《河南省新污染物治理工作方案》發布

谷騰環保網訊1月31日 ,河南(nan)省(sheng)人民政府網站發文,印發《河南(nan)省(sheng)新(xin)(xin)污(wu)染(ran)物(wu)治(zhi)理工(gong)作方案(an)》,制(zhi)定建立(li)健全新(xin)(xin)污(wu)染(ran)物(wu)治(zhi)理體系(xi)(xi),開展調(diao)查(cha)監測,評估新(xin)(xin)污(wu)染(ran)物(wu)環(huan)境(jing)風(feng)險狀況等六大類共十余項工(gong)作任務(wu),初步建立(li)新(xin)(xin)污(wu)染(ran)物(wu)環(huan)境(jing)調(diao)查(cha)監測體系(xi)(xi),建立(li)省(sheng)級重點管(guan)(guan)控新(xin)(xin)污(wu)染(ran)物(wu)清(qing)單(dan),對重點管(guan)(guan)控新(xin)(xin)污(wu)染(ran)物(wu)實(shi)施(shi)禁止、限(xian)制(zhi)、限(xian)排等環(huan)境(jing)風(feng)險管(guan)(guan)控措施(shi)。

河南省新污染物治理工作方案

為深入(ru)貫徹落實黨中央、國(guo)(guo)務(wu)(wu)院決(jue)策部署,加強持久(jiu)性(xing)有機污(wu)染物(wu)、內分泌干擾物(wu)、抗生(sheng)素等新(xin)污(wu)染物(wu)治(zhi)理(li),切實保障生(sheng)態(tai)環境安全和人民健康(kang),按照《國(guo)(guo)務(wu)(wu)院辦(ban)公廳(ting)關于印發新(xin)污(wu)染物(wu)治(zhi)理(li)行動(dong)方(fang)案的通知》(國(guo)(guo)辦(ban)發〔2022〕15號)要求,結合我省(sheng)實際,制定(ding)本工作方(fang)案。

一、指導思想

以習(xi)(xi)近平新(xin)(xin)時代中(zhong)國特色社(she)會主義思想為(wei)指導,全面貫徹(che)落實(shi)黨的二(er)十大(da)精(jing)神,深入(ru)貫徹(che)習(xi)(xi)近平生態文明思想,立足新(xin)(xin)發展階段,完整、準(zhun)確(que)、全面貫徹(che)新(xin)(xin)發展理念,構建(jian)(jian)新(xin)(xin)發展格(ge)局(ju),推動(dong)高質量發展,以有效防(fang)范新(xin)(xin)污染物環境與健(jian)康(kang)風險為(wei)核心(xin),以精(jing)準(zhun)治污、科(ke)學治污、依法治污為(wei)工(gong)作方針,按(an)照“摸清底數、建(jian)(jian)立清單(dan),全程(cheng)防(fang)治、系(xi)統(tong)治理,完善機制、提(ti)升能力”的原則,統(tong)籌推進(jin)新(xin)(xin)污染物環境風險管(guan)理,實(shi)施調查評估、分類治理、全過程(cheng)環境風險管(guan)控,健(jian)全新(xin)(xin)污染物治理體系(xi),以更高標準(zhun)打(da)好藍天、碧水、凈土保衛(wei)戰,提(ti)升美麗河南、健(jian)康(kang)河南建(jian)(jian)設(she)水平。

二、主要目標

到2025年,完成高關注(zhu)、高產(用(yong))量的新污染(ran)物(wu)環(huan)(huan)境(jing)(jing)風險篩查(cha),初(chu)步建立(li)新污染(ran)物(wu)環(huan)(huan)境(jing)(jing)調查(cha)監測體(ti)系(xi)(xi),建立(li)省級重點管(guan)(guan)控(kong)(kong)新污染(ran)物(wu)清單,對重點管(guan)(guan)控(kong)(kong)新污染(ran)物(wu)實(shi)施(shi)禁止、限制、限排(pai)等環(huan)(huan)境(jing)(jing)風險管(guan)(guan)控(kong)(kong)措施(shi)。有毒有害化學物(wu)質環(huan)(huan)境(jing)(jing)風險管(guan)(guan)理制度體(ti)系(xi)(xi)和管(guan)(guan)理機制逐步建立(li)健(jian)全,新污染(ran)物(wu)治理能力明顯增強。

