國辦印發《新污染物治理行動方案》(附全文)

【谷騰環保網訊】5月24日,國務院(yuan)辦(ban)公廳印發《新(xin)(xin)污染物(wu)治理(li)行動方案》(以下簡稱《方案》)。《方案》要(yao)求,到2025年,完(wan)成(cheng)高關注、高產(用)量的化(hua)學物(wu)質(zhi)環境(jing)風(feng)險篩查,完(wan)成(cheng)一批化(hua)學物(wu)質(zhi)環境(jing)風(feng)險評估(gu);動態發布重點管(guan)控新(xin)(xin)污染物(wu)清(qing)單;對(dui)重點管(guan)控新(xin)(xin)污染物(wu)實施禁止(zhi)、限(xian)(xian)制(zhi)(zhi)、限(xian)(xian)排等環境(jing)風(feng)險管(guan)控措施。有毒有害化(hua)學物(wu)質(zhi)環境(jing)風(feng)險管(guan)理(li)法規制(zhi)(zhi)度體系和管(guan)理(li)機(ji)制(zhi)(zhi)逐步建立健全,新(xin)(xin)污染物(wu)治理(li)能力明顯(xian)增強。

新污染物治理行動方案

有毒有害化學物(wu)質的(de)生產(chan)和使用(yong)是新污染物(wu)的(de)主要(yao)來源。目前,國(guo)內外廣泛關(guan)注的(de)新污染物(wu)主要(yao)包(bao)括國(guo)際公(gong)約管控的(de)持久性有機污染物(wu)、內分泌(mi)干擾(rao)物(wu)、抗生素等(deng)。為深入貫徹落實黨中(zhong)央、國(guo)務院決策部(bu)署(shu),加強(qiang)新污染物(wu)治理,切實保障生態環境安全(quan)和人民健康,制(zhi)定本(ben)行動方案。

一、總體要求

(一)指導(dao)思(si)想。以習(xi)近平新(xin)時(shi)代(dai)中(zhong)國特(te)色(se)社會主義(yi)思(si)想為(wei)指導(dao),全(quan)(quan)(quan)(quan)面貫(guan)(guan)(guan)徹(che)黨的十九大和十九屆歷次全(quan)(quan)(quan)(quan)會精神(shen),深(shen)入貫(guan)(guan)(guan)徹(che)習(xi)近平生態文明思(si)想,立足(zu)新(xin)發(fa)展(zhan)階段,完整、準(zhun)確、全(quan)(quan)(quan)(quan)面貫(guan)(guan)(guan)徹(che)新(xin)發(fa)展(zhan)理(li)念,構建(jian)新(xin)發(fa)展(zhan)格局,推(tui)動高(gao)質量發(fa)展(zhan),以有效防范(fan)新(xin)污(wu)染(ran)物(wu)環(huan)(huan)境(jing)與健(jian)康風險為(wei)核(he)心,以精準(zhun)治污(wu)、科學治污(wu)、依法(fa)治污(wu)為(wei)工(gong)作方針,遵循全(quan)(quan)(quan)(quan)生命周期環(huan)(huan)境(jing)風險管理(li)理(li)念,統籌推(tui)進新(xin)污(wu)染(ran)物(wu)環(huan)(huan)境(jing)風險管理(li),實施調查評估(gu)、分類治理(li)、全(quan)(quan)(quan)(quan)過程環(huan)(huan)境(jing)風險管控(kong),加強制度和科技(ji)支(zhi)撐(cheng)保(bao)障(zhang),健(jian)全(quan)(quan)(quan)(quan)新(xin)污(wu)染(ran)物(wu)治理(li)體系(xi),促進以更(geng)高(gao)標準(zhun)打好(hao)藍天(tian)、碧(bi)水、凈土保(bao)衛戰,提升美麗中(zhong)國、健(jian)康中(zhong)國建(jian)設水平。

(二)工作(zuo)原則。

——科學(xue)評估(gu),精準(zhun)施策。開展化(hua)學(xue)物質(zhi)調查監(jian)測,科學(xue)評估(gu)環(huan)境(jing)風險,精準(zhun)識(shi)別環(huan)境(jing)風險較(jiao)大的(de)新污染物,針對(dui)其產(chan)生環(huan)境(jing)風險的(de)主要環(huan)節,采取源頭禁(jin)限、過(guo)程(cheng)減排、末(mo)端(duan)治理的(de)全過(guo)程(cheng)環(huan)境(jing)風險管控(kong)措施。

——標(biao)本(ben)兼治(zhi)(zhi),系(xi)(xi)統(tong)推(tui)進。“十四五”期(qi)間(jian),對一批重點管(guan)控新污(wu)染物開展(zhan)專(zhuan)項治(zhi)(zhi)理。同時,系(xi)(xi)統(tong)構建新污(wu)染物治(zhi)(zhi)理長效機制,形成貫穿全(quan)過(guo)程、涵蓋(gai)各類別、采取多舉措的治(zhi)(zhi)理體系(xi)(xi),統(tong)籌推(tui)動大氣、水、土壤多環(huan)境介質(zhi)協(xie)同治(zhi)(zhi)理。

 ——健全(quan)體(ti)系,提升(sheng)能(neng)力(li)。建(jian)立(li)(li)健全(quan)管(guan)理制度和技術(shu)體(ti)系,強化(hua)法治(zhi)保障。建(jian)立(li)(li)跨部門(men)協調機(ji)制,落實屬地(di)責(ze)任。強化(hua)科技支撐與基(ji)礎能(neng)力(li)建(jian)設,加強宣傳引(yin)導,促(cu)進社會共治(zhi)。

