福建省深入打好污染防治攻堅戰實施方案
【谷騰環保網訊】近日,中共福(fu)建(jian)省委(wei)、福(fu)建(jian)省人民(min)政(zheng)府印發(fa)《福(fu)建(jian)省深入打好污染防治攻堅(jian)戰實(shi)施方案》,并發(fa)出通知,要求各地(di)各部門結(jie)合(he)實(shi)際(ji)認真貫(guan)徹(che)落實(shi)。
《福建省深入打好污染防治攻堅戰實施方案》公布如下:
為深入(ru)(ru)貫徹落(luo)實《中共中央、國務院關于深入(ru)(ru)打好(hao)污染(ran)防(fang)治(zhi)攻堅戰的(de)意(yi)見》精(jing)神,進一步加強生態(tai)環境保護(hu),深入(ru)(ru)打好(hao)污染(ran)防(fang)治(zhi)攻堅戰,結合我省實際(ji),制定如下實施方(fang)案。
一、總體要求
以習近平新時代中國特色(se)社會(hui)主義思想為指導,全(quan)(quan)面貫徹(che)黨的(de)(de)十九大和十九屆歷次(ci)(ci)全(quan)(quan)會(hui)精(jing)神,深入踐行習近平生(sheng)態(tai)文明思想,深入貫徹(che)落實習近平總書(shu)記(ji)對福建(jian)工作的(de)(de)重要講(jiang)話重要指示(shi)批示(shi)精(jing)神,立足新發展(zhan)(zhan)階段,完(wan)整、準(zhun)確、全(quan)(quan)面貫徹(che)新發展(zhan)(zhan)理念,積極服(fu)務(wu)和深度(du)融入新發展(zhan)(zhan)格局,堅持降碳、減污(wu)(wu)、擴(kuo)綠、增長協(xie)同推進(jin),按(an)照省第十一次(ci)(ci)黨代會(hui)部署要求,圍繞生(sheng)態(tai)省和國家生(sheng)態(tai)文明試驗區建(jian)設,以改善生(sheng)態(tai)環境質(zhi)量為核心,以精(jing)準(zhun)治污(wu)(wu)、科(ke)學治污(wu)(wu)、依(yi)法治污(wu)(wu)為工作方針,統(tong)籌污(wu)(wu)染治理、生(sheng)態(tai)保護(hu)、應對氣候(hou)變化(hua),保持力(li)度(du)、延伸深度(du)、拓寬廣度(du),深入實施藍天、碧水、碧海、凈土四大工程,守(shou)好(hao)生(sheng)態(tai)高顏值,促(cu)進(jin)發展(zhan)(zhan)高質(zhi)量,服(fu)務(wu)民生(sheng)高品質(zhi),努力(li)建(jian)設美(mei)麗中國示(shi)范省。
到(dao)(dao)2025年,全省生(sheng)態(tai)(tai)環(huan)境持(chi)續改(gai)善,主要(yao)污(wu)(wu)(wu)(wu)染(ran)(ran)物(wu)(wu)排放總量(liang)持(chi)續下降,單位國內生(sheng)產(chan)總值二氧化碳排放下降比(bi)(bi)(bi)例(li)完(wan)成國家要(yao)求(qiu)。各設(she)區(qu)(qu)市及(ji)平潭綜合實(shi)驗區(qu)(qu)城(cheng)市空(kong)氣質量(liang)優(you)(you)(you)良天數比(bi)(bi)(bi)率(lv)優(you)(you)(you)于(yu)98.3%,細(xi)顆粒(li)物(wu)(wu)(PM_2.5)濃度低于(yu)20微克每(mei)立方米,消除(chu)重(zhong)污(wu)(wu)(wu)(wu)染(ran)(ran)天氣,福州(zhou)、廈門空(kong)氣質量(liang)在全國168個重(zhong)點(dian)城(cheng)市中保持(chi)前列。設(she)區(qu)(qu)城(cheng)市建(jian)成區(qu)(qu)黑臭水(shui)體(ti)(ti)整治成效持(chi)續鞏固(gu)提升,縣(xian)級城(cheng)市建(jian)成區(qu)(qu)黑臭水(shui)體(ti)(ti)基(ji)本消除(chu)。地(di)表水(shui)國控斷面Ⅰ—Ⅲ類水(shui)體(ti)(ti)比(bi)(bi)(bi)例(li)達(da)(da)到(dao)(dao)96.2%,小流域水(shui)質保持(chi)優(you)(you)(you)良,消除(chu)劣Ⅴ類水(shui)體(ti)(ti)。縣(xian)級及(ji)以上(shang)(shang)集(ji)中式飲用(yong)水(shui)水(shui)源水(shui)質達(da)(da)到(dao)(dao)或(huo)優(you)(you)(you)于(yu)Ⅲ類比(bi)(bi)(bi)例(li)保持(chi)100%。近岸海域水(shui)質優(you)(you)(you)良(一、二類)面積(ji)比(bi)(bi)(bi)例(li)優(you)(you)(you)于(yu)86%。農用(yong)地(di)和建(jian)設(she)用(yong)地(di)土壤污(wu)(wu)(wu)(wu)染(ran)(ran)風險得到(dao)(dao)有(you)效管(guan)控,受污(wu)(wu)(wu)(wu)染(ran)(ran)耕地(di)安(an)全利用(yong)率(lv)高于(yu)93%,再開發利用(yong)地(di)塊(kuai)安(an)全利用(yong)率(lv)達(da)(da)到(dao)(dao)98%以上(shang)(shang)。重(zhong)點(dian)重(zhong)金屬污(wu)(wu)(wu)(wu)染(ran)(ran)物(wu)(wu)排放量(liang)下降比(bi)(bi)(bi)例(li)達(da)(da)到(dao)(dao)國家要(yao)求(qiu),固(gu)體(ti)(ti)廢(fei)物(wu)(wu)和新(xin)污(wu)(wu)(wu)(wu)染(ran)(ran)物(wu)(wu)治理(li)能力明(ming)(ming)顯增強(qiang)。生(sheng)態(tai)(tai)環(huan)境治理(li)體(ti)(ti)系更加完(wan)善,生(sheng)態(tai)(tai)文明(ming)(ming)建(jian)設(she)實(shi)現新(xin)進步。
到2035年(nian),廣泛形(xing)成(cheng)綠色(se)生(sheng)產(chan)(chan)生(sheng)活(huo)方式(shi),碳(tan)排放達峰后穩中(zhong)有降,生(sheng)態環境質量保持全國前列,機(ji)制(zhi)活(huo)、產(chan)(chan)業(ye)優、百姓富(fu)、生(sheng)態美的(de)(de)新(xin)福建(jian)展(zhan)現更加嶄新(xin)的(de)(de)面貌。
二、協同(tong)減污降碳,促進綠色低碳循(xun)環發展
(一)深(shen)入(ru)推進(jin)碳達(da)峰(feng)行動(dong)。處理(li)好減(jian)污降碳和能(neng)源安全(quan)、產業(ye)鏈(lian)供應鏈(lian)安全(quan)、糧食安全(quan)、群(qun)眾正(zheng)常生活的關系(xi),以能(neng)源、工(gong)業(ye)、城鄉建設、交(jiao)通運輸等領域和鋼(gang)鐵、有色金屬、建材、石(shi)化(hua)(hua)化(hua)(hua)工(gong)等行業(ye)為重(zhong)點(dian),深(shen)入(ru)開(kai)展碳達(da)峰(feng)行動(dong),支持有條件的地區(qu)和重(zhong)點(dian)行業(ye)、重(zhong)點(dian)企業(ye)率(lv)先達(da)峰(feng)。開(kai)展低(di)碳園區(qu)試點(dian),鼓勵建材、石(shi)化(hua)(hua)化(hua)(hua)工(gong)等行業(ye)開(kai)展碳捕(bu)集、利用與封存(cun)示范工(gong)程建設。建立健全(quan)二氧化(hua)(hua)碳排(pai)放(fang)總(zong)量控制(zhi)制(zhi)度(du)。積極參與全(quan)國碳排(pai)放(fang)權(quan)市場交(jiao)易(yi),完善福建碳排(pai)放(fang)權(quan)交(jiao)易(yi)體系(xi),探(tan)索海洋碳匯交(jiao)易(yi)。健全(quan)排(pai)放(fang)源統計調查(cha)、核算核查(cha)、監(jian)管制(zhi)度(du),將溫室(shi)(shi)氣(qi)體管控納入(ru)環評管理(li)。加強甲(jia)烷等非二氧化(hua)(hua)碳溫室(shi)(shi)氣(qi)體管控。
