宜昌市工業領域碳達峰實施方案
為深(shen)入貫(guan)徹(che)落實黨中(zhong)(zhong)央、國務(wu)院關于碳達峰、碳中(zhong)(zhong)和的重大戰略決策,根(gen)據《國務(wu)院關于印(yin)發2030年前碳達峰行動方案的通知》(國發〔2021〕23號)精神和省委、省政府相關工(gong)作部署,結合宜昌(chang)實際,制定本方案。
一、總體思路
(一)指導思想。
以習(xi)近(jin)平新(xin)時代中(zhong)國(guo)特色社會主義(yi)思(si)想為(wei)指導,全(quan)面(mian)貫徹黨的十(shi)九大和(he)十(shi)九屆歷次全(quan)會精神,深(shen)入貫徹習(xi)近(jin)平生態文明思(si)想,全(quan)面(mian)落實黨中(zhong)央、國(guo)務院關于做好碳(tan)(tan)(tan)(tan)達(da)峰(feng)(feng)(feng)碳(tan)(tan)(tan)(tan)中(zhong)和(he)工(gong)作的意見及2030年前碳(tan)(tan)(tan)(tan)達(da)峰(feng)(feng)(feng)行(xing)(xing)動方案,立(li)足新(xin)發(fa)(fa)展(zhan)階段(duan),完整準確(que)全(quan)面(mian)貫徹新(xin)發(fa)(fa)展(zhan)理念,服務構建新(xin)發(fa)(fa)展(zhan)格局(ju),堅持(chi)系統(tong)觀念,正確(que)處理發(fa)(fa)展(zhan)和(he)減排的關系,統(tong)籌穩增長和(he)調(diao)結(jie)(jie)構,把碳(tan)(tan)(tan)(tan)達(da)峰(feng)(feng)(feng)碳(tan)(tan)(tan)(tan)中(zhong)和(he)納入全(quan)市工(gong)業(ye)(ye)經濟(ji)發(fa)(fa)展(zhan)全(quan)局(ju),以實施(shi)重點行(xing)(xing)業(ye)(ye)和(he)重點企(qi)業(ye)(ye)碳(tan)(tan)(tan)(tan)達(da)峰(feng)(feng)(feng)行(xing)(xing)動為(wei)抓手,著力優化產業(ye)(ye)結(jie)(jie)構、調(diao)整能(neng)源消(xiao)費結(jie)(jie)構、推(tui)進兩化深(shen)度融合、強化科(ke)技創新(xin)和(he)數(shu)字賦能(neng),推(tui)動工(gong)業(ye)(ye)經濟(ji)發(fa)(fa)展(zhan)建立(li)在資源高效利用(yong)和(he)綠(lv)色低碳(tan)(tan)(tan)(tan)發(fa)(fa)展(zhan)的基礎(chu)之上,確(que)保如期實現2030年前碳(tan)(tan)(tan)(tan)達(da)峰(feng)(feng)(feng)目標(biao)。
(二)基本原則。
——穩(wen)妥(tuo)有序,系統(tong)推(tui)進。統(tong)籌產業(ye)(ye)發展和(he)綠色低碳(tan)(tan)轉(zhuan)型的關系,把碳(tan)(tan)達峰碳(tan)(tan)中和(he)目(mu)標愿景完整、準(zhun)確、全面貫穿產業(ye)(ye)鏈供應鏈全過(guo)程和(he)各環節,積極(ji)穩(wen)妥(tuo)推(tui)進工業(ye)(ye)領域碳(tan)(tan)達峰。
——節(jie)約(yue)(yue)優先,源(yuan)(yuan)頭控制(zhi)。把節(jie)約(yue)(yue)能源(yuan)(yuan)資(zi)源(yuan)(yuan)放(fang)在首位(wei),實行全面節(jie)約(yue)(yue)戰略,提(ti)升投入產(chan)出(chu)效率,持續降低單(dan)位(wei)產(chan)出(chu)能源(yuan)(yuan)資(zi)源(yuan)(yuan)消耗和(he)碳排(pai)放(fang),從源(yuan)(yuan)頭和(he)入口控制(zhi)二氧化(hua)碳排(pai)放(fang)。
——創新(xin)(xin)(xin)驅動(dong),數字賦能。強化科技創新(xin)(xin)(xin)和制度創新(xin)(xin)(xin),強化新(xin)(xin)(xin)一代信息(xi)(xi)技術在綠(lv)色(se)低碳(tan)領域的創新(xin)(xin)(xin)作用,以(yi)數字化信息(xi)(xi)化驅動(dong)工業(ye)綠(lv)色(se)轉(zhuan)型,培育(yu)壯大綠(lv)色(se)發展新(xin)(xin)(xin)動(dong)能。
——市場(chang)主導,政(zheng)(zheng)府引(yin)導。充分發揮市場(chang)機制作用,更好(hao)發揮政(zheng)(zheng)府作用,引(yin)導市場(chang)主體積極參(can)與(yu)碳達峰工作,深化(hua)工業發展的綠色底色,激發綠色新需求,引(yin)導綠色新投(tou)資。
(三)總體目標。
