江西省農業農村減排固碳實施方案
為認真貫(guan)徹(che)黨中(zhong)央(yang)、國(guo)務院關(guan)(guan)于碳(tan)達(da)峰碳(tan)中(zhong)和(he)的重大戰略決策(ce),落實(shi)《農(nong)業(ye)農(nong)村(cun)部 國(guo)家發展改革委(wei)關(guan)(guan)于印(yin)發農(nong)業(ye)農(nong)村(cun)減排(pai)固碳(tan)實(shi)施方(fang)案(an)的通知》(農(nong)科(ke)教發〔2022〕2號(hao))和(he)《中(zhong)共(gong)江西省委(wei) 江西省人民政府關(guan)(guan)于完整準確全面(mian)貫(guan)徹(che)新發展理念做好碳(tan)達(da)峰碳(tan)中(zhong)和(he)工(gong)(gong)作(zuo)的實(shi)施意見(jian)》(贛(gan)發〔2021〕28號(hao))要求(qiu),做好全省農(nong)業(ye)農(nong)村(cun)減排(pai)固碳(tan)工(gong)(gong)作(zuo),結合工(gong)(gong)作(zuo)實(shi)際,制定本方(fang)案(an)。
一、重要意義

二、總體要求
(一(yi))指導(dao)思想
以(yi)習近平新時(shi)代中國特色(se)社會主義思想(xiang)為指導,深(shen)入貫徹黨的十(shi)九大和十(shi)九屆歷次全(quan)(quan)(quan)會精神(shen)(shen),深(shen)化(hua)落實習近平總書記視察(cha)江西重(zhong)要講話精神(shen)(shen),緊扣(kou)“打(da)造新時(shi)代鄉村(cun)(cun)振(zhen)興的樣板之(zhi)地”要求,以(yi)保(bao)(bao)障糧食(shi)安全(quan)(quan)(quan)和重(zhong)要農(nong)(nong)產(chan)品有效供給為前提,以(yi)全(quan)(quan)(quan)面推進鄉村(cun)(cun)振(zhen)興、加快農(nong)(nong)業(ye)農(nong)(nong)村(cun)(cun)現代化(hua)為引領,以(yi)農(nong)(nong)業(ye)農(nong)(nong)村(cun)(cun)綠色(se)低(di)碳(tan)(tan)發展為關(guan)鍵(jian),以(yi)實施減排固碳(tan)(tan)重(zhong)大行動(dong)為抓手,全(quan)(quan)(quan)面提升(sheng)農(nong)(nong)業(ye)綜合(he)生產(chan)能力,降低(di)溫室氣(qi)體(ti)(ti)排放強(qiang)度(du),提高農(nong)(nong)田土壤固碳(tan)(tan)能力,大力發展農(nong)(nong)村(cun)(cun)可再生能源(yuan),建(jian)立(li)完善監測評價體(ti)(ti)系,強(qiang)化(hua)科技創新支(zhi)撐(cheng),構(gou)(gou)建(jian)政策保(bao)(bao)障機制,加快形成(cheng)節約資(zi)源(yuan)和保(bao)(bao)護環境(jing)的農(nong)(nong)業(ye)農(nong)(nong)村(cun)(cun)產(chan)業(ye)結構(gou)(gou)、生產(chan)方式(shi)、生活方式(shi)、空(kong)間(jian)格(ge)局,推進農(nong)(nong)業(ye)農(nong)(nong)村(cun)(cun)減排固碳(tan)(tan),為全(quan)(quan)(quan)省實現碳(tan)(tan)達(da)峰碳(tan)(tan)中和作出貢獻。
(二)工作原(yuan)則
1.堅(jian)持(chi)系統觀(guan)念。從全省實際出發,統籌考(kao)慮(lv)農(nong)(nong)業(ye)農(nong)(nong)村(cun)減(jian)排(pai)固碳與(yu)糧(liang)食安全和(he)(he)重要農(nong)(nong)產品有(you)效供給、農(nong)(nong)業(ye)農(nong)(nong)村(cun)污染治理等(deng)重點工作的有(you)效銜(xian)接,系統謀(mou)劃(hua)、有(you)序實施,建立統籌融合的規劃(hua)方案和(he)(he)行動體(ti)(ti)系,正確處理好(hao)發展和(he)(he)減(jian)排(pai)、整體(ti)(ti)和(he)(he)局(ju)部(bu)、長遠(yuan)目標和(he)(he)短期目標、政(zheng)府(fu)和(he)(he)市場的關系。
2.堅持分類施(shi)策。聚焦種植、畜牧、水產、農機等(deng)領域(yu)溫室氣體(ti)排放,明確重點(dian)任務(wu)和減排路徑,深挖農田土壤、漁(yu)業(ye)、農村(cun)(cun)可再生能源(yuan)等(deng)固碳和替代(dai)潛(qian)力,制(zhi)定(ding)符(fu)合江西(xi)實際的農業(ye)農村(cun)(cun)減排固碳具(ju)體(ti)措施(shi)。
3.堅持創新(xin)(xin)驅(qu)動(dong)。把科技創新(xin)(xin)作為農(nong)業(ye)農(nong)村減排固碳(tan)的根本支(zhi)撐,加(jia)快構(gou)建綠(lv)色(se)種(zhong)植、生(sheng)態養殖、廢棄物資源(yuan)化(hua)(hua)利(li)用(yong)、可再生(sheng)能(neng)源(yuan)開發利(li)用(yong)、土壤固碳(tan)、漁業(ye)碳(tan)匯等(deng)綠(lv)色(se)低碳(tan)技術體系,協同推進溫(wen)室氣體減排、耕地質(zhi)量提(ti)(ti)升(sheng)、農(nong)業(ye)面(mian)源(yuan)污染防治,提(ti)(ti)升(sheng)農(nong)業(ye)應(ying)對氣候(hou)變化(hua)(hua)韌性,提(ti)(ti)高農(nong)業(ye)農(nong)村綠(lv)色(se)低碳(tan)發展水(shui)平。
