谷騰環保網訊1月31日,陜西省(sheng)榆林市人民政府發布《在生(sheng)態保護上(shang)下苦功夫實施(shi)方案》,制定強(qiang)化區域水環境綜合治(zhi)理(li)(li)、全(quan)面推(tui)進城鎮生(sheng)活污水治(zhi)理(li)(li)等32條主(zhu)要任務(wu),以提(ti)升環境治(zhi)理(li)(li)體系(xi)和治(zhi)理(li)(li)能力現代化水平。詳情如下:

在生態保護上下苦功夫實施方案

為(wei)扎實(shi)貫徹落實(shi)我市(shi)2022年(nian)《政府工(gong)作報告(gao)》提出今后五(wu)年(nian)“在(zai)生態保護(hu)(hu)上下苦功夫”的(de)安排部(bu)署,全(quan)面提升全(quan)市(shi)生態環境保護(hu)(hu)工(gong)作水(shui)平,結合(he)我市(shi)實(shi)際,制定本(ben)實(shi)施方案。

一、總體要求

堅持以(yi)習近(jin)平(ping)新時代中國(guo)特色社會(hui)主義思想(xiang)為指導,全面(mian)貫徹黨(dang)的(de)二(er)十大(da)精神,全面(mian)落(luo)實(shi)習近(jin)平(ping)生態(tai)文明思想(xiang)和習近(jin)平(ping)總書記來陜(shan)考察重要講話(hua)重要指示精神,準確(que)把(ba)握新發(fa)展階段(duan),深入貫徹新發(fa)展理念,加快(kuai)構(gou)建新發(fa)展格局,重點在“‘三水’統(tong)籌、治土護綠、減(jian)廢降碳”上下苦(ku)功夫,全力打好生態(tai)環(huan)境(jing)鞏(gong)固提升(sheng)持久戰,加快(kuai)綠色低碳發(fa)展,推(tui)動(dong)生態(tai)環(huan)境(jing)突出(chu)問(wen)題有效解決(jue)、生態(tai)環(huan)境(jing)質量持續改善,加快(kuai)推(tui)進黃土高原生態(tai)文明示范區建設(she)。

二、工作目標

到(dao)(dao)2025年,生(sheng)(sheng)(sheng)態環(huan)(huan)境(jing)(jing)(jing)質量(liang)持續提(ti)(ti)升(sheng),水(shui)生(sheng)(sheng)(sheng)態功能初步得(de)(de)到(dao)(dao)恢復,國考劣(lie)Ⅴ類斷面、城市(shi)建(jian)成區(qu)和(he)農(nong)村黑(hei)臭水(shui)體基本消除,城鄉(xiang)人居(ju)環(huan)(huan)境(jing)(jing)(jing)明(ming)(ming)(ming)(ming)顯(xian)改善;生(sheng)(sheng)(sheng)態系統穩定性(xing)顯(xian)著增強(qiang),生(sheng)(sheng)(sheng)物(wu)(wu)多(duo)樣性(xing)得(de)(de)到(dao)(dao)有效保護(hu),生(sheng)(sheng)(sheng)物(wu)(wu)安全(quan)(quan)管(guan)理(li)水(shui)平(ping)(ping)不(bu)斷提(ti)(ti)升(sheng),生(sheng)(sheng)(sheng)態系統服務功能持續增強(qiang);環(huan)(huan)境(jing)(jing)(jing)風險得(de)(de)到(dao)(dao)全(quan)(quan)面管(guan)控,土(tu)壤(rang)安全(quan)(quan)利用水(shui)平(ping)(ping)鞏固提(ti)(ti)升(sheng),固體廢物(wu)(wu)與化學物(wu)(wu)質環(huan)(huan)境(jing)(jing)(jing)風險防控能力明(ming)(ming)(ming)(ming)顯(xian)增強(qiang);初步建(jian)立節約資源和(he)保護(hu)環(huan)(huan)境(jing)(jing)(jing)的空間格(ge)局、產(chan)業結構(gou)、生(sheng)(sheng)(sheng)產(chan)方式(shi)、生(sheng)(sheng)(sheng)活(huo)方式(shi),生(sheng)(sheng)(sheng)態文(wen)明(ming)(ming)(ming)(ming)制度體系更(geng)加健全(quan)(quan),黃土(tu)高(gao)原生(sheng)(sheng)(sheng)態文(wen)明(ming)(ming)(ming)(ming)示(shi)范區(qu)建(jian)設取(qu)得(de)(de)重大突破,環(huan)(huan)境(jing)(jing)(jing)治(zhi)理(li)體系和(he)治(zhi)理(li)能力現(xian)代化水(shui)平(ping)(ping)明(ming)(ming)(ming)(ming)顯(xian)提(ti)(ti)升(sheng)。

