《江蘇省強化危險廢物監管和利用處置能力改革實施方案》印發

【谷騰環保網訊】江蘇(su)省人民政府印發(fa)《江蘇(su)省強(qiang)化危(wei)(wei)(wei)(wei)險(xian)廢物(wu)監管和利用(yong)處置能(neng)力改(gai)革實施方案》,目標(biao)到(dao)2022年底,危(wei)(wei)(wei)(wei)險(xian)廢物(wu)監管體制機(ji)制進一步完善,環境、安全、規劃、消(xiao)防(fang)等聯防(fang)聯控有(you)(you)效(xiao)加強(qiang);危(wei)(wei)(wei)(wei)險(xian)廢物(wu)非法轉(zhuan)移傾倒案件(jian)高發(fa)態勢(shi)得到(dao)有(you)(you)效(xiao)遏(e)制。醫療廢物(wu)和生活垃圾焚(fen)燒飛灰、廢鹽等危(wei)(wei)(wei)(wei)險(xian)廢物(wu)收集處置能(neng)力滿足實際需求,縣(xian)級以上城市建成區醫療廢物(wu)無(wu)害化處置率達到(dao)100%。

為全(quan)面貫(guan)徹落實(shi)《國務院辦(ban)公廳(ting)關(guan)于印發強化(hua)危險(xian)(xian)廢(fei)物監(jian)管和利(li)(li)用(yong)處(chu)置能(neng)(neng)力改(gai)革實(shi)施(shi)方案的通(tong)知》(國辦(ban)函〔2021〕47號)要求,切實(shi)提升(sheng)危險(xian)(xian)廢(fei)物監(jian)管和利(li)(li)用(yong)處(chu)置能(neng)(neng)力,有效防控(kong)危險(xian)(xian)廢(fei)物環境(jing)與安全(quan)風險(xian)(xian),結合(he)我省(sheng)實(shi)際,制定本(ben)實(shi)施(shi)方案。

一、總體要求

(一)指導思想(xiang)。深(shen)入(ru)貫徹習近平生態(tai)文明思想(xiang)和習近平總書記(ji)對江蘇工作重要指示精神,按(an)照(zhao)黨中央、國務院和省委(wei)、省政府關(guan)于(yu)深(shen)入(ru)打好污染防治攻堅(jian)戰的決策部署,以(yi)持(chi)續(xu)改善(shan)生態(tai)環(huan)境(jing)質量為核心,以(yi)有(you)效防控危險(xian)廢物環(huan)境(jing)與安全風險(xian)為目標,堅(jian)持(chi)改革創新、依(yi)法(fa)治理(li)、統籌推進、多(duo)元共(gong)治,著力提(ti)升危險(xian)廢物監(jian)管和利用處置能力,切(qie)實維護人(ren)民群眾身(shen)體(ti)健康和生態(tai)環(huan)境(jing)安全。

(二)工作目標。到(dao)(dao)(dao)2022年底,危(wei)險(xian)廢(fei)物(wu)監管體制(zhi)(zhi)機制(zhi)(zhi)進一步完善,環(huan)境、安全、規劃(hua)、消防(fang)等聯防(fang)聯控有(you)效加強;危(wei)險(xian)廢(fei)物(wu)非法轉(zhuan)移傾倒案件高發態勢(shi)得(de)到(dao)(dao)(dao)有(you)效遏制(zhi)(zhi)。醫(yi)療(liao)廢(fei)物(wu)和(he)生活垃圾焚燒飛灰、廢(fei)鹽等危(wei)險(xian)廢(fei)物(wu)收集處置能力(li)滿(man)足實際(ji)需(xu)求,縣級以上城市(shi)建成區醫(yi)療(liao)廢(fei)物(wu)無(wu)害化處置率達到(dao)(dao)(dao)100%。

到2025年底(di),源頭(tou)嚴(yan)防、過程嚴(yan)管(guan)、后果嚴(yan)懲的危(wei)險(xian)(xian)廢物(wu)監管(guan)體系基本建(jian)(jian)成。危(wei)險(xian)(xian)廢物(wu)利用處(chu)置(zhi)能力(li)充分保障、技術(shu)水(shui)平國內領先,初步建(jian)(jian)立(li)規范有序(xu)的危(wei)險(xian)(xian)廢物(wu)處(chu)置(zhi)市(shi)場化(hua)體系。