三、工作任務

(一)建(jian)立健(jian)全新污染(ran)(ran)物(wu)治理(li)體(ti)系。成立政府統(tong)籌,生(sheng)態環境部(bu)門(men)牽頭(tou),發(fa)展改(gai)革、科技、工(gong)業和信(xin)息(xi)化、財政、住房(fang)城鄉建(jian)設(she)(she)、農業農村、商(shang)(shang)務(wu)、衛生(sheng)健(jian)康(kang)(kang)、海關、市場監(jian)管(guan)(guan)、藥監(jian)等(deng)部(bu)門(men)參加的新污染(ran)(ran)物(wu)治理(li)委(wei)(wei)員(yuan)會,委(wei)(wei)員(yuan)會辦公室設(she)(she)在生(sheng)態環境部(bu)門(men),統(tong)籌推進(jin)新污染(ran)(ran)物(wu)治理(li)。加強部(bu)門(men)聯合調(diao)查、聯合執法(fa)、信(xin)息(xi)共(gong)享(xiang),加強法(fa)律、法(fa)規、制度(du)、標準的協調(diao)銜接。按照“省(sheng)(sheng)級分(fen)工(gong)負責(ze)(ze)(ze)、市縣具體(ti)落實、企業積極(ji)參與”的原則,完善新污染(ran)(ran)物(wu)治理(li)的管(guan)(guan)理(li)機制,全面落實新污染(ran)(ran)物(wu)治理(li)屬地責(ze)(ze)(ze)任(ren)。(省(sheng)(sheng)生(sheng)態環境廳(ting)(ting)(ting)牽頭(tou),省(sheng)(sheng)發(fa)展改(gai)革委(wei)(wei)、科技廳(ting)(ting)(ting)、工(gong)業和信(xin)息(xi)化廳(ting)(ting)(ting)、財政廳(ting)(ting)(ting)、住房(fang)城鄉建(jian)設(she)(she)廳(ting)(ting)(ting)、農業農村廳(ting)(ting)(ting)、商(shang)(shang)務(wu)廳(ting)(ting)(ting)、衛生(sheng)健(jian)康(kang)(kang)委(wei)(wei)、市場監(jian)管(guan)(guan)局(ju)、藥監(jian)局(ju)、鄭州海關等(deng)按職責(ze)(ze)(ze)分(fen)工(gong)負責(ze)(ze)(ze),各省(sheng)(sheng)轄(xia)(xia)市政府和濟源示(shi)范(fan)區、航空港區管(guan)(guan)委(wei)(wei)會負責(ze)(ze)(ze)落實。以下均需各省(sheng)(sheng)轄(xia)(xia)市政府和濟源示(shi)范(fan)區、航空港區管(guan)(guan)委(wei)(wei)會落實,不(bu)再列出)

(二)開展調查監測,評估(gu)新污染物環境風(feng)險狀況(kuang)。

1.開(kai)展(zhan)(zhan)化(hua)(hua)學(xue)物(wu)質(zhi)(zhi)環(huan)境(jing)信息調(diao)查(cha)。以醫藥(yao)、農(nong)藥(yao)、精(jing)細化(hua)(hua)工、畜禽養(yang)殖等行業和(he)工業園區(qu)為重點,開(kai)展(zhan)(zhan)化(hua)(hua)學(xue)物(wu)質(zhi)(zhi)生產(chan)使(shi)(shi)用品種、數(shu)(shu)量(liang)(liang)、用途等基本信息調(diao)查(cha)。針對列(lie)入環(huan)境(jing)風險優(you)(you)先評估(gu)計劃的化(hua)(hua)學(xue)物(wu)質(zhi)(zhi),進一步開(kai)展(zhan)(zhan)有關(guan)生產(chan)、加工使(shi)(shi)用、環(huan)境(jing)排放數(shu)(shu)量(liang)(liang)及途徑、危害特(te)性(xing)等詳(xiang)細信息調(diao)查(cha)。2023年年底前(qian)完成首輪化(hua)(hua)學(xue)物(wu)質(zhi)(zhi)基本信息調(diao)查(cha)和(he)首批環(huan)境(jing)風險優(you)(you)先評估(gu)化(hua)(hua)學(xue)物(wu)質(zhi)(zhi)詳(xiang)細信息調(diao)查(cha),查(cha)清全省優(you)(you)先控制(zhi)(zhi)化(hua)(hua)學(xue)品生產(chan)使(shi)(shi)用種類、數(shu)(shu)量(liang)(liang)和(he)分布(bu)情況,建立優(you)(you)先控制(zhi)(zhi)化(hua)(hua)學(xue)品數(shu)(shu)據庫,研(yan)究制(zhi)(zhi)定《河南省優(you)(you)先控制(zhi)(zhi)化(hua)(hua)學(xue)品名錄》并動(dong)態管(guan)理。(省生態環(huan)境(jing)廳負(fu)責)

2.開展化(hua)(hua)學物(wu)(wu)(wu)質(zhi)環(huan)(huan)境(jing)(jing)風險(xian)篩(shai)查。針對列入優(you)先控(kong)(kong)制(zhi)化(hua)(hua)學品名錄的(de)(de)化(hua)(hua)學物(wu)(wu)(wu)質(zhi)以及(ji)抗生(sheng)(sheng)(sheng)素、微塑料等重(zhong)(zhong)點(dian)新污(wu)(wu)染(ran)(ran)物(wu)(wu)(wu),科(ke)學評估(gu)環(huan)(huan)境(jing)(jing)風險(xian)狀況,建立(li)重(zhong)(zhong)點(dian)管(guan)(guan)控(kong)(kong)新污(wu)(wu)染(ran)(ran)物(wu)(wu)(wu)排(pai)放(fang)源(yuan)清單,嚴格落實(shi)國家關于(yu)重(zhong)(zhong)點(dian)管(guan)(guan)控(kong)(kong)新污(wu)(wu)染(ran)(ran)物(wu)(wu)(wu)的(de)(de)禁(jin)止、限制(zhi)、限排(pai)等環(huan)(huan)境(jing)(jing)風險(xian)管(guan)(guan)控(kong)(kong)措施(shi),動態發布重(zhong)(zhong)點(dian)管(guan)(guan)控(kong)(kong)新污(wu)(wu)染(ran)(ran)物(wu)(wu)(wu)清單。加(jia)強與環(huan)(huan)境(jing)(jing)健(jian)康(kang)相(xiang)關的(de)(de)重(zhong)(zhong)金屬、多環(huan)(huan)芳烴(jing)等常規污(wu)(wu)染(ran)(ran)物(wu)(wu)(wu)監(jian)(jian)測,開展環(huan)(huan)境(jing)(jing)健(jian)康(kang)風險(xian)評估(gu),探(tan)索開展新污(wu)(wu)染(ran)(ran)物(wu)(wu)(wu)環(huan)(huan)境(jing)(jing)健(jian)康(kang)危(wei)害監(jian)(jian)測。(省生(sheng)(sheng)(sheng)態環(huan)(huan)境(jing)(jing)廳(ting)、衛生(sheng)(sheng)(sheng)健(jian)康(kang)委、工業和信息化(hua)(hua)廳(ting)、農業農村廳(ting)、商務(wu)廳(ting)、市場監(jian)(jian)管(guan)(guan)局、藥監(jian)(jian)局、鄭州海關等按職責分工負責)