三、主要任務

(一)在統籌水(shui)資源(yuan)、水(shui)環境、水(shui)生(sheng)態改善上(shang)下苦功夫。

1.強化區域(yu)水(shui)環(huan)境(jing)綜合(he)治(zhi)理(li)(li)(li)。編制(zhi)實施重點(dian)流(liu)域(yu)水(shui)生態環(huan)境(jing)保護(hu)規劃要點(dian),加大(da)黃(huang)河(he)干流(liu)及黃(huang)甫川、孤山川、窟(ku)野河(he)、禿(tu)尾河(he)等支流(liu)水(shui)污染(ran)治(zhi)理(li)(li)(li);扎實推進(jin)無定(ding)河(he)流(liu)域(yu)水(shui)環(huan)境(jing)綜合(he)治(zhi)理(li)(li)(li)與可持續發展試點(dian),實施黨家溝至王(wang)家河(he)段(duan)水(shui)環(huan)境(jing)綜合(he)治(zhi)理(li)(li)(li)工程,加快無定(ding)河(he)、蘆(lu)河(he)、大(da)理(li)(li)(li)河(he)等河(he)道和灘區綜合(he)治(zhi)理(li)(li)(li),統籌解決無定(ding)河(he)流(liu)域(yu)水(shui)資源短(duan)缺、水(shui)污染(ran)、水(shui)災害、水(shui)管控(kong)等問(wen)題。(市(shi)(shi)(shi)生態環(huan)境(jing)局牽頭,市(shi)(shi)(shi)水(shui)利局和各縣市(shi)(shi)(shi)區人民政府配合(he))

2.全面推進城鎮生活污水治(zhi)理(li)(li)。實(shi)施綏德縣(xian)污水處理(li)(li)廠二期工(gong)程和榆(yu)林高新區(qu)污水處理(li)(li)廠提標改造工(gong)程,建成并投(tou)運橫山區(qu)波羅、響水、黨岔,綏德縣(xian)白家(jia)鹼、薛家(jia)峁(mao),清澗縣(xian)李家(jia)塔(ta)、解(jie)家(jia)溝、店則溝、高杰村(cun)、老舍(she)窠(ke)等鄉鎮污水處理(li)(li)設(she)施,提升(sheng)斷(duan)面水質(zhi),確保國考斷(duan)面達到國家(jia)考核要求。(市住建局(ju)(ju)牽頭,市生態環境局(ju)(ju)和各(ge)縣(xian)市區(qu)人民(min)政府配合)

3.加強入(ru)河排(pai)(pai)(pai)污(wu)(wu)口(kou)(kou)排(pai)(pai)(pai)查整治。對全市入(ru)河排(pai)(pai)(pai)污(wu)(wu)口(kou)(kou)“有口(kou)(kou)皆查,應(ying)查盡(jin)查”,開展溯源分析(xi),逐一明確(que)入(ru)河排(pai)(pai)(pai)污(wu)(wu)口(kou)(kou)責(ze)任(ren)主體,建立(li)入(ru)河排(pai)(pai)(pai)污(wu)(wu)口(kou)(kou)與污(wu)(wu)染(ran)點(dian)源責(ze)任(ren)網(wang),完成入(ru)河排(pai)(pai)(pai)污(wu)(wu)口(kou)(kou)污(wu)(wu)染(ran)點(dian)源重(zhong)點(dian)河流斷面分布圖繪制,扎(zha)實推進市轄內(nei)所(suo)有入(ru)河排(pai)(pai)(pai)污(wu)(wu)口(kou)(kou)排(pai)(pai)(pai)查整治。(市生(sheng)態(tai)環境局(ju)牽頭(tou),市住(zhu)建局(ju)、市水利局(ju)和(he)各縣(xian)市區(qu)人民政府配(pei)合)

