河北省新污染物治理工作方案
有(you)毒有(you)害化學物質(zhi)的(de)生產和使用是新污(wu)(wu)(wu)染(ran)物的(de)主要(yao)來源。目前,國內外廣(guang)泛關注的(de)新污(wu)(wu)(wu)染(ran)物主要(yao)包括國際(ji)公(gong)約管控的(de)持久性有(you)機污(wu)(wu)(wu)染(ran)物、內分泌(mi)干(gan)擾物、抗生素(su)等。為貫徹落實《國務院辦公(gong)廳(ting)關于印發(fa)(fa)新污(wu)(wu)(wu)染(ran)物治理(li)行動方案的(de)通(tong)知(zhi)》(國辦發(fa)(fa)〔2022〕15號)精神,深入打好污(wu)(wu)(wu)染(ran)防治攻堅戰,加強全省(sheng)新污(wu)(wu)(wu)染(ran)物治理(li),切實保障生態環境安全和人民健康,結合我(wo)省(sheng)實際(ji),制定(ding)本工作方案。
一、總體要求
(一)指導思想(xiang)。以習(xi)近平新(xin)(xin)時代(dai)中國(guo)特色社(she)會主(zhu)義(yi)思想(xiang)為指導,全(quan)面貫(guan)徹(che)黨(dang)的(de)二十大(da)精神,深入貫(guan)徹(che)習(xi)近平生(sheng)態文明思想(xiang),落實(shi)省委十屆(jie)三次全(quan)會部(bu)署(shu),立足新(xin)(xin)發展階段(duan),完整、準確、全(quan)面貫(guan)徹(che)新(xin)(xin)發展理念,統籌推進新(xin)(xin)污染(ran)物(wu)環境(jing)(jing)(jing)風(feng)險管理,實(shi)施(shi)調(diao)查評估(gu)、分(fen)類(lei)治理、全(quan)過程環境(jing)(jing)(jing)風(feng)險管控(kong),加強(qiang)制度和科技支撐保障,建(jian)立健全(quan)新(xin)(xin)污染(ran)物(wu)治理體系(xi),有效防(fang)范新(xin)(xin)污染(ran)物(wu)環境(jing)(jing)(jing)與健康(kang)風(feng)險,以高(gao)水平保護(hu)推動高(gao)質量(liang)發展、創(chuang)造高(gao)品質生(sheng)活(huo),奮(fen)力開創(chuang)加快建(jian)設(she)經濟(ji)強(qiang)省、美麗河(he)北(bei)新(xin)(xin)局面。
(二)工(gong)作(zuo)目(mu)標。按照國(guo)家統一(yi)(yi)安排,2023年底前,完(wan)成首(shou)輪化(hua)(hua)學物(wu)(wu)(wu)質基本信息(xi)調查(cha)(cha)和首(shou)批環(huan)(huan)(huan)境(jing)風(feng)險優先(xian)評估化(hua)(hua)學物(wu)(wu)(wu)質詳(xiang)細信息(xi)調查(cha)(cha),啟動(dong)新(xin)污(wu)染(ran)(ran)物(wu)(wu)(wu)環(huan)(huan)(huan)境(jing)調查(cha)(cha)監測(ce)試點工(gong)作(zuo);2025年底前,完(wan)成一(yi)(yi)輪高關注、高產(用(yong))量的化(hua)(hua)學物(wu)(wu)(wu)質環(huan)(huan)(huan)境(jing)風(feng)險評估;對(dui)重點管控新(xin)污(wu)染(ran)(ran)物(wu)(wu)(wu)實施禁止(zhi)、限(xian)制、限(xian)排等環(huan)(huan)(huan)境(jing)風(feng)險管控措施。逐(zhu)步建立(li)健全(quan)有毒有害化(hua)(hua)學物(wu)(wu)(wu)質環(huan)(huan)(huan)境(jing)風(feng)險管理體系,明顯增強新(xin)污(wu)染(ran)(ran)物(wu)(wu)(wu)治理能力。
二、主要任務
(一)健全新(xin)污染物治理機制。
1.做好相(xiang)關(guan)制度(du)銜(xian)接落實(shi)。建(jian)立健全(quan)化學物質環(huan)境(jing)(jing)(jing)信(xin)息調(diao)查、環(huan)境(jing)(jing)(jing)調(diao)查監測、環(huan)境(jing)(jing)(jing)風險評估與管(guan)(guan)(guan)控機制,加(jia)強農藥、獸藥、藥品、化妝品管(guan)(guan)(guan)理等相(xiang)關(guan)制度(du)與有毒有害化學物質環(huan)境(jing)(jing)(jing)風險管(guan)(guan)(guan)理相(xiang)關(guan)制度(du)的(de)銜(xian)接。(省(sheng)生態環(huan)境(jing)(jing)(jing)廳、省(sheng)農業(ye)農村廳、省(sheng)市(shi)場監管(guan)(guan)(guan)局等按職責(ze)分工(gong)負(fu)責(ze),各市(shi)(含定州、辛集市(shi),下同)政(zheng)府、雄(xiong)安新區管(guan)(guan)(guan)委會(hui)負(fu)責(ze)落實(shi)。以下均需(xu)各市(shi)政(zheng)府、雄(xiong)安新區管(guan)(guan)(guan)委會(hui)落實(shi),不(bu)再(zai)列出)
