【谷騰環保網訊】獲悉,10月20日,寧(ning)德市生態環(huan)境(jing)局發(fa)布《寧(ning)德市進一(yi)步(bu)加(jia)強重(zhong)(zhong)(zhong)金屬污染防(fang)控實(shi)施方案(an)》,方案(an)要求,到2025年,全市重(zhong)(zhong)(zhong)點(dian)行業(ye)重(zhong)(zhong)(zhong)點(dian)重(zhong)(zhong)(zhong)金屬污染物排放量比(bi)2020年下降5.5%,重(zhong)(zhong)(zhong)點(dian)行業(ye)綠色發(fa)展水平較(jiao)快提升(sheng),重(zhong)(zhong)(zhong)金屬環(huan)境(jing)管理能(neng)力進一(yi)步(bu)增強;結合環(huan)境(jing)安全隱(yin)患大(da)排查大(da)整治,推進治理一(yi)批突出歷史(shi)遺留重(zhong)(zhong)(zhong)金屬污染問題(ti)。全文如下:

寧德市進一步加強重金屬污染防控實施方案
為深入貫徹落實習(xi)近平(ping)生態文(wen)明思想,進(jin)一步強(qiang)化重(zhong)金(jin)屬(shu)污染物排放控(kong)制,有效(xiao)防(fang)控(kong)涉(she)重(zhong)金(jin)屬(shu)環(huan)境(jing)風(feng)險,根據(ju)《福建省深入打好污染防(fang)治攻堅(jian)戰實施(shi)方案(an)》(閩委發〔2022〕7號)和《福建省關于進(jin)一步加強(qiang)重(zhong)金(jin)屬(shu)污染防(fang)控(kong)實施(shi)方案(an)》(閩環(huan)保固體〔2022〕17號)等文(wen)件(jian)要求,結合我市實際(ji),制定本實施(shi)方案(an)。
一、總體要求
(一)基本(ben)原則
全面(mian)摸排,夯(hang)實(shi)基礎。堅持(chi)與“十(shi)(shi)三五”時期(qi)(qi)重(zhong)金(jin)屬污(wu)染(ran)防治政策相銜接,對涉(she)(she)重(zhong)行業企(qi)業進(jin)行全面(mian)梳理(li),進(jin)一(yi)步(bu)完善(shan)我市重(zhong)金(jin)屬“全口徑(jing)清單”,結合“二(er)污(wu)普”成果(guo)、環評數據庫和“十(shi)(shi)四五”期(qi)(qi)間涉(she)(she)重(zhong)企(qi)業及重(zhong)點園區新要求實(shi)施(shi)動態更新,全面(mian)核實(shi)重(zhong)金(jin)屬基礎排放量,夯(hang)實(shi)減(jian)排基礎。
源頭(tou)嚴控,健全體(ti)系(xi)。嚴格涉(she)重(zhong)金(jin)(jin)(jin)屬(shu)行業(ye)環境(jing)準入,優(you)化產(chan)業(ye)結(jie)構和空間布(bu)局,持續推進(jin)落(luo)后產(chan)能淘汰,引導涉(she)重(zhong)金(jin)(jin)(jin)屬(shu)行業(ye)企(qi)(qi)業(ye)優(you)化升級。健全涉(she)重(zhong)金(jin)(jin)(jin)屬(shu)企(qi)(qi)業(ye)污染治理、重(zhong)金(jin)(jin)(jin)屬(shu)減排和環境(jing)監管執法全流(liu)程監管體(ti)系(xi),有效(xiao)防控重(zhong)金(jin)(jin)(jin)屬(shu)環境(jing)風險。
突出重(zhong)(zhong)點,精準(zhun)減排(pai)(pai)。系統梳理(li)現有重(zhong)(zhong)有色(se)(se)金(jin)屬礦采(cai)選、重(zhong)(zhong)有色(se)(se)金(jin)屬冶(ye)煉、皮革、電(dian)鍍、鉛蓄電(dian)池等重(zhong)(zhong)點行業企(qi)業現有工藝、污(wu)染(ran)治(zhi)理(li)水平、生產狀況,以解決重(zhong)(zhong)金(jin)屬區(qu)域突出問題為(wei)導向,合(he)理(li)確(que)定減排(pai)(pai)目(mu)(mu)標(biao)和減排(pai)(pai)重(zhong)(zhong)點,科學(xue)謀劃減排(pai)(pai)項(xiang)目(mu)(mu),實施精準(zhun)減排(pai)(pai),在(zai)全(quan)面完成省里下達(da)的(de)重(zhong)(zhong)金(jin)屬減排(pai)(pai)任務(wu)的(de)同時,為(wei)經濟社會發(fa)展(zhan)騰出環境容量(liang)。
(二)防(fang)控重點(dian)與主要目標
重(zhong)點(dian)(dian)重(zhong)金屬(shu)污染物(wu)。重(zhong)點(dian)(dian)防(fang)控的重(zhong)金屬(shu)污染物(wu)是鉛(qian)、汞(gong)、鎘、鉻、砷(shen)、鉈和銻,并(bing)對鉛(qian)、汞(gong)、鎘、鉻和砷(shen)五種重(zhong)點(dian)(dian)重(zhong)金屬(shu)污染物(wu)排放量實施總量控制(zhi)。
重(zhong)點行業(ye)(ye)。包括重(zhong)有色金屬礦采選業(ye)(ye)(銅、鉛(qian)(qian)鋅、鎳(nie)鈷(gu)(gu)、錫、銻和汞(gong)礦采選),重(zhong)有色金屬冶煉業(ye)(ye)(銅、鉛(qian)(qian)鋅、鎳(nie)鈷(gu)(gu)、錫、銻和汞(gong)冶煉),鉛(qian)(qian)蓄電(dian)池制造(zao)(zao)業(ye)(ye),電(dian)鍍行業(ye)(ye),化(hua)學(xue)原(yuan)料及化(hua)學(xue)制品(pin)制造(zao)(zao)業(ye)(ye)(電(dian)石法(fa)(聚)氯乙(yi)烯制造(zao)(zao)、鉻(ge)鹽制造(zao)(zao)、以工(gong)業(ye)(ye)固體廢(fei)物為原(yuan)料的鋅無機化(hua)合物工(gong)業(ye)(ye)),皮革鞣制加(jia)工(gong)業(ye)(ye)等(deng)6個行業(ye)(ye)。