4.堅持政策激(ji)勵。充分發揮政府(fu)引導和政策激(ji)勵作(zuo)用,加(jia)大金融對綠(lv)色低(di)碳(tan)(tan)農(nong)業(ye)發展的(de)支持力度,在資(zi)金投(tou)入、稅收優惠等方面重點向農(nong)業(ye)農(nong)村(cun)(cun)減排固碳(tan)(tan)領域(yu)傾(qing)斜。建(jian)立農(nong)業(ye)農(nong)村(cun)(cun)減排固碳(tan)(tan)監測(ce)評價體系(xi),探(tan)索農(nong)業(ye)農(nong)村(cun)(cun)領域(yu)碳(tan)(tan)減排交易(yi)的(de)有效(xiao)路徑。
(三)主要目標(biao)
到2025年,全省農(nong)(nong)(nong)業(ye)農(nong)(nong)(nong)村減(jian)排固碳(tan)與糧(liang)食(shi)安全、鄉村振興、農(nong)(nong)(nong)業(ye)農(nong)(nong)(nong)村現代(dai)化統籌融合的(de)格(ge)局基本形成,糧(liang)食(shi)和重(zhong)要(yao)農(nong)(nong)(nong)產(chan)品供(gong)給保障更加有力,農(nong)(nong)(nong)業(ye)農(nong)(nong)(nong)村綠色發展取得積極(ji)成效(xiao)(xiao),農(nong)(nong)(nong)業(ye)生產(chan)結構(gou)和區域(yu)布局明顯優化,種植業(ye)、養殖業(ye)單位農(nong)(nong)(nong)產(chan)品溫(wen)室(shi)氣體排放強(qiang)度穩中(zhong)有降,農(nong)(nong)(nong)田(tian)土(tu)壤固碳(tan)能(neng)力增強(qiang),農(nong)(nong)(nong)業(ye)農(nong)(nong)(nong)村生產(chan)生活用(yong)能(neng)效(xiao)(xiao)率得到提升。
到2030年,全(quan)省農(nong)(nong)(nong)(nong)業(ye)(ye)農(nong)(nong)(nong)(nong)村減排固碳(tan)與(yu)糧(liang)食安全(quan)、全(quan)面(mian)鄉村振興、農(nong)(nong)(nong)(nong)業(ye)(ye)農(nong)(nong)(nong)(nong)村現(xian)代化統籌(chou)推進的(de)合(he)力充(chong)分發(fa)揮,種植業(ye)(ye)、養殖(zhi)業(ye)(ye)單位(wei)農(nong)(nong)(nong)(nong)產品溫(wen)室氣體排放(fang)強度進一步降低,農(nong)(nong)(nong)(nong)田土壤(rang)固碳(tan)能力和農(nong)(nong)(nong)(nong)業(ye)(ye)農(nong)(nong)(nong)(nong)村生(sheng)產生(sheng)活用能效率(lv)顯著提升,綠色(se)低碳(tan)生(sheng)產生(sheng)活方式廣(guang)泛(fan)形成,農(nong)(nong)(nong)(nong)業(ye)(ye)農(nong)(nong)(nong)(nong)村發(fa)展(zhan)全(quan)面(mian)綠色(se)低碳(tan)轉型取得顯著成效。
三、重點任務
將減(jian)排固(gu)碳(tan)貫穿(chuan)于農(nong)業生(sheng)產全過程和(he)農(nong)村(cun)生(sheng)活各方面(mian),重點(dian)實施稻田(tian)甲烷減(jian)排行(xing)(xing)(xing)動(dong)(dong)(dong)、化肥(fei)減(jian)量增效行(xing)(xing)(xing)動(dong)(dong)(dong)、畜禽低碳(tan)減(jian)排行(xing)(xing)(xing)動(dong)(dong)(dong)、漁(yu)業減(jian)排增匯行(xing)(xing)(xing)動(dong)(dong)(dong)、農(nong)機綠色節能行(xing)(xing)(xing)動(dong)(dong)(dong)、農(nong)田(tian)碳(tan)匯提升行(xing)(xing)(xing)動(dong)(dong)(dong)、秸稈綜合(he)利用(yong)行(xing)(xing)(xing)動(dong)(dong)(dong)、可再(zai)生(sheng)能源替代行(xing)(xing)(xing)動(dong)(dong)(dong)等農(nong)業農(nong)村(cun)減(jian)排固(gu)碳(tan)“八大行(xing)(xing)(xing)動(dong)(dong)(dong)”。
(一)稻田甲烷減排行(xing)動
在(zai)保障水稻(dao)豐產穩產的同時,通過(guo)選育(yu)推廣(guang)高產低排水稻(dao)良種(zhong)、強化水肥(fei)管理、推廣(guang)綠色高效(xiao)種(zhong)養(yang)模式(shi),減少稻(dao)田甲烷(wan)排放(fang)。
