【谷騰環保網訊】獲悉,湖(hu)南(nan)省人(ren)民(min)政府發布中共湖(hu)南(nan)省委(wei) 湖(hu)南(nan)省人(ren)民(min)政府關于深入打(da)好(hao)污(wu)(wu)染(ran)防治攻堅戰的實施意(yi)見,意(yi)見要求,到2025年,全省生(sheng)態(tai)環境持續改善,地(di)級城(cheng)市(shi)細顆粒物(PM_2.5)濃度下降至(zhi)33μg/m^3,空氣質量(liang)優良天數比率(lv)達到91.8%,地(di)表(biao)水(shui)Ⅰ—Ⅲ類水(shui)體比例(li)達到97.3%,重污(wu)(wu)染(ran)天氣、城(cheng)市(shi)黑臭水(shui)體基(ji)(ji)本(ben)消除,土壤污(wu)(wu)染(ran)風(feng)險得(de)到有效(xiao)管控,固(gu)體廢物和新污(wu)(wu)染(ran)物治理能力明(ming)顯增強,主要污(wu)(wu)染(ran)物排放總量(liang)持續減少,單位(wei)國內生(sheng)產總值二氧化碳(tan)排放下降率(lv)完成國家下達目(mu)標任(ren)務(wu),重點生(sheng)態(tai)環境問題得(de)到有效(xiao)整(zheng)治,生(sheng)態(tai)安全屏障(zhang)更加牢(lao)固(gu),城(cheng)鄉人(ren)居環境明(ming)顯改善,為生(sheng)態(tai)環境根本(ben)好(hao)轉打(da)下堅實基(ji)(ji)礎,為2030年碳(tan)達峰創(chuang)造良好(hao)條件。

為進(jin)一步(bu)加強生(sheng)態環境保護,深入打好污(wu)染防(fang)治攻堅戰(zhan),根(gen)據(ju)《中(zhong)共中(zhong)央(yang)國務院(yuan)關于深入打好污(wu)染防(fang)治攻堅戰(zhan)的意見(jian)》精神(shen),結(jie)合我省實(shi)際(ji),現提出如下實(shi)施意見(jian)。
一、總體要求
以習近(jin)平(ping)新時代中國特(te)色(se)社會(hui)主義(yi)思(si)想為(wei)指(zhi)導,全(quan)面貫徹黨的十九大和(he)十九屆歷次全(quan)會(hui)精神,深入貫徹習近(jin)平(ping)生(sheng)態(tai)(tai)文(wen)明(ming)思(si)想和(he)習近(jin)平(ping)總書記對(dui)湖南重(zhong)要講話重(zhong)要指(zhi)示批示精神,全(quan)面落實(shi)“三高(gao)(gao)四新”戰略定位和(he)使命任務(wu),聚焦建設(she)全(quan)域(yu)美麗(li)大花(hua)園,堅(jian)持“方向不(bu)變(bian)、力(li)度(du)不(bu)減,問題導向、環保為(wei)民(min),精準科學、依(yi)法(fa)治(zhi)污(wu),系統(tong)觀念、協同增效,改革引領、創新驅動”的工作原則(ze),以實(shi)現(xian)減污(wu)降碳(tan)協同增效為(wei)總抓手,以改善生(sheng)態(tai)(tai)環境質量為(wei)核心,統(tong)籌污(wu)染治(zhi)理、生(sheng)態(tai)(tai)保護、應(ying)對(dui)氣候變(bian)化,保持力(li)度(du)、延伸(shen)深度(du)、拓寬廣度(du),以更(geng)高(gao)(gao)標準打好藍天、碧水、凈土(tu)保衛(wei)戰,以高(gao)(gao)水平(ping)保護推動高(gao)(gao)質量發(fa)展、創造高(gao)(gao)品質生(sheng)活,努(nu)力(li)建設(she)人(ren)與自然和(he)諧(xie)共生(sheng)的美麗(li)湖南。
到2025年(nian)(nian),全省生(sheng)態(tai)環(huan)境(jing)持(chi)(chi)續改(gai)善(shan),地級城市細顆(ke)粒(li)物(wu)(wu)(PM_2.5)濃度下(xia)降至(zhi)33μg/m^3,空氣質量(liang)優良(liang)天(tian)數比(bi)率達(da)(da)到91.8%,地表水(shui)Ⅰ—Ⅲ類水(shui)體比(bi)例(li)達(da)(da)到97.3%,重(zhong)污染天(tian)氣、城市黑臭水(shui)體基本消除,土壤污染風險得到有(you)效管控,固體廢物(wu)(wu)和新污染物(wu)(wu)治理能(neng)力明(ming)顯增強,主要污染物(wu)(wu)排放(fang)總量(liang)持(chi)(chi)續減少,單位國內生(sheng)產(chan)總值二氧化碳排放(fang)下(xia)降率完成國家下(xia)達(da)(da)目標(biao)任務(wu),重(zhong)點生(sheng)態(tai)環(huan)境(jing)問(wen)題得到有(you)效整治,生(sheng)態(tai)安(an)全屏障更加牢固,城鄉人居環(huan)境(jing)明(ming)顯改(gai)善(shan),為生(sheng)態(tai)環(huan)境(jing)根本好轉打下(xia)堅實基礎,為2030年(nian)(nian)碳達(da)(da)峰創(chuang)造(zao)良(liang)好條(tiao)件。
到(dao)2035年(nian),廣(guang)泛(fan)形成綠色生產(chan)生活方式,碳排放達峰后(hou)穩中(zhong)有降,生態環境根本好(hao)轉,美(mei)麗湖南建設(she)目標基(ji)本實現(xian)。
二、加(jia)快(kuai)推(tui)動綠色(se)低(di)碳發(fa)展
(一)深入(ru)推進(jin)碳達(da)峰(feng)(feng)行(xing)(xing)動。制(zhi)(zhi)定碳達(da)峰(feng)(feng)實(shi)施方案(an),推動能源、鋼鐵、有(you)色金屬(shu)、石化(hua)化(hua)工(gong)、建(jian)材(cai)等重點行(xing)(xing)業(ye)和領(ling)域碳達(da)峰(feng)(feng),支持長株潭城市群等有(you)條件的(de)地方率先達(da)峰(feng)(feng),按照有(you)關(guan)部署要求開展(zhan)低碳城市、低碳工(gong)業(ye)園區、氣(qi)(qi)候(hou)適應型(xing)城市試點。落實(shi)二氧化(hua)碳排(pai)放(fang)總量控(kong)制(zhi)(zhi)制(zhi)(zhi)度。積極(ji)參(can)與全國(guo)碳排(pai)放(fang)權交易市場建(jian)設。推進(jin)應對(dui)氣(qi)(qi)候(hou)變化(hua)工(gong)作,加強甲(jia)烷等非二氧化(hua)碳溫(wen)室氣(qi)(qi)體(ti)排(pai)放(fang)管控(kong),健全排(pai)放(fang)源統計調查(cha)、核算核查(cha)和監管制(zhi)(zhi)度。
