng)(sheng)(sheng)水(shui)(shui)(shui)(shui)(shui)(shui)(shui)等(deng)非常規(gui)水(shui)(shui)(shui)(shui)(shui)(shui)(shui)源考核(he)權(quan)重(zhong)。將(jiang)區域再(zai)(zai)(zai)(zai)生(sheng)(sheng)(sheng)(sheng)水(shui)(shui)(shui)(shui)(shui)(shui)(shui)循環(huan)利(li)用(yong)(yong)(yong)(yong)項目納入主要(yao)(yao)水(shui)(shui)(shui)(shui)(shui)(shui)(shui)污(wu)染(ran)物減排(pai)量認(ren)定范(fan)疇。

區域再生水循環利用試點實施方案
區域(yu)再(zai)生(sheng)(sheng)水(shui)循環利用是在重(zhong)點(dian)(dian)排(pai)(pai)污(wu)口下游、河流入湖(海)口、支流入干流處(chu)等關鍵節(jie)點(dian)(dian)因地(di)制宜建(jian)設人工濕地(di)水(shui)質凈化等工程設施,對處(chu)理達標后(hou)的排(pai)(pai)水(shui)進一步凈化改善后(hou),在一定區域(yu)統籌用于(yu)(yu)(yu)生(sheng)(sheng)產、生(sheng)(sheng)態、生(sheng)(sheng)活的污(wu)水(shui)資源化利用模式。實(shi)施區域(yu)再(zai)生(sheng)(sheng)水(shui)循環利用是貫徹落實(shi)黨中央、國務院關于(yu)(yu)(yu)污(wu)水(shui)資源化決策部署的重(zhong)要舉措,有(you)利于(yu)(yu)(yu)轉變高耗水(shui)發展(zhan)方(fang)式,緩解(jie)區域(yu)水(shui)資源供需矛盾(dun);有(you)利于(yu)(yu)(yu)改善水(shui)生(sheng)(sheng)態環境(jing)質量,提(ti)升人居(ju)環境(jing)品質;有(you)利于(yu)(yu)(yu)減污(wu)降(jiang)碳(tan)協同增效,促進實(shi)現碳(tan)達峰、碳(tan)中和(he)。為做好區域(yu)再(zai)生(sheng)(sheng)水(shui)循環利用試(shi)點(dian)(dian)工作,制定本方(fang)案(an)。
一、總體要求
(一)指導思想(xiang)
以習近(jin)平(ping)新(xin)(xin)時(shi)代中國特色(se)社會(hui)主義思想為(wei)(wei)(wei)指導(dao),深入貫(guan)徹習近(jin)平(ping)生(sheng)態(tai)(tai)文明思想,把握(wo)新(xin)(xin)發展階段、貫(guan)徹新(xin)(xin)發展理念、構(gou)建(jian)新(xin)(xin)發展格局,堅(jian)持(chi)節約優(you)先(xian)、保(bao)護優(you)先(xian)、自然恢復為(wei)(wei)(wei)主方針,按照《關于推進(jin)污水(shui)資源化利用(yong)的(de)指導(dao)意見》要求,加強(qiang)部門協同,創新(xin)(xin)工作(zuo)機(ji)制(zhi),選擇有條件的(de)城市開展區域再生(sheng)水(shui)循(xun)環利用(yong)試點,形成效果好、能持(chi)續(xu)、可復制(zhi)的(de)經(jing)驗做法,為(wei)(wei)(wei)推動建(jian)立污染治理、生(sheng)態(tai)(tai)保(bao)護、循(xun)環利用(yong)有機(ji)結合的(de)區域再生(sheng)水(shui)循(xun)環利用(yong)體系,探索(suo)減(jian)污降碳協同增效的(de)水(shui)生(sheng)態(tai)(tai)環境(jing)保(bao)護新(xin)(xin)路徑,提供典(dian)型示范(fan)。
(二)基本原(yuan)則
區域(yu)統(tong)籌、加強(qiang)協同(tong)。在區域(yu)層面統(tong)籌再生水生產、調配(pei)、利(li)用各環節,推動形(xing)成(cheng)污(wu)染(ran)治(zhi)(zhi)理、生態保護、循環利(li)用有機(ji)結合的(de)治(zhi)(zhi)理體系,加強(qiang)部門溝(gou)通,做好政策協同(tong),形(xing)成(cheng)工作(zuo)合力。
因地制宜、實(shi)事求是。堅(jian)持從(cong)實(shi)際(ji)出發,根(gen)據試(shi)(shi)點(dian)城市自然稟賦和(he)經濟社(she)會發展(zhan)狀況,合理確(que)定試(shi)(shi)點(dian)目標(biao)、重點(dian)任務和(he)保障(zhang)政策,合理布局再生(sheng)水生(sheng)產、調配和(he)利用設施。