1.科學選育(yu)推(tui)廣水(shui)稻(dao)(dao)良種(zhong)(zhong)。實施“贛(gan)種(zhong)(zhong)強(qiang)芯”工程,積極(ji)選育(yu)優質、高產、低(di)碳水(shui)稻(dao)(dao)品種(zhong)(zhong)。支持優質稻(dao)(dao)、再生稻(dao)(dao)等新品種(zhong)(zhong)示范(fan)推(tui)廣,降低(di)水(shui)稻(dao)(dao)單(dan)產甲烷排(pai)放強(qiang)度。
2.優化水分和(he)(he)肥(fei)料管理。強(qiang)化中期曬田和(he)(he)間歇性灌溉,推廣稻田水肥(fei)耦合灌溉技術,提高水資源(yuan)利用效率(lv),改進稻田施肥(fei)管理,推廣有(you)機肥(fei)腐熟還田,減少甲(jia)烷生成(cheng)。
3.推(tui)廣綠(lv)色高(gao)(gao)效種養模式。集成推(tui)廣“稻(dao)漁”“稻(dao)鴨”共生(sheng)等(deng)綜合種養技術模式,推(tui)進(jin)稻(dao)漁綜合種養高(gao)(gao)質量發展。推(tui)廣“稻(dao)油”“稻(dao)稻(dao)油”等(deng)輪作高(gao)(gao)效栽培技術,構建稻(dao)田養分健康循(xun)環通道,改良培肥地力。
(二)化肥減量增效行動
通過推廣應(ying)用測土配方施肥(fei)技術、調(diao)整化(hua)肥(fei)使(shi)用結構、改進施肥(fei)方式、有機養分替代部分化(hua)肥(fei)等措施,減少(shao)不(bu)合理化(hua)肥(fei)投入,提高化(hua)肥(fei)利用效率,減少(shao)農田氧化(hua)亞氮排放。
1.大力推(tui)廣測(ce)土配(pei)方(fang)施(shi)肥(fei)(fei)技術(shu)(shu)。夯實測(ce)土配(pei)方(fang)施(shi)肥(fei)(fei)基礎,分(fen)區域、分(fen)作(zuo)物(wu)制(zhi)定(ding)科學(xue)施(shi)肥(fei)(fei)方(fang)案,優化各(ge)類作(zuo)物(wu)施(shi)肥(fei)(fei)配(pei)方(fang)。完(wan)善(shan)農(nong)企合(he)作(zuo)機制(zhi),引(yin)導肥(fei)(fei)料企業采(cai)取多種方(fang)式推(tui)廣應用配(pei)方(fang)肥(fei)(fei)。依托全(quan)(quan)省測(ce)土配(pei)方(fang)施(shi)肥(fei)(fei)公共(gong)云服務平臺,建立健全(quan)(quan)“省市縣鄉聯(lian)動、線(xian)上線(xian)下一體”的科學(xue)施(shi)肥(fei)(fei)指導服務機制(zhi),全(quan)(quan)面提(ti)升(sheng)全(quan)(quan)省科學(xue)施(shi)肥(fei)(fei)技術(shu)(shu)服務水平,促(cu)進測(ce)土配(pei)方(fang)施(shi)肥(fei)(fei)技術(shu)(shu)普及(ji),減少(shao)氮肥(fei)(fei)施(shi)用。
2.加(jia)快(kuai)新(xin)產(chan)品新(xin)技術(shu)應用。加(jia)快(kuai)緩釋(shi)肥(fei)(fei)(fei)(fei)料、水(shui)溶(rong)性肥(fei)(fei)(fei)(fei)料、液體肥(fei)(fei)(fei)(fei)料、葉面肥(fei)(fei)(fei)(fei)、生物(wu)肥(fei)(fei)(fei)(fei)料、土壤調理劑等高(gao)效新(xin)型(xing)肥(fei)(fei)(fei)(fei)料的推(tui)廣應用。示(shi)范推(tui)廣機(ji)械(xie)側深施(shi)(shi)肥(fei)(fei)(fei)(fei)、適期(qi)施(shi)(shi)肥(fei)(fei)(fei)(fei)、水(shui)肥(fei)(fei)(fei)(fei)一(yi)體化(hua)等技術(shu),推(tui)進氮肥(fei)(fei)(fei)(fei)高(gao)效施(shi)(shi)用。加(jia)快(kuai)施(shi)(shi)肥(fei)(fei)(fei)(fei)機(ji)械(xie)研(yan)發,因地制宜(yi)推(tui)廣化(hua)肥(fei)(fei)(fei)(fei)機(ji)械(xie)深施(shi)(shi)、機(ji)械(xie)追肥(fei)(fei)(fei)(fei)、種肥(fei)(fei)(fei)(fei)同(tong)播等技術(shu)。
3.推進(jin)有(you)(you)機(ji)養分資源高效(xiao)利用(yong)(yong)。以糧食和蔬菜為重點,兼(jian)顧果(guo)茶等經(jing)濟(ji)作(zuo)物,推動糞(fen)肥(fei)(fei)就地就近還(huan)(huan)田(tian)利用(yong)(yong),推廣堆(dui)肥(fei)(fei)還(huan)(huan)田(tian)、沼(zhao)肥(fei)(fei)還(huan)(huan)田(tian)等技術模(mo)式(shi),增加農田(tian)有(you)(you)機(ji)肥(fei)(fei)施用(yong)(yong),替代部(bu)分化肥(fei)(fei)。推廣秸稈粉碎還(huan)(huan)田(tian)、快速腐熟還(huan)(huan)田(tian)、過(guo)腹還(huan)(huan)田(tian)、覆蓋還(huan)(huan)田(tian)等技術模(mo)式(shi),推進(jin)秸稈養分還(huan)(huan)田(tian)。積極發展(zhan)冬閑田(tian)和果(guo)園綠肥(fei)(fei)生產,通(tong)過(guo)綠肥(fei)(fei)固氮(dan)作(zuo)用(yong)(yong),減少化學氮(dan)肥(fei)(fei)施用(yong)(yong)。
