江西省“十四五”節能減排綜合工作方案

為認(ren)真貫徹落實黨(dang)中央、國務院重大決策部署和省委、省政府工作(zuo)要求,大力推動節(jie)能減排,著(zhu)力提升資源(yuan)能源(yuan)利(li)用效率,深入打好污染防治(zhi)攻堅(jian)戰(zhan),加(jia)快建立健全(quan)綠(lv)色低碳(tan)循環(huan)發展經濟體系,加(jia)快打造全(quan)面(mian)綠(lv)色轉(zhuan)型發展的先行之地、示范之地,助力實現碳(tan)達峰碳(tan)中和目標,制定本方(fang)案。

一、總體要求

以習(xi)近平新(xin)時代中(zhong)國特色社(she)會主(zhu)(zhu)義思想為指導,全(quan)面(mian)貫(guan)徹黨(dang)的十九大和(he)(he)(he)十九屆歷次全(quan)會精神,深入貫(guan)徹習(xi)近平生態文(wen)明思想和(he)(he)(he)習(xi)近平總書記視(shi)察江西重要(yao)講話精神,立足新(xin)發(fa)展階段,完(wan)整、準確、全(quan)面(mian)貫(guan)徹新(xin)發(fa)展理念,加(jia)快打(da)(da)造全(quan)國構建新(xin)發(fa)展格局(ju)重要(yao)戰(zhan)略(lve)支(zhi)點,按照省第十五次黨(dang)代會部署(shu)要(yao)求,處理好(hao)發(fa)展和(he)(he)(he)減(jian)(jian)排(pai)(pai)、整體和(he)(he)(he)局(ju)部、長期目(mu)(mu)(mu)標和(he)(he)(he)短期目(mu)(mu)(mu)標、政府和(he)(he)(he)市場的關系,堅持和(he)(he)(he)完(wan)善(shan)能源(yuan)(yuan)消費強度和(he)(he)(he)總量雙控(以下(xia)簡稱(cheng)能耗(hao)雙控)、主(zhu)(zhu)要(yao)污染物排(pai)(pai)放(fang)總量控制制度,組(zu)織實(shi)施(shi)節(jie)能減(jian)(jian)排(pai)(pai)重點工程,進一步健全(quan)節(jie)能減(jian)(jian)排(pai)(pai)政策機(ji)制,推動能源(yuan)(yuan)利用效率大幅提高、主(zhu)(zhu)要(yao)污染物排(pai)(pai)放(fang)總量持續減(jian)(jian)少(shao),實(shi)現節(jie)能降碳減(jian)(jian)污協同增效、生態環境質(zhi)量持續改善(shan),確保完(wan)成國家下(xia)達(da)的“十四五”節(jie)能減(jian)(jian)排(pai)(pai)約束(shu)性目(mu)(mu)(mu)標,為更高標準打(da)(da)造美麗中(zhong)國“江西樣板”提供有力支(zhi)撐(cheng),為實(shi)現碳達(da)峰碳中(zhong)和(he)(he)(he)目(mu)(mu)(mu)標奠(dian)定堅實(shi)基礎。

到2025年,全省單位生產總(zong)值(zhi)能(neng)(neng)源(yuan)消耗比2020年下降14%,力爭(zheng)達到14.5%,能(neng)(neng)源(yuan)消費總(zong)量(liang)得(de)到合理控制(zhi),氮(dan)氧化物、揮發(fa)性(xing)有機(ji)物、化學需氧量(liang)、氨氮(dan)重(zhong)(zhong)點工程減排(pai)量(liang)分(fen)別達到2.73萬(wan)(wan)噸、1.41萬(wan)(wan)噸、8.41萬(wan)(wan)噸、0.55萬(wan)(wan)噸。節能(neng)(neng)減排(pai)政策機(ji)制(zhi)更(geng)加健全,重(zhong)(zhong)點行業能(neng)(neng)源(yuan)利用效率和主要污染物排(pai)放控制(zhi)水(shui)平基本達到國內先進(jin)水(shui)平,經濟社會發(fa)展綠色轉(zhuan)型取得(de)新突破(po)。

