【谷騰環保網訊】12月18日,貴(gui)州省生態環境廳等多部門發布關于印發《貴(gui)州省減污(wu)降碳(tan)(tan)(tan)協(xie)(xie)同(tong)增(zeng)效實施方案》的通知,《方案》提出,到2025年,減污(wu)降碳(tan)(tan)(tan)協(xie)(xie)同(tong)推(tui)進工作格局基本形成,重點(dian)區(qu)(qu)域(yu)(yu)、重點(dian)領域(yu)(yu)、重點(dian)行業產(chan)(chan)業結構優化(hua)調整和綠(lv)(lv)色低(di)碳(tan)(tan)(tan)發展快(kuai)速推(tui)進,綠(lv)(lv)色轉型成效明(ming)顯;國家(jia)下達的污(wu)染物(wu)減排(pai)和碳(tan)(tan)(tan)排(pai)放(fang)控(kong)制目標(biao)全(quan)面完成,氮氧(yang)(yang)化(hua)物(wu)、揮(hui)發性有機物(wu)、化(hua)學需氧(yang)(yang)量、氨氮重點(dian)工程減排(pai)量分(fen)別達到1.2萬噸(dun)、0.46萬噸(dun)、3.14萬噸(dun)、0.33萬噸(dun),單位(wei)地區(qu)(qu)生產(chan)(chan)總值二氧(yang)(yang)化(hua)碳(tan)(tan)(tan)排(pai)放(fang)較2020年降低(di)18%。
到2030年,重(zhong)點領(ling)域、重(zhong)點行業減(jian)污降(jiang)碳取得明顯(xian)(xian)成(cheng)效,協同能力顯(xian)(xian)著提升,碳達峰目標有(you)序完成(cheng),全省生(sheng)態環境(jing)質量持(chi)續鞏固改善。

貴州省減污降碳協同增效實施方案
為深入貫徹黨(dang)中央(yang)、國務院關于(yu)碳(tan)達峰碳(tan)中和決策部署,全面落實省委、省政(zheng)府有關要求,以高質量(liang)發展(zhan)統攬(lan)全局,協同推進(jin)減污降碳(tan),守好發展(zhan)和生(sheng)態兩條底線,制定本實施(shi)方案。
一、基本形勢
“十三五”以(yi)來,全(quan)省生(sheng)(sheng)(sheng)態(tai)文(wen)明建(jian)設和生(sheng)(sheng)(sheng)態(tai)環境(jing)保護取得(de)歷(li)史性(xing)成就,生(sheng)(sheng)(sheng)態(tai)環境(jing)質量總(zong)體優良,碳排放強度(du)明顯降低(di)(di),但全(quan)省發(fa)(fa)展(zhan)(zhan)不平(ping)衡、不充分問題仍較突出,鞏(gong)固(gu)和保持優良生(sheng)(sheng)(sheng)態(tai)環境(jing)壓力(li)較大(da),全(quan)省以(yi)煤為主的能(neng)源消費格局短期內難(nan)以(yi)實(shi)現根本性(xing)改變,單位(wei)地(di)(di)區生(sheng)(sheng)(sheng)產總(zong)值能(neng)耗和單位(wei)地(di)(di)區生(sheng)(sheng)(sheng)產總(zong)值二氧化碳排放高(gao)于(yu)全(quan)國平(ping)均(jun)水(shui)(shui)平(ping);能(neng)源、建(jian)材、冶金(jin)等工(gong)業行業穩步發(fa)(fa)展(zhan)(zhan),機動車快速增加,全(quan)省主要污染物排放總(zong)量逐步削(xue)減,但單位(wei)地(di)(di)區生(sheng)(sheng)(sheng)產總(zong)值氮氧化物、揮發(fa)(fa)性(xing)有機物、化學(xue)需氧量、氨(an)氮排放量仍高(gao)于(yu)全(quan)國平(ping)均(jun)水(shui)(shui)平(ping),統籌推動減污降碳、全(quan)面促進綠(lv)色(se)低(di)(di)碳發(fa)(fa)展(zhan)(zhan)的重(zhong)要性(xing)和迫(po)切性(xing)日益(yi)增加。