(三)嚴(yan)格源頭管控,防范新污(wu)染物環(huan)境風險。

3.全面落(luo)實新(xin)(xin)(xin)(xin)化學(xue)物(wu)質(zhi)環(huan)(huan)(huan)境(jing)(jing)(jing)管理(li)登(deng)記制(zhi)度。嚴格執(zhi)行《新(xin)(xin)(xin)(xin)化學(xue)物(wu)質(zhi)環(huan)(huan)(huan)境(jing)(jing)(jing)管理(li)登(deng)記辦法》,督促企業(ye)積(ji)極(ji)承擔新(xin)(xin)(xin)(xin)化學(xue)物(wu)質(zhi)環(huan)(huan)(huan)境(jing)(jing)(jing)風(feng)險(xian)防控主體責任。加強新(xin)(xin)(xin)(xin)化學(xue)物(wu)質(zhi)環(huan)(huan)(huan)境(jing)(jing)(jing)管理(li)登(deng)記監督,檢(jian)查新(xin)(xin)(xin)(xin)化學(xue)物(wu)質(zhi)生(sheng)(sheng)產者(zhe)、進口者(zhe)和加工使用者(zhe)辦理(li)新(xin)(xin)(xin)(xin)化學(xue)物(wu)質(zhi)環(huan)(huan)(huan)境(jing)(jing)(jing)管理(li)登(deng)記情況、登(deng)記事(shi)項(xiang)和登(deng)記證載明事(shi)項(xiang)的真實性及相關規定(ding)的落(luo)實情況。建立監督執(zhi)法聯動機制(zhi),按照“雙隨機、一公開”原則(ze),將新(xin)(xin)(xin)(xin)化學(xue)物(wu)質(zhi)環(huan)(huan)(huan)境(jing)(jing)(jing)管理(li)事(shi)項(xiang)納入環(huan)(huan)(huan)境(jing)(jing)(jing)執(zhi)法年(nian)度工作計劃,加大(da)對違法企業(ye)的處罰力度。(省(sheng)生(sheng)(sheng)態環(huan)(huan)(huan)境(jing)(jing)(jing)廳(ting)負責)

4.嚴格(ge)落實新(xin)污染(ran)(ran)(ran)物(wu)(wu)(wu)(wu)(wu)管(guan)(guan)(guan)控(kong)措施。按照《產(chan)(chan)業(ye)結構(gou)調(diao)整指(zhi)導目(mu)(mu)錄》要求(qiu),積(ji)極推進(jin)淘(tao)汰類(lei)工業(ye)化學(xue)品(pin)(pin)、農(nong)藥(yao)、獸藥(yao)、藥(yao)品(pin)(pin)、化妝(zhuang)品(pin)(pin)等按期(qi)淘(tao)汰,未按期(qi)淘(tao)汰的(de)依(yi)(yi)法停止其產(chan)(chan)品(pin)(pin)登記(ji)或(huo)生(sheng)產(chan)(chan)許(xu)可證核發(fa)(fa)。督(du)促企業(ye)嚴格(ge)按照相關藥(yao)品(pin)(pin)、化妝(zhuang)品(pin)(pin)生(sheng)產(chan)(chan)經營質量管(guan)(guan)(guan)理(li)(li)規范開展(zhan)生(sheng)產(chan)(chan)經營活(huo)動,防止因經營管(guan)(guan)(guan)理(li)(li)不(bu)善造成新(xin)污染(ran)(ran)(ran)物(wu)(wu)(wu)(wu)(wu)排(pai)放。強(qiang)化環(huan)(huan)境影響評價管(guan)(guan)(guan)理(li)(li),嚴格(ge)涉新(xin)污染(ran)(ran)(ran)物(wu)(wu)(wu)(wu)(wu)建設(she)項目(mu)(mu)準入。按照重(zhong)點管(guan)(guan)(guan)控(kong)新(xin)污染(ran)(ran)(ran)物(wu)(wu)(wu)(wu)(wu)清單,禁止、限制重(zhong)點管(guan)(guan)(guan)控(kong)新(xin)污染(ran)(ran)(ran)物(wu)(wu)(wu)(wu)(wu)的(de)生(sheng)產(chan)(chan)、加工使(shi)(shi)用(yong)(yong)。按照禁止進(jin)(出)口貨(huo)物(wu)(wu)(wu)(wu)(wu)目(mu)(mu)錄管(guan)(guan)(guan)理(li)(li)要求(qiu),加強(qiang)進(jin)出口管(guan)(guan)(guan)控(kong)。嚴格(ge)落實各類(lei)產(chan)(chan)品(pin)(pin)關于新(xin)污染(ran)(ran)(ran)物(wu)(wu)(wu)(wu)(wu)限值、禁用(yong)(yong)、標識或(huo)提示等有(you)(you)關要求(qiu),加強(qiang)玩具、學(xue)生(sheng)用(yong)(yong)品(pin)(pin)等相關產(chan)(chan)品(pin)(pin)新(xin)污染(ran)(ran)(ran)物(wu)(wu)(wu)(wu)(wu)含量控(kong)制監管(guan)(guan)(guan),組織對新(xin)污染(ran)(ran)(ran)物(wu)(wu)(wu)(wu)(wu)或(huo)含有(you)(you)新(xin)污染(ran)(ran)(ran)成份的(de)產(chan)(chan)品(pin)(pin)進(jin)行監督(du)抽查,依(yi)(yi)法依(yi)(yi)規處理(li)(li)不(bu)符(fu)合國家(jia)產(chan)(chan)業(ye)政策或(huo)標準要求(qiu)的(de)企業(ye)。減少產(chan)(chan)品(pin)(pin)消費過程(cheng)中造成的(de)新(xin)污染(ran)(ran)(ran)物(wu)(wu)(wu)(wu)(wu)環(huan)(huan)境排(pai)放。依(yi)(yi)法嚴厲打擊(ji)已淘(tao)汰持久性有(you)(you)機(ji)污染(ran)(ran)(ran)物(wu)(wu)(wu)(wu)(wu)的(de)非(fei)法生(sheng)產(chan)(chan)和(he)加工使(shi)(shi)用(yong)(yong)行為。(省發(fa)(fa)展(zhan)改(gai)革委、工業(ye)和(he)信息化廳(ting)(ting)、生(sheng)態(tai)環(huan)(huan)境廳(ting)(ting)、農(nong)業(ye)農(nong)村廳(ting)(ting)、商務廳(ting)(ting)、市場監管(guan)(guan)(guan)局(ju)、藥(yao)監局(ju)、鄭州海關等按職責(ze)分工負責(ze))

