各(ge)盟行政(zheng)公(gong)署、市人民政(zheng)府(fu),自治區有關委(wei)、辦、廳、局:
為全(quan)面(mian)加(jia)強自治(zhi)區(qu)(qu)工業園(yuan)區(qu)(qu)土地(di)、資金、準入(ru)、機構、基礎(chu)設(she)施、安(an)全(quan)生產、環(huan)保等(deng)方(fang)面(mian)管理,促(cu)進園(yuan)區(qu)(qu)節(jie)約集約發展,制定全(quan)面(mian)加(jia)強全(quan)區(qu)(qu)工業園(yuan)區(qu)(qu)管理的(de)意(yi)見,經自治(zhi)區(qu)(qu)人民政府同意(yi),現(xian)印(yin)發你們,請(qing)認真(zhen)貫(guan)徹執行。
一、強化土地要素使用和管理
一是提升園(yuan)區土地(di)開發(fa)強度(du)。各地(di)區要開展建設(she)用地(di)開發(fa)強度(du)、土地(di)投資(zi)強度(du)的(de)(de)管控工作,嚴格執行工業(ye)(ye)項目建設(she)用地(di)控制指標(biao),入(ru)園(yuan)的(de)(de)新建工業(ye)(ye)項目畝均固定資(zi)產投資(zi)、產值、稅收等指標(biao)應(ying)達(da)到入(ru)駐(zhu)園(yuan)區控制指標(biao)以(yi)上,達(da)不到的(de)(de)原則上不得入(ru)園(yuan)。(各盟行署、市人民政府(fu),自治區工信廳、發(fa)展改革(ge)委(wei)、生態環境廳、自然(ran)資(zi)源(yuan)廳等部門(men))
二是盤活(huo)存量(liang)土地。各地區要采(cai)取(qu)市場(chang)化、法(fa)治(zhi)化等多種手段盤活(huo)土地存量(liang)資(zi)產,推動(dong)(dong)解決僵尸企(qi)業(ye)、僵尸項目長(chang)期占(zhan)用土地問題。自(zi)然(ran)資(zi)源(yuan)部門(men)要加(jia)強土地開(kai)發(fa)利用動(dong)(dong)態監管(guan),加(jia)大對閑置、低效用地的(de)處(chu)置力度(du),對認定不屬于不可抗力、政(zheng)府及有關(guan)部門(men)行為或者開(kai)發(fa)前期工作造成動(dong)(dong)工開(kai)發(fa)延遲等原因造成土地閑置滿(man)一(yi)年未(wei)動(dong)(dong)工開(kai)發(fa)的(de),依法(fa)征收(shou)(shou)土地閑置費,對連續超過二年未(wei)開(kai)發(fa)的(de),依法(fa)收(shou)(shou)回土地。(各盟行署、市人民政(zheng)府,自(zi)治(zhi)區自(zi)然(ran)資(zi)源(yuan)廳(ting)、工信廳(ting)等部門(men))
三(san)是推進集(ji)約(yue)節約(yue)用(yong)地(di)(di)(di)(di)。開展土地(di)(di)(di)(di)集(ji)約(yue)利用(yong)監測(ce)評(ping)價工(gong)(gong)作(zuo),結合園區實際,推行在(zai)園區建設(she)多(duo)層標準廠(chang)房和(he)充(chong)分(fen)利用(yong)地(di)(di)(di)(di)下空間。鼓勵各地(di)(di)(di)(di)區采(cai)用(yong)長期租賃、先租后讓、租讓結合、彈性年(nian)限方式(shi)供應產業用(yong)地(di)(di)(di)(di),滿足園區項目用(yong)地(di)(di)(di)(di)需求。積(ji)極開展“標準地(di)(di)(di)(di)”改革工(gong)(gong)作(zuo),能(neng)夠實現“標準地(di)(di)(di)(di)”供地(di)(di)(di)(di)的工(gong)(gong)業項目,即以“標準地(di)(di)(di)(di)”供地(di)(di)(di)(di),并逐年(nian)推廣擴大“標準地(di)(di)(di)(di)”在(zai)新增工(gong)(gong)業用(yong)地(di)(di)(di)(di)出讓中的占比。(各盟行署、市人民(min)政府,自(zi)治區自(zi)然資源廳、工(gong)(gong)信廳等部門)