二、總體要求
(一)指導思(si)想(xiang)
以(yi)習(xi)近平(ping)新(xin)時代(dai)中(zhong)國特色社(she)會(hui)主義思想為(wei)指導,全(quan)面(mian)貫(guan)徹(che)(che)黨(dang)的二(er)十大精(jing)神,深入(ru)貫(guan)徹(che)(che)習(xi)近平(ping)生(sheng)(sheng)(sheng)態(tai)文(wen)明(ming)思想和(he)習(xi)近平(ping)總書記(ji)視察貴州重要講(jiang)話精(jing)神,按照中(zhong)央和(he)省關于碳達峰碳中(zhong)和(he)的工作(zuo)部(bu)署,立(li)足新(xin)發(fa)展(zhan)(zhan)階段、貫(guan)徹(che)(che)新(xin)發(fa)展(zhan)(zhan)理(li)念、構建(jian)新(xin)發(fa)展(zhan)(zhan)格(ge)局(ju)(ju)(ju),以(yi)高質量(liang)發(fa)展(zhan)(zhan)統攬全(quan)局(ju)(ju)(ju),把實現(xian)減(jian)污降(jiang)碳協同增效作(zuo)為(wei)促進經濟社(she)會(hui)發(fa)展(zhan)(zhan)全(quan)面(mian)綠色轉型(xing)的總抓(zhua)手,錨定生(sheng)(sheng)(sheng)態(tai)環境質量(liang)和(he)減(jian)污降(jiang)碳目(mu)標,以(yi)結構調整(zheng)、布局(ju)(ju)(ju)優化為(wei)關鍵,強化源頭治理(li)、系統治理(li)、綜合治理(li),牢牢守好發(fa)展(zhan)(zhan)和(he)生(sheng)(sheng)(sheng)態(tai)兩條底線,奮力(li)在生(sheng)(sheng)(sheng)態(tai)文(wen)明(ming)建(jian)設上(shang)出新(xin)績,推進人與自然(ran)和(he)諧共生(sheng)(sheng)(sheng)現(xian)代(dai)化貴州實踐。
(二)工作原則
堅(jian)持(chi)系統(tong)(tong)施(shi)策、協同增效。立足(zu)我省高(gao)水平(ping)建設國家新型綜(zong)合能(neng)源(yuan)戰(zhan)略基地的戰(zhan)略定(ding)位和(he)(he)以煤為主(zhu)的能(neng)源(yuan)實(shi)際,堅(jian)持(chi)以系統(tong)(tong)觀念統(tong)(tong)籌(chou)碳達(da)峰碳中和(he)(he)與(yu)生態(tai)環境保(bao)護工(gong)作,統(tong)(tong)籌(chou)水、氣、土、固體廢物、溫室氣體等領域減排要求,合理(li)設置工(gong)作目標,協調實(shi)施(shi)減污(wu)降碳各項(xiang)措(cuo)施(shi),以碳達(da)峰行動深化環境治(zhi)理(li),以環境治(zhi)理(li)助推高(gao)質(zhi)量達(da)峰。
堅持突出重(zhong)(zhong)(zhong)點(dian)、源(yuan)頭防(fang)控。緊盯環(huan)境污(wu)染(ran)物和(he)碳排(pai)放(fang)主要源(yuan)頭,加(jia)快補齊(qi)我省工(gong)(gong)業污(wu)染(ran)治理短(duan)板(ban),突出重(zhong)(zhong)(zhong)點(dian)領域、重(zhong)(zhong)(zhong)點(dian)行業、重(zhong)(zhong)(zhong)大工(gong)(gong)程和(he)關鍵環(huan)節,推動(dong)全省火電(dian)、鋼鐵、建材等污(wu)染(ran)物及(ji)碳排(pai)放(fang)量大的(de)(de)重(zhong)(zhong)(zhong)點(dian)源(yuan)提質增效(xiao)(xiao),強化資源(yuan)能(neng)源(yuan)節約和(he)高效(xiao)(xiao)利(li)用,形(xing)成有利(li)于(yu)減(jian)污(wu)降碳的(de)(de)低碳能(neng)源(yuan)結構、綠色(se)產業結構和(he)綠色(se)生(sheng)產生(sheng)活方式(shi)。
