谷騰環保網訊陜(shan)西省生(sheng)(sheng)態環(huan)境(jing)廳 陜(shan)西省高級人民法院(yuan)等共18部門于3月(yue)24日聯合(he)印發《陜(shan)西省黃河(he)生(sheng)(sheng)態保護(hu)(hu)治(zhi)(zhi)理攻堅戰(zhan)實施方(fang)案》,以維護(hu)(hu)黃河(he)生(sheng)(sheng)態安全(quan)為目標,以改善(shan)生(sheng)(sheng)態環(huan)境(jing)質(zhi)量為核心(xin),統籌水資源、水環(huan)境(jing)和(he)水生(sheng)(sheng)態,加強(qiang)綜(zong)合(he)治(zhi)(zhi)理、系統治(zhi)(zhi)理、源頭治(zhi)(zhi)理,推進山水林田(tian)湖草沙一體(ti)化保護(hu)(hu)和(he)系統治(zhi)(zhi)理,落實各方(fang)生(sheng)(sheng)態環(huan)境(jing)保護(hu)(hu)責任,強(qiang)化督察監管(guan),嚴密防控環(huan)境(jing)風險,著力解(jie)決人民群眾(zhong)關心(xin)的突出生(sheng)(sheng)態環(huan)境(jing)問(wen)題,推動流域(yu)生(sheng)(sheng)態安全(quan)屏障更加牢固、生(sheng)(sheng)態環(huan)境(jing)質(zhi)量持續改善(shan),讓黃河(he)成(cheng)為造福(fu)人民的幸福(fu)河(he)

陜西省黃河生態保護治理攻堅戰實施方案

為貫徹落實黃(huang)(huang)河(he)流域生(sheng)態(tai)保護(hu)和高質量發展重大國家戰(zhan)略,按照(zhao)省(sheng)(sheng)委、省(sheng)(sheng)政府(fu)關(guan)于(yu)深入打(da)好污染防治(zhi)(zhi)攻堅戰(zhan)的安排部署(shu),根(gen)據生(sheng)態(tai)環境部等12部門聯合印發《黃(huang)(huang)河(he)生(sheng)態(tai)保護(hu)治(zhi)(zhi)理攻堅戰(zhan)行動方(fang)案》(環綜合〔2022〕51號(hao))相(xiang)關(guan)要(yao)求,為著力打(da)好陜西省(sheng)(sheng)黃(huang)(huang)河(he)生(sheng)態(tai)保護(hu)治(zhi)(zhi)理攻堅戰(zhan),制(zhi)定如下(xia)實施(shi)方(fang)案。

一(yi)、總體(ti)要求和攻(gong)堅目(mu)標、范圍

指(zhi)(zhi)導思想。以(yi)(yi)習(xi)近(jin)平新(xin)時代中國特色社會(hui)主(zhu)義思想為(wei)指(zhi)(zhi)導,全面貫徹黨的(de)(de)二十大精神(shen),深入貫徹習(xi)近(jin)平生(sheng)(sheng)態文明思想和習(xi)近(jin)平總(zong)書(shu)記來陜考察重要(yao)(yao)講(jiang)話重要(yao)(yao)指(zhi)(zhi)示精神(shen),認真貫徹陜西省第十四次黨代會(hui)精神(shen),堅(jian)持(chi)穩(wen)中求進工作總(zong)基調,完整(zheng)、準(zhun)確(que)、全面貫徹新(xin)發展(zhan)理念,堅(jian)持(chi)綠水(shui)(shui)青(qing)山(shan)就(jiu)是金山(shan)銀山(shan),準(zhun)確(que)把握(wo)重在保護(hu)(hu)、要(yao)(yao)在治(zhi)理的(de)(de)戰略要(yao)(yao)求,以(yi)(yi)維(wei)護(hu)(hu)黃河生(sheng)(sheng)態安(an)全為(wei)目標,以(yi)(yi)改善生(sheng)(sheng)態環(huan)境(jing)質(zhi)量為(wei)核心,統(tong)籌水(shui)(shui)資源、水(shui)(shui)環(huan)境(jing)和水(shui)(shui)生(sheng)(sheng)態,加強綜合治(zhi)理、系統(tong)治(zhi)理、源頭治(zhi)理,推進山(shan)水(shui)(shui)林田湖草沙一體化保護(hu)(hu)和系統(tong)治(zhi)理,落實各方(fang)生(sheng)(sheng)態環(huan)境(jing)保護(hu)(hu)責任,強化督察監管,嚴(yan)密防控環(huan)境(jing)風險,著力解決人民群眾關心的(de)(de)突出(chu)生(sheng)(sheng)態環(huan)境(jing)問題(ti),推動流(liu)域生(sheng)(sheng)態安(an)全屏障更加牢固、生(sheng)(sheng)態環(huan)境(jing)質(zhi)量持(chi)續改善,讓黃河成(cheng)為(wei)造(zao)福人民的(de)(de)幸福河。