4.加強飲用(yong)水(shui)(shui)水(shui)(shui)源(yuan)地(di)保護(hu)(hu)區管理。持續推(tui)進縣級及以上城(cheng)鎮集中式(shi)飲用(yong)水(shui)(shui)水(shui)(shui)源(yuan)地(di)規范化建(jian)設,完成王圪堵(du)水(shui)(shui)庫、子(zi)洲縣三何溝飲用(yong)水(shui)(shui)水(shui)(shui)源(yuan)地(di)保護(hu)(hu)區劃定和(he)標(biao)識(shi)、界樁、隔離(li)防護(hu)(hu)網等設置以及37個農(nong)村水(shui)(shui)源(yuan)地(di)保護(hu)(hu)工程。(市生態環境(jing)局、市水(shui)(shui)利局牽頭,各縣市區人民政(zheng)府配合)

5.強化黑(hei)臭水(shui)(shui)體綜合(he)整治。鞏(gong)固榆林中(zhong)心城(cheng)區(qu)(qu)(qu)(qu)黑(hei)臭水(shui)(shui)體治理(li)(li)成(cheng)(cheng)果,建(jian)立黑(hei)臭水(shui)(shui)體動態管理(li)(li)機制,形(xing)成(cheng)(cheng)城(cheng)市(shi)建(jian)成(cheng)(cheng)區(qu)(qu)(qu)(qu)黑(hei)臭水(shui)(shui)體問題清(qing)(qing)單,采取(qu)控源(yuan)截污、垃圾清(qing)(qing)理(li)(li)、清(qing)(qing)淤疏浚、生態修復等措(cuo)施,加(jia)大黑(hei)臭水(shui)(shui)體治理(li)(li)力度,各縣市(shi)區(qu)(qu)(qu)(qu)城(cheng)市(shi)建(jian)成(cheng)(cheng)區(qu)(qu)(qu)(qu)2022年底(di)前完成(cheng)(cheng)黑(hei)臭水(shui)(shui)體整治。(市(shi)生態環(huan)境局、市(shi)住建(jian)局牽頭,各縣市(shi)區(qu)(qu)(qu)(qu)人民政府配(pei)合(he))

6.積極推(tui)動水(shui)(shui)生(sheng)態(tai)(tai)(tai)擴容(rong)。分(fen)(fen)區(qu)(qu)分(fen)(fen)類開展水(shui)(shui)生(sheng)態(tai)(tai)(tai)恢(hui)(hui)復(fu),對(dui)遭(zao)到破壞的水(shui)(shui)源涵養(yang)區(qu)(qu)、生(sheng)態(tai)(tai)(tai)緩沖(chong)帶(dai),加(jia)強生(sheng)態(tai)(tai)(tai)恢(hui)(hui)復(fu)與重(zhong)建,重(zhong)點實施(shi)府(fu)(fu)谷孤山川城區(qu)(qu)段(duan)水(shui)(shui)生(sheng)態(tai)(tai)(tai)修(xiu)(xiu)復(fu)工(gong)程(cheng);對(dui)水(shui)(shui)生(sheng)態(tai)(tai)(tai)環境受損嚴重(zhong)、水(shui)(shui)質(zhi)狀況較差(cha)的重(zhong)點水(shui)(shui)體,因地制宜(yi)實施(shi)人(ren)工(gong)濕地凈化、生(sheng)態(tai)(tai)(tai)修(xiu)(xiu)復(fu)工(gong)程(cheng),完成無(wu)定河(he)干流橫山響水(shui)(shui)、綏德(de)電(dian)站、清澗東風(feng)等(deng)引水(shui)(shui)式水(shui)(shui)電(dian)站生(sheng)態(tai)(tai)(tai)基流保障設(she)施(shi)建設(she),嚴防河(he)道(dao)斷流。(市(shi)(shi)生(sheng)態(tai)(tai)(tai)環境局、市(shi)(shi)水(shui)(shui)利局牽頭(tou),市(shi)(shi)住建局和各縣市(shi)(shi)區(qu)(qu)人(ren)民政府(fu)(fu)配合)

7.建(jian)立(li)健全(quan)節(jie)(jie)約用水(shui)(shui)機(ji)制。加(jia)強(qiang)節(jie)(jie)水(shui)(shui)型社(she)會建(jian)設,落(luo)實各(ge)行政區(qu)域內用水(shui)(shui)總量(liang)與強(qiang)度控制指標(biao),制定年度用水(shui)(shui)計劃(hua),對區(qu)域內年度用水(shui)(shui)實行總量(liang)控制;健全(quan)規(gui)劃(hua)和建(jian)設項目水(shui)(shui)資(zi)源論(lun)證制度,嚴格開展節(jie)(jie)水(shui)(shui)評價,加(jia)強(qiang)用水(shui)(shui)統計監督,提(ti)高農業(ye)、工業(ye)及城鎮等用水(shui)(shui)計量(liang)率。(市水(shui)(shui)利局(ju)牽頭,市住建(jian)局(ju)和各(ge)縣市區(qu)人民政府配合)

