國務院發展研究中心周宏春:正確認識和把握碳達峰碳中和
【谷騰環保網訊】中(zhong)國(guo)二氧化碳(tan)排放力爭于2030年前(qian)達到峰值(zhi),努力爭取2060年前(qian)實現碳(tan)中(zhong)和(he)(he)(he),是(shi)以習(xi)近平(ping)同志為(wei)核心的(de)(de)黨中(zhong)央統(tong)籌國(guo)內國(guo)際兩個(ge)大(da)局作出(chu)的(de)(de)重大(da)戰(zhan)略決策,也是(shi)進入新發展階段后我(wo)國(guo)面(mian)臨的(de)(de)一(yi)個(ge)新的(de)(de)重大(da)理論和(he)(he)(he)實踐(jian)問題。中(zhong)央經濟工(gong)作會議(yi)強調,“要(yao)正(zheng)確認識和(he)(he)(he)把握碳(tan)達峰碳(tan)中(zhong)和(he)(he)(he)”。這就(jiu)要(yao)求我(wo)們必須進一(yi)步明確做好“雙碳(tan)”工(gong)作的(de)(de)重大(da)意義,找準關(guan)鍵和(he)(he)(he)重點,并探(tan)索行之有(you)效(xiao)的(de)(de)辦法來實現長遠目標。
做好“雙碳”工作意義重大
碳(tan)(tan)(tan)(tan)達峰(feng)(feng)碳(tan)(tan)(tan)(tan)中(zhong)和是(shi)兩(liang)個環環相(xiang)(xiang)扣、密(mi)切相(xiang)(xiang)關(guan)的(de)(de)(de)目標,碳(tan)(tan)(tan)(tan)達峰(feng)(feng)是(shi)碳(tan)(tan)(tan)(tan)中(zhong)和必須(xu)經(jing)歷的(de)(de)(de)階(jie)段。我(wo)國(guo)從碳(tan)(tan)(tan)(tan)達峰(feng)(feng)到碳(tan)(tan)(tan)(tan)中(zhong)和的(de)(de)(de)碳(tan)(tan)(tan)(tan)排(pai)放強度起點高、實(shi)現時間緊。發達國(guo)家從碳(tan)(tan)(tan)(tan)達峰(feng)(feng)到碳(tan)(tan)(tan)(tan)中(zhong)和一般需(xu)用(yong)40年以(yi)上甚至70年,而(er)我(wo)國(guo)只有約30年時間。實(shi)現碳(tan)(tan)(tan)(tan)達峰(feng)(feng)碳(tan)(tan)(tan)(tan)中(zhong)和是(shi)一場廣(guang)泛(fan)而(er)深刻的(de)(de)(de)經(jing)濟社會系(xi)統性(xing)變革,“十(shi)四五(wu)”時期是(shi)我(wo)國(guo)實(shi)現“雙碳(tan)(tan)(tan)(tan)”目標的(de)(de)(de)關(guan)鍵期、窗口期。我(wo)們(men)必須(xu)對做好(hao)碳(tan)(tan)(tan)(tan)達峰(feng)(feng)碳(tan)(tan)(tan)(tan)中(zhong)和工作的(de)(de)(de)重大意義(yi)有充分而(er)深刻的(de)(de)(de)認識。
從(cong)推(tui)動高(gao)(gao)(gao)質量(liang)發(fa)展的角度看,做好“雙(shuang)碳(tan)”工(gong)作是(shi)內在要(yao)求。我(wo)國(guo)經(jing)濟(ji)社會發(fa)展已取(qu)得舉世矚目(mu)的偉(wei)大(da)(da)成(cheng)就,人民的獲得感(gan)、幸(xing)福(fu)感(gan)、安全感(gan)顯著增強(qiang)。同時,我(wo)國(guo)傳統產(chan)業占比較高(gao)(gao)(gao),戰(zhan)略性新(xin)興產(chan)業、高(gao)(gao)(gao)技術產(chan)業尚未成(cheng)為(wei)(wei)經(jing)濟(ji)增長的主導力(li)量(liang),轉方式調結構任務艱巨繁重(zhong)(zhong),產(chan)業鏈供(gong)應鏈處于(yu)向中(zhong)高(gao)(gao)(gao)端邁進的重(zhong)(zhong)要(yao)關口。推(tui)進“雙(shuang)碳(tan)”工(gong)作,持續(xu)壯大(da)(da)綠色低碳(tan)產(chan)業,將(jiang)加(jia)快形成(cheng)綠色經(jing)濟(ji)新(xin)動能和(he)可持續(xu)增長極,為(wei)(wei)我(wo)國(guo)全面建設社會主義(yi)現代化強(qiang)國(guo)提供(gong)強(qiang)大(da)(da)動力(li)。