(三)畜禽低碳減排(pai)行動
在保(bao)障(zhang)肉蛋奶穩定供給的同時,推進畜禽(qin)品種(zhong)改良,推廣新(xin)型綠色環(huan)保(bao)飼(si)料和(he)精準飼(si)喂技術(shu),提高(gao)畜禽(qin)糞污處理水平,減(jian)少畜禽(qin)養殖甲(jia)烷和(he)氧化(hua)亞氮(dan)排放。
1.推(tui)進畜(chu)(chu)禽(qin)(qin)品種(zhong)(zhong)改(gai)良(liang)。建設(she)畜(chu)(chu)禽(qin)(qin)遺傳資源庫,持(chi)續實施畜(chu)(chu)禽(qin)(qin)遺傳改(gai)良(liang)計劃,持(chi)續開展畜(chu)(chu)禽(qin)(qin)良(liang)種(zhong)(zhong)聯(lian)合攻關,扎實推(tui)進現代(dai)種(zhong)(zhong)業提升工程(cheng)。
2.推廣精(jing)準(zhun)飼(si)喂(wei)技(ji)術。優化(hua)飼(si)料結構,推廣飼(si)料精(jing)準(zhun)配制、高(gao)效(xiao)低蛋白日糧配制、綠(lv)色新(xin)型飼(si)料添加劑(ji)應用(yong)等技(ji)術,提升飼(si)料產品品質和(he)(he)利用(yong)效(xiao)率。以“微(wei)生物+”的(de)生態養殖為核(he)心,加快生物飼(si)料開(kai)發應用(yong),推廣秸稈青貯、氨(an)化(hua)和(he)(he)微(wei)貯等實用(yong)技(ji)術和(he)(he)全(quan)混合日糧飼(si)喂(wei)技(ji)術,實施(shi)精(jing)準(zhun)飼(si)喂(wei),降低反(fan)芻動物腸道(dao)甲烷排(pai)放強度(du)。
3.推(tui)進(jin)(jin)畜禽糞(fen)污(wu)(wu)資源(yuan)化(hua)利用。推(tui)進(jin)(jin)標準(zhun)化(hua)規(gui)模(mo)養(yang)殖,推(tui)廣節(jie)水節(jie)料、高(gao)床漏(lou)縫、自動清糞(fen)、生物發(fa)酵等新(xin)裝備、新(xin)工藝、新(xin)技術。推(tui)行固體糞(fen)污(wu)(wu)膜堆(dui)肥、反(fan)應器(qi)堆(dui)肥,液體糞(fen)污(wu)(wu)厭氧(yang)發(fa)酵等措施,提高(gao)畜禽糞(fen)污(wu)(wu)處理水平。推(tui)進(jin)(jin)種養(yang)結合農牧(mu)循環發(fa)展,因地制宜推(tui)廣“畜-沼-果(guo)(菜、茶(cha)、稻、草、油(you)茶(cha)、苗木)”等農牧(mu)結合和第三方集中處理模(mo)式,促(cu)進(jin)(jin)糞(fen)肥就(jiu)近就(jiu)地還田利用。
(四)漁業減(jian)排增匯行動
在保(bao)障水產品安全有效供給的前提(ti)下,發展生(sheng)(sheng)態健康養殖和智慧漁業,實施(shi)池塘(tang)綠色高(gao)標準(zhun)建(jian)設,提(ti)高(gao)漁業綠色生(sheng)(sheng)產能(neng)力。
1.發(fa)(fa)展生(sheng)態(tai)(tai)健(jian)康養(yang)(yang)殖(zhi)(zhi)(zhi)(zhi)。轉變水(shui)(shui)產養(yang)(yang)殖(zhi)(zhi)(zhi)(zhi)方式(shi),實施(shi)水(shui)(shui)產綠色健(jian)康養(yang)(yang)殖(zhi)(zhi)(zhi)(zhi)技術推廣(guang)“五大行(xing)動”。推廣(guang)池(chi)(chi)塘工(gong)程化循(xun)(xun)環水(shui)(shui)、陸(lu)基高位池(chi)(chi)循(xun)(xun)環水(shui)(shui)等設施(shi)漁(yu)業(ye)養(yang)(yang)殖(zhi)(zhi)(zhi)(zhi)模(mo)式(shi),改善養(yang)(yang)殖(zhi)(zhi)(zhi)(zhi)生(sheng)態(tai)(tai)環境(jing),提升產業(ye)發(fa)(fa)展質(zhi)量。發(fa)(fa)展魚菜共生(sheng)、多營養(yang)(yang)層次綜(zong)合養(yang)(yang)殖(zhi)(zhi)(zhi)(zhi)、大水(shui)(shui)面(mian)增殖(zhi)(zhi)(zhi)(zhi)等生(sheng)態(tai)(tai)健(jian)康養(yang)(yang)殖(zhi)(zhi)(zhi)(zhi)模(mo)式(shi),發(fa)(fa)揮水(shui)(shui)生(sheng)生(sheng)物的(de)碳匯功能。