政府(fu)引導、市(shi)場推(tui)動。試點城市(shi)政府(fu)應著(zhu)力完善水(shui)資源(yuan)價(jia)格政策,嚴格取用(yong)水(shui)管理,清理不利(li)(li)于再(zai)(zai)生水(shui)循環(huan)利(li)(li)用(yong)的政策規(gui)定(ding),優化營商(shang)環(huan)境,吸引社會資本積(ji)極參與,推(tui)動有效市(shi)場和有為政府(fu)更好結合,實現區域再(zai)(zai)生水(shui)循環(huan)利(li)(li)用(yong)健(jian)康發展。
規范管(guan)理、力求多(duo)贏。建(jian)立健全(quan)(quan)區(qu)(qu)域再(zai)生水(shui)循環利(li)用(yong)管(guan)理體制機制,拓寬再(zai)生水(shui)利(li)用(yong)渠道,加強監(jian)測監(jian)管(guan),保障用(yong)水(shui)安全(quan)(quan),改善缺水(shui)地區(qu)(qu)水(shui)生態(tai)環境質量,發揮再(zai)生水(shui)利(li)用(yong)綜合效益,不斷(duan)增強人(ren)民群眾獲得感(gan)、幸(xing)福感(gan)、安全(quan)(quan)感(gan)。
(三(san))試點范圍
以(yi)(yi)京津冀地區(qu)(qu)、黃(huang)河流域等缺(que)水地區(qu)(qu)為(wei)重點,選擇(ze)再(zai)生水需求(qiu)量大、再(zai)生水利用具備(bei)一定基礎(chu)且(qie)工作積(ji)極性高的地級及(ji)以(yi)(yi)上城市開展試點。
(四)試點(dian)目標(biao)
到 2025 年,在(zai)區域再(zai)生(sheng)水循環利用的(de)建設、運營、管理(li)等(deng)方面形(xing)成一批效果好(hao)、能(neng)持續、可復制,具(ju)備全國推廣價值的(de)優秀(xiu)案例。
二、主要任務
(一)合理規劃布局。根(gen)據(ju)試(shi)點城(cheng)市(shi)自然(ran)稟(bing)賦、經濟社會發展需要以(yi)及流(liu)域(yu)和區域(yu)水(shui)資源(yuan)等(deng)相(xiang)關規劃要求,科(ke)學編制區域(yu)再(zai)生(sheng)水(shui)循環(huan)利(li)用(yong)試(shi)點實施(shi)方案,在區域(yu)層(ceng)面統(tong)籌再(zai)生(sheng)水(shui)生(sheng)產、調配(pei)、利(li)用(yong)各(ge)環(huan)節,推(tui)動形成污染治理、生(sheng)態(tai)保護、循環(huan)利(li)用(yong)有機結合的治理體(ti)系。將再(zai)生(sheng)水(shui)納(na)入水(shui)資源(yuan)統(tong)一配(pei)置,合理安排區域(yu)再(zai)生(sheng)水(shui)循環(huan)利(li)用(yong)相(xiang)關設施(shi)建(jian)設改造項(xiang)(xiang)目(mu),推(tui)動再(zai)生(sheng)水(shui)生(sheng)產和利(li)用(yong)平衡、濕地凈化與(yu)調蓄(xu)能力匹配(pei),確保再(zai)生(sheng)水(shui)利(li)用(yong)目(mu)標(biao)可(ke)達、重(zhong)點項(xiang)(xiang)目(mu)可(ke)落(luo)(luo)地、政(zheng)策措施(shi)可(ke)持續(xu)。(發展改革委、生(sheng)態(tai)環(huan)境(jing)部、住(zhu)房和城(cheng)鄉建(jian)設部、水(shui)利(li)部按分工指導(dao),試(shi)點城(cheng)市(shi)政(zheng)府(fu)負責落(luo)(luo)實。以(yi)下(xia)均需試(shi)點城(cheng)市(shi)政(zheng)府(fu)落(luo)(luo)實,不再(zai)列出)
(二)強化污水(shui)(shui)(shui)處(chu)理(li)廠(chang)(chang)運行(xing)管理(li)。要(yao)(yao)加強源頭管控,接納含有毒有害物質(zhi)的(de)工(gong)業(ye)廢(fei)水(shui)(shui)(shui)的(de)污水(shui)(shui)(shui)處(chu)理(li)廠(chang)(chang),不(bu)納入(ru)試點城(cheng)市區域再生(sheng)水(shui)(shui)(shui)循環(huan)利用體系;要(yao)(yao)規范過(guo)程(cheng)管理(li),強化監督(du)考核,確(que)保污水(shui)(shui)(shui)處(chu)理(li)廠(chang)(chang)達(da)標排放;要(yao)(yao)嚴格末端監管,制定實施突發環(huan)境事(shi)故應急預案,污水(shui)(shui)(shui)處(chu)理(li)廠(chang)(chang)出水(shui)(shui)(shui)水(shui)(shui)(shui)質(zhi)異常時,及時采(cai)取措(cuo)(cuo)施,避免影響(xiang)下游人工(gong)濕地水(shui)(shui)(shui)質(zhi)凈化工(gong)程(cheng)等工(gong)程(cheng)措(cuo)(cuo)施運行(xing)。(生(sheng)態環(huan)境部、住(zhu)房和城(cheng)鄉建(jian)設部按分工(gong)指導(dao))
