【谷騰環保網訊】獲悉(xi),5月19日,中共青(qing)島(dao)市委、青(qing)島(dao)市人(ren)民政府印發《青(qing)島(dao)市碳(tan)(tan)(tan)達峰工作方(fang)案》的通知,提(ti)出,“十(shi)四五(wu)”期間,全市產(chan)業結構和能(neng)(neng)源結構優化(hua)調(diao)整取得明顯進展(zhan),綠(lv)色低(di)碳(tan)(tan)(tan)循環發展(zhan)的經濟體系初步形成。到2025年(nian),非(fei)化(hua)石能(neng)(neng)源消費比重提(ti)升到15%左右,單位地(di)區(qu)生產(chan)總(zong)值能(neng)(neng)源消耗(hao)比2020年(nian)下降12%左右,單位地(di)區(qu)生產(chan)總(zong)值二氧化(hua)碳(tan)(tan)(tan)排放確保完成省下達任務,為全市如(ru)期實現碳(tan)(tan)(tan)達峰奠(dian)定堅(jian)實基礎。

青島市碳達峰工作方案
為深入學習貫徹(che)習近平新時(shi)代中(zhong)(zhong)(zhong)(zhong)國特(te)色社會主義思想(xiang),全面貫徹(che)黨的二十大精神(shen),認真(zhen)落實(shi)習近平生態(tai)文明思想(xiang),扎實(shi)做好(hao)我(wo)市(shi)碳(tan)達峰(feng)碳(tan)中(zhong)(zhong)(zhong)(zhong)和工(gong)作,根據黨中(zhong)(zhong)(zhong)(zhong)央、國務院關于碳(tan)達峰(feng)碳(tan)中(zhong)(zhong)(zhong)(zhong)和重(zhong)大戰略決策部署,按照省委、省政府(fu)工(gong)作要求,現結合我(wo)市(shi)實(shi)際,制定本方(fang)案(an)。
一、主要目標
“十(shi)四五”期(qi)間(jian),全(quan)市(shi)產業(ye)結構(gou)和(he)能源結構(gou)優化(hua)調整取(qu)得明顯(xian)進展(zhan),綠色低碳(tan)循環發展(zhan)的經(jing)濟(ji)體(ti)系(xi)初步(bu)形(xing)成。到2025年,非(fei)化(hua)石能源消費比重提升到15%左右(you),單(dan)位地(di)區生(sheng)產總值能源消耗比2020年下降12%左右(you),單(dan)位地(di)區生(sheng)產總值二氧化(hua)碳(tan)排放確保完(wan)成省下達任務(wu),為全(quan)市(shi)如期(qi)實現碳(tan)達峰(feng)奠定堅實基礎。
“十五(wu)五(wu)”期(qi)間,全市(shi)產業結構和能源結構調整取得重大進展,經(jing)濟社(she)會(hui)綠色低碳(tan)高(gao)質量發展取得顯(xian)著成效。到2030年,非化石能源消費(fei)比(bi)重達到23%左右,單位地(di)區生產總(zong)值二氧化碳(tan)排放比(bi)2005年下降70%以上(shang),確保(bao)如期(qi)實現2030年前碳(tan)達峰目標。
二、重點任務
(一)實施能(neng)源(yuan)綠(lv)色低碳轉(zhuan)型工程。大(da)力發展(zhan)(zhan)新能(neng)源(yuan),推動可再生(sheng)(sheng)能(neng)源(yuan)規模化(hua)發展(zhan)(zhan),突破發展(zhan)(zhan)海上光伏,積(ji)極穩妥推進海上風(feng)電(dian)(dian),培育壯大(da)氫能(neng)產業。合理控制化(hua)石(shi)能(neng)源(yuan)消(xiao)(xiao)(xiao)費,加(jia)快(kuai)煤炭(tan)消(xiao)(xiao)(xiao)費替代和(he)轉(zhuan)型升級(ji),不斷(duan)降低供(gong)電(dian)(dian)和(he)供(gong)熱煤耗(hao),有序(xu)引導油氣消(xiao)(xiao)(xiao)費,加(jia)快(kuai)完(wan)善天然氣基(ji)礎設(she)施建設(she)。加(jia)快(kuai)建設(she)新型電(dian)(dian)力系統(tong),大(da)幅提(ti)高新能(neng)源(yuan)電(dian)(dian)力消(xiao)(xiao)(xiao)納能(neng)力,打造(zao)以高比例外電(dian)(dian)送入、可再生(sheng)(sheng)能(neng)源(yuan)電(dian)(dian)力消(xiao)(xiao)(xiao)納和(he)調控為發展(zhan)(zhan)方向(xiang)的堅(jian)強智能(neng)電(dian)(dian)網,加(jia)快(kuai)發展(zhan)(zhan)新型儲能(neng)。
