 谷騰環保網訊賀州(zhou)市生態環境(jing)(jing)保(bao)護委員會辦(ban)公室(shi)7月13日發布(bu)《賀州(zhou)市2023年度大氣(qi)(qi)(qi)污染(ran)防治工作(zuo)計劃》,目標到2023年底,賀州(zhou)市中(zhong)心城區(全市)環境(jing)(jing)空氣(qi)(qi)(qi)質量優良(liang)天(tian)數比(bi)率(lv)(lv)不(bu)低于(yu)95.8%,細顆粒物(wu)(PM2.5)平均濃度不(bu)高(gao)于(yu)27.9微克/立方米,重污染(ran)天(tian)數比(bi)率(lv)(lv)0.00%。全市環境(jing)(jing)空氣(qi)(qi)(qi)質量鞏(gong)固改善,三(san)縣(xian)兩區參照執行市中(zhong)心城區環境(jing)(jing)空氣(qi)(qi)(qi)質量目標。VOCs、NOx減(jian)排年度目標另行分解下達。

為貫徹(che)黨(dang)(dang)中央、國務院和自(zi)治(zhi)(zhi)區(qu)黨(dang)(dang)委、政府關于深(shen)(shen)入打好污(wu)(wu)染防治(zhi)(zhi)攻堅(jian)戰的決策部署,《廣西壯族自(zi)治(zhi)(zhi)區(qu)生態環(huan)(huan)(huan)境廳等十四部門關于印(yin)發〈廣西壯族自(zi)治(zhi)(zhi)區(qu)深(shen)(shen)入打好重污(wu)(wu)染天(tian)氣(qi)(qi)消除、臭氧污(wu)(wu)染防治(zhi)(zhi)和柴油(you)貨車污(wu)(wu)染治(zhi)(zhi)理(li)攻堅(jian)戰行(xing)動實施方案〉的通知》(桂環(huan)(huan)(huan)發〔2023〕57號)、《廣西2023年度大(da)氣(qi)(qi)污(wu)(wu)染防治(zhi)(zhi)工(gong)作(zuo)計劃(hua)》重點(dian)工(gong)作(zuo)相關要求,持(chi)續深(shen)(shen)入打好藍天(tian)保(bao)衛戰,確保(bao)完成國家下達(da)的環(huan)(huan)(huan)境空(kong)氣(qi)(qi)質(zhi)量約束性目標任(ren)務,編(bian)制本工(gong)作(zuo)計劃(hua)。

一、總體要求

以(yi)習(xi)近平(ping)新(xin)時代中(zhong)(zhong)國特(te)色(se)社會主義思想(xiang)為(wei)(wei)指導,全面貫(guan)徹黨的二(er)十大(da)精神(shen)(shen),深入貫(guan)徹落實(shi)習(xi)近平(ping)總(zong)書記對廣西“五(wu)個(ge)更(geng)大(da)”重(zhong)(zhong)要(yao)要(yao)求和系列重(zhong)(zhong)要(yao)指示(shi)精神(shen)(shen),堅(jian)持以(yi)人民為(wei)(wei)中(zhong)(zhong)心的發(fa)展思想(xiang),堅(jian)持穩(wen)中(zhong)(zhong)求進(jin)工作(zuo)總(zong)基調(diao),以(yi)實(shi)現減污(wu)(wu)降碳協同(tong)增(zeng)效為(wei)(wei)總(zong)抓手(shou),以(yi)精準治(zhi)(zhi)污(wu)(wu)、科學治(zhi)(zhi)污(wu)(wu)、依法(fa)治(zhi)(zhi)污(wu)(wu)為(wei)(wei)工作(zuo)方針,以(yi)改(gai)善空氣(qi)(qi)質量為(wei)(wei)核心,以(yi)打(da)好重(zhong)(zhong)污(wu)(wu)染(ran)天氣(qi)(qi)消(xiao)除、臭氧(yang)污(wu)(wu)染(ran)防(fang)治(zhi)(zhi)、柴油貨(huo)車污(wu)(wu)染(ran)治(zhi)(zhi)理三個(ge)標(biao)(biao)志性(xing)戰(zhan)役為(wei)(wei)重(zhong)(zhong)點,強化多污(wu)(wu)染(ran)物協同(tong)減排,加強區域協同(tong)治(zhi)(zhi)理、聯(lian)防(fang)聯(lian)控(kong),分解落實(shi)重(zhong)(zhong)點任務(wu),明確各級政(zheng)府及(ji)相關部(bu)門責(ze)任,推動年度空氣(qi)(qi)質量改(gai)善目標(biao)(biao)順利實(shi)現,人民群眾藍天幸(xing)福感(gan)、獲(huo)得感(gan)進(jin)一步(bu)增(zeng)強。

二、工作目標

到(dao)2023年(nian)底,賀州市中心城區(qu)(qu)(全市)環(huan)境空氣質(zhi)量(liang)優良天(tian)數比率(lv)不低于95.8%,細顆粒物(wu)(PM2.5)平均(jun)濃度(du)不高于27.9微克/立(li)方米,重污(wu)染天(tian)數比率(lv)0.00%。全市環(huan)境空氣質(zhi)量(liang)鞏固改善,三縣兩區(qu)(qu)參(can)照執行市中心城區(qu)(qu)環(huan)境空氣質(zhi)量(liang)目標。VOCs、NOx減排年(nian)度(du)目標另行分解下(xia)達。