四是規范土(tu)地(di)(di)使用(yong)。各地(di)(di)區(qu)要(yao)將各工業園區(qu)用(yong)地(di)(di)納入所在(zai)地(di)(di)區(qu)用(yong)地(di)(di),實行統一(yi)供應管理,要(yao)完善用(yong)地(di)(di)審(shen)批和(he)供地(di)(di)手續,不(bu)得隨(sui)意(yi)更改土(tu)地(di)(di)用(yong)途和(he)違規占用(yong)土(tu)地(di)(di)。(各盟行署、市人(ren)民(min)政府,自治區(qu)自然資源廳(ting))
二、強化資金要素使用和管理
一是規(gui)范(fan)資(zi)金(jin)(jin)使(shi)(shi)用(yong)。各工(gong)業園(yuan)區(qu)要(yao)(yao)規(gui)范(fan)資(zi)金(jin)(jin)使(shi)(shi)用(yong),不得隨意改變資(zi)金(jin)(jin)用(yong)途(tu),不得違規(gui)挪(nuo)用(yong)、出借(jie)、截留、占用(yong)資(zi)金(jin)(jin)。各工(gong)業園(yuan)區(qu)要(yao)(yao)定期梳理(li)(li)沉淀(dian)(dian)資(zi)金(jin)(jin),主動上繳或清(qing)理(li)(li)盤活沉淀(dian)(dian)資(zi)金(jin)(jin)。規(gui)范(fan)工(gong)業園(yuan)區(qu)財(cai)政(zheng)(zheng)(zheng)管理(li)(li)體制(zhi),未單(dan)獨(du)(du)設(she)(she)立財(cai)政(zheng)(zheng)(zheng)管理(li)(li)機構的(de)(de)園(yuan)區(qu)預(yu)決(jue)算(suan)按(an)照(zhao)部(bu)門(men)預(yu)決(jue)算(suan)管理(li)(li),納入同(tong)級政(zheng)(zheng)(zheng)府或設(she)(she)立該工(gong)業園(yuan)區(qu)的(de)(de)地方政(zheng)(zheng)(zheng)府的(de)(de)部(bu)門(men)預(yu)決(jue)算(suan)并(bing)單(dan)獨(du)(du)列示。單(dan)獨(du)(du)設(she)(she)立財(cai)政(zheng)(zheng)(zheng)管理(li)(li)機構的(de)(de)園(yuan)區(qu),參照(zhao)實行獨(du)(du)立財(cai)政(zheng)(zheng)(zheng)管理(li)(li)體制(zhi),預(yu)決(jue)算(suan)納入同(tong)級政(zheng)(zheng)(zheng)府或設(she)(she)立該工(gong)業園(yuan)區(qu)的(de)(de)地方政(zheng)(zheng)(zheng)府的(de)(de)預(yu)決(jue)算(suan)并(bing)單(dan)獨(du)(du)列示。地方各級財(cai)政(zheng)(zheng)(zheng)部(bu)門(men)要(yao)(yao)足額及(ji)時撥(bo)付(fu)專(zhuan)項資(zi)金(jin)(jin),對已撥(bo)付(fu)的(de)(de)專(zhuan)項資(zi)金(jin)(jin)要(yao)(yao)會(hui)同(tong)有關部(bu)門(men),重點對項目執行情況和專(zhuan)項資(zi)金(jin)(jin)使(shi)(shi)用(yong)情況開展經常性監督(du)檢(jian)查。(各盟(meng)行署、市人民政(zheng)(zheng)(zheng)府,自治區(qu)財(cai)政(zheng)(zheng)(zheng)廳(ting)、審計廳(ting)等部(bu)門(men))
二是強(qiang)(qiang)化資(zi)金(jin)監管(guan)。工業園(yuan)區要建立健全資(zi)金(jin)監管(guan)制(zhi)度,用好管(guan)好專項(xiang)(xiang)資(zi)金(jin),嚴格按(an)照資(zi)金(jin)管(guan)理辦法有關(guan)要求,加強(qiang)(qiang)對(dui)資(zi)金(jin)使用和項(xiang)(xiang)目(mu)(mu)建設過(guo)程的監督檢(jian)查,確保項(xiang)(xiang)目(mu)(mu)順(shun)利實施。地方各級審計部(bu)(bu)門(men)要加強(qiang)(qiang)專項(xiang)(xiang)資(zi)金(jin)審計監督,定(ding)期開展(zhan)(zhan)專項(xiang)(xiang)審計工作。財政部(bu)(bu)門(men)要組織(zhi)資(zi)金(jin)使用部(bu)(bu)門(men)開展(zhan)(zhan)項(xiang)(xiang)目(mu)(mu)資(zi)金(jin)績效評價工作,重(zhong)點對(dui)預算執(zhi)行進(jin)(jin)度、項(xiang)(xiang)目(mu)(mu)建設進(jin)(jin)度情況、社會(hui)效益和經濟(ji)效益等內(nei)容進(jin)(jin)行綜合評價。(各盟行署(shu)、市人民政府,自治區財政廳、審計廳等部(bu)(bu)門(men))