工作目標。黃河流(liu)(liu)域生態(tai)(tai)系統多樣性、穩(wen)定性和持續性不(bu)斷提升,干(gan)(gan)流(liu)(liu)及重要(yao)支流(liu)(liu)生態(tai)(tai)流(liu)(liu)量(liang)得到(dao)有效保障,水(shui)(shui)環境質(zhi)(zhi)(zhi)量(liang)持續改(gai)善,污(wu)染治理水(shui)(shui)平得到(dao)明(ming)顯(xian)提升,生態(tai)(tai)環境安全基礎(chu)更加牢(lao)固。到(dao)2025年(nian),黃河流(liu)(liu)域森林(lin)覆蓋率達(da)(da)到(dao)39%,濕地(di)(di)保護率達(da)(da)到(dao)50%,水(shui)(shui)土保持率達(da)(da)到(dao)68%,完成(cheng)退化林(lin)修復(fu)260萬畝,綜合(he)治理沙化土地(di)(di)24萬公頃,地(di)(di)表水(shui)(shui)達(da)(da)到(dao)或優于(yu)Ⅲ類水(shui)(shui)質(zhi)(zhi)(zhi)國考斷面比(bi)例達(da)(da)到(dao)86.2%,地(di)(di)表水(shui)(shui)劣Ⅴ類水(shui)(shui)體(ti)(ti)比(bi)例低(di)于(yu)3.1%,黃河干(gan)(gan)流(liu)(liu)國控斷面水(shui)(shui)質(zhi)(zhi)(zhi)達(da)(da)到(dao)Ⅱ類,縣級及以(yi)上城市集(ji)中式飲用水(shui)(shui)水(shui)(shui)源水(shui)(shui)質(zhi)(zhi)(zhi)達(da)(da)到(dao)或優于(yu)Ⅲ類比(bi)例不(bu)低(di)于(yu)90%(本(ben)底(di)值(zhi)除(chu)外(wai)),縣級城市建成(cheng)區黑臭水(shui)(shui)體(ti)(ti)消除(chu)比(bi)例達(da)(da)到(dao)90%以(yi)上。

攻堅范圍(wei)。在陜西黃河(he)流域(yu)覆蓋(gai)的(de)西安市(shi)(shi)(含西咸(xian)新(xin)區)、寶雞市(shi)(shi)、咸(xian)陽市(shi)(shi)、銅川市(shi)(shi)、渭南(nan)市(shi)(shi)、延安市(shi)(shi)、榆(yu)(yu)林市(shi)(shi)、楊凌示范區、韓(han)城市(shi)(shi)全(quan)境及商(shang)洛(luo)市(shi)(shi)洛(luo)南(nan)縣(xian)、商(shang)州區、丹(dan)鳳縣(xian),共82個縣(xian)(市(shi)(shi)、區)范圍(wei)內,以黃河(he)干流、重要(yao)(yao)(yao)支(zhi)流及重要(yao)(yao)(yao)湖庫(ku)為(wei)重點開展流域(yu)生態保護治理(li)行動(dong)。黃河(he)干流從(cong)榆(yu)(yu)林市(shi)(shi)府(fu)谷縣(xian)入陜至(zhi)渭南(nan)市(shi)(shi)潼關縣(xian)陜豫交(jiao)界出陜;重要(yao)(yao)(yao)支(zhi)流包括渭河(he)、延河(he)、無定(ding)河(he)、石川河(he)、窟野(ye)河(he)、伊洛(luo)河(he)、涇(jing)河(he)、北洛(luo)河(he)等;重要(yao)(yao)(yao)湖庫(ku)包括紅堿淖(nao)、王(wang)瑤水庫(ku)等。