二、實施節能減排重點工程

(一(yi))重(zhong)(zhong)點(dian)(dian)(dian)(dian)行(xing)(xing)(xing)業(ye)(ye)(ye)(ye)綠色(se)升級工(gong)(gong)(gong)(gong)(gong)程。出臺我省(sheng)打(da)造(zao)(zao)(zao)全國(guo)傳統產(chan)業(ye)(ye)(ye)(ye)轉型升級高地實(shi)(shi)施(shi)意見,啟(qi)動新一(yi)輪(lun)技術改(gai)造(zao)(zao)(zao)。以(yi)鋼(gang)鐵、有色(se)金屬、建材、石化(hua)(hua)化(hua)(hua)工(gong)(gong)(gong)(gong)(gong)等行(xing)(xing)(xing)業(ye)(ye)(ye)(ye)為重(zhong)(zhong)點(dian)(dian)(dian)(dian),推進(jin)節(jie)能(neng)(neng)(neng)改(gai)造(zao)(zao)(zao)和(he)污染(ran)物深度(du)治理。按(an)照長江經濟帶發展負(fu)面清單(dan)、重(zhong)(zhong)點(dian)(dian)(dian)(dian)生態功能(neng)(neng)(neng)區(qu)產(chan)業(ye)(ye)(ye)(ye)準入(ru)負(fu)面清單(dan)和(he)“三線(xian)一(yi)單(dan)”要(yao)求(qiu),嚴(yan)(yan)禁準入(ru)不符合產(chan)業(ye)(ye)(ye)(ye)政(zheng)策的工(gong)(gong)(gong)(gong)(gong)業(ye)(ye)(ye)(ye)項目。嚴(yan)(yan)格落實(shi)(shi)鋼(gang)鐵、水(shui)泥(ni)、平(ping)板(ban)玻璃(li)產(chan)能(neng)(neng)(neng)減量置換政(zheng)策。加(jia)大(da)節(jie)能(neng)(neng)(neng)技術裝備(bei)產(chan)品推廣(guang)力度(du),培育一(yi)批工(gong)(gong)(gong)(gong)(gong)業(ye)(ye)(ye)(ye)重(zhong)(zhong)點(dian)(dian)(dian)(dian)用能(neng)(neng)(neng)行(xing)(xing)(xing)業(ye)(ye)(ye)(ye)能(neng)(neng)(neng)效領跑者,打(da)造(zao)(zao)(zao)一(yi)批綠色(se)工(gong)(gong)(gong)(gong)(gong)廠、綠色(se)園區(qu)、綠色(se)產(chan)品,推動重(zhong)(zhong)點(dian)(dian)(dian)(dian)行(xing)(xing)(xing)業(ye)(ye)(ye)(ye)綠色(se)化(hua)(hua)發展。推進(jin)鋼(gang)鐵、水(shui)泥(ni)、焦化(hua)(hua)行(xing)(xing)(xing)業(ye)(ye)(ye)(ye)及燃煤(mei)鍋爐超(chao)低排放改(gai)造(zao)(zao)(zao),到(dao)2025年(nian),完成2390萬噸鋼(gang)鐵產(chan)能(neng)(neng)(neng)超(chao)低排放改(gai)造(zao)(zao)(zao)。加(jia)強行(xing)(xing)(xing)業(ye)(ye)(ye)(ye)工(gong)(gong)(gong)(gong)(gong)藝革(ge)(ge)新,實(shi)(shi)施(shi)涂(tu)裝類、化(hua)(hua)工(gong)(gong)(gong)(gong)(gong)類等產(chan)業(ye)(ye)(ye)(ye)集(ji)群分類治理,開展重(zhong)(zhong)點(dian)(dian)(dian)(dian)行(xing)(xing)(xing)業(ye)(ye)(ye)(ye)清潔(jie)生產(chan)和(he)工(gong)(gong)(gong)(gong)(gong)業(ye)(ye)(ye)(ye)廢水(shui)資源(yuan)(yuan)化(hua)(hua)利(li)用改(gai)造(zao)(zao)(zao)。推進(jin)新型基礎(chu)設(she)施(shi)能(neng)(neng)(neng)效提升,加(jia)快綠色(se)數據中(zhong)心建設(she)。“十四五(wu)”時期,規模以(yi)上工(gong)(gong)(gong)(gong)(gong)業(ye)(ye)(ye)(ye)單(dan)位增加(jia)值能(neng)(neng)(neng)耗下(xia)降12%,萬元工(gong)(gong)(gong)(gong)(gong)業(ye)(ye)(ye)(ye)增加(jia)值用水(shui)量下(xia)降18%。到(dao)2025年(nian),鋼(gang)鐵、水(shui)泥(ni)、平(ping)板(ban)玻璃(li)、合成氨等重(zhong)(zhong)點(dian)(dian)(dian)(dian)行(xing)(xing)(xing)業(ye)(ye)(ye)(ye)產(chan)能(neng)(neng)(neng)和(he)數據中(zhong)心達(da)到(dao)能(neng)(neng)(neng)效標桿水(shui)平(ping)的比例(li)超(chao)過30%。(省(sheng)工(gong)(gong)(gong)(gong)(gong)業(ye)(ye)(ye)(ye)和(he)信息化(hua)(hua)廳、省(sheng)發展改(gai)革(ge)(ge)委(wei)、省(sheng)生態環(huan)境廳、省(sheng)市(shi)場監(jian)管局(ju)、省(sheng)水(shui)利(li)廳、省(sheng)能(neng)(neng)(neng)源(yuan)(yuan)局(ju)等按(an)職(zhi)責分工(gong)(gong)(gong)(gong)(gong)負(fu)責,各設(she)區(qu)市(shi)人民政(zheng)府負(fu)責落實(shi)(shi)。以(yi)下(xia)均需(xu)各設(she)區(qu)市(shi)人民政(zheng)府落實(shi)(shi),不再列(lie)出)