2.推進池(chi)塘(tang)綠色高標(biao)準建(jian)設(she)(she)。對集中連(lian)片養(yang)(yang)殖池(chi)塘(tang)開(kai)展池(chi)塘(tang)清淤(yu)、塘(tang)形改造(zao)(zao)、固(gu)基(ji)整坡(po)等標(biao)準化改造(zao)(zao),配備(bei)(bei)自動增氧(yang)、自動投餌、清淤(yu)、冷藏等漁(yu)業(ye)設(she)(she)施(shi)設(she)(she)備(bei)(bei),提高漁(yu)業(ye)機(ji)械(xie)化水平(ping)。建(jian)設(she)(she)生態溝渠和“三(san)池(chi)兩(liang)壩”等養(yang)(yang)殖尾(wei)水處理設(she)(she)施(shi),減(jian)少池(chi)塘(tang)甲(jia)烷排放,實現池(chi)塘(tang)養(yang)(yang)殖尾(wei)水達(da)標(biao)排放和資源化利用,推動水產養(yang)(yang)殖業(ye)綠色發展。
3.加(jia)快發展智(zhi)慧(hui)漁(yu)業。開展工廠化(hua)(hua)水(shui)(shui)產(chan)養(yang)殖(zhi)、池塘工程(cheng)化(hua)(hua)循環水(shui)(shui)養(yang)殖(zhi)、水(shui)(shui)產(chan)養(yang)殖(zhi)物(wu)聯網等現(xian)代(dai)漁(yu)業裝備設施建設,提升水(shui)(shui)產(chan)養(yang)殖(zhi)信(xin)(xin)息化(hua)(hua)和智(zhi)能化(hua)(hua)水(shui)(shui)平。推(tui)進(jin)智(zhi)慧(hui)水(shui)(shui)產(chan)養(yang)殖(zhi),應用物(wu)聯網、大數(shu)據、質量可追溯等現(xian)代(dai)化(hua)(hua)信(xin)(xin)息技術,建設一批集“生(sheng)產(chan)+科技”為一體的(de)數(shu)字漁(yu)業示(shi)范基地。
(五)農機(ji)綠色(se)節能行動(dong)
加快老舊農(nong)機(ji)報廢更(geng)新力度,推廣先進(jin)適用(yong)(yong)的低碳農(nong)機(ji)節能(neng)(neng)技術(shu)裝(zhuang)(zhuang)備,推進(jin)綠色、智(zhi)能(neng)(neng)、高效農(nong)機(ji)化技術(shu)裝(zhuang)(zhuang)備普及應用(yong)(yong),降低農(nong)機(ji)使(shi)用(yong)(yong)過程(cheng)中化石能(neng)(neng)源消耗和二氧化碳排放。
1.加(jia)快農(nong)機(ji)(ji)裝(zhuang)(zhuang)備(bei)升級。加(jia)強糧(liang)油(you)作(zuo)物等機(ji)(ji)械化生產(chan)(chan)(chan)薄弱環節(jie)技術創新(xin)研(yan)(yan)究(jiu)和農(nong)機(ji)(ji)裝(zhuang)(zhuang)備(bei)的研(yan)(yan)發、推廣與應用(yong),構建(jian)糧(liang)油(you)生產(chan)(chan)(chan)全程機(ji)(ji)械化生產(chan)(chan)(chan)體系。支持(chi)丘(qiu)陵山(shan)區開展農(nong)田(tian)、果茶園宜機(ji)(ji)化改造,推動通用(yong)動力機(ji)(ji)械裝(zhuang)(zhuang)備(bei)及特(te)色(se)作(zuo)物生產(chan)(chan)(chan)需要的高效(xiao)農(nong)機(ji)(ji)裝(zhuang)(zhuang)備(bei)研(yan)(yan)發和生產(chan)(chan)(chan)推廣。深入實施農(nong)機(ji)(ji)報(bao)廢更新(xin)補貼政策,加(jia)快老舊拖拉機(ji)(ji)、收割(ge)機(ji)(ji)、插秧機(ji)(ji)、植保(bao)機(ji)(ji)、脫(tuo)粒機(ji)(ji)具等機(ji)(ji)械的淘汰(tai)升級。
2.培(pei)(pei)育壯大(da)農(nong)(nong)機(ji)服務(wu)(wu)組織。培(pei)(pei)育壯大(da)農(nong)(nong)機(ji)作(zuo)(zuo)業服務(wu)(wu)公司、農(nong)(nong)機(ji)合(he)作(zuo)(zuo)社、農(nong)(nong)機(ji)服務(wu)(wu)專業戶等農(nong)(nong)機(ji)社會化服務(wu)(wu)主體,推進農(nong)(nong)機(ji)社會化服務(wu)(wu)向農(nong)(nong)業生產(chan)全(quan)過程、全(quan)產(chan)業延(yan)伸。開展農(nong)(nong)機(ji)作(zuo)(zuo)業托管服務(wu)(wu)補貼,建設全(quan)程機(ji)械(xie)化綜合(he)農(nong)(nong)事服務(wu)(wu)中(zhong)心。實施專業機(ji)手(shou)培(pei)(pei)訓行(xing)動,培(pei)(pei)養(yang)高素質(zhi)農(nong)(nong)機(ji)作(zuo)(zuo)業、維修能(neng)手(shou),提(ti)升農(nong)(nong)機(ji)手(shou)機(ji)收減損技能(neng)和作(zuo)(zuo)業水準。