三、主要任務

(一)持續(xu)開展產業(ye)、能源結構優化調整

1.推動(dong)(dong)產(chan)業(ye)(ye)(ye)結構(gou)優化調整。堅決遏制高(gao)(gao)(gao)耗能、高(gao)(gao)(gao)排(pai)放、低水(shui)平(ping)(ping)項目(mu)盲目(mu)發展,新建(jian)(jian)和(he)(he)(he)擴建(jian)(jian)鋼鐵、有(you)色金屬冶(ye)煉、建(jian)(jian)材、石化、現代煤(mei)、焦化、煤(mei)電、化工等(deng)“兩高(gao)(gao)(gao)”項目(mu),應(ying)嚴格(ge)落(luo)(luo)實(shi)國家和(he)(he)(he)市產(chan)業(ye)(ye)(ye)規劃(hua)、產(chan)業(ye)(ye)(ye)政策、“三線一單”、規劃(hua)環評(ping),以及產(chan)能置換、煤(mei)炭(tan)消(xiao)費減量(liang)替代、區(qu)域污染物(wu)削減等(deng)要(yao)(yao)求(qiu)。擬建(jian)(jian)、在建(jian)(jian)的(de)(de)高(gao)(gao)(gao)耗能項目(mu)按照《國家發展改革委等(deng)部(bu)門關于嚴格(ge)能效(xiao)約束推動(dong)(dong)重(zhong)點領域節(jie)能降碳的(de)(de)若干意見(jian)》(發改產(chan)業(ye)(ye)(ye)〔2021〕1464號)、《國家發展改革委等(deng)部(bu)門關于發布〈高(gao)(gao)(gao)耗能行業(ye)(ye)(ye)重(zhong)點領域能效(xiao)標桿水(shui)平(ping)(ping)和(he)(he)(he)基(ji)準水(shui)平(ping)(ping)(2021年版(ban))〉的(de)(de)通知(zhi)》(發改產(chan)業(ye)(ye)(ye)〔2021〕1609號)等(deng)文件要(yao)(yao)求(qiu),應(ying)對照能效(xiao)標桿水(shui)平(ping)(ping)建(jian)(jian)設實(shi)施(shi),推動(dong)(dong)能效(xiao)水(shui)平(ping)(ping)應(ying)提(ti)(ti)盡(jin)提(ti)(ti),力(li)爭全面(mian)達到標桿水(shui)平(ping)(ping)。根(gen)據(ju)能耗、產(chan)能、生(sheng)態環境(jing)容量(liang)等(deng)制約要(yao)(yao)素,進(jin)一步完善淘汰落(luo)(luo)后(hou)產(chan)能的(de)(de)機制和(he)(he)(he)制度(du)(du)建(jian)(jian)設,依法依規退出(chu)重(zhong)點行業(ye)(ye)(ye)落(luo)(luo)后(hou)產(chan)能,根(gen)據(ju)國家修(xiu)訂(ding)的(de)(de)《產(chan)業(ye)(ye)(ye)結構(gou)調整指導目(mu)錄》,按要(yao)(yao)求(qiu)淘汰或(huo)限制大氣污染物(wu)排(pai)放強度(du)(du)高(gao)(gao)(gao)、治理難度(du)(du)大的(de)(de)工藝和(he)(he)(he)裝(zhuang)備。(牽(qian)頭單位(wei):市發展改革委、工信局(ju)、生(sheng)態環境(jing)局(ju)。配合單位(wei):市自然資源局(ju)、市場(chang)監管局(ju)。責任單位(wei):各縣(區(qu))人民政府)

2.加快能(neng)(neng)(neng)源綠(lv)色(se)低碳轉型。大(da)力發展新能(neng)(neng)(neng)源和(he)清潔能(neng)(neng)(neng)源,非(fei)化石能(neng)(neng)(neng)源逐步成為能(neng)(neng)(neng)源消費增量主(zhu)體。嚴控煤炭(tan)消費增長,推動(dong)煤炭(tan)清潔高效利用,推行能(neng)(neng)(neng)源管理體系認證。著力整合供熱(re)(re)資源,加快供熱(re)(re)區(qu)域熱(re)(re)網互聯互通(tong),充(chong)分(fen)釋放燃(ran)煤電廠(chang)、工業(ye)余熱(re)(re)等(deng)供熱(re)(re)能(neng)(neng)(neng)力,發展長輸(shu)供熱(re)(re)項目,淘汰管網覆(fu)蓋范圍(wei)內的燃(ran)煤鍋爐(lu)(lu)和(he)散煤。實施工業(ye)鍋爐(lu)(lu)和(he)爐(lu)(lu)窯清潔能(neng)(neng)(neng)源替代(dai)或熱(re)(re)電聯產供汽供熱(re)(re)替代(dai),大(da)力推進電能(neng)(neng)(neng)替代(dai)煤炭(tan),在不(bu)影響民生(sheng)用氣穩(wen)定(ding)、已(yi)落實合同氣源的前提下,穩(wen)妥有序(xu)引導以氣代(dai)煤。(牽頭單(dan)位:市發展改革委(wei)、工信局(ju)(ju)、住建局(ju)(ju)。配合單(dan)位:市生(sheng)態(tai)環境局(ju)(ju)、農業(ye)農村局(ju)(ju)、市場監管局(ju)(ju)。責任單(dan)位:各(ge)縣(區(qu))人民政(zheng)府(fu))

3.推進(jin)企(qi)(qi)業(ye)集(ji)(ji)(ji)群(qun)規范發展。重點針對精細化工(gong)、紡織印染、包(bao)裝(zhuang)印刷(shua)、家具、人(ren)(ren)造板(ban)、橡膠制(zhi)品、塑料制(zhi)品、磚瓦、機械(xie)噴漆加(jia)工(gong)等企(qi)(qi)業(ye)集(ji)(ji)(ji)群(qun),開展排查及分類治(zhi)理(li)(li)(li),制(zhi)定“一(yi)群(qun)一(yi)策”整治(zhi)提(ti)升方(fang)案,從生產工(gong)藝(yi)、產品質(zhi)量(liang)、產能(neng)規模、能(neng)耗(hao)水平、燃料類型、原輔(fu)材料替代、污染治(zhi)理(li)(li)(li)和(he)區(qu)(qu)域環(huan)(huan)境(jing)綜合整治(zhi)等方(fang)面明確升級改造標準。實(shi)施拉單(dan)(dan)掛賬式管理(li)(li)(li),淘汰關停一(yi)批、搬(ban)遷入園(yuan)(yuan)一(yi)批、就地(di)改造一(yi)批、做優(you)做強一(yi)批,切實(shi)提(ti)升產業(ye)發展質(zhi)量(liang)和(he)環(huan)(huan)保治(zhi)理(li)(li)(li)水平。完善動態管理(li)(li)(li)機制(zhi),嚴防(fang)“散亂污”企(qi)(qi)業(ye)反彈。鼓(gu)勵支持(chi)條件成熟的工(gong)業(ye)園(yuan)(yuan)區(qu)(qu)和(he)企(qi)(qi)業(ye)集(ji)(ji)(ji)群(qun)建設集(ji)(ji)(ji)中(zhong)涂(tu)裝(zhuang)中(zhong)心(xin)(xin)、活性炭集(ji)(ji)(ji)中(zhong)再生中(zhong)心(xin)(xin)、有機溶劑集(ji)(ji)(ji)中(zhong)回收處置中(zhong)心(xin)(xin)等涉VOCs“綠島”項目,實(shi)現VOCs集(ji)(ji)(ji)中(zhong)高效處理(li)(li)(li)。(牽頭單(dan)(dan)位(wei):市生態環(huan)(huan)境(jing)局(ju)。配合單(dan)(dan)位(wei):市工(gong)信局(ju)、發展改革委。責任(ren)單(dan)(dan)位(wei):各(ge)(ge)縣(區(qu)(qu))人(ren)(ren)民政府、各(ge)(ge)園(yuan)(yuan)區(qu)(qu)管委)