堅持(chi)精(jing)準(zhun)治理(li)(li)、先(xian)行先(xian)試。突(tu)出生態優先(xian)、綠(lv)色(se)發(fa)展,聚焦環(huan)境污染物和(he)溫室氣(qi)體協(xie)同控(kong)(kong)制,探索推廣先(xian)進(jin)的(de)工藝方(fang)案和(he)技(ji)術路線,強化多污染物與溫室氣(qi)體協(xie)同控(kong)(kong)制、精(jing)準(zhun)治理(li)(li),充分發(fa)揮各方(fang)積(ji)極性(xing)和(he)創造力,鼓(gu)勵創新探索各領域(yu)具有特色(se)的(de)典型做法(fa)和(he)有效模式,筑牢長江、珠江上游生態安全(quan)屏障。
堅持科(ke)技(ji)(ji)支(zhi)撐、機制(zhi)激(ji)勵。強(qiang)化創(chuang)新能(neng)力(li)建(jian)設(she)(she)和(he)(he)人才(cai)培養,依托省(sheng)內高校、科(ke)研院所(suo),積(ji)極(ji)爭取(qu)建(jian)設(she)(she)相關(guan)國(guo)(guo)(guo)家(jia)重點實驗室、國(guo)(guo)(guo)家(jia)技(ji)(ji)術(shu)創(chuang)新中心及(ji)國(guo)(guo)(guo)家(jia)重大科(ke)技(ji)(ji)基礎設(she)(she)施,加(jia)強(qiang)減污(wu)降碳技(ji)(ji)術(shu)研發和(he)(he)應用(yong)。完(wan)善(shan)管理制(zhi)度,形成有效(xiao)(xiao)的激(ji)勵機制(zhi)和(he)(he)有力(li)的支(zhi)撐體系,一體推進減污(wu)降碳協同增效(xiao)(xiao)。
(三(san))主要目標(biao)
到(dao)(dao)2025年,減(jian)污(wu)降碳協(xie)同推進工(gong)作(zuo)格局基本形成(cheng)(cheng),重(zhong)點(dian)區域、重(zhong)點(dian)領(ling)域、重(zhong)點(dian)行(xing)業(ye)產業(ye)結構優化調(diao)整和綠(lv)(lv)色低碳發展(zhan)快速推進,綠(lv)(lv)色轉型成(cheng)(cheng)效明(ming)顯;國家下達的污(wu)染物(wu)(wu)減(jian)排和碳排放(fang)控制目標全(quan)面完成(cheng)(cheng),氮氧化物(wu)(wu)、揮發性有(you)機物(wu)(wu)、化學(xue)需氧量、氨氮重(zhong)點(dian)工(gong)程減(jian)排量分別達到(dao)(dao)1.2萬噸、0.46萬噸、3.14萬噸、0.33萬噸,單位地區生產總值二氧化碳排放(fang)較(jiao)2020年降低18%。
到2030年,重點領(ling)域、重點行業減污降碳(tan)取得明顯成效(xiao),協同能(neng)力(li)顯著提(ti)升,碳(tan)達峰目標(biao)有序完(wan)成,全省生態(tai)環境質量持續鞏固(gu)改(gai)善。
三(san)、加強源(yuan)頭防控
(四(si))強化生態(tai)環境分區(qu)管控
1.強化(hua)空(kong)間(jian)管(guan)(guan)控(kong)(kong)政策(ce)工具(ju)的(de)統籌(chou)協調。構建(jian)城(cheng)市化(hua)地區(qu)(qu)、農(nong)產(chan)品(pin)主(zhu)產(chan)區(qu)(qu)、重點生(sheng)態功(gong)能區(qu)(qu)分(fen)類指導(dao)的(de)政策(ce)體系,推(tui)進(jin)減污降碳(tan)協同增效。銜接國土空(kong)間(jian)規劃(hua)分(fen)區(qu)(qu)和(he)用(yong)途管(guan)(guan)制要求,將碳(tan)達峰碳(tan)中(zhong)和(he)要求納(na)入(ru)“三(san)線一單”分(fen)區(qu)(qu)管(guan)(guan)控(kong)(kong)體系。