(二)園區(qu)(qu)節(jie)(jie)能(neng)(neng)環保提升工程。引導工業(ye)企(qi)業(ye)向開(kai)發(fa)區(qu)(qu)集聚,推動(dong)(dong)開(kai)發(fa)區(qu)(qu)能(neng)(neng)源系統整體(ti)優化和污染(ran)綜合整治,鼓勵工業(ye)企(qi)業(ye)、開(kai)發(fa)區(qu)(qu)優先利(li)用(yong)(yong)可再生能(neng)(neng)源。以(yi)省(sheng)級(ji)(ji)以(yi)上開(kai)發(fa)區(qu)(qu)為重點,推進(jin)(jin)(jin)供熱、供電(dian)、污水(shui)(shui)處(chu)理、中水(shui)(shui)回(hui)用(yong)(yong)等公共基礎設(she)施共建(jian)(jian)共享,對進(jin)(jin)(jin)水(shui)(shui)濃度異常(chang)的污水(shui)(shui)處(chu)理廠開(kai)展(zhan)片區(qu)(qu)管網系統化整治,加強(qiang)一般固體(ti)廢物、危險廢物集中貯存和處(chu)置,推進(jin)(jin)(jin)建(jian)(jian)設(she)區(qu)(qu)域性(xing)危險廢物集中處(chu)置中心。推動(dong)(dong)揮發(fa)性(xing)有(you)機物、電(dian)鍍廢水(shui)(shui)及特(te)征污染(ran)物集中治理等“綠島”項(xiang)目(mu)建(jian)(jian)設(she)。到(dao)2025年,符合條件的省(sheng)級(ji)(ji)以(yi)上開(kai)發(fa)區(qu)(qu)全部(bu)實(shi)施循(xun)環化改造,推動(dong)(dong)建(jian)(jian)設(she)一批(pi)節(jie)(jie)能(neng)(neng)環保試點園區(qu)(qu),園區(qu)(qu)節(jie)(jie)能(neng)(neng)環保水(shui)(shui)平(ping)顯著提升。(省(sheng)發(fa)展(zhan)改革委、省(sheng)工業(ye)和信息化廳、省(sheng)生態環境廳等按職(zhi)責(ze)分(fen)工負(fu)責(ze))