(二(er))加(jia)快實(shi)施(shi)工業多污染物(wu)協同控制

1.加(jia)快實施(shi)(shi)低(di)VOCs含(han)量(liang)(liang)(liang)原(yuan)輔(fu)材(cai)料替代。結(jie)(jie)合工(gong)(gong)(gong)(gong)業和(he)信(xin)(xin)息(xi)化部(bu)、市(shi)場監(jian)管(guan)總(zong)局(ju)(ju)關于低(di)VOCs含(han)量(liang)(liang)(liang)涂(tu)料產品(pin)的(de)技術要(yao)求(qiu),各縣(xian)(區)在2023年7月底(di)前對溶劑型涂(tu)料、油墨、膠(jiao)粘(zhan)(zhan)劑、清洗劑使(shi)用(yong)企業制定(ding)完善低(di)VOCs含(han)量(liang)(liang)(liang)原(yuan)輔(fu)材(cai)料替代計劃并組織實施(shi)(shi)。全面推(tui)(tui)進汽車(che)整車(che)制造(zao)(zao)底(di)漆、中涂(tu)、色漆使(shi)用(yong)低(di)VOCs含(han)量(liang)(liang)(liang)涂(tu)料;在木質家具、汽車(che)零部(bu)件、工(gong)(gong)(gong)(gong)程(cheng)機(ji)械、鋼(gang)結(jie)(jie)構、船舶(bo)制造(zao)(zao)技術成熟的(de)工(gong)(gong)(gong)(gong)藝環節,大(da)力推(tui)(tui)廣(guang)使(shi)用(yong)低(di)VOCs含(han)量(liang)(liang)(liang)涂(tu)料。在房屋建(jian)筑和(he)市(shi)政工(gong)(gong)(gong)(gong)程(cheng)中,全面推(tui)(tui)廣(guang)使(shi)用(yong)低(di)VOCs含(han)量(liang)(liang)(liang)涂(tu)料和(he)膠(jiao)粘(zhan)(zhan)劑,大(da)力推(tui)(tui)行(xing)綠色建(jian)材(cai)產品(pin)和(he)綠色產品(pin)認證;除(chu)特(te)殊功能要(yao)求(qiu)外的(de)室內地坪施(shi)(shi)工(gong)(gong)(gong)(gong)、室外構筑物防護和(he)城市(shi)道(dao)路交通標志使(shi)用(yong)低(di)VOCs含(han)量(liang)(liang)(liang)涂(tu)料。企業采(cai)用(yong)符合國家有關低(di)VOCs含(han)量(liang)(liang)(liang)產品(pin)規定(ding)的(de)涂(tu)料、油墨、膠(jiao)粘(zhan)(zhan)劑等,排(pai)(pai)放濃(nong)度穩(wen)定(ding)達標且排(pai)(pai)放速率、排(pai)(pai)放績效等滿足相(xiang)(xiang)關規定(ding)的(de),相(xiang)(xiang)應(ying)(ying)生(sheng)產工(gong)(gong)(gong)(gong)序可不要(yao)求(qiu)建(jian)設末端治理(li)設施(shi)(shi)。使(shi)用(yong)原(yuan)輔(fu)材(cai)料VOCs含(han)量(liang)(liang)(liang)(質量(liang)(liang)(liang)比)低(di)于10%的(de)工(gong)(gong)(gong)(gong)序,相(xiang)(xiang)應(ying)(ying)生(sheng)產工(gong)(gong)(gong)(gong)序可不要(yao)求(qiu)采(cai)取無組織排(pai)(pai)放收集措施(shi)(shi)。(牽頭(tou)單(dan)位:市(shi)工(gong)(gong)(gong)(gong)信(xin)(xin)局(ju)(ju)、市(shi)場監(jian)管(guan)局(ju)(ju)、生(sheng)態環境局(ju)(ju)、住建(jian)局(ju)(ju)。責任單(dan)位:各縣(xian)(區)人民政府)

2.持續開(kai)展(zhan)簡易低(di)效(xiao)VOCs治(zhi)(zhi)(zhi)理(li)(li)(li)設(she)(she)施(shi)(shi)清(qing)理(li)(li)(li)整(zheng)治(zhi)(zhi)(zhi)。各縣(區(qu))全面梳理(li)(li)(li)VOCs治(zhi)(zhi)(zhi)理(li)(li)(li)設(she)(she)施(shi)(shi)臺賬,分析治(zhi)(zhi)(zhi)理(li)(li)(li)技(ji)術(shu)、處理(li)(li)(li)能力與VOCs廢氣排放特(te)征、組分等(deng)匹配性,對(dui)采用(yong)單(dan)一低(di)溫(wen)等(deng)離(li)子、光氧化(hua)、光催化(hua)以及非水溶(rong)性VOCs廢氣采用(yong)單(dan)一噴淋吸收等(deng)治(zhi)(zhi)(zhi)理(li)(li)(li)技(ji)術(shu)且無法穩(wen)定(ding)達(da)標的,加(jia)快推進升(sheng)級改(gai)(gai)造(zao),嚴把工程質量(liang),確保(bao)達(da)標排放。2023年5月底(di)前上報簡易低(di)效(xiao)VOCs治(zhi)(zhi)(zhi)理(li)(li)(li)設(she)(she)施(shi)(shi)問(wen)題(ti)(ti)清(qing)單(dan),2023年10月底(di)前基(ji)本完(wan)成整(zheng)治(zhi)(zhi)(zhi),確需一定(ding)整(zheng)改(gai)(gai)周期(qi)的,最遲在相關設(she)(she)備下次停車(工)大修期(qi)間完(wan)成整(zheng)治(zhi)(zhi)(zhi)。持續推進VOCs問(wen)題(ti)(ti)整(zheng)改(gai)(gai),開(kai)展(zhan)已完(wan)成整(zheng)改(gai)(gai)問(wen)題(ti)(ti)“回(hui)頭看”復核,確保(bao)各問(wen)題(ti)(ti)整(zheng)改(gai)(gai)到位,完(wan)成下達(da)的問(wen)題(ti)(ti)整(zheng)改(gai)(gai)完(wan)成比(bi)例(li)等(deng)指標任務。(牽(qian)頭單(dan)位:市(shi)生態環(huan)境局(ju)。責任單(dan)位:各縣(區(qu))人民政府)