(三)因地制宜建(jian)(jian)設(she)(she)(she)人(ren)工(gong)(gong)(gong)(gong)濕(shi)(shi)地水(shui)(shui)(shui)(shui)(shui)(shui)(shui)質(zhi)(zhi)(zhi)凈化(hua)(hua)工(gong)(gong)(gong)(gong)程。人(ren)工(gong)(gong)(gong)(gong)濕(shi)(shi)地水(shui)(shui)(shui)(shui)(shui)(shui)(shui)質(zhi)(zhi)(zhi)凈化(hua)(hua)是通過物(wu)理、化(hua)(hua)學和生(sheng)物(wu)協(xie)同(tong)作用(yong)使低污(wu)染水(shui)(shui)(shui)(shui)(shui)(shui)(shui)得(de)以(yi)進一步改善的(de)(de)生(sheng)態(tai)工(gong)(gong)(gong)(gong)程措施(shi)(shi)。人(ren)工(gong)(gong)(gong)(gong)濕(shi)(shi)地水(shui)(shui)(shui)(shui)(shui)(shui)(shui)質(zhi)(zhi)(zhi)凈化(hua)(hua)工(gong)(gong)(gong)(gong)程只(zhi)承擔水(shui)(shui)(shui)(shui)(shui)(shui)(shui)質(zhi)(zhi)(zhi)改善任務(wu),不應作為(wei)直接處(chu)(chu)理生(sheng)產生(sheng)活污(wu)水(shui)(shui)(shui)(shui)(shui)(shui)(shui)的(de)(de)治污(wu)設(she)(she)(she)施(shi)(shi)。各地可(ke)從(cong)當地實際出發,在重要(yao)排污(wu)口下游、支流(liu)入干流(liu)處(chu)(chu)、河流(liu)入湖(海)口等流(liu)域關鍵節點(dian),因地制宜建(jian)(jian)設(she)(she)(she)人(ren)工(gong)(gong)(gong)(gong)濕(shi)(shi)地水(shui)(shui)(shui)(shui)(shui)(shui)(shui)質(zhi)(zhi)(zhi)凈化(hua)(hua)工(gong)(gong)(gong)(gong)程。在河道(dao)、湖泊(bo)管理范圍內(nei)的(de)(de)人(ren)工(gong)(gong)(gong)(gong)濕(shi)(shi)地水(shui)(shui)(shui)(shui)(shui)(shui)(shui)質(zhi)(zhi)(zhi)凈化(hua)(hua)工(gong)(gong)(gong)(gong)程,要(yao)依法履(lv)行(xing)涉水(shui)(shui)(shui)(shui)(shui)(shui)(shui)有關許可(ke)手續(xu),嚴(yan)禁妨(fang)礙行(xing)洪,不得(de)抬高(gao)灘地高(gao)程,不得(de)建(jian)(jian)設(she)(she)(she)阻礙水(shui)(shui)(shui)(shui)(shui)(shui)(shui)流(liu)的(de)(de)設(she)(she)(she)施(shi)(shi)。在設(she)(she)(she)計建(jian)(jian)設(she)(she)(she)中要(yao)堅(jian)持生(sheng)態(tai)優(you)先,注重選擇(ze)本土(tu)植(zhi)物(wu),避免(mian)外來(lai)物(wu)種入侵(qin)。人(ren)工(gong)(gong)(gong)(gong)濕(shi)(shi)地的(de)(de)設(she)(she)(she)計進水(shui)(shui)(shui)(shui)(shui)(shui)(shui)規模,應以(yi)濕(shi)(shi)地的(de)(de)凈化(hua)(hua)能(neng)力(li)(li)(li)為(wei)基(ji)礎,與(yu)污(wu)水(shui)(shui)(shui)(shui)(shui)(shui)(shui)處(chu)(chu)理廠處(chu)(chu)理能(neng)力(li)(li)(li)、再生(sheng)水(shui)(shui)(shui)(shui)(shui)(shui)(shui)利(li)用(yong)和調配(pei)能(neng)力(li)(li)(li)相匹配(pei)。各地可(ke)探索采用(yong)除人(ren)工(gong)(gong)(gong)(gong)濕(shi)(shi)地水(shui)(shui)(shui)(shui)(shui)(shui)(shui)質(zhi)(zhi)(zhi)凈化(hua)(hua)工(gong)(gong)(gong)(gong)程以(yi)外的(de)(de)其他措施(shi)(shi)改善水(shui)(shui)(shui)(shui)(shui)(shui)(shui)質(zhi)(zhi)(zhi)。(生(sheng)態(tai)環境部、住房和城鄉建(jian)(jian)設(she)(she)(she)部、水(shui)(shui)(shui)(shui)(shui)(shui)(shui)利(li)部按分工(gong)(gong)(gong)(gong)指導)