2.建立跨(kua)部(bu)門新(xin)(xin)污(wu)染物(wu)治(zhi)理(li)管理(li)機制。建立生(sheng)(sheng)態環境部(bu)門牽頭,發展改(gai)革(ge)、科(ke)技、工(gong)業(ye)和信息(xi)化(hua)、住房城(cheng)(cheng)鄉(xiang)建設(she)、農(nong)業(ye)農(nong)村、市(shi)場監(jian)管等部(bu)門參加的新(xin)(xin)污(wu)染物(wu)治(zhi)理(li)跨(kua)部(bu)門協調機制,加強部(bu)門聯合調查、聯合執(zhi)法、信息(xi)共享(xiang),統籌推(tui)進新(xin)(xin)污(wu)染物(wu)治(zhi)理(li)工(gong)作(zuo)。按(an)照(zhao)省(sheng)(sheng)(sheng)(sheng)負總責、市(shi)縣(xian)(xian)落(luo)實的原(yuan)則,完善新(xin)(xin)污(wu)染物(wu)治(zhi)理(li)的管理(li)體系,指導督促各市(shi)縣(xian)(xian)全面落(luo)實新(xin)(xin)污(wu)染物(wu)治(zhi)理(li)主體責任(ren)、屬地責任(ren)。成立河北省(sheng)(sheng)(sheng)(sheng)新(xin)(xin)污(wu)染物(wu)治(zhi)理(li)專家(jia)委員(yuan)會,強化(hua)技術支撐。(省(sheng)(sheng)(sheng)(sheng)生(sheng)(sheng)態環境廳(ting)牽頭,省(sheng)(sheng)(sheng)(sheng)發展改(gai)革(ge)委、省(sheng)(sheng)(sheng)(sheng)科(ke)技廳(ting)、省(sheng)(sheng)(sheng)(sheng)工(gong)業(ye)和信息(xi)化(hua)廳(ting)、省(sheng)(sheng)(sheng)(sheng)財政(zheng)廳(ting)、省(sheng)(sheng)(sheng)(sheng)住房城(cheng)(cheng)鄉(xiang)建設(she)廳(ting)、省(sheng)(sheng)(sheng)(sheng)農(nong)業(ye)農(nong)村廳(ting)、省(sheng)(sheng)(sheng)(sheng)商務(wu)廳(ting)、省(sheng)(sheng)(sheng)(sheng)衛生(sheng)(sheng)健康委、石家(jia)莊海關、省(sheng)(sheng)(sheng)(sheng)市(shi)場監(jian)管局等按(an)職責分工(gong)負責)
(二)開(kai)展新污染物調查監測(ce)。
1.持(chi)(chi)續統(tong)計(ji)化學(xue)品環(huan)境國際公約(yue)管控物質。開展全氟辛基磺酸類化合物、六溴(xiu)環(huan)十二烷、十溴(xiu)二苯醚、氯化石(shi)蠟、全氟辛酸及其鹽(yan)類和(he)相關化合物等持(chi)(chi)久性有機污染(ran)物以及汞(gong)或(huo)汞(gong)化合物的生產和(he)加工使(shi)用企業環(huan)境信息調(diao)查,調(diao)查內容(rong)包括企業基本情(qing)況(kuang)、持(chi)(chi)久性有機污染(ran)物、汞(gong)或(huo)汞(gong)化合物的產能產量(liang)、庫存量(liang)、使(shi)用量(liang)、用途或(huo)去向等。到(dao)2023年,完(wan)成統(tong)計(ji)調(diao)查工作。(省生態環(huan)境廳負責(ze))
2.開(kai)(kai)(kai)展化(hua)(hua)學(xue)(xue)物(wu)(wu)質環(huan)境(jing)(jing)(jing)信(xin)(xin)息(xi)(xi)(xi)摸(mo)底調(diao)查。在石(shi)化(hua)(hua)、涂料、紡織印染(ran)、橡膠、農藥、醫藥等重點行(xing)業開(kai)(kai)(kai)展化(hua)(hua)學(xue)(xue)物(wu)(wu)質基(ji)本(ben)信(xin)(xin)息(xi)(xi)(xi)調(diao)查,組織開(kai)(kai)(kai)展化(hua)(hua)學(xue)(xue)物(wu)(wu)質環(huan)境(jing)(jing)(jing)信(xin)(xin)息(xi)(xi)(xi)調(diao)查培訓,指導企(qi)業進(jin)行(xing)數(shu)據填報。