3.強化VOCs無組織(zhi)排放(fang)(fang)整治(zhi)。全(quan)面(mian)落實《揮發性有機物無組織(zhi)排放(fang)(fang)控制標(biao)(biao)準》(GB 37822—2019),推(tui)進治(zhi)污設施(shi)升級(ji)改造。全(quan)面(mian)排查(cha)含VOCs物料(liao)(liao)儲存、轉(zhuan)移和輸(shu)送、設備與管線(xian)組件(jian)、敞開(kai)液(ye)面(mian)以及工(gong)藝過程等(deng)環節無組織(zhi)排放(fang)(fang)情況(kuang),對達不到相(xiang)關標(biao)(biao)準要求的開(kai)展整治(zhi)。石化、現(xian)代(dai)煤化工(gong)、制藥(yao)、農藥(yao)行(xing)(xing)業(ye)重(zhong)點(dian)治(zhi)理(li)儲罐配件(jian)失效、裝(zhuang)載和污水處理(li)密閉收集(ji)效果差(cha)、裝(zhuang)置區廢(fei)水預(yu)處理(li)池和廢(fei)水儲罐廢(fei)氣(qi)未收集(ji)、LDAR不符合標(biao)(biao)準規范等(deng)問(wen)(wen)題;焦化行(xing)(xing)業(ye)重(zhong)點(dian)治(zhi)理(li)酚氰廢(fei)水處理(li)未密閉、煤氣(qi)管線(xian)及焦爐等(deng)裝(zhuang)置泄漏等(deng)問(wen)(wen)題;工(gong)業(ye)涂裝(zhuang)、包裝(zhuang)印刷等(deng)行(xing)(xing)業(ye)重(zhong)點(dian)治(zhi)理(li)集(ji)氣(qi)罩收集(ji)效果差(cha)、含VOCs原輔材料(liao)(liao)和廢(fei)料(liao)(liao)儲存環節無組織(zhi)排放(fang)(fang)等(deng)問(wen)(wen)題。(牽頭單(dan)位(wei):市生態環境局。責任單(dan)位(wei):各(ge)縣(區)人民政府)

4.推(tui)進(jin)重點行業(ye)超(chao)低(di)排放改(gai)(gai)造。加快推(tui)進(jin)65蒸噸/小(xiao)時(shi)以(yi)上(shang)燃(ran)煤鍋爐(含電力)超(chao)低(di)排放改(gai)(gai)造和生(sheng)物質(zhi)鍋爐綜合治理,2023年7月底前組(zu)織相(xiang)關(guan)企業(ye)(單(dan)(dan)位(wei))制定(ding)并(bing)組(zu)織實施(shi)超(chao)低(di)排放改(gai)(gai)造計劃。鼓勵35蒸噸/小(xiao)時(shi)以(yi)上(shang)燃(ran)煤鍋爐和自備電廠進(jin)行超(chao)低(di)排放改(gai)(gai)造。持續推(tui)進(jin)水泥(ni)行業(ye)超(chao)低(di)排放改(gai)(gai)造。(牽頭(tou)單(dan)(dan)位(wei):市生(sheng)態環(huan)境(jing)局(ju)(ju)(ju)。配合單(dan)(dan)位(wei):市工(gong)信局(ju)(ju)(ju)、發展(zhan)改(gai)(gai)革委(wei)、交通運輸局(ju)(ju)(ju)、市場監管局(ju)(ju)(ju)。責任單(dan)(dan)位(wei):相(xiang)關(guan)縣(區)人民政(zheng)府(fu))

5.實施工業(ye)鍋(guo)(guo)爐和(he)爐窯提(ti)標(biao)(biao)改造。組織(zhi)對采用(yong)脫硫脫硝(xiao)(xiao)一(yi)體化、濕(shi)法脫硝(xiao)(xiao)、微生物法脫硝(xiao)(xiao)等治(zhi)理(li)工藝(yi)的(de)鍋(guo)(guo)爐和(he)爐窯進行排查抽測(ce),督促不能(neng)穩定達標(biao)(biao)的(de)整改,推(tui)動達標(biao)(biao)無望或治(zhi)理(li)難度(du)大的(de)改用(yong)電(dian)(dian)鍋(guo)(guo)爐或電(dian)(dian)爐窯。鼓勵(li)采用(yong)低氮燃燒(shao)、選擇性(xing)催化還原(yuan)(SCR)、選擇性(xing)非催化還原(yuan)(SNCR)、活性(xing)焦等成(cheng)熟技術。(牽頭單位:市生態環境局。配合單位:市工信局。責(ze)任單位:相關縣(區)人民政府)

加強(qiang)污(wu)染源監管(guan)執法(fa)能力(li)建設。市、縣(xian)(區)兩級(ji)生(sheng)態(tai)環境部門加快配備便攜(xie)式VOCs檢(jian)測(ce)儀。各縣(xian)(區)要整合執法(fa)、監測(ce)、行(xing)(xing)業專家等(deng)力(li)量組建專門隊伍,針對儲罐、裝卸、敞開液(ye)面、動靜密封點、廢氣收(shou)集治(zhi)理、廢氣旁路、非正常工況等(deng)關(guan)鍵環節,對照相關(guan)行(xing)(xing)業排放標(biao)準(zhun)及無(wu)組織排放控(kong)制要求,組織開展排查整治(zhi),確保VOCs穩定達標(biao)排放。加強(qiang)衛星遙感、無(wu)人(ren)機巡查、在(zai)線(xian)監測(ce)、熱點網(wang)格、大(da)數據、人(ren)工智能等(deng)科(ke)技(ji)手段的綜合運用。(牽頭單位:市生(sheng)態(tai)環境局。責任單位:各縣(xian)(區)人(ren)民政府)