(三(san))主要(yao)目標。到(dao)2025年,完成高關(guan)注(zhu)、高產(chan)(用(yong))量的化學物(wu)質(zhi)(zhi)環境(jing)(jing)風(feng)(feng)險篩查,完成一(yi)批(pi)化學物(wu)質(zhi)(zhi)環境(jing)(jing)風(feng)(feng)險評估(gu);動態發(fa)布重點管(guan)控新污(wu)染(ran)(ran)(ran)物(wu)清單;對重點管(guan)控新污(wu)染(ran)(ran)(ran)物(wu)實施禁止、限(xian)制(zhi)、限(xian)排等環境(jing)(jing)風(feng)(feng)險管(guan)控措(cuo)施。有(you)毒(du)有(you)害(hai)化學物(wu)質(zhi)(zhi)環境(jing)(jing)風(feng)(feng)險管(guan)理法規(gui)制(zhi)度體系(xi)和管(guan)理機制(zhi)逐步建立健全,新污(wu)染(ran)(ran)(ran)物(wu)治理能力明顯增強。

二、行動舉措

(一(yi))完(wan)善法規制度,建立健全(quan)新污染物治理體(ti)系。

1.加強(qiang)法律法規制度(du)建(jian)設。研究制定(ding)有(you)(you)毒有(you)(you)害化學(xue)(xue)物質(zhi)環(huan)境(jing)(jing)(jing)(jing)風(feng)險(xian)管(guan)理(li)(li)條例。建(jian)立健全化學(xue)(xue)物質(zhi)環(huan)境(jing)(jing)(jing)(jing)信息(xi)調查(cha)、環(huan)境(jing)(jing)(jing)(jing)調查(cha)監測、環(huan)境(jing)(jing)(jing)(jing)風(feng)險(xian)評估、環(huan)境(jing)(jing)(jing)(jing)風(feng)險(xian)管(guan)控和新(xin)化學(xue)(xue)物質(zhi)環(huan)境(jing)(jing)(jing)(jing)管(guan)理(li)(li)登(deng)記、有(you)(you)毒化學(xue)(xue)品(pin)進(jin)出口(kou)環(huan)境(jing)(jing)(jing)(jing)管(guan)理(li)(li)等(deng)制度(du)。加強(qiang)農藥、獸藥、藥品(pin)、化妝品(pin)管(guan)理(li)(li)等(deng)相關制度(du)與有(you)(you)毒有(you)(you)害化學(xue)(xue)物質(zhi)環(huan)境(jing)(jing)(jing)(jing)風(feng)險(xian)管(guan)理(li)(li)相關制度(du)的銜接。(生態環(huan)境(jing)(jing)(jing)(jing)部、農業農村部、市場監管(guan)總(zong)局(ju)、國(guo)家藥監局(ju)等(deng)按職(zhi)責分工負責)

2.建(jian)立完善技(ji)術(shu)標(biao)準(zhun)(zhun)體系。建(jian)立化學(xue)物質環境(jing)風險評(ping)估(gu)與(yu)管(guan)控技(ji)術(shu)標(biao)準(zhun)(zhun)體系,制定修訂化學(xue)物質環境(jing)風險評(ping)估(gu)、經濟社(she)會影響分析(xi)、危害特(te)性測(ce)試方法等標(biao)準(zhun)(zhun)。完善新污染物環境(jing)監測(ce)技(ji)術(shu)體系。(生態環境(jing)部牽頭,工業和信息化部、國家衛生健康(kang)委、市場監管(guan)總局等按職責分工負責)

3.建立(li)(li)健全(quan)新污染(ran)(ran)物治理管(guan)(guan)理機制(zhi)。建立(li)(li)生(sheng)態環境部(bu)門(men)牽(qian)頭(tou),發展(zhan)改革、科(ke)技(ji)、工業和信(xin)息化(hua)(hua)、財(cai)政、住房城鄉建設、農業農村、商(shang)務、衛(wei)生(sheng)健康、海(hai)關、市(shi)(shi)場監管(guan)(guan)、藥監等部(bu)門(men)參加(jia)的(de)新污染(ran)(ran)物治理跨部(bu)門(men)協調(diao)機制(zhi),統籌推(tui)進新污染(ran)(ran)物治理工作。加(jia)強部(bu)門(men)聯合調(diao)查、聯合執法(fa)、信(xin)息共享,加(jia)強法(fa)律、法(fa)規(gui)、制(zhi)度、標準的(de)協調(diao)銜接。按照國(guo)(guo)家(jia)統籌、省負(fu)(fu)總(zong)責(ze)、市(shi)(shi)縣落(luo)實的(de)原則,完善新污染(ran)(ran)物治理的(de)管(guan)(guan)理機制(zhi),全(quan)面落(luo)實新污染(ran)(ran)物治理屬地責(ze)任。成立(li)(li)新污染(ran)(ran)物治理專家(jia)委員會,強化(hua)(hua)新污染(ran)(ran)物治理技(ji)術支撐。(生(sheng)態環境部(bu)牽(qian)頭(tou),國(guo)(guo)家(jia)發展(zhan)改革委、科(ke)技(ji)部(bu)、工業和信(xin)息化(hua)(hua)部(bu)、財(cai)政部(bu)、住房城鄉建設部(bu)、農業農村部(bu)、商(shang)務部(bu)、國(guo)(guo)家(jia)衛(wei)生(sheng)健康委、海(hai)關總(zong)署、市(shi)(shi)場監管(guan)(guan)總(zong)局(ju)、國(guo)(guo)家(jia)藥監局(ju)等按職責(ze)分工負(fu)(fu)責(ze),地方(fang)各(ge)級人民政府(fu)(fu)負(fu)(fu)責(ze)落(luo)實。以下均(jun)需(xu)地方(fang)各(ge)級人民政府(fu)(fu)落(luo)實,不再列(lie)出(chu))