8.大力實施(shi)工(gong)(gong)業(ye)(ye)節(jie)水(shui)(shui)減排(pai)。合(he)理控制火電、蘭炭(tan)、石(shi)化、煤化等行業(ye)(ye)規(gui)模,引導工(gong)(gong)業(ye)(ye)企業(ye)(ye)污水(shui)(shui)零排(pai)放,降低污染(ran)負荷;建立和(he)完善(shan)循環(huan)用(yong)水(shui)(shui)系統(tong),嚴格高耗水(shui)(shui)工(gong)(gong)業(ye)(ye)項目節(jie)水(shui)(shui)管理,加快企業(ye)(ye)節(jie)水(shui)(shui)技術(shu)改造,淘汰落后工(gong)(gong)藝和(he)設備,推進企業(ye)(ye)和(he)園區(qu)串聯用(yong)水(shui)(shui)、分質(zhi)用(yong)水(shui)(shui)、一水(shui)(shui)多用(yong),實現循環(huan)梯級利用(yong)。(市水(shui)(shui)利局(ju)牽頭,各縣市區(qu)人民政府、榆林(lin)高新區(qu)管委(wei)會、榆神工(gong)(gong)業(ye)(ye)區(qu)管委(wei)會配合(he))

9.實施農業節水(shui)(shui)(shui)增(zeng)效工(gong)程。對(dui)現有(you)的(de)(de)灌(guan)溉(gai)區(qu),主(zhu)要(yao)推(tui)(tui)廣(guang)以滴(di)(di)灌(guan)為主(zhu)的(de)(de)自(zi)動水(shui)(shui)(shui)肥一體化技(ji)術(shu),對(dui)灌(guan)溉(gai)措(cuo)施進行改造提升;對(dui)有(you)條(tiao)件的(de)(de)補(bu)灌(guan)區(qu),主(zhu)要(yao)推(tui)(tui)廣(guang)溝道壩蓄水(shui)(shui)(shui)、光(guang)伏發電提水(shui)(shui)(shui)、土(tu)工(gong)膜高位(wei)儲(chu)水(shui)(shui)(shui)、膜下滴(di)(di)灌(guan)補(bu)水(shui)(shui)(shui)的(de)(de)“四位(wei)一體”儲(chu)水(shui)(shui)(shui)補(bu)灌(guan)和軟體集(ji)雨窖技(ji)術(shu),抓點示范新建擴面;對(dui)不(bu)具備條(tiao)件灌(guan)溉(gai)的(de)(de)純(chun)旱區(qu),主(zhu)要(yao)推(tui)(tui)廣(guang)抗旱品種、地膜覆蓋、生(sheng)物(wu)抗旱等旱作農業集(ji)成(cheng)技(ji)術(shu),開(kai)展土(tu)地深松,加(jia)大人工(gong)增(zeng)雨力(li)度。(市水(shui)(shui)(shui)利局、市農業農村(cun)局牽頭(tou),各縣市區(qu)人民政府配合)

10.探索(suo)(suo)節(jie)水(shui)機制和節(jie)水(shui)技術創新(xin)。建立節(jie)水(shui)獎勵(li)表彰制度(du)(du),研究探索(suo)(suo)建立水(shui)資源資產收益管(guan)理(li)制度(du)(du),完善(shan)合(he)(he)同節(jie)水(shui)管(guan)理(li)配套扶持政策(ce);推廣(guang)合(he)(he)同節(jie)水(shui)管(guan)理(li)服務模式,積極探索(suo)(suo)節(jie)約水(shui)量水(shui)權交(jiao)易滿足合(he)(he)理(li)用(yong)水(shui)需求;加快節(jie)水(shui)新(xin)技術和新(xin)設備研發(fa),構建節(jie)水(shui)裝(zhuang)備及產品的(de)多元化供給體系,加大節(jie)水(shui)領域(yu)自主技術和裝(zhuang)備的(de)推廣(guang)使用(yong)。(市(shi)(shi)(shi)發(fa)改委、市(shi)(shi)(shi)水(shui)利局牽頭,各縣市(shi)(shi)(shi)區人民政府(fu)配合(he)(he))