增強區(qu)(qu)域(yu)環(huan)境質量(liang)(liang)改善(shan)目(mu)標對能源和(he)產(chan)業(ye)布局(ju)(ju)的(de)引導(dao)作用(yong),研究建(jian)立以區(qu)(qu)域(yu)環(huan)境質量(liang)(liang)改善(shan)和(he)碳(tan)達峰目(mu)標為(wei)導(dao)向的(de)產(chan)業(ye)準入(ru)及退出清(qing)單制度。加快推(tui)進(jin)黔中(zhong)經濟區(qu)(qu)、烏江流(liu)(liu)域(yu)(磷及磷化(hua)工、煤(mei)-電(dian)(dian)(dian)、煤(mei)-電(dian)(dian)(dian)-化(hua)、煤(mei)-電(dian)(dian)(dian)-鋁)、清(qing)水(shui)江流(liu)(liu)域(yu)(磷礦及磷化(hua)工)、南(nan)北(bei)盤(pan)江流(liu)(liu)域(yu)(煤(mei)-電(dian)(dian)(dian)、煤(mei)-電(dian)(dian)(dian)-鋁、煤(mei)-電(dian)(dian)(dian)-化(hua))、松桃河流(liu)(liu)域(yu)(錳礦開采及電(dian)(dian)(dian)解錳)等重點區(qu)(qu)域(yu)流(liu)(liu)域(yu)優勢產(chan)業(ye)集(ji)聚(ju)集(ji)約發展,加快推(tui)動(dong)落后產(chan)能退出。依(yi)法加快城(cheng)市建(jian)成區(qu)(qu)水(shui)泥(ni)、玻璃等高排放企業(ye)超低排放改造、搬遷(qian)改造或關閉退出。(省(sheng)(sheng)自然資源廳、省(sheng)(sheng)發展改革委、省(sheng)(sheng)工業(ye)和(he)信息(xi)化(hua)廳、省(sheng)(sheng)生(sheng)態環(huan)境廳、省(sheng)(sheng)農(nong)業(ye)農(nong)村廳、省(sheng)(sheng)能源局(ju)(ju)等按(an)職責分(fen)工負責)
(五)加強生態環境準入(ru)管(guan)理(li)
2.加強“兩高”項目(mu)準(zhun)入管理。高耗(hao)能、高排(pai)放新改擴(kuo)建和(he)技(ji)術(shu)改造項目(mu)要嚴格落實(shi)國(guo)家《產(chan)業(ye)結(jie)構調整指導(dao)目(mu)錄》《貴州省(sheng)(sheng)推動長(chang)江經濟帶(dai)發(fa)展(zhan)(zhan)負(fu)面(mian)清(qing)單(dan)實(shi)施(shi)細則(ze)(試行(xing))》、“三線一單(dan)”、環評審批、取水(shui)(shui)許(xu)可審批、節能審查以及(ji)污染物區域削減替代(dai)等要求(qiu),采(cai)取先(xian)進(jin)(jin)適用的(de)工(gong)藝技(ji)術(shu)和(he)裝(zhuang)備,提(ti)(ti)升高耗(hao)能項目(mu)能耗(hao)準(zhun)入標(biao)準(zhun),能耗(hao)、物耗(hao)、水(shui)(shui)耗(hao)要達到清(qing)潔(jie)生(sheng)產(chan)國(guo)內先(xian)進(jin)(jin)水(shui)(shui)平(ping)(ping)(ping)(ping)。到2025年,重點“兩高”行(xing)業(ye)能效(xiao)(xiao)達到標(biao)桿(gan)(gan)水(shui)(shui)平(ping)(ping)(ping)(ping)的(de)產(chan)能比例超過(guo)30%,行(xing)業(ye)整體能效(xiao)(xiao)水(shui)(shui)平(ping)(ping)(ping)(ping)明顯(xian)(xian)提(ti)(ti)升,碳排(pai)放強度(du)(du)明顯(xian)(xian)下降,綠(lv)色低碳發(fa)展(zhan)(zhan)能力顯(xian)(xian)著(zhu)增強。