發揮財稅金融合力,助推城鎮環境基礎設施建設
【谷騰環保網訊】環(huan)(huan)境基礎(chu)設(she)(she)施是(shi)基礎(chu)設(she)(she)施的(de)重要組成部分,是(shi)深入(ru)打好污染防(fang)治攻堅戰、改善生(sheng)態環(huan)(huan)境質量、增(zeng)進(jin)民生(sheng)福祉的(de)基礎(chu)保(bao)障,是(shi)完善現代(dai)環(huan)(huan)境治理(li)體(ti)系(xi)的(de)重要支(zhi)撐。2022年2月9日(ri),國務(wu)院辦公廳轉發(fa)國家(jia)發(fa)展改革委(wei)等部門《關于加快推進(jin)城(cheng)鎮環(huan)(huan)境基礎(chu)設(she)(she)施建設(she)(she)指導(dao)意(yi)見(jian)的(de)通知》(以下簡(jian)稱《指導(dao)意(yi)見(jian)》),明確(que)污水(shui)、垃圾(ji)、固體(ti)廢(fei)物、危(wei)險廢(fei)物、醫療廢(fei)物處理(li)處置領域補短板、強弱項建設(she)(she)目標和任務(wu),為助力穩投(tou)資(zi)提供了有力支(zhi)撐。在疫情(qing)常態化、經濟(ji)增(zeng)速(su)放緩(huan),財政收(shou)(shou)入(ru)進(jin)入(ru)中低增(zeng)長區(qu)間等嚴峻挑(tiao)戰和形(xing)勢下,為保(bao)障城(cheng)鎮環(huan)(huan)境基礎(chu)設(she)(she)施建設(she)(she)投(tou)資(zi)有效落(luo)實,亟(ji)須從(cong)加強財政精準支(zhi)持力度、健(jian)全價格收(shou)(shou)費機制、創新綠色金(jin)融服務(wu)、營造良好市場氛圍等方面健(jian)全融資(zi)機制。
城鎮環境基礎(chu)設施建(jian)設取(qu)得(de)積極進展,迎來新一輪投資(zi)需(xu)求(qiu)
“十三五(wu)”以來,在國務(wu)院相關部門(men)和地方各(ge)級人民政府(fu)大力推動下,各(ge)地不斷加大城(cheng)鎮環(huan)境(jing)(jing)基(ji)礎設施(shi)固(gu)定資(zi)產投資(zi),城(cheng)鎮環(huan)境(jing)(jing)基(ji)礎設施(shi)投資(zi)顯著增(zeng)長。據(ju)統計,“十三五(wu)”期間全(quan)社會累計完成(cheng)城(cheng)鎮環(huan)境(jing)(jing)基(ji)礎設施(shi)投資(zi)共8898.1億(yi)元(yuan),年均增(zeng)速27.7%,投資(zi)規模(mo)較“十二五(wu)”期間增(zeng)長93.0%。其中,城(cheng)鎮污水處理(li)及再生(sheng)利用(yong)設施(shi)投資(zi)5643.0億(yi)元(yuan),占比(bi)63.4%;生(sheng)活垃圾處理(li)投資(zi)2740.5億(yi)元(yuan),占比(bi)30.8%;危險廢物集中處置投資(zi)410.1億(yi)元(yuan),占比(bi)4.6%;固(gu)體廢物處理(li)處置投資(zi)104.5億(yi)元(yuan),占比(bi)1.2%。
與此同時,我國(guo)城鎮(zhen)環(huan)境基礎(chu)設施供給(gei)能力(li)(li)取得重(zhong)大(da)進展。全(quan)國(guo)污水(shui)、垃圾(ji)、危險廢(fei)物等處(chu)(chu)理(li)處(chu)(chu)置(zhi)設施數量和(he)(he)能力(li)(li)快(kuai)速增(zeng)(zeng)長,處(chu)(chu)理(li)水(shui)平(ping)顯著提高。截(jie)(jie)至2020年(nian)(nian)(nian)底,城鎮(zhen)建(jian)成運行污水(shui)處(chu)(chu)理(li)廠(chang)1.57萬(wan)(wan)座,處(chu)(chu)理(li)能力(li)(li)達(da)(da)到2.6億噸(dun)(dun)(dun)/日、排水(shui)管道122.4萬(wan)(wan)公里,分(fen)(fen)別較(jiao)2015年(nian)(nian)(nian)增(zeng)(zeng)長137.2%、39.6%、41.2%。城市污水(shui)處(chu)(chu)理(li)率達(da)(da)到97.5%、縣城達(da)(da)到95.1%、建(jian)制鎮(zhen)達(da)(da)到65.4%,分(fen)(fen)別較(jiao)2015年(nian)(nian)(nian)增(zeng)(zeng)長5.6、9.8和(he)(he)40.1個百分(fen)(fen)點。