(四)完善再(zai)(zai)(zai)生水(shui)(shui)(shui)(shui)(shui)(shui)調配體系。各地(di)可(ke)以依托低洼地(di)帶,在充分調查論證地(di)質(zhi)和(he)水(shui)(shui)(shui)(shui)(shui)(shui)文地(di)質(zhi)條件,確(que)保防(fang)洪安全的前提下,因地(di)制宜建(jian)(jian)設(she)(she)再(zai)(zai)(zai)生水(shui)(shui)(shui)(shui)(shui)(shui)調蓄庫(ku)塘,結合(he)(he)區域再(zai)(zai)(zai)生水(shui)(shui)(shui)(shui)(shui)(shui)利(li)(li)用(yong)需求(qiu),形成合(he)(he)理的再(zai)(zai)(zai)生水(shui)(shui)(shui)(shui)(shui)(shui)調蓄能(neng)力(li),統籌建(jian)(jian)設(she)(she)再(zai)(zai)(zai)生水(shui)(shui)(shui)(shui)(shui)(shui)調配體系。鼓(gu)勵新(xin)建(jian)(jian)城區規劃建(jian)(jian)設(she)(she)再(zai)(zai)(zai)生水(shui)(shui)(shui)(shui)(shui)(shui)管網,有(you)序推動(dong)再(zai)(zai)(zai)生水(shui)(shui)(shui)(shui)(shui)(shui)利(li)(li)用(yong)。再(zai)(zai)(zai)生水(shui)(shui)(shui)(shui)(shui)(shui)應當納入城市供水(shui)(shui)(shui)(shui)(shui)(shui)體系。鼓(gu)勵工(gong)業園區、用(yong)水(shui)(shui)(shui)(shui)(shui)(shui)大戶(hu)與再(zai)(zai)(zai)生水(shui)(shui)(shui)(shui)(shui)(shui)生產設(she)(she)施運(yun)營單(dan)位合(he)(he)作(zuo)建(jian)(jian)設(she)(she)再(zai)(zai)(zai)生水(shui)(shui)(shui)(shui)(shui)(shui)管網,簽訂再(zai)(zai)(zai)生水(shui)(shui)(shui)(shui)(shui)(shui)利(li)(li)用(yong)合(he)(he)作(zuo)協議。(生態環(huan)境部(bu)、住房和(he)城鄉(xiang)建(jian)(jian)設(she)(she)部(bu)、水(shui)(shui)(shui)(shui)(shui)(shui)利(li)(li)部(bu)按分工(gong)指導)
(五)拓寬再(zai)(zai)生(sheng)(sheng)水(shui)(shui)(shui)(shui)(shui)(shui)(shui)(shui)利用(yong)(yong)(yong)渠道(dao)。缺(que)水(shui)(shui)(shui)(shui)(shui)(shui)(shui)(shui)地區應(ying)將再(zai)(zai)生(sheng)(sheng)水(shui)(shui)(shui)(shui)(shui)(shui)(shui)(shui)作為園(yuan)區工業(ye)生(sheng)(sheng)產用(yong)(yong)(yong)水(shui)(shui)(shui)(shui)(shui)(shui)(shui)(shui)的重(zhong)(zhong)要(yao)來源(yuan)(yuan),嚴(yan)控新(xin)水(shui)(shui)(shui)(shui)(shui)(shui)(shui)(shui)取用(yong)(yong)(yong)量。新(xin)建高耗(hao)水(shui)(shui)(shui)(shui)(shui)(shui)(shui)(shui)項(xiang)目應(ying)盡(jin)可能安排在再(zai)(zai)生(sheng)(sheng)水(shui)(shui)(shui)(shui)(shui)(shui)(shui)(shui)調配體系(xi)周邊。工業(ye)園(yuan)區以(yi)及(ji)火(huo)電、石化、鋼鐵、有色、造紙、印染等高耗(hao)水(shui)(shui)(shui)(shui)(shui)(shui)(shui)(shui)項(xiang)目,具備使用(yong)(yong)(yong)再(zai)(zai)生(sheng)(sheng)水(shui)(shui)(shui)(shui)(shui)(shui)(shui)(shui)條件但(dan)未有效(xiao)利用(yong)(yong)(yong)的,要(yao)嚴(yan)格控制新(xin)增取水(shui)(shui)(shui)(shui)(shui)(shui)(shui)(shui)許可。