(二(er))實(shi)施節(jie)(jie)能(neng)(neng)(neng)(neng)(neng)(neng)(neng)降(jiang)(jiang)(jiang)碳(tan)增(zeng)效(xiao)(xiao)工程。全面提升(sheng)(sheng)節(jie)(jie)能(neng)(neng)(neng)(neng)(neng)(neng)(neng)管(guan)理能(neng)(neng)(neng)(neng)(neng)(neng)(neng)力,推行用能(neng)(neng)(neng)(neng)(neng)(neng)(neng)預(yu)算管(guan)理,提高節(jie)(jie)能(neng)(neng)(neng)(neng)(neng)(neng)(neng)管(guan)理信(xin)息(xi)化(hua)(hua)(hua)水平,深化(hua)(hua)(hua)重點(dian)領(ling)域節(jie)(jie)能(neng)(neng)(neng)(neng)(neng)(neng)(neng)管(guan)理,提升(sheng)(sheng)能(neng)(neng)(neng)(neng)(neng)(neng)(neng)源(yuan)計量支(zhi)撐能(neng)(neng)(neng)(neng)(neng)(neng)(neng)力,加強節(jie)(jie)能(neng)(neng)(neng)(neng)(neng)(neng)(neng)監(jian)察能(neng)(neng)(neng)(neng)(neng)(neng)(neng)力建設(she)(she)。推動重點(dian)領(ling)域節(jie)(jie)能(neng)(neng)(neng)(neng)(neng)(neng)(neng)降(jiang)(jiang)(jiang)碳(tan),開展工業(ye)、建筑、交(jiao)通等基礎設(she)(she)施節(jie)(jie)能(neng)(neng)(neng)(neng)(neng)(neng)(neng)升(sheng)(sheng)級改(gai)造(zao),打造(zao)一(yi)批國際先(xian)進(jin)綠(lv)色(se)(se)低(di)碳(tan)園區,支(zhi)持(chi)綠(lv)色(se)(se)低(di)碳(tan)關鍵技術產(chan)業(ye)化(hua)(hua)(hua)示范應用。推進(jin)重點(dian)用能(neng)(neng)(neng)(neng)(neng)(neng)(neng)設(she)(she)備節(jie)(jie)能(neng)(neng)(neng)(neng)(neng)(neng)(neng)增(zeng)效(xiao)(xiao),推廣先(xian)進(jin)高效(xiao)(xiao)產(chan)品設(she)(she)備,淘汰(tai)落(luo)后(hou)低(di)效(xiao)(xiao)設(she)(she)備,提升(sheng)(sheng)重點(dian)用能(neng)(neng)(neng)(neng)(neng)(neng)(neng)設(she)(she)備能(neng)(neng)(neng)(neng)(neng)(neng)(neng)效(xiao)(xiao)標準,加強重點(dian)用能(neng)(neng)(neng)(neng)(neng)(neng)(neng)設(she)(she)備節(jie)(jie)能(neng)(neng)(neng)(neng)(neng)(neng)(neng)監(jian)測和日常監(jian)管(guan)。加強新型(xing)基礎設(she)(she)施節(jie)(jie)能(neng)(neng)(neng)(neng)(neng)(neng)(neng)降(jiang)(jiang)(jiang)碳(tan),優(you)化(hua)(hua)(hua)用能(neng)(neng)(neng)(neng)(neng)(neng)(neng)結構,提高非(fei)化(hua)(hua)(hua)石能(neng)(neng)(neng)(neng)(neng)(neng)(neng)源(yuan)消費比重,加強用能(neng)(neng)(neng)(neng)(neng)(neng)(neng)管(guan)理,推動既有設(she)(she)施綠(lv)色(se)(se)低(di)碳(tan)升(sheng)(sheng)級改(gai)造(zao)。