建(jian)成生活垃圾(ji)無害化處(chu)(chu)理(li)廠(chang)2715座,無害化處(chu)(chu)理(li)能力(li)(li)132.2萬(wan)(wan)噸(dun)(dun)(dun)/日,分(fen)(fen)別較(jiao)2015年(nian)(nian)(nian)增(zeng)(zeng)長30.7%、74.3%。截(jie)(jie)至2019年(nian)(nian)(nian)底,全(quan)國(guo)危險廢(fei)物(含醫療廢(fei)物)收集利用處(chu)(chu)置(zhi)能力(li)(li)達(da)(da)到12896萬(wan)(wan)噸(dun)(dun)(dun)/年(nian)(nian)(nian),實際(ji)(ji)收集利用處(chu)(chu)置(zhi)量3558萬(wan)(wan)噸(dun)(dun)(dun),分(fen)(fen)別較(jiao)2015年(nian)(nian)(nian)增(zeng)(zeng)長145.0%、131.6%。醫療廢(fei)物持證單位實際(ji)(ji)處(chu)(chu)置(zhi)量118萬(wan)(wan)噸(dun)(dun)(dun),較(jiao)2015年(nian)(nian)(nian)增(zeng)(zeng)長54.7%。
《指導意見(jian)》明確,到(dao)(dao)2025年(nian)新(xin)增(zeng)污水(shui)處(chu)理(li)(li)能(neng)(neng)(neng)力(li)2000萬(wan)(wan)立方(fang)米/日,新(xin)增(zeng)和(he)改造污水(shui)收(shou)(shou)集管網(wang)8萬(wan)(wan)公里(li),新(xin)建(jian)(jian)、改建(jian)(jian)和(he)擴建(jian)(jian)再生水(shui)生產能(neng)(neng)(neng)力(li)不少于1500萬(wan)(wan)立方(fang)米/日,生活(huo)(huo)垃(la)圾分類收(shou)(shou)運能(neng)(neng)(neng)力(li)達到(dao)(dao)70萬(wan)(wan)噸/日左右,城(cheng)鎮生活(huo)(huo)垃(la)圾焚燒(shao)處(chu)理(li)(li)能(neng)(neng)(neng)力(li)達到(dao)(dao)80萬(wan)(wan)噸/日左右。城(cheng)鎮環境基(ji)礎(chu)設施建(jian)(jian)設迎來新(xin)一(yi)輪(lun)投(tou)資(zi)(zi)需求。基(ji)于《指導意見(jian)》提出的建(jian)(jian)設任(ren)務(wu),結合(he)已建(jian)(jian)類似項目投(tou)資(zi)(zi)標準(zhun)、建(jian)(jian)設規(gui)模、投(tou)入現狀(zhuang)等統計數據,采用(yong)定性(xing)和(he)定量相(xiang)結合(he)方(fang)法(fa)估算新(xin)增(zeng)投(tou)資(zi)(zi)需求約2.1萬(wan)(wan)億元。與“十(shi)三五”時(shi)期(qi)相(xiang)比,投(tou)資(zi)(zi)新(xin)增(zeng)領域主要聚焦(jiao)在生活(huo)(huo)垃(la)圾分類收(shou)(shou)運能(neng)(neng)(neng)力(li)提升和(he)大宗固(gu)體(ti)廢棄物(wu)綜合(he)利用(yong)示范(fan)領域。
完善(shan)城鎮環境(jing)基礎(chu)設(she)施建(jian)設(she)資(zi)金保障體系
城(cheng)鎮(zhen)環(huan)(huan)(huan)境基礎設(she)(she)施建(jian)設(she)(she)不斷增(zeng)長的投資需求,要求進一步完善(shan)城(cheng)鎮(zhen)環(huan)(huan)(huan)境基礎設(she)(she)施建(jian)設(she)(she)資金(jin)保障體系(xi)。為充分發(fa)揮財(cai)稅金(jin)融合力,助推城(cheng)鎮(zhen)環(huan)(huan)(huan)境基礎設(she)(she)施建(jian)設(she)(she),筆者提出以下(xia)建(jian)議。