(四(si))強化過程控制,減少新污染物(wu)排(pai)放。

5.加(jia)強(qiang)清潔(jie)生(sheng)(sheng)產(chan)和(he)(he)綠(lv)色制(zhi)造(zao)。對使用(yong)(yong)有(you)毒(du)有(you)害化學物(wu)質進(jin)行生(sheng)(sheng)產(chan)或(huo)在生(sheng)(sheng)產(chan)過(guo)程中排放(fang)有(you)毒(du)有(you)害化學物(wu)質的(de)企業(ye)依法實施(shi)強(qiang)制(zhi)性清潔(jie)生(sheng)(sheng)產(chan)審核,全(quan)面推進(jin)清潔(jie)生(sheng)(sheng)產(chan)改造(zao)。企業(ye)應采取便于公眾(zhong)知(zhi)曉(xiao)的(de)方式公布使用(yong)(yong)有(you)毒(du)有(you)害原料(liao)的(de)情況以及排放(fang)有(you)毒(du)有(you)害化學物(wu)質的(de)名稱、濃度和(he)(he)數量等(deng)相關信(xin)息。將重點(dian)管(guan)控新污染(ran)物(wu)限值和(he)(he)禁(jin)用(yong)(yong)要求納入環境標(biao)志(zhi)產(chan)品(pin)(pin)和(he)(he)綠(lv)色產(chan)品(pin)(pin)標(biao)準、認(ren)(ren)證(zheng)、標(biao)識體系,利用(yong)(yong)“世界認(ren)(ren)可(ke)日”“3·15國際消費(fei)者(zhe)(zhe)權(quan)益保(bao)護(hu)日”等(deng)重要時(shi)間節(jie)點(dian)和(he)(he)活動,積極開展綠(lv)色產(chan)品(pin)(pin)認(ren)(ren)證(zheng)宣傳活動,推動認(ren)(ren)證(zheng)結(jie)果采信(xin),引導(dao)行業(ye)、社會消費(fei)者(zhe)(zhe)使用(yong)(yong)綠(lv)色認(ren)(ren)證(zheng)產(chan)品(pin)(pin)。(省發展改革委(wei)、工業(ye)和(he)(he)信(xin)息化廳、生(sheng)(sheng)態環境廳、住房城鄉建(jian)設(she)廳、市(shi)場監管(guan)局(ju)等(deng)按職(zhi)責(ze)分工負責(ze))