三、強化園區準入管理
一(yi)是(shi)嚴格工(gong)(gong)業(ye)園(yuan)(yuan)區(qu)產(chan)(chan)業(ye)布局管(guan)理(li)。積(ji)極引導工(gong)(gong)業(ye)項目(mu)(mu)向工(gong)(gong)業(ye)園(yuan)(yuan)區(qu)集中,除礦(kuang)山、電力等特(te)殊(shu)項目(mu)(mu)外,新(xin)建工(gong)(gong)業(ye)項目(mu)(mu)原(yuan)則上要(yao)統(tong)一(yi)布局在工(gong)(gong)業(ye)園(yuan)(yuan)區(qu)內。加強對工(gong)(gong)業(ye)園(yuan)(yuan)區(qu)區(qu)域(yu)布局和產(chan)(chan)業(ye)布局的(de)規劃引導,突(tu)出園(yuan)(yuan)區(qu)主(zhu)(zhu)導產(chan)(chan)業(ye),工(gong)(gong)業(ye)園(yuan)(yuan)區(qu)(產(chan)(chan)業(ye)園(yuan)(yuan))主(zhu)(zhu)導產(chan)(chan)業(ye)年(nian)產(chan)(chan)值占比要(yao)逐步達到60%以(yi)上。(自(zi)治區(qu)工(gong)(gong)信廳(ting)、發展改革委、生態(tai)環境廳(ting)、自(zi)然資(zi)源廳(ting)等部門)
二是提(ti)高產(chan)業(ye)準(zhun)入(ru)門檻。不符合園區(qu)(qu)產(chan)業(ye)規劃、與主導產(chan)業(ye)定(ding)位(wei)(wei)無(wu)關(guan)聯的(de)項目,原則上不得入(ru)園,可通過“飛地經濟(ji)”模式,落(luo)戶在與主導產(chan)業(ye)發展定(ding)位(wei)(wei)相(xiang)符的(de)其他工業(ye)園區(qu)(qu)。(各盟(meng)行署、市人民政府,自治區(qu)(qu)發展改革(ge)委(wei)、工信廳(ting)、生態環境(jing)廳(ting)等部門)
三是提高環(huan)保準入條(tiao)件(jian)。新建(jian)項目生產工藝(yi)、設備、污(wu)染治(zhi)(zhi)理(li)技術(shu)和單位產品能耗(hao)(hao)、水耗(hao)(hao)、污(wu)染物排放以及(ji)資(zi)源利用率(lv)必須達到(dao)同行(xing)業先(xian)進標(biao)(biao)準,低于同行(xing)業先(xian)進標(biao)(biao)準的原則上不得入園(yuan)。(自治(zhi)(zhi)區生態環(huan)境廳(ting)、發展改革委、水利廳(ting)、工信廳(ting)等部(bu)門)
四、強化人力資源管理
一是嚴格(ge)控制園區(qu)(qu)機構(gou)(gou)(gou)(gou)規(gui)格(ge)和數量。各(ge)(ge)地區(qu)(qu)要認(ren)真落實編(bian)(bian)(bian)制部門(men)規(gui)范開發區(qu)(qu)機構(gou)(gou)(gou)(gou)編(bian)(bian)(bian)制管(guan)理的意見和各(ge)(ge)盟市工(gong)(gong)業(ye)(ye)園區(qu)(qu)管(guan)理機構(gou)(gou)(gou)(gou)設置(zhi)的批復文件要求,規(gui)范工(gong)(gong)業(ye)(ye)園區(qu)(qu)管(guan)理機構(gou)(gou)(gou)(gou)設置(zhi)和所屬事業(ye)(ye)單位設置(zhi);要嚴格(ge)按照機構(gou)(gou)(gou)(gou)編(bian)(bian)(bian)制部門(men)核定的領導職數和編(bian)(bian)(bian)制配備領導干部和工(gong)(gong)作(zuo)人(ren)(ren)員(yuan),工(gong)(gong)業(ye)(ye)園區(qu)(qu)領導職數僅用(yong)(yong)于工(gong)(gong)業(ye)(ye)園區(qu)(qu)管(guan)理機構(gou)(gou)(gou)(gou),不得挪(nuo)作(zuo)他用(yong)(yong)。未(wei)經批準不得擅自(zi)(zi)提(ti)升機構(gou)(gou)(gou)(gou)規(gui)格(ge)、隨意增加機構(gou)(gou)(gou)(gou)。(各(ge)(ge)盟行署、市人(ren)(ren)民政府,自(zi)(zi)治區(qu)(qu)黨委編(bian)(bian)(bian)辦、人(ren)(ren)力(li)資(zi)源和社(she)會(hui)保障(zhang)廳等部門(men))