11.推(tui)進區(qu)(qu)域(yu)再(zai)生(sheng)(sheng)(sheng)水(shui)循(xun)(xun)(xun)環(huan)(huan)利(li)用(yong)。推(tui)動(dong)建設污染(ran)治(zhi)理、循(xun)(xun)(xun)環(huan)(huan)利(li)用(yong)、生(sheng)(sheng)(sheng)態保護有機結合的綜(zong)合治(zhi)理體系,完善再(zai)生(sheng)(sheng)(sheng)水(shui)價格調控機制,促(cu)進水(shui)資源可(ke)持續利(li)用(yong);完善區(qu)(qu)域(yu)再(zai)生(sheng)(sheng)(sheng)水(shui)循(xun)(xun)(xun)環(huan)(huan)利(li)用(yong)體系,積極推(tui)進區(qu)(qu)域(yu)再(zai)生(sheng)(sheng)(sheng)水(shui)循(xun)(xun)(xun)環(huan)(huan)利(li)用(yong)試(shi)點申報,鼓勵工業生(sheng)(sheng)(sheng)產、城市(shi)綠化、道路清掃、車輛沖洗、建筑施工以及(ji)生(sheng)(sheng)(sheng)態景觀等用(yong)水(shui)優先使用(yong)再(zai)生(sheng)(sheng)(sheng)水(shui),因地制宜推(tui)進區(qu)(qu)域(yu)再(zai)生(sheng)(sheng)(sheng)水(shui)循(xun)(xun)(xun)環(huan)(huan)利(li)用(yong)。(市(shi)生(sheng)(sheng)(sheng)態環(huan)(huan)境局牽頭,市(shi)發改委、市(shi)住建局、市(shi)水(shui)利(li)局和(he)各縣(xian)市(shi)區(qu)(qu)人(ren)民政府配合)

12.建立水(shui)資源(yuan)剛(gang)性(xing)約束制度。貫徹落(luo)實《榆林市(shi)水(shui)資源(yuan)剛(gang)性(xing)約束實施意見(2021-2025年)》,科學劃定水(shui)資源(yuan)承載能力地(di)(di)(di)區(qu)分類,對超載地(di)(di)(di)區(qu)限(xian)制或暫(zan)停新增取水(shui)許可,嚴格限(xian)制水(shui)資源(yuan)短缺地(di)(di)(di)區(qu)發展規(gui)模和(he)高耗(hao)水(shui)項目(mu)建設(she)。(市(shi)水(shui)利局牽頭,市(shi)農(nong)業農(nong)村局、市(shi)林草局和(he)各縣(xian)市(shi)區(qu)人民政府配(pei)合)

13.實(shi)施礦(kuang)(kuang)井(jing)水(shui)綜(zong)(zong)合(he)利用(yong)工程(cheng)。2022年底前完成榆(yu)陽區(qu)榆(yu)神礦(kuang)(kuang)區(qu)牛家(jia)梁片(pian)區(qu)、榆(yu)橫礦(kuang)(kuang)區(qu)二期等(deng)2座煤礦(kuang)(kuang),神木市(shi)神府(fu)礦(kuang)(kuang)區(qu)張家(jia)峁、韓家(jia)灣等(deng)8座煤礦(kuang)(kuang),榆(yu)神礦(kuang)(kuang)區(qu)清水(shui)-錦界(jie)片(pian)區(qu)隆德、黑龍溝(gou)、錦界(jie)3座煤礦(kuang)(kuang)礦(kuang)(kuang)井(jing)疏干水(shui)綜(zong)(zong)合(he)利用(yong)工程(cheng)。(市(shi)水(shui)利局(ju)牽頭,市(shi)生態環境局(ju)、市(shi)能源局(ju)和各縣市(shi)區(qu)人民政府(fu)配(pei)合(he))

14.加快地(di)(di)下(xia)水(shui)(shui)(shui)超(chao)采(cai)(cai)區治理(li)。編制(zhi)《榆林市(shi)(shi)地(di)(di)下(xia)水(shui)(shui)(shui)保(bao)護與(yu)利用(yong)規劃(hua)》,完成違規開采(cai)(cai)地(di)(di)下(xia)水(shui)(shui)(shui)問題(ti)分類處置,確定地(di)(di)下(xia)水(shui)(shui)(shui)管(guan)理(li)控(kong)制(zhi)指標,實(shi)現地(di)(di)下(xia)水(shui)(shui)(shui)開采(cai)(cai)年度控(kong)制(zhi)目標,有(you)效(xiao)遏制(zhi)超(chao)采(cai)(cai)區地(di)(di)下(xia)水(shui)(shui)(shui)水(shui)(shui)(shui)位下(xia)降趨勢(shi)。(市(shi)(shi)水(shui)(shui)(shui)利局牽頭(tou),市(shi)(shi)資源規劃(hua)局和(he)各縣市(shi)(shi)區人(ren)民政府配合)