城市綠化、道(dao)路清掃(sao)、車輛沖洗、建筑施(shi)工、景觀(guan)環(huan)境(jing)用(yong)(yong)(yong)水(shui)(shui)(shui)(shui)(shui)(shui)(shui)(shui)等應(ying)當優先使用(yong)(yong)(yong)再(zai)(zai)生(sheng)(sheng)水(shui)(shui)(shui)(shui)(shui)(shui)(shui)(shui)。鼓勵(li)將再(zai)(zai)生(sheng)(sheng)水(shui)(shui)(shui)(shui)(shui)(shui)(shui)(shui)用(yong)(yong)(yong)于河湖生(sheng)(sheng)態(tai)補水(shui)(shui)(shui)(shui)(shui)(shui)(shui)(shui)。用(yong)(yong)(yong)于農(nong)業(ye)灌(guan)溉(gai)的再(zai)(zai)生(sheng)(sheng)水(shui)(shui)(shui)(shui)(shui)(shui)(shui)(shui)水(shui)(shui)(shui)(shui)(shui)(shui)(shui)(shui)質(zhi)應(ying)達(da)到《農(nong)田灌(guan)溉(gai)水(shui)(shui)(shui)(shui)(shui)(shui)(shui)(shui)質(zhi)標(biao)準(zhun)》(GB 5084)、《城市污水(shui)(shui)(shui)(shui)(shui)(shui)(shui)(shui)再(zai)(zai)生(sheng)(sheng)利用(yong)(yong)(yong) 農(nong)田灌(guan)溉(gai)用(yong)(yong)(yong)水(shui)(shui)(shui)(shui)(shui)(shui)(shui)(shui)水(shui)(shui)(shui)(shui)(shui)(shui)(shui)(shui)質(zhi)》(GB 20922)等相(xiang)關標(biao)準(zhun)要(yao)求。完善(shan)用(yong)(yong)(yong)水(shui)(shui)(shui)(shui)(shui)(shui)(shui)(shui)總量控制指標(biao)中非常規(gui)水(shui)(shui)(shui)(shui)(shui)(shui)(shui)(shui)源(yuan)(yuan)利用(yong)(yong)(yong)指標(biao)考核(he)相(xiang)關規(gui)定,加大再(zai)(zai)生(sheng)(sheng)水(shui)(shui)(shui)(shui)(shui)(shui)(shui)(shui)等非常規(gui)水(shui)(shui)(shui)(shui)(shui)(shui)(shui)(shui)源(yuan)(yuan)考核(he)權重(zhong)(zhong)。將區域再(zai)(zai)生(sheng)(sheng)水(shui)(shui)(shui)(shui)(shui)(shui)(shui)(shui)循環(huan)利用(yong)(yong)(yong)項(xiang)目納(na)入主要(yao)水(shui)(shui)(shui)(shui)(shui)(shui)(shui)(shui)污染物減排量認定范疇。(發展改革委、生(sheng)(sheng)態(tai)環(huan)境(jing)部(bu)、住房(fang)和城鄉建設部(bu)、水(shui)(shui)(shui)(shui)(shui)(shui)(shui)(shui)利部(bu)按分工指導)
(六(liu))加(jia)強監(jian)測監(jian)管。試點(dian)城(cheng)(cheng)市(shi)政府應當(dang)加(jia)強區(qu)(qu)域(yu)再(zai)生(sheng)(sheng)水(shui)(shui)(shui)(shui)(shui)(shui)循環利(li)(li)用(yong)(yong)全過(guo)程水(shui)(shui)(shui)(shui)(shui)(shui)質(zhi)(zhi)水(shui)(shui)(shui)(shui)(shui)(shui)量監(jian)測,保障再(zai)生(sheng)(sheng)水(shui)(shui)(shui)(shui)(shui)(shui)利(li)(li)用(yong)(yong)安全。組織有關部(bu)(bu)門和工(gong)業園區(qu)(qu)管理機構等(deng)單位對進入市(shi)政污(wu)水(shui)(shui)(shui)(shui)(shui)(shui)收集設施(shi)的工(gong)業企業進行排查(cha),組織有關部(bu)(bu)門和城(cheng)(cheng)鎮(zhen)污(wu)水(shui)(shui)(shui)(shui)(shui)(shui)處(chu)理廠等(deng)單位進行評(ping)估,經評(ping)估認定(ding)污(wu)染(ran)物不能(neng)被城(cheng)(cheng)鎮(zhen)污(wu)水(shui)(shui)(shui)(shui)(shui)(shui)處(chu)理廠有效處(chu)理或(huo)可能(neng)影(ying)— 8 —響(xiang)城(cheng)(cheng)鎮(zhen)污(wu)水(shui)(shui)(shui)(shui)(shui)(shui)處(chu)理廠出(chu)水(shui)(shui)(shui)(shui)(shui)(shui)穩定(ding)達(da)標的,應當(dang)督促其限期退出(chu)。