針對(dui)列入環(huan)境(jing)(jing)(jing)風險(xian)優先評估(gu)計劃的化(hua)(hua)學(xue)(xue)物(wu)(wu)質,進(jin)一(yi)步(bu)開(kai)(kai)(kai)展有(you)關生產、加工使用、環(huan)境(jing)(jing)(jing)排(pai)放數(shu)量(liang)及途徑、危害特性等詳細(xi)信(xin)(xin)息(xi)(xi)(xi)調(diao)查。2023年(nian)底前(qian),完成首(shou)輪化(hua)(hua)學(xue)(xue)物(wu)(wu)質基(ji)本(ben)信(xin)(xin)息(xi)(xi)(xi)調(diao)查和首(shou)批環(huan)境(jing)(jing)(jing)風險(xian)優先評估(gu)化(hua)(hua)學(xue)(xue)物(wu)(wu)質詳細(xi)信(xin)(xin)息(xi)(xi)(xi)調(diao)查。收集整理全(quan)省化(hua)(hua)學(xue)(xue)物(wu)(wu)質基(ji)本(ben)信(xin)(xin)息(xi)(xi)(xi),逐步(bu)建(jian)立(li)河北(bei)省化(hua)(hua)學(xue)(xue)物(wu)(wu)質環(huan)境(jing)(jing)(jing)信(xin)(xin)息(xi)(xi)(xi)數(shu)據庫,進(jin)行(xing)動(dong)態更新(xin)。(省生態環(huan)境(jing)(jing)(jing)廳負責)
3.開(kai)展(zhan)新(xin)污(wu)(wu)染(ran)(ran)(ran)物(wu)(wu)環(huan)(huan)(huan)(huan)境(jing)(jing)(jing)調(diao)查(cha)(cha)(cha)監(jian)測試點。依據新(xin)污(wu)(wu)染(ran)(ran)(ran)物(wu)(wu)調(diao)查(cha)(cha)(cha)和評估要求,制定(ding)全省(sheng)新(xin)污(wu)(wu)染(ran)(ran)(ran)物(wu)(wu)專(zhuan)項環(huan)(huan)(huan)(huan)境(jing)(jing)(jing)調(diao)查(cha)(cha)(cha)監(jian)測工作方案,逐步推(tui)進新(xin)污(wu)(wu)染(ran)(ran)(ran)物(wu)(wu)環(huan)(huan)(huan)(huan)境(jing)(jing)(jing)調(diao)查(cha)(cha)(cha)監(jian)測體(ti)系(xi)建設。在(zai)我省(sheng)近岸海域(yu)(yu)水產養殖和內陸畜牧養殖密集(ji)區(qu)(qu)(qu)、醫(yi)藥行業聚集(ji)區(qu)(qu)(qu)開(kai)展(zhan)抗生素環(huan)(huan)(huan)(huan)境(jing)(jing)(jing)調(diao)查(cha)(cha)(cha)監(jian)測試點,在(zai)市級(ji)集(ji)中式飲用水水源地、產糧大縣等重點區(qu)(qu)(qu)域(yu)(yu)開(kai)展(zhan)內分泌干擾物(wu)(wu)環(huan)(huan)(huan)(huan)境(jing)(jing)(jing)調(diao)查(cha)(cha)(cha)監(jian)測試點,在(zai)化(hua)工、涂料、汽車制造等為主導(dao)產業的園區(qu)(qu)(qu)開(kai)展(zhan)持久(jiu)性(xing)有機污(wu)(wu)染(ran)(ran)(ran)物(wu)(wu)環(huan)(huan)(huan)(huan)境(jing)(jing)(jing)調(diao)查(cha)(cha)(cha)監(jian)測試點,逐步掌握我省(sheng)重點區(qu)(qu)(qu)域(yu)(yu)重點管(guan)控新(xin)污(wu)(wu)染(ran)(ran)(ran)物(wu)(wu)環(huan)(huan)(huan)(huan)境(jing)(jing)(jing)賦(fu)存(cun)水平。(省(sheng)生態環(huan)(huan)(huan)(huan)境(jing)(jing)(jing)廳(ting)負(fu)責)
4.開展風(feng)險評估、落實管控(kong)措施。
基(ji)于現狀調(diao)查和監測數據(ju),以全省(sheng)高(gao)關注、高(gao)產(用(yong)(yong))量、高(gao)環境(jing)檢(jian)出率、分(fen)散式用(yong)(yong)途的(de)化(hua)學(xue)(xue)物質(zhi)為重點,篩選出具有(you)潛在環境(jing)風(feng)險、需要優先開展環境(jing)風(feng)險評(ping)估的(de)化(hua)學(xue)(xue)物質(zhi),在重點行業、重點區域開展新污(wu)染(ran)物環境(jing)風(feng)險評(ping)估。動態(tai)制定我(wo)省(sheng)化(hua)學(xue)(xue)物質(zhi)環境(jing)風(feng)險優先評(ping)估計(ji)劃。(省(sheng)生態(tai)環境(jing)廳負責)