從加(jia)強生(sheng)(sheng)態(tai)文明建(jian)設(she)的(de)角度看(kan)(kan),做好(hao)“雙碳”工作是戰略(lve)舉措(cuo)。黨的(de)十(shi)八(ba)大以(yi)來,我(wo)國生(sheng)(sheng)態(tai)文明制度不斷健(jian)全,生(sheng)(sheng)態(tai)文明建(jian)設(she)發生(sheng)(sheng)了歷史性、轉折性、全局(ju)性變化。但也應當(dang)(dang)看(kan)(kan)到,“十(shi)四(si)五(wu)”時(shi)期,生(sheng)(sheng)態(tai)文明建(jian)設(she)進(jin)(jin)(jin)入以(yi)降(jiang)碳為戰略(lve)方向、推動減污降(jiang)碳協同增效(xiao)、實(shi)現生(sheng)(sheng)態(tai)環(huan)境質(zhi)量(liang)改(gai)善由(you)量(liang)變到質(zhi)變的(de)關鍵時(shi)期。應當(dang)(dang)堅持(chi)先(xian)立(li)后破,繼續推進(jin)(jin)(jin)節能減排降(jiang)碳,發展清潔生(sheng)(sheng)產,加(jia)快形成綠色低碳生(sheng)(sheng)產生(sheng)(sheng)活方式,促進(jin)(jin)(jin)生(sheng)(sheng)態(tai)文明建(jian)設(she)不斷取(qu)得新成就。
從維護能(neng)(neng)(neng)(neng)源(yuan)安全(quan)的(de)角度看,做(zuo)好“雙(shuang)碳(tan)”工(gong)(gong)作(zuo)能(neng)(neng)(neng)(neng)夠提(ti)供重要(yao)保(bao)障。能(neng)(neng)(neng)(neng)源(yuan)是經(jing)(jing)濟社會(hui)發(fa)展須臾(yu)不可(ke)缺少(shao)的(de)資源(yuan)。我國(guo)能(neng)(neng)(neng)(neng)源(yuan)消(xiao)費中(zhong)非化(hua)石能(neng)(neng)(neng)(neng)源(yuan)占比(bi)較少(shao),不少(shao)領域能(neng)(neng)(neng)(neng)源(yuan)利用效率與國(guo)際(ji)先進水平相比(bi)還有(you)較大(da)差距,而且油氣(qi)資源(yuan)對(dui)外(wai)依存度較高。隨(sui)著工(gong)(gong)業(ye)化(hua)和新(xin)型城鎮(zhen)化(hua)的(de)推(tui)進,能(neng)(neng)(neng)(neng)源(yuan)消(xiao)耗量還將剛性(xing)增長。做(zuo)好“雙(shuang)碳(tan)”工(gong)(gong)作(zuo),要(yao)以保(bao)障安全(quan)為(wei)前(qian)提(ti)構建現(xian)代能(neng)(neng)(neng)(neng)源(yuan)體(ti)系,更好滿足經(jing)(jing)濟社會(hui)發(fa)展的(de)能(neng)(neng)(neng)(neng)源(yuan)需求(qiu),提(ti)高能(neng)(neng)(neng)(neng)源(yuan)自給率,增強能(neng)(neng)(neng)(neng)源(yuan)供應的(de)穩定(ding)性(xing)、安全(quan)性(xing)、可(ke)持續性(xing)。
從推動構建人類命運共同(tong)體(ti)的角(jiao)度看,做好“雙碳(tan)”工作體(ti)現(xian)大國(guo)(guo)擔(dan)當(dang)。中(zhong)國(guo)(guo)宣(xuan)布“雙碳(tan)”目(mu)(mu)標,并提出一系(xi)列(lie)提高國(guo)(guo)家自(zi)主(zhu)貢獻(xian)力(li)(li)度的具(ju)體(ti)舉措。中(zhong)國(guo)(guo)積(ji)極參與全球(qiu)氣候治理(li),為《巴黎(li)協定》達成(cheng)、生效和實施發揮了重(zhong)要(yao)作用,是全球(qiu)生態文明建設的重(zhong)要(yao)參與者、貢獻(xian)者、引(yin)領者。中(zhong)國(guo)(guo)有序(xu)推進“雙碳(tan)”工作,為全球(qiu)實現(xian)《巴黎(li)協定》目(mu)(mu)標注(zhu)入強大動力(li)(li),并為構建人類命運共同(tong)體(ti)、共建清潔美麗世界貢獻(xian)中(zhong)國(guo)(guo)智(zhi)慧(hui)、中(zhong)國(guo)(guo)方案。