3.加(jia)大農(nong)(nong)(nong)機(ji)(ji)(ji)化(hua)(hua)技(ji)(ji)術推(tui)(tui)廣應(ying)用。加(jia)快機(ji)(ji)(ji)育(yu)、機(ji)(ji)(ji)插、機(ji)(ji)(ji)拋、機(ji)(ji)(ji)防、機(ji)(ji)(ji)收、機(ji)(ji)(ji)烘(hong)等稻油(you)機(ji)(ji)(ji)械(xie)化(hua)(hua)生產集(ji)成技(ji)(ji)術的推(tui)(tui)廣應(ying)用。推(tui)(tui)廣精(jing)量播種、節水灌溉(gai)、秸(jie)稈還(huan)田離田、化(hua)(hua)肥農(nong)(nong)(nong)藥(yao)精(jing)施、殘膜回收等綠色高效機(ji)(ji)(ji)械(xie)化(hua)(hua)技(ji)(ji)術。推(tui)(tui)進農(nong)(nong)(nong)業(ye)機(ji)(ji)(ji)械(xie)化(hua)(hua)與信(xin)息化(hua)(hua)融合(he),采用智能化(hua)(hua)農(nong)(nong)(nong)機(ji)(ji)(ji)、農(nong)(nong)(nong)業(ye)機(ji)(ji)(ji)器人、無人機(ji)(ji)(ji)等技(ji)(ji)術裝(zhuang)備,提高農(nong)(nong)(nong)機(ji)(ji)(ji)作業(ye)效能。
(六)農田碳(tan)匯(hui)提升行動(dong)
發揮農(nong)田(tian)土(tu)壤固(gu)碳(tan)(tan)增匯潛力(li),采(cai)取有(you)效的農(nong)田(tian)管理措施,加快構建用地(di)養地(di)結合的培肥固(gu)碳(tan)(tan)模式,提升(sheng)土(tu)壤有(you)機(ji)質含量,增強農(nong)田(tian)固(gu)碳(tan)(tan)能力(li)。
1.推進高(gao)(gao)標準(zhun)(zhun)農(nong)(nong)田(tian)建設。圍(wei)繞提升(sheng)糧(liang)食(shi)產能,新增(zeng)建設與(yu)(yu)改造(zao)(zao)提升(sheng)相結合,開(kai)展田(tian)塊(kuai)整(zheng)治、土壤改良(liang)、灌溉與(yu)(yu)排水、田(tian)間道路、農(nong)(nong)田(tian)防護與(yu)(yu)生態保護、農(nong)(nong)田(tian)輸配電、科技服務、管護利用等建設,完善農(nong)(nong)田(tian)基礎設施。優化高(gao)(gao)標準(zhun)(zhun)農(nong)(nong)田(tian)規劃布局,在(zai)糧(liang)食(shi)生產功(gong)能區和重要農(nong)(nong)產品生產保護區打造(zao)(zao)相對集中連片、旱澇保收、節(jie)水高(gao)(gao)效、穩產高(gao)(gao)產、生態友好的高(gao)(gao)標準(zhun)(zhun)農(nong)(nong)田(tian)。
2.大力(li)(li)提升耕地(di)(di)(di)質(zhi)量。探索建立耕地(di)(di)(di)養護鼓勵機制(zhi),因地(di)(di)(di)制(zhi)宜(yi)實(shi)行(xing)免耕少耕、深松淺翻、深施(shi)肥(fei)料、糧豆輪作(zuo)套(tao)作(zuo)等保(bao)護性耕作(zuo)制(zhi)度(du),平衡土(tu)(tu)(tu)壤(rang)養分,促進耕地(di)(di)(di)用養結合。推(tui)廣秸稈還田、綠肥(fei)種植(zhi)、沼(zhao)肥(fei)應用、有機肥(fei)增(zeng)施(shi)等土(tu)(tu)(tu)壤(rang)改良和地(di)(di)(di)力(li)(li)培肥(fei)技術,增(zeng)加土(tu)(tu)(tu)壤(rang)有機質(zhi)含量,改善土(tu)(tu)(tu)壤(rang)理(li)化性狀,提高土(tu)(tu)(tu)壤(rang)基礎地(di)(di)(di)力(li)(li)。
3.推進耕地(di)治理提(ti)升。實(shi)施(shi)退化(hua)耕地(di)治理,重點(dian)加強土(tu)(tu)(tu)(tu)壤(rang)(rang)酸化(hua)治理,消除土(tu)(tu)(tu)(tu)壤(rang)(rang)障礙因素,提(ti)高土(tu)(tu)(tu)(tu)壤(rang)(rang)肥力(li),提(ti)升固碳潛力(li)。實(shi)施(shi)中(zhong)低產田改造(zao)和土(tu)(tu)(tu)(tu)壤(rang)(rang)肥力(li)提(ti)升工程,通過開挖排漬(zi)深(shen)溝(gou)、客土(tu)(tu)(tu)(tu)回(hui)填、土(tu)(tu)(tu)(tu)壤(rang)(rang)培(pei)肥等方式,因田施(shi)策(ce),提(ti)升耕地(di)質量。
(七)秸稈(gan)綜(zong)合利(li)用行動
堅持秸稈(gan)農用為(wei)主,健全收儲運體系,拓寬“五(wu)料化(hua)”利用途徑,優(you)化(hua)產(chan)業化(hua)利用結構(gou),提升綜合利用水平,打(da)造綠色低碳富民產(chan)業。
1.健全(quan)(quan)秸(jie)(jie)(jie)(jie)(jie)稈(gan)收(shou)(shou)(shou)儲(chu)(chu)運體系。構建(jian)“1+N、N+N”秸(jie)(jie)(jie)(jie)(jie)稈(gan)收(shou)(shou)(shou)儲(chu)(chu)模式(shi),合理布局建(jian)設秸(jie)(jie)(jie)(jie)(jie)稈(gan)收(shou)(shou)(shou)儲(chu)(chu)中心(網(wang)(wang)點、站(zhan)),建(jian)立覆蓋(gai)全(quan)(quan)省范圍(wei)的(de)(de)秸(jie)(jie)(jie)(jie)(jie)稈(gan)收(shou)(shou)(shou)儲(chu)(chu)運服務網(wang)(wang)絡。按照“政(zheng)府(fu)引導(dao)(dao)+企業(ye)(ye)主(zhu)導(dao)(dao)+農(nong)民參與”的(de)(de)運作方(fang)式(shi),加(jia)快構建(jian)政(zheng)府(fu)、企業(ye)(ye)、農(nong)戶三方(fang)共(gong)贏的(de)(de)產銷(xiao)合作利(li)益鏈接(jie)機(ji)制,搭建(jian)省級秸(jie)(jie)(jie)(jie)(jie)稈(gan)交易信息平(ping)臺(tai),實現秸(jie)(jie)(jie)(jie)(jie)稈(gan)收(shou)(shou)(shou)儲(chu)(chu)運的(de)(de)專業(ye)(ye)化(hua)和市場化(hua),提高商品化(hua)秸(jie)(jie)(jie)(jie)(jie)稈(gan)收(shou)(shou)(shou)儲(chu)(chu)和供應(ying)能(neng)力。