(三)實(shi)施工業(ye)領(ling)域(yu)碳(tan)(tan)(tan)達(da)(da)峰(feng)(feng)工程。推動(dong)工業(ye)領(ling)域(yu)綠色(se)低(di)碳(tan)(tan)(tan)發展(zhan),加快重點領(ling)域(yu)節(jie)能(neng)降碳(tan)(tan)(tan)步伐,著力提升工業(ye)園區綠色(se)化(hua)(hua)水平,積(ji)極發展(zhan)綠色(se)低(di)碳(tan)(tan)(tan)新(xin)興產(chan)業(ye),推進工業(ye)領(ling)域(yu)數字(zi)化(hua)(hua)、智能(neng)化(hua)(hua)、綠色(se)化(hua)(hua)融合發展(zhan)。推動(dong)鋼鐵行(xing)業(ye)碳(tan)(tan)(tan)達(da)(da)峰(feng)(feng),推廣(guang)先進適(shi)用(yong)技術,挖掘(jue)節(jie)能(neng)降碳(tan)(tan)(tan)潛力,探索(suo)開(kai)展(zhan)氫(qing)冶金、二氧化(hua)(hua)碳(tan)(tan)(tan)捕集利(li)用(yong)等(deng)試點示范。推動(dong)石化(hua)(hua)化(hua)(hua)工行(xing)業(ye)碳(tan)(tan)(tan)達(da)(da)峰(feng)(feng),嚴格項(xiang)目準入,優化(hua)(hua)產(chan)品結構,鼓勵以(yi)電力、天然氣等(deng)替代(dai)煤炭,打造國內一流高端綠色(se)化(hua)(hua)工和(he)新(xin)材料(liao)產(chan)業(ye)基地(di)(di)。推動(dong)建(jian)材行(xing)業(ye)碳(tan)(tan)(tan)達(da)(da)峰(feng)(feng),引導向輕型化(hua)(hua)、集約化(hua)(hua)、制品化(hua)(hua)轉型,因(yin)地(di)(di)制宜(yi)利(li)用(yong)可(ke)再生能(neng)源,加快推進綠色(se)建(jian)材產(chan)品認(ren)證和(he)應用(yong)推廣(guang),加強低(di)碳(tan)(tan)(tan)建(jian)材產(chan)品研(yan)發應用(yong)。堅決遏(e)制高耗(hao)能(neng)、高排(pai)放(fang)(fang)、低(di)水平項(xiang)目盲目發展(zhan),對(dui)高耗(hao)能(neng)高排(pai)放(fang)(fang)項(xiang)目全(quan)面推行(xing)清單管理、分類處置、動(dong)態監(jian)控,新(xin)建(jian)項(xiang)目嚴格落(luo)實(shi)產(chan)能(neng)、煤耗(hao)、能(neng)耗(hao)、碳(tan)(tan)(tan)排(pai)放(fang)(fang)、污染(ran)物(wu)排(pai)放(fang)(fang)等(deng)減量替代(dai)要求。