(二)推(tui)(tui)(tui)動能(neng)(neng)(neng)源(yuan)清(qing)(qing)潔低(di)碳(tan)轉(zhuan)(zhuan)型(xing)。大(da)力推(tui)(tui)(tui)進能(neng)(neng)(neng)源(yuan)結構優化(hua),提升非(fei)化(hua)石(shi)能(neng)(neng)(neng)源(yuan)比重(zhong),加快煤炭清(qing)(qing)潔高效(xiao)利用,統(tong)籌(chou)推(tui)(tui)(tui)進化(hua)石(shi)能(neng)(neng)(neng)源(yuan)壓減和(he)非(fei)化(hua)石(shi)能(neng)(neng)(neng)源(yuan)發(fa)展(zhan),推(tui)(tui)(tui)動煤炭和(he)新(xin)能(neng)(neng)(neng)源(yuan)優化(hua)發(fa)展(zhan)。安(an)全(quan)(quan)有序(xu)開展(zhan)核電(dian)(dian)建設(she),有序(xu)發(fa)展(zhan)風電(dian)(dian)和(he)太(tai)陽能(neng)(neng)(neng)發(fa)電(dian)(dian),合理控制(zhi)煤電(dian)(dian)建設(she)規模(mo)和(he)發(fa)展(zhan)節奏。原則上不(bu)再新(xin)增自(zi)(zi)備(bei)燃煤機(ji)組(zu),支持自(zi)(zi)備(bei)燃煤機(ji)組(zu)實施清(qing)(qing)潔能(neng)(neng)(neng)源(yuan)替代,鼓勵自(zi)(zi)備(bei)電(dian)(dian)廠(chang)(chang)轉(zhuan)(zhuan)為(wei)公(gong)用電(dian)(dian)廠(chang)(chang)。堅持“增氣(qi)減煤”同(tong)步(bu),新(xin)增天然氣(qi)優先(xian)保障居民生活需求。鞏固(gu)提升燃煤鍋(guo)爐整治成效(xiao),因地制(zhi)宜推(tui)(tui)(tui)進重(zhong)點用煤行業“煤改氣(qi)”、“煤改電(dian)(dian)”或(huo)實施集(ji)中(zhong)供熱。推(tui)(tui)(tui)進岸電(dian)(dian)、加氣(qi)站、電(dian)(dian)動汽車充電(dian)(dian)等基礎設(she)施建設(she)。構建層次更高、范圍更廣的新(xin)型(xing)電(dian)(dian)力消(xiao)(xiao)費市場(chang),提高電(dian)(dian)能(neng)(neng)(neng)占終端能(neng)(neng)(neng)源(yuan)消(xiao)(xiao)費比重(zhong)。到(dao)2025年,全(quan)(quan)省(sheng)非(fei)化(hua)石(shi)能(neng)(neng)(neng)源(yuan)消(xiao)(xiao)費比重(zhong)提高到(dao)27.4%,力爭(zheng)清(qing)(qing)潔能(neng)(neng)(neng)源(yuan)和(he)可(ke)再生能(neng)(neng)(neng)源(yuan)裝機(ji)比重(zhong)分別提高到(dao)58.5%、34%。
(三)堅決遏制(zhi)高耗能(neng)(neng)(neng)高排(pai)放(fang)項(xiang)(xiang)目(mu)盲目(mu)發展。嚴(yan)把(ba)高耗能(neng)(neng)(neng)高排(pai)放(fang)項(xiang)(xiang)目(mu)準入關(guan)口,嚴(yan)格執行(xing)鋼(gang)鐵、水(shui)(shui)泥、平板玻璃等(deng)行(xing)業產(chan)能(neng)(neng)(neng)置換(huan)實(shi)施辦法,全面梳理(li)排(pai)查在建(jian)(jian)項(xiang)(xiang)目(mu),嚴(yan)格落實(shi)污染物排(pai)放(fang)區域削減要求,科學穩妥推(tui)進(jin)擬建(jian)(jian)項(xiang)(xiang)目(mu),對不符合規定的項(xiang)(xiang)目(mu)堅決停批停建(jian)(jian)。落實(shi)國家完善(shan)能(neng)(neng)(neng)源消(xiao)費強度和總量雙控制(zhi)度方案,到2025年,鋼(gang)鐵、電(dian)(dian)(dian)(dian)解(jie)鋁、水(shui)(shui)泥、平板玻璃、煉(lian)油、乙(yi)烯(xi)、合成氨、電(dian)(dian)(dian)(dian)石(shi)等(deng)重點(dian)行(xing)業產(chan)能(neng)(neng)(neng)和數(shu)據中(zhong)心達(da)到能(neng)(neng)(neng)效標桿水(shui)(shui)平的比例超(chao)過30%。加大淘汰落后產(chan)能(neng)(neng)(neng)和化解(jie)過剩產(chan)能(neng)(neng)(neng)力度,推(tui)動火電(dian)(dian)(dian)(dian)、鋼(gang)鐵、水(shui)(shui)泥、石(shi)化、化工等(deng)傳統產(chan)業綠色轉(zhuan)型(xing)升(sheng)級,推(tui)進(jin)建(jian)(jian)材產(chan)業新型(xing)化發展,引導高爐—轉(zhuan)爐長(chang)流(liu)程煉(lian)鋼(gang)轉(zhuan)型(xing)為電(dian)(dian)(dian)(dian)爐短流(liu)程煉(lian)鋼(gang)。到2025年,全省單位(wei)國內(nei)生產(chan)總值能(neng)(neng)(neng)源消(xiao)耗比2020年下降14%。
(四)推(tui)進(jin)清潔生(sheng)產和能(neng)源資(zi)(zi)源節約高效利(li)(li)用(yong)。探索開(kai)展(zhan)(zhan)行業生(sheng)產審核(he)分級管理模(mo)式,引(yin)導(dao)重點行業深入實(shi)施清潔生(sheng)產改(gai)造,依法(fa)開(kai)展(zhan)(zhan)自愿性清潔生(sheng)產評(ping)價認(ren)證(zheng)。強化(hua)(hua)用(yong)水(shui)強度控(kong)制,推(tui)進(jin)節水(shui)型(xing)農業發展(zhan)(zhan),加(jia)快節水(shui)型(xing)城(cheng)市建(jian)設,在缺水(shui)地區(qu)開(kai)展(zhan)(zhan)區(qu)域再生(sheng)水(shui)循環利(li)(li)用(yong)試點,強化(hua)(hua)城(cheng)鎮(zhen)節水(shui)降損(sun),推(tui)進(jin)污水(shui)資(zi)(zi)源化(hua)(hua)利(li)(li)用(yong)和海(hai)水(shui)淡化(hua)(hua)規模(mo)化(hua)(hua)利(li)(li)用(yong)。加(jia)快推(tui)動循環經濟產業園區(qu)能(neng)源梯級利(li)(li)用(yong)、資(zi)(zi)源高效利(li)(li)用(yong)和循環利(li)(li)用(yong),建(jian)設綠(lv)色低(di)碳美麗園區(qu)。推(tui)進(jin)生(sheng)活垃圾(ji)分類(lei)處理與再生(sheng)資(zi)(zi)源回(hui)收“兩網融(rong)合”,進(jin)一步完善廢舊物資(zi)(zi)回(hui)收網絡。