“十(shi)四五”期間,產(chan)業結(jie)構更趨(qu)優(you)(you)化(hua)(hua),重點行(xing)業能(neng)源(yuan)利(li)用效率大幅提升(sheng),能(neng)源(yuan)結(jie)構調(diao)整優(you)(you)化(hua)(hua)取(qu)得(de)明顯進(jin)展(zhan),煤炭消(xiao)費增長得(de)到合理控制,天(tian)然氣、電(dian)力消(xiao)費比(bi)重穩步提升(sheng),綠(lv)色(se)低碳(tan)技術(shu)裝備(bei)推(tui)廣(guang)應(ying)用取(qu)得(de)積極(ji)進(jin)展(zhan),數(shu)字(zi)化(hua)(hua)信(xin)息(xi)化(hua)(hua)助推(tui)綠(lv)色(se)發展(zhan)水平快速提升(sheng)。到2025年,單位工(gong)業增加值能(neng)耗和二(er)氧化(hua)(hua)碳(tan)排放確(que)保(bao)完(wan)成省下達目標(biao),為實(shi)現(xian)碳(tan)達峰奠定(ding)堅實(shi)基(ji)礎(chu)。
“十五五”期(qi)間,產(chan)業(ye)(ye)(ye)轉型升級取得(de)明顯(xian)進展,重點耗能(neng)(neng)(neng)行業(ye)(ye)(ye)能(neng)(neng)(neng)源(yuan)利(li)用(yong)效率持續提升,主(zhu)要行業(ye)(ye)(ye)單位(wei)產(chan)品(pin)能(neng)(neng)(neng)耗穩步下降,煤炭消費總(zong)量達峰(feng)、占比繼(ji)(ji)續下降,天然(ran)氣、電力消費比重繼(ji)(ji)續提升,綠色低碳(tan)工藝技術研(yan)發(fa)(fa)應用(yong)推廣取得(de)突破,工業(ye)(ye)(ye)綠色低碳(tan)轉型發(fa)(fa)展取得(de)顯(xian)著成效,單位(wei)工業(ye)(ye)(ye)增加值(zhi)能(neng)(neng)(neng)耗和碳(tan)排(pai)放(fang)進一步下降,工業(ye)(ye)(ye)低碳(tan)發(fa)(fa)展模式(shi)初步確立。到(dao)2030年,全市單位(wei)工業(ye)(ye)(ye)增加值(zhi)能(neng)(neng)(neng)耗和二氧化碳(tan)排(pai)放(fang)完成省下達目標(biao),如期(qi)實現碳(tan)達峰(feng)目標(biao)。
二、重點任務
(一)優化提(ti)升產業結構。
1.嚴格控制(zhi)“兩高(gao)”項(xiang)(xiang)目(mu)盲目(mu)發(fa)展。制(zhi)定(ding)“兩高(gao)”項(xiang)(xiang)目(mu)管理目(mu)錄,加(jia)強(qiang)窗口指導、從(cong)嚴監管,強(qiang)化政策(ce)(ce)協(xie)同(tong)(tong)、綜合(he)施策(ce)(ce)。建立“兩高(gao)”項(xiang)(xiang)目(mu)準入(ru)部門聯審(shen)會商制(zhi)度,深入(ru)評估論證(zheng)。對在(zai)建、擬建、存量(liang)(liang)項(xiang)(xiang)目(mu)實行清單管理、分類處置、動態監控。加(jia)強(qiang)新建、擴建磷銨、黃磷、尿素(su)、燒(shao)堿、水泥熟料、平板玻璃等(deng)(deng)“兩高(gao)”項(xiang)(xiang)目(mu)準入(ru)管理,嚴格實施產能(neng)、煤耗(hao)、能(neng)耗(hao)、碳排放等(deng)(deng)量(liang)(liang)或(huo)減量(liang)(liang)替代(dai)。(責任(ren)單位(wei):市發(fa)改委、市經信(xin)局、市生態環境局。排在(zai)第一位(wei)的為(wei)牽頭單位(wei),下同(tong)(tong))
2.加快傳統產(chan)業(ye)提檔升級。全面推進(jin)化工、建材、裝備制(zhi)造(zao)、食(shi)品飲料等(deng)傳統產(chan)業(ye)綠色改造(zao),以源(yuan)頭削減碳排放產(chan)生(sheng)(sheng)為(wei)切入(ru)點(dian),大力研發推廣綠色工藝(yi)(yi)技術裝備,實現過程(cheng)降(jiang)碳、工藝(yi)(yi)降(jiang)碳。鼓勵(li)企業(ye)將工業(ye)互(hu)聯(lian)網、大數據等(deng)技術與節能(neng)降(jiang)碳相結合,采用(yong)(yong)先進(jin)適用(yong)(yong)清潔生(sheng)(sheng)產(chan)工藝(yi)(yi)技術實施技術改造(zao),推動高效節能(neng)新(xin)技術、新(xin)產(chan)品的推廣應用(yong)(yong)。(責任(ren)單位:市經信局(ju)、市科技局(ju))