落(luo)實國(guo)家(jia)(jia)優先控制化學物質(zhi)以及(ji)抗生(sheng)素、微塑料(liao)等(deng)(deng)其他(ta)重點(dian)新污染物“一(yi)(yi)品一(yi)(yi)策(ce)”管(guan)控措(cuo)施及(ji)國(guo)家(jia)(jia)首(shou)批重點(dian)管(guan)控新污染物清(qing)單(dan)及(ji)其禁止、限制、限排等(deng)(deng)環境風(feng)險管(guan)控措(cuo)施。(省生(sheng)態(tai)環境廳牽頭,省工業和信息化廳、省農業農村廳、省商(shang)務廳、省衛生(sheng)健康委(wei)、石家(jia)(jia)莊海關、省市場監管(guan)局等(deng)(deng)按職責(ze)(ze)分(fen)工負責(ze)(ze))
(三)嚴格新(xin)污(wu)染物源頭管控(kong)。
1.全面落(luo)(luo)實(shi)新(xin)(xin)(xin)化(hua)學(xue)物(wu)質(zhi)(zhi)環(huan)(huan)境(jing)(jing)管理(li)登(deng)記制(zhi)度。嚴格執行《新(xin)(xin)(xin)化(hua)學(xue)物(wu)質(zhi)(zhi)環(huan)(huan)境(jing)(jing)管理(li)登(deng)記辦法(fa)》,落(luo)(luo)實(shi)企(qi)業新(xin)(xin)(xin)化(hua)學(xue)物(wu)質(zhi)(zhi)環(huan)(huan)境(jing)(jing)風險防控主(zhu)體責(ze)任(ren)。各地(di)生(sheng)(sheng)態環(huan)(huan)境(jing)(jing)主(zhu)管部(bu)門應加(jia)強新(xin)(xin)(xin)化(hua)學(xue)物(wu)質(zhi)(zhi)環(huan)(huan)境(jing)(jing)管理(li)登(deng)記監(jian)督(du)(du),對新(xin)(xin)(xin)化(hua)學(xue)物(wu)質(zhi)(zhi)生(sheng)(sheng)產者、進口者和加(jia)工(gong)(gong)使用者辦理(li)新(xin)(xin)(xin)化(hua)學(xue)物(wu)質(zhi)(zhi)環(huan)(huan)境(jing)(jing)管理(li)登(deng)記、登(deng)記事項(xiang)的真實(shi)性、登(deng)記證(zheng)載明事項(xiang)及(ji)相關規定的落(luo)(luo)實(shi)情況進行監(jian)督(du)(du)抽(chou)查。建立監(jian)督(du)(du)執法(fa)機制(zhi),按照“雙隨機、一(yi)公開(kai)”原(yuan)則,將新(xin)(xin)(xin)化(hua)學(xue)物(wu)質(zhi)(zhi)環(huan)(huan)境(jing)(jing)管理(li)事項(xiang)納入環(huan)(huan)境(jing)(jing)執法(fa)年度工(gong)(gong)作計劃(hua),對違法(fa)企(qi)業依法(fa)依規予(yu)以查處。(省(sheng)生(sheng)(sheng)態環(huan)(huan)境(jing)(jing)廳負責(ze))
2.嚴(yan)(yan)格(ge)實(shi)施淘汰(tai)或限(xian)用措施。按照國家重(zhong)點管(guan)(guan)控新污(wu)染物清單要求,禁止(zhi)、限(xian)制(zhi)重(zhong)點管(guan)(guan)控新污(wu)染物的生(sheng)產、加(jia)工(gong)(gong)使用和(he)(he)(he)進出口(kou)。對納入《產業結構調(diao)整指導目(mu)錄(lu)》淘汰(tai)類的工(gong)(gong)業化(hua)學品(pin)、農藥、獸藥、藥品(pin)、化(hua)妝(zhuang)品(pin)等(deng),未(wei)按期淘汰(tai)的,依法(fa)停止(zhi)其(qi)產品(pin)登記或生(sheng)產許可證(zheng)核發。強化(hua)環境影響(xiang)評價管(guan)(guan)理(li),嚴(yan)(yan)格(ge)涉(she)新污(wu)染物建設項目(mu)準入管(guan)(guan)理(li)。嚴(yan)(yan)格(ge)落實(shi)禁止(zhi)進(出)口(kou)貨物目(mu)錄(lu)和(he)(he)(he)《中國嚴(yan)(yan)格(ge)限(xian)制(zhi)的有(you)毒化(hua)學品(pin)名錄(lu)》,加(jia)強進出口(kou)管(guan)(guan)控。