(二)促進(jin)區域(yu)(yu)(yu)綠(lv)(lv)色協(xie)調發展。推動長(chang)株(zhu)潭(tan)、洞庭湖、湘(xiang)南、大湘(xiang)西區域(yu)(yu)(yu)綠(lv)(lv)色協(xie)調發展。長(chang)株(zhu)潭(tan)區域(yu)(yu)(yu)加快推動生態環境(jing)同建(jian),強化(hua)污染物排放(fang)控(kong)(kong)制和(he)(he)環境(jing)風險防控(kong)(kong)。洞庭湖區域(yu)(yu)(yu)突出農(nong)業(ye)產業(ye)轉型(xing)升級,減少(shao)農(nong)業(ye)面(mian)源污染,提升水環境(jing)容量。湘(xiang)南區域(yu)(yu)(yu)嚴格控(kong)(kong)制涉重金屬新增(zeng)產能擴張,優化(hua)產業(ye)布局,加快解決(jue)歷史遺留污染問題。大湘(xiang)西區域(yu)(yu)(yu)嚴禁高耗能高排放(fang)等產業(ye)轉入,維護(hu)和(he)(he)加強生態安全屏(ping)障。
(三)推(tui)(tui)動(dong)能(neng)源(yuan)(yuan)(yuan)(yuan)(yuan)清潔低(di)碳(tan)轉型。有序推(tui)(tui)進(jin)能(neng)源(yuan)(yuan)(yuan)(yuan)(yuan)結構調整優化(hua),構建(jian)清潔低(di)碳(tan)安全高效的現代能(neng)源(yuan)(yuan)(yuan)(yuan)(yuan)體系。新增可再(zai)生能(neng)源(yuan)(yuan)(yuan)(yuan)(yuan)和(he)原料用(yong)(yong)能(neng)不納入(ru)能(neng)源(yuan)(yuan)(yuan)(yuan)(yuan)消費總量控制。大力(li)(li)發展(zhan)風電(dian)(dian)、光伏發電(dian)(dian)等新能(neng)源(yuan)(yuan)(yuan)(yuan)(yuan),因(yin)地制宜發展(zhan)生物(wu)質發電(dian)(dian)、垃圾(ji)焚燒(shao)發電(dian)(dian),推(tui)(tui)廣(guang)地熱能(neng)規(gui)模(mo)化(hua)應用(yong)(yong)。謀劃(hua)布局建(jian)設一批新型儲能(neng)電(dian)(dian)站(zhan)和(he)抽水蓄能(neng)電(dian)(dian)站(zhan),深入(ru)推(tui)(tui)進(jin)“氣化(hua)湖南”工程,加大“綠(lv)電(dian)(dian)入(ru)湘(xiang)”力(li)(li)度,合理控制煤炭消費增長。到2025年,非化(hua)石能(neng)源(yuan)(yuan)(yuan)(yuan)(yuan)消費比重達到22%左右。
(四)堅(jian)決遏制高(gao)(gao)耗能(neng)高(gao)(gao)排放低水平項(xiang)目(mu)盲(mang)目(mu)發展。制定高(gao)(gao)耗能(neng)高(gao)(gao)排放項(xiang)目(mu)管(guan)(guan)理目(mu)錄(lu),加(jia)強窗口指導、從(cong)嚴監(jian)管(guan)(guan),強化(hua)政策(ce)協同、綜(zong)合施策(ce)。對在建、擬建、存量項(xiang)目(mu)實行清單管(guan)(guan)理、分類處置。加(jia)強新(xin)建、擴建鋼鐵、水泥、平板玻璃、電解(jie)鋁等(deng)高(gao)(gao)耗能(neng)高(gao)(gao)排放項(xiang)目(mu)準入(ru)管(guan)(guan)理,嚴格落(luo)實污染物排放區(qu)域(yu)削減要(yao)求和(he)減量替代辦法,依法依規淘汰(tai)落(luo)后產(chan)能(neng)和(he)化(hua)解(jie)過剩產(chan)能(neng)。
(五(wu))推(tui)進(jin)清潔生(sheng)產和資(zi)(zi)源(yuan)節約(yue)高效(xiao)利用(yong)。推(tui)進(jin)重點(dian)行(xing)業清潔生(sheng)產改造,依法開展自愿性(xing)清潔生(sheng)產評(ping)價認證(zheng)。大力推(tui)行(xing)綠(lv)色制造,構建資(zi)(zi)源(yuan)循環(huan)利用(yong)體系。嚴(yan)格能效(xiao)約(yue)束,加強重點(dian)領域節能。實行(xing)水(shui)資(zi)(zi)源(yuan)消耗總量和強度管控,實施(shi)節水(shui)行(xing)動(dong),推(tui)行(xing)工業能效(xiao)、水(shui)效(xiao)“領跑者”制度。推(tui)進(jin)污水(shui)資(zi)(zi)源(yuan)化利用(yong)。
(六)加強生(sheng)(sheng)態環境(jing)(jing)分區管控。強化(hua)國土(tu)空間(jian)規劃和(he)用途管控,嚴(yan)格落(luo)實(shi)“三線(xian)一(yi)(yi)單(dan)(dan)”生(sheng)(sheng)態環境(jing)(jing)分區管控要求,健全“三線(xian)一(yi)(yi)單(dan)(dan)”管控措施(shi),加強對(dui)“三線(xian)一(yi)(yi)單(dan)(dan)”和(he)環評準入(ru)的監管執法。
(七)推(tui)(tui)動產業園(yuan)區(qu)(qu)綠色(se)發展(zhan)。推(tui)(tui)進(jin)“五好”園(yuan)區(qu)(qu)建設(she),推(tui)(tui)動產業園(yuan)區(qu)(qu)向綠色(se)化、低碳(tan)化、安全化、循(xun)環(huan)(huan)化發展(zhan)。強化園(yuan)區(qu)(qu)規劃環(huan)(huan)評(ping)與項目環(huan)(huan)評(ping)聯(lian)動。加(jia)(jia)強園(yuan)區(qu)(qu)環(huan)(huan)境(jing)(jing)(jing)風險隱患排(pai)查整治。推(tui)(tui)進(jin)園(yuan)區(qu)(qu)環(huan)(huan)境(jing)(jing)(jing)基礎設(she)施一體化建設(she),加(jia)(jia)強園(yuan)區(qu)(qu)環(huan)(huan)境(jing)(jing)(jing)監管,實現進(jin)出(chu)水(shui)水(shui)質(zhi)在線監控并(bing)聯(lian)網正常,確保園(yuan)區(qu)(qu)環(huan)(huan)境(jing)(jing)(jing)基礎設(she)施穩定(ding)運行、各類污(wu)染(ran)物達(da)標排(pai)放。推(tui)(tui)進(jin)園(yuan)區(qu)(qu)環(huan)(huan)境(jing)(jing)(jing)污(wu)染(ran)第三方治理。鼓勵園(yuan)區(qu)(qu)采取綜合能源(yuan)方式,推(tui)(tui)廣(guang)使用清潔能源(yuan)、低碳(tan)能源(yuan)。按照有關部署(shu)要求,推(tui)(tui)進(jin)國(guo)家生態工業示范園(yuan)區(qu)(qu)、循(xun)環(huan)(huan)化改造示范試點園(yuan)區(qu)(qu)、綠色(se)工業園(yuan)區(qu)(qu)等綠色(se)園(yuan)區(qu)(qu)創建。
(八)加(jia)快形成(cheng)綠色(se)(se)低(di)碳(tan)生(sheng)(sheng)活(huo)方式。將生(sheng)(sheng)態文明教育(yu)納入國民教育(yu)體(ti)系。推(tui)進垃圾分類(lei)、光盤行動(dong)、禁塑行動(dong)、綠色(se)(se)出行等綠色(se)(se)低(di)碳(tan)活(huo)動(dong)開展,實(shi)施綠色(se)(se)生(sheng)(sheng)活(huo)創建行動(dong),鼓勵綠色(se)(se)消費(fei),廣泛(fan)動(dong)員人民群眾參與生(sheng)(sheng)態環境保護。