3.大力(li)發(fa)展戰略(lve)性(xing)新(xin)興(xing)(xing)產業(ye)。優(you)先發(fa)展生物醫藥、新(xin)材料(liao)、新(xin)一代信息技術(shu)三大新(xin)興(xing)(xing)產業(ye),推動(dong)產業(ye)結構(gou)優(you)化調(diao)整(zheng),促(cu)進新(xin)舊動(dong)能(neng)轉換。培育發(fa)展氫能(neng)、數(shu)字經濟及航(hang)空航(hang)天和海洋工程三大戰略(lve)產業(ye),塑造(zao)宜昌面(mian)向未(wei)來競爭新(xin)優(you)勢的三大領域。(責(ze)任單位:市(shi)(shi)發(fa)改(gai)委(wei)、市(shi)(shi)經信局、市(shi)(shi)衛健委(wei)、市(shi)(shi)科技局)
4.做優(you)做強主(zhu)(zhu)導(dao)產業(ye)(ye)。做優(you)做強綠(lv)色化工(gong)、裝備制造、食品飲(yin)料(liao)、建筑(zhu)建材、清潔能源、紡織服裝及文化用品六大主(zhu)(zhu)導(dao)產業(ye)(ye),筑(zhu)牢工(gong)業(ye)(ye)經(jing)濟(ji)發展的“底盤”和“穩定錨”。(責任單位(wei):市(shi)經(jing)信局(ju)、市(shi)發改委(wei)、市(shi)生態環(huan)境局(ju)、市(shi)市(shi)場監管局(ju)、市(shi)住建局(ju)、市(shi)文旅(lv)局(ju))
5.融(rong)合(he)發(fa)展(zhan)生(sheng)(sheng)產(chan)性服(fu)務業(ye)(ye)(ye)。堅持(chi)“創新引(yin)領、供需結(jie)合(he)、高(gao)端發(fa)展(zhan)”的(de)思路(lu),健全(quan)服(fu)務型制(zhi)造(zao)發(fa)展(zhan)生(sheng)(sheng)態,利用(yong)工業(ye)(ye)(ye)互(hu)聯網(wang)等新一代信息技術賦能新制(zhi)造(zao)、催生(sheng)(sheng)新服(fu)務,依托(tuo)全(quan)市(shi)(shi)生(sheng)(sheng)物(wu)(wu)醫藥、裝(zhuang)備制(zhi)造(zao)、精細化工等產(chan)業(ye)(ye)(ye)發(fa)展(zhan)基礎(chu),配(pei)套發(fa)展(zhan)智(zhi)慧物(wu)(wu)流、檢驗檢測(ce)、節能環保(bao)、工業(ye)(ye)(ye)設(she)計、商(shang)務咨(zi)詢等生(sheng)(sheng)產(chan)性服(fu)務業(ye)(ye)(ye),推(tui)(tui)動制(zhi)造(zao)業(ye)(ye)(ye)和(he)生(sheng)(sheng)產(chan)性服(fu)務業(ye)(ye)(ye)在更(geng)深層次(ci)、更(geng)高(gao)水平上融(rong)合(he),推(tui)(tui)進全(quan)市(shi)(shi)產(chan)業(ye)(ye)(ye)結(jie)構優化調(diao)整。(責任(ren)單位:市(shi)(shi)發(fa)改委、市(shi)(shi)經信局、市(shi)(shi)市(shi)(shi)場(chang)監管局、市(shi)(shi)生(sheng)(sheng)態環境局、市(shi)(shi)商(shang)務局、市(shi)(shi)物(wu)(wu)流業(ye)(ye)(ye)發(fa)展(zhan)中(zhong)心)
(二(er))著力強化節能降碳(tan)。
6.優(you)化(hua)能源(yuan)(yuan)消(xiao)費結構。合(he)理控(kong)制(zhi)煤炭消(xiao)費增長,推動(dong)煤炭消(xiao)費總(zong)量達峰(feng),推動(dong)化(hua)工、建材等重(zhong)點行業(ye)(ye)煤炭多元(yuan)替代,不斷(duan)降(jiang)低(di)煤炭在(zai)能源(yuan)(yuan)消(xiao)費中的(de)比重(zhong)。加(jia)快推進(jin)(jin)頁巖氣等非常規油氣資源(yuan)(yuan)規模化(hua)開發(fa),保(bao)障天(tian)然(ran)(ran)氣供應穩(wen)定,降(jiang)低(di)天(tian)然(ran)(ran)氣使用成(cheng)本,不斷(duan)提高天(tian)然(ran)(ran)氣在(zai)能源(yuan)(yuan)消(xiao)費中的(de)比重(zhong)。推進(jin)(jin)工業(ye)(ye)可(ke)(ke)再生能源(yuan)(yuan)替代,鼓勵有(you)條件的(de)企業(ye)(ye)因地制(zhi)宜有(you)序(xu)發(fa)展光伏發(fa)電,不斷(duan)提高可(ke)(ke)再生能源(yuan)(yuan)電力在(zai)工業(ye)(ye)能源(yuan)(yuan)消(xiao)費中的(de)比重(zhong)。(責任單位:市(shi)發(fa)改(gai)委、市(shi)經信局)