6.規范(fan)抗(kang)(kang)(kang)生(sheng)素類藥(yao)(yao)品使(shi)(shi)(shi)(shi)(shi)用(yong)(yong)管理。嚴(yan)(yan)格落(luo)實抗(kang)(kang)(kang)菌(jun)(jun)(jun)(jun)(jun)(jun)藥(yao)(yao)物(wu)(wu)環(huan)境危(wei)(wei)害(hai)性評(ping)估(gu)制度(du),在獸(shou)用(yong)(yong)抗(kang)(kang)(kang)菌(jun)(jun)(jun)(jun)(jun)(jun)藥(yao)(yao)注冊登記(ji)環(huan)節對新品種開展抗(kang)(kang)(kang)菌(jun)(jun)(jun)(jun)(jun)(jun)藥(yao)(yao)物(wu)(wu)環(huan)境危(wei)(wei)害(hai)性評(ping)估(gu)。加強(qiang)(qiang)抗(kang)(kang)(kang)菌(jun)(jun)(jun)(jun)(jun)(jun)藥(yao)(yao)物(wu)(wu)臨床應(ying)用(yong)(yong)管理,將住院(yuan)患者抗(kang)(kang)(kang)菌(jun)(jun)(jun)(jun)(jun)(jun)藥(yao)(yao)物(wu)(wu)使(shi)(shi)(shi)(shi)(shi)用(yong)(yong)率、抗(kang)(kang)(kang)菌(jun)(jun)(jun)(jun)(jun)(jun)藥(yao)(yao)物(wu)(wu)使(shi)(shi)(shi)(shi)(shi)用(yong)(yong)強(qiang)(qiang)度(du)、特殊使(shi)(shi)(shi)(shi)(shi)用(yong)(yong)級抗(kang)(kang)(kang)菌(jun)(jun)(jun)(jun)(jun)(jun)藥(yao)(yao)物(wu)(wu)使(shi)(shi)(shi)(shi)(shi)用(yong)(yong)量占比、Ⅰ類切(qie)口(kou)手術(shu)抗(kang)(kang)(kang)菌(jun)(jun)(jun)(jun)(jun)(jun)藥(yao)(yao)物(wu)(wu)預(yu)防使(shi)(shi)(shi)(shi)(shi)用(yong)(yong)率、抗(kang)(kang)(kang)菌(jun)(jun)(jun)(jun)(jun)(jun)藥(yao)(yao)物(wu)(wu)治療(liao)(liao)前(qian)病原學送檢率等指標(biao)納入(ru)醫院(yuan)監測和醫院(yuan)評(ping)審評(ping)價指標(biao)體系,引導醫療(liao)(liao)機構規范(fan)使(shi)(shi)(shi)(shi)(shi)用(yong)(yong)抗(kang)(kang)(kang)生(sheng)素。強(qiang)(qiang)化(hua)藥(yao)(yao)品零售(shou)連(lian)鎖總部和零售(shou)藥(yao)(yao)店(dian)管理,嚴(yan)(yan)格落(luo)實零售(shou)藥(yao)(yao)店(dian)憑(ping)處方銷售(shou)處方藥(yao)(yao)類抗(kang)(kang)(kang)菌(jun)(jun)(jun)(jun)(jun)(jun)藥(yao)(yao)物(wu)(wu)要求。加強(qiang)(qiang)獸(shou)用(yong)(yong)抗(kang)(kang)(kang)菌(jun)(jun)(jun)(jun)(jun)(jun)藥(yao)(yao)監督管理,實施獸(shou)用(yong)(yong)抗(kang)(kang)(kang)菌(jun)(jun)(jun)(jun)(jun)(jun)藥(yao)(yao)使(shi)(shi)(shi)(shi)(shi)用(yong)(yong)減(jian)量化(hua)行動(dong),推行憑(ping)獸(shou)醫處方銷售(shou)使(shi)(shi)(shi)(shi)(shi)用(yong)(yong)獸(shou)用(yong)(yong)抗(kang)(kang)(kang)菌(jun)(jun)(jun)(jun)(jun)(jun)藥(yao)(yao)。(省農業農村(cun)廳、衛生(sheng)健康委、藥(yao)(yao)監局(ju)等按職責(ze)分工負(fu)責(ze))

7.強(qiang)化(hua)農(nong)(nong)(nong)藥(yao)(yao)(yao)使用管理(li)(li)。加(jia)強(qiang)農(nong)(nong)(nong)藥(yao)(yao)(yao)登記管理(li)(li),健全農(nong)(nong)(nong)藥(yao)(yao)(yao)登記后(hou)環(huan)境(jing)(jing)風險(xian)監測和再評價機制。嚴格(ge)管控具有環(huan)境(jing)(jing)持(chi)(chi)久性(xing)、生物(wu)累積性(xing)等(deng)特性(xing)的(de)高(gao)毒(du)高(gao)風險(xian)農(nong)(nong)(nong)藥(yao)(yao)(yao)及助劑。2025年年底(di)前完成一(yi)批高(gao)毒(du)高(gao)風險(xian)農(nong)(nong)(nong)藥(yao)(yao)(yao)品種再評價。持(chi)(chi)續開展(zhan)農(nong)(nong)(nong)藥(yao)(yao)(yao)減量增效行(xing)動,鼓勵發展(zhan)高(gao)效低風險(xian)農(nong)(nong)(nong)藥(yao)(yao)(yao),穩步推進高(gao)毒(du)高(gao)風險(xian)農(nong)(nong)(nong)藥(yao)(yao)(yao)淘汰和替(ti)代(dai)。鼓勵使用便于回(hui)收的(de)大容量包(bao)裝物(wu),加(jia)強(qiang)農(nong)(nong)(nong)藥(yao)(yao)(yao)包(bao)裝廢棄物(wu)回(hui)收處理(li)(li)。(省農(nong)(nong)(nong)業農(nong)(nong)(nong)村廳、生態環(huan)境(jing)(jing)廳等(deng)按職(zhi)責分工(gong)負責)