抓住關鍵領域和重點環節
推進(jin)(jin)(jin)“雙(shuang)碳”工(gong)作,必須堅持從實(shi)際出發,尊(zun)重(zhong)經(jing)濟規律(lv),抓(zhua)住重(zhong)點、把握節奏。去年發布(bu)的(de)《中(zhong)共中(zhong)央國務院關(guan)(guan)于完整準確(que)全(quan)面貫徹新發展理念(nian)做好碳達(da)峰(feng)碳中(zhong)和(he)工(gong)作的(de)意見》與《2030年前(qian)(qian)碳達(da)峰(feng)行動方(fang)案》,前(qian)(qian)者明確(que)了(le)(le)我(wo)國“雙(shuang)碳”工(gong)作的(de)時間表、路線圖,后者細化部署(shu)了(le)(le)“碳達(da)峰(feng)十(shi)大行動”。在做好頂層設計的(de)基礎上,要(yao)充(chong)分發揮我(wo)國的(de)制度優勢,扎實(shi)推進(jin)(jin)(jin)關(guan)(guan)鍵領域的(de)各項重(zhong)點工(gong)作,確(que)保(bao)推進(jin)(jin)(jin)碳達(da)峰(feng)碳中(zhong)和(he)取得積(ji)極成效。
實(shi)現(xian)能(neng)(neng)(neng)源(yuan)(yuan)綠色低(di)(di)碳發(fa)展(zhan)(zhan)。能(neng)(neng)(neng)源(yuan)(yuan)是經(jing)濟社會發(fa)展(zhan)(zhan)的(de)重(zhong)(zhong)要(yao)物質基(ji)礎,也是碳排(pai)放的(de)最主要(yao)來源(yuan)(yuan)。要(yao)優(you)化(hua)(hua)(hua)能(neng)(neng)(neng)源(yuan)(yuan)結構(gou)(gou),構(gou)(gou)建清潔低(di)(di)碳安(an)(an)全(quan)高效(xiao)的(de)能(neng)(neng)(neng)源(yuan)(yuan)體(ti)系,在保障(zhang)供(gong)應的(de)前提下,努力控制(zhi)化(hua)(hua)(hua)石(shi)能(neng)(neng)(neng)源(yuan)(yuan)總(zong)量(liang),推動(dong)煤炭消(xiao)費盡早達峰;合理發(fa)展(zhan)(zhan)天然氣(qi),安(an)(an)全(quan)發(fa)展(zhan)(zhan)核電(dian),大(da)力發(fa)展(zhan)(zhan)水電(dian)、風(feng)電(dian)、太陽(yang)能(neng)(neng)(neng)、生物質能(neng)(neng)(neng)等非(fei)化(hua)(hua)(hua)石(shi)能(neng)(neng)(neng)源(yuan)(yuan),實(shi)施可(ke)再生能(neng)(neng)(neng)源(yuan)(yuan)替(ti)代行動(dong),努力以非(fei)化(hua)(hua)(hua)石(shi)能(neng)(neng)(neng)源(yuan)(yuan)滿足(zu)新增能(neng)(neng)(neng)源(yuan)(yuan)需(xu)求、替(ti)代存量(liang)化(hua)(hua)(hua)石(shi)能(neng)(neng)(neng)源(yuan)(yuan)消(xiao)費量(liang);改善能(neng)(neng)(neng)源(yuan)(yuan)供(gong)給、轉化(hua)(hua)(hua)和利用(yong)方式(shi),形(xing)成少排(pai)碳、不排(pai)碳的(de)新模式(shi);深化(hua)(hua)(hua)電(dian)力體(ti)制(zhi)改革,構(gou)(gou)建以新能(neng)(neng)(neng)源(yuan)(yuan)為主體(ti)的(de)新型電(dian)力系統(tong),積極發(fa)展(zhan)(zhan)“新能(neng)(neng)(neng)源(yuan)(yuan)+儲能(neng)(neng)(neng)”、源(yuan)(yuan)網(wang)荷儲一體(ti)化(hua)(hua)(hua)和多能(neng)(neng)(neng)互(hu)補,實(shi)現(xian)能(neng)(neng)(neng)源(yuan)(yuan)管理數字化(hua)(hua)(hua)、智能(neng)(neng)(neng)化(hua)(hua)(hua)。