二、加強河湖生態保護治理

1.推(tui)動(dong)河(he)(he)(he)湖水(shui)(shui)生(sheng)態(tai)(tai)環(huan)(huan)境保(bao)護(hu)。以黃河(he)(he)(he)干(gan)流、渭河(he)(he)(he)、紅堿淖等河(he)(he)(he)湖為重點,實施水(shui)(shui)生(sheng)態(tai)(tai)調(diao)查評估與保(bao)護(hu)修復。嚴格(ge)河(he)(he)(he)湖生(sheng)態(tai)(tai)緩沖帶劃定(ding)和岸線管(guan)(guan)控,依法(fa)依規(gui)審(shen)批涉河(he)(he)(he)建設項目。組織(zhi)開(kai)(kai)展黃河(he)(he)(he)流域河(he)(he)(he)道(dao)采(cai)砂專(zhuan)項整治行(xing)動(dong)。強化禁漁期(qi)執法(fa)監管(guan)(guan),嚴厲打擊(ji)非法(fa)捕(bu)撈行(xing)為,引導水(shui)(shui)生(sheng)生(sheng)物增殖放(fang)流科學、規(gui)范、有(you)序(xu)開(kai)(kai)展。到2025年(nian),完成(cheng)黃河(he)(he)(he)干(gan)流及重要(yao)支(zhi)流及重要(yao)湖庫水(shui)(shui)生(sheng)態(tai)(tai)調(diao)查評估,建成(cheng)一(yi)批具有(you)示范價值的美麗河(he)(he)(he)湖、幸(xing)福(fu)河(he)(he)(he)湖。(省(sheng)(sheng)生(sheng)態(tai)(tai)環(huan)(huan)境廳(ting)(ting)、省(sheng)(sheng)水(shui)(shui)利(li)廳(ting)(ting)、省(sheng)(sheng)農(nong)業農(nong)村廳(ting)(ting)按職責(ze)分工負責(ze)。以下均(jun)需沿黃市(區)人民政府相(xiang)關部門落實,不再列出(chu))

2.推(tui)進(jin)污染水(shui)體(ti)消劣行動(dong)。針對石川河(he)、沮河(he)、延河(he)、黃甫川、泔河(he)、馬蓮(lian)河(he)等(deng)水(shui)質易波動(dong)的水(shui)體(ti),推(tui)進(jin)“一(yi)斷(duan)一(yi)策”達標(biao)(biao)方案(an)落實,確保達到(dao)水(shui)質目標(biao)(biao)。到(dao)2025年(nian),地表水(shui)劣Ⅴ類水(shui)體(ti)比例達到(dao)國(guo)家考核要求(qiu)。(省(sheng)生態環境廳、省(sheng)發展改革委、省(sheng)水(shui)利(li)廳按(an)職責分工負責)

