黑龍江省2024年農村生活污水、黑臭水體治理工作方案
【谷騰環保網訊】黑(hei)龍江省(sheng)生態環境(jing)廳發布《黑(hei)龍江省(sheng)2024年(nian)農(nong)村生活污水(shui)(shui)、黑(hei)臭(chou)水(shui)(shui)體治(zhi)(zhi)理(li)(li)(li)(li)工作方案》,目標在2024年(nian)全省(sheng)農(nong)村生活污水(shui)(shui)治(zhi)(zhi)理(li)(li)(li)(li)率要(yao)達到35%以上(shang),新增完成450個行政村生活污水(shui)(shui)治(zhi)(zhi)理(li)(li)(li)(li),確(que)保(bao)治(zhi)(zhi)理(li)(li)(li)(li)后的村莊實現“三基(ji)本”。完成19條國控(kong)(kong)監管(guan)清單(dan)水(shui)(shui)體和(he)9條省(sheng)控(kong)(kong)監管(guan)清單(dan)黑(hei)臭(chou)水(shui)(shui)體治(zhi)(zhi)理(li)(li)(li)(li)任務(wu),確(que)保(bao)治(zhi)(zhi)理(li)(li)(li)(li)完成的水(shui)(shui)體不出現“返黑(hei)返臭(chou)”,治(zhi)(zhi)理(li)(li)(li)(li)成效達到多數村民滿意。
黑龍江省2024年農村生活污水、黑臭水體治理工作方案
為(wei)深入打好(hao)農業(ye)農村(cun)污染(ran)治理(li)攻堅戰,扎(zha)實推(tui)進美麗鄉村(cun)建設,按(an)照(zhao)廳(ting)黨組工作(zuo)安排部署,結合我省實際,圍繞農村(cun)生活(huo)污水(shui)、黑臭(chou)水(shui)體治理(li)等重(zhong)點工作(zuo),特制定(ding)本方案。
一、指導思想
以習近平生態文明(ming)思想為(wei)指導(dao),深(shen)入貫(guan)徹落實省委省政府(fu)決策部署,學習運(yun)用“千(qian)萬工程”經驗,堅持“工作目(mu)(mu)標化(hua)(hua)(hua)、目(mu)(mu)標任(ren)務化(hua)(hua)(hua)、任(ren)務清(qing)單化(hua)(hua)(hua)、清(qing)單載體(ti)(ti)化(hua)(hua)(hua)、載體(ti)(ti)具體(ti)(ti)化(hua)(hua)(hua)”,按(an)照“見(jian)人、見(jian)事、見(jian)招、見(jian)責、見(jian)時、見(jian)效(xiao)”要求,科學謀劃、因地制宜、精(jing)準(zhun)施策,扎(zha)實推進農(nong)村生活污水、黑(hei)臭水體(ti)(ti)治(zhi)理。
二、工作目標
2024年全省農村生(sheng)活污水(shui)治(zhi)理(li)(li)率(lv)要達到(dao)35%以上,新增(zeng)完成(cheng)(cheng)450個行政村生(sheng)活污水(shui)治(zhi)理(li)(li),確(que)保治(zhi)理(li)(li)后的村莊實現“三(san)基本”。完成(cheng)(cheng)19條國控監管清單(dan)水(shui)體和9條省控監管清單(dan)黑臭水(shui)體治(zhi)理(li)(li)任務,確(que)保治(zhi)理(li)(li)完成(cheng)(cheng)的水(shui)體不出現“返(fan)黑返(fan)臭”,治(zhi)理(li)(li)成(cheng)(cheng)效(xiao)達到(dao)多數村民(min)滿意。
三、工作措施
1.分(fen)解(jie)(jie)細(xi)化,強部(bu)署(1—2月(yue))。省生態環境廳根據(ju)農村生活污水、黑臭水體治(zhi)(zhi)理(li)任務,結(jie)合(he)各地行政村數(shu)量和治(zhi)(zhi)理(li)基礎(chu),分(fen)解(jie)(jie)落實治(zhi)(zhi)理(li)任務(分(fen)解(jie)(jie)情況見附件1)。各市(地)要細(xi)化分(fen)解(jie)(jie)縣(市、區)治(zhi)(zhi)理(li)工作任務并報省生態環境廳備(bei)案。