7.推進(jin)節能(neng)改造(zao)升級(ji)。聚焦化工(gong)、建(jian)材等高耗(hao)能(neng)行(xing)(xing)業(ye)(ye),對(dui)能(neng)效(xiao)(xiao)低于本行(xing)(xing)業(ye)(ye)基(ji)準水(shui)平(ping)的存量項目(mu),合理設置政策(ce)實施過(guo)渡(du)期,引(yin)導企業(ye)(ye)有序開展節能(neng)降碳技術改造(zao),提高生產(chan)運行(xing)(xing)能(neng)效(xiao)(xiao),堅(jian)決依法(fa)依規淘汰落后產(chan)能(neng)、落后工(gong)藝、落后產(chan)品。對(dui)擬(ni)建(jian)、在(zai)建(jian)項目(mu),應對(dui)照(zhao)能(neng)效(xiao)(xiao)標桿水(shui)平(ping)建(jian)設實施,推動能(neng)效(xiao)(xiao)水(shui)平(ping)應提盡提,力爭全面達(da)到(dao)標桿水(shui)平(ping)。嚴格能(neng)效(xiao)(xiao)約束,瞄準國(guo)際先進(jin)水(shui)平(ping),打造(zao)能(neng)效(xiao)(xiao)“領(ling)跑者”,推動重點企業(ye)(ye)持續趕超引(yin)領(ling)。(責任單(dan)位:市發改委、市經信局)
8.強(qiang)化(hua)節(jie)(jie)(jie)能(neng)管理(li)。堅持全(quan)面(mian)節(jie)(jie)(jie)能(neng)戰略,把節(jie)(jie)(jie)能(neng)貫穿于工(gong)業(ye)產業(ye)鏈、供(gong)應(ying)鏈全(quan)過程和(he)各環節(jie)(jie)(jie)。提高(gao)節(jie)(jie)(jie)能(neng)管理(li)信息(xi)化(hua)水平,完善重點(dian)(dian)用能(neng)單(dan)位(wei)(wei)能(neng)耗在線監(jian)測(ce)系(xi)統,推動高(gao)耗能(neng)企業(ye)建立能(neng)源管理(li)中心。強(qiang)化(hua)節(jie)(jie)(jie)能(neng)監(jian)察和(he)執(zhi)法(fa),加(jia)強(qiang)能(neng)耗及(ji)二氧化(hua)碳排(pai)放控制目標分析及(ji)預(yu)警(jing),嚴(yan)格重點(dian)(dian)用能(neng)單(dan)位(wei)(wei)節(jie)(jie)(jie)能(neng)管理(li)和(he)目標責(ze)任(ren)落實(shi)。(責(ze)任(ren)單(dan)位(wei)(wei):市發改(gai)委(wei)、市經(jing)信局)
(三)提高資(zi)源利(li)用效率。
9.持續優(you)化原(yuan)(yuan)料(liao)結(jie)構。鼓勵(li)化工企業(ye)與可再(zai)生能源(yuan)企業(ye)開展綠電制氫(qing)(qing)合作,提(ti)高化工行業(ye)低碳、富氫(qing)(qing)原(yuan)(yuan)料(liao)比重(zhong),優(you)化合成氨、甲醇等(deng)原(yuan)(yuan)料(liao)結(jie)構。提(ti)高磷石(shi)(shi)膏、爐渣等(deng)工業(ye)廢渣的摻入量(liang),推動(dong)水泥行業(ye)非碳酸(suan)鹽原(yuan)(yuan)料(liao)替代,減少水泥行業(ye)對鈣基石(shi)(shi)灰(hui)石(shi)(shi)原(yuan)(yuan)料(liao)的依賴,逐步降低工業(ye)過程碳排放。(責任單位:市經信局、市發改委)
10.推動工(gong)(gong)(gong)(gong)業(ye)(ye)固廢(fei)源(yuan)頭(tou)減(jian)量和(he)綜合利用(yong)。堅持(chi)減(jian)量化、資源(yuan)化、再(zai)利用(yong)的原(yuan)則,研究制定重點行業(ye)(ye)固廢(fei)減(jian)量化工(gong)(gong)(gong)(gong)作方案(an),明確工(gong)(gong)(gong)(gong)業(ye)(ye)固廢(fei)減(jian)量化路(lu)徑和(he)重點任(ren)務,減(jian)少工(gong)(gong)(gong)(gong)業(ye)(ye)固廢(fei)產生量,進一步拓寬磷(lin)石膏、粉(fen)煤灰(hui)、煤矸石、冶金渣、建(jian)筑(zhu)垃圾等大(da)宗固廢(fei)綜合利用(yong)渠(qu)道,擴大(da)在生態(tai)修復、綠(lv)色(se)開采、綠(lv)色(se)建(jian)材、交通(tong)工(gong)(gong)(gong)(gong)程等領域的利用(yong)規模(mo)。(責(ze)任(ren)單位(wei):市(shi)經(jing)信局、市(shi)生態(tai)環境局、市(shi)自然(ran)資源(yuan)和(he)規劃局、市(shi)住建(jian)局、市(shi)交通(tong)運(yun)輸局)
11.加強再(zai)(zai)生(sheng)資源循環利用(yong)。推動再(zai)(zai)生(sheng)資源規(gui)(gui)模化、規(gui)(gui)范化、清潔化利用(yong),促進(jin)再(zai)(zai)生(sheng)資源產(chan)業集聚(ju)發(fa)展。實施(shi)廢(fei)舊(jiu)紡織(zhi)品、廢(fei)舊(jiu)輪胎、廢(fei)鋼鐵等再(zai)(zai)生(sheng)資源回收(shou)利用(yong)行(xing)業規(gui)(gui)范管理,提升行(xing)業規(gui)(gui)范化水平,促進(jin)資源向(xiang)優勢企(qi)業集聚(ju)。(責任單(dan)位:市(shi)商務(wu)局、市(shi)發(fa)改委、市(shi)經信局)