(五)深化末(mo)端(duan)治(zhi)理,降(jiang)低新污染物環(huan)境風(feng)險。

8.加強新(xin)(xin)污(wu)(wu)(wu)染(ran)(ran)(ran)(ran)物(wu)多環(huan)(huan)境介質(zhi)協同治理。加強有毒有害大氣(qi)污(wu)(wu)(wu)染(ran)(ran)(ran)(ran)物(wu)、水污(wu)(wu)(wu)染(ran)(ran)(ran)(ran)物(wu)環(huan)(huan)境治理,嚴(yan)格(ge)落實相(xiang)關(guan)(guan)污(wu)(wu)(wu)染(ran)(ran)(ran)(ran)控(kong)制技術規范。排(pai)放重(zhong)(zhong)點(dian)管(guan)(guan)(guan)控(kong)新(xin)(xin)污(wu)(wu)(wu)染(ran)(ran)(ran)(ran)物(wu)的(de)企事(shi)業單位要采(cai)取(qu)(qu)污(wu)(wu)(wu)染(ran)(ran)(ran)(ran)控(kong)制措施(shi),達到相(xiang)關(guan)(guan)污(wu)(wu)(wu)染(ran)(ran)(ran)(ran)物(wu)排(pai)放標準及環(huan)(huan)境質(zhi)量目標要求(qiu);按照排(pai)污(wu)(wu)(wu)許(xu)可管(guan)(guan)(guan)理有關(guan)(guan)要求(qiu),依(yi)(yi)法申領排(pai)污(wu)(wu)(wu)許(xu)可證或填寫排(pai)污(wu)(wu)(wu)登記表,并在其中載明執行的(de)污(wu)(wu)(wu)染(ran)(ran)(ran)(ran)控(kong)制標準要求(qiu)及采(cai)取(qu)(qu)的(de)污(wu)(wu)(wu)染(ran)(ran)(ran)(ran)控(kong)制措施(shi)。排(pai)放重(zhong)(zhong)點(dian)管(guan)(guan)(guan)控(kong)新(xin)(xin)污(wu)(wu)(wu)染(ran)(ran)(ran)(ran)物(wu)的(de)企事(shi)業單位和(he)其他(ta)生(sheng)(sheng)產經營(ying)者(zhe)要按照相(xiang)關(guan)(guan)法律(lv)、法規要求(qiu),對排(pai)放(污(wu)(wu)(wu))口及其周(zhou)邊環(huan)(huan)境定期開展環(huan)(huan)境監測(ce),評估環(huan)(huan)境風(feng)險,排(pai)查整(zheng)治環(huan)(huan)境安全隱(yin)患,依(yi)(yi)法公開新(xin)(xin)污(wu)(wu)(wu)染(ran)(ran)(ran)(ran)物(wu)信息,采(cai)取(qu)(qu)措施(shi)防范環(huan)(huan)境風(feng)險。土(tu)壤污(wu)(wu)(wu)染(ran)(ran)(ran)(ran)重(zhong)(zhong)點(dian)監管(guan)(guan)(guan)單位要嚴(yan)格(ge)控(kong)制有毒有害物(wu)質(zhi)排(pai)放,建立土(tu)壤污(wu)(wu)(wu)染(ran)(ran)(ran)(ran)隱(yin)患排(pai)查制度,防止(zhi)有毒有害物(wu)質(zhi)滲漏(lou)、流失、揚散。將生(sheng)(sheng)產、加工使(shi)用(yong)或排(pai)放重(zhong)(zhong)點(dian)管(guan)(guan)(guan)控(kong)新(xin)(xin)污(wu)(wu)(wu)染(ran)(ran)(ran)(ran)物(wu)清單中所列(lie)化學物(wu)質(zhi)的(de)企事(shi)業單位作為重(zhong)(zhong)點(dian)排(pai)污(wu)(wu)(wu)單位。(省(sheng)生(sheng)(sheng)態環(huan)(huan)境廳負責)

9.強化(hua)(hua)含特定新污染物(wu)廢(fei)(fei)(fei)(fei)物(wu)的收集(ji)利(li)用處(chu)置。嚴格落實廢(fei)(fei)(fei)(fei)藥品、廢(fei)(fei)(fei)(fei)農(nong)(nong)藥以及抗生(sheng)素生(sheng)產過程中(zhong)產生(sheng)的廢(fei)(fei)(fei)(fei)母液(ye)、廢(fei)(fei)(fei)(fei)反應基(ji)(ji)、廢(fei)(fei)(fei)(fei)培養基(ji)(ji)等廢(fei)(fei)(fei)(fei)物(wu)的收集(ji)利(li)用處(chu)置要求。提升(sheng)含特定新污染物(wu)廢(fei)(fei)(fei)(fei)物(wu)利(li)用處(chu)置能力,探索開展含全氟辛(xin)烷磺酰基(ji)(ji)化(hua)(hua)合物(wu)廢(fei)(fei)(fei)(fei)棄泡(pao)沫滅火劑環境無害化(hua)(hua)處(chu)置。(省生(sheng)態環境廳(ting)、農(nong)(nong)業(ye)農(nong)(nong)村廳(ting)等按職責分工負責)