一是加強財政(zheng)精準支(zhi)持(chi)(chi)力度,穩(wen)定城(cheng)鎮(zhen)環境(jing)(jing)(jing)基(ji)(ji)礎(chu)設(she)(she)施(shi)(shi)(shi)投資(zi)(zi)來源。落(luo)實城(cheng)鎮(zhen)環境(jing)(jing)(jing)基(ji)(ji)礎(chu)設(she)(she)施(shi)(shi)(shi)建(jian)(jian)(jian)(jian)設(she)(she)地(di)方財政(zheng)支(zhi)出責(ze)任,優化中央轉移支(zhi)付(fu)支(zhi)持(chi)(chi)方向(xiang)和(he)(he)績(ji)效(xiao)。地(di)方加大一般(ban)公(gong)共預算財政(zheng)投入,除保(bao)障城(cheng)市(shi)維護建(jian)(jian)(jian)(jian)設(she)(she)稅(shui)、城(cheng)市(shi)基(ji)(ji)礎(chu)設(she)(she)施(shi)(shi)(shi)配套費等稅(shui)費支(zhi)持(chi)(chi)城(cheng)鎮(zhen)環境(jing)(jing)(jing)基(ji)(ji)礎(chu)設(she)(she)施(shi)(shi)(shi)建(jian)(jian)(jian)(jian)設(she)(she)外,將有(you)部分收益(yi)的(de)污(wu)水(shui)和(he)(he)垃圾治(zhi)(zhi)理(li)項目納入地(di)方政(zheng)府(fu)專(zhuan)項債券支(zhi)持(chi)(chi)范圍,加大垃圾分類基(ji)(ji)礎(chu)設(she)(she)施(shi)(shi)(shi)及(ji)新型生活垃圾回收處(chu)(chu)理(li)技(ji)術補貼。中央資(zi)(zi)金發揮(hui)引導帶(dai)動(dong)(dong)作用(yong),對符合條(tiao)件的(de)污(wu)水(shui)垃圾處(chu)(chu)置(zhi)設(she)(she)施(shi)(shi)(shi)、醫療(liao)廢(fei)物(wu)處(chu)(chu)置(zhi)設(she)(she)施(shi)(shi)(shi)、區域共享的(de)特殊危險(xian)廢(fei)物(wu)處(chu)(chu)置(zhi)設(she)(she)施(shi)(shi)(shi)建(jian)(jian)(jian)(jian)設(she)(she)項目,通(tong)過污(wu)染(ran)治(zhi)(zhi)理(li)和(he)(he)節(jie)能減碳中央預算內投資(zi)(zi)予以支(zhi)持(chi)(chi),加大城(cheng)市(shi)管網及(ji)污(wu)水(shui)處(chu)(chu)理(li)補助資(zi)(zi)金以推動(dong)(dong)中西部地(di)區城(cheng)鎮(zhen)污(wu)水(shui)處(chu)(chu)理(li)提質增效(xiao),以水(shui)污(wu)染(ran)防治(zhi)(zhi)資(zi)(zi)金、土(tu)壤(rang)污(wu)染(ran)防治(zhi)(zhi)資(zi)(zi)金提升(sheng)城(cheng)鎮(zhen)環境(jing)(jing)(jing)基(ji)(ji)礎(chu)設(she)(she)施(shi)(shi)(shi)建(jian)(jian)(jian)(jian)設(she)(she)項目支(zhi)持(chi)(chi)適(shi)配性及(ji)產出績(ji)效(xiao)。
二是健全(quan)(quan)價(jia)(jia)(jia)格收(shou)費(fei)(fei)(fei)制度,提高城(cheng)(cheng)鎮環(huan)境基(ji)礎(chu)設(she)施運(yun)營(ying)的(de)可持(chi)續(xu)性。完(wan)(wan)善(shan)城(cheng)(cheng)鎮污(wu)水(shui)處(chu)(chu)理(li)收(shou)費(fei)(fei)(fei)政(zheng)(zheng)策,按(an)照補(bu)償污(wu)水(shui)處(chu)(chu)理(li)和污(wu)泥處(chu)(chu)置(zhi)設(she)施運(yun)營(ying)成本(ben)并合理(li)盈利的(de)原則制定城(cheng)(cheng)鎮生(sheng)活污(wu)水(shui)處(chu)(chu)理(li)費(fei)(fei)(fei)標(biao)準(zhun),建(jian)立(li)動(dong)態(tai)調(diao)整(zheng)(zheng)機(ji)制。