(四)實施城鄉(xiang)建(jian)(jian)(jian)(jian)(jian)(jian)設綠(lv)(lv)色低碳(tan)(tan)工程。推(tui)進(jin)(jin)城鄉(xiang)建(jian)(jian)(jian)(jian)(jian)(jian)設綠(lv)(lv)色低碳(tan)(tan)轉型,建(jian)(jian)(jian)(jian)(jian)(jian)立建(jian)(jian)(jian)(jian)(jian)(jian)筑(zhu)(zhu)(zhu)全生命周期綠(lv)(lv)色低碳(tan)(tan)管(guan)理(li)機制,推(tui)廣綠(lv)(lv)色建(jian)(jian)(jian)(jian)(jian)(jian)材和(he)綠(lv)(lv)色建(jian)(jian)(jian)(jian)(jian)(jian)造方式,加快(kuai)推(tui)進(jin)(jin)新(xin)型建(jian)(jian)(jian)(jian)(jian)(jian)筑(zhu)(zhu)(zhu)工業化(hua),建(jian)(jian)(jian)(jian)(jian)(jian)設綠(lv)(lv)色城區、綠(lv)(lv)色城鎮(zhen)(zhen)和(he)綠(lv)(lv)色社(she)區。加快(kuai)提(ti)升建(jian)(jian)(jian)(jian)(jian)(jian)筑(zhu)(zhu)(zhu)能(neng)(neng)效水(shui)(shui)平,推(tui)動超低能(neng)(neng)耗建(jian)(jian)(jian)(jian)(jian)(jian)筑(zhu)(zhu)(zhu)、低碳(tan)(tan)建(jian)(jian)(jian)(jian)(jian)(jian)筑(zhu)(zhu)(zhu)規模化(hua)發展(zhan),引導發展(zhan)高星級(ji)綠(lv)(lv)色建(jian)(jian)(jian)(jian)(jian)(jian)筑(zhu)(zhu)(zhu),提(ti)升城鎮(zhen)(zhen)建(jian)(jian)(jian)(jian)(jian)(jian)筑(zhu)(zhu)(zhu)和(he)基礎設施運行(xing)管(guan)理(li)智能(neng)(neng)化(hua)水(shui)(shui)平。大力(li)優化(hua)建(jian)(jian)(jian)(jian)(jian)(jian)筑(zhu)(zhu)(zhu)用(yong)能(neng)(neng)結構(gou),深化(hua)可再(zai)生能(neng)(neng)源建(jian)(jian)(jian)(jian)(jian)(jian)筑(zhu)(zhu)(zhu)應用(yong),開展(zhan)建(jian)(jian)(jian)(jian)(jian)(jian)筑(zhu)(zhu)(zhu)屋(wu)(wu)頂光伏(fu)行(xing)動,因地(di)制宜(yi)推(tui)進(jin)(jin)清潔(jie)(jie)低碳(tan)(tan)供暖(nuan),提(ti)升建(jian)(jian)(jian)(jian)(jian)(jian)筑(zhu)(zhu)(zhu)終端(duan)電(dian)氣化(hua)水(shui)(shui)平。推(tui)進(jin)(jin)農(nong)村用(yong)能(neng)(neng)結構(gou)低碳(tan)(tan)轉型,推(tui)進(jin)(jin)綠(lv)(lv)色農(nong)房建(jian)(jian)(jian)(jian)(jian)(jian)設,加快(kuai)農(nong)房節能(neng)(neng)改(gai)造。持續推(tui)進(jin)(jin)農(nong)村清潔(jie)(jie)取暖(nuan),加快(kuai)可再(zai)生能(neng)(neng)源在(zai)農(nong)村生活和(he)農(nong)村建(jian)(jian)(jian)(jian)(jian)(jian)筑(zhu)(zhu)(zhu)中的應用(yong),全面提(ti)高鄉(xiang)村電(dian)氣化(hua)水(shui)(shui)平。到(dao)2025年,累計完成(cheng)既有居住建(jian)(jian)(jian)(jian)(jian)(jian)筑(zhu)(zhu)(zhu)節能(neng)(neng)改(gai)造5500萬平方米(mi)、公(gong)共(gong)建(jian)(jian)(jian)(jian)(jian)(jian)筑(zhu)(zhu)(zhu)能(neng)(neng)效提(ti)升880萬平方米(mi),城鎮(zhen)(zhen)建(jian)(jian)(jian)(jian)(jian)(jian)筑(zhu)(zhu)(zhu)可再(zai)生能(neng)(neng)源替代(dai)率達(da)到(dao)10%,新(xin)建(jian)(jian)(jian)(jian)(jian)(jian)公(gong)共(gong)機構(gou)、新(xin)建(jian)(jian)(jian)(jian)(jian)(jian)廠房屋(wu)(wu)頂光伏(fu)覆蓋(gai)率達(da)到(dao)50%。