(三)深(shen)化(hua)實施移動污染源防(fang)控

4.強化(hua)非(fei)(fei)道路(lu)移(yi)(yi)動(dong)(dong)(dong)(dong)源(yuan)綜合(he)治(zhi)理(li)。全(quan)面實(shi)施非(fei)(fei)道路(lu)移(yi)(yi)動(dong)(dong)(dong)(dong)柴油機(ji)(ji)械(xie)(xie)(xie)第四(si)階(jie)段(duan)排(pai)放(fang)(fang)(fang)(fang)標準(zhun)(zhun)。因(yin)地制(zhi)(zhi)宜加(jia)快推(tui)(tui)進鐵路(lu)貨場(chang)(chang)、物流園區(qu)、港口、機(ji)(ji)場(chang)(chang),以(yi)及(ji)火電(dian)、鋼(gang)鐵、煤(mei)炭、焦化(hua)、建材、礦(kuang)山等(deng)(deng)工(gong)礦(kuang)企業(ye)新(xin)(xin)(xin)(xin)增或更(geng)新(xin)(xin)(xin)(xin)的(de)(de)作業(ye)車輛和(he)機(ji)(ji)械(xie)(xie)(xie)新(xin)(xin)(xin)(xin)能(neng)源(yuan)化(hua)。開(kai)展發(fa)動(dong)(dong)(dong)(dong)機(ji)(ji)生產企業(ye)排(pai)放(fang)(fang)(fang)(fang)檢查,基本(ben)(ben)實(shi)現(xian)系族(zu)全(quan)覆蓋。推(tui)(tui)進淘(tao)汰(tai)國一及(ji)以(yi)下排(pai)放(fang)(fang)(fang)(fang)標準(zhun)(zhun)的(de)(de)工(gong)程(cheng)機(ji)(ji)械(xie)(xie)(xie)(含按非(fei)(fei)道路(lu)排(pai)放(fang)(fang)(fang)(fang)標準(zhun)(zhun)生產的(de)(de)非(fei)(fei)道路(lu)用(yong)車),具(ju)(ju)備條件的(de)(de)可(ke)更(geng)換國四(si)及(ji)以(yi)上排(pai)放(fang)(fang)(fang)(fang)標準(zhun)(zhun)的(de)(de)發(fa)動(dong)(dong)(dong)(dong)機(ji)(ji)。持續(xu)開(kai)展非(fei)(fei)道路(lu)移(yi)(yi)動(dong)(dong)(dong)(dong)機(ji)(ji)械(xie)(xie)(xie)更(geng)新(xin)(xin)(xin)(xin)調(diao)查和(he)編碼登記(ji)工(gong)作,做到應登盡登,確保編碼登記(ji)的(de)(de)工(gong)程(cheng)機(ji)(ji)械(xie)(xie)(xie)數(shu)(shu)(shu)量(liang)高于(yu)已銷售數(shu)(shu)(shu)量(liang)且數(shu)(shu)(shu)據誤差率不超過(guo)2%。加(jia)大非(fei)(fei)道路(lu)移(yi)(yi)動(dong)(dong)(dong)(dong)機(ji)(ji)械(xie)(xie)(xie)現(xian)場(chang)(chang)抽(chou)查及(ji)排(pai)放(fang)(fang)(fang)(fang)抽(chou)測力度(du)(du),減少非(fei)(fei)道路(lu)移(yi)(yi)動(dong)(dong)(dong)(dong)機(ji)(ji)械(xie)(xie)(xie)污染物排(pai)放(fang)(fang)(fang)(fang)。強化(hua)非(fei)(fei)道路(lu)移(yi)(yi)動(dong)(dong)(dong)(dong)機(ji)(ji)械(xie)(xie)(xie)排(pai)放(fang)(fang)(fang)(fang)控(kong)制(zhi)(zhi)區(qu)管(guan)(guan)控(kong),不符合(he)排(pai)放(fang)(fang)(fang)(fang)要求(qiu)的(de)(de)機(ji)(ji)械(xie)(xie)(xie)禁止在(zai)控(kong)制(zhi)(zhi)區(qu)內使用(yong),基本(ben)(ben)消除工(gong)程(cheng)機(ji)(ji)械(xie)(xie)(xie)冒黑煙現(xian)象。全(quan)面實(shi)施船舶(bo)(bo)(bo)發(fa)動(dong)(dong)(dong)(dong)機(ji)(ji)第二階(jie)段(duan)排(pai)放(fang)(fang)(fang)(fang)標準(zhun)(zhun),依法(fa)淘(tao)汰(tai)高耗(hao)能(neng)高排(pai)放(fang)(fang)(fang)(fang)老舊船舶(bo)(bo)(bo),鼓勵(li)具(ju)(ju)備條件的(de)(de)可(ke)采用(yong)對發(fa)動(dong)(dong)(dong)(dong)機(ji)(ji)升(sheng)級(ji)改造(zao)(包(bao)括(kuo)更(geng)換)或加(jia)裝(zhuang)船舶(bo)(bo)(bo)尾氣處理(li)裝(zhuang)置等(deng)(deng)方式進行深度(du)(du)治(zhi)理(li)。協同推(tui)(tui)進船舶(bo)(bo)(bo)受電(dian)設(she)施和(he)港口岸電(dian)設(she)施改造(zao),提高船舶(bo)(bo)(bo)靠港岸電(dian)使用(yong)率。(牽頭單位(wei):市生態環境局、住建局、交通運輸局、市場(chang)(chang)監管(guan)(guan)局,賀州海關。責任單位(wei):各縣(區(qu))人民政府)

(四)持續(xu)實施面源精細化管控

按照(zhao)《廣(guang)(guang)西(xi)壯族自治(zhi)區人民政府(fu)辦公廳(ting)關(guan)于印發(fa)(fa)廣(guang)(guang)西(xi)加快農(nong)(nong)作(zuo)(zuo)(zuo)物秸(jie)(jie)(jie)(jie)稈(gan)綜合(he)(he)(he)利(li)用(yong)(yong)工作(zuo)(zuo)(zuo)方案(an)(2021—2025年)的通(tong)知(zhi)》(桂(gui)政辦發(fa)(fa)〔2021〕139號)及本(ben)地秸(jie)(jie)(jie)(jie)稈(gan)綜合(he)(he)(he)利(li)用(yong)(yong)產業(ye)發(fa)(fa)展(zhan)規劃,制定(ding)并(bing)組織實施秸(jie)(jie)(jie)(jie)稈(gan)綜合(he)(he)(he)利(li)用(yong)(yong)年度實施計劃,加快培育、引進秸(jie)(jie)(jie)(jie)稈(gan)離田利(li)用(yong)(yong)主體(ti),推(tui)廣(guang)(guang)高效(xiao)模式,構建(jian)完善(shan)秸(jie)(jie)(jie)(jie)稈(gan)收儲運(yun)用(yong)(yong)體(ti)系,確保農(nong)(nong)作(zuo)(zuo)(zuo)物秸(jie)(jie)(jie)(jie)稈(gan)綜合(he)(he)(he)利(li)用(yong)(yong)率維持在86%以上(shang),農(nong)(nong)作(zuo)(zuo)(zuo)物秸(jie)(jie)(jie)(jie)稈(gan)離田利(li)用(yong)(yong)率力爭達到28%以上(shang)。各縣(區)要建(jian)立相應工作(zuo)(zuo)(zuo)機制,結合(he)(he)(he)本(ben)地實際,編制本(ben)地區農(nong)(nong)作(zuo)(zuo)(zuo)物秸(jie)(jie)(jie)(jie)稈(gan)綜合(he)(he)(he)利(li)用(yong)(yong)工作(zuo)(zuo)(zuo)方案(an)。(牽頭單位:市農(nong)(nong)業(ye)農(nong)(nong)村局。配合(he)(he)(he)單位:市工信(xin)局、自然資源局、科技局、生態環境局等。責任單位:各縣(區)人民政府(fu))