(五)加(jia)強(qiang)(qiang)生(sheng)(sheng)態(tai)(tai)(tai)環(huan)(huan)(huan)境(jing)分(fen)區(qu)(qu)管(guan)控(kong)。強(qiang)(qiang)化國(guo)土空(kong)間規(gui)劃分(fen)區(qu)(qu)和用途管(guan)制,將(jiang)生(sheng)(sheng)態(tai)(tai)(tai)保護紅線(xian)、環(huan)(huan)(huan)境(jing)質量底線(xian)、資(zi)源利用上線(xian)的硬約束落實到(dao)環(huan)(huan)(huan)境(jing)管(guan)控(kong)單元,建立差別化的生(sheng)(sheng)態(tai)(tai)(tai)環(huan)(huan)(huan)境(jing)準入(ru)清(qing)單。健(jian)全生(sheng)(sheng)態(tai)(tai)(tai)環(huan)(huan)(huan)境(jing)分(fen)區(qu)(qu)管(guan)控(kong)體系,加(jia)強(qiang)(qiang)“三線(xian)一單”在政(zheng)策(ce)制定(ding)、環(huan)(huan)(huan)境(jing)準入(ru)、園區(qu)(qu)管(guan)理、執法監管(guan)等(deng)方(fang)面(mian)的應用,建立動態(tai)(tai)(tai)更(geng)新(xin)和調整機(ji)制。健(jian)全以環(huan)(huan)(huan)評(ping)(ping)制度為主體的源頭預防體系,嚴格重(zhong)點區(qu)(qu)域、重(zhong)點流域、重(zhong)點行業規(gui)劃環(huan)(huan)(huan)評(ping)(ping)審查和項目(mu)環(huan)(huan)(huan)評(ping)(ping)準入(ru)。根據國(guo)家(jia)部署,開(kai)展重(zhong)大經濟技(ji)術政(zheng)策(ce)的生(sheng)(sheng)態(tai)(tai)(tai)環(huan)(huan)(huan)境(jing)影響分(fen)析和重(zhong)大生(sheng)(sheng)態(tai)(tai)(tai)環(huan)(huan)(huan)境(jing)政(zheng)策(ce)的社會經濟影響評(ping)(ping)估。
三、實施藍天工程(cheng),保(bao)持“清新福建”亮麗品(pin)牌
(六(liu))著力(li)打好細(xi)顆(ke)粒物(wu)和(he)(he)臭氧(yang)(yang)污染協同(tong)(tong)防控攻堅戰。大力(li)推(tui)(tui)進揮(hui)發(fa)(fa)性(xing)有(you)機物(wu)和(he)(he)氮(dan)(dan)氧(yang)(yang)化(hua)物(wu)協同(tong)(tong)減(jian)排(pai)。以(yi)石化(hua)、化(hua)工(gong)、涂裝、醫藥、包裝印刷(shua)、制(zhi)鞋(xie)、油品儲運銷等行(xing)業領域為重點,強(qiang)化(hua)揮(hui)發(fa)(fa)性(xing)有(you)機物(wu)源頭(tou)、過(guo)程、末端全流程管控,實(shi)施(shi)原輔材料和(he)(he)產品源頭(tou)替代,加(jia)強(qiang)無組織排(pai)放(fang)(fang)控制(zhi)。開展涉氣(qi)產業集群排(pai)查及(ji)分(fen)類治理,持(chi)續推(tui)(tui)進湄洲灣石化(hua)基地、古雷(lei)石化(hua)基地、江陰工(gong)業集中(zhong)區等重點區域和(he)(he)制(zhi)鞋(xie)、家具等產業集群揮(hui)發(fa)(fa)性(xing)有(you)機物(wu)綜(zong)合整治。推(tui)(tui)動(dong)燃氣(qi)、生物(wu)質鍋爐實(shi)施(shi)低(di)(di)氮(dan)(dan)改(gai)(gai)造(zao)(zao),全面完(wan)成65蒸(zheng)(zheng)噸(dun)(dun)及(ji)以(yi)上燃煤鍋爐超低(di)(di)排(pai)放(fang)(fang)改(gai)(gai)造(zao)(zao),沿海地區加(jia)快推(tui)(tui)進35蒸(zheng)(zheng)噸(dun)(dun)及(ji)以(yi)上燃煤鍋爐超低(di)(di)排(pai)放(fang)(fang)改(gai)(gai)造(zao)(zao)。加(jia)快推(tui)(tui)進鋼鐵(tie)、水泥等行(xing)業超低(di)(di)排(pai)放(fang)(fang)改(gai)(gai)造(zao)(zao),福州、三(san)明、漳州等地區鋼鐵(tie)企(qi)業力(li)爭2024年年底前完(wan)成。深(shen)化(hua)陶瓷、鑄造(zao)(zao)、玻璃(li)、垃(la)圾焚燒等工(gong)業爐窯綜(zong)合治理,建(jian)陶行(xing)業完(wan)成“煤改(gai)(gai)氣(qi)”改(gai)(gai)造(zao)(zao)。“十(shi)四五”期(qi)間,揮(hui)發(fa)(fa)性(xing)有(you)機物(wu)、氮(dan)(dan)氧(yang)(yang)化(hua)物(wu)重點工(gong)程減(jian)排(pai)量分(fen)別(bie)達(da)到1.52萬噸(dun)(dun)、1.10萬噸(dun)(dun),臭氧(yang)(yang)濃度增長趨勢得到有(you)效(xiao)遏制(zhi),實(shi)現細(xi)顆(ke)粒物(wu)和(he)(he)臭氧(yang)(yang)協同(tong)(tong)控制(zhi)。
(七)持續打好柴(chai)油貨車(che)(che)(che)污染治(zhi)理攻堅戰。加強(qiang)移(yi)動(dong)源(yuan)監(jian)管能(neng)力(li)建設。持續推進清(qing)潔柴(chai)油車(che)(che)(che)(機)行動(dong),對(dui)物流(liu)園等重點場所和物流(liu)貨運(yun)等重點單(dan)位(wei)開展(zhan)柴(chai)油車(che)(che)(che)監(jian)督(du)抽測。基本淘(tao)汰國三(san)及以下排(pai)放標準汽車(che)(che)(che)。推動(dong)氫燃料電(dian)池汽車(che)(che)(che)示范應用(yong),有序推廣清(qing)潔能(neng)源(yuan)汽車(che)(che)(che)。進一(yi)步推進大中(zhong)城市地面公(gong)(gong)交、公(gong)(gong)務用(yong)車(che)(che)(che)電(dian)動(dong)化進程(cheng)。加快大宗貨物和中(zhong)長途貨物運(yun)輸(shu)“公(gong)(gong)轉鐵”、“公(gong)(gong)轉水(shui)”,大力(li)發展(zhan)公(gong)(gong)鐵、鐵水(shui)等多(duo)式聯(lian)運(yun)。“十四五”時期,全省鐵路貨運(yun)量占比提高(gao)0.5個百分點,水(shui)路貨運(yun)量年均增速超過2%。