3.保(bao)障河(he)(he)(he)湖(hu)生態(tai)流(liu)(liu)量(liang)。落(luo)實(shi)禿尾河(he)(he)(he)、灞河(he)(he)(he)、石川河(he)(he)(he)等生態(tai)流(liu)(liu)量(liang)(水(shui)量(liang))保(bao)障工(gong)作。加(jia)強生態(tai)流(liu)(liu)量(liang)日(ri)常監(jian)管(guan)(guan),提高(gao)枯水(shui)期和(he)關鍵期生態(tai)流(liu)(liu)量(liang),探索生態(tai)流(liu)(liu)量(liang)聯合監(jian)管(guan)(guan)機制,維持河(he)(he)(he)道生態(tai)系統穩定(ding)。全面落(luo)實(shi)以(yi)行政(zheng)(zheng)首長(chang)、水(shui)行政(zheng)(zheng)主(zhu)管(guan)(guan)部(bu)門和(he)以(yi)水(shui)管(guan)(guan)單位(wei)主(zhu)要領導負責(ze)制為(wei)核心(xin)的水(shui)量(liang)調度責(ze)任制,確保(bao)完成黃(huang)河(he)(he)(he)及渭河(he)(he)(he)、涇河(he)(he)(he)、北洛河(he)(he)(he)、無定(ding)河(he)(he)(he)、伊洛河(he)(he)(he)水(shui)量(liang)調度任務。(省(sheng)水(shui)利(li)廳(ting)、省(sheng)生態(tai)環境廳(ting)按職責(ze)分工(gong)負責(ze))

4.推進入河(he)(he)排(pai)(pai)(pai)污(wu)(wu)口(kou)(kou)(kou)(kou)排(pai)(pai)(pai)查整治。實(shi)行工礦企業(ye)、工業(ye)及其他各(ge)類園區污(wu)(wu)水處理(li)廠(chang)、城(cheng)鎮污(wu)(wu)水處理(li)廠(chang)排(pai)(pai)(pai)污(wu)(wu)口(kou)(kou)(kou)(kou)設置(zhi)審核制,落實(shi)排(pai)(pai)(pai)污(wu)(wu)口(kou)(kou)(kou)(kou)監督管(guan)理(li)責任。到2023年,完(wan)成延河(he)(he)、無定(ding)河(he)(he)、北洛(luo)河(he)(he)等(deng)黃(huang)河(he)(he)流(liu)域重要(yao)支流(liu)排(pai)(pai)(pai)污(wu)(wu)口(kou)(kou)(kou)(kou)排(pai)(pai)(pai)查。到2025年,完(wan)成全(quan)省黃(huang)河(he)(he)流(liu)域全(quan)范圍(wei)內排(pai)(pai)(pai)污(wu)(wu)口(kou)(kou)(kou)(kou)排(pai)(pai)(pai)查。建立(li)排(pai)(pai)(pai)污(wu)(wu)口(kou)(kou)(kou)(kou)整治銷號制度(du),加大排(pai)(pai)(pai)污(wu)(wu)口(kou)(kou)(kou)(kou)環(huan)境執(zhi)法力度(du),嚴厲打擊偷排(pai)(pai)(pai)直(zhi)排(pai)(pai)(pai)、超標(biao)排(pai)(pai)(pai)污(wu)(wu)、私設排(pai)(pai)(pai)污(wu)(wu)口(kou)(kou)(kou)(kou)等(deng)違法行為。(省生態環(huan)境廳、省住房和城(cheng)鄉建設廳、省水利廳、省農業(ye)農村廳按(an)職責分工負責)

5.加(jia)強飲用(yong)水(shui)水(shui)源(yuan)地(di)規范(fan)化(hua)建設。以(yi)縣級(ji)(ji)及(ji)以(yi)上(shang)城(cheng)市集中式(shi)飲用(yong)水(shui)水(shui)源(yuan)地(di)為重(zhong)點,加(jia)強飲用(yong)水(shui)水(shui)源(yuan)地(di)規范(fan)化(hua)建設,開展不(bu)達(da)標(biao)水(shui)源(yuan)地(di)治理。推(tui)進(jin)鄉(xiang)鎮級(ji)(ji)飲用(yong)水(shui)水(shui)源(yuan)保(bao)護區劃定與立(li)(li)標(biao)。到(dao)2025年,完成(cheng)鄉(xiang)鎮級(ji)(ji)集中式(shi)飲用(yong)水(shui)水(shui)源(yuan)保(bao)護區劃定與立(li)(li)標(biao)。(省(sheng)生態環境(jing)廳(ting)、省(sheng)水(shui)利(li)廳(ting)按職責分工(gong)負責)