2.綜合治理揚塵(chen)污染(ran)(ran)(ran)。強化(hua)(hua)揚塵(chen)精細化(hua)(hua)管控,督促各(ge)類施(shi)工(gong)工(gong)地(di)做到周邊圍擋、土方(fang)開挖濕法作(zuo)業(ye)(ye)、物料(liao)堆放覆蓋、路(lu)面硬(ying)化(hua)(hua)、出(chu)(chu)入(ru)車輛(liang)清(qing)洗、渣土車輛(liang)密閉運輸(shu)“六個(ge)百分之百”。加強施(shi)工(gong)工(gong)地(di)、生產企業(ye)(ye)、物流園區(qu)(qu)出(chu)(chu)場(chang)(chang)車輛(liang)沖洗管理,確(que)保運輸(shu)車輛(liang)車身、輪胎、底盤等部位(wei)積(ji)泥沖洗干凈后方(fang)可出(chu)(chu)場(chang)(chang),確(que)保出(chu)(chu)入(ru)口兩側50米(mi)范圍內道(dao)(dao)路(lu)整潔。積(ji)極推進建(jian)成區(qu)(qu)城市(shi)(shi)道(dao)(dao)路(lu)機械化(hua)(hua)清(qing)掃作(zuo)業(ye)(ye),城市(shi)(shi)道(dao)(dao)路(lu)機掃率達到70%以(yi)上(shang)。優化(hua)(hua)完善(shan)相關(guan)考核機制,建(jian)立(li)公眾(zhong)監(jian)(jian)督機制。依托工(gong)地(di)、道(dao)(dao)路(lu)揚塵(chen)污染(ran)(ran)(ran)在線監(jian)(jian)測(ce)和視(shi)頻監(jian)(jian)控系(xi)統,發現(xian)污染(ran)(ran)(ran)問題及時(shi)處理,實現(xian)揚塵(chen)污染(ran)(ran)(ran)全方(fang)位(wei)管控。以(yi)城市(shi)(shi)建(jian)成區(qu)(qu)為標準(zhun),對城鄉結合部實施(shi)城鄉裸(luo)露地(di)面綠化(hua)(hua),對農村地(di)區(qu)(qu)土路(lu)進行硬(ying)化(hua)(hua)處理。(牽頭(tou)單(dan)位(wei):市(shi)(shi)住建(jian)局。配合單(dan)位(wei):市(shi)(shi)生態環境局、交通(tong)運輸(shu)局、城市(shi)(shi)管理局。責任單(dan)位(wei):各(ge)縣(區(qu)(qu))人民政府)

3.持續強化(hua)煙(yan)花(hua)爆(bao)竹(zhu)(zhu)(zhu)禁燃(ran)限(xian)放(fang)(fang)(fang)(fang)管(guan)(guan)(guan)(guan)控。嚴格按照(zhao)《廣西(xi)壯族自(zi)治區(qu)(qu)人(ren)民(min)(min)政府(fu)關(guan)于加(jia)強煙(yan)花(hua)爆(bao)竹(zhu)(zhu)(zhu)禁燃(ran)限(xian)放(fang)(fang)(fang)(fang)管(guan)(guan)(guan)(guan)控工(gong)作的(de)通(tong)知》(桂政發(fa)〔2018〕40號(hao)),落(luo)實煙(yan)花(hua)爆(bao)竹(zhu)(zhu)(zhu)禁限(xian)放(fang)(fang)(fang)(fang)區(qu)(qu)域(yu)的(de)責(ze)任(ren)和監(jian)(jian)管(guan)(guan)(guan)(guan)要(yao)求,緊盯(ding)重(zhong)點時段(春(chun)節、元宵(xiao)節)和重(zhong)點區(qu)(qu)域(yu)(廟(miao)宇、祠堂(tang)、城(cheng)中村、河(he)岸、禁放(fang)(fang)(fang)(fang)區(qu)(qu)和限(xian)放(fang)(fang)(fang)(fang)區(qu)(qu)交界處),強化(hua)執法管(guan)(guan)(guan)(guan)控,加(jia)大對(dui)違法違規生產、運(yun)輸、銷(xiao)售、燃(ran)放(fang)(fang)(fang)(fang)煙(yan)花(hua)爆(bao)竹(zhu)(zhu)(zhu)行為的(de)處罰力(li)度。全面加(jia)強執法管(guan)(guan)(guan)(guan)控工(gong)作。各(ge)縣(區(qu)(qu))結合(he)實際進一步(bu)擴大禁燃(ran)限(xian)放(fang)(fang)(fang)(fang)區(qu)(qu)域(yu)和時段,創新多途徑(jing)開展煙(yan)花(hua)爆(bao)竹(zhu)(zhu)(zhu)禁燃(ran)限(xian)放(fang)(fang)(fang)(fang)宣傳教(jiao)育,加(jia)強應急(ji)響應,強化(hua)市(shi)(shi)(shi)縣聯動和相關(guan)部(bu)門聯動,嚴防污(wu)染(ran)天氣發(fa)生,對(dui)落(luo)實管(guan)(guan)(guan)(guan)控工(gong)作不力(li)造成重(zhong)污(wu)染(ran)天氣的(de)縣(區(qu)(qu))嚴肅(su)問責(ze)。(牽頭單位(wei)(wei):市(shi)(shi)(shi)公(gong)安(an)局(ju)(ju)、生態環(huan)境局(ju)(ju)、住(zhu)建局(ju)(ju)、市(shi)(shi)(shi)場監(jian)(jian)管(guan)(guan)(guan)(guan)局(ju)(ju)、城(cheng)市(shi)(shi)(shi)管(guan)(guan)(guan)(guan)理局(ju)(ju)。配合(he)單位(wei)(wei):市(shi)(shi)(shi)應急(ji)管(guan)(guan)(guan)(guan)理局(ju)(ju)。責(ze)任(ren)單位(wei)(wei):各(ge)縣(區(qu)(qu))人(ren)民(min)(min)政府(fu))