(八)加強(qiang)(qiang)大氣面(mian)(mian)源和(he)噪聲(sheng)污染(ran)治(zhi)理(li)(li)。強(qiang)(qiang)化施(shi)工、道路、堆場(chang)、裸露地面(mian)(mian)等揚塵管控(kong),加強(qiang)(qiang)城市(shi)保(bao)潔和(he)清掃。全面(mian)(mian)開展降塵監測(ce)工作,建立降塵考核評價體(ti)系。加強(qiang)(qiang)餐(can)飲(yin)油煙(yan)污染(ran)、惡臭異味治(zhi)理(li)(li)。強(qiang)(qiang)化秸稈綜(zong)合利用和(he)禁燒管控(kong)。加強(qiang)(qiang)煙(yan)花(hua)爆竹燃(ran)放管理(li)(li),完善污染(ran)天氣聯防聯控(kong)機制。深化消耗臭氧層(ceng)物質和(he)氫(qing)氟碳化物環境管理(li)(li)。持續實(shi)施(shi)“靜夜(ye)守護”等噪聲(sheng)污染(ran)防治(zhi)行動,加快(kuai)解決群眾關心(xin)的突出噪聲(sheng)問(wen)題(ti)。在2022年年底(di)前完成新(xin)一(yi)輪(lun)聲(sheng)環境功能(neng)區(qu)劃調整優化。到2025年,設區(qu)城市(shi)全面(mian)(mian)實(shi)現功能(neng)區(qu)聲(sheng)環境質量自動監測(ce),全省聲(sheng)環境功能(neng)區(qu)夜(ye)間(jian)達標率(lv)提升至(zhi)85%以上。
四、實施碧水工程(cheng),打(da)造“清水綠岸(an)”宜(yi)居環境
(九(jiu))推(tui)進(jin)美麗(li)河湖(hu)(hu)保(bao)護(hu)與建設。鞏(gong)固提(ti)升(sheng)閩(min)江(jiang)流(liu)域(yu)(yu)保(bao)護(hu)修復成效,深化敖江(jiang)、漳江(jiang)、龍江(jiang)、鹿溪等(deng)重(zhong)(zhong)(zhong)點流(liu)域(yu)(yu)綜(zong)合治(zhi)理,加強(qiang)造(zao)(zao)紙、印染、制革(ge)、化工、電(dian)鍍、鉛鋅(xin)等(deng)行(xing)業(ye)污染整治(zhi),嚴厲打擊侵占河道、非法采砂行(xing)為,加快推(tui)進(jin)水(shui)(shui)電(dian)站綜(zong)合評估(gu)、分(fen)類(lei)整治(zhi)。強(qiang)化水(shui)(shui)口、街面等(deng)水(shui)(shui)庫庫區水(shui)(shui)產養(yang)殖及底泥治(zhi)理,重(zhong)(zhong)(zhong)點攻堅季節性缺氧問題。加快確(que)定(ding)生態(tai)緩沖帶范(fan)(fan)圍,明確(que)重(zhong)(zhong)(zhong)點流(liu)域(yu)(yu)干(gan)支流(liu)及其(qi)一重(zhong)(zhong)(zhong)山、小(xiao)流(liu)域(yu)(yu)具(ju)體范(fan)(fan)圍。開(kai)展(zhan)全省(sheng)河湖(hu)(hu)生態(tai)健康診斷(duan),以(yi)全國重(zhong)(zhong)(zhong)點鎮、省(sheng)級中心鎮、歷史文(wen)化名鎮、特(te)色小(xiao)鎮等(deng)范(fan)(fan)圍內河湖(hu)(hu)為重(zhong)(zhong)(zhong)點,“一河(湖(hu)(hu))一策”制定(ding)美麗(li)河湖(hu)(hu)建設實施方案,在木蘭溪、大金湖(hu)(hu)、霍童(tong)溪等(deng)流(liu)域(yu)(yu)打造(zao)(zao)一批具(ju)有全國示范(fan)(fan)價值的美麗(li)河湖(hu)(hu)。到2025年,全省(sheng)地(di)表水(shui)(shui)Ⅰ—Ⅱ類(lei)水(shui)(shui)質比例持續提(ti)升(sheng),建成美麗(li)河湖(hu)(hu)長度不(bu)少于1300公里,重(zhong)(zhong)(zhong)要(yao)河湖(hu)(hu)生態(tai)用水(shui)(shui)得到有效保(bao)障。
(十(shi))持續(xu)打好城(cheng)(cheng)市黑(hei)(hei)(hei)(hei)臭(chou)(chou)水(shui)(shui)(shui)(shui)(shui)體(ti)治(zhi)理(li)(li)攻堅戰(zhan)。統籌好上(shang)下游、左(zuo)右岸、干(gan)支流、城(cheng)(cheng)市和鄉村,系(xi)統推進(jin)城(cheng)(cheng)市黑(hei)(hei)(hei)(hei)臭(chou)(chou)水(shui)(shui)(shui)(shui)(shui)體(ti)治(zhi)理(li)(li),鞏固提升設區(qu)城(cheng)(cheng)市黑(hei)(hei)(hei)(hei)臭(chou)(chou)水(shui)(shui)(shui)(shui)(shui)體(ti)治(zhi)理(li)(li)成(cheng)(cheng)效(xiao),并向縣級城(cheng)(cheng)市建(jian)(jian)成(cheng)(cheng)區(qu)延伸。充(chong)分發揮河(湖)長制作(zuo)用(yong),建(jian)(jian)立防止返黑(hei)(hei)(hei)(hei)返臭(chou)(chou)的(de)長效(xiao)機制。2022年(nian)6月底前,縣級城(cheng)(cheng)市政府完成(cheng)(cheng)建(jian)(jian)成(cheng)(cheng)區(qu)內黑(hei)(hei)(hei)(hei)臭(chou)(chou)水(shui)(shui)(shui)(shui)(shui)體(ti)排(pai)(pai)查并制定整治(zhi)方(fang)案,統一公(gong)布(bu)黑(hei)(hei)(hei)(hei)臭(chou)(chou)水(shui)(shui)(shui)(shui)(shui)體(ti)清(qing)單及(ji)達標期限。到(dao)2025年(nian),縣級城(cheng)(cheng)市建(jian)(jian)成(cheng)(cheng)區(qu)基本(ben)消除(chu)黑(hei)(hei)(hei)(hei)臭(chou)(chou)水(shui)(shui)(shui)(shui)(shui)體(ti),南平、三明、龍巖等(deng)地區(qu)力爭提前完成(cheng)(cheng)。全面(mian)推進(jin)市政排(pai)(pai)水(shui)(shui)(shui)(shui)(shui)管(guan)(guan)(guan)(guan)網(wang)(wang)錯(cuo)接混接改(gai)造、雨(yu)污(wu)分流改(gai)造和破損管(guan)(guan)(guan)(guan)網(wang)(wang)修復,杜絕污(wu)水(shui)(shui)(shui)(shui)(shui)直接排(pai)(pai)入雨(yu)水(shui)(shui)(shui)(shui)(shui)管(guan)(guan)(guan)(guan)網(wang)(wang),推進(jin)城(cheng)(cheng)鎮污(wu)水(shui)(shui)(shui)(shui)(shui)管(guan)(guan)(guan)(guan)網(wang)(wang)全覆蓋(gai),對進(jin)水(shui)(shui)(shui)(shui)(shui)情況(kuang)出現明顯異(yi)常(chang)的(de)污(wu)水(shui)(shui)(shui)(shui)(shui)處(chu)理(li)(li)廠開(kai)展片區(qu)管(guan)(guan)(guan)(guan)網(wang)(wang)系(xi)統化(hua)整治(zhi)。到(dao)2025年(nian),新增生(sheng)活污(wu)水(shui)(shui)(shui)(shui)(shui)處(chu)理(li)(li)能力150萬噸/日(ri)以上(shang),新建(jian)(jian)改(gai)造污(wu)水(shui)(shui)(shui)(shui)(shui)管(guan)(guan)(guan)(guan)網(wang)(wang)3500公(gong)里,全省城(cheng)(cheng)市生(sheng)活污(wu)水(shui)(shui)(shui)(shui)(shui)集(ji)中收集(ji)率(lv)達到(dao)70%。以閩江(jiang)、九龍江(jiang)及(ji)晉(jin)江(jiang)等(deng)主要(yao)流域為重點,推進(jin)工業園區(qu)污(wu)水(shui)(shui)(shui)(shui)(shui)減(jian)量化(hua)、資源化(hua)工作(zuo),到(dao)2025年(nian),省級及(ji)以上(shang)工業園區(qu)全面(mian)完成(cheng)(cheng)“污(wu)水(shui)(shui)(shui)(shui)(shui)零直排(pai)(pai)區(qu)”建(jian)(jian)設。