依法(fa)嚴(yan)(yan)厲打擊已淘汰(tai)持久性有(you)機污(wu)染物的非法(fa)生(sheng)產和(he)(he)(he)加(jia)工(gong)(gong)使用。(省(sheng)發展(zhan)改(gai)革委、省(sheng)工(gong)(gong)業和(he)(he)(he)信息化(hua)廳(ting)(ting)、省(sheng)生(sheng)態環境廳(ting)(ting)、省(sheng)農業農村廳(ting)(ting)、省(sheng)商務廳(ting)(ting)、石家莊海關、省(sheng)市場監管(guan)(guan)局等(deng)按職責分(fen)工(gong)(gong)負責)
3.加(jia)強(qiang)產品(pin)(pin)(pin)(pin)認證(zheng)和標(biao)識管(guan)理。嚴(yan)格執行(xing)玩(wan)具、學(xue)生用(yong)品(pin)(pin)(pin)(pin)等消(xiao)(xiao)費產品(pin)(pin)(pin)(pin)、塑料制(zhi)品(pin)(pin)(pin)(pin)等相關產品(pin)(pin)(pin)(pin)中重(zhong)點管(guan)控新污(wu)染物(wu)含量(liang)(liang)控制(zhi)強(qiang)制(zhi)性國(guo)(guo)家標(biao)準,強(qiang)化(hua)產品(pin)(pin)(pin)(pin)質量(liang)(liang)執法監(jian)督,減少(shao)產品(pin)(pin)(pin)(pin)消(xiao)(xiao)費過程(cheng)中造成的新污(wu)染物(wu)環境排放。加(jia)強(qiang)環境標(biao)志(zhi)產品(pin)(pin)(pin)(pin)和綠色(se)產品(pin)(pin)(pin)(pin)標(biao)準、認證(zheng)、標(biao)識體系監(jian)管(guan),不(bu)斷規(gui)范認證(zheng)行(xing)為(wei)。在國(guo)(guo)家規(gui)定的重(zhong)要消(xiao)(xiao)費品(pin)(pin)(pin)(pin)環境標(biao)志(zhi)認證(zheng)中,對重(zhong)點管(guan)控新污(wu)染物(wu)進行(xing)標(biao)識或提(ti)示。(省工業(ye)和信(xin)息化(hua)廳、省市(shi)場監(jian)管(guan)局、省農業(ye)農村廳、省生態環境廳等按職(zhi)責分(fen)工負責)
(四)強化新污染(ran)物過程控制。
1.全面提升(sheng)清潔(jie)生產(chan)水平。對(dui)使用(yong)有(you)毒有(you)害(hai)化學(xue)物質進行生產(chan)或者在生產(chan)過程(cheng)中(zhong)排放有(you)毒有(you)害(hai)化學(xue)物質的企業(ye)(ye)依法實施強制性清潔(jie)生產(chan)審核(he),全面推進清潔(jie)生產(chan)改造(zao);企業(ye)(ye)應采取便于(yu)公(gong)眾知(zhi)曉的方式公(gong)布使用(yong)有(you)毒有(you)害(hai)原(yuan)料的情況以及排放有(you)毒有(you)害(hai)化學(xue)物質的名稱、濃度(du)和(he)數量(liang)等相關信(xin)(xin)息。嚴格(ge)落實綠色產(chan)品、綠色園區、綠色工(gong)廠和(he)綠色供應鏈等綠色制造(zao)標準體系(xi)對(dui)有(you)毒有(you)害(hai)化學(xue)物質的替代和(he)排放控制要求。(省(sheng)發展改革委、省(sheng)工(gong)業(ye)(ye)和(he)信(xin)(xin)息化廳、省(sheng)生態(tai)環境廳、省(sheng)住(zhu)房城鄉建設(she)廳、省(sheng)市場監管局等按職責(ze)分工(gong)負責(ze))

3.強化(hua)農(nong)(nong)(nong)(nong)(nong)(nong)藥(yao)(yao)使(shi)用(yong)管(guan)理。做好農(nong)(nong)(nong)(nong)(nong)(nong)藥(yao)(yao)登(deng)記(ji)初審(shen)和(he)(he)再評價工作,引導和(he)(he)支(zhi)持農(nong)(nong)(nong)(nong)(nong)(nong)藥(yao)(yao)生(sheng)產企業(ye)開(kai)展高(gao)效、低(di)(di)毒、低(di)(di)風(feng)(feng)險(xian)、低(di)(di)殘留農(nong)(nong)(nong)(nong)(nong)(nong)藥(yao)(yao)研發登(deng)記(ji),組織開(kai)展農(nong)(nong)(nong)(nong)(nong)(nong)藥(yao)(yao)使(shi)用(yong)安全(quan)風(feng)(feng)險(xian)監測(ce),嚴格管(guan)控高(gao)毒高(gao)風(feng)(feng)險(xian)農(nong)(nong)(nong)(nong)(nong)(nong)藥(yao)(yao)及助劑(ji)。