主要目標。到2025年(nian),全(quan)市重(zhong)點(dian)行(xing)業重(zhong)點(dian)重(zhong)金屬(shu)污(wu)染物(wu)排(pai)放量比2020年(nian)下降5.5%,重(zhong)點(dian)行(xing)業綠(lv)色(se)發展(zhan)水平較快提升,重(zhong)金屬(shu)環(huan)境(jing)管理能力進一(yi)步增強(qiang);結合(he)環(huan)境(jing)安全(quan)隱(yin)患大排(pai)查大整(zheng)治(zhi),推進治(zhi)理一(yi)批突(tu)出(chu)歷史遺留重(zhong)金屬(shu)污(wu)染問題(ti)。
到(dao)2035年,建立健全(quan)重(zhong)金(jin)(jin)屬污(wu)染(ran)防(fang)控(kong)制度和長效機制,重(zhong)金(jin)(jin)屬污(wu)染(ran)治理能力、環境(jing)風險(xian)防(fang)控(kong)能力和環境(jing)監(jian)管能力得到(dao)全(quan)面提(ti)升(sheng),重(zhong)金(jin)(jin)屬環境(jing)風險(xian)得到(dao)全(quan)面有效管控(kong)。
二、主要任務
(一(yi))健(jian)全重金屬污染排放管理制度
1.完善全口(kou)徑(jing)(jing)清(qing)單(dan)(dan)(dan)(dan)動態(tai)調(diao)整機制。各(ge)地要(yao)全面排(pai)查以工(gong)業(ye)(ye)(ye)固體(ti)廢物(wu)(wu)為原料的鋅無機化合物(wu)(wu)工(gong)業(ye)(ye)(ye)企業(ye)(ye)(ye)信(xin)息(xi),將其納入全口(kou)徑(jing)(jing)涉(she)重(zhong)金(jin)屬(shu)重(zhong)點行(xing)業(ye)(ye)(ye)企業(ye)(ye)(ye)清(qing)單(dan)(dan)(dan)(dan)(以下(xia)簡稱全口(kou)徑(jing)(jing)清(qing)單(dan)(dan)(dan)(dan));梳理(li)排(pai)查以重(zhong)點行(xing)業(ye)(ye)(ye)企業(ye)(ye)(ye)為主的工(gong)業(ye)(ye)(ye)園(yuan)區(qu)(集中(zhong)(zhong)區(qu)),建立涉(she)重(zhong)金(jin)屬(shu)工(gong)業(ye)(ye)(ye)園(yuan)區(qu)(集中(zhong)(zhong)區(qu))清(qing)單(dan)(dan)(dan)(dan);及時增補新(xin)、改、擴建企業(ye)(ye)(ye)信(xin)息(xi)和漏報企業(ye)(ye)(ye)信(xin)息(xi),動態(tai)更新(xin)全口(kou)徑(jing)(jing)清(qing)單(dan)(dan)(dan)(dan)。市局每年(nian)年(nian)底前在局官網公(gong)布(bu)更新(xin)全口(kou)徑(jing)(jing)清(qing)單(dan)(dan)(dan)(dan),接(jie)受社會(hui)監督。各(ge)地要(yao)依法(fa)將重(zhong)點行(xing)業(ye)(ye)(ye)企業(ye)(ye)(ye)納入重(zhong)點排(pai)污(wu)單(dan)(dan)(dan)(dan)位名錄,嚴格(ge)涉(she)重(zhong)金(jin)屬(shu)行(xing)業(ye)(ye)(ye)企業(ye)(ye)(ye)大氣(qi)、水污(wu)染物(wu)(wu)排(pai)放管控(kong)。
2.加強重(zhong)(zhong)金(jin)屬(shu)污染(ran)物(wu)減(jian)(jian)(jian)排(pai)(pai)(pai)分(fen)類(lei)管(guan)理(li)。市局將根(gen)據(ju)各地重(zhong)(zhong)金(jin)屬(shu)污染(ran)物(wu)排(pai)(pai)(pai)放(fang)量基數和減(jian)(jian)(jian)排(pai)(pai)(pai)潛力,分(fen)檔(dang)確定減(jian)(jian)(jian)排(pai)(pai)(pai)目(mu)(mu)標;按重(zhong)(zhong)點行業以及重(zhong)(zhong)點重(zhong)(zhong)金(jin)屬(shu),實(shi)施(shi)差(cha)別化減(jian)(jian)(jian)排(pai)(pai)(pai)政策;組(zu)織(zhi)專家團隊對減(jian)(jian)(jian)排(pai)(pai)(pai)項目(mu)(mu)策劃(hua)、落地實(shi)施(shi)和實(shi)際成效(xiao)開展指導評(ping)估。各地要(yao)進(jin)一步摸排(pai)(pai)(pai)企(qi)業情況,挖掘減(jian)(jian)(jian)排(pai)(pai)(pai)潛力,將重(zhong)(zhong)金(jin)屬(shu)減(jian)(jian)(jian)排(pai)(pai)(pai)任務目(mu)(mu)標細(xi)化分(fen)解到相關(guan)涉(she)重(zhong)(zhong)企(qi)業,指導相關(guan)涉(she)重(zhong)(zhong)企(qi)業以結構調整、升(sheng)級改造與(yu)深度(du)治(zhi)理(li)為主要(yao)手段,推動實(shi)施(shi)一批(pi)重(zhong)(zhong)金(jin)屬(shu)減(jian)(jian)(jian)排(pai)(pai)(pai)工程,持續減(jian)(jian)(jian)少重(zhong)(zhong)金(jin)屬(shu)污染(ran)物(wu)排(pai)(pai)(pai)放(fang),如期(qi)完成重(zhong)(zhong)金(jin)屬(shu)減(jian)(jian)(jian)排(pai)(pai)(pai)任務。