要(yao)逐步提升非(fei)化(hua)(hua)(hua)石(shi)能(neng)(neng)(neng)源(yuan)(yuan)消(xiao)費比重(zhong)(zhong),堅持安(an)(an)全(quan)降碳,堅持節能(neng)(neng)(neng)優(you)先,降低(di)(di)二氧化(hua)(hua)(hua)碳等溫(wen)室(shi)氣(qi)體(ti)排(pai)放強(qiang)度,實(shi)現(xian)能(neng)(neng)(neng)源(yuan)(yuan)的(de)安(an)(an)全(quan)、高效(xiao)、清潔、低(di)(di)碳、可(ke)持續(xu)發(fa)展(zhan)(zhan)。
推(tui)進(jin)產(chan)業(ye)(ye)結(jie)構(gou)轉(zhuan)(zhuan)型升(sheng)級(ji)。從(cong)發(fa)(fa)(fa)(fa)達國家的(de)發(fa)(fa)(fa)(fa)展(zhan)經(jing)驗來看,減碳(tan)(tan)曲線與(yu)一個國家的(de)產(chan)業(ye)(ye)結(jie)構(gou)以及(ji)城市化(hua)(hua)水平密切相(xiang)關。要(yao)深化(hua)(hua)供給側(ce)結(jie)構(gou)性改革,推(tui)進(jin)存量優(you)(you)化(hua)(hua)和增量提質(zhi),推(tui)動(dong)鋼(gang)(gang)鐵、有(you)色(se)(se)(se)、建(jian)材、石化(hua)(hua)等(deng)(deng)行業(ye)(ye)碳(tan)(tan)達峰。工(gong)業(ye)(ye)既為人民群眾的(de)衣食住行用提供豐富的(de)產(chan)品(pin)(pin),也是碳(tan)(tan)排放的(de)主要(yao)領域之一。要(yao)把堅決遏制“兩高(gao)”項目(mu)盲目(mu)發(fa)(fa)(fa)(fa)展(zhan)作(zuo)為重(zhong)中(zhong)(zhong)之重(zhong),加快產(chan)業(ye)(ye)綠(lv)色(se)(se)(se)低(di)碳(tan)(tan)轉(zhuan)(zhuan)型和高(gao)質(zhi)量發(fa)(fa)(fa)(fa)展(zhan)。切實減少工(gong)農(nong)業(ye)(ye)生產(chan)過(guo)程中(zhong)(zhong)的(de)碳(tan)(tan)排放,加快發(fa)(fa)(fa)(fa)展(zhan)戰略性新興產(chan)業(ye)(ye),推(tui)動(dong)服務業(ye)(ye)低(di)碳(tan)(tan)發(fa)(fa)(fa)(fa)展(zhan);大力(li)推(tui)行綠(lv)色(se)(se)(se)設計,完(wan)善綠(lv)色(se)(se)(se)制造體系,建(jian)設綠(lv)色(se)(se)(se)工(gong)廠和綠(lv)色(se)(se)(se)工(gong)業(ye)(ye)園區,優(you)(you)化(hua)(hua)產(chan)能規(gui)模和布局(ju),促進(jin)石化(hua)(hua)化(hua)(hua)工(gong)與(yu)煤炭開采、冶(ye)金、建(jian)材、化(hua)(hua)纖等(deng)(deng)產(chan)業(ye)(ye)協(xie)同發(fa)(fa)(fa)(fa)展(zhan);推(tui)動(dong)新一代信息(xi)技(ji)術與(yu)綠(lv)色(se)(se)(se)低(di)碳(tan)(tan)產(chan)業(ye)(ye)深度融合,引導鋼(gang)(gang)鐵、有(you)色(se)(se)(se)、建(jian)材等(deng)(deng)行業(ye)(ye)向輕型化(hua)(hua)、集約化(hua)(hua)、制品(pin)(pin)化(hua)(hua)轉(zhuan)(zhuan)型,推(tui)動(dong)產(chan)業(ye)(ye)結(jie)構(gou)由(you)高(gao)碳(tan)(tan)向低(di)碳(tan)(tan)、由(you)低(di)端向高(gao)端轉(zhuan)(zhuan)型升(sheng)級(ji)。