(四(si))推(tui)動數(shu)字化轉型。
12.實(shi)施數字新(xin)基建。組織實(shi)施一批5G、人工(gong)(gong)(gong)智能(neng)、大(da)數據(ju)(ju)領域(yu)及(ji)傳統基礎設(she)施數字化、智能(neng)化升級(ji)重大(da)工(gong)(gong)(gong)程,加(jia)快5G、物聯(lian)網(wang)(wang)、工(gong)(gong)(gong)業(ye)互聯(lian)網(wang)(wang)等(deng)通信網(wang)(wang)絡基礎設(she)施建設(she),積(ji)極(ji)布(bu)局(ju)(ju)人工(gong)(gong)(gong)智能(neng)、云計(ji)(ji)算(suan)、區(qu)(qu)(qu)塊鏈等(deng)新(xin)技術基礎設(she)施以及(ji)數據(ju)(ju)中心、智能(neng)計(ji)(ji)算(suan)中心等(deng)算(suan)力基礎設(she)施。加(jia)快產業(ye)園(yuan)區(qu)(qu)(qu)光(guang)纖網(wang)(wang)、移動通信網(wang)(wang)和無線(xian)局(ju)(ju)域(yu)網(wang)(wang)部署建設(she),重點推(tui)動5G實(shi)現市(shi)(shi)中心城區(qu)(qu)(qu)連續覆(fu)蓋(gai)(gai)、各(ge)縣市(shi)(shi)區(qu)(qu)(qu)城鎮區(qu)(qu)(qu)域(yu)、工(gong)(gong)(gong)業(ye)園(yuan)區(qu)(qu)(qu)重點覆(fu)蓋(gai)(gai),提高企業(ye)寬帶接入能(neng)力,提升數字新(xin)基建服務工(gong)(gong)(gong)業(ye)綠色低(di)碳轉型升級(ji)的能(neng)力。(責任單位:市(shi)(shi)經(jing)信局(ju)(ju)、市(shi)(shi)發(fa)改委、市(shi)(shi)政務服務和大(da)數據(ju)(ju)管理局(ju)(ju))
13.推動數(shu)(shu)(shu)(shu)字新(xin)(xin)融合(he)。圍繞制(zhi)造(zao)(zao)業數(shu)(shu)(shu)(shu)字化轉(zhuan)型的(de)(de)(de)核(he)心(xin)需求和關鍵場(chang)景,利用(yong)5G、大(da)數(shu)(shu)(shu)(shu)據、云計(ji)算、工(gong)業互(hu)聯網(wang)等信(xin)息(xi)技術(shu),加(jia)快構建(jian)新(xin)(xin)基(ji)建(jian)場(chang)景應用(yong)的(de)(de)(de)數(shu)(shu)(shu)(shu)字生(sheng)態系(xi)統,推進場(chang)景化數(shu)(shu)(shu)(shu)字生(sheng)態與宜(yi)昌特(te)色產(chan)(chan)業融合(he)。組織實施化工(gong)、建(jian)材行業數(shu)(shu)(shu)(shu)字化智能(neng)化升(sheng)級(ji)重大(da)工(gong)程(cheng)(cheng),加(jia)快新(xin)(xin)一代信(xin)息(xi)技術(shu)對工(gong)藝流程(cheng)(cheng)和設備(bei)進行升(sheng)級(ji)改(gai)造(zao)(zao),深化產(chan)(chan)品研發設計(ji)、生(sheng)產(chan)(chan)制(zhi)造(zao)(zao)、應用(yong)服(fu)役、回(hui)收利用(yong)等環節(jie)的(de)(de)(de)數(shu)(shu)(shu)(shu)字化應用(yong)。(責任單(dan)位(wei):市經信(xin)局(ju)、市政務服(fu)務和大(da)數(shu)(shu)(shu)(shu)據管理(li)局(ju))

1.水(shui)(shui)泥行業(ye)。優(you)化(hua)產(chan)(chan)業(ye)結構,嚴格落實水(shui)(shui)泥行業(ye)產(chan)(chan)能(neng)(neng)(neng)(neng)(neng)等(deng)(deng)量或減(jian)(jian)量置換政策,嚴禁新增(zeng)水(shui)(shui)泥產(chan)(chan)能(neng)(neng)(neng)(neng)(neng),加快低效(xiao)產(chan)(chan)能(neng)(neng)(neng)(neng)(neng)退(tui)出。優(you)化(hua)產(chan)(chan)品結構,打(da)造水(shui)(shui)泥及其制品產(chan)(chan)業(ye)園(yuan),重點(dian)發展干法水(shui)(shui)泥,轉(zhuan)型生(sheng)(sheng)(sheng)(sheng)產(chan)(chan)高(gao)標號水(shui)(shui)泥,延伸發展水(shui)(shui)泥基復合(he)材料(liao)等(deng)(deng)產(chan)(chan)品。