3.推行(xing)企(qi)業(ye)(ye)(ye)(ye)重(zhong)金屬(shu)污(wu)(wu)(wu)(wu)染(ran)(ran)(ran)物(wu)排(pai)(pai)(pai)(pai)放總(zong)量控(kong)制制度(du)。各地(di)要(yao)(yao)(yao)依法將重(zhong)點(dian)行(xing)業(ye)(ye)(ye)(ye)企(qi)業(ye)(ye)(ye)(ye)納入排(pai)(pai)(pai)(pai)污(wu)(wu)(wu)(wu)許(xu)可(ke)(ke)(ke)管(guan)理(li)(li),對于實(shi)施排(pai)(pai)(pai)(pai)污(wu)(wu)(wu)(wu)許(xu)可(ke)(ke)(ke)重(zhong)點(dian)管(guan)理(li)(li)的企(qi)業(ye)(ye)(ye)(ye),應當按(an)照排(pai)(pai)(pai)(pai)污(wu)(wu)(wu)(wu)許(xu)可(ke)(ke)(ke)申(shen)請與(yu)核發(fa)技(ji)術規范要(yao)(yao)(yao)求(qiu)在排(pai)(pai)(pai)(pai)污(wu)(wu)(wu)(wu)許(xu)可(ke)(ke)(ke)證中明(ming)確重(zhong)金屬(shu)污(wu)(wu)(wu)(wu)染(ran)(ran)(ran)物(wu)排(pai)(pai)(pai)(pai)放種(zhong)類、許(xu)可(ke)(ke)(ke)排(pai)(pai)(pai)(pai)放濃度(du)、許(xu)可(ke)(ke)(ke)排(pai)(pai)(pai)(pai)放量等。各地(di)要(yao)(yao)(yao)探索將重(zhong)點(dian)行(xing)業(ye)(ye)(ye)(ye)減排(pai)(pai)(pai)(pai)企(qi)業(ye)(ye)(ye)(ye)重(zhong)金屬(shu)污(wu)(wu)(wu)(wu)染(ran)(ran)(ran)物(wu)排(pai)(pai)(pai)(pai)放總(zong)量要(yao)(yao)(yao)求(qiu)落(luo)實(shi)到(dao)(dao)排(pai)(pai)(pai)(pai)污(wu)(wu)(wu)(wu)許(xu)可(ke)(ke)(ke)證,減排(pai)(pai)(pai)(pai)企(qi)業(ye)(ye)(ye)(ye)在執(zhi)行(xing)國家和地(di)方(fang)污(wu)(wu)(wu)(wu)染(ran)(ran)(ran)物(wu)排(pai)(pai)(pai)(pai)放標準的同時(shi),應當遵(zun)守(shou)分解(jie)落(luo)實(shi)到(dao)(dao)本單(dan)位的重(zhong)金屬(shu)排(pai)(pai)(pai)(pai)放總(zong)量控(kong)制要(yao)(yao)(yao)求(qiu)。重(zhong)點(dian)行(xing)業(ye)(ye)(ye)(ye)企(qi)業(ye)(ye)(ye)(ye)適用(yong)的污(wu)(wu)(wu)(wu)染(ran)(ran)(ran)物(wu)排(pai)(pai)(pai)(pai)放標準、重(zhong)點(dian)污(wu)(wu)(wu)(wu)染(ran)(ran)(ran)物(wu)總(zong)量控(kong)制要(yao)(yao)(yao)求(qiu)發(fa)生變化,需要(yao)(yao)(yao)對排(pai)(pai)(pai)(pai)污(wu)(wu)(wu)(wu)許(xu)可(ke)(ke)(ke)證進行(xing)變更的,審批部門可(ke)(ke)(ke)以依法對排(pai)(pai)(pai)(pai)污(wu)(wu)(wu)(wu)許(xu)可(ke)(ke)(ke)證相應事項進行(xing)變更,并載明(ming)削減措施、減排(pai)(pai)(pai)(pai)量,作為總(zong)量替代來源的還(huan)應載明(ming)出讓量和出讓去向。到(dao)(dao)2025年,企(qi)業(ye)(ye)(ye)(ye)排(pai)(pai)(pai)(pai)污(wu)(wu)(wu)(wu)許(xu)可(ke)(ke)(ke)證環境管(guan)理(li)(li)臺(tai)賬、自行(xing)監測和執(zhi)行(xing)報告數據要(yao)(yao)(yao)基(ji)本實(shi)現完整、可(ke)(ke)(ke)信,有效支撐重(zhong)點(dian)行(xing)業(ye)(ye)(ye)(ye)企(qi)業(ye)(ye)(ye)(ye)排(pai)(pai)(pai)(pai)放量管(guan)理(li)(li)。
4.嚴格落實重(zhong)(zhong)(zhong)金(jin)(jin)屬排(pai)放(fang)指(zhi)(zhi)(zhi)標(biao)(biao)(biao)調(diao)劑(ji)管(guan)(guan)理(li)(li)要求。列入涉(she)重(zhong)(zhong)(zhong)金(jin)(jin)屬重(zhong)(zhong)(zhong)點行業全(quan)口徑(jing)清單管(guan)(guan)理(li)(li)的單位實施(shi)落后(hou)產(chan)能(neng)淘汰(tai)、生(sheng)產(chan)工(gong)藝提(ti)升改造、治理(li)(li)設(she)施(shi)提(ti)標(biao)(biao)(biao)改造等(deng)減(jian)排(pai)工(gong)程項目產(chan)生(sheng)的削減(jian)量(liang)(liang),經市(shi)(shi)級復(fu)核后(hou)的剩(sheng)余量(liang)(liang),減(jian)排(pai)工(gong)程項目所在縣(xian)(市(shi)(shi)、區)可(ke)統(tong)一(yi)調(diao)劑(ji)指(zhi)(zhi)(zhi)標(biao)(biao)(biao)使(shi)用(yong),出讓調(diao)劑(ji)指(zhi)(zhi)(zhi)標(biao)(biao)(biao)的企業應依法(fa)辦(ban)理(li)(li)排(pai)污許(xu)可(ke)證變更或注銷手續。