2.推(tui)廣秸(jie)(jie)稈(gan)循(xun)環(huan)利用(yong)模式(shi)。以提(ti)升土(tu)壤有機質、改(gai)善耕層結構(gou)為方向,因(yin)地(di)制宜推(tui)廣秸(jie)(jie)稈(gan)機械化深翻還田(tian)、快速腐熟還田(tian)和秸(jie)(jie)稈(gan)異地(di)覆蓋果茶園等成(cheng)熟技(ji)(ji)術,并配套完善田(tian)間水肥管(guan)理(li)。結合地(di)方種養業特(te)色,推(tui)廣“秸(jie)(jie)-菌-肥”“秸(jie)(jie)-飼-肥”“秸(jie)(jie)-糞(fen)-沼-肥”等秸(jie)(jie)稈(gan)循(xun)環(huan)利用(yong)技(ji)(ji)術模式(shi),發揮秸(jie)(jie)稈(gan)在(zai)種養結合、生態(tai)循(xun)環(huan)中的(de)紐帶作(zuo)用(yong)。
3.發(fa)展秸(jie)稈(gan)(gan)(gan)綜合利用產(chan)業(ye)。以農用肥(fei)料化(hua)(hua)、基料化(hua)(hua)、飼(si)料化(hua)(hua)利用為主,燃料化(hua)(hua)、原料化(hua)(hua)利用為輔,發(fa)展秸(jie)稈(gan)(gan)(gan)規模化(hua)(hua)生產(chan)菌菇(gu)等(deng)(deng)特(te)色產(chan)業(ye),秸(jie)稈(gan)(gan)(gan)堆肥(fei)發(fa)酵(jiao)等(deng)(deng)有機肥(fei)產(chan)業(ye),秸(jie)稈(gan)(gan)(gan)青(qing)貯、氨化(hua)(hua)等(deng)(deng)飼(si)料加工產(chan)業(ye),秸(jie)稈(gan)(gan)(gan)成型燃料、秸(jie)稈(gan)(gan)(gan)炭化(hua)(hua)等(deng)(deng)能源(yuan)產(chan)業(ye),以及以秸(jie)稈(gan)(gan)(gan)資源(yuan)利用為基礎的秸(jie)稈(gan)(gan)(gan)纖維絲、秸(jie)稈(gan)(gan)(gan)秧盤等(deng)(deng)環(huan)保產(chan)業(ye)。
(八(ba))可再生能源替(ti)代(dai)行動
因地(di)制宜推廣(guang)應(ying)用(yong)(yong)生物質(zhi)能(neng)、太陽(yang)能(neng)等綠色用(yong)(yong)能(neng)模式,增(zeng)加(jia)農(nong)村地(di)區(qu)清潔(jie)能(neng)源供應(ying),替代化(hua)石能(neng)源使用(yong)(yong)。
1.有序開發利(li)用(yong)生(sheng)物(wu)(wu)質(zhi)能。在有條件(jian)的地區(qu)推廣(guang)生(sheng)物(wu)(wu)質(zhi)成型(xing)燃料、秸稈熱解氣化(hua)等利(li)用(yong)技術(shu)。有序發展(zhan)農(nong)林(lin)(lin)生(sheng)物(wu)(wu)質(zhi)發電(dian)(dian),推動現有農(nong)林(lin)(lin)生(sheng)物(wu)(wu)質(zhi)熱電(dian)(dian)聯產(chan)改(gai)造,發展(zhan)分布式農(nong)林(lin)(lin)生(sheng)物(wu)(wu)質(zhi)熱電(dian)(dian)聯產(chan),提高生(sheng)物(wu)(wu)質(zhi)能利(li)用(yong)效率,為鄉村提供清(qing)潔能源,提高農(nong)村地區(qu)供電(dian)(dian)能力及供電(dian)(dian)可靠性。
2.推(tui)進(jin)沼(zhao)氣(qi)生(sheng)態循環農(nong)(nong)業建設(she)。推(tui)廣應(ying)用(yong)N2N區域沼(zhao)氣(qi)生(sheng)態循環農(nong)(nong)業等(deng)成熟模(mo)式,充(chong)分利(li)用(yong)畜禽糞污、秸稈、農(nong)(nong)村(cun)生(sheng)活垃圾等(deng)農(nong)(nong)業農(nong)(nong)村(cun)有機廢棄(qi)物,因(yin)地制(zhi)宜建設(she)規模(mo)化沼(zhao)氣(qi)生(sheng)物天(tian)然工程,推(tui)進(jin)沼(zhao)氣(qi)發(fa)電上網(wang)、提純入網(wang)、加壓灌裝加氣(qi)或(huo)“鎮村(cun)微管網(wang)聯供”等(deng)高值利(li)用(yong),推(tui)進(jin)沼(zhao)肥綜合利(li)用(yong)或(huo)精深(shen)加工有機肥。