三、深入打好藍天(tian)保衛戰
(九)著力(li)打好重污(wu)染(ran)天(tian)(tian)氣(qi)(qi)消除(chu)攻(gong)堅(jian)戰。提升大氣(qi)(qi)環(huan)(huan)境預警(jing)預報(bao)能力(li),加強長(chang)株(zhu)(zhu)潭(tan)及(ji)大氣(qi)(qi)傳輸(shu)通道重點城(cheng)市(shi)重污(wu)染(ran)天(tian)(tian)氣(qi)(qi)聯防(fang)聯控。加強重污(wu)染(ran)天(tian)(tian)氣(qi)(qi)應急(ji)響應,持續更(geng)新應急(ji)減排(pai)清單,完善重污(wu)染(ran)天(tian)(tian)氣(qi)(qi)應急(ji)預案(an)。指導督促相關(guan)企業制定重污(wu)染(ran)天(tian)(tian)氣(qi)(qi)“一廠(chang)一策”實(shi)施(shi)(shi)方案(an),依法嚴厲打擊不落實(shi)應急(ji)減排(pai)措施(shi)(shi)行為。加強長(chang)株(zhu)(zhu)潭(tan)PM_2.5污(wu)染(ran)治(zhi)理,提高城(cheng)市(shi)環(huan)(huan)境空氣(qi)(qi)質(zhi)量。到2025年,全省(sheng)重度及(ji)以上污(wu)染(ran)天(tian)(tian)數比率控制在0.2%以內。
(十)著力打好臭(chou)氧(yang)污(wu)染防治攻(gong)堅戰。緊盯夏秋季等重點(dian)時段,以石化(hua)、化(hua)工、涂裝、醫藥、包裝印刷、油品儲運銷(xiao)等行(xing)業領域(yu)為重點(dian),加強揮(hui)發性(xing)有機物綜合治理。推進重點(dian)企業超(chao)低排放改(gai)造,確(que)保(bao)按照超(chao)低排放運行(xing),大力推進揮(hui)發性(xing)有機物、氮氧(yang)化(hua)物協同治理和減排。到2025年,揮(hui)發性(xing)有機物、氮氧(yang)化(hua)物重點(dian)工程(cheng)減排量分別達(da)到2.38萬(wan)噸、5.04萬(wan)噸,臭(chou)氧(yang)濃度增長趨勢得到有效(xiao)遏(e)制。
(十一)持(chi)續(xu)打好柴油貨(huo)車(che)污染治理攻堅戰。深入實施清潔柴油車(che)(機)行動(dong),基本淘(tao)汰國三及以(yi)下排放(fang)標準汽車(che)。加快(kuai)(kuai)發展(zhan)新能源和清潔能源車(che)船(chuan)。加快(kuai)(kuai)建(jian)設主要港口(kou)液(ye)化天然氣加注站、岸(an)電(dian)全覆蓋工程等綠色水(shui)運體系。大力發展(zhan)多式聯運,積極推(tui)進(jin)大宗貨(huo)物和集裝(zhuang)箱中長距(ju)離運輸(shu)“公轉鐵”“公轉水(shui)”,提升倉儲、運輸(shu)、包裝(zhuang)、配送(song)等綠色物流水(shui)平。
(十二)加強(qiang)大氣面(mian)源和噪(zao)聲(sheng)污染(ran)治(zhi)理(li)。強(qiang)化(hua)建(jian)(jian)筑施工(gong)、道路、堆場(chang)、碼頭等作業(ye)揚(yang)塵管(guan)(guan)控,提高城市保潔機械化(hua)作業(ye)比率(lv)。加強(qiang)餐飲油(you)煙污染(ran)、惡臭異味整治(zhi)。推進(jin)秸稈綜合利用重點縣建(jian)(jian)設(she),完(wan)善(shan)秸稈回收(shou)利用網絡,嚴禁(jin)露天(tian)焚燒秸稈。深化(hua)消耗臭氧層物質和氫氟碳化(hua)物環(huan)境(jing)管(guan)(guan)理(li)。開展聲(sheng)環(huan)境(jing)功能(neng)區評(ping)估與調整,強(qiang)化(hua)聲(sheng)環(huan)境(jing)功能(neng)區管(guan)(guan)理(li),加強(qiang)工(gong)業(ye)生(sheng)產、建(jian)(jian)筑施工(gong)、交通運(yun)輸和社會生(sheng)活噪(zao)聲(sheng)污染(ran)防治(zhi)。到2025年,地級城市全(quan)面(mian)實(shi)現功能(neng)區聲(sheng)環(huan)境(jing)質量自動監測(ce),全(quan)省聲(sheng)環(huan)境(jing)功能(neng)區夜間(jian)達標率(lv)達到85%。
四、深入打(da)好(hao)碧水保衛(wei)戰(zhan)
(十三(san))持續打好城(cheng)市(shi)黑(hei)臭(chou)(chou)水(shui)體治(zhi)理攻堅戰(zhan)。充分(fen)發揮河湖長(chang)制作用,鞏固城(cheng)市(shi)黑(hei)臭(chou)(chou)水(shui)體治(zhi)理成(cheng)效(xiao)(xiao),建立(li)防(fang)止返(fan)黑(hei)返(fan)臭(chou)(chou)的(de)長(chang)效(xiao)(xiao)機制。加強(qiang)城(cheng)市(shi)污(wu)水(shui)管網建設,推進(jin)雨污(wu)分(fen)流。因(yin)地(di)制宜(yi)開展水(shui)生態修復,提高河湖自凈功(gong)能。縣級(ji)城(cheng)市(shi)政府按要求完成(cheng)建成(cheng)區內黑(hei)臭(chou)(chou)水(shui)體排查并制定(ding)整治(zhi)方(fang)案,統一(yi)公布黑(hei)臭(chou)(chou)水(shui)體清單及達標期限。到2025年,地(di)級(ji)城(cheng)市(shi)建成(cheng)區實現黑(hei)臭(chou)(chou)水(shui)體長(chang)治(zhi)久清,縣級(ji)城(cheng)市(shi)建成(cheng)區基本消除(chu)黑(hei)臭(chou)(chou)水(shui)體。
(十(shi)四)持續打(da)好(hao)長(chang)(chang)江(jiang)(jiang)(jiang)保護修復攻堅戰。狠抓中央(yang)生(sheng)(sheng)態(tai)(tai)環(huan)(huan)境(jing)(jing)保護督察反饋問題、長(chang)(chang)江(jiang)(jiang)(jiang)經濟帶生(sheng)(sheng)態(tai)(tai)環(huan)(huan)境(jing)(jing)警示片披露突出生(sheng)(sheng)態(tai)(tai)環(huan)(huan)境(jing)(jing)問題整改(gai)(gai)(gai)。推(tui)進污(wu)染治(zhi)(zhi)理(li)“4+1”工程。完成(cheng)“一(yi)(yi)江(jiang)(jiang)(jiang)一(yi)(yi)湖(hu)(hu)四水(shui)”干流(liu)岸(an)線(xian)一(yi)(yi)公里范(fan)圍內(nei)化工企(qi)業搬(ban)遷改(gai)(gai)(gai)造(zao)任務。