二、完善(shan)危險廢(fei)物監管體制機制

(三(san))依(yi)法依(yi)規落(luo)實危險(xian)(xian)廢物(wu)(wu)監(jian)(jian)管職責(ze)。各級人民(min)政(zheng)府(fu)對本(ben)地危險(xian)(xian)廢物(wu)(wu)治理(li)負(fu)總責(ze),將危險(xian)(xian)廢物(wu)(wu)污染環境防治工作納入本(ben)地國民(min)經濟和社(she)會發展(zhan)(zhan)規劃進行(xing)統(tong)籌(chou)推進。發展(zhan)(zhan)改革、工業和信息(xi)化、生(sheng)(sheng)態(tai)環境、應(ying)急(ji)管理(li)、公安(an)、交(jiao)通(tong)運輸、衛(wei)生(sheng)(sheng)健康、住房城(cheng)鄉建設(she)、海(hai)關(guan)等部門(men)要認真(zhen)執行(xing)國家(jia)和省(sheng)(sheng)委、省(sheng)(sheng)政(zheng)府(fu)關(guan)于危險(xian)(xian)廢物(wu)(wu)治理(li)方(fang)針政(zheng)策,嚴格落(luo)實在危險(xian)(xian)廢物(wu)(wu)利(li)用(yong)處置、污染環境防治、安(an)全(quan)生(sheng)(sheng)產(chan)、運輸安(an)全(quan)以及衛(wei)生(sheng)(sheng)防疫等方(fang)面的監(jian)(jian)管職責(ze)。強化部門(men)間協調溝通(tong),形成工作合力。〔省(sheng)(sheng)生(sheng)(sheng)態(tai)環境廳、省(sheng)(sheng)發展(zhan)(zhan)改革委、省(sheng)(sheng)工業和信息(xi)化廳、省(sheng)(sheng)公安(an)廳、省(sheng)(sheng)住房城(cheng)鄉建設(she)廳、省(sheng)(sheng)交(jiao)通(tong)運輸廳、省(sheng)(sheng)衛(wei)生(sheng)(sheng)健康委、省(sheng)(sheng)應(ying)急(ji)廳、南京海(hai)關(guan)、江蘇海(hai)事局等部門(men)按職責(ze)分工負(fu)責(ze),各市(shi)、縣(xian)(市(shi)、區)人民(min)政(zheng)府(fu)負(fu)責(ze)落(luo)實。以下任務(wu)措施(shi)均需各市(shi)、縣(xian)(市(shi)、區)人民(min)政(zheng)府(fu)落(luo)實,不再列出〕