6.加強地(di)下水(shui)(shui)(shui)污染防治。開展(zhan)地(di)下水(shui)(shui)(shui)污染狀況(kuang)(kuang)調查評估(gu),識(shi)別地(di)下水(shui)(shui)(shui)環境(jing)風險(xian)與(yu)管控重點。推動沿(yan)黃市(區)開展(zhan)地(di)下水(shui)(shui)(shui)污染防治重點區劃定,建立地(di)下水(shui)(shui)(shui)污染防治重點排污單位名錄。到(dao)2023年,完(wan)成一(yi)批以國家級、省(sheng)(sheng)級為主的化工產業集(ji)聚區地(di)下水(shui)(shui)(shui)環境(jing)狀況(kuang)(kuang)調查評估(gu)工作(zuo)。到(dao)2025年,完(wan)成一(yi)批其他污染源地(di)下水(shui)(shui)(shui)環境(jing)狀況(kuang)(kuang)調查評估(gu)工作(zuo)。推進咸陽(yang)市地(di)下水(shui)(shui)(shui)污染防治試(shi)驗區建設。(省(sheng)(sheng)生態環境(jing)廳(ting)(ting)、省(sheng)(sheng)自然資源廳(ting)(ting)、省(sheng)(sheng)水(shui)(shui)(shui)利廳(ting)(ting)按職責分工負責)

7.強(qiang)(qiang)(qiang)化環(huan)(huan)(huan)境(jing)(jing)(jing)(jing)風險(xian)防(fang)控。以涉(she)石油、煤(mei)炭產業(ye)鏈(lian)輸送鏈(lian),涉(she)危險(xian)廢物涉(she)重(zhong)金(jin)屬(shu)企業(ye)、化工園(yuan)區為重(zhong)點,加強(qiang)(qiang)(qiang)黃河(he)(he)流(liu)(liu)(liu)域(yu)重(zhong)要(yao)支(zhi)(zhi)流(liu)(liu)(liu)、跨界河(he)(he)流(liu)(liu)(liu)以及其(qi)他環(huan)(huan)(huan)境(jing)(jing)(jing)(jing)敏感目標環(huan)(huan)(huan)境(jing)(jing)(jing)(jing)風險(xian)防(fang)范與治(zhi)(zhi)理(li)。制定完善突發環(huan)(huan)(huan)境(jing)(jing)(jing)(jing)事(shi)件應(ying)(ying)急(ji)(ji)預案,開展實(shi)戰(zhan)化環(huan)(huan)(huan)境(jing)(jing)(jing)(jing)應(ying)(ying)急(ji)(ji)演練,提高(gao)靈敏度(du),科學(xue)高(gao)效處置突發環(huan)(huan)(huan)境(jing)(jing)(jing)(jing)事(shi)件。用好“南陽實(shi)踐”經(jing)驗,加快實(shi)現黃河(he)(he)流(liu)(liu)(liu)域(yu)河(he)(he)流(liu)(liu)(liu)(河(he)(he)段)環(huan)(huan)(huan)境(jing)(jing)(jing)(jing)應(ying)(ying)急(ji)(ji)響應(ying)(ying)“一河(he)(he)一策(ce)一圖”全覆蓋。完善黃河(he)(he)干(gan)流(liu)(liu)(liu)以及重(zhong)要(yao)支(zhi)(zhi)流(liu)(liu)(liu)上下游聯防(fang)聯控機(ji)制,加強(qiang)(qiang)(qiang)省(sheng)、市、縣三(san)級和重(zhong)點企業(ye)應(ying)(ying)急(ji)(ji)物資庫(ku)建設(she)(she),加強(qiang)(qiang)(qiang)以石化、化工等(deng)重(zhong)點行業(ye)、油氣(qi)管道環(huan)(huan)(huan)境(jing)(jing)(jing)(jing)風險(xian)防(fang)范,建立健全新污染(ran)物治(zhi)(zhi)理(li)體系。在環(huan)(huan)(huan)境(jing)(jing)(jing)(jing)高(gao)風險(xian)領域(yu)依法建立實(shi)施(shi)環(huan)(huan)(huan)境(jing)(jing)(jing)(jing)污染(ran)強(qiang)(qiang)(qiang)制責(ze)任保險(xian)制度(du)。到2025年,完成黃河(he)(he)干(gan)流(liu)(liu)(liu)及重(zhong)要(yao)支(zhi)(zhi)流(liu)(liu)(liu)環(huan)(huan)(huan)境(jing)(jing)(jing)(jing)風險(xian)調查。新、改、擴建重(zhong)點行業(ye)建設(she)(she)項目遵循(xun)重(zhong)點行業(ye)重(zhong)點重(zhong)金(jin)屬(shu)污染(ran)物排放(fang)“等(deng)量替(ti)代”原則,動態更新全口徑(jing)清單,推動重(zhong)金(jin)屬(shu)污染(ran)深度(du)治(zhi)(zhi)理(li)。(省(sheng)生態環(huan)(huan)(huan)境(jing)(jing)(jing)(jing)廳(ting)、省(sheng)發展改革委按(an)職責(ze)分工負(fu)責(ze))