(三)城鎮(zhen)綠(lv)(lv)色節(jie)(jie)能(neng)改造(zao)工(gong)程(cheng)。推(tui)(tui)動低碳城市、海綿(mian)城市、韌(ren)性城市、“無廢城市”創(chuang)建(jian)(jian),建(jian)(jian)立城市體(ti)檢(jian)評(ping)估制度。全面提高建(jian)(jian)筑(zhu)(zhu)節(jie)(jie)能(neng)標(biao)準,實施綠(lv)(lv)色建(jian)(jian)筑(zhu)(zhu)標(biao)識認定制度,加快發展超低能(neng)耗、近零能(neng)耗建(jian)(jian)筑(zhu)(zhu)。推(tui)(tui)動城鎮(zhen)老舊(jiu)小區(qu)(qu)基礎設(she)施改造(zao),推(tui)(tui)進既有(you)建(jian)(jian)筑(zhu)(zhu)節(jie)(jie)能(neng)改造(zao)、建(jian)(jian)筑(zhu)(zhu)光伏一體(ti)化建(jian)(jian)設(she)。實施綠(lv)(lv)色高效制冷(leng)(leng)行動,以建(jian)(jian)筑(zhu)(zhu)中(zhong)央空調、數據中(zhong)心、商務(wu)產業園區(qu)(qu)、冷(leng)(leng)鏈物流等(deng)為重(zhong)點(dian),更新升(sheng)級制冷(leng)(leng)技術、設(she)備(bei),優化負荷(he)供需匹配,提升(sheng)制冷(leng)(leng)系統能(neng)效水(shui)(shui)平(ping)。實施公共供水(shui)(shui)管(guan)(guan)網(wang)漏損治理工(gong)程(cheng),推(tui)(tui)進城市老舊(jiu)供水(shui)(shui)管(guan)(guan)網(wang)更新改造(zao)、管(guan)(guan)網(wang)分區(qu)(qu)計量,提升(sheng)管(guan)(guan)網(wang)智能(neng)化水(shui)(shui)平(ping)。到2025年(nian),城鎮(zhen)新建(jian)(jian)建(jian)(jian)筑(zhu)(zhu)全面執(zhi)行綠(lv)(lv)色建(jian)(jian)筑(zhu)(zhu)標(biao)準,綠(lv)(lv)色高效制冷(leng)(leng)產品(pin)市場占有(you)率大幅提升(sheng),力爭(zheng)城市公共供水(shui)(shui)管(guan)(guan)網(wang)漏損率控(kong)制在9%以內(nei)。(省住房(fang)城鄉建(jian)(jian)設(she)廳、省生(sheng)態(tai)環境廳、省發展改革委、省自然資源廳、省交通運輸廳、省市場監管(guan)(guan)局(ju)、省商務(wu)廳、省能(neng)源局(ju)等(deng)按職責分工(gong)負責)