加強船舶及港口碼頭污(wu)染防治(zhi)(zhi),優化港口碼頭布局,全(quan)面(mian)清理(li)非(fei)法碼頭。全(quan)面(mian)加強入河(he)排(pai)污(wu)口排(pai)查(cha)整治(zhi)(zhi)和監(jian)管。加強河(he)湖(hu)(hu)聯通(tong),深化重點(dian)內(nei)湖(hu)(hu)及內(nei)河(he)水(shui)生(sheng)(sheng)態(tai)(tai)環(huan)(huan)境(jing)(jing)治(zhi)(zhi)理(li)。推(tui)進長(chang)(chang)江(jiang)(jiang)(jiang)岸(an)線(xian)修復,鞏固(gu)小水(shui)電清理(li)整改(gai)(gai)(gai)成(cheng)果,規范(fan)采(cai)砂秩序。嚴(yan)格落實長(chang)(chang)江(jiang)(jiang)(jiang)流(liu)域重點(dian)水(shui)域十(shi)年禁漁。持續推(tui)進“三磷(lin)”整治(zhi)(zhi),開(kai)展河(he)湖(hu)(hu)水(shui)生(sheng)(sheng)植被(bei)恢復、氮磷(lin)通(tong)量監(jian)測(ce)等試點(dian)。到(dao)(dao)2025年,長(chang)(chang)江(jiang)(jiang)(jiang)干流(liu)湖(hu)(hu)南段水(shui)質穩(wen)定達到(dao)(dao)Ⅱ類,重要河(he)湖(hu)(hu)生(sheng)(sheng)態(tai)(tai)用水(shui)得到(dao)(dao)有效保障,水(shui)生(sheng)(sheng)態(tai)(tai)質量明(ming)顯提(ti)升。

(十八)深(shen)入(ru)推進(jin)(jin)(jin)農(nong)用地(di)(di)(di)(di)土壤污(wu)染防治(zhi)和(he)(he)(he)(he)安(an)全利(li)用。運用好耕(geng)(geng)(geng)地(di)(di)(di)(di)土壤與農(nong)產品重(zhong)(zhong)金(jin)屬污(wu)染加密調(diao)查(cha)(cha)成果(guo),實施農(nong)用地(di)(di)(di)(di)土壤鎘(ge)等(deng)重(zhong)(zhong)金(jin)屬污(wu)染源頭(tou)防治(zhi)行動,依法依規將(jiang)涉鎘(ge)等(deng)重(zhong)(zhong)金(jin)屬排(pai)放(fang)企業納入(ru)重(zhong)(zhong)點(dian)排(pai)污(wu)單位名錄,嚴(yan)格管控涉重(zhong)(zhong)金(jin)屬行業鎘(ge)等(deng)污(wu)染物排(pai)放(fang);持續(xu)推進(jin)(jin)(jin)耕(geng)(geng)(geng)地(di)(di)(di)(di)周邊涉鎘(ge)等(deng)重(zhong)(zhong)金(jin)屬重(zhong)(zhong)點(dian)行業企業排(pai)查(cha)(cha)整治(zhi),識別和(he)(he)(he)(he)排(pai)查(cha)(cha)耕(geng)(geng)(geng)地(di)(di)(di)(di)污(wu)染成因。強(qiang)化受(shou)(shou)污(wu)染耕(geng)(geng)(geng)地(di)(di)(di)(di)安(an)全利(li)用和(he)(he)(he)(he)風(feng)險(xian)管控,健全受(shou)(shou)污(wu)染耕(geng)(geng)(geng)地(di)(di)(di)(di)安(an)全利(li)用長效(xiao)機制(zhi),加快(kuai)劃(hua)定特定農(nong)產品禁止生(sheng)(sheng)產區域,落(luo)實嚴(yan)格管控區水稻生(sheng)(sheng)產退出政(zheng)策,研究(jiu)制(zhi)定接續(xu)扶(fu)持措施。選擇(ze)受(shou)(shou)污(wu)染耕(geng)(geng)(geng)地(di)(di)(di)(di)面積(ji)較大的縣(xian)推進(jin)(jin)(jin)農(nong)用地(di)(di)(di)(di)安(an)全利(li)用示范。嚴(yan)格落(luo)實糧(liang)食收購和(he)(he)(he)(he)銷售出庫質(zhi)量安(an)全檢驗制(zhi)度(du)和(he)(he)(he)(he)追溯制(zhi)度(du)。到2025年,受(shou)(shou)污(wu)染耕(geng)(geng)(geng)地(di)(di)(di)(di)安(an)全利(li)用率達到93%左右(you)。
(十九)有效(xiao)管(guan)控(kong)建設用(yong)地(di)(di)(di)土壤污(wu)染(ran)風險。嚴(yan)格(ge)建設用(yong)地(di)(di)(di)土壤污(wu)染(ran)風險管(guan)控(kong)和修復名(ming)錄(lu)內地(di)(di)(di)塊(kuai)的(de)準(zhun)入管(guan)理,強化污(wu)染(ran)地(di)(di)(di)塊(kuai)用(yong)途(tu)管(guan)制。從嚴(yan)管(guan)控(kong)農藥(yao)、化工(gong)行業等重度污(wu)染(ran)地(di)(di)(di)塊(kuai)規劃用(yong)途(tu)。推進危險化學品生產企業搬遷改造騰退地(di)(di)(di)塊(kuai)風險管(guan)控(kong)和修復。
(二十)著力打好(hao)重(zhong)(zhong)(zhong)金(jin)屬污染(ran)(ran)治(zhi)理攻(gong)堅戰(zhan)。深入推進(jin)(jin)花垣縣“錳(meng)三角”礦(kuang)業(ye)(ye)污染(ran)(ran)綜合整(zheng)治(zhi),著力解(jie)決(jue)影響區(qu)域(yu)生態(tai)(tai)環(huan)境安全和(he)損害群眾健康(kang)的(de)突(tu)出生態(tai)(tai)環(huan)境問題(ti)(ti),推進(jin)(jin)產(chan)業(ye)(ye)結(jie)構調(diao)整(zheng),優化(hua)產(chan)業(ye)(ye)布局(ju),推動形(xing)成綠色礦(kuang)業(ye)(ye)發展(zhan)新格(ge)局(ju)。深化(hua)湘江(jiang)(jiang)流(liu)域(yu)涉(she)鉈專項(xiang)整(zheng)治(zhi),消除流(liu)域(yu)鉈污染(ran)(ran)風險。鞏(gong)固資江(jiang)(jiang)流(liu)域(yu)銻(ti)污染(ran)(ran)治(zhi)理成果,解(jie)決(jue)流(liu)域(yu)銻(ti)污染(ran)(ran)問題(ti)(ti)。強(qiang)化(hua)礦(kuang)山生態(tai)(tai)修復,加強(qiang)尾(wei)礦(kuang)、廢石(shi)等(deng)大(da)宗固廢綜合利用(yong),按照“一庫一策”要求,分(fen)級分(fen)類推進(jin)(jin)尾(wei)礦(kuang)庫治(zhi)理,推進(jin)(jin)礦(kuang)涌(yong)水排查整(zheng)治(zhi)。加強(qiang)重(zhong)(zhong)(zhong)金(jin)屬總量控制,持(chi)續(xu)推進(jin)(jin)鎘、汞(gong)、砷、鉛、鉻、鉈等(deng)重(zhong)(zhong)(zhong)點(dian)重(zhong)(zhong)(zhong)金(jin)屬污染(ran)(ran)防控;嚴格(ge)涉(she)重(zhong)(zhong)(zhong)金(jin)屬重(zhong)(zhong)(zhong)點(dian)行業(ye)(ye)環(huan)境準入,堅持(chi)“減(jian)(jian)量替代、等(deng)量替代”原則,持(chi)續(xu)減(jian)(jian)少重(zhong)(zhong)(zhong)金(jin)屬污染(ran)(ran)物排放。到2025年,重(zhong)(zhong)(zhong)點(dian)行業(ye)(ye)重(zhong)(zhong)(zhong)點(dian)重(zhong)(zhong)(zhong)金(jin)屬污染(ran)(ran)物排放量比2020年下降7%。