(五)實(shi)施(shi)(shi)交(jiao)(jiao)(jiao)(jiao)(jiao)通運(yun)輸低碳轉(zhuan)型工程。加(jia)(jia)快綠(lv)(lv)(lv)(lv)色交(jiao)(jiao)(jiao)(jiao)(jiao)通基(ji)礎(chu)(chu)設(she)施(shi)(shi)建設(she),開展交(jiao)(jiao)(jiao)(jiao)(jiao)通基(ji)礎(chu)(chu)設(she)施(shi)(shi)綠(lv)(lv)(lv)(lv)色化提(ti)(ti)升改造,有序推進充(chong)電(dian)樁、換電(dian)站、配套電(dian)網(wang)、加(jia)(jia)氣站、加(jia)(jia)氫站等(deng)基(ji)礎(chu)(chu)設(she)施(shi)(shi)建設(she),提(ti)(ti)升城(cheng)市(shi)(shi)(shi)公(gong)(gong)共交(jiao)(jiao)(jiao)(jiao)(jiao)通基(ji)礎(chu)(chu)設(she)施(shi)(shi)水平。推動運(yun)輸工具裝(zhuang)備低碳轉(zhuan)型,加(jia)(jia)大(da)城(cheng)市(shi)(shi)(shi)公(gong)(gong)交(jiao)(jiao)(jiao)(jiao)(jiao)、出(chu)租(zu)(zu)、物(wu)流(liu)配送等(deng)領域新能(neng)源(yuan)車輛推廣應用力度(du)。大(da)力推廣新能(neng)源(yuan)船舶(bo)及岸電(dian)設(she)施(shi)(shi)。構建綠(lv)(lv)(lv)(lv)色高效(xiao)交(jiao)(jiao)(jiao)(jiao)(jiao)通運(yun)輸體(ti)(ti)系(xi),加(jia)(jia)快完善多(duo)式聯運(yun)體(ti)(ti)系(xi),構建港(gang)口(kou)立體(ti)(ti)化集(ji)疏(shu)運(yun)網(wang)絡(luo)(luo)。構建綠(lv)(lv)(lv)(lv)色出(chu)行體(ti)(ti)系(xi),增加(jia)(jia)公(gong)(gong)共交(jiao)(jiao)(jiao)(jiao)(jiao)通網(wang)絡(luo)(luo)通達深(shen)度(du),加(jia)(jia)速(su)軌道交(jiao)(jiao)(jiao)(jiao)(jiao)通成網(wang),打造“常(chang)規公(gong)(gong)交(jiao)(jiao)(jiao)(jiao)(jiao)+軌道+慢行”網(wang)絡(luo)(luo)融合的(de)多(duo)層次(ci)城(cheng)市(shi)(shi)(shi)綠(lv)(lv)(lv)(lv)色出(chu)行體(ti)(ti)系(xi)。到2025年,全市(shi)(shi)(shi)高速(su)公(gong)(gong)路服務區充(chong)電(dian)設(she)施(shi)(shi)實(shi)現100%全覆蓋,全年集(ji)裝(zhuang)箱海(hai)鐵聯運(yun)量達到220萬標(biao)準(zhun)箱,港(gang)口(kou)大(da)宗貨物(wu)綠(lv)(lv)(lv)(lv)色運(yun)輸方式比例達到80%,綠(lv)(lv)(lv)(lv)色出(chu)行比例超過70%,城(cheng)市(shi)(shi)(shi)建成區年新增、更新公(gong)(gong)交(jiao)(jiao)(jiao)(jiao)(jiao)車輛和(he)巡游出(chu)租(zu)(zu)車輛新能(neng)源(yuan)占比分別達到100%和(he)80%。