(二)開展調查監測,評(ping)估新污染物環境風險狀況(kuang)。

4.建立化(hua)(hua)(hua)(hua)學(xue)物(wu)質(zhi)環(huan)(huan)境(jing)信(xin)(xin)息(xi)調(diao)查制度(du)。開展化(hua)(hua)(hua)(hua)學(xue)物(wu)質(zhi)基(ji)本信(xin)(xin)息(xi)調(diao)查,包括重(zhong)點行業(ye)中(zhong)重(zhong)點化(hua)(hua)(hua)(hua)學(xue)物(wu)質(zhi)生(sheng)產(chan)使(shi)用的(de)(de)品種(zhong)、數量、用途等(deng)信(xin)(xin)息(xi)。針對列(lie)入環(huan)(huan)境(jing)風險優先(xian)評估計劃(hua)的(de)(de)化(hua)(hua)(hua)(hua)學(xue)物(wu)質(zhi),進一(yi)步(bu)開展有關生(sheng)產(chan)、加(jia)工使(shi)用、環(huan)(huan)境(jing)排放數量及途徑(jing)、危害(hai)特性等(deng)詳(xiang)細(xi)信(xin)(xin)息(xi)調(diao)查。2023年(nian)年(nian)底前,完成(cheng)首輪化(hua)(hua)(hua)(hua)學(xue)物(wu)質(zhi)基(ji)本信(xin)(xin)息(xi)調(diao)查和首批環(huan)(huan)境(jing)風險優先(xian)評估化(hua)(hua)(hua)(hua)學(xue)物(wu)質(zhi)詳(xiang)細(xi)信(xin)(xin)息(xi)調(diao)查。(生(sheng)態環(huan)(huan)境(jing)部負(fu)責)

5.建(jian)立新(xin)污(wu)(wu)染(ran)物(wu)環(huan)(huan)境(jing)調(diao)(diao)(diao)查(cha)監(jian)測(ce)(ce)(ce)(ce)制度。制定實施新(xin)污(wu)(wu)染(ran)物(wu)專項環(huan)(huan)境(jing)調(diao)(diao)(diao)查(cha)監(jian)測(ce)(ce)(ce)(ce)工(gong)作(zuo)方案。依托現有(you)生態環(huan)(huan)境(jing)監(jian)測(ce)(ce)(ce)(ce)網絡,在重點地區(qu)、重點行(xing)業、典(dian)型工(gong)業園區(qu)開(kai)展新(xin)污(wu)(wu)染(ran)物(wu)環(huan)(huan)境(jing)調(diao)(diao)(diao)查(cha)監(jian)測(ce)(ce)(ce)(ce)試點。探索建(jian)立地下(xia)水(shui)新(xin)污(wu)(wu)染(ran)物(wu)環(huan)(huan)境(jing)調(diao)(diao)(diao)查(cha)、監(jian)測(ce)(ce)(ce)(ce)及(ji)健(jian)康風險評估技(ji)術方法。2025年(nian)年(nian)底前,初步建(jian)立新(xin)污(wu)(wu)染(ran)物(wu)環(huan)(huan)境(jing)調(diao)(diao)(diao)查(cha)監(jian)測(ce)(ce)(ce)(ce)體系。(生態環(huan)(huan)境(jing)部負責)

6.建立化學(xue)(xue)物(wu)(wu)質(zhi)(zhi)環(huan)(huan)(huan)境風(feng)險(xian)評(ping)(ping)估制(zhi)度。研究制(zhi)定化學(xue)(xue)物(wu)(wu)質(zhi)(zhi)環(huan)(huan)(huan)境風(feng)險(xian)篩查(cha)和評(ping)(ping)估方案(an),完善評(ping)(ping)估數(shu)據庫,以高(gao)(gao)關注、高(gao)(gao)產(用)量(liang)、高(gao)(gao)環(huan)(huan)(huan)境檢出率(lv)、分散式用途(tu)的化學(xue)(xue)物(wu)(wu)質(zhi)(zhi)為重(zhong)點(dian),開展環(huan)(huan)(huan)境與健(jian)康(kang)(kang)危害測試和風(feng)險(xian)篩查(cha)。動態制(zhi)定化學(xue)(xue)物(wu)(wu)質(zhi)(zhi)環(huan)(huan)(huan)境風(feng)險(xian)優(you)先(xian)評(ping)(ping)估計(ji)劃(hua)和優(you)先(xian)控制(zhi)化學(xue)(xue)品名錄。2022年(nian)(nian)年(nian)(nian)底前,印發第一批化學(xue)(xue)物(wu)(wu)質(zhi)(zhi)環(huan)(huan)(huan)境風(feng)險(xian)優(you)先(xian)評(ping)(ping)估計(ji)劃(hua)。(生(sheng)態環(huan)(huan)(huan)境部、國家衛(wei)生(sheng)健(jian)康(kang)(kang)委等按職責分工負(fu)責)