4.開(kai)(kai)展餐(can)飲行(xing)業專(zhuan)項治理(li)。深入(ru)開(kai)(kai)展群眾反映強烈的餐(can)飲油(you)煙(yan)(yan)問題整(zheng)治,嚴(yan)(yan)格居(ju)民樓(lou)附近餐(can)飲服務單位(wei)(wei)布局(ju)管(guan)(guan)(guan)理(li),加(jia)強油(you)煙(yan)(yan)擾民源頭(tou)控制(zhi)。開(kai)(kai)展高污染燃(ran)料(liao)禁燃(ran)區蜂窩煤清零行(xing)動,重(zhong)點(dian)檢查粉店、燒烤店、流動攤點(dian)等。引(yin)導機關、事(shi)業、國有企業等單位(wei)(wei)食堂安(an)裝油(you)煙(yan)(yan)高效凈(jing)化設施(shi)并定期維(wei)護,鼓(gu)勵重(zhong)點(dian)餐(can)飲單位(wei)(wei)試(shi)點(dian)安(an)裝油(you)煙(yan)(yan)凈(jing)化裝置在(zai)線監(jian)控。推動有條(tiao)件(jian)的地區實施(shi)油(you)煙(yan)(yan)凈(jing)化裝置設施(shi)第三(san)方運(yun)維(wei)管(guan)(guan)(guan)理(li)及運(yun)行(xing)狀態監(jian)控。依法(fa)嚴(yan)(yan)格管(guan)(guan)(guan)控城(cheng)市建成區露(lu)天焚(fen)燒垃圾、露(lu)天燒烤等行(xing)為。(牽頭(tou)單位(wei)(wei):市城(cheng)市管(guan)(guan)(guan)理(li)局(ju)、生態環(huan)境局(ju)、市場監(jian)管(guan)(guan)(guan)局(ju)。責任單位(wei)(wei):各縣(xian)(區)人民政(zheng)府)

(五)精準有效應(ying)對污染(ran)天氣

1.提高預(yu)警(jing)預(yu)報研判能(neng)力。加強與(yu)(yu)自治(zhi)區(qu)預(yu)警(jing)預(yu)報信息共(gong)享,全市實現7—10天預(yu)報能(neng)力,秋冬(dong)季期(qi)間定期(qi)提供未(wei)(wei)來(lai)1—3個月長(chang)期(qi)預(yu)測(ce)分析(xi),污染(ran)天氣(qi)過程(cheng)開展未(wei)(wei)來(lai)24小時環境空氣(qi)質量變化趨勢模(mo)擬分析(xi)。嚴密監測(ce)天氣(qi)變化,在污染(ran)天氣(qi)過程(cheng)期(qi)間,科學精準高效組織實施人(ren)工影(ying)響天氣(qi)作業(ye)。加強大氣(qi)污染(ran)預(yu)警(jing)預(yu)報與(yu)(yu)污染(ran)治(zhi)理(li)技術(shu)研發,鼓勵(li)企業(ye)、高校與(yu)(yu)科研院所開展協同(tong)創(chuang)新。(牽(qian)頭單(dan)位(wei):市生態環境局,市氣(qi)象局。配合單(dan)位(wei):市科技局。責任單(dan)位(wei):各(ge)縣(區(qu))人(ren)民政(zheng)府)

2.強(qiang)化污(wu)染精細化管(guan)(guan)控能(neng)力。秋冬季聚焦PM2.5和(he)重污(wu)染天(tian)氣,持續抓好煙(yan)花爆(bao)竹(zhu)禁燃限放、秸稈禁燒和(he)離田(tian)利用、工(gong)地揚塵(chen)綜合(he)(he)整(zheng)治、餐飲油煙(yan)專項治理等(deng)工(gong)作。強(qiang)化夏秋季臭氧高發季空氣質量保障,鼓勵引(yin)導(dao)企業污(wu)染天(tian)氣妥善安排(pai)生產計劃。全(quan)年緊抓柴油貨車(che)開展攻堅。(牽頭單(dan)位(wei):市(shi)生態(tai)環境局(ju)(ju)。配合(he)(he)單(dan)位(wei):市(shi)公安局(ju)(ju)、應急管(guan)(guan)理局(ju)(ju)、市(shi)場監管(guan)(guan)局(ju)(ju)、農業農村局(ju)(ju)、住建局(ju)(ju)、交通(tong)運輸局(ju)(ju)。責任(ren)單(dan)位(wei):各縣(區)人民政(zheng)府)

3.強(qiang)化(hua)(hua)聯(lian)(lian)防(fang)聯(lian)(lian)控。按照統(tong)一規(gui)劃、統(tong)一標(biao)準(zhun)、統(tong)一監測、統(tong)一污(wu)染(ran)(ran)防(fang)治措施(shi)的要求,強(qiang)化(hua)(hua)區域(yu)大氣污(wu)染(ran)(ran)聯(lian)(lian)防(fang)聯(lian)(lian)控。根(gen)據(ju)實(shi)際加強(qiang)行政區域(yu)內城市間大氣污(wu)染(ran)(ran)聯(lian)(lian)防(fang)聯(lian)(lian)控;交(jiao)界地(di)區相關縣(xian)(xian)(市、區)要積極開(kai)展聯(lian)(lian)防(fang)聯(lian)(lian)控。完善“市—縣(xian)(xian)(區)—鄉鎮”污(wu)染(ran)(ran)天氣應對三(san)級預案體系,規(gui)范污(wu)染(ran)(ran)天氣預警(jing)、啟動、響應、解(jie)除工作流(liu)程,加強(qiang)應急減(jian)排(pai)清單標(biao)準(zhun)化(hua)(hua)管理。(牽頭單位:市生態(tai)環境局。責任單位:各縣(xian)(xian)(區)人民(min)政府)