(十一(yi))著力打好九(jiu)龍江流域(yu)(yu)(yu)保護修(xiu)復攻(gong)堅戰。實(shi)施(shi)九(jiu)龍江流域(yu)(yu)(yu)山水(shui)(shui)(shui)林(lin)田湖草(cao)沙一(yi)體化(hua)保護修(xiu)復工程。強(qiang)化(hua)上(shang)游水(shui)(shui)(shui)源(yuan)涵(han)養、森(sen)林(lin)保育、林(lin)分結構優化(hua)及生(sheng)(sheng)(sheng)物多(duo)樣性保護,加強(qiang)新羅、漳(zhang)平(ping)等地礦山生(sheng)(sheng)(sheng)態(tai)恢復治理。強(qiang)化(hua)中下游生(sheng)(sheng)(sheng)態(tai)廊道建設及水(shui)(shui)(shui)生(sheng)(sheng)(sheng)態(tai)環境保護,實(shi)施(shi)河口(kou)河段(duan)生(sheng)(sheng)(sheng)態(tai)緩沖帶、濱(bin)海(hai)濕(shi)地、紅樹林(lin)典(dian)型生(sheng)(sheng)(sheng)態(tai)系(xi)統保護和(he)修(xiu)復。加強(qiang)萬安、枋洋、江東等重點庫(ku)區(qu)藻類(lei)水(shui)(shui)(shui)華(hua)防控(kong)。加快(kuai)平(ping)和(he)縣第二水(shui)(shui)(shui)源(yuan)地建設,實(shi)施(shi)平(ping)和(he)農地生(sheng)(sheng)(sheng)態(tai)攔截(jie)溝(gou)設施(shi)工程,2022年年底前基本消除花山溪飲(yin)用水(shui)(shui)(shui)水(shui)(shui)(shui)源(yuan)地環境安全(quan)隱患。到2025年,九(jiu)龍江流域(yu)(yu)(yu)Ⅰ—Ⅲ類(lei)水(shui)(shui)(shui)質(zhi)比(bi)例(li)高(gao)于95.4%,環境風險防控(kong)能力進一(yi)步加強(qiang),生(sheng)(sheng)(sheng)態(tai)系(xi)統穩定性有效提升。
(十(shi)二)鞏固提升(sheng)飲(yin)用水(shui)(shui)(shui)安(an)全(quan)保(bao)障水(shui)(shui)(shui)平。縣級(ji)及以上(shang)水(shui)(shui)(shui)源地要(yao)鞏固提升(sheng)突出問題排(pai)查整治成效,持續推(tui)進集水(shui)(shui)(shui)范圍內(nei)(nei)(nei)污染減(jian)排(pai)和生態保(bao)護(hu)修復(fu),完善(shan)水(shui)(shui)(shui)質自動監測和視(shi)頻監控(kong),縣級(ji)及以上(shang)城(cheng)市(shi)全(quan)面具備雙水(shui)(shui)(shui)源供水(shui)(shui)(shui)能力。結合(he)水(shui)(shui)(shui)利工程建(jian)設,完善(shan)閩江(jiang)、九(jiu)龍(long)江(jiang)、敖(ao)江(jiang)流域內(nei)(nei)(nei)的水(shui)(shui)(shui)源保(bao)護(hu)區(qu)周邊防(fang)洪堤壩(ba)建(jian)設和環境風險(xian)防(fang)控(kong)措施(shi),在敖(ao)江(jiang)塘坂、九(jiu)龍(long)江(jiang)北溪(xi)等重(zhong)要(yao)市(shi)級(ji)水(shui)(shui)(shui)源率先開(kai)展生物毒性監測。優化鄉(xiang)鎮級(ji)水(shui)(shui)(shui)源集水(shui)(shui)(shui)范圍內(nei)(nei)(nei)林(lin)分結構(gou),定期開(kai)展水(shui)(shui)(shui)質監測,推(tui)進視(shi)頻監控(kong)安(an)裝。開(kai)展農村(cun)(cun)飲(yin)用水(shui)(shui)(shui)水(shui)(shui)(shui)源地環境問題排(pai)查整治,加快推(tui)進城(cheng)鄉(xiang)供水(shui)(shui)(shui)一體化建(jian)設,補齊農村(cun)(cun)供水(shui)(shui)(shui)工程短板,到(dao)2025年,農村(cun)(cun)自來(lai)水(shui)(shui)(shui)普及率達(da)到(dao)90%。
五、實施碧海工程,構建“水清灘凈”親(qin)海空間
(十三(san))著力(li)(li)打好重點海域綜合(he)(he)治(zhi)理(li)攻堅戰(zhan)。鞏固深化(hua)閩江(jiang)口海域、九龍(long)江(jiang)口和(he)廈門灣(wan)(wan)綜合(he)(he)治(zhi)理(li)成果,“一灣(wan)(wan)一策”實施沙埕港、三(san)都(dou)澳、詔安灣(wan)(wan)、安海灣(wan)(wan)等重點海灣(wan)(wan)綜合(he)(he)治(zhi)理(li)。加強船舶(bo)(bo)港口污(wu)染治(zhi)理(li),完善船舶(bo)(bo)水(shui)污(wu)染物(wu)處置聯合(he)(he)監管(guan)(guan)制度。加強海水(shui)養殖生態(tai)環境監管(guan)(guan),優化(hua)海水(shui)養殖空間(jian)布局(ju),推(tui)行漁(yu)排漁(yu)港“門前(qian)三(san)包(bao)”和(he)漁(yu)業廢(fei)(fei)棄包(bao)裝袋(dai)(桶)回收制度。建立健全“海上(shang)環衛(wei)”長效機制,加強衛(wei)星遙感和(he)無人(ren)機應(ying)用,到2025年,重點岸段無明顯垃圾。加強海上(shang)聯合(he)(he)執(zhi)法(fa)和(he)伏(fu)季休漁(yu)監管(guan)(guan),嚴厲打擊盜采海砂、違(wei)法(fa)傾廢(fei)(fei)、占用破壞無居(ju)民海島等違(wei)法(fa)違(wei)規行為(wei)。推(tui)進(jin)海洋環境風險排查整(zheng)治(zhi)和(he)應(ying)急能力(li)(li)建設。