(四)強(qiang)化部(bu)門間(jian)聯(lian)(lian)防聯(lian)(lian)控。完善(shan)各部(bu)門間(jian)信(xin)息(xi)共享(xiang)、定期協商制度,逐(zhu)步(bu)建(jian)立覆蓋(gai)危險(xian)廢(fei)物(wu)產生(sheng)(sheng)(sheng)、收集、貯(zhu)存(cun)、運(yun)(yun)輸(shu)、利用(yong)處(chu)置(zhi)(zhi)等(deng)全過(guo)程、全鏈條式監管(guan)(guan)(guan)(guan)體(ti)系。(省(sheng)(sheng)(sheng)(sheng)生(sheng)(sheng)(sheng)態(tai)環境廳(ting)(ting)牽(qian)(qian)頭,省(sheng)(sheng)(sheng)(sheng)住(zhu)房(fang)城(cheng)鄉(xiang)建(jian)設(she)(she)廳(ting)(ting)、省(sheng)(sheng)(sheng)(sheng)交(jiao)(jiao)通運(yun)(yun)輸(shu)廳(ting)(ting)、省(sheng)(sheng)(sheng)(sheng)工業和信(xin)息(xi)化廳(ting)(ting)、省(sheng)(sheng)(sheng)(sheng)衛生(sheng)(sheng)(sheng)健康委(wei)、省(sheng)(sheng)(sheng)(sheng)水利廳(ting)(ting)、省(sheng)(sheng)(sheng)(sheng)應急(ji)廳(ting)(ting)、省(sheng)(sheng)(sheng)(sheng)稅(shui)務局(ju)、江蘇海事局(ju)等(deng)參(can)與)加強(qiang)生(sheng)(sheng)(sheng)活(huo)垃圾(ji)焚燒飛灰監管(guan)(guan)(guan)(guan)。督促相(xiang)關企業將(jiang)生(sheng)(sheng)(sheng)活(huo)垃圾(ji)焚燒飛灰交(jiao)(jiao)有資質單位利用(yong)處(chu)置(zhi)(zhi)并及時申報(bao)有關信(xin)息(xi)。(省(sheng)(sheng)(sheng)(sheng)住(zhu)房(fang)城(cheng)鄉(xiang)建(jian)設(she)(she)廳(ting)(ting)牽(qian)(qian)頭,省(sheng)(sheng)(sheng)(sheng)生(sheng)(sheng)(sheng)態(tai)環境廳(ting)(ting)等(deng)參(can)與)2022年(nian)底前,配(pei)合(he)國家建(jian)立完善(shan)長三角(jiao)區域危險(xian)廢(fei)物(wu)合(he)作機制,加強(qiang)危險(xian)廢(fei)物(wu)管(guan)(guan)(guan)(guan)理信(xin)息(xi)共享(xiang)與聯(lian)(lian)動執法,實現危險(xian)廢(fei)物(wu)集中處(chu)置(zhi)(zhi)設(she)(she)施(shi)建(jian)設(she)(she)和運(yun)(yun)營管(guan)(guan)(guan)(guan)理優勢互補。(省(sheng)(sheng)(sheng)(sheng)生(sheng)(sheng)(sheng)態(tai)環境廳(ting)(ting)牽(qian)(qian)頭,省(sheng)(sheng)(sheng)(sheng)公安廳(ting)(ting)、省(sheng)(sheng)(sheng)(sheng)交(jiao)(jiao)通運(yun)(yun)輸(shu)廳(ting)(ting)、省(sheng)(sheng)(sheng)(sheng)應急(ji)廳(ting)(ting)、省(sheng)(sheng)(sheng)(sheng)衛生(sheng)(sheng)(sheng)健康委(wei)、省(sheng)(sheng)(sheng)(sheng)市(shi)場監管(guan)(guan)(guan)(guan)局(ju)、省(sheng)(sheng)(sheng)(sheng)教育廳(ting)(ting)、省(sheng)(sheng)(sheng)(sheng)科技(ji)廳(ting)(ting)等(deng)參(can)與)

(五)落(luo)實涉危(wei)(wei)(wei)險(xian)廢(fei)(fei)(fei)物(wu)(wu)單位(wei)(wei)主(zhu)體責(ze)任(ren)。危(wei)(wei)(wei)險(xian)廢(fei)(fei)(fei)物(wu)(wu)產(chan)生(sheng)(sheng)、收(shou)集、貯(zhu)存(cun)、運(yun)輸(shu)、利用處(chu)置單位(wei)(wei)主(zhu)要負責(ze)人(ren)(ren)(法(fa)定(ding)代表(biao)人(ren)(ren)、實際控制(zhi)人(ren)(ren))是危(wei)(wei)(wei)險(xian)廢(fei)(fei)(fei)物(wu)(wu)污染(ran)環(huan)(huan)境(jing)(jing)防(fang)(fang)治(zhi)和(he)(he)安全(quan)生(sheng)(sheng)產(chan)第一責(ze)任(ren)人(ren)(ren),嚴(yan)格落(luo)實危(wei)(wei)(wei)險(xian)廢(fei)(fei)(fei)物(wu)(wu)污染(ran)環(huan)(huan)境(jing)(jing)防(fang)(fang)治(zhi)和(he)(he)安全(quan)生(sheng)(sheng)產(chan)法(fa)律法(fa)規(gui)制(zhi)度。(省生(sheng)(sheng)態環(huan)(huan)境(jing)(jing)廳(ting)(ting)(ting)、省公安廳(ting)(ting)(ting)、省交通運(yun)輸(shu)廳(ting)(ting)(ting)、省應急廳(ting)(ting)(ting)、省教(jiao)育廳(ting)(ting)(ting)、省科技廳(ting)(ting)(ting)、省衛(wei)生(sheng)(sheng)健(jian)康委等(deng)按職責(ze)分工負責(ze))危(wei)(wei)(wei)險(xian)廢(fei)(fei)(fei)物(wu)(wu)產(chan)生(sheng)(sheng)單位(wei)(wei)應將危(wei)(wei)(wei)險(xian)廢(fei)(fei)(fei)物(wu)(wu)提供或(huo)者(zhe)(zhe)委托給有資(zi)(zi)質單位(wei)(wei)收(shou)集、貯(zhu)存(cun)、利用處(chu)置,并(bing)與其直接(jie)簽訂相應合同(tong),嚴(yan)禁將危(wei)(wei)(wei)險(xian)廢(fei)(fei)(fei)物(wu)(wu)提供或(huo)者(zhe)(zhe)委托給無(wu)資(zi)(zi)質單位(wei)(wei)進行收(shou)集、貯(zhu)存(cun)和(he)(he)利用處(chu)置。(省生(sheng)(sheng)態環(huan)(huan)境(jing)(jing)廳(ting)(ting)(ting)牽(qian)頭(tou),省市場監(jian)管(guan)局(ju)(ju)、省交通運(yun)輸(shu)廳(ting)(ting)(ting)等(deng)參與)危(wei)(wei)(wei)險(xian)廢(fei)(fei)(fei)物(wu)(wu)產(chan)生(sheng)(sheng)單位(wei)(wei)和(he)(he)經(jing)營(ying)單位(wei)(wei)依法(fa)及時公開危(wei)(wei)(wei)險(xian)廢(fei)(fei)(fei)物(wu)(wu)污染(ran)環(huan)(huan)境(jing)(jing)防(fang)(fang)治(zhi)信息,依法(fa)依規(gui)投(tou)保環(huan)(huan)境(jing)(jing)污染(ran)責(ze)任(ren)保險(xian)。(省生(sheng)(sheng)態環(huan)(huan)境(jing)(jing)廳(ting)(ting)(ting)牽(qian)頭(tou),江蘇(su)銀保監(jian)局(ju)(ju)等(deng)參與)