7.動態發(fa)(fa)布(bu)重點(dian)管(guan)(guan)(guan)(guan)(guan)控(kong)(kong)(kong)(kong)(kong)(kong)新污染(ran)(ran)物(wu)清(qing)單(dan)。針對列入優(you)先(xian)控(kong)(kong)(kong)(kong)(kong)(kong)制(zhi)(zhi)化(hua)學品(pin)名(ming)錄(lu)(lu)的(de)化(hua)學物(wu)質以(yi)及抗生素(su)、微塑料等其他重點(dian)新污染(ran)(ran)物(wu),制(zhi)(zhi)定(ding)“一品(pin)一策”管(guan)(guan)(guan)(guan)(guan)控(kong)(kong)(kong)(kong)(kong)(kong)措施(shi),開展管(guan)(guan)(guan)(guan)(guan)控(kong)(kong)(kong)(kong)(kong)(kong)措施(shi)的(de)技術(shu)可行性和(he)經濟(ji)社會影響評估,識(shi)別優(you)先(xian)控(kong)(kong)(kong)(kong)(kong)(kong)制(zhi)(zhi)化(hua)學品(pin)的(de)主要環境(jing)(jing)排(pai)(pai)放(fang)源,適(shi)時制(zhi)(zhi)定(ding)修訂相(xiang)關(guan)(guan)行業排(pai)(pai)放(fang)標(biao)準,動態更(geng)新有(you)毒(du)有(you)害(hai)大(da)氣污染(ran)(ran)物(wu)名(ming)錄(lu)(lu)、有(you)毒(du)有(you)害(hai)水污染(ran)(ran)物(wu)名(ming)錄(lu)(lu)、重點(dian)控(kong)(kong)(kong)(kong)(kong)(kong)制(zhi)(zhi)的(de)土壤有(you)毒(du)有(you)害(hai)物(wu)質名(ming)錄(lu)(lu)。動態發(fa)(fa)布(bu)重點(dian)管(guan)(guan)(guan)(guan)(guan)控(kong)(kong)(kong)(kong)(kong)(kong)新污染(ran)(ran)物(wu)清(qing)單(dan)及其禁止、限制(zhi)(zhi)、限排(pai)(pai)等環境(jing)(jing)風(feng)險管(guan)(guan)(guan)(guan)(guan)控(kong)(kong)(kong)(kong)(kong)(kong)措施(shi)。2022年發(fa)(fa)布(bu)首批重點(dian)管(guan)(guan)(guan)(guan)(guan)控(kong)(kong)(kong)(kong)(kong)(kong)新污染(ran)(ran)物(wu)清(qing)單(dan)。鼓勵有(you)條件的(de)地(di)(di)區(qu)在落實國家任務要求的(de)基礎上,參照(zhao)國家標(biao)準和(he)指南,先(xian)行開展化(hua)學物(wu)質環境(jing)(jing)信息(xi)調(diao)查(cha)、環境(jing)(jing)調(diao)查(cha)監測和(he)環境(jing)(jing)風(feng)險評估,因地(di)(di)制(zhi)(zhi)宜制(zhi)(zhi)定(ding)本地(di)(di)區(qu)重點(dian)管(guan)(guan)(guan)(guan)(guan)控(kong)(kong)(kong)(kong)(kong)(kong)新污染(ran)(ran)物(wu)補充清(qing)單(dan)和(he)管(guan)(guan)(guan)(guan)(guan)控(kong)(kong)(kong)(kong)(kong)(kong)方案,建立健全(quan)有(you)關(guan)(guan)地(di)(di)方政(zheng)策標(biao)準等。(生態環境(jing)(jing)部(bu)牽頭,工業和(he)信息(xi)化(hua)部(bu)、農業農村(cun)部(bu)、商務部(bu)、國家衛生健康(kang)委、海關(guan)(guan)總署、市(shi)場監管(guan)(guan)(guan)(guan)(guan)總局、國家藥監局等按職責分工負責)

(三)嚴(yan)格源頭管控,防范新污染(ran)物產生(sheng)。

8.全(quan)面落(luo)實新化(hua)(hua)學(xue)(xue)物(wu)質(zhi)(zhi)環(huan)境管(guan)(guan)(guan)理登記(ji)(ji)(ji)制度。嚴格執(zhi)行(xing)《新化(hua)(hua)學(xue)(xue)物(wu)質(zhi)(zhi)環(huan)境管(guan)(guan)(guan)理登記(ji)(ji)(ji)辦法》,落(luo)實企業(ye)新化(hua)(hua)學(xue)(xue)物(wu)質(zhi)(zhi)環(huan)境風險(xian)防(fang)控主體責(ze)任。加強新化(hua)(hua)學(xue)(xue)物(wu)質(zhi)(zhi)環(huan)境管(guan)(guan)(guan)理登記(ji)(ji)(ji)監(jian)督,建立(li)(li)健全(quan)新化(hua)(hua)學(xue)(xue)物(wu)質(zhi)(zhi)登記(ji)(ji)(ji)測試(shi)(shi)數據(ju)(ju)質(zhi)(zhi)量監(jian)管(guan)(guan)(guan)機制,對(dui)新化(hua)(hua)學(xue)(xue)物(wu)質(zhi)(zhi)登記(ji)(ji)(ji)測試(shi)(shi)數據(ju)(ju)質(zhi)(zhi)量進行(xing)現場(chang)核查并公開核查結果(guo)。建立(li)(li)國家和地方聯動(dong)的(de)監(jian)督執(zhi)法機制,按照“雙(shuang)隨機、一(yi)公開”原則,將新化(hua)(hua)學(xue)(xue)物(wu)質(zhi)(zhi)環(huan)境管(guan)(guan)(guan)理事項納入環(huan)境執(zhi)法年度工作計劃(hua),加大對(dui)違法企業(ye)的(de)處罰力度。做好新化(hua)(hua)學(xue)(xue)物(wu)質(zhi)(zhi)和現有(you)化(hua)(hua)學(xue)(xue)物(wu)質(zhi)(zhi)環(huan)境管(guan)(guan)(guan)理銜(xian)接(jie),完善(shan)《中國現有(you)化(hua)(hua)學(xue)(xue)物(wu)質(zhi)(zhi)名錄(lu)》。(生態環(huan)境部負(fu)責(ze))