三、推(tui)進減污降碳協同(tong)增效

8.強化(hua)(hua)生(sheng)態環境分(fen)區管控(kong)。統籌(chou)劃定(ding)“三區三線(xian)”,建立(li)以“三線(xian)一單(dan)”為核(he)心的生(sheng)態環境分(fen)區管控(kong)體系,充分(fen)發揮(hui)“三線(xian)一單(dan)”數(shu)據應用(yong)管理平臺數(shu)據支(zhi)持服務功能。嚴(yan)格(ge)規劃環評審(shen)查(cha)(cha)、節(jie)能審(shen)查(cha)(cha)、節(jie)水(shui)評價和項目環評準入,嚴(yan)控(kong)新增高污染(ran)、高耗能、高排放、高耗水(shui)企(qi)業(ye)(ye),嚴(yan)格(ge)執(zhi)行(xing)鋼(gang)鐵、水(shui)泥、平板(ban)玻璃、電解鋁等行(xing)業(ye)(ye)產(chan)(chan)能置(zhi)換政策,嚴(yan)格(ge)磷(lin)(lin)銨、黃磷(lin)(lin)、電石(shi)等行(xing)業(ye)(ye)新增產(chan)(chan)能。嚴(yan)格(ge)涉重金屬(shu)重點行(xing)業(ye)(ye)建設項目環境影響(xiang)評價審(shen)批,禁(jin)止(zhi)低端(duan)落(luo)后產(chan)(chan)能向(xiang)黃河流域轉移(yi)。嚴(yan)控(kong)鋼(gang)鐵、煤(mei)化(hua)(hua)工、石(shi)化(hua)(hua)、有色金屬(shu)等行(xing)業(ye)(ye)規模,加快推進(jin)煤(mei)化(hua)(hua)工產(chan)(chan)業(ye)(ye)綠色轉型和產(chan)(chan)業(ye)(ye)鏈延伸提升,依法依規推進(jin)落(luo)后產(chan)(chan)能退(tui)出,化(hua)(hua)解過(guo)剩產(chan)(chan)能。禁(jin)止(zhi)在(zai)黃河干支(zhi)流岸線(xian)限定(ding)范圍內新建、擴(kuo)建化(hua)(hua)工園區和化(hua)(hua)工項目。嚴(yan)禁(jin)“挖湖造景”等不合理用(yong)水(shui)需求(qiu)。(省發展(zhan)改革委、省工業(ye)(ye)和信息(xi)化(hua)(hua)廳(ting)(ting)、省自然資(zi)源廳(ting)(ting)、省生(sheng)態環境廳(ting)(ting)、省水(shui)利(li)廳(ting)(ting)等按職責分(fen)工負(fu)責)