開展原(yuan)料(liao)替代,加大固體廢(fei)棄物(wu)的資源(yuan)綜合(he)利用(yong)(yong)力(li)度(du),采用(yong)(yong)磷石膏、粉煤(mei)灰、工業(ye)廢(fei)渣、尾礦渣、煤(mei)矸(gan)石、建筑垃圾(ji)等(deng)(deng)作為原(yuan)料(liao)或水(shui)(shui)泥混合(he)材,減(jian)(jian)少水(shui)(shui)泥生(sheng)(sheng)(sheng)(sheng)產(chan)(chan)對鈣基石灰石原(yuan)料(liao)的依賴。推(tui)(tui)(tui)進燃料(liao)替代,大力(li)推(tui)(tui)(tui)廣(guang)生(sheng)(sheng)(sheng)(sheng)活(huo)垃圾(ji)、農業(ye)廢(fei)棄物(wu)、生(sheng)(sheng)(sheng)(sheng)物(wu)質燃料(liao)、廢(fei)舊輪(lun)胎等(deng)(deng)水(shui)(shui)泥窯(yao)協同處置技術(shu),提高(gao)資源(yuan)化(hua)利用(yong)(yong)效(xiao)率,降低化(hua)石能(neng)(neng)(neng)(neng)(neng)源(yuan)消(xiao)耗。推(tui)(tui)(tui)廣(guang)綠(lv)色降碳技術(shu),推(tui)(tui)(tui)廣(guang)使(shi)用(yong)(yong)六級預熱器(qi)、低阻(zu)高(gao)效(xiao)分解爐、多(duo)通道高(gao)效(xiao)燃燒器(qi)、高(gao)效(xiao)熟料(liao)篦冷機(ji)、超低排放、富氧(yang)燃燒、高(gao)效(xiao)節能(neng)(neng)(neng)(neng)(neng)粉磨技術(shu)、余(yu)熱高(gao)效(xiao)利用(yong)(yong)等(deng)(deng)技術(shu)裝備。推(tui)(tui)(tui)動水(shui)(shui)泥錯峰(feng)生(sheng)(sheng)(sheng)(sheng)產(chan)(chan)常態化(hua),依據能(neng)(neng)(neng)(neng)(neng)效(xiao)水(shui)(shui)平設置錯峰(feng)生(sheng)(sheng)(sheng)(sheng)產(chan)(chan)時間(jian),合(he)理(li)(li)縮(suo)短水(shui)(shui)泥熟料(liao)裝置運轉(zhuan)時間(jian)。加快數字(zi)化(hua)智能(neng)(neng)(neng)(neng)(neng)化(hua)融(rong)合(he),推(tui)(tui)(tui)廣(guang)使(shi)用(yong)(yong)人工智能(neng)(neng)(neng)(neng)(neng)系(xi)統、在(zai)線仿真(zhen)系(xi)統、能(neng)(neng)(neng)(neng)(neng)效(xiao)管理(li)(li)系(xi)統等(deng)(deng)。優(you)化(hua)能(neng)(neng)(neng)(neng)(neng)源(yuan)結構,因(yin)地制宜利用(yong)(yong)太陽能(neng)(neng)(neng)(neng)(neng)、生(sheng)(sheng)(sheng)(sheng)物(wu)質能(neng)(neng)(neng)(neng)(neng)等(deng)(deng)可(ke)再生(sheng)(sheng)(sheng)(sheng)能(neng)(neng)(neng)(neng)(neng)源(yuan),逐步提高(gao)可(ke)再生(sheng)(sheng)(sheng)(sheng)能(neng)(neng)(neng)(neng)(neng)源(yuan)應用(yong)(yong)比重。
2.玻(bo)(bo)璃(li)(li)行業。優化產業結(jie)構(gou),嚴格落實平板玻(bo)(bo)璃(li)(li)行業產能(neng)(neng)置(zhi)換(huan)政策(ce),加(jia)(jia)大落后產能(neng)(neng)淘汰力(li)度。優化產品結(jie)構(gou),推動玻(bo)(bo)璃(li)(li)深加(jia)(jia)工,加(jia)(jia)快延(yan)伸產業鏈,重點發(fa)展功能(neng)(neng)玻(bo)(bo)璃(li)(li)、新型玻(bo)(bo)璃(li)(li)、特(te)種玻(bo)(bo)璃(li)(li)、光(guang)伏雙(shuang)玻(bo)(bo)組件等(deng)(deng)光(guang)電(dian)(dian)晶體。提升玻(bo)(bo)璃(li)(li)制造工藝技術,推廣先進的浮(fu)法(fa)(fa)工藝、電(dian)(dian)窯爐(lu)、電(dian)(dian)加(jia)(jia)熱(re)、全氧(yang)燃(ran)燒(shao)、浮(fu)法(fa)(fa)玻(bo)(bo)璃(li)(li)一窯多(duo)線、余熱(re)高效利用等(deng)(deng)技術,突破玻(bo)(bo)璃(li)(li)熔窯窯外預熱(re)、玻(bo)(bo)璃(li)(li)熔窯氫能(neng)(neng)煅(duan)燒(shao)等(deng)(deng)技術。調整優化用能(neng)(neng)結(jie)構(gou),減少石油(you)焦(jiao)使用,增加(jia)(jia)天然氣供(gong)應,開(kai)發(fa)廠(chang)房(fang)光(guang)伏發(fa)電(dian)(dian),提高綠(lv)電(dian)(dian)使用。