(六)開展危(wei)(wei)(wei)險(xian)廢(fei)物規(gui)范(fan)(fan)化(hua)(hua)環境(jing)管(guan)(guan)理(li)(li)。推動修訂《江(jiang)蘇省固(gu)體廢(fei)物污染環境(jing)防治條例》,壓緊(jin)壓實企業主(zhu)體責(ze)任(ren)和部(bu)門(men)監管(guan)(guan)責(ze)任(ren)。制(zhi)定江(jiang)蘇省“十(shi)四五”危(wei)(wei)(wei)險(xian)廢(fei)物規(gui)范(fan)(fan)化(hua)(hua)環境(jing)管(guan)(guan)理(li)(li)評估工作方案,指(zhi)導全省危(wei)(wei)(wei)險(xian)廢(fei)物規(gui)范(fan)(fan)化(hua)(hua)環境(jing)管(guan)(guan)理(li)(li)工作。加強業務(wu)培訓,宣(xuan)傳貫徹危(wei)(wei)(wei)險(xian)廢(fei)物規(gui)范(fan)(fan)化(hua)(hua)環境(jing)管(guan)(guan)理(li)(li)要求(qiu)。將評估中發(fa)(fa)現的涉嫌環境(jing)違(wei)法問題與環境(jing)執(zhi)法工作相銜接,對發(fa)(fa)現的企業違(wei)法行為,嚴(yan)格依據相關(guan)法律法規(gui)進行查(cha)處,涉嫌環境(jing)犯罪(zui)的移送公(gong)安機關(guan)。(省生態環境(jing)廳(ting)牽頭(tou),各有關(guan)部(bu)門(men)參與)

(七)強(qiang)化危(wei)(wei)險廢(fei)物(wu)信息化監(jian)管(guan)。推進(jin)江蘇省(sheng)(sheng)(sheng)危(wei)(wei)險廢(fei)物(wu)全(quan)生命周期監(jian)控系統建設,全(quan)面推行(xing)二維碼電子標簽,強(qiang)化危(wei)(wei)險廢(fei)物(wu)全(quan)過程監(jian)管(guan)。將危(wei)(wei)險廢(fei)物(wu)豁(huo)免、應急處置等納入系統管(guan)理。(省(sheng)(sheng)(sheng)生態環(huan)境廳(ting)牽頭(tou),省(sheng)(sheng)(sheng)衛(wei)生健康(kang)委、省(sheng)(sheng)(sheng)交通運(yun)輸廳(ting)、省(sheng)(sheng)(sheng)市場監(jian)管(guan)局(ju)、省(sheng)(sheng)(sheng)教(jiao)育(yu)廳(ting)、省(sheng)(sheng)(sheng)科技(ji)廳(ting)、省(sheng)(sheng)(sheng)稅務局(ju)等參(can)與(yu))配合(he)國家開展危(wei)(wei)險廢(fei)物(wu)收(shou)集、運(yun)輸、利用處置網(wang)上交易平臺建設和第三(san)方(fang)支付試(shi)點。(省(sheng)(sheng)(sheng)生態環(huan)境廳(ting)牽頭(tou),省(sheng)(sheng)(sheng)財(cai)政廳(ting)等參(can)與(yu))