(四(si))交通(tong)物(wu)流節能減排工(gong)程。推(tui)(tui)動綠(lv)(lv)(lv)色(se)(se)(se)鐵(tie)路(lu)、綠(lv)(lv)(lv)色(se)(se)(se)公(gong)(gong)(gong)路(lu)、綠(lv)(lv)(lv)色(se)(se)(se)港(gang)口、綠(lv)(lv)(lv)色(se)(se)(se)航道(dao)、綠(lv)(lv)(lv)色(se)(se)(se)機(ji)場建(jian)(jian)(jian)設(she)(she)(she),有序推(tui)(tui)進充換(huan)電(dian)、加注(zhu)(氣(qi))、加氫、港(gang)口機(ji)場岸電(dian)等(deng)基礎設(she)(she)(she)施(shi)(shi)建(jian)(jian)(jian)設(she)(she)(she)。實(shi)(shi)施(shi)(shi)綠(lv)(lv)(lv)色(se)(se)(se)出行(xing)“續航工(gong)程”,加大新(xin)能源(yuan)(yuan)車(che)輛推(tui)(tui)廣應用(yong)力(li)度。大力(li)發展(zhan)智能交通(tong),加快(kuai)(kuai)大宗貨(huo)物(wu)和中(zhong)長途(tu)貨(huo)物(wu)運(yun)輸“公(gong)(gong)(gong)轉鐵(tie)”“公(gong)(gong)(gong)轉水(shui)(shui)”,大力(li)發展(zhan)鐵(tie)水(shui)(shui)、公(gong)(gong)(gong)鐵(tie)、公(gong)(gong)(gong)水(shui)(shui)等(deng)多式聯運(yun),鼓勵重型柴(chai)油(you)(you)貨(huo)車(che)更新(xin)替代。全(quan)面落實(shi)(shi)汽車(che)國六(liu)排放標準和非(fei)道(dao)路(lu)移(yi)動柴(chai)油(you)(you)機(ji)械(xie)國四(si)排放標準,基本淘汰國三及(ji)以下排放標準汽車(che)。實(shi)(shi)施(shi)(shi)汽車(che)排放檢驗與維護(hu)制度,加強(qiang)機(ji)動車(che)排放召回管(guan)理(li)。加強(qiang)船(chuan)舶(bo)清潔能源(yuan)(yuan)動力(li)推(tui)(tui)廣應用(yong),推(tui)(tui)動船(chuan)舶(bo)岸電(dian)受電(dian)設(she)(she)(she)施(shi)(shi)改造,提高岸電(dian)使(shi)用(yong)效率。提升(sheng)鐵(tie)路(lu)電(dian)氣(qi)化水(shui)(shui)平(ping),推(tui)(tui)廣低能耗(hao)運(yun)輸裝(zhuang)(zhuang)備(bei),提高綠(lv)(lv)(lv)色(se)(se)(se)鐵(tie)路(lu)承運(yun)比重。加快(kuai)(kuai)綠(lv)(lv)(lv)色(se)(se)(se)倉儲(chu)建(jian)(jian)(jian)設(she)(she)(she),加快(kuai)(kuai)標準托盤、標準周轉箱(xiang)(筐)等(deng)物(wu)流載具推(tui)(tui)廣應用(yong),鼓勵建(jian)(jian)(jian)設(she)(she)(she)綠(lv)(lv)(lv)色(se)(se)(se)物(wu)流園區。實(shi)(shi)施(shi)(shi)快(kuai)(kuai)遞包裝(zhuang)(zhuang)綠(lv)(lv)(lv)色(se)(se)(se)治理(li),促進快(kuai)(kuai)遞包裝(zhuang)(zhuang)循環使(shi)用(yong)。到2025年,公(gong)(gong)(gong)共交通(tong)中(zhong)新(xin)能源(yuan)(yuan)汽車(che)占比達到72%,水(shui)(shui)路(lu)和鐵(tie)路(lu)貨(huo)運(yun)量占比達到15%,全(quan)省(sheng)(sheng)新(xin)建(jian)(jian)(jian)、改建(jian)(jian)(jian)、擴建(jian)(jian)(jian)碼頭(tou)(油(you)(you)氣(qi)化工(gong)碼頭(tou)除外(wai))岸電(dian)覆蓋率達到100%。(省(sheng)(sheng)交通(tong)運(yun)輸廳(ting)、省(sheng)(sheng)發展(zhan)改革委牽頭(tou),省(sheng)(sheng)工(gong)業和信息化廳(ting)、省(sheng)(sheng)生態(tai)環境廳(ting)、省(sheng)(sheng)公(gong)(gong)(gong)安廳(ting)、省(sheng)(sheng)財政廳(ting)、省(sheng)(sheng)生態(tai)環境廳(ting)、省(sheng)(sheng)住房城鄉建(jian)(jian)(jian)設(she)(she)(she)廳(ting)、省(sheng)(sheng)商務廳(ting)、省(sheng)(sheng)市場監(jian)管(guan)局(ju)、省(sheng)(sheng)能源(yuan)(yuan)局(ju)、南昌(chang)鐵(tie)路(lu)局(ju)、省(sheng)(sheng)郵政管(guan)理(li)局(ju)等(deng)按職責(ze)分工(gong)負責(ze))