重(zhong)(zhong)(zhong)金(jin)(jin)屬排(pai)放(fang)指(zhi)(zhi)(zhi)標(biao)(biao)(biao)以縣(xian)(市(shi)(shi)、區)為管(guan)(guan)理(li)(li)單元,具體由(you)縣(xian)(市(shi)(shi)、區)生(sheng)態(tai)環(huan)境部門負責(ze)管(guan)(guan)理(li)(li);市(shi)(shi)局負責(ze)全(quan)市(shi)(shi)重(zhong)(zhong)(zhong)金(jin)(jin)屬排(pai)放(fang)總量(liang)(liang)控制(zhi)和指(zhi)(zhi)(zhi)標(biao)(biao)(biao)調(diao)劑(ji)的統(tong)籌管(guan)(guan)理(li)(li),根據需要可(ke)以對全(quan)市(shi)(shi)范圍內(nei)的排(pai)放(fang)指(zhi)(zhi)(zhi)標(biao)(biao)(biao)進行統(tong)籌調(diao)劑(ji)使(shi)用(yong)。建(jian)立全(quan)市(shi)(shi)重(zhong)(zhong)(zhong)點行業重(zhong)(zhong)(zhong)點重(zhong)(zhong)(zhong)金(jin)(jin)屬污染物(wu)排(pai)放(fang)總量(liang)(liang)指(zhi)(zhi)(zhi)標(biao)(biao)(biao)管(guan)(guan)理(li)(li)系統(tong),開展重(zhong)(zhong)(zhong)點重(zhong)(zhong)(zhong)金(jin)(jin)屬總量(liang)(liang)控制(zhi)與指(zhi)(zhi)(zhi)標(biao)(biao)(biao)調(diao)劑(ji)審(shen)核工(gong)作,防止重(zhong)(zhong)(zhong)金(jin)(jin)屬污染物(wu)排(pai)放(fang)指(zhi)(zhi)(zhi)標(biao)(biao)(biao)重(zhong)(zhong)(zhong)復(fu)使(shi)用(yong)。
5.嚴(yan)格(ge)執行(xing)(xing)重(zhong)(zhong)金(jin)屬(shu)(shu)污(wu)染(ran)(ran)物(wu)(wu)排放(fang)總量(liang)替代(dai)豁(huo)免(mian)管理。在統籌區域環(huan)境(jing)(jing)質(zhi)量(liang)改善目(mu)標(biao)和重(zhong)(zhong)金(jin)屬(shu)(shu)環(huan)境(jing)(jing)風險防控水平、高(gao)標(biao)準落實(shi)重(zhong)(zhong)金(jin)屬(shu)(shu)污(wu)染(ran)(ran)治(zhi)理要(yao)(yao)求(qiu)并嚴(yan)格(ge)審批的(de)(de)前提下,根據國家重(zhong)(zhong)金(jin)屬(shu)(shu)污(wu)染(ran)(ran)物(wu)(wu)排放(fang)總量(liang)替代(dai)管理豁(huo)免(mian)條(tiao)件要(yao)(yao)求(qiu),對實(shi)施國家重(zhong)(zhong)大(da)發展戰略直接相關的(de)(de)重(zhong)(zhong)點(dian)項目(mu),可在環(huan)評審批程(cheng)序實(shi)行(xing)(xing)重(zhong)(zhong)金(jin)屬(shu)(shu)污(wu)染(ran)(ran)物(wu)(wu)排放(fang)總量(liang)替代(dai)管理豁(huo)免(mian)。對利(li)用(yong)涉(she)重(zhong)(zhong)金(jin)屬(shu)(shu)固(gu)(gu)體廢物(wu)(wu)的(de)(de)重(zhong)(zhong)點(dian)行(xing)(xing)業(ye)建(jian)設項目(mu),特(te)別是以歷史遺留涉(she)重(zhong)(zhong)金(jin)屬(shu)(shu)固(gu)(gu)體廢物(wu)(wu)為原(yuan)料的(de)(de),在滿(man)足利(li)用(yong)固(gu)(gu)體廢物(wu)(wu)種(zhong)類、原(yuan)料來源(yuan)、建(jian)設地點(dian)、工藝設備和污(wu)染(ran)(ran)治(zhi)理水平等(deng)必要(yao)(yao)條(tiao)件并嚴(yan)格(ge)審批的(de)(de)前提下,可在環(huan)評審批程(cheng)序實(shi)行(xing)(xing)重(zhong)(zhong)金(jin)屬(shu)(shu)污(wu)染(ran)(ran)物(wu)(wu)排放(fang)總量(liang)替代(dai)管理豁(huo)免(mian)。
(二)優(you)化涉重(zhong)金屬產業結構和布局
6.嚴(yan)格重(zhong)點(dian)行(xing)業(ye)(ye)企(qi)業(ye)(ye)準(zhun)入(ru)管(guan)理。新、改、擴建(jian)重(zhong)點(dian)行(xing)業(ye)(ye)建(jian)設項目應符合國家產業(ye)(ye)政(zheng)策(ce)、“三線一(yi)(yi)單”、區域(yu)環(huan)(huan)評、規(gui)劃環(huan)(huan)評和行(xing)業(ye)(ye)環(huan)(huan)境(jing)準(zhun)入(ru)管(guan)控要求。在環(huan)(huan)評文件編制和審查過程中,要遵(zun)循重(zhong)點(dian)重(zhong)金屬污(wu)染(ran)物(wu)(wu)排(pai)放(fang)“等量(liang)(liang)替代”原則,認真核(he)算重(zhong)點(dian)重(zhong)金屬污(wu)染(ran)物(wu)(wu)排(pai)放(fang)量(liang)(liang)。建(jian)設單位在提交環(huan)(huan)境(jing)影(ying)(ying)響評價(jia)(jia)文件時應明確重(zhong)點(dian)重(zhong)金屬污(wu)染(ran)物(wu)(wu)排(pai)放(fang)總(zong)量(liang)(liang)及來(lai)源(yuan)。無明確具體總(zong)量(liang)(liang)來(lai)源(yuan)的,各級生態(tai)環(huan)(huan)境(jing)部門不得批準(zhun)其環(huan)(huan)境(jing)影(ying)(ying)響評價(jia)(jia)文件。總(zong)量(liang)(liang)來(lai)源(yuan)原則上應是同一(yi)(yi)重(zhong)點(dian)行(xing)業(ye)(ye)內企(qi)業(ye)(ye)削減的重(zhong)點(dian)重(zhong)金屬污(wu)染(ran)物(wu)(wu)排(pai)放(fang)量(liang)(liang),當同一(yi)(yi)重(zhong)點(dian)行(xing)業(ye)(ye)內企(qi)業(ye)(ye)削減量(liang)(liang)無法滿足時可從其他重(zhong)點(dian)行(xing)業(ye)(ye)調劑。