(八(ba))推(tui)動危(wei)險(xian)廢(fei)物(wu)管(guan)(guan)理(li)(li)制度(du)改革創新。深入推(tui)進危(wei)險(xian)廢(fei)物(wu)分級分類(lei)管(guan)(guan)理(li)(li),對不同環(huan)境(jing)(jing)風(feng)險(xian)等級危(wei)險(xian)廢(fei)物(wu)產(chan)生(sheng)(sheng)單位(wei)實(shi)行(xing)差別化(hua)管(guan)(guan)理(li)(li),優化(hua)簡化(hua)低環(huan)境(jing)(jing)風(feng)險(xian)單位(wei)管(guan)(guan)理(li)(li)要(yao)求,降低管(guan)(guan)理(li)(li)成本、提高管(guan)(guan)理(li)(li)效率。2022年(nian)底前(qian),全省(sheng)(sheng)逐(zhu)步建立危(wei)險(xian)廢(fei)物(wu)分級分類(lei)管(guan)(guan)理(li)(li)制度(du)。(省(sheng)(sheng)生(sheng)(sheng)態(tai)環(huan)境(jing)(jing)廳(ting)(ting)(ting)牽頭,省(sheng)(sheng)交通運輸廳(ting)(ting)(ting)、省(sheng)(sheng)市場監管(guan)(guan)局、省(sheng)(sheng)教育(yu)廳(ting)(ting)(ting)、省(sheng)(sheng)科(ke)技廳(ting)(ting)(ting)、省(sheng)(sheng)衛生(sheng)(sheng)健康委(wei)等參(can)與)嚴格(ge)落實(shi)國家(jia)和省(sheng)(sheng)委(wei)、省(sheng)(sheng)政府“放管(guan)(guan)服(fu)”要(yao)求,深入推(tui)進危(wei)險(xian)廢(fei)物(wu)行(xing)政審批改革,研究并推(tui)動將(jiang)跨省(sheng)(sheng)轉移審批權限委(wei)托至設區(qu)市,探索將(jiang)排(pai)污許可證(zheng)和危(wei)險(xian)廢(fei)物(wu)經(jing)營許可證(zheng)“兩(liang)證(zheng)銜接”,支持無錫開(kai)展(zhan)相關試點(dian)研究工作。(省(sheng)(sheng)生(sheng)(sheng)態(tai)環(huan)境(jing)(jing)廳(ting)(ting)(ting)牽頭,省(sheng)(sheng)政務辦等參(can)與)