(十四)強化(hua)陸域(yu)海(hai)(hai)(hai)(hai)域(yu)污(wu)(wu)染協同治(zhi)(zhi)理(li)。構建(jian)流(liu)域(yu)—河口—近岸(an)海(hai)(hai)(hai)(hai)域(yu)污(wu)(wu)染防治(zhi)(zhi)聯動機制,持續開(kai)展入(ru)海(hai)(hai)(hai)(hai)河流(liu)水質提(ti)升行(xing)動,建(jian)設完(wan)(wan)善海(hai)(hai)(hai)(hai)灣(wan)沿岸(an)、河流(liu)兩岸(an)鎮村垃圾收集、轉(zhuan)運(yun)設施,深(shen)入(ru)推進重點直排(pai)(pai)(pai)(pai)海(hai)(hai)(hai)(hai)污(wu)(wu)染源(yuan)整治(zhi)(zhi),沿海(hai)(hai)(hai)(hai)城市(shi)加(jia)強固定污(wu)(wu)染源(yuan)總氮排(pai)(pai)(pai)(pai)放控(kong)制和面(mian)源(yuan)污(wu)(wu)染治(zhi)(zhi)理(li)。支持臨海(hai)(hai)(hai)(hai)工業園區開(kai)展尾(wei)水深(shen)海(hai)(hai)(hai)(hai)排(pai)(pai)(pai)(pai)放改造。深(shen)化(hua)入(ru)海(hai)(hai)(hai)(hai)排(pai)(pai)(pai)(pai)污(wu)(wu)口摸(mo)排(pai)(pai)(pai)(pai)、監測和溯源(yuan),建(jian)立完(wan)(wan)善“一(yi)口一(yi)檔”動態管理(li)臺賬(zhang),實施海(hai)(hai)(hai)(hai)水養殖(zhi)排(pai)(pai)(pai)(pai)污(wu)(wu)口排(pai)(pai)(pai)(pai)查整治(zhi)(zhi),推進分(fen)類治(zhi)(zhi)理(li)及規范(fan)化(hua)設置。到2025年,省控(kong)及以(yi)上(shang)河流(liu)入(ru)海(hai)(hai)(hai)(hai)斷面(mian)在(zai)消(xiao)除劣Ⅴ類的基礎上(shang)進一(yi)步削(xue)減氮磷(lin)、提(ti)升水質,重點海(hai)(hai)(hai)(hai)灣(wan)入(ru)海(hai)(hai)(hai)(hai)排(pai)(pai)(pai)(pai)污(wu)(wu)口分(fen)類整治(zhi)(zhi)基本完(wan)(wan)成。
(十(shi)五)推進美(mei)麗(li)海(hai)(hai)(hai)(hai)灣(wan)(wan)(wan)保護(hu)(hu)與(yu)建設。持續推進重點海(hai)(hai)(hai)(hai)灣(wan)(wan)(wan)生態保護(hu)(hu)修復,實施廈門海(hai)(hai)(hai)(hai)滄與(yu)集(ji)美(mei)、漳(zhang)州(zhou)(zhou)(zhou)東山(shan)灣(wan)(wan)(wan)與(yu)詔安灣(wan)(wan)(wan)、泉(quan)州(zhou)(zhou)(zhou)泉(quan)港(gang)、平潭君(jun)山(shan)片區等(deng)一批海(hai)(hai)(hai)(hai)洋(yang)生態保護(hu)(hu)修復項目;加(jia)強(qiang)(qiang)閩(min)東沿岸、羅源(yuan)灣(wan)(wan)(wan)、閩(min)江(jiang)口等(deng)主要海(hai)(hai)(hai)(hai)域互花(hua)米草外來物(wu)種防治;加(jia)強(qiang)(qiang)泉(quan)州(zhou)(zhou)(zhou)灣(wan)(wan)(wan)、九(jiu)龍江(jiang)口和漳(zhang)江(jiang)口等(deng)重點海(hai)(hai)(hai)(hai)灣(wan)(wan)(wan)河口紅樹(shu)林保護(hu)(hu)修復,新(xin)建興化(hua)灣(wan)(wan)(wan)、環三(san)都澳等(deng)一批紅樹(shu)林省級自然保護(hu)(hu)地,有(you)效保護(hu)(hu)濱海(hai)(hai)(hai)(hai)濕地和岸線。2023年年底前,以(yi)福州(zhou)(zhou)(zhou)濱海(hai)(hai)(hai)(hai)新(xin)城、廈門島東南(nan)部、平潭壇南(nan)灣(wan)(wan)(wan)、東山(shan)馬鑾灣(wan)(wan)(wan)—金鑾灣(wan)(wan)(wan)等(deng)灣(wan)(wan)(wan)區為重點打造一批美(mei)麗(li)海(hai)(hai)(hai)(hai)灣(wan)(wan)(wan)典型。到2025年,全省基本建成10個美(mei)麗(li)海(hai)(hai)(hai)(hai)灣(wan)(wan)(wan)。
六、實(shi)施凈(jing)土工程,厚植“安(an)心放心”潔凈(jing)土壤
(十六(liu))持續打好農業(ye)農村(cun)污(wu)(wu)(wu)染(ran)治理(li)攻堅戰。深(shen)入推進農村(cun)廁所革命、生活污(wu)(wu)(wu)水(shui)(shui)(shui)(shui)垃圾(ji)及農業(ye)面源污(wu)(wu)(wu)染(ran)治理(li),改善(shan)農村(cun)人居環境(jing),梯次建設綠盈(ying)鄉村(cun),打造宜(yi)居宜(yi)業(ye)美(mei)麗鄉村(cun)。統籌推進農村(cun)生活污(wu)(wu)(wu)水(shui)(shui)(shui)(shui)、黑臭(chou)水(shui)(shui)(shui)(shui)體與農村(cun)水(shui)(shui)(shui)(shui)系(xi)及其排放口綜合(he)(he)整治,到2025年(nian)(nian),農村(cun)生活污(wu)(wu)(wu)水(shui)(shui)(shui)(shui)治理(li)率達到65%以上(shang),基本消除較大面積農村(cun)黑臭(chou)水(shui)(shui)(shui)(shui)體。全面實施廢舊農膜、農藥(yao)(yao)包裝(zhuang)廢棄物回收行(xing)動。實行(xing)主(zhu)要(yao)農作(zuo)物化(hua)肥(fei)投(tou)入定額制,開展(zhan)農藥(yao)(yao)減量(liang)控(kong)害工作(zuo),到2025年(nian)(nian),農藥(yao)(yao)化(hua)肥(fei)使用(yong)(yong)量(liang)比2020年(nian)(nian)減少10%以上(shang),主(zhu)要(yao)農作(zuo)物化(hua)肥(fei)農藥(yao)(yao)利(li)用(yong)(yong)率提升至43%以上(shang)。規范工廠化(hua)水(shui)(shui)(shui)(shui)產養(yang)(yang)殖尾(wei)水(shui)(shui)(shui)(shui)排污(wu)(wu)(wu)口設置,在水(shui)(shui)(shui)(shui)產養(yang)(yang)殖主(zhu)產區推進養(yang)(yang)殖尾(wei)水(shui)(shui)(shui)(shui)治理(li),力爭2022年(nian)(nian)年(nian)(nian)底前出臺(tai)尾(wei)水(shui)(shui)(shui)(shui)排放標準。開展(zhan)畜禽(qin)糞(fen)肥(fei)還田(tian)利(li)用(yong)(yong)全鏈條監(jian)控(kong),到2025年(nian)(nian),畜禽(qin)糞(fen)污(wu)(wu)(wu)綜合(he)(he)利(li)用(yong)(yong)率達到93%以上(shang)。
(十七)深入推進農(nong)(nong)用地(di)(di)(di)土(tu)壤污染(ran)防治和安全(quan)利(li)用。實施(shi)耕(geng)地(di)(di)(di)質量保護(hu)與提升行(xing)動(dong),持續開展(zhan)耕(geng)地(di)(di)(di)土(tu)壤酸化(hua)治理,完成特定(ding)農(nong)(nong)產(chan)品禁止生產(chan)區域劃定(ding)并(bing)退出(chu)食用農(nong)(nong)產(chan)品的(de)(de)種(zhong)植。從2022年(nian)起,實施(shi)農(nong)(nong)用地(di)(di)(di)土(tu)壤鎘(ge)等重金(jin)屬(shu)(shu)污染(ran)源(yuan)頭防治行(xing)動(dong),以(yi)龍巖、三明等地(di)(di)(di)為(wei)重點,排(pai)查治理涉重金(jin)屬(shu)(shu)礦區歷史遺留固體廢物(wu)。依法推行(xing)農(nong)(nong)用地(di)(di)(di)分類管(guan)理制(zhi)度(du),強化(hua)受污染(ran)耕(geng)地(di)(di)(di)安全(quan)利(li)用和嚴(yan)格管(guan)控,受污染(ran)耕(geng)地(di)(di)(di)集中(zhong)的(de)(de)縣(xian)(市、區)要開展(zhan)污染(ran)溯(su)源(yuan),因地(di)(di)(di)制(zhi)宜制(zhi)定(ding)實施(shi)安全(quan)利(li)用方案(an)。開展(zhan)農(nong)(nong)用地(di)(di)(di)安全(quan)利(li)用示范,總(zong)結(jie)推廣先進技(ji)術模式。嚴(yan)格落實糧食收購和銷售出(chu)庫質量安全(quan)檢驗制(zhi)度(du)和追(zhui)溯(su)制(zhi)度(du),有(you)效(xiao)保障米袋(dai)子、菜籃子安全(quan)。