要加(jia)強污(wu)水(shui)(shui)(shui)(shui)(shui)(shui)處(chu)理廠和人工(gong)濕地水(shui)(shui)(shui)(shui)(shui)(shui)質(zhi)(zhi)凈化工(gong)程運營管理,再(zai)生(sheng)(sheng)水(shui)(shui)(shui)(shui)(shui)(shui)出(chu)水(shui)(shui)(shui)(shui)(shui)(shui)水(shui)(shui)(shui)(shui)(shui)(shui)質(zhi)(zhi)穩定(ding)達(da)到或(huo)優于地表水(shui)(shui)(shui)(shui)(shui)(shui)V類標準(zhun)的人工(gong)濕地水(shui)(shui)(shui)(shui)(shui)(shui)質(zhi)(zhi)凈化工(gong)程可以(yi)享受試點(dian)支持政策(ce)。加(jia)強再(zai)生(sheng)(sheng)水(shui)(shui)(shui)(shui)(shui)(shui)調蓄庫塘環境管理,防止再(zai)生(sheng)(sheng)水(shui)(shui)(shui)(shui)(shui)(shui)水(shui)(shui)(shui)(shui)(shui)(shui)質(zhi)(zhi)惡化。特(te)殊用(yong)(yong)途再(zai)生(sheng)(sheng)水(shui)(shui)(shui)(shui)(shui)(shui)利(li)(li)用(yong)(yong)應經進一步處(chu)理以(yi)滿足相應用(yong)(yong)途水(shui)(shui)(shui)(shui)(shui)(shui)質(zhi)(zhi)要求。(生(sheng)(sheng)態環境部(bu)(bu)、住房(fang)和城(cheng)(cheng)鄉(xiang)建設部(bu)(bu)、水(shui)(shui)(shui)(shui)(shui)(shui)利(li)(li)部(bu)(bu)按分(fen)工(gong)指導(dao))
三、實施步驟
(一)確定試點城市
省(sheng)(sheng)級生態環境部門會同同級發展(zhan)改(gai)(gai)革(ge)、住房和(he)城(cheng)(cheng)鄉(xiang)建設、水(shui)利部門結合實(shi)際(ji),可于 2022 年(nian)、2023 年(nian)推(tui)(tui)薦(jian)(jian)(jian)缺水(shui)狀況(kuang)較嚴重、工作(zuo)基礎較為扎實(shi)、試(shi)點(dian)(dian)實(shi)施(shi)方(fang)案編制質量較高的(de)地(di)級及以上城(cheng)(cheng)市(不含直(zhi)轄市的(de)市轄區(qu)縣)申報(bao)試(shi)點(dian)(dian),其(qi)中,沿黃(huang)九(jiu)省(sheng)(sheng)區(qu)和(he)京津冀地(di)區(qu)省(sheng)(sheng)份每年(nian)可推(tui)(tui)薦(jian)(jian)(jian) 2 個(ge)城(cheng)(cheng)市,其(qi)余省(sheng)(sheng)份每年(nian)可推(tui)(tui)薦(jian)(jian)(jian) 1個(ge)城(cheng)(cheng)市。擬推(tui)(tui)薦(jian)(jian)(jian)城(cheng)(cheng)市按要求(qiu)編制試(shi)點(dian)(dian)實(shi)施(shi)方(fang)案。推(tui)(tui)薦(jian)(jian)(jian)文件及試(shi)點(dian)(dian)實(shi)施(shi)方(fang)案于每年(nian) 6 月底前報(bao)送生態環境部、發展(zhan)改(gai)(gai)革(ge)委、住房和(he)城(cheng)(cheng)鄉(xiang)建設部、水(shui)利部。試(shi)點(dian)(dian)實(shi)施(shi)方(fang)案應明確試(shi)點(dian)(dian)目標、重點(dian)(dian)任(ren)務、部門分工和(he)保障措施(shi),試(shi)點(dian)(dian)期限原則上不超過(guo) 2 年(nian)。
生(sheng)態環境部(bu)會(hui)同發展改革委、住房和城鄉建設(she)部(bu)、水利部(bu)組(zu)織專家采取競爭性(xing)評審(shen)方(fang)式,綜合考(kao)慮試(shi)(shi)點實(shi)施方(fang)案科學性(xing)、合理性(xing)及區(qu)域示范價值,對各(ge)地申報的試(shi)(shi)點實(shi)施方(fang)案進行(xing)評審(shen),擇優確(que)定試(shi)(shi)點城市。
(二(er))認真組(zu)織實施