2.分(fen)(fen)類施(shi)(shi)策,促推(tui)(tui)(tui)(tui)進(jin)(jin)(3—4月)。一(yi)是(shi)突出重(zhong)(zhong)(zhong)點(dian)開(kai)展(zhan)污(wu)(wu)(wu)水(shui)(shui)(shui)(shui)(shui)(shui)治(zhi)(zhi)理。按照“因地制(zhi)(zhi)宜、分(fen)(fen)類施(shi)(shi)策,經濟適用(yong)(yong)(yong)、梯次(ci)推(tui)(tui)(tui)(tui)進(jin)(jin),典型(xing)引路、監管(guan)并重(zhong)(zhong)(zhong)”的(de)原則,以(yi)鄉政府(fu)駐地或中(zhong)(zhong)心(xin)村(cun)(cun),生(sheng)活污(wu)(wu)(wu)水(shui)(shui)(shui)(shui)(shui)(shui)亂倒亂排嚴重(zhong)(zhong)(zhong)、群眾反(fan)映強(qiang)(qiang)(qiang)烈(lie)的(de)村(cun)(cun)莊(zhuang)(zhuang),已開(kai)展(zhan)水(shui)(shui)(shui)(shui)(shui)(shui)沖式(shi)廁所(suo)改造、廁所(suo)糞污(wu)(wu)(wu)去向(xiang)難以(yi)解決(jue)的(de)村(cun)(cun)莊(zhuang)(zhuang),位于飲用(yong)(yong)(yong)水(shui)(shui)(shui)(shui)(shui)(shui)水(shui)(shui)(shui)(shui)(shui)(shui)源保(bao)護(hu)區(qu)的(de)村(cun)(cun)莊(zhuang)(zhuang),位于重(zhong)(zhong)(zhong)點(dian)湖庫周邊或水(shui)(shui)(shui)(shui)(shui)(shui)質需(xu)改善水(shui)(shui)(shui)(shui)(shui)(shui)體(ti)的(de)匯水(shui)(shui)(shui)(shui)(shui)(shui)范圍或生(sheng)態(tai)敏(min)感區(qu)的(de)村(cun)(cun)莊(zhuang)(zhuang)作(zuo)為治(zhi)(zhi)理重(zhong)(zhong)(zhong)點(dian),科學合理選擇集中(zhong)(zhong)或相對(dui)集中(zhong)(zhong)、納管(guan)、轉運(yun)(yun)、資源化(hua)利用(yong)(yong)(yong)等方式(shi)扎實(shi)(shi)推(tui)(tui)(tui)(tui)進(jin)(jin)生(sheng)活污(wu)(wu)(wu)水(shui)(shui)(shui)(shui)(shui)(shui)治(zhi)(zhi)理(管(guan)控(kong))。二是(shi)強(qiang)(qiang)(qiang)化(hua)設(she)(she)(she)施(shi)(shi)建(jian)(jian)設(she)(she)(she)和(he)(he)運(yun)(yun)維(wei)監管(guan)。鼓(gu)勵建(jian)(jian)立縣(xian)(市(shi)(shi)、區(qu))政府(fu)主導(dao)、法人主體(ti)建(jian)(jian)設(she)(she)(she)運(yun)(yun)維(wei)、部門監管(guan)、村(cun)(cun)民參與的(de)污(wu)(wu)(wu)水(shui)(shui)(shui)(shui)(shui)(shui)治(zhi)(zhi)理格局(ju),實(shi)(shi)現(xian)“有(you)制(zhi)(zhi)度(du)、有(you)標準、有(you)隊(dui)伍、有(you)經費、有(you)監督(du)”的(de)運(yun)(yun)行(xing)管(guan)護(hu)體(ti)制(zhi)(zhi),確(que)(que)保(bao)農(nong)(nong)村(cun)(cun)生(sheng)活污(wu)(wu)(wu)水(shui)(shui)(shui)(shui)(shui)(shui)治(zhi)(zhi)理健康可(ke)持(chi)續。各市(shi)(shi)(地)要(yao)(yao)推(tui)(tui)(tui)(tui)動(dong)基層落實(shi)(shi)“農(nong)(nong)村(cun)(cun)生(sheng)活污(wu)(wu)(wu)水(shui)(shui)(shui)(shui)(shui)(shui)處(chu)理設(she)(she)(she)施(shi)(shi)用(yong)(yong)(yong)電按規定執行(xing)居民生(sheng)活用(yong)(yong)(yong)電價格”的(de)政策,加強(qiang)(qiang)(qiang)對(dui)20噸(dun)及以(yi)上農(nong)(nong)村(cun)(cun)生(sheng)活污(wu)(wu)(wu)水(shui)(shui)(shui)(shui)(shui)(shui)集中(zhong)(zhong)處(chu)理設(she)(she)(she)施(shi)(shi)運(yun)(yun)行(xing)情(qing)況的(de)監管(guan),對(dui)不正常運(yun)(yun)行(xing)的(de)設(she)(she)(she)施(shi)(shi)建(jian)(jian)立整改清(qing)單(dan),分(fen)(fen)析原