(十八)有效管控(kong)建設(she)(she)用(yong)(yong)(yong)地(di)(di)土(tu)壤(rang)污染(ran)(ran)風險(xian)(xian)。從(cong)2022年(nian)起,在福州(zhou)、廈門和(he)泉州(zhou)等(deng)地(di)(di)探索城市建設(she)(she)用(yong)(yong)(yong)地(di)(di)土(tu)壤(rang)環境先(xian)行調查。嚴格建設(she)(she)用(yong)(yong)(yong)地(di)(di)土(tu)壤(rang)污染(ran)(ran)風險(xian)(xian)管控(kong)和(he)修復名錄內地(di)(di)塊(kuai)(kuai)的(de)準入管理,未依法完成調查和(he)風險(xian)(xian)評估(gu)的(de)地(di)(di)塊(kuai)(kuai),不得開(kai)工(gong)建設(she)(she)與風險(xian)(xian)管控(kong)和(he)修復無關的(de)項目。持續推進土(tu)壤(rang)重點(dian)監管單位隱患排(pai)查整治,從(cong)嚴管控(kong)農藥、化工(gong)等(deng)行業(ye)(ye)的(de)重度(du)污染(ran)(ran)地(di)(di)塊(kuai)(kuai)規(gui)劃用(yong)(yong)(yong)途,確需(xu)開(kai)發利(li)用(yong)(yong)(yong)的(de),鼓勵用(yong)(yong)(yong)于拓展生態空間。以用(yong)(yong)(yong)途變(bian)更為住(zhu)宅、公共(gong)管理與公共(gong)服務(wu)用(yong)(yong)(yong)地(di)(di)的(de)地(di)(di)塊(kuai)(kuai),以及城鎮人(ren)口密集區(qu)危險(xian)(xian)化學品(pin)生產企業(ye)(ye)搬(ban)遷改造,騰退(tui)工(gong)礦企業(ye)(ye)用(yong)(yong)(yong)地(di)(di)為重點(dian),嚴格落實土(tu)壤(rang)污染(ran)(ran)調查評估(gu)、風險(xian)(xian)管控(kong)和(he)修復要求。

(三十三)推(tui)進生(sheng)(sheng)態(tai)(tai)(tai)環(huan)境(jing)治理(li)智(zhi)慧(hui)轉型(xing)。深入推(tui)進“數(shu)(shu)字(zi)(zi)生(sheng)(sheng)態(tai)(tai)(tai)”示范省(sheng)建(jian)設,實施生(sheng)(sheng)態(tai)(tai)(tai)云提升(sheng)工程,健(jian)全空天地人一體(ti)化(hua)(hua)感知平(ping)臺(tai)(tai)、視頻監控(kong)能力平(ping)臺(tai)(tai)、人工智(zhi)能平(ping)臺(tai)(tai)等基礎支撐平(ping)臺(tai)(tai);以數(shu)(shu)字(zi)(zi)應用場景為抓(zhua)手,升(sheng)級生(sheng)(sheng)態(tai)(tai)(tai)環(huan)境(jing)數(shu)(shu)據資(zi)源中心,強化(hua)(hua)數(shu)(shu)據治理(li)和開發利(li)用,形成“智(zhi)慧(hui)大腦”。開展(zhan)生(sheng)(sheng)態(tai)(tai)(tai)環(huan)境(jing)數(shu)(shu)字(zi)(zi)化(hua)(hua)轉型(xing)頂層設計以及生(sheng)(sheng)態(tai)(tai)(tai)環(huan)境(jing)治理(li)數(shu)(shu)字(zi)(zi)化(hua)(hua)理(li)論體(ti)系(xi)(xi)和制(zhi)度體(ti)系(xi)(xi)研究工作,推(tui)動數(shu)(shu)字(zi)(zi)賦(fu)智(zhi)賦(fu)能,促進數(shu)(shu)字(zi)(zi)經(jing)濟、綠色(se)經(jing)濟發展(zhan)。
(三十四)提(ti)升生態環境(jing)監(jian)(jian)管(guan)執(zhi)(zhi)法(fa)(fa)(fa)效(xiao)能。全(quan)面實(shi)行(xing)(xing)排(pai)(pai)污許可制(zhi),建立(li)基于排(pai)(pai)污許可證的排(pai)(pai)污單位監(jian)(jian)管(guan)執(zhi)(zhi)法(fa)(fa)(fa)體(ti)(ti)系(xi)和(he)自行(xing)(xing)監(jian)(jian)測監(jian)(jian)管(guan)機(ji)制(zhi)。建立(li)健全(quan)以污染源(yuan)(yuan)自動(dong)監(jian)(jian)控為主的非現場監(jian)(jian)管(guan)執(zhi)(zhi)法(fa)(fa)(fa)體(ti)(ti)系(xi),推動(dong)對重點污染源(yuan)(yuan)全(quan)過(guo)程、全(quan)要素、全(quan)行(xing)(xing)為、全(quan)數據實(shi)時(shi)實(shi)景(jing)管(guan)控。深入開展“清水藍(lan)天(tian)”、生活(huo)垃圾(ji)焚(fen)燒發電(dian)行(xing)(xing)業(ye)(ye)達標排(pai)(pai)放專項整治等(deng)行(xing)(xing)動(dong)。全(quan)面禁止進口(kou)“洋垃圾(ji)”。依(yi)法(fa)(fa)(fa)嚴(yan)厲(li)打擊危險廢(fei)物非法(fa)(fa)(fa)轉移、傾倒、處置等(deng)環境(jing)違(wei)法(fa)(fa)(fa)犯罪,嚴(yan)肅查處環評、監(jian)(jian)測等(deng)領(ling)域弄虛作假行(xing)(xing)為。堅持(chi)嚴(yan)格執(zhi)(zhi)法(fa)(fa)(fa)與優化服(fu)務(wu)并重,加大執(zhi)(zhi)法(fa)(fa)(fa)普法(fa)(fa)(fa)力度(du)(du),落實(shi)執(zhi)(zhi)法(fa)(fa)(fa)正面清單制(zhi)度(du)(du),實(shi)施差異化監(jian)(jian)管(guan)措施,引導企(qi)業(ye)(ye)自覺守法(fa)(fa)(fa)。