三、加強危險廢物源頭管控

(九)嚴(yan)格項目準入。新(xin)改擴(kuo)(kuo)建(jian)(jian)項目依(yi)法(fa)嚴(yan)格履行環(huan)(huan)保、安全、規劃、住建(jian)(jian)、消(xiao)防(fang)(fang)、節能審查等(deng)相關手(shou)續和(he)“三同時”制度。嚴(yan)禁(jin)審批(pi)未采(cai)取必要(yao)措施(shi)預防(fang)(fang)和(he)控制生(sheng)態破壞的(de)涉危(wei)(wei)險廢(fei)(fei)物(wu)(wu)(wu)項目。新(xin)改擴(kuo)(kuo)建(jian)(jian)危(wei)(wei)險廢(fei)(fei)物(wu)(wu)(wu)利用處置項目必須(xu)包(bao)括八(ba)位危(wei)(wei)險廢(fei)(fei)物(wu)(wu)(wu)代碼明(ming)確的(de)全部危(wei)(wei)險廢(fei)(fei)物(wu)(wu)(wu)種類。(省(sheng)發展(zhan)(zhan)改革委、省(sheng)工(gong)業和(he)信息化(hua)廳(ting)(ting)、省(sheng)生(sheng)態環(huan)(huan)境(jing)(jing)(jing)廳(ting)(ting)、省(sheng)應急廳(ting)(ting)、省(sheng)住房城鄉(xiang)建(jian)(jian)設廳(ting)(ting)、省(sheng)自然資(zi)源(yuan)廳(ting)(ting)等(deng)按職責(ze)分工(gong)負責(ze))嚴(yan)格環(huan)(huan)評(ping)(ping)管理(li),新(xin)改擴(kuo)(kuo)建(jian)(jian)項目要(yao)依(yi)法(fa)開展(zhan)(zhan)環(huan)(huan)境(jing)(jing)(jing)影響(xiang)評(ping)(ping)價(jia),嚴(yan)格按照《建(jian)(jian)設項目危(wei)(wei)險廢(fei)(fei)物(wu)(wu)(wu)環(huan)(huan)境(jing)(jing)(jing)影響(xiang)評(ping)(ping)價(jia)指(zhi)南》科學(xue)評(ping)(ping)價(jia)危(wei)(wei)險廢(fei)(fei)物(wu)(wu)(wu),明(ming)確危(wei)(wei)險廢(fei)(fei)物(wu)(wu)(wu)種類、數量、屬性、貯存(cun)設施(shi)及需(xu)要(yao)配套的(de)污染防(fang)(fang)治措施(shi)。依(yi)法(fa)依(yi)規對(dui)已(yi)批(pi)復的(de)重點行業涉危(wei)(wei)險廢(fei)(fei)物(wu)(wu)(wu)建(jian)(jian)設項目環(huan)(huan)境(jing)(jing)(jing)影響(xiang)評(ping)(ping)價(jia)文件開展(zhan)(zhan)復核(he)。嚴(yan)格落實(shi)危(wei)(wei)險廢(fei)(fei)物(wu)(wu)(wu)鑒定(ding)、再生(sheng)利用等(deng)標準規范,嚴(yan)禁(jin)以(yi)副產品(pin)名(ming)義逃(tao)避(bi)監(jian)管。依(yi)法(fa)落實(shi)工(gong)業固體(ti)廢(fei)(fei)物(wu)(wu)(wu)排污許(xu)可制度。(省(sheng)生(sheng)態環(huan)(huan)境(jing)(jing)(jing)廳(ting)(ting)負責(ze))

(十(shi)五(wu))強化危(wei)(wei)(wei)(wei)險(xian)(xian)廢(fei)物轉(zhuan)(zhuan)運(yun)監(jian)管(guan)。危(wei)(wei)(wei)(wei)險(xian)(xian)廢(fei)物運(yun)輸(shu)單位須(xu)獲得行(xing)(xing)政審(shen)批職能部門頒(ban)發的(de)(de)危(wei)(wei)(wei)(wei)險(xian)(xian)貨(huo)(huo)物運(yun)輸(shu)資質(zhi)。針對(dui)城區(qu)、高(gao)校、人(ren)口集(ji)中(zhong)區(qu)等(deng)產生的(de)(de)危(wei)(wei)(wei)(wei)險(xian)(xian)廢(fei)物,研究制定(ding)危(wei)(wei)(wei)(wei)險(xian)(xian)貨(huo)(huo)物運(yun)輸(shu)車(che)輛運(yun)輸(shu)方案(an)。完(wan)善(shan)“點對(dui)點”常備(bei)固定(ding)通(tong)行(xing)(xing)路線,避開(kai)敏感區(qu)域,實現危(wei)(wei)(wei)(wei)險(xian)(xian)廢(fei)物和醫療廢(fei)物運(yun)輸(shu)車(che)輛規范(fan)有序、安(an)(an)全便捷通(tong)行(xing)(xing)。嚴格執行(xing)(xing)危(wei)(wei)(wei)(wei)險(xian)(xian)廢(fei)物電子運(yun)單和轉(zhuan)(zhuan)移聯單管(guan)理制度,強化危(wei)(wei)(wei)(wei)險(xian)(xian)廢(fei)物轉(zhuan)(zhuan)移過程(cheng)聯動監(jian)管(guan)。(省(sheng)(sheng)交通(tong)運(yun)輸(shu)廳、省(sheng)(sheng)生態環(huan)境(jing)廳牽頭,省(sheng)(sheng)公(gong)安(an)(an)廳、省(sheng)(sheng)衛生健康委等(deng)參與(yu))根據企業環(huan)境(jing)信用記錄(lu)和環(huan)境(jing)風險(xian)(xian)可控程(cheng)度等(deng),積極與(yu)上海(hai)、浙江(jiang)、安(an)(an)徽等(deng)省(sheng)(sheng)(市)協(xie)商建立危(wei)(wei)(wei)(wei)險(xian)(xian)廢(fei)物跨省(sheng)(sheng)(市)轉(zhuan)(zhuan)移“白名單”制度。嚴禁設置不合理行(xing)(xing)政壁壘,維護危(wei)(wei)(wei)(wei)險(xian)(xian)廢(fei)物跨區(qu)域轉(zhuan)(zhuan)移公(gong)平競爭(zheng)市場秩序。(省(sheng)(sheng)生態環(huan)境(jing)廳負責)