健全(quan)(quan)企業(ye)污(wu)水(shui)排(pai)放(fang)差(cha)(cha)別(bie)化(hua)收(shou)費(fei)(fei)(fei)機(ji)制,根據企業(ye)排(pai)放(fang)污(wu)水(shui)中(zhong)主要(yao)污(wu)染(ran)物(wu)(wu)種類(lei)、濃度、環(huan)保信用(yong)(yong)評(ping)級(ji)等,分類(lei)分檔制定企業(ye)污(wu)水(shui)差(cha)(cha)別(bie)化(hua)收(shou)費(fei)(fei)(fei)標(biao)準(zhun)。放(fang)開再(zai)生(sheng)水(shui)政(zheng)(zheng)府定價(jia)(jia)(jia),由再(zai)生(sheng)水(shui)供應企業(ye)和用(yong)(yong)戶按(an)照優質優價(jia)(jia)(jia)的(de)原則自主協商定價(jia)(jia)(jia)。全(quan)(quan)面落(luo)實(shi)生(sheng)活垃(la)圾收(shou)費(fei)(fei)(fei)制度。對非(fei)居民用(yong)(yong)戶推行(xing)垃(la)圾計量收(shou)費(fei)(fei)(fei),并實(shi)行(xing)分類(lei)垃(la)圾與(yu)混合垃(la)圾差(cha)(cha)別(bie)化(hua)收(shou)費(fei)(fei)(fei)政(zheng)(zheng)策,提高混合垃(la)圾收(shou)費(fei)(fei)(fei)標(biao)準(zhun)。對具備條(tiao)件的(de)居民用(yong)(yong)戶,實(shi)行(xing)計量收(shou)費(fei)(fei)(fei)和差(cha)(cha)別(bie)化(hua)收(shou)費(fei)(fei)(fei),加快推進垃(la)圾分類(lei)。完(wan)(wan)善(shan)醫(yi)療廢(fei)(fei)物(wu)(wu)處(chu)(chu)置(zhi)收(shou)費(fei)(fei)(fei)機(ji)制,推進醫(yi)療廢(fei)(fei)物(wu)(wu)處(chu)(chu)置(zhi)費(fei)(fei)(fei)用(yong)(yong)納入醫(yi)療服務成本(ben)。可通過在原有住院床位費(fei)(fei)(fei)基(ji)礎(chu)上增加單張床位醫(yi)療廢(fei)(fei)物(wu)(wu)收(shou)費(fei)(fei)(fei)價(jia)(jia)(jia)格、在輸(shu)液門診(zhen)診(zhen)療費(fei)(fei)(fei)基(ji)礎(chu)上增加單次門診(zhen)醫(yi)療廢(fei)(fei)物(wu)(wu)處(chu)(chu)置(zhi)費(fei)(fei)(fei)價(jia)(jia)(jia)格等方式,在醫(yi)療服務費(fei)(fei)(fei)用(yong)(yong)的(de)調(diao)整(zheng)(zheng)中(zhong)涵蓋醫(yi)療廢(fei)(fei)物(wu)(wu)處(chu)(chu)置(zhi)費(fei)(fei)(fei),最終納入醫(yi)療保險(xian)報銷范疇。
三是創(chuang)(chuang)新綠色金融(rong)(rong)(rong)服(fu)務,提升城(cheng)(cheng)鎮(zhen)(zhen)環(huan)(huan)境(jing)(jing)基(ji)(ji)礎設(she)施項(xiang)目(mu)(mu)(mu)融(rong)(rong)(rong)資能力。引(yin)導(dao)各類金融(rong)(rong)(rong)機構創(chuang)(chuang)新金融(rong)(rong)(rong)服(fu)務模(mo)式(shi),鼓(gu)勵開發(fa)性、政策性金融(rong)(rong)(rong)機構發(fa)揮中(zhong)長期(qi)貸(dai)款優勢,按照(zhao)市(shi)場化原則(ze)加大(da)(da)城(cheng)(cheng)鎮(zhen)(zhen)環(huan)(huan)境(jing)(jing)基(ji)(ji)礎設(she)施項(xiang)目(mu)(mu)(mu)融(rong)(rong)(rong)資支持(chi)力度。完善(shan)銀(yin)企(qi)對接機制(zhi),支持(chi)設(she)立以未(wei)來(lai)收益權抵押的(de)金融(rong)(rong)(rong)產(chan)品,實行與項(xiang)目(mu)(mu)(mu)建(jian)設(she)周(zhou)期(qi)及收益期(qi)相匹(pi)配(pei)的(de)信(xin)貸(dai)期(qi)限,為城(cheng)(cheng)鎮(zhen)(zhen)環(huan)(huan)境(jing)(jing)基(ji)(ji)礎設(she)施建(jian)設(she)“量身定制(zhi)”精準信(xin)貸(dai)扶持(chi)。