停止甲拌磷、甲基異柳(liu)磷、水胺硫磷和(he)(he)滅線磷四種(zhong)高(gao)毒農(nong)(nong)(nong)(nong)(nong)(nong)藥(yao)(yao)的生(sheng)產,2024年9月全(quan)面停止在市場的銷售使(shi)用(yong)。持續(xu)開(kai)展農(nong)(nong)(nong)(nong)(nong)(nong)藥(yao)(yao)減量增(zeng)效行動,宣(xuan)傳推(tui)廣高(gao)效低(di)(di)風(feng)(feng)險(xian)農(nong)(nong)(nong)(nong)(nong)(nong)藥(yao)(yao),穩(wen)步(bu)(bu)推(tui)進高(gao)毒高(gao)風(feng)(feng)險(xian)農(nong)(nong)(nong)(nong)(nong)(nong)藥(yao)(yao)淘汰(tai)和(he)(he)替(ti)代。指(zhi)導農(nong)(nong)(nong)(nong)(nong)(nong)藥(yao)(yao)生(sheng)產者、經營者和(he)(he)專業(ye)化(hua)服(fu)務機構開(kai)展農(nong)(nong)(nong)(nong)(nong)(nong)藥(yao)(yao)包裝廢棄物回收(shou)(shou)處(chu)理。鼓(gu)勵使(shi)用(yong)便于回收(shou)(shou)的大容量、易資源化(hua)利(li)用(yong)及易處(chu)置(zhi)包裝物。逐步(bu)(bu)建立健全(quan)農(nong)(nong)(nong)(nong)(nong)(nong)藥(yao)(yao)包裝廢棄物回收(shou)(shou)處(chu)理體系(xi)。(省農(nong)(nong)(nong)(nong)(nong)(nong)業(ye)農(nong)(nong)(nong)(nong)(nong)(nong)村廳、省生(sheng)態環(huan)境廳等按職責分工負責)

1.加(jia)強(qiang)新(xin)污(wu)(wu)(wu)(wu)染(ran)(ran)(ran)(ran)(ran)(ran)物(wu)(wu)(wu)(wu)多環(huan)境(jing)(jing)(jing)介質(zhi)協(xie)同治(zhi)理。排(pai)放(fang)(fang)重(zhong)點(dian)管(guan)(guan)控(kong)(kong)(kong)新(xin)污(wu)(wu)(wu)(wu)染(ran)(ran)(ran)(ran)(ran)(ran)物(wu)(wu)(wu)(wu)的企事(shi)(shi)業(ye)單(dan)(dan)位(wei)應(ying)采取污(wu)(wu)(wu)(wu)染(ran)(ran)(ran)(ran)(ran)(ran)控(kong)(kong)(kong)制(zhi)措(cuo)(cuo)施,達到相(xiang)關(guan)污(wu)(wu)(wu)(wu)染(ran)(ran)(ran)(ran)(ran)(ran)物(wu)(wu)(wu)(wu)排(pai)放(fang)(fang)標(biao)準及(ji)(ji)環(huan)境(jing)(jing)(jing)質(zhi)量目(mu)標(biao)要求(qiu)。依法(fa)申(shen)領排(pai)污(wu)(wu)(wu)(wu)許可證(zheng)或填(tian)寫排(pai)污(wu)(wu)(wu)(wu)登(deng)記表,并載明執行的污(wu)(wu)(wu)(wu)染(ran)(ran)(ran)(ran)(ran)(ran)控(kong)(kong)(kong)制(zhi)標(biao)準要求(qiu)及(ji)(ji)采取的污(wu)(wu)(wu)(wu)染(ran)(ran)(ran)(ran)(ran)(ran)控(kong)(kong)(kong)制(zhi)措(cuo)(cuo)施。排(pai)放(fang)(fang)重(zhong)點(dian)管(guan)(guan)控(kong)(kong)(kong)新(xin)污(wu)(wu)(wu)(wu)染(ran)(ran)(ran)(ran)(ran)(ran)物(wu)(wu)(wu)(wu)的企事(shi)(shi)業(ye)單(dan)(dan)位(wei)和其(qi)他生(sheng)產(chan)(chan)經營者應(ying)按照相(xiang)關(guan)法(fa)律法(fa)規要求(qiu),對(dui)排(pai)放(fang)(fang)(污(wu)(wu)(wu)(wu))口及(ji)(ji)其(qi)周邊(bian)環(huan)境(jing)(jing)(jing)定期開展環(huan)境(jing)(jing)(jing)監測(ce),評估環(huan)境(jing)(jing)(jing)風(feng)險,排(pai)查整治(zhi)環(huan)境(jing)(jing)(jing)安全(quan)隱患(huan),依法(fa)公開新(xin)污(wu)(wu)(wu)(wu)染(ran)(ran)(ran)(ran)(ran)(ran)物(wu)(wu)(wu)(wu)信息,采取措(cuo)(cuo)施防范環(huan)境(jing)(jing)(jing)風(feng)險。