3.陶(tao)(tao)瓷行業。優化產品(pin)(pin)結構,大(da)(da)力開發(fa)陶(tao)(tao)粒板墻、透水磚(zhuan)等新型建筑產品(pin)(pin),探索(suo)環(huan)保、蜂(feng)窩、電子等特種陶(tao)(tao)瓷產品(pin)(pin)領域,提(ti)(ti)高(gao)3D噴(pen)墨陶(tao)(tao)瓷、功能陶(tao)(tao)瓷、大(da)(da)型薄板陶(tao)(tao)瓷生(sheng)產比(bi)例,加(jia)快(kuai)發(fa)展薄形(xing)化、減量化、節水型產品(pin)(pin),開發(fa)工業陶(tao)(tao)瓷、醫用(yong)(yong)(yong)陶(tao)(tao)瓷。推(tui)廣(guang)綠色(se)低(di)碳新技(ji)術(shu)(shu),大(da)(da)力推(tui)行陶(tao)(tao)瓷磚(zhuan)薄型化技(ji)術(shu)(shu)、脫硫除塵改造技(ji)術(shu)(shu)、新型干法制粉(fen)技(ji)術(shu)(shu)、清(qing)潔(jie)能源(yuan)(yuan)使用(yong)(yong)(yong)技(ji)術(shu)(shu)、連續(xu)球磨工藝技(ji)術(shu)(shu)、窯(yao)爐燃料循環(huan)利用(yong)(yong)(yong)技(ji)術(shu)(shu)、低(di)溫燒成技(ji)術(shu)(shu)、工業廢棄物再生(sheng)資源(yuan)(yuan)化技(ji)術(shu)(shu)、低(di)溫快(kuai)燒陶(tao)(tao)瓷原料技(ji)術(shu)(shu)、余熱高(gao)效利用(yong)(yong)(yong)等。提(ti)(ti)高(gao)清(qing)潔(jie)化能源(yuan)(yuan)使用(yong)(yong)(yong),減少煤炭使用(yong)(yong)(yong),增加(jia)天然氣消(xiao)費(fei),開發(fa)廠房(fang)光伏發(fa)電,提(ti)(ti)高(gao)綠電使用(yong)(yong)(yong)。
到(dao)2025年,水(shui)泥(ni)熟料、平(ping)板玻璃、陶(tao)瓷等(deng)主要產品單位產品能耗穩步下降,到(dao)2030年達到(dao)能效標桿水(shui)平(ping),原(yuan)燃(ran)料替(ti)代(dai)、全氧(yang)燃(ran)燒等(deng)技術(shu)實現產業化應用(yong),氫能煅燒、二(er)氧(yang)化碳捕集利用(yong)與封存(cun)等(deng)技術(shu)取(qu)得突破應用(yong)。
(三)鋼鐵行業。(責任單(dan)位(wei):市(shi)發改委、市(shi)經信(xin)局(ju))
嚴格落實(shi)(shi)鋼(gang)(gang)鐵行業(ye)產(chan)能置換政策(ce),對(dui)符合(he)(he)產(chan)業(ye)政策(ce)要求的項目實(shi)(shi)行產(chan)能等量或減量置換,推進存量優化(hua)。鼓勵(li)鋼(gang)(gang)鐵企(qi)業(ye)與回收(shou)(shou)加工(gong)企(qi)業(ye)合(he)(he)作(zuo),建設一體(ti)化(hua)回收(shou)(shou)加工(gong)配送(song)中心,加強(qiang)廢鋼(gang)(gang)鐵的回收(shou)(shou)利用(yong)。加大工(gong)藝改造力度,調整優化(hua)產(chan)品結構(gou),提(ti)升企(qi)業(ye)能效水(shui)平。鼓勵(li)企(qi)業(ye)因(yin)地(di)制宜開發分布式光伏發電,促進鋼(gang)(gang)鐵企(qi)業(ye)綠電應用(yong)。
四、保障措施