二是規范機構和人(ren)員管理。各(ge)(ge)地區要全面清理整頓設(she)置不規范的園(yuan)區管理機構。嚴格工業園(yuan)區人(ren)員編(bian)制管理,不得(de)隨意新增(zeng)編(bian)外(wai)聘用人(ren)員。(各(ge)(ge)盟行(xing)署、市(shi)人(ren)民政(zheng)府,自治區黨(dang)委(wei)編(bian)辦、人(ren)力資(zi)源(yuan)和社會保障廳(ting)等部門)
三是理(li)清機構職(zhi)能(neng)職(zhi)責。各(ge)(ge)地區(qu)(qu)要強化工業園(yuan)區(qu)(qu)經濟管(guan)(guan)(guan)(guan)理(li)、投資(zi)服(fu)務、招商引資(zi)、項(xiang)目建設(she)等相關職(zhi)能(neng)職(zhi)責。具備條件的(de)(de)園(yuan)區(qu)(qu)要逐(zhu)步剝(bo)離教育(yu)衛(wei)生、公共文化等社會事務管(guan)(guan)(guan)(guan)理(li)職(zhi)能(neng),交由屬地政(zheng)府(fu)承擔。園(yuan)區(qu)(qu)管(guan)(guan)(guan)(guan)理(li)機構原(yuan)則上不代(dai)管(guan)(guan)(guan)(guan)蘇木鄉鎮(街道),確需代(dai)管(guan)(guan)(guan)(guan)的(de)(de),要理(li)順與代(dai)管(guan)(guan)(guan)(guan)蘇木鄉鎮(街道)的(de)(de)關系,明確各(ge)(ge)自職(zhi)責權限。各(ge)(ge)地區(qu)(qu)要加大簡政(zheng)放(fang)(fang)權力度,將能(neng)夠下放(fang)(fang)的(de)(de)經濟管(guan)(guan)(guan)(guan)理(li)、行(xing)政(zheng)審批權限,依照法定程(cheng)序下放(fang)(fang)給各(ge)(ge)園(yuan)區(qu)(qu)。(各(ge)(ge)盟行(xing)署、市人民政(zheng)府(fu))
五、強化園區數字化管理
一(yi)是強(qiang)化園(yuan)區(qu)智能(neng)化管理。各地(di)區(qu)工(gong)業園(yuan)區(qu)要全面建成智慧園(yuan)區(qu),實(shi)現經濟運行、能(neng)耗、環保監(jian)測(ce)和安(an)全應急、交通物流、人(ren)力資(zi)源(yuan)以(yi)及(ji)綜合(he)服務(wu)等基本管理智能(neng)化,確保全面實(shi)現園(yuan)區(qu)企業運行、項目建設(she)、能(neng)耗管控、污染監(jian)測(ce)、安(an)全應急等一(yi)體(ti)化、全景式管理。(各盟行署、市人(ren)民政府,自治區(qu)工(gong)信(xin)廳(ting)、發展改革委、生態環境廳(ting)、應急管理廳(ting)、商務(wu)廳(ting)、人(ren)力資(zi)源(yuan)和社會保障廳(ting)等部門)
二是加強(qiang)園(yuan)區(qu)數(shu)(shu)(shu)(shu)字(zi)化(hua)轉(zhuan)型(xing)。工(gong)(gong)業(ye)(ye)園(yuan)區(qu)要以建(jian)設數(shu)(shu)(shu)(shu)字(zi)產(chan)業(ye)(ye)化(hua)、產(chan)業(ye)(ye)數(shu)(shu)(shu)(shu)字(zi)化(hua)為基本路(lu)徑(jing),加快工(gong)(gong)業(ye)(ye)數(shu)(shu)(shu)(shu)字(zi)化(hua)轉(zhuan)型(xing)。