(二十一)穩步(bu)推(tui)進“無廢(fei)(fei)(fei)城(cheng)市(shi)”建設。推(tui)進城(cheng)市(shi)固體廢(fei)(fei)(fei)物(wu)(wu)精細化管理(li)。建立健全固體廢(fei)(fei)(fei)物(wu)(wu)監管及(ji)利用(yong)處(chu)置體系(xi),提高(gao)資源綜(zong)合利用(yong)水平和(he)監管能(neng)力。加快綜(zong)合利用(yong)處(chu)置設施建設,探索建立大(da)宗工業固體廢(fei)(fei)(fei)物(wu)(wu)綜(zong)合利用(yong)基地。“十四五”時期(qi),重(zhong)點推(tui)進長沙(sha)市(shi)、張家界市(shi)開展“無廢(fei)(fei)(fei)城(cheng)市(shi)”建設。到2025年,城(cheng)市(shi)生活(huo)垃(la)圾(ji)焚燒(shao)處(chu)理(li)能(neng)力占(zhan)比達到80%以上,城(cheng)市(shi)生活(huo)垃(la)圾(ji)資源化利用(yong)率達到65%;大(da)宗工業固體廢(fei)(fei)(fei)物(wu)(wu)綜(zong)合利用(yong)率達到57%。
(二十二)加強新(xin)污染(ran)物(wu)治理。嚴格履行化(hua)學(xue)品環境(jing)(jing)國際(ji)公約要(yao)求。以持(chi)久性(xing)有(you)(you)機污染(ran)物(wu)、內分(fen)泌干擾(rao)物(wu)、抗生素和微塑料等為重點(dian),實施調查(cha)監測(ce)和環境(jing)(jing)風(feng)險評估,建立健全有(you)(you)毒有(you)(you)害化(hua)學(xue)物(wu)質(zhi)環境(jing)(jing)風(feng)險管控制度,強化(hua)源頭準入。配合推進化(hua)學(xue)物(wu)質(zhi)風(feng)險評估基礎(chu)數據庫(ku)建設。
(二十三)強(qiang)化地(di)下(xia)水(shui)(shui)(shui)污染(ran)協(xie)同防治。持續(xu)開展地(di)下(xia)水(shui)(shui)(shui)環境狀況調查評(ping)估,加強(qiang)地(di)下(xia)水(shui)(shui)(shui)型飲用(yong)水(shui)(shui)(shui)水(shui)(shui)(shui)源補給區(qu)劃定和(he)保護工(gong)作(zuo)(zuo)。健(jian)全分(fen)級分(fen)類(lei)的地(di)下(xia)水(shui)(shui)(shui)環境監測評(ping)價體系(xi),實現部門(men)間(jian)設(she)施(shi)共用(yong)、數據共享(xiang)。實施(shi)水(shui)(shui)(shui)土環境風險(xian)協(xie)同防控。推進婁(lou)底市全國地(di)下(xia)水(shui)(shui)(shui)污染(ran)防治試驗區(qu)建設(she)等試點工(gong)作(zuo)(zuo)。
六、切實(shi)維護生態(tai)環(huan)境安全
(二(er)十四)持(chi)續提(ti)升生(sheng)(sheng)態系統(tong)質(zhi)量。統(tong)籌推(tui)進山(shan)水(shui)林(lin)田湖(hu)草(cao)沙(sha)一體化(hua)保(bao)護和(he)修(xiu)(xiu)復(fu),科學推(tui)進重(zhong)要江河源頭區、重(zhong)要水(shui)源地(di)、重(zhong)點防治區的(de)水(shui)土流失(shi)綜合治理,推(tui)進武陵山(shan)片區、衡(heng)邵盆地(di)、湘南區域石漠化(hua)治理。推(tui)進綠(lv)(lv)色礦山(shan)建(jian)設(she),加強歷史遺(yi)留(liu)礦山(shan)生(sheng)(sheng)態修(xiu)(xiu)復(fu)。強化(hua)洞庭(ting)湖(hu)等(deng)河湖(hu)濕(shi)(shi)地(di)保(bao)護修(xiu)(xiu)復(fu),推(tui)進城市生(sheng)(sheng)態修(xiu)(xiu)復(fu),加強生(sheng)(sheng)態保(bao)護修(xiu)(xiu)復(fu)監(jian)督評估(gu)。科學開展(zhan)國土綠(lv)(lv)化(hua)行動。推(tui)進生(sheng)(sheng)態文明建(jian)設(she)示范創建(jian)、“綠(lv)(lv)水(shui)青山(shan)就(jiu)是金山(shan)銀山(shan)”實踐創新基地(di)建(jian)設(she)。到2025年,森林(lin)覆蓋率(lv)穩定(ding)在(zai)59%以上(shang),草(cao)原綜合植被蓋度穩定(ding)在(zai)87%以上(shang),濕(shi)(shi)地(di)保(bao)護率(lv)穩定(ding)在(zai)72%以上(shang)。
(二十五)切實加強生(sheng)(sheng)(sheng)物(wu)(wu)(wu)多樣性(xing)(xing)保(bao)護(hu)。構建以國(guo)(guo)家(jia)公園(yuan)為主體的自(zi)然(ran)保(bao)護(hu)地體系,構筑生(sheng)(sheng)(sheng)物(wu)(wu)(wu)多樣性(xing)(xing)保(bao)護(hu)網絡。針(zhen)對武陵山脈、南嶺、洞庭(ting)湖等生(sheng)(sheng)(sheng)物(wu)(wu)(wu)多樣性(xing)(xing)保(bao)護(hu)優(you)先區域(yu),開展生(sheng)(sheng)(sheng)物(wu)(wu)(wu)多樣性(xing)(xing)調查、觀測和評估(gu)。實施國(guo)(guo)家(jia)重(zhong)點(dian)保(bao)護(hu)野(ye)生(sheng)(sheng)(sheng)動植(zhi)物(wu)(wu)(wu)物(wu)(wu)(wu)種(zhong)保(bao)護(hu)及(ji)其(qi)棲息地和生(sheng)(sheng)(sheng)境保(bao)護(hu)修(xiu)復工程(cheng),開展旗艦(jian)物(wu)(wu)(wu)種(zhong)保(bao)護(hu)和監測。加大珍稀(xi)瀕危野(ye)生(sheng)(sheng)(sheng)動植(zhi)物(wu)(wu)(wu)保(bao)護(hu)拯(zheng)救力度。加強生(sheng)(sheng)(sheng)物(wu)(wu)(wu)遺傳資(zi)源保(bao)護(hu)與(yu)管(guan)理,嚴格外來入侵物(wu)(wu)(wu)種(zhong)管(guan)控。