7.依(yi)法(fa)推(tui)(tui)動落后產能退出。根據《產業結構(gou)調整(zheng)指(zhi)導目(mu)錄》(2019年本(ben))《限期淘汰產生嚴重污(wu)染環境(jing)的工(gong)業固體(ti)廢物的落后生產工(gong)藝設備(bei)名錄》等要求(qiu),推(tui)(tui)動依(yi)法(fa)淘汰涉重金屬落后產能和化解過剩產能。嚴格執(zhi)行生態(tai)環境(jing)保護等相關法(fa)規標準,推(tui)(tui)動經(jing)整(zheng)改仍達不(bu)到(dao)要求(qiu)的產能依(yi)法(fa)依(yi)規關閉退出。
8.優化重點行(xing)業(ye)(ye)(ye)企(qi)業(ye)(ye)(ye)布(bu)局。推(tui)動(dong)涉重金(jin)屬產業(ye)(ye)(ye)集中優化發展(zhan),新(xin)(xin)建、擴(kuo)建的(de)(de)重有(you)色金(jin)屬冶煉、電(dian)鍍、制(zhi)革、鉛蓄(xu)電(dian)池(chi)制(zhi)造企(qi)業(ye)(ye)(ye)應(ying)優先選擇布(bu)設(she)在依法合規設(she)立并(bing)經規劃環評、環境(jing)基礎設(she)施(shi)(shi)和環境(jing)風險防范措施(shi)(shi)齊全的(de)(de)產業(ye)(ye)(ye)園區(qu)。禁止(zhi)新(xin)(xin)建用汞的(de)(de)電(dian)石法(聚(ju))氯乙烯生(sheng)產工藝。加快推(tui)進專業(ye)(ye)(ye)電(dian)鍍企(qi)業(ye)(ye)(ye)入園,到2025年底專業(ye)(ye)(ye)電(dian)鍍企(qi)業(ye)(ye)(ye)入園率(lv)達到90%以上。
(三)深(shen)化重(zhong)金屬污染(ran)治理
9.強化重(zhong)(zhong)金屬集(ji)(ji)中區(qu)污染管(guan)控。蕉城區(qu)重(zhong)(zhong)金屬冶煉業(ye)相對(dui)聚集(ji)(ji)區(qu)域和福鼎文渡工(gong)業(ye)園(yuan)區(qu)等重(zhong)(zhong)點園(yuan)區(qu)(集(ji)(ji)中區(qu)),要根據區(qu)域和園(yuan)區(qu)涉重(zhong)(zhong)行(xing)業(ye)特(te)點,加強排查(cha)整治(zhi),督促涉重(zhong)(zhong)金屬排放的企業(ye)強化管(guan)理(li),加快技術升(sheng)級和改造,進一步減(jian)少重(zhong)(zhong)金屬污染物排放量,實現綠(lv)色發展。
10.加強(qiang)重(zhong)點行業企業清潔(jie)生(sheng)(sheng)(sheng)產(chan)(chan)(chan)(chan)改(gai)(gai)造(zao)。各(ge)地要加強(qiang)重(zhong)點行業清潔(jie)生(sheng)(sheng)(sheng)產(chan)(chan)(chan)(chan)工藝的(de)開(kai)發和應用,重(zhong)點行業企業“十四五”期間依(yi)法至少(shao)開(kai)展一輪強(qiang)制性清潔(jie)生(sheng)(sheng)(sheng)產(chan)(chan)(chan)(chan)審核并基本(ben)達到國內清潔(jie)生(sheng)(sheng)(sheng)產(chan)(chan)(chan)(chan)先進水平。積極探索開(kai)展電鍍行業清潔(jie)生(sheng)(sheng)(sheng)產(chan)(chan)(chan)(chan)審核,以及工業園區(qu)(集中區(qu))整體清潔(jie)生(sheng)(sheng)(sheng)產(chan)(chan)(chan)(chan)審核模(mo)式(shi),加強(qiang)重(zhong)金屬(shu)污染源頭防控,減少(shao)使(shi)用高鎘(ge)、高砷、高鉈的(de)礦石原料(liao)。加大重(zhong)有色(se)金屬(shu)冶煉行業企業生(sheng)(sheng)(sheng)產(chan)(chan)(chan)(chan)工藝設備清潔(jie)生(sheng)(sheng)(sheng)產(chan)(chan)(chan)(chan)改(gai)(gai)造(zao)力度。
11.推動重(zhong)(zhong)(zhong)金屬(shu)污染(ran)深(shen)度(du)(du)治(zhi)理(li)(li)。督促相關企業(ye)(ye)(ye)按照銅冶煉(lian)行(xing)(xing)(xing)業(ye)(ye)(ye)、電(dian)(dian)鍍(du)行(xing)(xing)(xing)業(ye)(ye)(ye)等行(xing)(xing)(xing)業(ye)(ye)(ye)污染(ran)防治(zhi)工(gong)作指(zhi)南要求。研究細化(hua)重(zhong)(zhong)(zhong)點行(xing)(xing)(xing)業(ye)(ye)(ye)技術工(gong)藝(yi)(yi)提升改造,推進(jin)重(zhong)(zhong)(zhong)金屬(shu)污染(ran)深(shen)度(du)(du)治(zhi)理(li)(li)。