(二十七)提升基礎研(yan)究(jiu)能(neng)力(li)(li)。加(jia)強危險(xian)(xian)(xian)廢(fei)物風(feng)險(xian)(xian)(xian)防(fang)控與(yu)(yu)利用(yong)處置科技(ji)研(yan)發部署(shu),通過現有渠道(dao)積極支持相關(guan)科研(yan)活動。開展危險(xian)(xian)(xian)廢(fei)物環(huan)境風(feng)險(xian)(xian)(xian)識別與(yu)(yu)控制機理(li)研(yan)究(jiu),加(jia)強區域性危險(xian)(xian)(xian)廢(fei)物和化學(xue)品測(ce)試分析與(yu)(yu)環(huan)境風(feng)險(xian)(xian)(xian)防(fang)控技(ji)術(shu)能(neng)力(li)(li)建設,強化危險(xian)(xian)(xian)廢(fei)物環(huan)境風(feng)險(xian)(xian)(xian)預警(jing)與(yu)(yu)管理(li)決策支撐。(省科技(ji)廳、省生態環(huan)境廳等按(an)職(zhi)責(ze)分工負(fu)責(ze))

十、保障措施

(二(er)十八)壓實各方責(ze)(ze)任(ren)(ren)。各級(ji)人民政(zheng)(zheng)府加強(qiang)對強(qiang)化(hua)危(wei)(wei)險廢(fei)(fei)物(wu)(wu)(wu)監管和利用處置能力的(de)組織領(ling)導(dao)(dao)。縣級(ji)以上人民政(zheng)(zheng)府將(jiang)危(wei)(wei)險廢(fei)(fei)物(wu)(wu)(wu)污染(ran)環(huan)(huan)(huan)境(jing)防治(zhi)情況納(na)入(ru)環(huan)(huan)(huan)境(jing)狀況和環(huan)(huan)(huan)境(jing)保護目標(biao)完成情況年度(du)報告(gao),并向(xiang)本級(ji)人民代(dai)表大(da)會(hui)或者人民代(dai)表大(da)會(hui)常務委員(yuan)會(hui)報告(gao)。各有(you)(you)關(guan)部(bu)門按(an)照職責(ze)(ze)分工(gong)(gong)嚴(yan)格履行危(wei)(wei)險廢(fei)(fei)物(wu)(wu)(wu)監管責(ze)(ze)任(ren)(ren),加強(qiang)工(gong)(gong)作(zuo)協(xie)同(tong)聯動,統籌推進(jin)危(wei)(wei)險廢(fei)(fei)物(wu)(wu)(wu)管理政(zheng)(zheng)策、改革舉(ju)措和重點(dian)項目等落地。對不履行危(wei)(wei)險廢(fei)(fei)物(wu)(wu)(wu)監管責(ze)(ze)任(ren)(ren)或監管不到位(wei)的(de),依(yi)法嚴(yan)肅追究責(ze)(ze)任(ren)(ren)。(各有(you)(you)關(guan)部(bu)門按(an)職責(ze)(ze)分工(gong)(gong)負(fu)責(ze)(ze))建(jian)立危(wei)(wei)險廢(fei)(fei)物(wu)(wu)(wu)污染(ran)環(huan)(huan)(huan)境(jing)防治(zhi)目標(biao)責(ze)(ze)任(ren)(ren)制(zhi)和考(kao)核評(ping)價制(zhi)度(du),將(jiang)危(wei)(wei)險廢(fei)(fei)物(wu)(wu)(wu)污染(ran)環(huan)(huan)(huan)境(jing)防治(zhi)目標(biao)完成情況作(zuo)為(wei)考(kao)核評(ping)價黨政(zheng)(zheng)領(ling)導(dao)(dao)班子(zi)和有(you)(you)關(guan)領(ling)導(dao)(dao)干部(bu)的(de)重要參(can)考(kao)。(省生態(tai)環(huan)(huan)(huan)境(jing)廳牽頭,省委組織部(bu)等參(can)與)建(jian)立多部(bu)門聯席(xi)會(hui)議(yi)制(zhi)度(du),及時通報、研(yan)究危(wei)(wei)險廢(fei)(fei)物(wu)(wu)(wu)污染(ran)環(huan)(huan)(huan)境(jing)防治(zhi)工(gong)(gong)作(zuo)中的(de)重大(da)問(wen)題、重大(da)事項,協(xie)商(shang)解(jie)決監管工(gong)(gong)作(zuo)中重點(dian)、難點(dian)問(wen)題。(省生態(tai)環(huan)(huan)(huan)境(jing)廳牽頭,各有(you)(you)關(guan)部(bu)門參(can)與)