9.嚴(yan)格實(shi)施淘汰(tai)(tai)或限(xian)用措施。按(an)照重點管(guan)控(kong)新(xin)污(wu)(wu)染(ran)(ran)物清單要(yao)求,禁止(zhi)、限(xian)制重點管(guan)控(kong)新(xin)污(wu)(wu)染(ran)(ran)物的生產(chan)(chan)、加(jia)工使用和進(jin)出口(kou)。研究(jiu)修訂《產(chan)(chan)業(ye)結構(gou)調(diao)(diao)整指(zhi)導目錄(lu)(lu)(lu)》,對(dui)納入《產(chan)(chan)業(ye)結構(gou)調(diao)(diao)整指(zhi)導目錄(lu)(lu)(lu)》淘汰(tai)(tai)類的工業(ye)化(hua)(hua)學品、農藥、獸藥、藥品、化(hua)(hua)妝品等,未按(an)期淘汰(tai)(tai)的,依法停止(zhi)其產(chan)(chan)品登記或生產(chan)(chan)許可證核(he)發。強(qiang)化(hua)(hua)環(huan)境影響(xiang)評價管(guan)理(li)(li),嚴(yan)格涉新(xin)污(wu)(wu)染(ran)(ran)物建(jian)設項(xiang)目準入管(guan)理(li)(li)。將禁止(zhi)進(jin)出口(kou)的化(hua)(hua)學品納入禁止(zhi)進(jin)(出)口(kou)貨物目錄(lu)(lu)(lu),加(jia)強(qiang)進(jin)出口(kou)管(guan)控(kong);將嚴(yan)格限(xian)制用途的化(hua)(hua)學品納入《中國(guo)(guo)嚴(yan)格限(xian)制的有(you)毒化(hua)(hua)學品名錄(lu)(lu)(lu)》,強(qiang)化(hua)(hua)進(jin)出口(kou)環(huan)境管(guan)理(li)(li)。依法嚴(yan)厲(li)打擊(ji)已淘汰(tai)(tai)持(chi)久性有(you)機污(wu)(wu)染(ran)(ran)物的非法生產(chan)(chan)和加(jia)工使用。(國(guo)(guo)家發展改革委、工業(ye)和信息化(hua)(hua)部(bu)、生態環(huan)境部(bu)、農業(ye)農村部(bu)、商(shang)務部(bu)、海關總署(shu)、市場監管(guan)總局(ju)、國(guo)(guo)家藥監局(ju)等按(an)職責(ze)分工負責(ze))

10.加(jia)強產品(pin)(pin)中重(zhong)點管控(kong)(kong)(kong)(kong)(kong)新污染(ran)物(wu)(wu)(wu)含量(liang)控(kong)(kong)(kong)(kong)(kong)制(zhi)。對采取含量(liang)控(kong)(kong)(kong)(kong)(kong)制(zhi)的重(zhong)點管控(kong)(kong)(kong)(kong)(kong)新污染(ran)物(wu)(wu)(wu),將含量(liang)控(kong)(kong)(kong)(kong)(kong)制(zhi)要(yao)求(qiu)納入玩具(ju)、學(xue)生(sheng)用品(pin)(pin)等(deng)相關產品(pin)(pin)的強制(zhi)性國家(jia)標(biao)準并嚴格監督落(luo)實,減少產品(pin)(pin)消(xiao)費過程中造成的新污染(ran)物(wu)(wu)(wu)環境(jing)排放(fang)。將重(zhong)點管控(kong)(kong)(kong)(kong)(kong)新污染(ran)物(wu)(wu)(wu)限(xian)值和禁用要(yao)求(qiu)納入環境(jing)標(biao)志產品(pin)(pin)和綠(lv)色產品(pin)(pin)標(biao)準、認(ren)證、標(biao)識體系(xi)。在(zai)重(zhong)要(yao)消(xiao)費品(pin)(pin)環境(jing)標(biao)志認(ren)證中,對重(zhong)點管控(kong)(kong)(kong)(kong)(kong)新污染(ran)物(wu)(wu)(wu)進行標(biao)識或提示。(工(gong)業(ye)(ye)和信息化部(bu)、生(sheng)態環境(jing)部(bu)、農業(ye)(ye)農村部(bu)、市場監管總局(ju)等(deng)按職(zhi)責分工(gong)負責)

(四)強化過程控制,減少新污染物(wu)排放(fang)。

11.加強清潔生(sheng)(sheng)產(chan)和綠(lv)色(se)(se)(se)制造。對使用有(you)(you)毒有(you)(you)害化(hua)(hua)學(xue)(xue)物質進(jin)行生(sheng)(sheng)產(chan)或者在生(sheng)(sheng)產(chan)過程中排(pai)放(fang)有(you)(you)毒有(you)(you)害化(hua)(hua)學(xue)(xue)物質的(de)企業依法實施強制性(xing)清潔生(sheng)(sheng)產(chan)審核(he),全(quan)面推(tui)進(jin)清潔生(sheng)(sheng)產(chan)改造;企業應采取便于公眾(zhong)知曉的(de)方式公布(bu)使用有(you)(you)毒有(you)(you)害原料的(de)情況(kuang)以及排(pai)放(fang)有(you)(you)毒有(you)(you)害化(hua)(hua)學(xue)(xue)物質的(de)名稱、濃度和數(shu)量等相關信息。推(tui)動(dong)將有(you)(you)毒有(you)(you)害化(hua)(hua)學(xue)(xue)物質的(de)替代和排(pai)放(fang)控制要(yao)求納入綠(lv)色(se)(se)(se)產(chan)品、綠(lv)色(se)(se)(se)園區、綠(lv)色(se)(se)(se)工(gong)廠和綠(lv)色(se)(se)(se)供(gong)應鏈等綠(lv)色(se)(se)(se)制造標準(zhun)體(ti)系(xi)。(國(guo)家發展改革委(wei)、工(gong)業和信息化(hua)(hua)部(bu)、生(sheng)(sheng)態環(huan)境(jing)部(bu)、住房城鄉建(jian)設部(bu)、市場監管總局等按職責(ze)分工(gong)負責(ze))