因、制(zhi)(zhi)訂方案,限期(qi)(qi)整改,對(dui)于人口(kou)流失(shi)嚴重(zhong)(zhong)(zhong)導(dao)致水(shui)(shui)(shui)(shui)(shui)(shui)量收集減少或農(nong)(nong)村(cun)(cun)污(wu)(wu)(wu)水(shui)(shui)(shui)(shui)(shui)(shui)管(guan)網(wang)接入城鎮管(guan)網(wang)等原因導(dao)致設(she)(she)(she)施(shi)(shi)無必要(yao)(yao)運(yun)(yun)行(xing),要(yao)(yao)依法依規有(you)序淘汰(tai)或退(tui)出,設(she)(she)(she)施(shi)(shi)退(tui)出后要(yao)(yao)確(que)(que)保(bao)污(wu)(wu)(wu)水(shui)(shui)(shui)(shui)(shui)(shui)治(zhi)(zhi)理成效(xiao)(xiao)(xiao)不降低。各縣(xian)(市(shi)(shi)、區(qu))每季度(du)要(yao)(yao)開(kai)展(zhan)一(yi)次(ci)農(nong)(nong)村(cun)(cun)生(sheng)活污(wu)(wu)(wu)水(shui)(shui)(shui)(shui)(shui)(shui)處(chu)理設(she)(she)(she)施(shi)(shi)巡查(cha),每半年開(kai)展(zhan)一(yi)次(ci)水(shui)(shui)(shui)(shui)(shui)(shui)質檢測。三是(shi)科學謀(mou)劃項(xiang)(xiang)(xiang)目(mu)(mu)和(he)(he)推(tui)(tui)(tui)(tui)進(jin)(jin)實(shi)(shi)施(shi)(shi)。各縣(xian)(市(shi)(shi)、區(qu))要(yao)(yao)以(yi)政府(fu)一(yi)般(ban)債(zhai)券和(he)(he)中(zhong)(zhong)央(yang)農(nong)(nong)村(cun)(cun)環境整治(zhi)(zhi)資金(jin)為重(zhong)(zhong)(zhong)點(dian)認真謀(mou)劃生(sheng)活污(wu)(wu)(wu)水(shui)(shui)(shui)(shui)(shui)(shui)治(zhi)(zhi)理等項(xiang)(xiang)(xiang)目(mu)(mu),科學編制(zhi)(zhi)項(xiang)(xiang)(xiang)目(mu)(mu)可(ke)研報告,提前做好各項(xiang)(xiang)(xiang)前期(qi)(qi)準備工作(zuo),確(que)(que)保(bao)項(xiang)(xiang)(xiang)目(mu)(mu)資金(jin)下達立即實(shi)(shi)施(shi)(shi)。各市(shi)(shi)(地)要(yao)(yao)對(dui)2021年以(yi)來的(de)中(zhong)(zhong)央(yang)農(nong)(nong)村(cun)(cun)環境整治(zhi)(zhi)項(xiang)(xiang)(xiang)目(mu)(mu)和(he)(he)地方政府(fu)一(yi)般(ban)債(zhai)券項(xiang)(xiang)(xiang)目(mu)(mu)強(qiang)(qiang)(qiang)化(hua)督(du)導(dao)調度(du)力(li)度(du),對(dui)已嚴重(zhong)(zhong)(zhong)逾期(qi)(qi)項(xiang)(xiang)(xiang)目(mu)(mu)要(yao)(yao)列(lie)入重(zhong)(zhong)(zhong)點(dian)督(du)察督(du)辦事項(xiang)(xiang)(xiang),推(tui)(tui)(tui)(tui)動(dong)各項(xiang)(xiang)(xiang)資金(jin)及時發揮效(xiao)(xiao)(xiao)益。四是(shi)狠抓長效(xiao)(xiao)(xiao)管(guan)控(kong)和(he)(he)試(shi)點(dian)推(tui)(tui)(tui)(tui)進(jin)(jin)。各市(shi)(shi)(地)要(yao)(yao)動(dong)態(tai)開(kai)展(zhan)農(nong)(nong)村(cun)(cun)黑臭(chou)水(shui)(shui)(shui)(shui)(shui)(shui)體(ti)排查(cha),強(qiang)(qiang)(qiang)化(hua)農(nong)(nong)村(cun)(cun)黑臭(chou)水(shui)(shui)(shui)(shui)(shui)(shui)體(ti)治(zhi)(zhi)理成效(xiao)(xiao)(xiao)公(gong)示(shi)、驗收評估和(he)(he)長效(xiao)(xiao)(xiao)管(guan)護(hu)機制(zhi)(zhi)建(jian)(jian)設(she)(she)(she),杜絕“返黑返臭(chou)”問題。