四、健全節能減排政策機制

(四)加(jia)強統(tong)(tong)(tong)計(ji)(ji)(ji)監(jian)測(ce)(ce)能(neng)(neng)力建(jian)(jian)設。嚴格落實重(zhong)點(dian)用(yong)能(neng)(neng)單位能(neng)(neng)源(yuan)利用(yong)狀況報(bao)告(gao)制度(du),健全能(neng)(neng)源(yuan)計(ji)(ji)(ji)量(liang)體(ti)系,全面(mian)推(tui)進重(zhong)點(dian)用(yong)能(neng)(neng)單位能(neng)(neng)耗在線(xian)監(jian)測(ce)(ce)系統(tong)(tong)(tong)建(jian)(jian)設和(he)(he)(he)(he)應用(yong)。按照(zhao)國家統(tong)(tong)(tong)一部(bu)署,完善(shan)工(gong)業、建(jian)(jian)筑、交通運輸(shu)等領域能(neng)(neng)源(yuan)消費統(tong)(tong)(tong)計(ji)(ji)(ji)制度(du)和(he)(he)(he)(he)指(zhi)標體(ti)系。優(you)化(hua)污(wu)(wu)染源(yuan)統(tong)(tong)(tong)計(ji)(ji)(ji)調查范圍,調整污(wu)(wu)染物(wu)統(tong)(tong)(tong)計(ji)(ji)(ji)調查指(zhi)標和(he)(he)(he)(he)排(pai)(pai)放計(ji)(ji)(ji)算方法(fa)。推(tui)行政(zheng)府主導(dao)、企業共享的工(gong)業園區統(tong)(tong)(tong)一環境監(jian)測(ce)(ce),構(gou)建(jian)(jian)覆(fu)蓋(gai)排(pai)(pai)污(wu)(wu)許可持(chi)證單位的固(gu)定(ding)污(wu)(wu)染源(yuan)監(jian)測(ce)(ce)體(ti)系。加(jia)強工(gong)業園區污(wu)(wu)染源(yuan)監(jian)測(ce)(ce),推(tui)動在涉揮發性有(you)機物(wu)排(pai)(pai)放的重(zhong)點(dian)排(pai)(pai)污(wu)(wu)單位安裝在線(xian)監(jian)控監(jian)測(ce)(ce)設施。加(jia)強統(tong)(tong)(tong)計(ji)(ji)(ji)基層隊伍建(jian)(jian)設,強化(hua)統(tong)(tong)(tong)計(ji)(ji)(ji)數據審核,防范統(tong)(tong)(tong)計(ji)(ji)(ji)造(zao)假、弄虛作假,提(ti)升統(tong)(tong)(tong)計(ji)(ji)(ji)數據質(zhi)量(liang)。(省統(tong)(tong)(tong)計(ji)(ji)(ji)局、省發展改革委、省生態環境廳(ting)、省工(gong)業和(he)(he)(he)(he)信息化(hua)廳(ting)、省住(zhu)房城(cheng)鄉建(jian)(jian)設廳(ting)、省交通運輸(shu)廳(ting)、省市場監(jian)管(guan)局等按職(zhi)責分工(gong)負責)