建(jian)設完(wan)善工(gong)(gong)業(ye)(ye)數(shu)(shu)(shu)(shu)字(zi)化(hua)基礎設施,重(zhong)點在能(neng)源、化(hua)工(gong)(gong)、鋼鐵、有(you)色(se)、建(jian)材、裝備制造(zao)、綠色(se)農(nong)畜產(chan)品加工(gong)(gong)、醫(yi)藥和新材料等領(ling)域,推動建(jian)設區(qu)域級、行(xing)業(ye)(ye)級、企(qi)業(ye)(ye)級工(gong)(gong)業(ye)(ye)互(hu)聯(lian)網平(ping)臺。推動新一代信息技術與制造(zao)業(ye)(ye)深度(du)融合,加強(qiang)5G場景(jing)應(ying)用推廣,建(jian)設打造(zao)5G+工(gong)(gong)業(ye)(ye)互(hu)聯(lian)網應(ying)用、5G+智慧園(yuan)區(qu)、5G+智能(neng)制造(zao)等應(ying)用場景(jing)。對園(yuan)區(qu)內(nei)全部規上工(gong)(gong)業(ye)(ye)企(qi)業(ye)(ye)開展(zhan)數(shu)(shu)(shu)(shu)字(zi)化(hua)評(ping)估診斷工(gong)(gong)作,編制評(ping)估診斷報告,為園(yuan)區(qu)企(qi)業(ye)(ye)數(shu)(shu)(shu)(shu)字(zi)化(hua)提供(gong)方向和路(lu)徑(jing)。(各盟行(xing)署、市人民政府,自治區(qu)工(gong)(gong)信廳、通信管理局、大數(shu)(shu)(shu)(shu)據中心(xin)等部門(men))
六、強化園區基礎設施建設運營和管理
一(yi)是(shi)加強園(yuan)(yuan)區基礎(chu)(chu)設(she)(she)施建(jian)(jian)(jian)設(she)(she)和(he)管理(li)。各地區要(yao)按照“統一(yi)規(gui)劃、適度超(chao)前”的原則,加大(da)工(gong)業園(yuan)(yuan)區道(dao)路、給排水、供電、供氣、供熱、污水處(chu)理(li)、固(gu)廢(fei)處(chu)理(li)、消防、綠化等功能性基礎(chu)(chu)設(she)(she)施建(jian)(jian)(jian)設(she)(she)和(he)投(tou)入(ru)力度,確保(bao)園(yuan)(yuan)區基礎(chu)(chu)設(she)(she)施滿足項目落(luo)地要(yao)求。要(yao)強化環保(bao)、安全(quan)(quan)設(she)(she)施建(jian)(jian)(jian)設(she)(she),確保(bao)環保(bao)安全(quan)(quan)設(she)(she)施應建(jian)(jian)(jian)盡(jin)建(jian)(jian)(jian)。(各盟(meng)行署、市人民政(zheng)府,自治(zhi)區工(gong)信廳(ting)、財政(zheng)廳(ting)等部門)
二是強化園區(qu)(qu)基(ji)礎設(she)施運(yun)行和(he)管(guan)理(li)。定期開(kai)展園區(qu)(qu)內的水(shui)、電(dian)、氣、通(tong)(tong)信(xin)、污水(shui)處理(li)、公用管(guan)廊(lang)、道(dao)路(lu)交通(tong)(tong)、應急救援、消防設(she)備等(deng)公共設(she)施運(yun)行情況安全排查(cha)工作(zuo),建立(li)安全隱患排查(cha)治(zhi)理(li)長效(xiao)機(ji)制。要加強地下管(guan)廊(lang)穩定運(yun)行監測(ce),重(zhong)點(dian)對園區(qu)(qu)干(gan)線(xian)(xian)綜合(he)管(guan)廊(lang)(如自(zi)來水(shui)廠(chang)、發(fa)電(dian)廠(chang)、燃氣制造廠(chang)等(deng))、支線(xian)(xian)綜合(he)管(guan)廊(lang)(電(dian)力、通(tong)(tong)訊、自(zi)來水(shui)、燃氣、熱力、排水(shui)等(deng)管(guan)線(xian)(xian))、纜(lan)(lan)線(xian)(xian)綜合(he)管(guan)廊(lang)(電(dian)力、通(tong)(tong)訊、有線(xian)(xian)電(dian)視、道(dao)路(lu)照(zhao)明等(deng)電(dian)纜(lan)(lan))及干(gan)支線(xian)(xian)混合(he)體綜合(he)管(guan)廊(lang)進行一體規(gui)劃(hua)、合(he)理(li)布局,實(shi)現地下管(guan)廊(lang)基(ji)本能夠在(zai)線(xian)(xian)監測(ce)、安全預警。(各盟行署、市人民政府(fu)、自(zi)治(zhi)區(qu)(qu)工信(xin)廳(ting)、發(fa)展改(gai)革(ge)委、應急管(guan)理(li)廳(ting)、生態環境廳(ting)等(deng)部門(men))