(二十六)強化生(sheng)(sheng)態(tai)(tai)保(bao)護(hu)(hu)(hu)監管。建(jian)立健(jian)全生(sheng)(sheng)態(tai)(tai)監測網絡和生(sheng)(sheng)態(tai)(tai)狀況調查評估(gu)制(zhi)度,對生(sheng)(sheng)態(tai)(tai)保(bao)護(hu)(hu)(hu)紅線、自然(ran)保(bao)護(hu)(hu)(hu)地、縣域重點生(sheng)(sheng)態(tai)(tai)功能區等(deng)生(sheng)(sheng)態(tai)(tai)狀況開展監測評估(gu)。持續推進“綠盾(dun)”專(zhuan)項行動,嚴肅(su)查處生(sheng)(sheng)態(tai)(tai)破壞行為。
(二十七(qi))確(que)保核(he)(he)與輻射(she)安(an)(an)(an)全。持(chi)續開(kai)展核(he)(he)與輻射(she)安(an)(an)(an)全日常督查(cha)和專項檢(jian)查(cha)行(xing)動,加強(qiang)廢(fei)舊放射(she)源和放射(she)性廢(fei)物的安(an)(an)(an)全管(guan)(guan)理(li),強(qiang)化(hua)核(he)(he)技術利用單位輻射(she)安(an)(an)(an)全監(jian)(jian)管(guan)(guan)。開(kai)展伴生放射(she)性礦開(kai)發(fa)利用企(qi)業環境污(wu)染整(zheng)治,加快解(jie)決歷史遺(yi)留(liu)問題。加強(qiang)電磁輻射(she)污(wu)染防治,嚴格電磁項目合(he)法性審查(cha),建立(li)省控電磁輻射(she)監(jian)(jian)測體系(xi)。建立(li)健全核(he)(he)安(an)(an)(an)全監(jian)(jian)管(guan)(guan)制(zhi)度(du),加強(qiang)核(he)(he)安(an)(an)(an)全應(ying)急管(guan)(guan)理(li),不斷提升核(he)(he)與輻射(she)安(an)(an)(an)全保障(zhang)能力(li)。
(二十八)嚴(yan)密防控環(huan)(huan)境(jing)風(feng)(feng)險(xian)。以涉危險(xian)廢物涉重金屬企業、化工(gong)園區等(deng)為(wei)重點,開(kai)展環(huan)(huan)境(jing)風(feng)(feng)險(xian)調查評(ping)估,加強(qiang)(qiang)環(huan)(huan)境(jing)風(feng)(feng)險(xian)隱患排查整治,強(qiang)(qiang)化生(sheng)態環(huan)(huan)境(jing)與(yu)健康管(guan)理(li)。完成(cheng)重點河流突發水(shui)污染事件“一河一策(ce)一圖”全覆(fu)蓋。完善環(huan)(huan)境(jing)應(ying)(ying)急(ji)管(guan)理(li)體系,加強(qiang)(qiang)應(ying)(ying)急(ji)預案(an)、應(ying)(ying)急(ji)指揮平臺、應(ying)(ying)急(ji)物資(zi)庫建(jian)設,強(qiang)(qiang)化應(ying)(ying)急(ji)培訓與(yu)應(ying)(ying)急(ji)演練,提升協同處置(zhi)能力。
七、提高生態環境治理現代(dai)化水平
(二十(shi)九)全(quan)面強化(hua)生(sheng)態(tai)環境(jing)(jing)法(fa)(fa)治保(bao)(bao)障。嚴格落實《湖(hu)南省環境(jing)(jing)保(bao)(bao)護條例》等地方性法(fa)(fa)規,完善(shan)生(sheng)態(tai)環境(jing)(jing)領域地方性法(fa)(fa)規、生(sheng)態(tai)環境(jing)(jing)標準(zhun)體系。完善(shan)生(sheng)態(tai)環境(jing)(jing)行政執法(fa)(fa)與刑事(shi)司法(fa)(fa)銜(xian)接機(ji)制,健(jian)全(quan)生(sheng)態(tai)環境(jing)(jing)損害賠償和環境(jing)(jing)公益訴訟等制度(du)。深化(hua)環境(jing)(jing)信(xin)息(xi)依法(fa)(fa)披(pi)露(lu)制度(du)改革(ge),依法(fa)(fa)推(tui)動企業強制性披(pi)露(lu)環境(jing)(jing)信(xin)息(xi)。加(jia)強生(sheng)態(tai)環境(jing)(jing)保(bao)(bao)護法(fa)(fa)律法(fa)(fa)規宣傳普及(ji),提(ti)高全(quan)民生(sheng)態(tai)環境(jing)(jing)保(bao)(bao)護意識。
(三十)健全(quan)生(sheng)態(tai)環境經濟政策。落實環境保(bao)(bao)(bao)(bao)護、節能(neng)節水等企業所得稅和(he)綠(lv)色電價(jia)等優(you)惠政策。建(jian)立健全(quan)綠(lv)色價(jia)格機(ji)(ji)(ji)制(zhi),加快推進排污(wu)(wu)(wu)權、用(yong)(yong)能(neng)權、碳排放(fang)權市(shi)(shi)場化(hua)(hua)交易,完善污(wu)(wu)(wu)水垃圾處理(li)收費(fei)和(he)差別化(hua)(hua)電價(jia)政策。健全(quan)市(shi)(shi)場化(hua)(hua)多元化(hua)(hua)生(sheng)態(tai)保(bao)(bao)(bao)(bao)護補(bu)償制(zhi)度(du)(du),推動建(jian)立完善“一(yi)湖四水”全(quan)流域生(sheng)態(tai)保(bao)(bao)(bao)(bao)護補(bu)償機(ji)(ji)(ji)制(zhi)和(he)跨省(sheng)流域橫(heng)向生(sheng)態(tai)保(bao)(bao)(bao)(bao)護補(bu)償機(ji)(ji)(ji)制(zhi),建(jian)立健全(quan)依(yi)法(fa)建(jian)設占用(yong)(yong)各類自然生(sheng)態(tai)空間的占用(yong)(yong)補(bu)償制(zhi)度(du)(du)。全(quan)面實施環保(bao)(bao)(bao)(bao)信(xin)用(yong)(yong)評價(jia),推進“失信(xin)名(ming)單”管(guan)理(li)制(zhi)度(du)(du)改革,依(yi)法(fa)開(kai)展信(xin)用(yong)(yong)約束(shu)和(he)聯合(he)懲戒。發揮環境保(bao)(bao)(bao)(bao)護綜合(he)名(ming)錄的引導作用(yong)(yong)。拓(tuo)寬籌資渠(qu)道,大力發展綠(lv)色信(xin)貸、綠(lv)色債券(quan)、綠(lv)色基金(jin),在環境高風險領(ling)域依(yi)法(fa)推行環境污(wu)(wu)(wu)染強制(zhi)責(ze)任保(bao)(bao)(bao)(bao)險。