綏化(hua)市(shi)(shi)要(yao)(yao)加快推(tui)(tui)(tui)(tui)動(dong)農(nong)(nong)村(cun)(cun)黑臭(chou)水(shui)(shui)(shui)(shui)(shui)(shui)體(ti)試(shi)點(dian)建(jian)(jian)設(she)(she)(she),確(que)(que)保(bao)2024年6月底(di)前高質量完(wan)成試(shi)點(dian)各項(xiang)(xiang)(xiang)工作(zuo)任務。
3.加強核查,重(zhong)質(zhi)量(5—11月)。各市(shi)(地(di))要(yao)成(cheng)立現(xian)(xian)(xian)場(chang)核查工(gong)作(zuo)(zuo)專班,市(shi)(地(di))局主要(yao)負責同志任組長(chang),圍繞農村環(huan)境整(zheng)治(zhi)成(cheng)效、生活污水(shui)處(chu)理設施運行(xing)情(qing)況(kuang)、黑(hei)臭(chou)水(shui)體(ti)排查整(zheng)治(zhi)等(deng)重(zhong)點工(gong)作(zuo)(zuo)按比例(li)開(kai)(kai)展核查,各縣(市(shi)、區(qu))要(yao)全覆蓋自查,省生態環(huan)境廳不(bu)定期組織抽查督導(dao)。一是開(kai)(kai)展“回頭看(kan)”行(xing)動(dong)(dong)(見(jian)附件2)。5—8月,各市(shi)(地(di))要(yao)對(dui)2021年以來完(wan)成(cheng)的(de)重(zhong)點工(gong)作(zuo)(zuo)進行(xing)現(xian)(xian)(xian)場(chang)核查,8月31日前形成(cheng)現(xian)(xian)(xian)場(chang)核查工(gong)作(zuo)(zuo)報(bao)告報(bao)省廳。二是開(kai)(kai)展“重(zhong)點推(tui)動(dong)(dong)”行(xing)動(dong)(dong)(見(jian)附件3)。9—10月,各市(shi)(地(di))要(yao)對(dui)“回頭看(kan)”中發現(xian)(xian)(xian)的(de)問題(ti)分(fen)類(lei)有序推(tui)進整(zheng)改(gai),10月31日前將整(zheng)改(gai)工(gong)作(zuo)(zuo)報(bao)告報(bao)省廳。三是開(kai)(kai)展“加強督導(dao)”行(xing)動(dong)(dong)(見(jian)附件4)。11月,對(dui)問題(ti)整(zheng)改(gai)情(qing)況(kuang)和2024年新增完(wan)成(cheng)的(de)重(zhong)點工(gong)作(zuo)(zuo)進行(xing)核查并將相關情(qing)況(kuang)報(bao)省廳。
4.加(jia)密統計,精總(zong)結(12月(yue))。各市(shi)(地(di)(di))要認真填報(bao)農(nong)業(ye)農(nong)村生態環(huan)境(jing)監管系統相關數據,確保數據真準全。對工作(zuo)進(jin)展明顯慢于(yu)全省平均水平的市(shi)(地(di)(di))進(jin)行實地(di)(di)幫扶,梳理問題,加(jia)強工作(zuo)總(zong)結。
四、組織保障
(一)落實屬地(di)責任。通過(guo)污染防治攻堅戰考核(he)、農村人(ren)居環境整治工(gong)作(zuo)要(yao)點(dian)、“河(he)湖長”制(zhi)年(nian)度工(gong)作(zuo)要(yao)點(dian),將農村生活污水(shui)、黑臭水(shui)體治理(li)任務(wu)納(na)入對屬地(di)政府(fu)的目(mu)標考核(he),充分(fen)落實治理(li)任務(wu)和屬地(di)政府(fu)責任。
(二(er))加強指導幫(bang)扶(fu)。通過農村生活污水、黑臭水體(ti)治(zhi)理政策(ce)和技術培(pei)訓,結合實地(di)幫(bang)扶(fu)等工(gong)作手段,幫(bang)助基層提升治(zhi)理能力,推動治(zhi)理進展。
(三)強(qiang)化(hua)督導問責。嚴格落實各項(xiang)考核(he)打分制度(du),對(dui)治(zhi)理成效不達標、設施(shi)運行不達標、設施(shi)建設項(xiang)目進(jin)展緩(huan)慢(man)的市(地),在各項(xiang)考核(he)中予以扣分。對(dui)拖延整改、虛(xu)假整改、虛(xu)假提供(gong)治(zhi)理信息(xi)數(shu)據的,將線索反(fan)饋至有關(guan)紀律監察部門,依紀逐級(ji)問責。