4.強(qiang)化污(wu)染(ran)天(tian)氣(qi)(qi)應(ying)對監(jian)(jian)管(guan)(guan)執(zhi)法(fa)。市(shi)、縣(xian)(xian)(區)兩(liang)級(ji)加強(qiang)污(wu)染(ran)天(tian)氣(qi)(qi)應(ying)急響應(ying)期間監(jian)(jian)管(guan)(guan)力(li)度(du),提升大氣(qi)(qi)環境執(zhi)法(fa)監(jian)(jian)管(guan)(guan)能力(li)建(jian)設。嚴厲打擊(ji)未安裝或不正常運行(xing)治污(wu)設施(shi)、超標排放(fang)、監(jian)(jian)測數據造假等(deng)大氣(qi)(qi)污(wu)染(ran)違法(fa)違規(gui)行(xing)為,督(du)促(cu)相關(guan)問題(ti)整改(gai)到位。充分(fen)運用污(wu)染(ran)源自動(dong)監(jian)(jian)控、工(gong)業用電量(liang)、車流量(liang)、衛(wei)星遙感(gan)、熱(re)點網格(ge)等(deng)遠(yuan)程信息化技術手段(duan),強(qiang)化數據分(fen)析技術應(ying)用,提升監(jian)(jian)管(guan)(guan)效能,督(du)促(cu)污(wu)染(ran)應(ying)急減排責任落(luo)實。污(wu)染(ran)應(ying)急減排措施(shi)落(luo)實不到位的(de)(de),督(du)促(cu)相關(guan)企(qi)業、單位、個人及時(shi)整改(gai)到位,涉及違法(fa)的(de)(de)依法(fa)處罰(fa)。(牽頭單位:市(shi)生(sheng)態(tai)環境局。責任單位:各縣(xian)(xian)(區)人民政府(fu))

四、保障措施

(一)加(jia)強組(zu)織領導。各(ge)(ge)(ge)縣(區)人民政府作為大(da)氣(qi)污(wu)染防治工(gong)(gong)作的責任(ren)(ren)主(zhu)體(ti),要根據本地環境空氣(qi)質量改善需求和標志性戰役目標任(ren)(ren)務,提(ti)出符合(he)(he)實際、切實可(ke)行的時(shi)(shi)間表、路線圖(tu)、施工(gong)(gong)圖(tu),明確職責分(fen)工(gong)(gong),做好分(fen)年度任(ren)(ren)務分(fen)解,加(jia)大(da)政策支持力度,確保各(ge)(ge)(ge)項任(ren)(ren)務措施落(luo)到實處。各(ge)(ge)(ge)部門(men)加(jia)強協(xie)調(diao),各(ge)(ge)(ge)司其職、各(ge)(ge)(ge)負(fu)其責、密切配合(he)(he),及時(shi)(shi)協(xie)調(diao)解決推進(jin)過程中(zhong)出現的困難和問題(ti)。

(二)嚴格考核問責(ze)。各縣(區(qu))黨委(wei)和(he)政(zheng)府要全(quan)面落實“黨政(zheng)同責(ze)、一崗雙責(ze)”,對(dui)本行政(zheng)區(qu)域大氣(qi)污(wu)(wu)染防(fang)治工作(zuo)(zuo)及(ji)環境空(kong)氣(qi)質量負總責(ze),主要領導(dao)為第一責(ze)任(ren)人。對(dui)工作(zuo)(zuo)成(cheng)效突出的縣(區(qu))予(yu)以通(tong)(tong)報表(biao)揚,對(dui)大氣(qi)污(wu)(wu)染防(fang)治責(ze)任(ren)不落實、工作(zuo)(zuo)推進不力、環境空(kong)氣(qi)質量惡化明顯的縣(區(qu)),采取通(tong)(tong)報、預警、約談、提請問責(ze)等(deng)措施;對(dui)未能(neng)完成(cheng)環境空(kong)氣(qi)質量改(gai)善(shan)目標的,進行通(tong)(tong)報批評并嚴肅(su)問責(ze),確(que)保工作(zuo)(zuo)落到(dao)實處。

(三)加(jia)強經費保障。各縣(區)要充(chong)分利用(yong)中央(yang)和(he)市財政(zheng)專項資(zi)金(jin)(jin)政(zheng)策,推進(jin)重(zhong)點(dian)工業領域深度(du)治(zhi)理(li),按《中央(yang)生態環(huan)境資(zi)金(jin)(jin)項目(mu)儲備庫入庫指(zhi)南(2021年)》《大氣(qi)污(wu)(wu)染防(fang)治(zhi)資(zi)金(jin)(jin)管理(li)辦法》等(deng)相關要求,加(jia)大NOx和(he)VOCs減(jian)排(pai)類項目(mu)謀劃和(he)組織實施(shi),推進(jin)涉氣(qi)主要污(wu)(wu)染物減(jian)排(pai)任務完(wan)成。要根(gen)據(ju)大氣(qi)污(wu)(wu)染防(fang)治(zhi)工作(zuo)任務,做好(hao)資(zi)金(jin)(jin)保障工作(zuo),提升大氣(qi)污(wu)(wu)染監(jian)管能力(li),重(zhong)點(dian)加(jia)大大氣(qi)環(huan)境執法監(jian)管能力(li)設備、秸稈離田(tian)和(he)綜合(he)利用(yong)、污(wu)(wu)染來(lai)源解析及清單編(bian)制更新、機動車和(he)非道路(lu)移動機械排(pai)放(fang)監(jian)測(ce)、污(wu)(wu)染天氣(qi)應(ying)急應(ying)對(dui)設施(shi)等(deng)的支持力(li)度(du)。

(四)強化信息公(gong)開與工作調度(du)。定期通(tong)(tong)報縣(區)環(huan)境(jing)空(kong)氣(qi)質(zhi)(zhi)量(liang)狀況,公(gong)布縣(區)環(huan)境(jing)空(kong)氣(qi)質(zhi)(zhi)量(liang)排名。加強對年度(du)主要任(ren)務的(de)跟蹤調度(du),在污染天(tian)氣(qi)應(ying)(ying)急應(ying)(ying)對期間,對全市應(ying)(ying)急管控(kong)措施落實情況進行實時(shi)調度(du),應(ying)(ying)急結(jie)束后總(zong)結(jie)通(tong)(tong)報。各縣(區)要建立相應(ying)(ying)調度(du)機制,督促(cu)相關責任(ren)主體及時(shi)解決存在問題。

(五)加(jia)強宣傳引導。高度(du)重視攻堅(jian)行動宣傳工作,加(jia)大宣傳力度(du),加(jia)強輿論引導。通過報紙、電視、廣播、網站、客(ke)戶端、微信公(gong)眾號(hao)等平臺發(fa)布相關(guan)攻堅(jian)信息,及(ji)時(shi)回應公(gong)眾關(guan)心的(de)熱點(dian)問(wen)題,引導、鼓勵公(gong)眾自覺參與(yu)大氣污染防(fang)治工作,形成全社會(hui)關(guan)心、支(zhi)持的(de)良好氛圍。