10.實施(shi)新(xin)污(wu)(wu)染(ran)物(wu)(wu)治理(li)(li)(li)試點(dian)(dian)工(gong)程(cheng)。在(zai)黃河流(liu)域(yu)和重點(dian)(dian)飲用水(shui)水(shui)源(yuan)地周邊,圍繞生活污(wu)(wu)水(shui)處理(li)(li)(li)行業抗生素和內分泌干擾物(wu)(wu)治理(li)(li)(li)、固體(ti)廢物(wu)(wu)焚(fen)燒行業二(er)噁英等持久性有機污(wu)(wu)染(ran)物(wu)(wu)治理(li)(li)(li)、水(shui)產及畜(chu)禽養(yang)殖行業抗生素治理(li)(li)(li)等開展新(xin)污(wu)(wu)染(ran)物(wu)(wu)治理(li)(li)(li)試點(dian)(dian)。研究制定(ding)有關激勵政策,聚焦(jiao)石化、涂料、紡織印染(ran)、橡膠、農藥、醫(yi)藥等行業,選取一批(pi)重點(dian)(dian)企業,推動先行先試,實施(shi)新(xin)污(wu)(wu)染(ran)物(wu)(wu)治理(li)(li)(li)示范工(gong)程(cheng),減(jian)少新(xin)污(wu)(wu)染(ran)物(wu)(wu)的(de)產生和排放。(省工(gong)業和信息(xi)化廳(ting)、生態環境廳(ting)等按職責分工(gong)負(fu)責)

(六)加強(qiang)能力建(jian)設,夯實新污染物治理(li)基礎。

11.建立(li)新(xin)(xin)污(wu)(wu)(wu)染物(wu)(wu)(wu)(wu)環(huan)境調(diao)查(cha)監(jian)測(ce)體系。制定新(xin)(xin)污(wu)(wu)(wu)染物(wu)(wu)(wu)(wu)環(huan)境調(diao)查(cha)監(jian)測(ce)方案,依托全省生(sheng)態環(huan)境監(jian)測(ce)網絡,初步排查(cha)出(chu)我省涉新(xin)(xin)污(wu)(wu)(wu)染物(wu)(wu)(wu)(wu)的(de)重點區(qu)域(yu)、流域(yu)、湖泊(bo),逐步對水(shui)體、土壤中(zhong)新(xin)(xin)污(wu)(wu)(wu)染物(wu)(wu)(wu)(wu)開(kai)展(zhan)環(huan)境調(diao)查(cha)監(jian)測(ce),對重點行業或重點工業園區(qu)開(kai)展(zhan)新(xin)(xin)污(wu)(wu)(wu)染物(wu)(wu)(wu)(wu)排放監(jian)測(ce)。研究并嘗試開(kai)展(zhan)市政(zheng)供水(shui)的(de)出(chu)廠水(shui)中(zhong)、城鎮污(wu)(wu)(wu)水(shui)處理廠外排水(shui)中(zhong)持久性(xing)有機污(wu)(wu)(wu)染物(wu)(wu)(wu)(wu)、內分(fen)泌干擾物(wu)(wu)(wu)(wu)等(deng)(deng)新(xin)(xin)污(wu)(wu)(wu)染物(wu)(wu)(wu)(wu)調(diao)查(cha)檢(jian)測(ce)。以消毒副產(chan)物(wu)(wu)(wu)(wu)、藻毒素(su)和全氟化合物(wu)(wu)(wu)(wu)等(deng)(deng)新(xin)(xin)污(wu)(wu)(wu)染物(wu)(wu)(wu)(wu)為重點,探索(suo)開(kai)展(zhan)從飲用(yong)水(shui)水(shui)源(yuan)到(dao)用(yong)水(shui)末端全過程新(xin)(xin)污(wu)(wu)(wu)染物(wu)(wu)(wu)(wu)監(jian)測(ce)。2025年年底前初步建立(li)新(xin)(xin)污(wu)(wu)(wu)染物(wu)(wu)(wu)(wu)環(huan)境調(diao)查(cha)監(jian)測(ce)體系。(省生(sheng)態環(huan)境廳(ting)、住房城鄉建設廳(ting)、衛生(sheng)健(jian)康委等(deng)(deng)按職責(ze)分(fen)工負(fu)責(ze))

12.提(ti)升(sheng)新(xin)(xin)污(wu)染(ran)物(wu)(wu)治理科技(ji)支撐能(neng)(neng)力。加(jia)(jia)(jia)強(qiang)新(xin)(xin)污(wu)染(ran)物(wu)(wu)治理科技(ji)攻關,開(kai)展新(xin)(xin)污(wu)染(ran)物(wu)(wu)相關新(xin)(xin)理論和(he)新(xin)(xin)技(ji)術等研(yan)(yan)究(jiu),提(ti)升(sheng)創新(xin)(xin)能(neng)(neng)力。加(jia)(jia)(jia)強(qiang)含(han)特定(ding)新(xin)(xin)污(wu)染(ran)物(wu)(wu)廢物(wu)(wu)利用處置污(wu)染(ran)控制技(ji)術規范研(yan)(yan)究(jiu)。加(jia)(jia)(jia)強(qiang)抗生素、微塑料等生態(tai)環(huan)境(jing)(jing)危害機理和(he)治理技(ji)術研(yan)(yan)究(jiu)。加(jia)(jia)(jia)強(qiang)新(xin)(xin)污(wu)染(ran)物(wu)(wu)檢(jian)驗(yan)檢(jian)測能(neng)(neng)力建(jian)設,鼓勵檢(jian)驗(yan)檢(jian)測機構(gou)提(ti)升(sheng)新(xin)(xin)污(wu)染(ran)物(wu)(wu)檢(jian)測能(neng)(neng)力;對提(ti)出新(xin)(xin)污(wu)染(ran)物(wu)(wu)檢(jian)驗(yan)檢(jian)測資質認定(ding)申請的,及(ji)時予以辦理。(省科技(ji)廳(ting)、生態(tai)環(huan)境(jing)(jing)廳(ting)、衛生健康委、市(shi)場監管局等按職責(ze)分(fen)工負責(ze))