(二十九(jiu))強化(hua)督(du)察(cha)(cha)問責。強化(hua)中央生態環(huan)境(jing)保護(hu)督(du)察(cha)(cha)以及國家和(he)省(sheng)各類巡視發(fa)(fa)現問題(ti)整改,對(dui)發(fa)(fa)現的(de)涉及危險廢(fei)物問題(ti),明確(que)責任單(dan)位(wei),專人負責整改,及時銷號清零。加大對(dui)省(sheng)級生態環(huan)境(jing)保護(hu)督(du)察(cha)(cha)中危險廢(fei)物污染(ran)環(huan)境(jing)問題(ti)的(de)督(du)察(cha)(cha)力度,對(dui)涉危險廢(fei)物環(huan)境(jing)違法案件頻發(fa)(fa)并造(zao)成嚴重環(huan)境(jing)污染(ran)或惡(e)劣社會影(ying)響的(de)地方,視情采取通報、約(yue)談等(deng)懲戒措(cuo)施,對(dui)督(du)察(cha)(cha)中發(fa)(fa)現的(de)失職失責情況,按照有關權限、程序和(he)要(yao)求移交被督(du)察(cha)(cha)對(dui)象或有關單(dan)位(wei)處理。(省(sheng)生態環(huan)境(jing)廳牽頭,各有關部門(men)參(can)與)

(三十)加(jia)強(qiang)教育培(pei)訓。加(jia)強(qiang)高校(xiao)、科研(yan)院所固體(ti)廢物(wu)污染防(fang)治(zhi)相關(guan)學科專業建(jian)設。加(jia)強(qiang)基層生態環境管理人員、企業危險廢物(wu)管理人員培(pei)訓。依托具備條件的(de)危險廢物(wu)經(jing)營單位(wei)建(jian)設培(pei)訓實習基地。配(pei)合國家落實《控制危險廢物(wu)越境轉移及其處置巴塞爾(er)公約》相關(guan)要求(qiu),積極開展國際合作與技術交流(liu)。(省(sheng)教育廳(ting)、省(sheng)生態環境廳(ting)、省(sheng)外辦等按職責分工負責)

(三十一)營(ying)造(zao)良(liang)好氛圍(wei)。加強(qiang)對(dui)涉(she)危險廢物(wu)重(zhong)大環境(jing)案件(jian)查處情況的(de)宣(xuan)傳,形成強(qiang)力(li)震懾。推進危險廢物(wu)利(li)用處置(zhi)設(she)施向公眾開放(fang),努(nu)力(li)化解“鄰避效應”。建立有獎舉(ju)(ju)報制(zhi)度,將(jiang)舉(ju)(ju)報危險廢物(wu)非法轉移、傾倒(dao)等列(lie)入重(zhong)點(dian)獎勵(li)范(fan)圍(wei)。(省(sheng)委宣(xuan)傳部、省(sheng)生態(tai)環境(jing)廳牽頭(tou),省(sheng)發展改革委、省(sheng)公安廳、省(sheng)財政廳等參與)