三是突出化(hua)(hua)(hua)工(gong)(gong)(gong)園(yuan)區(qu)(qu)(qu)基礎設(she)施建(jian)設(she)和(he)(he)管理(li)。各(ge)地區(qu)(qu)(qu)要按照化(hua)(hua)(hua)工(gong)(gong)(gong)園(yuan)區(qu)(qu)(qu)管理(li)有關(guan)要求,全(quan)(quan)面(mian)完(wan)成化(hua)(hua)(hua)工(gong)(gong)(gong)園(yuan)區(qu)(qu)(qu)安(an)全(quan)(quan)風(feng)險(xian)(xian)評(ping)估分級工(gong)(gong)(gong)作(zuo)。新(xin)建(jian)化(hua)(hua)(hua)工(gong)(gong)(gong)項目(mu)(mu)一律入駐化(hua)(hua)(hua)工(gong)(gong)(gong)園(yuan)區(qu)(qu)(qu),未通過(guo)認定的(de)化(hua)(hua)(hua)工(gong)(gong)(gong)園(yuan)區(qu)(qu)(qu)或(huo)達不到一般風(feng)險(xian)(xian)等(deng)(deng)級的(de)化(hua)(hua)(hua)工(gong)(gong)(gong)園(yuan)區(qu)(qu)(qu),不得新(xin)建(jian)、改(gai)擴建(jian)化(hua)(hua)(hua)工(gong)(gong)(gong)項目(mu)(mu)(安(an)全(quan)(quan)、環保、節(jie)能(neng)和(he)(he)智(zhi)能(neng)化(hua)(hua)(hua)改(gai)造項目(mu)(mu)除外)。化(hua)(hua)(hua)工(gong)(gong)(gong)園(yuan)區(qu)(qu)(qu)全(quan)(quan)面(mian)實行(xing)封(feng)閉化(hua)(hua)(hua)管理(li),化(hua)(hua)(hua)工(gong)(gong)(gong)廢(fei)水集中處(chu)理(li)等(deng)(deng)基礎設(she)施和(he)(he)公(gong)用工(gong)(gong)(gong)程(cheng)配套設(she)施要具(ju)備較(jiao)高(gao)的(de)信息化(hua)(hua)(hua)水平和(he)(he)較(jiao)強的(de)公(gong)共服(fu)務能(neng)力。化(hua)(hua)(hua)工(gong)(gong)(gong)園(yuan)區(qu)(qu)(qu)內產生(sheng)的(de)廢(fei)水、危險(xian)(xian)廢(fei)物必須實現100%收集、儲存和(he)(he)安(an)全(quan)(quan)處(chu)置。要建(jian)立(li)完(wan)善(shan)的(de)安(an)全(quan)(quan)生(sheng)產風(feng)險(xian)(xian)和(he)(he)生(sheng)態(tai)環境(jing)保護監(jian)測監(jian)控(kong)體系,相(xiang)關(guan)監(jian)測監(jian)控(kong)數據應接入監(jian)管監(jian)測預警(jing)系統。(各(ge)盟行(xing)署、市人民政(zheng)府,自治區(qu)(qu)(qu)工(gong)(gong)(gong)信廳、生(sheng)態(tai)環境(jing)廳、應急管理(li)廳等(deng)(deng)部門)
七、強化園區環保及安全管理
一(yi)是加強園區環境監(jian)(jian)測(ce)和管理。各地(di)區要推動園區工業(ye)固廢綜合利用、處置或(huo)妥善(shan)貯存工作,加強污(wu)(wu)(wu)水處理設施、廢渣處置設施運行(xing)監(jian)(jian)管。要利用集污(wu)(wu)(wu)染(ran)(ran)源(yuan)數(shu)字化在線(xian)監(jian)(jian)控平(ping)臺(tai),實現廢氣污(wu)(wu)(wu)水排放、中水回(hui)用、固廢處置等特(te)征污(wu)(wu)(wu)染(ran)(ran)物(wu)的監(jian)(jian)測(ce)管控,確保污(wu)(wu)(wu)染(ran)(ran)物(wu)穩定達(da)標排放,推動區域生(sheng)態(tai)環境質量持(chi)續改善(shan)。(各盟(meng)行(xing)署、市人民政府,自治區生(sheng)態(tai)環境廳、工信廳等部門)