3.加快太(tai)陽(yang)能(neng)綜合利(li)用。推(tui)廣(guang)“光伏(fu)(fu)+設(she)施(shi)農(nong)(nong)業”等(deng)低碳(tan)農(nong)(nong)業模式(shi),推(tui)進(jin)農(nong)(nong)村(cun)地區分布式(shi)光伏(fu)(fu)發展。推(tui)廣(guang)太(tai)陽(yang)能(neng)路燈(deng)、太(tai)陽(yang)能(neng)熱(re)水器(qi)、戶用光伏(fu)(fu)發電(dian)等(deng)技術,打造“多元、清潔、低碳(tan)”的農(nong)(nong)村(cun)用能(neng)格局。
四、保障措施
(一)加強組織(zhi)領導(dao)。省(sheng)農(nong)業農(nong)村廳、省(sheng)發(fa)展改革(ge)委加強統籌協(xie)調,重大事(shi)項報請省(sheng)碳(tan)(tan)達峰(feng)碳(tan)(tan)中和(he)工(gong)作領導(dao)小組研究解(jie)決(jue)。省(sheng)農(nong)業農(nong)村廳具(ju)體負責組織(zhi)實施(shi)全省(sheng)農(nong)業農(nong)村減排固(gu)碳(tan)(tan)工(gong)作,開(kai)展跟蹤評價,加強督促指導(dao)。各設區市農(nong)業農(nong)村、發(fa)展改革(ge)部門要(yao)做好(hao)政策銜接(jie)和(he)工(gong)作對接(jie),結合當地實際情(qing)況,編制具(ju)體實施(shi)方案(an),把(ba)各項任務落到實處。
(二)強化科技(ji)支撐。圍繞農(nong)(nong)業農(nong)(nong)村減(jian)排固碳(tan)(tan)(tan)關鍵領域(yu)和重(zhong)要環節(jie),分行業領域(yu)開(kai)(kai)展(zhan)技(ji)術攻關,突破一(yi)(yi)批稻(dao)田高產低排、牛羊腸(chang)道(dao)甲烷(wan)抑制、土壤(rang)固碳(tan)(tan)(tan)等減(jian)排增匯型技(ji)術,形成一(yi)(yi)批減(jian)排固碳(tan)(tan)(tan)綜合性解決方(fang)案(an)。完(wan)善監(jian)(jian)測(ce)指標、關鍵參數、核算方(fang)法,在不同區域(yu)稻(dao)田、農(nong)(nong)用地、規模養殖(zhi)場等布局(ju)監(jian)(jian)測(ce)網點,開(kai)(kai)展(zhan)甲烷(wan)、氧(yang)化亞氮排放和土壤(rang)固碳(tan)(tan)(tan)等長期定位監(jian)(jian)測(ce)。做好農(nong)(nong)村可再生能源、農(nong)(nong)機漁機節(jie)能減(jian)排等監(jian)(jian)測(ce)調查,開(kai)(kai)展(zhan)常(chang)態(tai)化的統計分析。研(yan)究建立核算認證體系,探索農(nong)(nong)業碳(tan)(tan)(tan)排放交易(yi)有(you)效路徑。
(三)加快產(chan)(chan)(chan)業(ye)(ye)培育。孵化(hua)催生(sheng)(sheng)(sheng)以綠(lv)色低碳(tan)(tan)、生(sheng)(sheng)(sheng)態(tai)循環(huan)為增長點的(de)新產(chan)(chan)(chan)業(ye)(ye)新業(ye)(ye)態(tai),推動(dong)大(da)數(shu)據(ju)、人工(gong)智(zhi)能等新技術與(yu)(yu)產(chan)(chan)(chan)業(ye)(ye)發展(zhan)深度(du)融(rong)合,帶動(dong)農業(ye)(ye)轉型升級。試點打造一批低零碳(tan)(tan)村鎮(zhen)、生(sheng)(sheng)(sheng)態(tai)農場、低碳(tan)(tan)農業(ye)(ye)大(da)棚(peng),引(yin)導農業(ye)(ye)企(qi)業(ye)(ye)、經營主體強化(hua)減排固(gu)碳(tan)(tan)技術應用,探索建(jian)立(li)(li)與(yu)(yu)減排固(gu)碳(tan)(tan)成效(xiao)掛鉤的(de)綠(lv)色生(sheng)(sheng)(sheng)態(tai)補償激(ji)勵機制(zhi)。創建(jian)綠(lv)色低碳(tan)(tan)農產(chan)(chan)(chan)品(pin)品(pin)牌(pai),探索建(jian)立(li)(li)農產(chan)(chan)(chan)品(pin)碳(tan)(tan)足跡(ji)追溯體系,拓展(zhan)供(gong)給(gei)方式(shi)和供(gong)給(gei)渠(qu)道(dao),壯大(da)綠(lv)色低碳(tan)(tan)產(chan)(chan)(chan)業(ye)(ye)增長動(dong)能。
(四)強(qiang)化(hua)宣(xuan)傳引導。利用網絡、電視、報(bao)紙等媒體,開展多種形式(shi)的農(nong)業農(nong)村減排固(gu)碳科(ke)普宣(xuan)傳,加強(qiang)對好(hao)經驗、好(hao)做法(fa)和(he)好(hao)模式(shi)的宣(xuan)傳報(bao)道,營造良(liang)好(hao)社會輿論氛圍。結合高素(su)質農(nong)民培育(yu)、農(nong)村實用人才(cai)帶頭人素(su)質提升計劃等,開展減排固(gu)碳利用技術培訓。選樹一批實施主體,打造一批示范樣板,充(chong)分(fen)發揮典型引領(ling)示范作(zuo)用。