試點(dian)城市要(yao)切實加強組織領導,探索建立黨政主導、部門協(xie)(xie)同(tong)、企業主體、社會(hui)參與的工作(zuo)推進機制。要(yao)圍繞試點(dian)實施方案明確的工作(zuo)目(mu)標(biao)和重點(dian)任務(wu),強化(hua)力量配置(zhi)和工作(zuo)協(xie)(xie)同(tong),加強政策激勵和監督管(guan)理,確保按時(shi)保質完成試點(dian)任務(wu)。
(三)開展評估總結(jie)
試(shi)點(dian)(dian)城(cheng)市要(yao)(yao)及時調度(du)總結試(shi)點(dian)(dian)實(shi)施方案進展(zhan)情況,每年(nian) 12月(yue)底前(qian)形(xing)成(cheng)(cheng)試(shi)點(dian)(dian)工作年(nian)度(du)報告(gao),報送生態環(huan)境部(bu)(bu)(bu)、發(fa)展(zhan)改(gai)革(ge)委、住房和(he)(he)城(cheng)鄉建(jian)設部(bu)(bu)(bu)、水利(li)(li)部(bu)(bu)(bu),并在試(shi)點(dian)(dian)結束后 3 個月(yue)內,對試(shi)點(dian)(dian)實(shi)施方案完成(cheng)(cheng)情況、主要(yao)(yao)做法和(he)(he)經(jing)驗、存(cun)在問題及建(jian)議等進行總結,形(xing)成(cheng)(cheng)試(shi)點(dian)(dian)工作總結報告(gao)并上報。生態環(huan)境部(bu)(bu)(bu)會同發(fa)展(zhan)改(gai)革(ge)委、住房和(he)(he)城(cheng)鄉建(jian)設部(bu)(bu)(bu)、水利(li)(li)部(bu)(bu)(bu)對全國區域再生水循環(huan)利(li)(li)用試(shi)點(dian)(dian)成(cheng)(cheng)效(xiao)(xiao)開展(zhan)總體評估,對試(shi)點(dian)(dian)期間行之(zhi)有效(xiao)(xiao)的好經(jing)驗好做法及時予以宣傳推廣。
四、保障措施
(一(yi))加強組織(zhi)領導。國家(jia)有關(guan)部(bu)門(men)按照(zhao)職責(ze)(ze)分工(gong)(gong),統(tong)籌(chou)(chou)研究重要問題(ti),加強政(zheng)(zheng)策(ce)協調(diao)、工(gong)(gong)作(zuo)銜接,強化對試(shi)點(dian)城市的業(ye)務指導,確保(bao)試(shi)點(dian)工(gong)(gong)作(zuo)取得(de)實效。試(shi)點(dian)城市政(zheng)(zheng)府作(zuo)為(wei)試(shi)點(dian)工(gong)(gong)作(zuo)責(ze)(ze)任主體,要切實加強組織(zhi)領導,落實試(shi)點(dian)實施方案的項目建設安排和運(yun)行維護要求,推動(dong)水資源統(tong)籌(chou)(chou)配置、環境監督管理、激勵(li)政(zheng)(zheng)策(ce)制定等工(gong)(gong)作(zuo)。
(二)發揮市(shi)(shi)場作用(yong)。試(shi)點城市(shi)(shi)積(ji)極探索綠(lv)水(shui)(shui)青山(shan)(shan)轉化為金(jin)山(shan)(shan)銀山(shan)(shan)的(de)路徑,結合生(sheng)態環(huan)境(jing)導(dao)向(xiang)的(de)開(kai)發模式(shi),加大(da)地(di)方(fang)財政(zheng)資(zi)金(jin)投入力度,吸引社會資(zi)本參與(yu)試(shi)點項(xiang)目建(jian)設。將符合條(tiao)(tiao)件的(de)區域再(zai)(zai)生(sheng)水(shui)(shui)循(xun)(xun)環(huan)利用(yong)建(jian)設項(xiang)目納入地(di)方(fang)政(zheng)府(fu)(fu)專項(xiang)債券(quan)支(zhi)(zhi)持范圍。支(zhi)(zhi)持試(shi)點城市(shi)(shi)將符合條(tiao)(tiao)件的(de)人工濕地(di)水(shui)(shui)質(zhi)凈(jing)化工程項(xiang)目申(shen)報國家相關(guan)資(zi)金(jin)支(zhi)(zhi)持。試(shi)點城市(shi)(shi)逐步建(jian)立(li)健全使用(yong)者付費(fei)制(zhi)度,放開(kai)再(zai)(zai)生(sheng)水(shui)(shui)政(zheng)府(fu)(fu)定(ding)價(jia),由再(zai)(zai)生(sheng)水(shui)(shui)供應企(qi)業和(he)用(yong)戶按照優質(zhi)優價(jia)的(de)原則自(zi)主(zhu)協商(shang)定(ding)價(jia)。