二是(shi)強化園(yuan)(yuan)區(qu)(qu)(qu)安(an)(an)(an)全(quan)(quan)管控(kong)。各(ge)(ge)地(di)區(qu)(qu)(qu)要全(quan)(quan)面落實工(gong)業園(yuan)(yuan)區(qu)(qu)(qu)安(an)(an)(an)全(quan)(quan)生產有關(guan)要求(qiu),健全(quan)(quan)安(an)(an)(an)全(quan)(quan)生產監管體(ti)制(zhi),實現園(yuan)(yuan)區(qu)(qu)(qu)安(an)(an)(an)全(quan)(quan)生產一(yi)體(ti)化管理(li)。組織(zhi)開展園(yuan)(yuan)區(qu)(qu)(qu)安(an)(an)(an)全(quan)(quan)風險評估工(gong)作,建立各(ge)(ge)部(bu)門、各(ge)(ge)單位共(gong)同參與的公共(gong)設(she)施(shi)安(an)(an)(an)全(quan)(quan)隱患排(pai)查治(zhi)理(li)機制(zhi),定(ding)期(qi)開展安(an)(an)(an)全(quan)(quan)隱患排(pai)查治(zhi)理(li),確(que)保園(yuan)(yuan)區(qu)(qu)(qu)各(ge)(ge)類公共(gong)設(she)施(shi)安(an)(an)(an)全(quan)(quan)運轉。(各(ge)(ge)盟行署、市人民政府,自治(zhi)區(qu)(qu)(qu)應急管理(li)廳、工(gong)信廳等部(bu)門)
八、強化園區運行管理
一(yi)是提(ti)升園(yuan)區(qu)(qu)(qu)集(ji)聚(ju)發(fa)展水平。除(chu)國家和自治區(qu)(qu)(qu)黨(dang)委、政府有明確要(yao)求(qiu)外(wai),現有園(yuan)區(qu)(qu)(qu)項(xiang)(xiang)目(mu)(mu)飽和前,原則(ze)上(shang)不(bu)得(de)再新(xin)建(jian)、擴建(jian)園(yuan)區(qu)(qu)(qu)。各地要(yao)進一(yi)步提(ti)升園(yuan)區(qu)(qu)(qu)集(ji)聚(ju)發(fa)展水平,優化資源要(yao)素配置,集(ji)中各類資源要(yao)素傾斜發(fa)展重(zhong)點園(yuan)區(qu)(qu)(qu)(區(qu)(qu)(qu)塊(kuai)),逐步淘汰投入產出少的(de)區(qu)(qu)(qu)塊(kuai)或片區(qu)(qu)(qu),原則(ze)上(shang)連續三年(nian)無(wu)招商引資項(xiang)(xiang)目(mu)(mu)的(de)區(qu)(qu)(qu)塊(kuai),不(bu)得(de)再布局新(xin)項(xiang)(xiang)目(mu)(mu)(包括招商引資項(xiang)(xiang)目(mu)(mu)及基礎設施項(xiang)(xiang)目(mu)(mu),改(gai)建(jian)項(xiang)(xiang)目(mu)(mu)除(chu)外(wai))。穩妥(tuo)推(tui)進非工(gong)業園(yuan)區(qu)(qu)(qu)的(de)工(gong)業集(ji)聚(ju)區(qu)(qu)(qu)納入園(yuan)區(qu)(qu)(qu)管(guan)理(各盟行署、市人民政府,自治區(qu)(qu)(qu)工(gong)信廳等部門)
二是加強(qiang)園區運行(xing)監(jian)測。各(ge)(ge)地區要(yao)建(jian)(jian)立工(gong)業園區項(xiang)(xiang)目(mu)(mu)(mu)(mu)監(jian)測機制,全流程監(jian)測入(ru)園項(xiang)(xiang)目(mu)(mu)(mu)(mu)建(jian)(jian)設運行(xing),包括項(xiang)(xiang)目(mu)(mu)(mu)(mu)手(shou)續(xu)辦(ban)理情況、工(gong)業項(xiang)(xiang)目(mu)(mu)(mu)(mu)畝均效益情況、基礎設施項(xiang)(xiang)目(mu)(mu)(mu)(mu)建(jian)(jian)設運行(xing)情況等(deng)。