12.規范抗生(sheng)素類(lei)藥(yao)品使(shi)用(yong)(yong)管(guan)(guan)理(li)。研究(jiu)抗菌(jun)藥(yao)物(wu)(wu)環(huan)境(jing)危(wei)害性評估(gu)制(zhi)度,在(zai)獸(shou)用(yong)(yong)抗菌(jun)藥(yao)注(zhu)冊登記環(huan)節對新品種(zhong)開展抗菌(jun)藥(yao)物(wu)(wu)環(huan)境(jing)危(wei)害性評估(gu)。加強(qiang)抗菌(jun)藥(yao)物(wu)(wu)臨床應用(yong)(yong)管(guan)(guan)理(li),嚴格(ge)落實(shi)零售(shou)藥(yao)店憑(ping)處方銷售(shou)處方藥(yao)類(lei)抗菌(jun)藥(yao)物(wu)(wu)。加強(qiang)獸(shou)用(yong)(yong)抗菌(jun)藥(yao)監督管(guan)(guan)理(li),實(shi)施獸(shou)用(yong)(yong)抗菌(jun)藥(yao)使(shi)用(yong)(yong)減量(liang)化行動,推行憑(ping)獸(shou)醫處方銷售(shou)使(shi)用(yong)(yong)獸(shou)用(yong)(yong)抗菌(jun)藥(yao)。(生(sheng)態環(huan)境(jing)部(bu)(bu)、農業農村部(bu)(bu)、國(guo)家衛(wei)生(sheng)健康委、國(guo)家藥(yao)監局等按職責分(fen)工負責)

13.強(qiang)化農(nong)(nong)(nong)(nong)藥(yao)(yao)(yao)(yao)使(shi)用管理(li)。加強(qiang)農(nong)(nong)(nong)(nong)藥(yao)(yao)(yao)(yao)登記管理(li),健全農(nong)(nong)(nong)(nong)藥(yao)(yao)(yao)(yao)登記后環(huan)境(jing)(jing)風(feng)險監測和再評(ping)價機制。嚴格管控具有環(huan)境(jing)(jing)持久性(xing)、生(sheng)物累積(ji)性(xing)等特性(xing)的高(gao)(gao)(gao)(gao)毒高(gao)(gao)(gao)(gao)風(feng)險農(nong)(nong)(nong)(nong)藥(yao)(yao)(yao)(yao)及助(zhu)劑。2025年年底前,完成一批高(gao)(gao)(gao)(gao)毒高(gao)(gao)(gao)(gao)風(feng)險農(nong)(nong)(nong)(nong)藥(yao)(yao)(yao)(yao)品種再評(ping)價。持續開展農(nong)(nong)(nong)(nong)藥(yao)(yao)(yao)(yao)減量增效行動,鼓(gu)勵發展高(gao)(gao)(gao)(gao)效低(di)風(feng)險農(nong)(nong)(nong)(nong)藥(yao)(yao)(yao)(yao),穩步推進高(gao)(gao)(gao)(gao)毒高(gao)(gao)(gao)(gao)風(feng)險農(nong)(nong)(nong)(nong)藥(yao)(yao)(yao)(yao)淘汰和替代。鼓(gu)勵使(shi)用便(bian)于回收的大(da)容量包裝物,加強(qiang)農(nong)(nong)(nong)(nong)藥(yao)(yao)(yao)(yao)包裝廢棄物回收處理(li)。(生(sheng)態(tai)環(huan)境(jing)(jing)部(bu)、農(nong)(nong)(nong)(nong)業(ye)農(nong)(nong)(nong)(nong)村部(bu)等按職(zhi)責分(fen)工負責)

14.加(jia)強新(xin)(xin)污(wu)(wu)(wu)染(ran)(ran)(ran)(ran)物(wu)(wu)多環(huan)(huan)(huan)境(jing)介(jie)質協同(tong)治理(li)。加(jia)強有(you)毒(du)(du)有(you)害大氣污(wu)(wu)(wu)染(ran)(ran)(ran)(ran)物(wu)(wu)、水(shui)污(wu)(wu)(wu)染(ran)(ran)(ran)(ran)物(wu)(wu)環(huan)(huan)(huan)境(jing)治理(li),制(zhi)定相關(guan)污(wu)(wu)(wu)染(ran)(ran)(ran)(ran)控(kong)制(zhi)技(ji)術規范(fan)(fan)。排(pai)(pai)(pai)放(fang)(fang)重(zhong)點(dian)管(guan)控(kong)新(xin)(xin)污(wu)(wu)(wu)染(ran)(ran)(ran)(ran)物(wu)(wu)的(de)(de)企事(shi)業(ye)單(dan)(dan)位(wei)應采取(qu)污(wu)(wu)(wu)染(ran)(ran)(ran)(ran)控(kong)制(zhi)措(cuo)施(shi),達到(dao)相關(guan)污(wu)(wu)(wu)染(ran)(ran)(ran)(ran)物(wu)(wu)排(pai)(pai)(pai)放(fang)(fang)標(biao)準及(ji)環(huan)(huan)(huan)境(jing)質量(liang)目(mu)標(biao)要求;按照排(pai)(pai)(pai)污(wu)(wu)(wu)許(xu)(xu)可管(guan)理(li)有(you)關(guan)要求,依法(fa)申領排(pai)(pai)(pai)污(wu)(wu)(wu)許(xu)(xu)可證(zheng)或(huo)填寫(xie)排(pai)(pai)(pai)污(wu)(wu)(wu)登記表,并在其中載明執行的(de)(de)污(wu)(wu)(wu)染(ran)(ran)(ran)(ran)控(kong)制(zhi)標(biao)準要求及(ji)采取(qu)的(de)(de)污(wu)(wu)(wu)染(ran)(ran)(ran)(ran)控(kong)制(zhi)措(cuo)施(shi)。排(pai)(pai)(pai)放(fang)(fang)重(zhong)點(dian)管(guan)控(kong)新(xin)(xin)污(wu)(wu)(wu)染(ran)(ran)(ran)(ran)物(wu)(wu)的(de)(de)企事(shi)業(ye)單(dan)(dan)位(wei)和其他生產(chan)(chan)經營者應按照相關(guan)法(fa)律法(fa)規要求,對排(pai)(pai)(pai)放(fang)(fang)(污(wu)(wu)(wu))口及(ji)其周邊環(huan)(huan)(huan)境(jing)定期開展(zhan)環(huan)(huan)(huan)境(jing)監測,評(ping)估環(huan)(huan)(huan)境(jing)風(feng)險,排(pai)(pai)(pai)查整治環(huan)(huan)(huan)境(jing)安全隱患,依法(fa)公開新(xin)(xin)污(wu)(wu)(wu)染(ran)(ran)(ran)(ran)物(wu)(wu)信息,采取(qu)措(cuo)施(shi)防范(fan)(fan)環(huan)(huan)(huan)境(jing)風(feng)險。土壤(rang)污(wu)(wu)(wu)染(ran)(ran)(ran)(ran)重(zhong)點(dian)監管(guan)單(dan)(dan)位(wei)應嚴格控(kong)制(zhi)有(you)毒(du)(du)有(you)害物(wu)(wu)質排(pai)(pai)(pai)放(fang)(fang),建立土壤(rang)污(wu)(wu)(wu)染(ran)(ran)(ran)(ran)隱患排(pai)(pai)(pai)查制(zhi)度,防止有(you)毒(du)(du)有(you)害物(wu)(wu)質滲漏(lou)、流失(shi)、揚散。生產(chan)(chan)、加(jia)工使用或(huo)排(pai)(pai)(pai)放(fang)(fang)重(zhong)點(dian)管(guan)控(kong)新(xin)(xin)污(wu)(wu)(wu)染(ran)(ran)(ran)(ran)物(wu)(wu)清(qing)單(dan)(dan)中所列化學物(wu)(wu)質的(de)(de)企事(shi)業(ye)單(dan)(dan)位(wei)應納(na)入重(zhong)點(dian)排(pai)(pai)(pai)污(wu)(wu)(wu)單(dan)(dan)位(wei)。(生態(tai)環(huan)(huan)(huan)境(jing)部負責)