加(jia)快城(cheng)(cheng)鄉建(jian)(jian)設(she)(she)(she)和交(jiao)(jiao)通(tong)(tong)(tong)運(yun)(yun)(yun)(yun)輸(shu)綠(lv)色(se)低(di)(di)(di)(di)碳轉(zhuan)型(xing)。將(jiang)(jiang)綠(lv)色(se)低(di)(di)(di)(di)碳發(fa)(fa)展(zhan)(zhan)要求貫(guan)穿城(cheng)(cheng)鄉規(gui)劃(hua)建(jian)(jian)設(she)(she)(she)管(guan)(guan)理(li)各環節,推動(dong)(dong)城(cheng)(cheng)市(shi)組(zu)團式(shi)發(fa)(fa)展(zhan)(zhan),增強城(cheng)(cheng)鄉氣候韌(ren)性,建(jian)(jian)設(she)(she)(she)海綿城(cheng)(cheng)市(shi)。結合城(cheng)(cheng)市(shi)更(geng)新(xin)、新(xin)型(xing)城(cheng)(cheng)鎮(zhen)化(hua)(hua)建(jian)(jian)設(she)(she)(she)和鄉村振興戰略的實施(shi),強化(hua)(hua)綠(lv)色(se)設(she)(she)(she)計和綠(lv)色(se)施(shi)工管(guan)(guan)理(li),加(jia)快推廣(guang)超(chao)低(di)(di)(di)(di)能(neng)(neng)(neng)(neng)(neng)耗(hao)(hao)、近(jin)零能(neng)(neng)(neng)(neng)(neng)耗(hao)(hao)建(jian)(jian)筑(zhu),推動(dong)(dong)超(chao)低(di)(di)(di)(di)能(neng)(neng)(neng)(neng)(neng)耗(hao)(hao)建(jian)(jian)筑(zhu)、低(di)(di)(di)(di)碳建(jian)(jian)筑(zhu)規(gui)模(mo)化(hua)(hua)發(fa)(fa)展(zhan)(zhan),提(ti)高新(xin)建(jian)(jian)建(jian)(jian)筑(zhu)節能(neng)(neng)(neng)(neng)(neng)水平(ping)。提(ti)升城(cheng)(cheng)鎮(zhen)建(jian)(jian)筑(zhu)和基礎(chu)設(she)(she)(she)施(shi)運(yun)(yun)(yun)(yun)行管(guan)(guan)理(li)智能(neng)(neng)(neng)(neng)(neng)化(hua)(hua)水平(ping),推進熱電(dian)(dian)(dian)(dian)聯產集中供暖,因地制宜推行熱泵、生物質能(neng)(neng)(neng)(neng)(neng)、地熱能(neng)(neng)(neng)(neng)(neng)、太陽能(neng)(neng)(neng)(neng)(neng)等(deng)(deng)清(qing)潔(jie)低(di)(di)(di)(di)碳供暖。建(jian)(jian)設(she)(she)(she)集光伏發(fa)(fa)電(dian)(dian)(dian)(dian)、儲能(neng)(neng)(neng)(neng)(neng)、直(zhi)流配電(dian)(dian)(dian)(dian)、柔(rou)性用(yong)電(dian)(dian)(dian)(dian)于(yu)一體(ti)的“光儲直(zhi)柔(rou)”建(jian)(jian)筑(zhu)。加(jia)快形成綠(lv)色(se)低(di)(di)(di)(di)碳運(yun)(yun)(yun)(yun)輸(shu)方式(shi),積極擴大(da)電(dian)(dian)(dian)(dian)力、氫能(neng)(neng)(neng)(neng)(neng)、天然氣、先(xian)進生物液體(ti)燃料等(deng)(deng)新(xin)能(neng)(neng)(neng)(neng)(neng)源(yuan)、清(qing)潔(jie)能(neng)(neng)(neng)(neng)(neng)源(yuan)在交(jiao)(jiao)通(tong)(tong)(tong)運(yun)(yun)(yun)(yun)輸(shu)領(ling)域應用(yong)。推動(dong)(dong)不同運(yun)(yun)(yun)(yun)輸(shu)方式(shi)合理(li)分工、有效(xiao)銜接,降(jiang)低(di)(di)(di)(di)空載率和不合理(li)客貨(huo)運(yun)(yun)(yun)(yun)周轉(zhuan)量。