(六)實(shi)施(shi)循(xun)環經(jing)濟助力(li)降碳工程。推動園區循(xun)環化發展和廢(fei)(fei)物(wu)(wu)綜(zong)合(he)利(li)用(yong)(yong)(yong)、水資(zi)(zi)源循(xun)環利(li)用(yong)(yong)(yong)及能量(liang)(liang)梯級利(li)用(yong)(yong)(yong),搭(da)建基礎設(she)施(shi)和公共服務共享平臺。加強(qiang)大(da)(da)宗固(gu)體廢(fei)(fei)棄物(wu)(wu)綜(zong)合(he)利(li)用(yong)(yong)(yong),依托(tuo)“無廢(fei)(fei)城(cheng)市”建設(she),支持固(gu)體廢(fei)(fei)棄物(wu)(wu)大(da)(da)摻量(liang)(liang)、規(gui)模化、高(gao)值化利(li)用(yong)(yong)(yong),促進主要農業廢(fei)(fei)棄物(wu)(wu)全(quan)(quan)量(liang)(liang)利(li)用(yong)(yong)(yong),推動建筑垃(la)(la)(la)圾(ji)資(zi)(zi)源化利(li)用(yong)(yong)(yong)。健全(quan)(quan)再生(sheng)資(zi)(zi)源循(xun)環利(li)用(yong)(yong)(yong)體系(xi),完善(shan)廢(fei)(fei)舊物(wu)(wu)資(zi)(zi)回收網(wang)絡,加強(qiang)再生(sheng)資(zi)(zi)源綜(zong)合(he)利(li)用(yong)(yong)(yong)行業規(gui)范管(guan)理(li),加大(da)(da)資(zi)(zi)源再生(sheng)產(chan)(chan)品和再制造產(chan)(chan)品推廣應用(yong)(yong)(yong)力(li)度。推進生(sheng)活(huo)垃(la)(la)(la)圾(ji)減量(liang)(liang)化資(zi)(zi)源化,完善(shan)生(sheng)活(huo)垃(la)(la)(la)圾(ji)分類處理(li)系(xi)統,加強(qiang)塑(su)料污染全(quan)(quan)鏈條治理(li)。到(dao)(dao)2030年,省(sheng)級以上園區全(quan)(quan)部實(shi)施(shi)循(xun)環化改造,大(da)(da)宗固(gu)體廢(fei)(fei)棄物(wu)(wu)年利(li)用(yong)(yong)(yong)量(liang)(liang)達到(dao)(dao)5000萬噸(dun),廢(fei)(fei)鋼、廢(fei)(fei)銅、廢(fei)(fei)塑(su)料、廢(fei)(fei)橡膠等再生(sheng)資(zi)(zi)源產(chan)(chan)品年利(li)用(yong)(yong)(yong)量(liang)(liang)達到(dao)(dao)300萬噸(dun),城(cheng)鎮生(sheng)活(huo)垃(la)(la)(la)圾(ji)分類實(shi)現(xian)全(quan)(quan)覆蓋,生(sheng)活(huo)垃(la)(la)(la)圾(ji)資(zi)(zi)源化利(li)用(yong)(yong)(yong)比例達到(dao)(dao)65%。
(七)實施綠(lv)色(se)(se)低(di)碳(tan)(tan)科(ke)技(ji)(ji)(ji)創(chuang)新(xin)工(gong)程(cheng)。完善綠(lv)色(se)(se)低(di)碳(tan)(tan)科(ke)技(ji)(ji)(ji)創(chuang)新(xin)機制,設立“雙(shuang)碳(tan)(tan)”關(guan)(guan)鍵技(ji)(ji)(ji)術研(yan)究專(zhuan)項(xiang),開展(zhan)低(di)碳(tan)(tan)零碳(tan)(tan)負碳(tan)(tan)技(ji)(ji)(ji)術攻(gong)關(guan)(guan),支持(chi)企業(ye)承擔國家及(ji)省級綠(lv)色(se)(se)低(di)碳(tan)(tan)重(zhong)大科(ke)技(ji)(ji)(ji)項(xiang)目(mu),鼓勵發展(zhan)綠(lv)色(se)(se)低(di)碳(tan)(tan)咨(zi)詢服務。加強創(chuang)新(xin)能力(li)建(jian)設和人才(cai)培養,著力(li)引(yin)進和培育低(di)碳(tan)(tan)領域高(gao)層次人才(cai),支持(chi)高(gao)校(xiao)開設相(xiang)關(guan)(guan)專(zhuan)業(ye)。