13.加(jia)(jia)強基礎能(neng)力(li)(li)建(jian)設。加(jia)(jia)強新污染(ran)物治(zhi)(zhi)理的監督、執法和監測能(neng)力(li)(li)建(jian)設。加(jia)(jia)強相(xiang)關專業人才隊伍建(jian)設,引進新污染(ran)物治(zhi)(zhi)理相(xiang)關專業人才,提升監管部門人員專業素質,組(zu)織開(kai)展新污染(ran)物治(zhi)(zhi)理專項培訓。(省生態環境廳、發(fa)展改革委、科技廳、工(gong)業和信(xin)息化廳、財(cai)政廳、住房(fang)城鄉建(jian)設廳、農業農村(cun)廳、商務廳、衛生健康委、市場監管局、藥監局、鄭州(zhou)海關等部門按職責分工(gong)負責)

四、保障措施

(一)加強(qiang)組織(zhi)領導。各地要加強(qiang)對新(xin)(xin)污染物(wu)治理的(de)組織(zhi)領導,各省轄(xia)市政府和(he)濟源(yuan)示范(fan)區、航空港區管委會是組織(zhi)實施新(xin)(xin)污染物(wu)治理的(de)主體,要細化(hua)分(fen)解目標任務,明確部門(men)分(fen)工(gong),抓好工(gong)作落實。各有關部門(men)要加強(qiang)分(fen)工(gong)協作,共同做好新(xin)(xin)污染物(wu)治理工(gong)作,2025年對本行(xing)動方(fang)案實施情況進行(xing)評估。將(jiang)新(xin)(xin)污染物(wu)治理中存在的(de)突(tu)出生態環(huan)境問(wen)題納入(ru)生態環(huan)境保(bao)護督察(cha)內容(rong)。(省生態環(huan)境廳牽(qian)頭(tou),有關部門(men)按(an)職(zhi)責(ze)分(fen)工(gong)負責(ze))

(二)強化監(jian)管(guan)執(zhi)(zhi)法(fa)(fa)(fa)(fa)。督促企(qi)業落(luo)實主體責(ze)任(ren),嚴(yan)格落(luo)實國家和(he)我省(sheng)新(xin)污染物(wu)治(zhi)理要求。加(jia)強重(zhong)點(dian)管(guan)控新(xin)污染物(wu)排放執(zhi)(zhi)法(fa)(fa)(fa)(fa)監(jian)測(ce)和(he)重(zhong)點(dian)區域環境(jing)(jing)監(jian)測(ce)。對涉重(zhong)點(dian)管(guan)控新(xin)污染物(wu)企(qi)事業單位依法(fa)(fa)(fa)(fa)開(kai)展(zhan)現(xian)場(chang)檢(jian)查,加(jia)大對未按規定落(luo)實環境(jing)(jing)風險管(guan)控措施企(qi)業的監(jian)督執(zhi)(zhi)法(fa)(fa)(fa)(fa)力度。加(jia)強對禁止或(huo)限制類有(you)毒有(you)害化學(xue)物(wu)質及其相關(guan)產品生產、加(jia)工(gong)使用、進出口的監(jian)督執(zhi)(zhi)法(fa)(fa)(fa)(fa)。(省(sheng)生態(tai)環境(jing)(jing)廳(ting)、農業農村(cun)廳(ting)、市場(chang)監(jian)管(guan)局、藥監(jian)局、鄭州海關(guan)等按職責(ze)分工(gong)負責(ze))

(三)拓(tuo)寬資金投入(ru)渠道。鼓勵社(she)會資本進入(ru)新(xin)污(wu)(wu)(wu)染物(wu)治(zhi)理(li)領域,引導金融機構加大對新(xin)污(wu)(wu)(wu)染物(wu)治(zhi)理(li)的信貸支持力度。新(xin)污(wu)(wu)(wu)染物(wu)治(zhi)理(li)按規(gui)定(ding)享受稅(shui)收優(you)惠政策。(省財政廳、生態環境廳、稅(shui)務局、河南銀保(bao)監(jian)局等按職責分工(gong)負責)

(四(si))加強(qiang)宣(xuan)(xuan)傳(chuan)引(yin)導。加強(qiang)法(fa)律、法(fa)規、政(zheng)策宣(xuan)(xuan)傳(chuan)解(jie)讀。開展新污染(ran)物(wu)治(zhi)理科普(pu)宣(xuan)(xuan)傳(chuan)教育,引(yin)導公眾科學認識(shi)新污染(ran)物(wu)環境風險(xian),樹立綠色消費(fei)理念。鼓勵(li)公眾通過多種渠道舉報涉新污染(ran)物(wu)環境違(wei)法(fa)犯罪行為,充分發揮社會輿論(lun)監督作用。(省生(sheng)態環境廳牽頭(tou),有關部(bu)門按職責(ze)分工負(fu)責(ze))