大(da)力推廣(guang)新(xin)能(neng)(neng)(neng)(neng)(neng)源(yuan)汽車,推廣(guang)電(dian)(dian)(dian)(dian)力、氫燃料、液化(hua)(hua)天然氣動(dong)(dong)力重型(xing)貨(huo)運(yun)(yun)(yun)(yun)車輛,不斷提(ti)升鐵路系統電(dian)(dian)(dian)(dian)氣化(hua)(hua)水平(ping)。將(jiang)(jiang)綠(lv)色(se)低(di)(di)(di)(di)碳理(li)念貫(guan)穿于(yu)交(jiao)(jiao)通(tong)(tong)(tong)基礎(chu)設(she)(she)(she)施(shi)規(gui)劃(hua)、建(jian)(jian)設(she)(she)(she)、運(yun)(yun)(yun)(yun)營和維護全過程,優(you)化(hua)(hua)公共交(jiao)(jiao)通(tong)(tong)(tong)基礎(chu)設(she)(she)(she)施(shi)建(jian)(jian)設(she)(she)(she),降(jiang)低(di)(di)(di)(di)全生命(ming)周期(qi)能(neng)(neng)(neng)(neng)(neng)耗(hao)(hao)和碳排放。發(fa)(fa)展(zhan)(zhan)智能(neng)(neng)(neng)(neng)(neng)交(jiao)(jiao)通(tong)(tong)(tong),構建(jian)(jian)便利高效(xiao)、適度超(chao)前的充換(huan)電(dian)(dian)(dian)(dian)網絡(luo)體(ti)系,加(jia)快交(jiao)(jiao)通(tong)(tong)(tong)運(yun)(yun)(yun)(yun)輸(shu)電(dian)(dian)(dian)(dian)動(dong)(dong)化(hua)(hua)轉(zhuan)型(xing)。
鞏固提升(sheng)生(sheng)(sheng)態(tai)系統碳(tan)(tan)(tan)匯能(neng)(neng)力(li)。推進山水(shui)(shui)林(lin)(lin)田湖草(cao)沙(sha)一體化(hua)保(bao)護(hu)(hu)和(he)修復,優(you)良的(de)(de)生(sheng)(sheng)態(tai)環境具有(you)高質量的(de)(de)固碳(tan)(tan)(tan)能(neng)(neng)力(li),可將(jiang)大(da)氣(qi)中自(zi)由運動(dong)的(de)(de)“動(dong)碳(tan)(tan)(tan)”轉化(hua)為(wei)內嵌(qian)于生(sheng)(sheng)物圈(quan)、水(shui)(shui)圈(quan)、巖石圈(quan)的(de)(de)“靜碳(tan)(tan)(tan)”,從而減輕(qing)大(da)氣(qi)溫室效應。發(fa)(fa)展富碳(tan)(tan)(tan)農業(ye),依據(ju)自(zi)然(ran)界(jie)植物生(sheng)(sheng)長規律,遵(zun)循生(sheng)(sheng)態(tai)環境學、能(neng)(neng)源經濟(ji)學、土壤學、植物學等基本原(yuan)理(li),運用(yong)系統工程和(he)現代科技成果,將(jiang)工業(ye)生(sheng)(sheng)產(chan)(chan)活動(dong)中產(chan)(chan)生(sheng)(sheng)的(de)(de)大(da)自(zi)然(ran)不(bu)能(neng)(neng)自(zi)然(ran)消納的(de)(de)巨量二(er)氧化(hua)碳(tan)(tan)(tan)用(yong)于農作物生(sheng)(sheng)長,同時減少化(hua)肥、農藥使用(yong),提高土壤有(you)機質含量,提高農作物品質和(he)產(chan)(chan)量。發(fa)(fa)展光伏發(fa)(fa)電不(bu)僅不(bu)需(xu)要水(shui)(shui)資源,還能(neng)(neng)增加(jia)(jia)低碳(tan)(tan)(tan)能(neng)(neng)源供應。持續推進生(sheng)(sheng)態(tai)系統保(bao)護(hu)(hu)修復重(zhong)大(da)工程,著力(li)提升(sheng)生(sheng)(sheng)態(tai)系統質量和(he)穩定性,為(wei)鞏固和(he)提升(sheng)我國碳(tan)(tan)(tan)匯能(neng)(neng)力(li)筑牢基礎。