2023年(nian)起,在(zai)耕地安全利(li)用(yong)和(he)(he)嚴(yan)格管(guan)控任(ren)務較重(zhong)(zhong)(zhong)的區域執行(xing)(xing)(xing)《鉛(qian)、鋅工(gong)業(ye)(ye)(ye)污染(ran)物(wu)(wu)(wu)排放標(biao)準(zhun)》《銅、鎳(nie)、鈷工(gong)業(ye)(ye)(ye)污染(ran)物(wu)(wu)(wu)排放標(biao)準(zhun)》《無(wu)機化(hua)學工(gong)業(ye)(ye)(ye)污染(ran)物(wu)(wu)(wu)排放標(biao)準(zhun)》中顆粒物(wu)(wu)(wu)和(he)(he)鎘等重(zhong)(zhong)(zhong)點重(zhong)(zhong)(zhong)金屬(shu)污染(ran)物(wu)(wu)(wu)特別排放限(xian)值(zhi)。銅冶煉(lian)行(xing)(xing)(xing)業(ye)(ye)(ye)應(ying)于2025年(nian)底前(qian)加強物(wu)(wu)(wu)料儲(chu)存、輸(shu)送及(ji)生(sheng)產工(gong)藝(yi)(yi)過程逸散(san)煙氣收集(ji)處(chu)理(li)(li),有效減少無(wu)組織排放。鼓勵(li)資源(yuan)化(hua)回(hui)收利(li)用(yong)白煙塵、砷渣和(he)(he)鉛(qian)濾(lv)餅(bing)中的鉛(qian)、砷等重(zhong)(zhong)(zhong)金屬(shu)。電(dian)(dian)鍍(du)行(xing)(xing)(xing)業(ye)(ye)(ye)應(ying)于2023年(nian)底前(qian)全面實(shi)施污水(shui)管(guan)網明管(guan)架(jia)空、園區污水(shui)集(ji)中處(chu)理(li)(li),推廣采用(yong)無(wu)氰、無(wu)氟、無(wu)磷(lin)、低(di)毒(du)、低(di)濃度(du)(du)、低(di)能耗和(he)(he)少用(yong)絡合(he)劑(ji)的清(qing)潔(jie)生(sheng)產工(gong)藝(yi)(yi),鼓勵(li)采用(yong)污水(shui)分(fen)質分(fen)流分(fen)治(zhi)回(hui)用(yong)模式和(he)(he)膜(mo)分(fen)離等深(shen)度(du)(du)處(chu)理(li)(li)工(gong)藝(yi)(yi)。
12.開展涉鎘(ge)涉鉈(she)(she)(she)涉銻(ti)企(qi)(qi)(qi)業(ye)(ye)排(pai)(pai)查整治行動。各地(di)要結(jie)合(he)農用(yong)地(di)土(tu)壤鎘(ge)等重金(jin)屬污染源頭防治行動,精準實施(shi)耕(geng)地(di)周邊涉鎘(ge)等重金(jin)屬行業(ye)(ye)企(qi)(qi)(qi)業(ye)(ye)整治。全面排(pai)(pai)查涉鉈(she)(she)(she)企(qi)(qi)(qi)業(ye)(ye),指(zhi)導(dao)督促涉鉈(she)(she)(she)企(qi)(qi)(qi)業(ye)(ye)建立鉈(she)(she)(she)污染風(feng)險問題臺賬(zhang)、制定整改方案并推(tui)進整改;開展重有色(se)金(jin)屬冶煉、鋼鐵、硫酸(suan)、磷肥(fei)等典型涉鉈(she)(she)(she)企(qi)(qi)(qi)業(ye)(ye)廢(fei)(fei)水(shui)治理設施(shi)除鉈(she)(she)(she)升級改造,嚴(yan)格執行車間(jian)或生產設施(shi)廢(fei)(fei)水(shui)排(pai)(pai)放口達標要求;各地(di)要構建涉鉈(she)(she)(she)企(qi)(qi)(qi)業(ye)(ye)全鏈條(tiao)閉環(huan)管(guan)理體系,督促企(qi)(qi)(qi)業(ye)(ye)對礦石原(yuan)料(liao)、主副(fu)產品和生產廢(fei)(fei)物中鉈(she)(she)(she)成分(fen)進行檢測分(fen)析,實現鉈(she)(she)(she)元素可核算可追(zhui)蹤。組(zu)織開展涉銻(ti)企(qi)(qi)(qi)業(ye)(ye)排(pai)(pai)查整治,推(tui)動紡(fang)織印染、聚酯生產和利用(yong)等行業(ye)(ye)含(han)銻(ti)廢(fei)(fei)水(shui)治理設施(shi)升級改造。
13.加強(qiang)涉(she)(she)重金(jin)(jin)屬(shu)固(gu)體(ti)廢物(wu)(wu)環境管理。對全市(shi)涉(she)(she)重企業技術工藝、生產原料、污染防治(zhi)設施及(ji)污染物(wu)(wu)排放情況和(he)涉(she)(she)重金(jin)(jin)屬(shu)礦山、涉(she)(she)重金(jin)(jin)屬(shu)污泥(ni)等進行全面(mian)摸排,建立全市(shi)重金(jin)(jin)屬(shu)污染防治(zhi)“一張圖”,堅(jian)持(chi)“一企一檔、一行一策、分(fen)級分(fen)類”,推(tui)動精準(zhun)治(zhi)理。推(tui)動鋅濕法冶(ye)(ye)煉(lian)工藝按有(you)關規定配套建設浸出(chu)渣(zha)無害化處(chu)理系(xi)統。嚴格(ge)冶(ye)(ye)煉(lian)灰(hui)渣(zha)、鋼廠煙灰(hui)等含重金(jin)(jin)屬(shu)固(gu)體(ti)廢物(wu)(wu)收(shou)集(ji)、貯存、轉(zhuan)移、利(li)用(yong)處(chu)置過程的環境管理,防止二(er)次(ci)污染。鼓勵開展涉(she)(she)重金(jin)(jin)屬(shu)園區(qu)(qu)(集(ji)中區(qu)(qu))危險廢物(wu)(wu)集(ji)中收(shou)集(ji)試點(dian)。