(三十(shi)一(yi))完善(shan)(shan)生態(tai)(tai)環(huan)境資金(jin)投入(ru)機制。各(ge)級政府要(yao)把(ba)生態(tai)(tai)環(huan)境作為(wei)財(cai)政支出的重(zhong)點領域,把(ba)生態(tai)(tai)環(huan)境資金(jin)投入(ru)作為(wei)基礎性、戰(zhan)略性投入(ru)予(yu)以重(zhong)點保障,確保與污染防治攻堅(jian)任務相(xiang)匹配。加強(qiang)有關轉移支付分(fen)配與生態(tai)(tai)環(huan)境質(zhi)量改善(shan)(shan)相(xiang)銜接。落實土地、規劃、金(jin)融、稅收(shou)、價(jia)格等(deng)政策,引導和鼓勵更多社會資本投入(ru)生態(tai)(tai)環(huan)境領域。
(三十(shi)二)實施環(huan)境(jing)基(ji)(ji)礎設(she)(she)施補短板(ban)行(xing)動。推進(jin)城鄉(xiang)(xiang)(xiang)環(huan)境(jing)基(ji)(ji)礎設(she)(she)施建設(she)(she),提高污水、垃圾、固體廢(fei)物、危(wei)險廢(fei)物等處(chu)(chu)(chu)理(li)處(chu)(chu)(chu)置(zhi)、監測(ce)監管水平。加(jia)強鄉(xiang)(xiang)(xiang)鎮生(sheng)活污水治理(li),建立鄉(xiang)(xiang)(xiang)鎮污水處(chu)(chu)(chu)理(li)設(she)(she)施運營長效機制。加(jia)快完善醫療(liao)(liao)廢(fei)物收轉運處(chu)(chu)(chu)置(zhi)體系,加(jia)大(da)對基(ji)(ji)層和偏遠農(nong)村地區醫療(liao)(liao)廢(fei)物管理(li)投入(ru)。統籌危(wei)險廢(fei)物處(chu)(chu)(chu)置(zhi)設(she)(she)施布(bu)局,逐步實現(xian)省內危(wei)險廢(fei)物處(chu)(chu)(chu)置(zhi)能力與產廢(fei)情況總(zong)體匹配(pei)。到(dao)2025年,基(ji)(ji)本消(xiao)除城市建成區生(sheng)活污水直排口以及(ji)城中(zhong)村、老(lao)舊(jiu)城區和城鄉(xiang)(xiang)(xiang)結合部(bu)生(sheng)活污水收集處(chu)(chu)(chu)理(li)設(she)(she)施空白區,城市生(sheng)活污水集中(zhong)收集率(lv)達(da)到(dao)70%。
(三十三)提(ti)升生(sheng)態環(huan)(huan)境(jing)監(jian)(jian)(jian)管(guan)執(zhi)法(fa)(fa)效能。提(ti)高(gao)排(pai)(pai)污(wu)(wu)許可證(zheng)發(fa)證(zheng)質量,全面加(jia)(jia)強(qiang)排(pai)(pai)污(wu)(wu)許可“一證(zheng)式”管(guan)理(li);建(jian)立(li)基于排(pai)(pai)污(wu)(wu)許可證(zheng)的排(pai)(pai)污(wu)(wu)單位監(jian)(jian)(jian)管(guan)執(zhi)法(fa)(fa)體系(xi)和(he)(he)(he)自行監(jian)(jian)(jian)測(ce)監(jian)(jian)(jian)管(guan)機制。建(jian)立(li)環(huan)(huan)境(jing)質量、污(wu)(wu)染源(yuan)排(pai)(pai)放、智能電量等(deng)監(jian)(jian)(jian)控平(ping)臺,健全以(yi)污(wu)(wu)染源(yuan)自動監(jian)(jian)(jian)控為主(zhu)的非現場監(jian)(jian)(jian)管(guan)執(zhi)法(fa)(fa)體系(xi)。加(jia)(jia)強(qiang)對移動源(yuan)的監(jian)(jian)(jian)測(ce)監(jian)(jian)(jian)管(guan)和(he)(he)(he)執(zhi)法(fa)(fa)。深入開展生(sheng)活垃圾焚燒發(fa)電行業(ye)達標排(pai)(pai)放專項整治。依法(fa)(fa)嚴(yan)厲打擊危險廢物環(huan)(huan)境(jing)違法(fa)(fa)犯罪(zui),嚴(yan)肅查處環(huan)(huan)評(ping)、監(jian)(jian)(jian)測(ce)等(deng)領域弄虛作假行為。加(jia)(jia)強(qiang)對重點(dian)企(qi)業(ye)的幫扶指(zhi)導(dao)和(he)(he)(he)執(zhi)法(fa)(fa)監(jian)(jian)(jian)管(guan),提(ti)高(gao)重點(dian)企(qi)業(ye)綠色(se)生(sheng)產、污(wu)(wu)染治理(li)和(he)(he)(he)環(huan)(huan)境(jing)管(guan)理(li)水平(ping),確(que)保達標排(pai)(pai)放,防范突出生(sheng)態環(huan)(huan)境(jing)問(wen)題。完(wan)善信訪投(tou)訴、執(zhi)法(fa)(fa)聯動機制,鼓勵群眾參與監(jian)(jian)(jian)督,依法(fa)(fa)依規辦理(li)環(huan)(huan)境(jing)信訪投(tou)訴問(wen)題,及時回(hui)應群眾關(guan)心(xin)、社(she)會關(guan)注的環(huan)(huan)境(jing)問(wen)題。
(三十四)建立完善現(xian)代化(hua)生(sheng)態(tai)環境(jing)監測(ce)(ce)體(ti)系。建立涵蓋各(ge)類環境(jing)要素的全省(sheng)環境(jing)質量(liang)監測(ce)(ce)網絡,補齊(qi)PM_2.5和(he)臭氧協同控制、水生(sheng)態(tai)環境(jing)、溫室氣體(ti)排放等監測(ce)(ce)短(duan)板。增設(she)(she)生(sheng)態(tai)質量(liang)狀況監測(ce)(ce)站(zhan)點(dian),推動(dong)生(sheng)態(tai)質量(liang)狀況監測(ce)(ce)評估。鼓勵重(zhong)點(dian)地區建立小尺度(du)預(yu)警(jing)監測(ce)(ce)網絡。推動(dong)重(zhong)點(dian)產業(ye)園區、產業(ye)集(ji)群建立揮發性有(you)機(ji)物、顆粒(li)物監測(ce)(ce)體(ti)系。加強縣級生(sheng)態(tai)環境(jing)監測(ce)(ce)能力建設(she)(she),到2025年,縣級生(sheng)態(tai)環境(jing)監測(ce)(ce)機(ji)構(gou)具(ju)備(bei)有(you)效開展執法監測(ce)(ce)和(he)應急監測(ce)(ce)的能力。
(三十五)構建(jian)(jian)服務型科技(ji)創新(xin)體系。強化(hua)(hua)科技(ji)支(zhi)撐作用,加(jia)大科技(ji)投入力(li)度(du),開(kai)展生(sheng)態(tai)環(huan)境領域關鍵與共(gong)性技(ji)術(shu)研究,解決一批(pi)污(wu)染治理(li)技(ji)術(shu)的瓶頸(jing)問題。推動生(sheng)態(tai)環(huan)境科技(ji)成果(guo)轉化(hua)(hua),加(jia)大生(sheng)態(tai)環(huan)境科技(ji)幫扶(fu)力(li)度(du)。加(jia)強部省共(gong)建(jian)(jian),推進(jin)重金屬污(wu)染防治中心建(jian)(jian)設。加(jia)快發展節能環(huan)保(bao)產業。加(jia)強生(sheng)態(tai)環(huan)境管理(li)信(xin)息化(hua)(hua)建(jian)(jian)設。