以(yi)森林(lin)(lin)、草(cao)原(yuan)、濕地(di)(di)、耕地(di)(di)等為(wei)重(zhong)點,科學推進國土綠化(hua)、實施森林(lin)(lin)質量精準提升(sheng)工程、加(jia)(jia)強(qiang)草(cao)原(yuan)生(sheng)(sheng)態(tai)保(bao)護(hu)(hu)修復、強(qiang)化(hua)濕地(di)(di)和(he)耕地(di)(di)保(bao)護(hu)(hu),不(bu)斷提升(sheng)碳(tan)(tan)(tan)匯能(neng)(neng)力(li)。加(jia)(jia)強(qiang)與國際標準協調(diao)銜接,完善調(diao)查監測核算(suan)體系,鼓勵試點探(tan)索。
多措并舉實現長遠目標
碳達峰碳中和(he)是一個(ge)多維、立體、完整的系統(tong)工程(cheng),不可(ke)(ke)能由(you)一個(ge)地區、一個(ge)行業(ye)、一個(ge)單(dan)位“單(dan)打獨斗”。必(bi)須堅持(chi)全國(guo)一盤棋,發揮地方、行業(ye)、企(qi)業(ye)和(he)公眾的積極性和(he)創造性。必(bi)須加(jia)強黨的領導,分類施策、持(chi)之(zhi)以恒、重點(dian)突破。各地各部門(men)要從實際出發制(zhi)定落實措施,鼓勵有條件的地方、行業(ye)、企(qi)業(ye)積極探索,形成一批可(ke)(ke)復制(zhi)、可(ke)(ke)推廣的經驗模式。
加強綠色低(di)碳(tan)(tan)(tan)技(ji)(ji)(ji)術的(de)(de)科技(ji)(ji)(ji)創新(xin)和(he)(he)推廣應用(yong)(yong)。加大創新(xin)力(li)度,發(fa)揮新(xin)型舉(ju)國(guo)體制優(you)勢,強化(hua)(hua)理論(lun)和(he)(he)制度創新(xin),提前布局低(di)碳(tan)(tan)(tan)零(ling)碳(tan)(tan)(tan)負(fu)碳(tan)(tan)(tan)重(zhong)大關(guan)鍵(jian)技(ji)(ji)(ji)術,有序推動開展低(di)碳(tan)(tan)(tan)零(ling)碳(tan)(tan)(tan)負(fu)碳(tan)(tan)(tan)新(xin)材料、新(xin)技(ji)(ji)(ji)術、新(xin)裝備的(de)(de)攻關(guan)。深入研究(jiu)全球氣候變化(hua)(hua)成(cheng)因、碳(tan)(tan)(tan)匯等基礎(chu)理論(lun)和(he)(he)方法,突破(po)(po)儲(chu)能(neng)、智(zhi)能(neng)電網等關(guan)鍵(jian)技(ji)(ji)(ji)術,實(shi)現(xian)氫能(neng)及儲(chu)能(neng)技(ji)(ji)(ji)術、先(xian)進(jin)安全核能(neng)技(ji)(ji)(ji)術、碳(tan)(tan)(tan)捕集利用(yong)(yong)與封存技(ji)(ji)(ji)術協同推進(jin),把核心(xin)技(ji)(ji)(ji)術牢(lao)牢(lao)掌握在自己(ji)手(shou)中,破(po)(po)解“卡脖子(zi)”難題,并為(wei)顛覆性(xing)技(ji)(ji)(ji)術留(liu)足空間(jian)。大力(li)發(fa)展碳(tan)(tan)(tan)循環經濟(ji),變能(neng)源和(he)(he)工業生產排(pai)放的(de)(de)二氧化(hua)(hua)碳(tan)(tan)(tan)“廢(fei)物(wu)”為(wei)含(han)碳(tan)(tan)(tan)材料等有用(yong)(yong)資源,實(shi)現(xian)多能(neng)互補(bu)、梯級利用(yong)(yong)。加快(kuai)培(pei)養(yang)一批碳(tan)(tan)(tan)達峰碳(tan)(tan)(tan)中和(he)(he)基礎(chu)研究(jiu)、技(ji)(ji)(ji)術研發(fa)、成(cheng)果轉(zhuan)化(hua)(hua)、應用(yong)(yong)推廣等領域的(de)(de)專業化(hua)(hua)人才隊伍。