14.推(tui)進涉重金(jin)屬歷史遺(yi)留(liu)(liu)問題(ti)排(pai)查治理。堅持問題(ti)導向,全面(mian)排(pai)查礦區(qu)歷史遺(yi)留(liu)(liu)固體(ti)廢(fei)物,以防控(kong)環境(jing)風險(xian)為核心分(fen)類別、分(fen)階(jie)段實(shi)施治理,逐步消除存量(liang),降低(di)歷史遺(yi)留(liu)(liu)廢(fei)物污(wu)(wu)染下(xia)游(you)灌(guan)溉用水(shui)(shui),以及雨(yu)季隨洪水(shui)(shui)長(chang)距離污(wu)(wu)染下(xia)游(you)農田的風險(xian)。對問題(ti)復雜、短期(qi)難以徹底(di)解(jie)決的問題(ti),要以保障人體(ti)健康為優先目標做好污(wu)(wu)染阻隔(ge)等風險(xian)管控(kong)措施,防止污(wu)(wu)染飲用水(shui)(shui)水(shui)(shui)源(yuan)地、耕地等環境(jing)敏感目標。
(四(si))加強重金(jin)屬(shu)污染監管執(zhi)法
15.完善重金屬污染物標準體系。加強新出臺標準的實施(shi)宣傳貫徹工作,督促相關(guan)單位依法落實重金屬污染物相關(guan)標準。
16.強(qiang)化(hua)重(zhong)(zhong)金(jin)屬(shu)污(wu)(wu)染監(jian)(jian)(jian)控預警(jing)。建(jian)立(li)健全重(zhong)(zhong)金(jin)屬(shu)污(wu)(wu)染監(jian)(jian)(jian)控預警(jing)體(ti)系,提(ti)升信息化(hua)監(jian)(jian)(jian)管水平(ping)。各地(di)要在全面(mian)摸(mo)排(pai)涉鉈(she)涉銻(ti)行(xing)業(ye)(ye)企(qi)業(ye)(ye)分布情況的(de)基礎上,在涉鉈(she)涉銻(ti)企(qi)業(ye)(ye)密集區域下游,依(yi)托水質自(zi)動(dong)(dong)監(jian)(jian)(jian)測(ce)站加(jia)(jia)裝鉈(she)、銻(ti)等(deng)(deng)特征重(zhong)(zhong)金(jin)屬(shu)污(wu)(wu)染物自(zi)動(dong)(dong)監(jian)(jian)(jian)測(ce)系統。排(pai)放鎘等(deng)(deng)重(zhong)(zhong)金(jin)屬(shu)的(de)企(qi)業(ye)(ye),應依(yi)法對周邊大氣(qi)鎘等(deng)(deng)重(zhong)(zhong)金(jin)屬(shu)沉降及(ji)耕(geng)地(di)土壤重(zhong)(zhong)金(jin)屬(shu)進行(xing)定期監(jian)(jian)(jian)測(ce),評估大氣(qi)重(zhong)(zhong)金(jin)屬(shu)沉降造成耕(geng)地(di)土壤中鎘等(deng)(deng)重(zhong)(zhong)金(jin)屬(shu)累積(ji)的(de)風險(xian),并采取防控措施。加(jia)(jia)快推進涉重(zhong)(zhong)金(jin)屬(shu)重(zhong)(zhong)點監(jian)(jian)(jian)管企(qi)業(ye)(ye)智能化(hua)監(jian)(jian)(jian)控系統建(jian)設,2022年底前完成部分涉重(zhong)(zhong)金(jin)屬(shu)企(qi)業(ye)(ye)安裝重(zhong)(zhong)金(jin)屬(shu)污(wu)(wu)染物自(zi)動(dong)(dong)監(jian)(jian)(jian)測(ce)、視頻監(jian)(jian)(jian)控和用電(能)監(jian)(jian)(jian)控設備。
17.強(qiang)化涉重(zhong)(zhong)金(jin)屬(shu)執(zhi)法(fa)(fa)(fa)監(jian)(jian)督力度。各地要采用污(wu)染(ran)源自動監(jian)(jian)測、衛星遙感(gan)、無人機(ji)(ji)等(deng)(deng)手段(duan),將重(zhong)(zhong)點行(xing)(xing)(xing)(xing)業企業及相關堆場、尾礦庫(ku)等(deng)(deng)設(she)施納入“雙隨(sui)機(ji)(ji)、一公開”抽查檢(jian)查對象范圍,進行(xing)(xing)(xing)(xing)重(zhong)(zhong)點監(jian)(jian)管。加大排(pai)污(wu)許(xu)(xu)可證(zheng)后監(jian)(jian)管力度,對重(zhong)(zhong)金(jin)屬(shu)污(wu)染(ran)物實際排(pai)放(fang)(fang)量超出許(xu)(xu)可排(pai)放(fang)(fang)量的(de)企業依(yi)法(fa)(fa)(fa)依(yi)規(gui)處(chu)理(li)。運用環境監(jian)(jian)測、監(jian)(jian)管、執(zhi)法(fa)(fa)(fa)“三(san)聯動”機(ji)(ji)制,開展涉重(zhong)(zhong)金(jin)屬(shu)行(xing)(xing)(xing)(xing)業企業執(zhi)法(fa)(fa)(fa)檢(jian)查,依(yi)法(fa)(fa)(fa)嚴厲打擊超標排(pai)放(fang)(fang)、不正常運行(xing)(xing)(xing)(xing)污(wu)染(ran)治(zhi)理(li)設(she)施以(yi)及非(fei)法(fa)(fa)(fa)排(pai)放(fang)(fang)、傾倒、收(shou)集、貯存、轉(zhuan)移、利用、處(chu)置含重(zhong)(zhong)金(jin)屬(shu)危險(xian)廢物等(deng)(deng)違法(fa)(fa)(fa)違規(gui)行(xing)(xing)(xing)(xing)為;涉嫌刑事犯(fan)罪(zui)的(de),及時移送公安機(ji)(ji)關依(yi)法(fa)(fa)(fa)追(zhui)究刑事責(ze)任。