(三(san)十五)建立完(wan)善(shan)現代化生(sheng)態(tai)環境(jing)監(jian)(jian)(jian)測(ce)(ce)體(ti)系。構(gou)建政府(fu)主導、部門(men)協同、企(qi)業履責、社(she)會參與、公(gong)眾(zhong)監(jian)(jian)(jian)督的生(sheng)態(tai)環境(jing)監(jian)(jian)(jian)測(ce)(ce)格局,優(you)化完(wan)善(shan)空氣(qi)、水、土壤、海洋和污染(ran)源等(deng)生(sheng)態(tai)環境(jing)監(jian)(jian)(jian)測(ce)(ce)網絡和數據(ju)平臺,實(shi)(shi)現環境(jing)質(zhi)量、生(sheng)態(tai)質(zhi)量、污染(ran)源監(jian)(jian)(jian)測(ce)(ce)全(quan)覆(fu)蓋。強(qiang)化生(sheng)態(tai)環境(jing)監(jian)(jian)(jian)測(ce)(ce)數據(ju)匯(hui)聚和深度(du)分析,提升(sheng)監(jian)(jian)(jian)測(ce)(ce)數據(ju)技術支(zhi)撐能力。補齊細顆粒物和臭氧協同控制、水生(sheng)態(tai)環境(jing)、溫室氣(qi)體(ti)排放(fang)等(deng)監(jian)(jian)(jian)測(ce)(ce)短板,打(da)造(zao)一批生(sheng)態(tai)環境(jing)監(jian)(jian)(jian)測(ce)(ce)重點基地。強(qiang)化生(sheng)態(tai)環境(jing)監(jian)(jian)(jian)測(ce)(ce)機構(gou)監(jian)(jian)(jian)管(guan),持(chi)續開展監(jian)(jian)(jian)測(ce)(ce)數據(ju)質(zhi)量專項檢查(cha),確保(bao)數據(ju)真實(shi)(shi)、準確、全(quan)面。
(三十六)構建服(fu)務型科(ke)技(ji)(ji)(ji)創新(xin)(xin)體系。組織開展生(sheng)(sheng)態(tai)(tai)環(huan)境(jing)領域(yu)科(ke)技(ji)(ji)(ji)攻關(guan)和技(ji)(ji)(ji)術創新(xin)(xin),規范布局建設各類創新(xin)(xin)平臺,積極謀劃實(shi)施(shi)一批生(sheng)(sheng)態(tai)(tai)環(huan)境(jing)科(ke)技(ji)(ji)(ji)重大項目(mu)。強化(hua)科(ke)技(ji)(ji)(ji)成果對接,支(zhi)持引入孵(fu)化(hua)綠色技(ji)(ji)(ji)術創新(xin)(xin)項目(mu),推動重大研發成果及科(ke)研能力落地轉化(hua)。加強生(sheng)(sheng)態(tai)(tai)環(huan)境(jing)科(ke)技(ji)(ji)(ji)基礎能力和人才(cai)隊(dui)伍建設,支(zhi)持共建重點實(shi)驗室、工程研究中心、科(ke)學觀測研究站等,打造生(sheng)(sheng)態(tai)(tai)環(huan)境(jing)領域(yu)科(ke)研人才(cai)的“孵(fu)化(hua)器”。建立(li)生(sheng)(sheng)態(tai)(tai)環(huan)境(jing)科(ke)技(ji)(ji)(ji)幫扶制度(du),推進科(ke)技(ji)(ji)(ji)工作者開展線上(shang)環(huan)保技(ji)(ji)(ji)術指導和實(shi)地幫扶,促進產學研用深度(du)融合。
十、全(quan)面(mian)加強黨對生(sheng)態環(huan)境保護(hu)工作(zuo)的領導
(三十七)強(qiang)化責(ze)(ze)任落實。各(ge)級黨委和政(zheng)府及有關(guan)部門(men)要(yao)(yao)堅(jian)(jian)決(jue)扛起生態文明建設和生態環境(jing)保護的政(zheng)治責(ze)(ze)任,認真(zhen)落實生態環境(jing)保護“黨政(zheng)同責(ze)(ze)”、“一崗(gang)雙責(ze)(ze)”,深入實施“提高效率、提升效能(neng)、提增效益”行動,深入打好污染(ran)防治攻堅(jian)(jian)戰,把解(jie)決(jue)群(qun)眾身(shen)邊的生態環境(jing)問(wen)題作(zuo)為“我為群(qun)眾辦實事”實踐活動的重(zhong)要(yao)(yao)內容,列出(chu)清(qing)單、建立(li)臺賬,長期堅(jian)(jian)持(chi)、確保實效。各(ge)地(di)黨委和政(zheng)府主要(yao)(yao)負責(ze)(ze)人要(yao)(yao)堅(jian)(jian)持(chi)重(zhong)要(yao)(yao)工作(zuo)直(zhi)接(jie)部署、重(zhong)大(da)(da)問(wen)題直(zhi)接(jie)過問(wen)、重(zhong)要(yao)(yao)環節直(zhi)接(jie)協調、重(zhong)要(yao)(yao)案件直(zhi)接(jie)督(du)辦,相關(guan)領導(dao)要(yao)(yao)及時督(du)促解(jie)決(jue)分管(guan)領域問(wen)題。各(ge)有關(guan)部門(men)要(yao)(yao)細化實化污染(ran)防治攻堅(jian)(jian)政(zheng)策舉措,加(jia)強(qiang)部署推進。各(ge)級法院和檢察院加(jia)強(qiang)環境(jing)司法。省生態環境(jing)廳(ting)要(yao)(yao)會同有關(guan)部門(men)加(jia)強(qiang)統籌(chou)協調和調度(du)評(ping)估,重(zhong)大(da)(da)情況及時向省委和省政(zheng)府報告(gao)。
(三十八)強(qiang)化監督(du)(du)考(kao)核(he)。完(wan)善省生(sheng)態(tai)環境保護(hu)督(du)(du)察制度,健全生(sheng)態(tai)環境保護(hu)督(du)(du)察體制,將污染(ran)防治攻(gong)堅(jian)戰(zhan)(zhan)和黨政領導生(sheng)態(tai)環境保護(hu)目標責任(ren)書任(ren)務(wu)落實情況作(zuo)為重點,深化例行督(du)(du)察,強(qiang)化專項督(du)(du)察,防止形式主(zhu)義、做表(biao)面文章。深入(ru)開(kai)展(zhan)重點區域、重點領域、重點行業(ye)監督(du)(du)幫(bang)扶。按照國家統一部(bu)署,繼續開(kai)展(zhan)污染(ran)防治攻(gong)堅(jian)戰(zhan)(zhan)成效(xiao)考(kao)核(he),完(wan)善相(xiang)關考(kao)核(he)措施(shi),強(qiang)化考(kao)核(he)結果運用。
(三(san)十九)強化宣(xuan)傳引(yin)(yin)導。創新生(sheng)態(tai)環境宣(xuan)傳方(fang)式方(fang)法(fa),大力(li)宣(xuan)傳污染防(fang)治攻(gong)堅戰成(cheng)效、典型經驗和(he)先(xian)進事(shi)跡,及時曝光環境違(wei)法(fa)行為,引(yin)(yin)導全(quan)社(she)(she)會提(ti)高生(sheng)態(tai)文明意識和(he)素養,履行生(sheng)態(tai)環境保(bao)護責任。構(gou)建生(sheng)態(tai)環境治理(li)全(quan)民(min)行動體系,深化城市污水垃圾處理(li)等環保(bao)設施向(xiang)公(gong)眾開放工作,引(yin)(yin)導社(she)(she)會組(zu)織有序參與(yu)生(sheng)態(tai)環境保(bao)護工作,為深入打好污染防(fang)治攻(gong)堅戰營造良好社(she)(she)會氛圍。
(四十(shi))強(qiang)化(hua)隊伍建設。推進生(sheng)態環境(jing)監測(ce)監察(cha)執法機構能(neng)力標準化(hua)建設,著力提升基層生(sheng)態環境(jing)保(bao)(bao)(bao)護(hu)隊伍能(neng)力。將生(sheng)態環境(jing)保(bao)(bao)(bao)護(hu)綜(zong)合執法機構列入(ru)政府行政執法機構序列,統一保(bao)(bao)(bao)障(zhang)執法用車(che)和(he)裝備。持續加(jia)強(qiang)生(sheng)態環境(jing)保(bao)(bao)(bao)護(hu)鐵軍建設,嚴格(ge)對(dui)監督者的(de)(de)監督管理(li)。注重選(xuan)拔在生(sheng)態文明建設和(he)生(sheng)態環境(jing)保(bao)(bao)(bao)護(hu)工作中敢于負責(ze)、勇于擔當、善于作為(wei)、實績突出的(de)(de)干部。按照有關規(gui)定表彰在污染防治攻堅戰中成績顯著、貢獻突出的(de)(de)先進單位和(he)個人。