加強綠(lv)色(se)(se)低(di)碳(tan)(tan)技(ji)(ji)(ji)術研(yan)發應用(yong),重(zhong)點突(tu)破綠(lv)色(se)(se)低(di)碳(tan)(tan)領域“卡脖(bo)子”和共性關(guan)(guan)鍵技(ji)(ji)(ji)術,支持(chi)二氧化碳(tan)(tan)捕(bu)集(ji)利用(yong)與封存(CCUS)技(ji)(ji)(ji)術攻(gong)關(guan)(guan)和項(xiang)目(mu)建(jian)設。構(gou)建(jian)海洋(yang)(yang)低(di)碳(tan)(tan)科(ke)技(ji)(ji)(ji)創(chuang)新(xin)體(ti)系,積(ji)極(ji)發展(zhan)海洋(yang)(yang)可再生能源開發和海水綜合利用(yong)等海洋(yang)(yang)低(di)碳(tan)(tan)技(ji)(ji)(ji)術。
(八(ba))實施碳(tan)匯(hui)(hui)(hui)能力鞏固(gu)提(ti)升(sheng)工程。鞏固(gu)生(sheng)(sheng)態(tai)(tai)(tai)系(xi)(xi)(xi)統(tong)(tong)碳(tan)匯(hui)(hui)(hui)作用,實施整體保(bao)護、系(xi)(xi)(xi)統(tong)(tong)修復、綜合治理,加(jia)快構建(jian)自然保(bao)護地體系(xi)(xi)(xi),提(ti)升(sheng)生(sheng)(sheng)態(tai)(tai)(tai)系(xi)(xi)(xi)統(tong)(tong)碳(tan)匯(hui)(hui)(hui)增量。提(ti)升(sheng)生(sheng)(sheng)態(tai)(tai)(tai)系(xi)(xi)(xi)統(tong)(tong)碳(tan)匯(hui)(hui)(hui)能力,加(jia)快重要生(sheng)(sheng)態(tai)(tai)(tai)安全屏障建(jian)設,強(qiang)化森林(lin)(lin)資源保(bao)護,加(jia)強(qiang)河(he)湖、濕地保(bao)護修復。大力發(fa)展海洋(yang)生(sheng)(sheng)態(tai)(tai)(tai)系(xi)(xi)(xi)統(tong)(tong)碳(tan)匯(hui)(hui)(hui),開展海洋(yang)生(sheng)(sheng)態(tai)(tai)(tai)系(xi)(xi)(xi)統(tong)(tong)碳(tan)匯(hui)(hui)(hui)分布狀況(kuang)家底調查(cha),推進(jin)(jin)“藍(lan)色(se)海灣”整治行動,加(jia)快海洋(yang)碳(tan)匯(hui)(hui)(hui)發(fa)展。推進(jin)(jin)農(nong)(nong)(nong)業(ye)(ye)農(nong)(nong)(nong)村(cun)減排(pai)固(gu)碳(tan),大力發(fa)展綠(lv)色(se)低碳(tan)循環農(nong)(nong)(nong)業(ye)(ye),推動農(nong)(nong)(nong)業(ye)(ye)生(sheng)(sheng)態(tai)(tai)(tai)技術、綠(lv)色(se)技術和(he)增匯(hui)(hui)(hui)型(xing)技術研發(fa)和(he)推廣應用。加(jia)強(qiang)生(sheng)(sheng)態(tai)(tai)(tai)系(xi)(xi)(xi)統(tong)(tong)碳(tan)匯(hui)(hui)(hui)基礎支撐,定(ding)期開展自然生(sheng)(sheng)態(tai)(tai)(tai)系(xi)(xi)(xi)統(tong)(tong)碳(tan)匯(hui)(hui)(hui)本底調查(cha),完善森林(lin)(lin)碳(tan)庫現狀及動態(tai)(tai)(tai)數據庫,開展林(lin)(lin)業(ye)(ye)碳(tan)匯(hui)(hui)(hui)評估(gu)。