土壤(rang)污(wu)(wu)(wu)(wu)染(ran)(ran)(ran)(ran)(ran)(ran)重(zhong)點(dian)監管(guan)(guan)單(dan)(dan)位(wei)應(ying)嚴(yan)格控(kong)(kong)(kong)制(zhi)有(you)(you)毒有(you)(you)害物(wu)(wu)(wu)(wu)質(zhi)排(pai)放(fang)(fang),建立(li)土壤(rang)污(wu)(wu)(wu)(wu)染(ran)(ran)(ran)(ran)(ran)(ran)隱患(huan)排(pai)查制(zhi)度,防止(zhi)有(you)(you)毒有(you)(you)害物(wu)(wu)(wu)(wu)質(zhi)滲(shen)漏、流失、揚散。生(sheng)產(chan)(chan)、加(jia)工使用或排(pai)放(fang)(fang)重(zhong)點(dian)管(guan)(guan)控(kong)(kong)(kong)新(xin)污(wu)(wu)(wu)(wu)染(ran)(ran)(ran)(ran)(ran)(ran)物(wu)(wu)(wu)(wu)清單(dan)(dan)中所列化學(xue)物(wu)(wu)(wu)(wu)質(zhi)的企事(shi)(shi)業(ye)單(dan)(dan)位(wei)應(ying)納入生(sheng)態環(huan)境(jing)(jing)(jing)重(zhong)點(dian)監管(guan)(guan)對(dui)象。(省生(sheng)態環(huan)境(jing)(jing)(jing)廳負責)
2.強化含特定新(xin)污染物廢(fei)物的(de)(de)收集利用(yong)處(chu)置。嚴格落實廢(fei)藥品、廢(fei)農藥以及抗生(sheng)(sheng)素生(sheng)(sheng)產(chan)過程中產(chan)生(sheng)(sheng)的(de)(de)廢(fei)母液、廢(fei)反應基和廢(fei)培(pei)養(yang)基等廢(fei)物的(de)(de)收集利用(yong)處(chu)置要(yao)求(qiu)。(省生(sheng)(sheng)態環境廳(ting)、省農業農村廳(ting)等按職責(ze)分工負責(ze))
3.開(kai)展(zhan)新污染物(wu)治理(li)試(shi)點工(gong)程。推廣(guang)應(ying)用國家有毒有害化(hua)(hua)學物(wu)質綠色(se)替代、新污染物(wu)減排(pai)以及(ji)污水污泥、廢液廢渣中新污染物(wu)治理(li)示(shi)范(fan)技術(shu)。推動石(shi)化(hua)(hua)、涂料、紡織印(yin)染、橡膠、農藥、醫藥等行業開(kai)展(zhan)試(shi)點示(shi)范(fan),鼓勵有條件的企業先行先試(shi),減少新污染物(wu)的產(chan)生(sheng)和排(pai)放。在石(shi)家莊市(shi)開(kai)展(zhan)燃煤鍋爐協同焚燒處置抗生(sheng)素(su)菌渣試(shi)點工(gong)程,形成抗生(sheng)素(su)菌渣治理(li)示(shi)范(fan)技術(shu)。(省(sheng)生(sheng)態環境(jing)廳(ting)、省(sheng)農業農村廳(ting)、省(sheng)工(gong)業和信(xin)息化(hua)(hua)廳(ting)等按職責分(fen)工(gong)負責)
(六)夯(hang)實新污染物(wu)治理基礎(chu)。
1.強(qiang)化科(ke)技支(zhi)撐(cheng)作用。在省(sheng)(sheng)級科(ke)技計劃中加(jia)強(qiang)新污(wu)染(ran)物(wu)(wu)(wu)治(zhi)理(li)(li)科(ke)技攻關,推動環(huan)境(jing)領域省(sheng)(sheng)級研(yan)(yan)發平臺(tai)建設,支(zhi)持(chi)開(kai)展(zhan)(zhan)新污(wu)染(ran)物(wu)(wu)(wu)環(huan)境(jing)監測、風險(xian)評估、管控與治(zhi)理(li)(li)關鍵技術等相關理(li)(li)論和技術研(yan)(yan)究(jiu)。