15.加快引(yin)黃工(gong)(gong)(gong)(gong)(gong)程(cheng)(cheng)建設。因(yin)地制宜、科學布設蓄引(yin)提(ti)(ti)調工(gong)(gong)(gong)(gong)(gong)程(cheng)(cheng),規(gui)劃(hua)建設供(gong)(gong)水(shui)管網連通(tong)工(gong)(gong)(gong)(gong)(gong)程(cheng)(cheng),重點(dian)推進東線(xian)(xian)馬鎮(zhen)黃河引(yin)水(shui)工(gong)(gong)(gong)(gong)(gong)程(cheng)(cheng),西線(xian)(xian)鹽環定揚黃提(ti)(ti)升改建工(gong)(gong)(gong)(gong)(gong)程(cheng)(cheng)和陜甘寧革命老區(qu)供(gong)(gong)水(shui)工(gong)(gong)(gong)(gong)(gong)程(cheng)(cheng),南線(xian)(xian)清(qing)澗延川支線(xian)(xian)引(yin)水(shui)工(gong)(gong)(gong)(gong)(gong)程(cheng)(cheng)和古賢水(shui)庫引(yin)水(shui)工(gong)(gong)(gong)(gong)(gong)程(cheng)(cheng),北線(xian)(xian)綏德、米(mi)脂(zhi)、子洲三縣供(gong)(gong)水(shui)工(gong)(gong)(gong)(gong)(gong)程(cheng)(cheng)等重大水(shui)源工(gong)(gong)(gong)(gong)(gong)程(cheng)(cheng),形成相互(hu)通(tong)連、互(hu)相補充、統(tong)一(yi)管理、統(tong)一(yi)調配的“榆林水(shui)網”。(市水(shui)利局牽頭,各縣市區(qu)人民(min)政府(fu)配合)

(二)在(zai)生態治理修復上(shang)下苦功夫。

四、工作要求

(一)強化(hua)組織領導。成立由市(shi)(shi)政府分管負責(ze)(ze)同志負責(ze)(ze),市(shi)(shi)生態(tai)環境(jing)局牽頭,市(shi)(shi)發改委、市(shi)(shi)工(gong)(gong)信局、市(shi)(shi)資源規(gui)劃局、市(shi)(shi)住建局、市(shi)(shi)水利局、市(shi)(shi)農業農村局和各(ge)縣市(shi)(shi)區(qu)政府配合(he)的工(gong)(gong)作協調(diao)專班,建立完善工(gong)(gong)作組織架構,定期指導調(diao)度,推動工(gong)(gong)作落實(shi)。

(二(er))強(qiang)(qiang)化(hua)統籌協調。市(shi)生(sheng)態環境局要加(jia)強(qiang)(qiang)協調,組織落(luo)實在生(sheng)態保(bao)護上下(xia)苦功夫工作部署,會同市(shi)級相關部門(men)(men)建立(li)工作協調機制,加(jia)強(qiang)(qiang)跟(gen)蹤評估和(he)督促檢查,協調解決方案(an)實施(shi)過程中遇到的重大(da)問題。各(ge)縣(xian)市(shi)區(qu)和(he)市(shi)級各(ge)有關部門(men)(men)、單位要強(qiang)(qiang)化(hua)責任擔當,各(ge)負其責、加(jia)強(qiang)(qiang)配合、形(xing)成合力(li),確保(bao)政策取向一致(zhi)、步驟力(li)度銜接。

(三)強(qiang)化監督考核。將在生態保護(hu)上(shang)下苦(ku)功(gong)夫納入市級(ji)相關(guan)部門(men)和縣市區綜合績效評價(jia)指標體系,增加考核權(quan)重(zhong)。強(qiang)化在生態保護(hu)上(shang)下苦(ku)功(gong)夫任務落(luo)實情況(kuang)考核,對未完成目標的縣市區和部門(men)按照有關(guan)規定通報批評、約談問責。