健全(quan)(quan)法規標準和政(zheng)(zheng)(zheng)策(ce)體(ti)(ti)系(xi)。完善(shan)投資、金融(rong)、財(cai)(cai)稅、價格(ge)等政(zheng)(zheng)(zheng)策(ce)體(ti)(ti)系(xi),加大財(cai)(cai)政(zheng)(zheng)(zheng)對綠色低碳產業發(fa)(fa)展、技術研發(fa)(fa)等的支(zhi)持力(li)度。建立健全(quan)(quan)碳達峰碳中(zhong)和標準計量和統(tong)計監測評價體(ti)(ti)系(xi),完善(shan)碳排放數據管理和發(fa)(fa)布制度,并與國(guo)際標準銜接。構建綠色低碳循(xun)環發(fa)(fa)展的經濟體(ti)(ti)系(xi),推動產業結構和能(neng)(neng)(neng)源結構的調(diao)整優化,保障能(neng)(neng)(neng)源安全(quan)(quan)和產業鏈供應鏈安全(quan)(quan),為(wei)實現高質量發(fa)(fa)展注入新動能(neng)(neng)(neng)。發(fa)(fa)展綠色金融(rong),設(she)立碳減(jian)排貨幣政(zheng)(zheng)(zheng)策(ce)工具,有序推進(jin)綠色低碳金融(rong)產品和服務的開發(fa)(fa)。統(tong)籌(chou)推進(jin)綠色電力(li)交(jiao)易、用能(neng)(neng)(neng)權(quan)(quan)交(jiao)易、碳排放權(quan)(quan)交(jiao)易等市場(chang)化機制的建設(she)。
堅持(chi)政府(fu)和(he)市場兩手發(fa)力。實現“雙(shuang)碳(tan)”目標,既要充(chong)分發(fa)揮(hui)(hui)市場在資源配置中的(de)(de)(de)決定性(xing)作(zuo)(zuo)用(yong),以引(yin)導要素向綠(lv)色(se)低(di)碳(tan)發(fa)展(zhan)集聚(ju),也要更(geng)好發(fa)揮(hui)(hui)政府(fu)作(zuo)(zuo)用(yong),提供更(geng)多的(de)(de)(de)公共(gong)產品和(he)公共(gong)服務(wu),并激發(fa)市場主體綠(lv)色(se)低(di)碳(tan)轉型的(de)(de)(de)內生(sheng)動力和(he)創新活(huo)力。要進一步深化改革,大(da)力破(po)除制約(yue)綠(lv)色(se)低(di)碳(tan)發(fa)展(zhan)的(de)(de)(de)體制機制障(zhang)礙,為(wei)綠(lv)色(se)低(di)碳(tan)經濟體系的(de)(de)(de)建立創造(zao)公平、公正、公開的(de)(de)(de)市場環(huan)境。應(ying)推動形成綠(lv)色(se)低(di)碳(tan)生(sheng)產生(sheng)活(huo)方式,大(da)力倡導勤儉節約(yue),堅決反對不合(he)理的(de)(de)(de)奢侈浪費,鼓(gu)勵公眾低(di)碳(tan)出行(xing)、積極參與(yu)垃圾分類等,從(cong)而使簡約(yue)適(shi)度(du)、綠(lv)色(se)低(di)碳(tan)、文明健康(kang)的(de)(de)(de)生(sheng)活(huo)方式成為(wei)社會時尚(shang)。
推(tui)(tui)動構(gou)(gou)建人類命運(yun)共(gong)(gong)同(tong)體(ti)。堅持發展(zhan)中國(guo)家定(ding)位,堅持共(gong)(gong)同(tong)但有區別(bie)的責任原(yuan)則、公平原(yuan)則和各自能力原(yuan)則,積極參與(yu)應(ying)對氣(qi)候(hou)變化國(guo)際談判,主動參與(yu)氣(qi)候(hou)治理國(guo)際規則和標準制定(ding),推(tui)(tui)動建立公平合理、合作共(gong)(gong)贏(ying)的全球(qiu)氣(qi)候(hou)治理體(ti)系。扎扎實(shi)實(shi)辦好自己(ji)的事情,加快共(gong)(gong)建“一(yi)帶一(yi)路”投(tou)資合作綠(lv)色(se)轉型(xing),深(shen)化與(yu)各國(guo)在綠(lv)色(se)技(ji)術、綠(lv)色(se)裝(zhuang)備(bei)、綠(lv)色(se)服務、綠(lv)色(se)基礎設施建設等方面的交流(liu)與(yu)合作,為(wei)進一(yi)步推(tui)(tui)動構(gou)(gou)建人類命運(yun)共(gong)(gong)同(tong)體(ti)、共(gong)(gong)建清潔美麗世(shi)界作出應(ying)有貢獻。
同時,還要(yao)處理好減污降碳(tan)(tan)和能源安全(quan)、產業鏈供(gong)應鏈安全(quan)、糧食安全(quan)、群(qun)眾正常生活的(de)關系,有效應對可能出現的(de)風險,確保(bao)安全(quan)降碳(tan)(tan)。