鼓勵科(ke)研(yan)(yan)院所、高等學(xue)校、環(huan)保機構,開(kai)展(zhan)(zhan)內分泌干擾物(wu)(wu)(wu)、抗生(sheng)素等新污(wu)染(ran)物(wu)(wu)(wu)環(huan)境(jing)分布特征(zheng)、遷移轉化、溯源(yuan)、生(sheng)物(wu)(wu)(wu)效應與危(wei)害(hai)(hai)機理(li)(li)、食物(wu)(wu)(wu)鏈安全和健康風險(xian)等及生(sheng)態(tai)環(huan)境(jing)危(wei)害(hai)(hai)機理(li)(li)等相關研(yan)(yan)究(jiu),強(qiang)化我省(sheng)(sheng)新污(wu)染(ran)物(wu)(wu)(wu)治(zhi)理(li)(li)科(ke)技支(zhi)撐(cheng)。(省(sheng)(sheng)科(ke)技廳、省(sheng)(sheng)生(sheng)態(tai)環(huan)境(jing)廳、省(sheng)(sheng)衛生(sheng)健康委等按職責(ze)分工負責(ze))
2.提升監(jian)(jian)管保障(zhang)(zhang)能力。加(jia)強新(xin)污染(ran)(ran)物(wu)(wu)治(zhi)理的(de)監(jian)(jian)督、執法和(he)監(jian)(jian)測能力建設(she)。提升化(hua)學物(wu)(wu)質(zhi)環境(jing)(jing)風(feng)險(xian)評估(gu)和(he)新(xin)污染(ran)(ran)物(wu)(wu)環境(jing)(jing)監(jian)(jian)測技(ji)術支(zhi)撐保障(zhang)(zhang)能力,完善新(xin)污染(ran)(ran)物(wu)(wu)環境(jing)(jing)監(jian)(jian)測資質(zhi)、設(she)備建設(she),培育符合良好實(shi)驗室規范的(de)化(hua)學物(wu)(wu)質(zhi)危害測試實(shi)驗室。開展新(xin)污染(ran)(ran)物(wu)(wu)調查、監(jian)(jian)測、評估(gu)、監(jian)(jian)督、執法等(deng)業(ye)務培訓,培育新(xin)污染(ran)(ran)物(wu)(wu)監(jian)(jian)管專業(ye)人才隊伍。(省生(sheng)(sheng)態環境(jing)(jing)廳、省衛生(sheng)(sheng)健康(kang)委等(deng)按職責分(fen)工負責)
三、保障措施
(一)強化組(zu)織領(ling)導(dao)(dao)。堅持(chi)黨對(dui)新(xin)(xin)污(wu)(wu)(wu)染(ran)物(wu)(wu)治(zhi)理(li)工(gong)作的全面領(ling)導(dao)(dao)。各市(shi)縣政府和雄(xiong)安(an)新(xin)(xin)區(qu)管委會要(yao)發揮主體作用,加(jia)強對(dui)新(xin)(xin)污(wu)(wu)(wu)染(ran)物(wu)(wu)治(zhi)理(li)的組(zu)織領(ling)導(dao)(dao)。各級各有關(guan)部門(men)要(yao)分(fen)工(gong)協作,共同做好新(xin)(xin)污(wu)(wu)(wu)染(ran)物(wu)(wu)治(zhi)理(li)工(gong)作,2025年對(dui)本工(gong)作方案實(shi)施情況進行評估。新(xin)(xin)污(wu)(wu)(wu)染(ran)物(wu)(wu)治(zhi)理(li)中存(cun)在(zai)的突出生態(tai)環境(jing)問(wen)題(ti)將納入(ru)省(sheng)(sheng)級生態(tai)環境(jing)保護督察。(省(sheng)(sheng)生態(tai)環境(jing)廳牽(qian)頭,省(sheng)(sheng)有關(guan)部門(men)按職責分(fen)工(gong)負責)
(二)嚴格監(jian)管執法(fa)。督促企(qi)業落實(shi)主(zhu)體責任,認(ren)真落實(shi)新(xin)(xin)污染(ran)物治理要求。切實(shi)加(jia)強重(zhong)(zhong)點(dian)管控(kong)(kong)新(xin)(xin)污染(ran)物排放執法(fa)監(jian)測(ce)和(he)重(zhong)(zhong)點(dian)區域環境(jing)監(jian)測(ce)。對(dui)涉(she)重(zhong)(zhong)點(dian)管控(kong)(kong)新(xin)(xin)污染(ran)物企(qi)事業單位依法(fa)開展現場(chang)檢查,對(dui)未(wei)按(an)規定落實(shi)環境(jing)風險管控(kong)(kong)措施企(qi)業加(jia)強監(jian)督和(he)執法(fa)。加(jia)強對(dui)禁止或限制類有毒有害化學物質及其相關產品生產、加(jia)工(gong)使用、進出(chu)口的監(jian)督執法(fa)。(省生態環境(jing)廳、省農(nong)業農(nong)村廳、石家(jia)莊海關、省市場(chang)監(jian)管局等按(an)職責分工(gong)負責)