(九)實施綠色(se)低(di)(di)碳(tan)全民(min)工程。提(ti)高全民(min)節能(neng)低(di)(di)碳(tan)意(yi)識,推廣節能(neng)低(di)(di)碳(tan)生活(huo)方(fang)式。引導企業(ye)(ye)履行社會責任(ren),增強減碳(tan)主動性,鼓勵(li)重點領(ling)域用能(neng)單位制定實施碳(tan)達(da)峰(feng)工作方(fang)案,國有(you)企業(ye)(ye)積極發揮示范引領(ling)作用。強化領(ling)導干(gan)部專業(ye)(ye)培訓,增強抓綠色(se)低(di)(di)碳(tan)發展本領(ling)。
(十)實施(shi)綠(lv)色(se)(se)低碳(tan)國(guo)(guo)際合作工(gong)程。加快發展綠(lv)色(se)(se)貿(mao)易,加強節能環保產品(pin)和服務進出口,鼓勵(li)企(qi)業全面融入綠(lv)色(se)(se)低碳(tan)產業鏈(lian)。開(kai)展國(guo)(guo)際交流(liu)合作,積極參(can)與(yu)國(guo)(guo)際合作活動,推動開(kai)展綠(lv)色(se)(se)低碳(tan)領域聯(lian)合攻關(guan)和技(ji)術交流(liu)。
三、政(zheng)策措施保障
(一)健全(quan)統計監(jian)(jian)測(ce)。建立覆蓋重點(dian)領域的碳排(pai)放統計監(jian)(jian)測(ce)體系,加強數據(ju)監(jian)(jian)督管理,探(tan)索開展家電、橡膠、啤酒等行業重點(dian)產品全(quan)生命周(zhou)期碳足跡核算和碳標簽工作。
(二)完善投(tou)資(zi)和(he)價(jia)格政(zheng)策措(cuo)施。用好“兩高(gao)”行(xing)業重點(dian)企業碳賬戶,鼓勵社會資(zi)本設立綠(lv)色(se)低碳產(chan)業投(tou)資(zi)基金(jin),扎實推進青島西海岸新區氣(qi)候投(tou)融資(zi)試(shi)點(dian)。對高(gao)耗能、高(gao)排放、產(chan)能過剩行(xing)業實施差別(bie)化價(jia)格、超定額累進加(jia)價(jia)等措(cuo)施,促(cu)進能源資(zi)源集約高(gao)效(xiao)利用。
(三)強化財稅金融支(zhi)持(chi)。統籌利用現有資金渠道(dao),持(chi)續(xu)加大對綠(lv)(lv)色(se)(se)低(di)(di)碳(tan)領域重點項(xiang)目和基礎研究的支(zhi)持(chi)力度,完善政(zheng)府綠(lv)(lv)色(se)(se)采(cai)購(gou)標準,加大綠(lv)(lv)色(se)(se)低(di)(di)碳(tan)產(chan)品采(cai)購(gou)力度。支(zhi)持(chi)金融機構(gou)運(yun)用政(zheng)策工具加大綠(lv)(lv)色(se)(se)貸(dai)款投(tou)放,鼓勵(li)企業(ye)發行綠(lv)(lv)色(se)(se)債券,推廣碳(tan)排放權(quan)抵質押(ya)貸(dai)款業(ye)務,推行綠(lv)(lv)色(se)(se)保險(xian)。
(四)建立市(shi)場化機制。完善用能權交易(yi)制度(du),加強(qiang)碳排(pai)放配(pei)額分配(pei)管(guan)(guan)理,支(zhi)持重(zhong)點排(pai)放單(dan)位參(can)與全國碳排(pai)放權交易(yi),探(tan)索(suo)推進(jin)生態產品(pin)價值實現和碳匯交易(yi)。積極推行合同能源管(guan)(guan)理,推廣節能咨詢、診斷、設計等(deng)“一站式”綜(zong)合服務模式。
四、組織實施
市碳達峰碳中和(he)工(gong)(gong)作(zuo)領導(dao)(dao)小(xiao)組(zu)負責(ze)統(tong)籌部署(shu)和(he)系統(tong)推進,領導(dao)(dao)小(xiao)組(zu)成員單(dan)位要制(zhi)定具(ju)體(ti)工(gong)(gong)作(zuo)方案。領導(dao)(dao)小(xiao)組(zu)辦公室要進一步細化本方案重點工(gong)(gong)作(zuo),制(zhi)定重點任務清(qing)單(dan),督促目標任務落實落細。各區(市)和(he)相關部門(單(dan)位)要組(zu)織(zhi)開展碳達峰目標任務年度評價,有(you)關工(gong)(gong)作(zuo)進展和(he)重大問題及時向領導(dao)(dao)小(xiao)組(zu)報告。