鼓(gu)勵金融(rong)(rong)(rong)機構充分(fen)運用投貸(dai)聯合(he)、資產(chan)證券(quan)(quan)化、股權融(rong)(rong)(rong)資、融(rong)(rong)(rong)資租(zu)賃等(deng)多(duo)種(zhong)方式(shi),加大(da)(da)對城(cheng)(cheng)鎮(zhen)(zhen)環(huan)(huan)境(jing)(jing)基(ji)(ji)礎設(she)施項(xiang)目(mu)(mu)(mu)金融(rong)(rong)(rong)支持(chi)力度。鼓(gu)勵具備條件的(de)項(xiang)目(mu)(mu)(mu)穩妥(tuo)開展基(ji)(ji)礎設(she)施領域(yu)不動產(chan)投資信(xin)托基(ji)(ji)金(REITs)試(shi)點。擴(kuo)大(da)(da)債(zhai)券(quan)(quan)融(rong)(rong)(rong)資規模(mo),創(chuang)(chuang)新債(zhai)券(quan)(quan)品種(zhong),充分(fen)發(fa)揮企(qi)業債(zhai)券(quan)(quan)、中(zhong)期(qi)票據、中(zhong)小企(qi)業集合(he)債(zhai)券(quan)(quan)等(deng)融(rong)(rong)(rong)資工具對城(cheng)(cheng)鎮(zhen)(zhen)環(huan)(huan)境(jing)(jing)基(ji)(ji)礎設(she)施的(de)支持(chi)作(zuo)用。
四是提升(sheng)市(shi)場(chang)化(hua)水平,吸(xi)引社(she)會(hui)資(zi)(zi)本(ben)(ben)(ben)進入城(cheng)鎮(zhen)環境(jing)(jing)(jing)(jing)(jing)基礎(chu)(chu)設施建設領(ling)域。以工(gong)業集聚區為重(zhong)點深入推行(xing)環境(jing)(jing)(jing)(jing)(jing)污染第三方(fang)治理(li)。鼓勵大(da)型(xing)、專(zhuan)業化(hua)環保集團對(dui)區域探索開(kai)展(zhan)城(cheng)鎮(zhen)環境(jing)(jing)(jing)(jing)(jing)綜(zong)合治理(li)托(tuo)管服務。拓寬社(she)會(hui)資(zi)(zi)本(ben)(ben)(ben)盈(ying)利模(mo)式(shi)(shi),繼續(xu)(xu)開(kai)展(zhan)以生態環境(jing)(jing)(jing)(jing)(jing)保護為導(dao)向、將(jiang)生態環境(jing)(jing)(jing)(jing)(jing)治理(li)與關聯產業開(kai)發(fa)“肥瘦搭(da)配(pei)(pei)”一體化(hua)實(shi)(shi)施的(de)開(kai)發(fa)模(mo)式(shi)(shi)試點,將(jiang)城(cheng)鎮(zhen)環境(jing)(jing)(jing)(jing)(jing)基礎(chu)(chu)設施建設項目與周邊土地、旅游、礦(kuang)產等資(zi)(zi)源開(kai)發(fa)權(quan)或基礎(chu)(chu)設施特(te)許經(jing)(jing)營權(quan)相結合,提高項目整體盈(ying)利能(neng)力。落實(shi)(shi)已(yi)經(jing)(jing)出臺的(de)各項促進社(she)會(hui)資(zi)(zi)本(ben)(ben)(ben)投資(zi)(zi)的(de)政(zheng)策,細(xi)化(hua)配(pei)(pei)套措施,持續(xu)(xu)激發(fa)社(she)會(hui)資(zi)(zi)本(ben)(ben)(ben)參與環境(jing)(jing)(jing)(jing)(jing)基礎(chu)(chu)設施投資(zi)(zi)的(de)積極(ji)性。繼續(xu)(xu)實(shi)(shi)施環境(jing)(jing)(jing)(jing)(jing)治理(li)、環境(jing)(jing)(jing)(jing)(jing)服務、環保技(ji)術(shu)與裝備有關的(de)免(mian)稅、即(ji)(ji)征即(ji)(ji)退、稅收抵(di)免(mian)、稅收減免(mian)等稅收優(you)惠政(zheng)策,釋放社(she)會(hui)資(zi)(zi)本(ben)(ben)(ben)投資(zi)(zi)活力。