(一)強(qiang)(qiang)化統籌協調。成(cheng)(cheng)立由(you)市(shi)政府分管市(shi)長(chang)任組長(chang),市(shi)政府分管副秘(mi)書(shu)長(chang)、市(shi)經信(xin)局(ju)主要負(fu)責(ze)人任副組長(chang),各責(ze)任單位(wei)為成(cheng)(cheng)員的全(quan)市(shi)工(gong)業領(ling)域(yu)碳(tan)達(da)峰碳(tan)中和工(gong)作(zuo)(zuo)(zuo)領(ling)導小組,領(ling)導小組辦公室設在市(shi)經信(xin)局(ju),由(you)市(shi)經信(xin)局(ju)主要負(fu)責(ze)人兼任辦公室主任,加強(qiang)(qiang)對工(gong)業領(ling)域(yu)碳(tan)達(da)峰工(gong)作(zuo)(zuo)(zuo)的領(ling)導,強(qiang)(qiang)化各地各部(bu)門間的協作(zuo)(zuo)(zuo),形(xing)成(cheng)(cheng)工(gong)作(zuo)(zuo)(zuo)合力(li),統籌研究、整體部(bu)署、系統推進工(gong)業領(ling)域(yu)碳(tan)達(da)峰工(gong)作(zuo)(zuo)(zuo)。(責(ze)任單位(wei):市(shi)經信(xin)局(ju))
(二)強化責任(ren)(ren)落(luo)實(shi)。各(ge)地(di)、各(ge)部(bu)門要結合(he)實(shi)際,按照全市碳達峰的(de)總體(ti)要求(qiu),明確目標任(ren)(ren)務,切實(shi)做好本區域本行(xing)業(ye)碳達峰工作。重(zhong)點(dian)企(qi)(qi)業(ye)要盡快制定企(qi)(qi)業(ye)碳達峰實(shi)施行(xing)動方案,落(luo)實(shi)節能降(jiang)碳目標舉措,落(luo)實(shi)企(qi)(qi)業(ye)主體(ti)責任(ren)(ren),發揮企(qi)(qi)業(ye)引領(ling)作用。嚴格對(dui)碳達峰工作的(de)監督(du)考核,加強監督(du)考核結果應用,獎優罰劣(lie),樹立正(zheng)確導向。(責任(ren)(ren)單(dan)位:市經信(xin)局、市直相(xiang)關部(bu)門、各(ge)縣市區政府及宜昌(chang)高新區管(guan)委會、各(ge)重(zhong)點(dian)企(qi)(qi)業(ye))
(三)強(qiang)化(hua)配套機制(zhi)(zhi)。建設工(gong)業領域碳排放數據信(xin)息系統(tong),推動制(zhi)(zhi)定重點行業能效提升制(zhi)(zhi)度。完善節(jie)能監察機制(zhi)(zhi),建立跨部(bu)門聯動機制(zhi)(zhi)。充分發揮氣候變化(hua)投融資在工(gong)業領域中(zhong)調整產(chan)業結(jie)構(gou)、能源結(jie)構(gou)、開展碳捕集(ji)利用與封存試點示范等(deng)方面的(de)金融支撐(cheng)作用。優化(hua)財稅(shui)(shui)支持機制(zhi)(zhi),完善綠色(se)產(chan)品(pin)政(zheng)府采購、資源綜合利用稅(shui)(shui)收優惠政(zheng)策,統(tong)籌利用財政(zheng)專項、政(zheng)府投資基(ji)金等(deng)資金渠道建設一批碳達峰碳中(zhong)和示范工(gong)程(cheng)。(責(ze)任單位:市(shi)經信(xin)局(ju)、市(shi)地方金融工(gong)作局(ju))
(四)強(qiang)化宣傳(chuan)引導(dao)。加(jia)強(qiang)綠(lv)色(se)(se)(se)低碳(tan)(tan)發(fa)(fa)展(zhan)(zhan)宣傳(chuan)引導(dao),利用節能(neng)宣傳(chuan)周、低碳(tan)(tan)日、環境日等開展(zhan)(zhan)多種形式(shi)(shi)的宣傳(chuan)教育,引導(dao)全社會正確認(ren)識碳(tan)(tan)達峰,提高(gao)節能(neng)降碳(tan)(tan)意識,既避免因減碳(tan)(tan)而(er)不(bu)(bu)敢發(fa)(fa)展(zhan)(zhan)、損失合理增長空(kong)間的傾向,又避免將碳(tan)(tan)達峰變(bian)成攀高(gao)峰、一味追求(qiu)發(fa)(fa)展(zhan)(zhan)速度不(bu)(bu)求(qiu)發(fa)(fa)展(zhan)(zhan)高(gao)質量(liang)的沖動。組織(zhi)開展(zhan)(zhan)各類培訓(xun)交流活動,圍繞工業(ye)(ye)綠(lv)色(se)(se)(se)低碳(tan)(tan)發(fa)(fa)展(zhan)(zhan)、制造業(ye)(ye)綠(lv)色(se)(se)(se)升級,培養急(ji)需緊缺的管理和(he)專業(ye)(ye)技術人(ren)才(cai)。充分發(fa)(fa)揮新聞媒體、公益(yi)組織(zhi)、行業(ye)(ye)協會、產業(ye)(ye)聯盟(meng)、社會公眾等方面的作(zuo)用,加(jia)強(qiang)政策解(jie)讀和(he)輿論引導(dao),積極回應社會關切,引導(dao)建立與綠(lv)色(se)(se)(se)低碳(tan)(tan)循(xun)環相適應的綠(lv)色(se)(se)(se)生(sheng)產消費模式(shi)(shi),為工業(ye)(ye)綠(lv)色(se)(se)(se)低碳(tan)(tan)發(fa)(fa)展(zhan)(zhan)營造良(liang)好輿論氛圍。(責任單位:市(shi)經(jing)信局(ju)、市(shi)發(fa)(fa)改委、市(shi)委宣傳(chuan)部、市(shi)生(sheng)態環境局(ju))