對于(yu)不能正常辦(ban)理的(de)項(xiang)(xiang)目(mu)(mu)(mu)(mu)手(shou)續(xu)、畝均產(chan)值低(di)于(yu)控制性(xing)指標的(de)新(xin)建(jian)(jian)項(xiang)(xiang)目(mu)(mu)(mu)(mu)(包括停產(chan)、停建(jian)(jian))、超過建(jian)(jian)設年限(xian)不能建(jian)(jian)成(cheng)、建(jian)(jian)成(cheng)不能運行(xing)的(de)情況,要(yao)按季(ji)度報(bao)送(song)當地政(zheng)府及工(gong)信部門(men)。各(ge)(ge)工(gong)業園區要(yao)配合統(tong)(tong)計部門(men)做好(hao)工(gong)業園區經濟運行(xing)監(jian)測,統(tong)(tong)計部門(men)要(yao)及時與工(gong)信部門(men)共享統(tong)(tong)計數據。(各(ge)(ge)盟行(xing)署、市人民政(zheng)府,自治(zhi)區工(gong)信廳、統(tong)(tong)計局等(deng)部門(men))
三是創(chuang)新管理(li)模式(shi)。鼓勵有條件的(de)工(gong)業園(yuan)(yuan)(yuan)區(qu)(qu)開展(zhan)管委會+公司改革(ge),明確管委會作(zuo)為工(gong)業園(yuan)(yuan)(yuan)區(qu)(qu)的(de)管理(li)機構,承(cheng)擔(dan)工(gong)業園(yuan)(yuan)(yuan)區(qu)(qu)政策制定(ding)、發展(zhan)規劃、行(xing)(xing)政審(shen)批等(deng)行(xing)(xing)政管理(li)職能,公司作(zuo)為工(gong)業園(yuan)(yuan)(yuan)區(qu)(qu)建設(she)(she)(she)發展(zhan)的(de)市(shi)場主(zhu)體,主(zhu)要承(cheng)擔(dan)工(gong)業園(yuan)(yuan)(yuan)區(qu)(qu)的(de)招商引資(zi)(zi)、資(zi)(zi)金籌集、項(xiang)目管理(li)、政府(fu)公共基礎(chu)設(she)(she)(she)施建設(she)(she)(she)、土地預儲備和(he)運營等(deng)職責。鼓勵社(she)會資(zi)(zi)本在現有的(de)工(gong)業園(yuan)(yuan)(yuan)區(qu)(qu)中(zhong)投資(zi)(zi)建設(she)(she)(she)、運營特色產業園(yuan)(yuan)(yuan),積極探索合作(zuo)辦園(yuan)(yuan)(yuan)區(qu)(qu)的(de)發展(zhan)模式(shi)。鼓勵以政府(fu)和(he)社(she)會資(zi)(zi)本合作(zuo)(PPP)模式(shi)進行(xing)(xing)工(gong)業園(yuan)(yuan)(yuan)區(qu)(qu)公共服務(wu)、基礎(chu)設(she)(she)(she)施類項(xiang)目建設(she)(she)(she)。(各盟(meng)行(xing)(xing)署(shu)、市(shi)人(ren)民(min)政府(fu))
各(ge)地區(qu)(qu)要將工(gong)(gong)業(ye)園(yuan)區(qu)(qu)發(fa)展納(na)入本地區(qu)(qu)發(fa)展規劃(hua),將園(yuan)區(qu)(qu)布局(ju)和有關(guan)規劃(hua)納(na)入國土(tu)空間規劃(hua),依據(ju)本意見(jian)制定具(ju)體(ti)實施方(fang)案和落實舉措(cuo),確保(bao)工(gong)(gong)作(zuo)有序有力推進。各(ge)有關(guan)部(bu)門(men)要加強(qiang)全區(qu)(qu)工(gong)(gong)業(ye)園(yuan)區(qu)(qu)管理工(gong)(gong)作(zuo),研究制定支持園(yuan)區(qu)(qu)高質量發(fa)展的具(ju)體(ti)政策措(cuo)施,加強(qiang)園(yuan)區(qu)(qu)規劃(hua)、用地、節能、環保(bao)、安全生(sheng)產等方(fang)面監督管理,建立上(shang)下貫通、分工(gong)(gong)明確、共同(tong)負責(ze)的園(yuan)區(qu)(qu)管理體(ti)制。