15.強化含特定新污染物(wu)廢(fei)物(wu)的收集(ji)利用(yong)處置(zhi)。嚴(yan)格落實廢(fei)藥(yao)品、廢(fei)農藥(yao)以及(ji)抗生(sheng)素生(sheng)產過程中(zhong)產生(sheng)的廢(fei)母液、廢(fei)反應基和(he)廢(fei)培養基等廢(fei)物(wu)的收集(ji)利用(yong)處置(zhi)要求。研究制(zhi)定含特定新污染物(wu)廢(fei)物(wu)的檢測方法(fa)、鑒定技術標準(zhun)和(he)利用(yong)處置(zhi)污染控制(zhi)技術規(gui)范。(生(sheng)態環境(jing)部(bu)、農業(ye)農村部(bu)等按(an)職責(ze)分工負責(ze))

16.開展新(xin)污(wu)(wu)染(ran)物(wu)(wu)治(zhi)理(li)試(shi)點工(gong)(gong)(gong)程。在(zai)長江、黃(huang)河(he)等(deng)流域和(he)重(zhong)(zhong)點飲(yin)用水(shui)水(shui)源地周邊(bian),重(zhong)(zhong)點河(he)口、重(zhong)(zhong)點海(hai)灣、重(zhong)(zhong)點海(hai)水(shui)養(yang)殖區,京津冀、長三(san)角(jiao)、珠(zhu)三(san)角(jiao)等(deng)區域,聚焦石化(hua)、涂(tu)料、紡(fang)織印染(ran)、橡膠、農藥、醫藥等(deng)行業(ye),選取(qu)一批重(zhong)(zhong)點企業(ye)和(he)工(gong)(gong)(gong)業(ye)園區開展新(xin)污(wu)(wu)染(ran)物(wu)(wu)治(zhi)理(li)試(shi)點工(gong)(gong)(gong)程,形(xing)成一批有毒有害化(hua)學物(wu)(wu)質綠色替代、新(xin)污(wu)(wu)染(ran)物(wu)(wu)減排以(yi)及污(wu)(wu)水(shui)污(wu)(wu)泥、廢液廢渣中(zhong)新(xin)污(wu)(wu)染(ran)物(wu)(wu)治(zhi)理(li)示范技術。鼓勵有條件的地方制(zhi)定激勵政策,推動企業(ye)先行先試(shi),減少(shao)新(xin)污(wu)(wu)染(ran)物(wu)(wu)的產生和(he)排放。(工(gong)(gong)(gong)業(ye)和(he)信(xin)息化(hua)部、生態(tai)環境部等(deng)按(an)職責(ze)分工(gong)(gong)(gong)負責(ze))

(六)加強能力建設,夯實新(xin)污染物治(zhi)理基礎。

17.加(jia)大科技(ji)(ji)支撐力度。在國(guo)(guo)家科技(ji)(ji)計劃中(zhong)加(jia)強(qiang)(qiang)新污染物(wu)(wu)治理科技(ji)(ji)攻關(guan),開(kai)展有(you)毒有(you)害化學物(wu)(wu)質環(huan)境風險評估與(yu)管控關(guan)鍵技(ji)(ji)術研(yan)究;加(jia)強(qiang)(qiang)新污染物(wu)(wu)相(xiang)(xiang)關(guan)新理論(lun)和新技(ji)(ji)術等(deng)研(yan)究,提升創新能力;加(jia)強(qiang)(qiang)抗(kang)生素、微塑料等(deng)生態環(huan)境危害機理研(yan)究。整合現有(you)資源(yuan),重組環(huan)境領域全(quan)國(guo)(guo)重點實驗室,開(kai)展新污染物(wu)(wu)相(xiang)(xiang)關(guan)研(yan)究。(科技(ji)(ji)部、生態環(huan)境部、國(guo)(guo)家衛生健康委等(deng)按(an)職責分工負責)