八、加(jia)強組織實施
(三十六)加強(qiang)組織(zhi)領(ling)導(dao)(dao)。全面加強(qiang)黨對生(sheng)態(tai)環(huan)境(jing)保護工作的領(ling)導(dao)(dao),進一步完善省負總(zong)責、市縣抓落實(shi)的工作機制(zhi)。強(qiang)化各級生(sheng)態(tai)環(huan)境(jing)保護議(yi)事協調機制(zhi)作用,研究推動解決生(sheng)態(tai)環(huan)境(jing)保護重(zhong)要問題(ti),加強(qiang)統籌(chou)協調,形(xing)成工作合力,確保日常工作機構有場所、有人(ren)員、有經費。健全完善污染防(fang)治攻堅(jian)戰(zhan)“夏(xia)季攻勢”攻堅(jian)機制(zhi),堅(jian)持問題(ti)導(dao)(dao)向,采取(qu)清單化、項目化、工程化方式,強(qiang)力克(ke)難(nan)攻堅(jian)。健全黨委領(ling)導(dao)(dao)、政府主導(dao)(dao)、企業主體(ti)、社會(hui)組織(zhi)和(he)公眾(zhong)共同(tong)參(can)與(yu)的現代環(huan)境(jing)治理(li)體(ti)系。
(三十七)強化責任落實。各(ge)(ge)(ge)級(ji)(ji)黨委(wei)(wei)和政(zheng)(zheng)(zheng)府(fu)要切實做(zuo)到“黨政(zheng)(zheng)(zheng)同責、一崗雙責”,堅(jian)(jian)決扛起生(sheng)態(tai)文明建設政(zheng)(zheng)(zheng)治責任,深入打好污染防治攻堅(jian)(jian)戰(zhan)。各(ge)(ge)(ge)有(you)關(guan)部門要細化實化污染防治攻堅(jian)(jian)政(zheng)(zheng)(zheng)策措(cuo)施,分(fen)工(gong)協作、共(gong)同發(fa)力。各(ge)(ge)(ge)級(ji)(ji)人大及其(qi)常委(wei)(wei)會(hui)、政(zheng)(zheng)(zheng)協、法(fa)院、檢察院要各(ge)(ge)(ge)司(si)其(qi)職,共(gong)同推進(jin)生(sheng)態(tai)環境(jing)保(bao)護(hu)工(gong)作。各(ge)(ge)(ge)級(ji)(ji)生(sheng)態(tai)環境(jing)保(bao)護(hu)委(wei)(wei)員會(hui)要做(zuo)好任務分(fen)解(jie),加強調度評估,重(zhong)大情(qing)況(kuang)及時向黨委(wei)(wei)和政(zheng)(zheng)(zheng)府(fu)報告。
(三十八)強(qiang)化(hua)(hua)監督(du)(du)考核(he)(he)。健全(quan)省級生態(tai)環境保護(hu)督(du)(du)察(cha)(cha)和整改工作(zuo)機制(zhi),強(qiang)化(hua)(hua)對污(wu)染防(fang)(fang)治攻堅戰的(de)(de)例(li)行督(du)(du)察(cha)(cha)、專項督(du)(du)察(cha)(cha)和日常督(du)(du)察(cha)(cha),對整改不(bu)力的(de)(de),視情(qing)采取掛牌督(du)(du)辦、約談(tan)、區域限批、責任(ren)追究等處置(zhi)措(cuo)施(shi)。健全(quan)污(wu)染防(fang)(fang)治攻堅戰成效考核(he)(he)機制(zhi),完(wan)善考核(he)(he)措(cuo)施(shi),加(jia)強(qiang)考核(he)(he)結果在領導干(gan)部自然資源資產離任(ren)審(shen)計、獎懲任(ren)免(mian)、績(ji)效考核(he)(he)、省政府真(zhen)抓實(shi)干(gan)督(du)(du)查(cha)激(ji)勵(li)等方面的(de)(de)運(yun)用。
(三十九(jiu))強(qiang)化宣傳引導。加大(da)(da)對(dui)生(sheng)態文明建設和(he)生(sheng)態環境(jing)(jing)(jing)保護工(gong)作的(de)(de)宣傳引導,大(da)(da)力宣傳全省污(wu)染防治(zhi)攻(gong)堅戰中涌現出的(de)(de)先進(jin)典型(xing)事跡,加大(da)(da)突出生(sheng)態環境(jing)(jing)(jing)問題警(jing)示曝光(guang)力度,營造濃厚的(de)(de)污(wu)染防治(zhi)攻(gong)堅氛圍。發展壯(zhuang)大(da)(da)生(sheng)態環境(jing)(jing)(jing)志愿服務力量(liang),推進(jin)環境(jing)(jing)(jing)基(ji)礎設施和(he)科普教育(yu)基(ji)地向(xiang)公眾開放(fang),完善生(sheng)態環境(jing)(jing)(jing)信息公開和(he)有獎舉報機(ji)制。
(四十)強化隊(dui)伍建(jian)設(she)(she)。完善(shan)生(sheng)態(tai)(tai)(tai)環境(jing)(jing)機(ji)構監(jian)(jian)測(ce)監(jian)(jian)察執(zhi)法(fa)垂直管理制度,全面推進(jin)生(sheng)態(tai)(tai)(tai)環境(jing)(jing)監(jian)(jian)測(ce)監(jian)(jian)察執(zhi)法(fa)機(ji)構能力標準化建(jian)設(she)(she)。將(jiang)生(sheng)態(tai)(tai)(tai)環境(jing)(jing)保(bao)護(hu)綜(zong)合(he)執(zhi)法(fa)機(ji)構列入(ru)政府行政執(zhi)法(fa)機(ji)構序列,統一保(bao)障(zhang)執(zhi)法(fa)用(yong)車和(he)裝(zhuang)備(bei)。持續加強生(sheng)態(tai)(tai)(tai)環境(jing)(jing)保(bao)護(hu)鐵軍建(jian)設(she)(she),錘煉(lian)過硬作(zuo)風(feng),嚴格對監(jian)(jian)督(du)者的(de)監(jian)(jian)督(du)管理。健全激勵(li)擔當作(zuo)為、盡職免責(ze)、容錯糾錯的(de)制度機(ji)制。注重選拔(ba)在生(sheng)態(tai)(tai)(tai)文明建(jian)設(she)(she)和(he)生(sheng)態(tai)(tai)(tai)環境(jing)(jing)保(bao)護(hu)工作(zuo)中敢于(yu)負責(ze)、勇于(yu)擔當、善(shan)于(yu)作(zuo)為、實績突(tu)出(chu)(chu)的(de)干(gan)部。按照有關規定表(biao)彰在污染(ran)防(fang)治攻堅戰(zhan)中成績顯著、貢獻突(tu)出(chu)(chu)的(de)先進(jin)單(dan)位和(he)個人。