對(dui)于提供公共生(sheng)態環(huan)境(jing)服務功能的(de)河湖(hu)濕地(di)生(sheng)態補水(shui)(shui)、景觀環(huan)境(jing)用(yong)水(shui)(shui)使用(yong)再(zai)(zai)生(sheng)水(shui)(shui)的(de),鼓(gu)勵采(cai)(cai)用(yong)政(zheng)府(fu)(fu)購(gou)買服務的(de)方(fang)式(shi)推動區域再(zai)(zai)生(sheng)水(shui)(shui)循(xun)(xun)環(huan)利用(yong)。落實(shi)取用(yong)污水(shui)(shui)處(chu)理再(zai)(zai)生(sheng)水(shui)(shui)免征水(shui)(shui)資(zi)源稅費(fei)的(de)相關(guan)政(zheng)策(ce)(ce)。鼓(gu)勵符合條(tiao)(tiao)件的(de)企(qi)業采(cai)(cai)用(yong)綠(lv)色債券(quan)、資(zi)產證券(quan)化等手段(duan),依法合規(gui)拓寬融(rong)資(zi)渠道。鼓(gu)勵金(jin)融(rong)機構依法合規(gui)對(dui)試(shi)點城市(shi)(shi)符合放貸(dai)條(tiao)(tiao)件的(de)項(xiang)目給予融(rong)資(zi)支(zhi)(zhi)持。落實(shi)現行相關(guan)稅收優惠政(zheng)策(ce)(ce)。
(三)強化科(ke)(ke)技支(zhi)撐。試點城(cheng)市應以技術實力(li)強、基礎條件好的科(ke)(ke)研(yan)機構、高等(deng)院校或(huo)企業(ye)為依托,加強政產學研(yan)用(yong)銜接,針(zhen)對(dui)區域(yu)再(zai)(zai)生水(shui)循環(huan)利用(yong)全過程(cheng)(cheng)中(zhong)存在的再(zai)(zai)生水(shui)含鹽量升高、人(ren)工濕地(di)水(shui)質(zhi)凈(jing)化工程(cheng)(cheng)植(zhi)物種植(zhi)養(yang)護、再(zai)(zai)生水(shui)調蓄(xu)庫塘水(shui)體富營養(yang)化等(deng)難點問題,開展科(ke)(ke)技攻(gong)關,提升區域(yu)再(zai)(zai)生水(shui)循環(huan)利用(yong)領域(yu)科(ke)(ke)技創新(xin)能力(li)和水(shui)平。
(四)嚴(yan)格監督管(guan)理。試點城(cheng)市可委托專業化的(de)第三方機構運營區域再生(sheng)水(shui)(shui)循環(huan)利(li)用(yong)相(xiang)關設(she)施(shi),建(jian)立健全人工濕地(di)水(shui)(shui)質(zhi)凈化工程、再生(sheng)水(shui)(shui)調蓄庫塘(tang)等設(she)施(shi)的(de)長效運營機制,制定完善運行管(guan)理規(gui)(gui)范,確保再生(sheng)水(shui)(shui)水(shui)(shui)質(zhi)穩定滿足回用(yong)要求(qiu)(qiu)。明(ming)確監管(guan)要求(qiu)(qiu)和(he)責任主(zhu)體(ti),依法(fa)依規(gui)(gui)查處工業企業和(he)污水(shui)(shui)處理廠超(chao)標排放、未按(an)規(gui)(gui)定開展水(shui)(shui)質(zhi)監測、應(ying)急(ji)處理處置不當等行為。落(luo)實最(zui)嚴(yan)格的(de)水(shui)(shui)資(zi)源管(guan)理制度(du),建(jian)立健全水(shui)(shui)資(zi)源剛性約束指標體(ti)系(xi),加強(qiang)取(qu)用(yong)水(shui)(shui)行為管(guan)理,嚴(yan)格落(luo)實地(di)下(xia)水(shui)(shui)超(chao)采治理相(xiang)關規(gui)(gui)定,加大對違法(fa)違規(gui)(gui)取(qu)用(yong)地(di)下(xia)水(shui)(shui)的(de)懲治力(li)度(du)。禁止(zhi)以河流、濕地(di)、湖泊治理及(ji)再生(sheng)水(shui)(shui)調蓄庫塘(tang)建(jian)設(she)為名,違規(gui)(gui)挖田(tian)造(zao)湖、挖湖造(zao)景(jing)。
(五)鼓勵(li)公(gong)眾參(can)與(yu)。組織開(kai)展形式(shi)多樣(yang)的(de)宣傳活動,通過傳統(tong)新(xin)聞媒(mei)體和新(xin)媒(mei)體等多種途(tu)徑宣傳普及(ji)區(qu)域(yu)再(zai)生水(shui)(shui)循環利(li)用(yong)(yong)(yong)的(de)生態文化,提高企業(ye)、公(gong)眾對再(zai)生水(shui)(shui)利(li)用(yong)(yong)(yong)的(de)認知(zhi)(zhi)度(du)和認可度(du)。鼓勵(li)和推動區(qu)域(yu)再(zai)生水(shui)(shui)循環利(li)用(yong)(yong)(yong)設施(shi)向公(gong)眾開(kai)放,推進再(zai)生水(shui)(shui)水(shui)(shui)質信(xin)息及(ji)時完整公(gong)開(kai),保障公(gong)眾環境知(zhi)(zhi)情權、參(can)與(yu)權、監督權。