五、加強組織實施

(二)強(qiang)化監督考(kao)核(he)。開展“十四五”設區(qu)市(shi)人(ren)(ren)民政(zheng)府(fu)節能減排(pai)(pai)目(mu)(mu)(mu)標(biao)責(ze)任評價(jia)考(kao)核(he),科學運用考(kao)核(he)結(jie)果,對(dui)(dui)工(gong)作成效顯著的地區(qu)加(jia)強(qiang)激勵,對(dui)(dui)工(gong)作不力的地區(qu)加(jia)強(qiang)督促(cu)指(zhi)導,考(kao)核(he)結(jie)果經省(sheng)人(ren)(ren)民政(zheng)府(fu)審定后,交由干(gan)部主管部門作為對(dui)(dui)設區(qu)市(shi)人(ren)(ren)民政(zheng)府(fu)領導班(ban)子(zi)和領導干(gan)部綜合考(kao)核(he)評價(jia)的重要(yao)依據。完(wan)(wan)善(shan)能耗(hao)雙控(kong)(kong)考(kao)核(he)措施(shi),增加(jia)能耗(hao)強(qiang)度降低約束性(xing)指(zhi)標(biao)考(kao)核(he)權重,加(jia)大對(dui)(dui)能評未(wei)批(pi)先建(jian)、高耗(hao)能高排(pai)(pai)放低水(shui)平項目(mu)(mu)(mu)管控(kong)(kong)等情況的考(kao)核(he)整治力度。統籌目(mu)(mu)(mu)標(biao)完(wan)(wan)成進展、經濟(ji)形勢及(ji)跨周期因素,能耗(hao)強(qiang)度目(mu)(mu)(mu)標(biao)在“十四五”規(gui)劃期內(nei)統籌考(kao)核(he),并(bing)結(jie)合國家要(yao)求,留有適當(dang)彈性(xing)。繼續(xu)開展污染(ran)防治攻堅(jian)戰成效考(kao)核(he),把總量減排(pai)(pai)目(mu)(mu)(mu)標(biao)任務完(wan)(wan)成情況作為重要(yao)考(kao)核(he)內(nei)容,壓實減排(pai)(pai)工(gong)作責(ze)任。完(wan)(wan)善(shan)省(sheng)級(ji)生態環境(jing)保護(hu)督察(cha)制度,深(shen)化例行督察(cha),強(qiang)化專項督察(cha)。(省(sheng)發展改革委、省(sheng)生態環境(jing)廳牽頭,省(sheng)委組織(zhi)部、省(sheng)統計局等按職責(ze)分工(gong)負(fu)責(ze))

(三)強化全民行動(dong)。深入開(kai)展(zhan)(zhan)綠(lv)色生活創(chuang)建行動(dong),增強全民節(jie)約意(yi)識,倡(chang)導簡約適度(du)、綠(lv)色低(di)碳、文明健康的生活方式(shi),堅決抵制和反對各種形式(shi)的奢侈浪費,營造綠(lv)色低(di)碳社(she)會(hui)風尚。推(tui)行綠(lv)色消費,加大綠(lv)色低(di)碳產品推(tui)廣力度(du),組(zu)織(zhi)開(kai)展(zhan)(zhan)生態(tai)文明宣(xuan)傳(chuan)月、節(jie)能宣(xuan)傳(chuan)周、世界(jie)環境日等(deng)主題(ti)宣(xuan)傳(chuan)活動(dong),通過多種傳(chuan)播渠道和方式(shi)廣泛宣(xuan)傳(chuan)節(jie)能減(jian)排(pai)(pai)(pai)法規、標準(zhun)、知(zhi)識以及(ji)經驗(yan)做法。開(kai)展(zhan)(zhan)先進節(jie)能減(jian)排(pai)(pai)(pai)技(ji)術研發和成果轉移轉化。發揮行業(ye)協會(hui)、商業(ye)團(tuan)體(ti)、公(gong)益(yi)組(zu)織(zhi)的作用(yong),支持節(jie)能減(jian)排(pai)(pai)(pai)公(gong)益(yi)事業(ye)。暢通群眾(zhong)參與生態(tai)環境監督渠道。開(kai)展(zhan)(zhan)節(jie)能減(jian)排(pai)(pai)(pai)自(zi)愿承諾(nuo),引導市場主體(ti)、社(she)會(hui)公(gong)眾(zhong)自(zi)覺履行節(jie)能減(jian)排(pai)(pai)(pai)責任。(省委宣(xuan)傳(chuan)部、省發展(zhan)(zhan)改革委、省科技(ji)廳(ting)、省生態(tai)環境廳(ting)、省管局、省婦聯等(deng)按職責分工負責)