18.強(qiang)化涉重(zhong)金屬污染應(ying)(ying)急(ji)(ji)(ji)管(guan)理。各地要督(du)促重(zhong)點(dian)行業企(qi)業依(yi)法(fa)依(yi)規(gui)完(wan)善(shan)環(huan)(huan)境風(feng)險防范(fan)和環(huan)(huan)境安(an)全(quan)隱患排查治理措施,制定(ding)環(huan)(huan)境應(ying)(ying)急(ji)(ji)(ji)預(yu)案(an),儲備(bei)相關應(ying)(ying)急(ji)(ji)(ji)物資(zi),定(ding)期開展應(ying)(ying)急(ji)(ji)(ji)演(yan)(yan)練;要結(jie)合重(zhong)點(dian)流域水環(huan)(huan)境應(ying)(ying)急(ji)(ji)(ji)“一河一策(ce)一圖”,針(zhen)對性完(wan)善(shan)流域突發(fa)環(huan)(huan)境應(ying)(ying)急(ji)(ji)(ji)預(yu)案(an),加(jia)強(qiang)應(ying)(ying)急(ji)(ji)(ji)物資(zi)儲備(bei),定(ding)期開展應(ying)(ying)急(ji)(ji)(ji)演(yan)(yan)練,不斷提(ti)升環(huan)(huan)境應(ying)(ying)急(ji)(ji)(ji)處置(zhi)能力(li)。
三、保障措施
(一(yi))加(jia)強組織領(ling)導。各地要(yao)提高思(si)想認識,將重(zhong)金屬(shu)(shu)污染(ran)物減排作為污染(ran)防(fang)治(zhi)攻堅(jian)戰的重(zhong)要(yao)考(kao)核(he)內(nei)容,結合(he)本地實(shi)際(ji)制(zhi)定重(zhong)金屬(shu)(shu)污染(ran)防(fang)控計劃,明確減排任務(wu),細化任務(wu)分工,建立完善部門間協調調度和信息共享機制(zhi),形成(cheng)監(jian)管合(he)力,全面(mian)落實(shi)重(zhong)金屬(shu)(shu)污染(ran)防(fang)治(zhi)的工作要(yao)求。
(二)強化工(gong)(gong)(gong)作調度。各(ge)地(di)要(yao)加強重(zhong)金(jin)屬(shu)(shu)污染(ran)(ran)防控(kong)(kong)工(gong)(gong)(gong)作調度和成效評估,每年(nian)6月15日前將(jiang)(jiang)上(shang)(shang)半年(nian)重(zhong)點行業(ye)建設(she)項目總量(liang)替(ti)代清(qing)單(dan)(dan)、減排工(gong)(gong)(gong)程(cheng)實施清(qing)單(dan)(dan),每年(nian)12月31日前將(jiang)(jiang)上(shang)(shang)年(nian)重(zhong)金(jin)屬(shu)(shu)污染(ran)(ran)防控(kong)(kong)工(gong)(gong)(gong)作進(jin)展、減排評估結果和動(dong)態更新后全(quan)口(kou)徑企業(ye)清(qing)單(dan)(dan)報送市(shi)(shi)局(ju)。市(shi)(shi)局(ju)將(jiang)(jiang)對各(ge)地(di)重(zhong)金(jin)屬(shu)(shu)污染(ran)(ran)防控(kong)(kong)工(gong)(gong)(gong)作進(jin)行調度和成效評估,對進(jin)展滯后的地(di)區實施預警,對未執行總量(liang)替(ti)代政策的進(jin)行通報。
(三)加強(qiang)資(zi)金(jin)支持。各地要按(an)照《財政部(bu)生態環(huan)境(jing)部(bu)關(guan)(guan)于加強(qiang)土壤(rang)污染(ran)防(fang)治資(zi)金(jin)管理(li)使用(yong)工作的通知(zhi)》(財資(zi)環(huan)〔2022〕27號(hao))及土壤(rang)污染(ran)防(fang)控等資(zi)金(jin)管理(li)相關(guan)(guan)規定(ding),積極拓寬資(zi)金(jin)來源渠道,積極策(ce)劃(hua)生成(cheng)一批涉(she)重金(jin)屬(shu)污染(ran)治理(li)項目(mu),并組織申請進入中央和省級項目(mu)儲(chu)備庫,支持涉(she)重金(jin)屬(shu)歷史遺留問題治理(li)等工作。收集、貯(zhu)存、運輸、利用(yong)、處(chu)置涉(she)重金(jin)屬(shu)危險(xian)廢(fei)物的單位,應當(dang)按(an)照國(guo)家有(you)關(guan)(guan)規定(ding),投保(bao)環(huan)境(jing)污染(ran)責任保(bao)險(xian)。
(四)鼓(gu)勵(li)公眾(zhong)參與。重點(dian)(dian)行業(ye)(ye)企(qi)業(ye)(ye)應依法公開重金屬相(xiang)關環(huan)境信息。有條件(jian)的企(qi)業(ye)(ye)可設置企(qi)業(ye)(ye)公眾(zhong)開放(fang)日。充分(fen)發揮行業(ye)(ye)協會等(deng)社(she)會團體的作用(yong),督促(cu)企(qi)業(ye)(ye)自覺履行社(she)會責(ze)任。支持各地建立(li)完(wan)善有獎舉報(bao)制度,將舉報(bao)重點(dian)(dian)行業(ye)(ye)企(qi)業(ye)(ye)非法生產、不正(zheng)常運行治理(li)設施、超標排放(fang)、傾倒轉移含重金屬廢(fei)物等(deng)列入重點(dian)(dian)獎勵(li)范圍(wei)。

注:1.重(zhong)(zhong)點行(xing)業包括重(zhong)(zhong)有(you)色金屬(shu)礦采選(xuan)業(銅、鉛鋅(xin)(xin)、鎳鈷、錫、銻(ti)和汞礦采選(xuan))、重(zhong)(zhong)有(you)色金屬(shu)冶(ye)煉業(銅、鉛鋅(xin)(xin)、鎳鈷、錫、銻(ti)和汞礦冶(ye)煉)、鉛蓄電池制造(zao)業、電鍍(du)行(xing)業、化(hua)學原料(liao)及化(hua)學制品制造(zao)業(電石法(聚)氯(lv)乙烯制造(zao)、鉻鹽制造(zao)、以工(gong)業固廢(fei)為原料(liao)的鋅(xin)(xin)無機化(hua)合物(wu)工(gong)業)、皮革(ge)鞣制加工(gong)業。
2.重(zhong)點重(zhong)金屬污染物包(bao)括鉛、汞、鎘、鉻、砷。
3.減(jian)排目標是(shi)指到2025年(nian),重點(dian)行業重點(dian)重金屬污染(ran)物排放比(bi)2020年(nian)下(xia)降(jiang)比(bi)例。