18.加(jia)強基礎能(neng)力建設。加(jia)強國家(jia)和(he)地方新(xin)污(wu)染(ran)物(wu)(wu)治理(li)的監(jian)督(du)、執法和(he)監(jian)測能(neng)力建設。加(jia)強國家(jia)和(he)區域(yu)(yu)(流(liu)域(yu)(yu)、海域(yu)(yu))化(hua)學物(wu)(wu)質環(huan)(huan)境風險(xian)評估(gu)和(he)新(xin)污(wu)染(ran)物(wu)(wu)環(huan)(huan)境監(jian)測技術支撐保障能(neng)力。建設國家(jia)化(hua)學物(wu)(wu)質環(huan)(huan)境風險(xian)管理(li)信息系統,構建化(hua)學物(wu)(wu)質計算毒理(li)與暴(bao)露預測平臺(tai)。培(pei)育一批(pi)符(fu)合良好實(shi)驗室(shi)規(gui)范的化(hua)學物(wu)(wu)質危(wei)害測試實(shi)驗室(shi)。加(jia)強相關專(zhuan)業人才隊伍建設和(he)專(zhuan)項培(pei)訓。(生態環(huan)(huan)境部、國家(jia)衛生健康委等部門按職責(ze)分工(gong)負責(ze))

三、保障措施

(一)加(jia)(jia)強組(zu)織(zhi)領(ling)導。堅持黨(dang)對新(xin)污染(ran)物(wu)治(zhi)理工作的(de)全(quan)面領(ling)導。地(di)方(fang)(fang)各(ge)級(ji)(ji)人(ren)民(min)(min)政府要加(jia)(jia)強對新(xin)污染(ran)物(wu)治(zhi)理的(de)組(zu)織(zhi)領(ling)導,各(ge)省級(ji)(ji)人(ren)民(min)(min)政府是組(zu)織(zhi)實施本(ben)行動(dong)方(fang)(fang)案的(de)主體,于2022年(nian)年(nian)底(di)前(qian)組(zu)織(zhi)制定本(ben)地(di)區新(xin)污染(ran)物(wu)治(zhi)理工作方(fang)(fang)案,細化分解目標任(ren)務,明確部(bu)門分工,抓好工作落實。國務院(yuan)各(ge)有關部(bu)門要加(jia)(jia)強分工協作,共(gong)同做好新(xin)污染(ran)物(wu)治(zhi)理工作,2025年(nian)對本(ben)行動(dong)方(fang)(fang)案實施情(qing)況(kuang)進行評估(gu)。將(jiang)新(xin)污染(ran)物(wu)治(zhi)理中(zhong)存在的(de)突出生態(tai)環(huan)境問題納入中(zhong)央(yang)生態(tai)環(huan)境保(bao)護督察(cha)。(生態(tai)環(huan)境部(bu)牽頭,有關部(bu)門按職責(ze)分工負(fu)責(ze))

(二)強化(hua)監(jian)管(guan)執(zhi)法。督(du)促企業落(luo)實主體責任,嚴格落(luo)實國(guo)家和(he)地方(fang)新(xin)污染(ran)物(wu)(wu)(wu)治理要求。加(jia)強重點管(guan)控新(xin)污染(ran)物(wu)(wu)(wu)排放執(zhi)法監(jian)測和(he)重點區域環境(jing)監(jian)測。對(dui)(dui)涉重點管(guan)控新(xin)污染(ran)物(wu)(wu)(wu)企事業單(dan)位依法開展現場檢查,加(jia)大對(dui)(dui)未按規定落(luo)實環境(jing)風險管(guan)控措施企業的(de)監(jian)督(du)執(zhi)法力度。加(jia)強對(dui)(dui)禁(jin)止或限制類有(you)毒有(you)害(hai)化(hua)學物(wu)(wu)(wu)質及其(qi)相(xiang)關(guan)產(chan)品生產(chan)、加(jia)工使(shi)用、進出口的(de)監(jian)督(du)執(zhi)法。(生態環境(jing)部、農業農村部、海關(guan)總署、市場監(jian)管(guan)總局(ju)等(deng)按職責分工負責)

(三)拓(tuo)寬資(zi)金投入渠(qu)道。鼓勵社會資(zi)本進入新(xin)污(wu)染物治理領(ling)域,引導金融(rong)機構加大對新(xin)污(wu)染物治理的信貸支(zhi)持力度。新(xin)污(wu)染物治理按規定享(xiang)受稅收優惠(hui)政(zheng)策(ce)。(財政(zheng)部、生(sheng)態環(huan)境部、稅務總局、銀保監會等按職責分(fen)工(gong)負(fu)責)

(四(si))加(jia)強宣(xuan)傳引導(dao)。加(jia)強法律法規政策宣(xuan)傳解讀(du)。開展新(xin)污(wu)(wu)染物治(zhi)理(li)科普宣(xuan)傳教育,引導(dao)公眾(zhong)科學(xue)認識新(xin)污(wu)(wu)染物環(huan)(huan)境(jing)風(feng)險,樹(shu)立綠色消費理(li)念。鼓(gu)勵公眾(zhong)通過多種(zhong)渠道舉報涉(she)新(xin)污(wu)(wu)染物環(huan)(huan)境(jing)違法犯罪行(xing)為,充分發(fa)(fa)揮社會輿(yu)論監督作用(yong)。積極參與化學(xue)品國際環(huan)(huan)境(jing)公約和(he)國際化學(xue)品環(huan)(huan)境(jing)管理(li)行(xing)動,在全球(qiu)環(huan)(huan)境(jing)治(zhi)理(li)中發(fa)(fa)揮積極作用(yong)。(生(sheng)態環(huan)(huan)境(jing)部牽頭,有關部門按職責(ze)分工負責(ze))