到2030年,重點“兩高”行(xing)業(ye)能效(xiao)(xiao)基準(zhun)水(shui)(shui)平(ping)(ping)(ping)(ping)和(he)標(biao)桿(gan)(gan)水(shui)(shui)平(ping)(ping)(ping)(ping)進(jin)(jin)一步提(ti)(ti)高,達到標(biao)桿(gan)(gan)水(shui)(shui)平(ping)(ping)(ping)(ping)企業(ye)比例大幅提(ti)(ti)升,行(xing)業(ye)整體能效(xiao)(xiao)水(shui)(shui)平(ping)(ping)(ping)(ping)和(he)碳排(pai)放強度(du)(du)達到國(guo)際先(xian)進(jin)(jin)水(shui)(shui)平(ping)(ping)(ping)(ping),為如期實(shi)現(xian)碳達峰(feng)目(mu)標(biao)提(ti)(ti)供有力支撐。(省(sheng)(sheng)發(fa)展(zhan)(zhan)改革委、省(sheng)(sheng)工(gong)業(ye)和(he)信息(xi)化(hua)廳(ting)(ting)、省(sheng)(sheng)生(sheng)態(tai)環境廳(ting)(ting)、省(sheng)(sheng)自然資源廳(ting)(ting)、省(sheng)(sheng)水(shui)(shui)利廳(ting)(ting)等按職責(ze)分工(gong)負(fu)責(ze))
3.持續(xu)加強(qiang)產(chan)(chan)業(ye)(ye)(ye)集群環(huan)(huan)境(jing)治(zhi)理。進(jin)一步(bu)優化調整開發(fa)區規劃布局,高(gao)起點設(she)定項目準(zhun)入(ru)類別,引導(dao)產(chan)(chan)業(ye)(ye)(ye)向(xiang)“專(zhuan)精(jing)特(te)新”轉型(xing)。滾(gun)動實施(shi)“千企改造”工(gong)(gong)程,重點實施(shi)現代能源、基礎(chu)材(cai)料、裝備(bei)制造等產(chan)(chan)業(ye)(ye)(ye)轉型(xing)推(tui)進(jin)計劃,積極應(ying)用(yong)高(gao)新技術改造提(ti)升傳(chuan)統產(chan)(chan)業(ye)(ye)(ye),促進(jin)產(chan)(chan)業(ye)(ye)(ye)提(ti)質增效,提(ti)高(gao)產(chan)(chan)業(ye)(ye)(ye)發(fa)展層次和水平。(省工(gong)(gong)業(ye)(ye)(ye)和信息(xi)化廳(ting)、省商務廳(ting)、省生態環(huan)(huan)境(jing)廳(ting)、省發(fa)展改革(ge)委等按職責分工(gong)(gong)負責)
(六)推動能源綠色低(di)碳轉(zhuan)型
4.積極推(tui)(tui)進煤(mei)炭(tan)消費替代。優(you)化煤(mei)電(dian)項目建(jian)設布局,推(tui)(tui)動畢節、六盤水、黔西南(nan)、遵(zun)義(yi)等煤(mei)炭(tan)資源(yuan)(yuan)富集(ji)地區建(jian)設合理規模的煤(mei)電(dian)作為(wei)基(ji)礎性安全保障(zhang)電(dian)源(yuan)(yuan),加強煤(mei)炭(tan)清潔(jie)高效利用。新(xin)建(jian)燃(ran)(ran)煤(mei)發電(dian)項目原(yuan)則上以60萬千瓦級及以上超超臨界機組為(wei)主,設計供電(dian)煤(mei)耗符(fu)合國家有關(guan)要求。鼓勵新(xin)改(gai)擴建(jian)工(gong)(gong)業(ye)爐(lu)窯采用清潔(jie)低碳能(neng)源(yuan)(yuan),優(you)化天然(ran)氣使用方式,優(you)先(xian)保障(zhang)居民用氣,有序推(tui)(tui)進工(gong)(gong)業(ye)燃(ran)(ran)煤(mei)和農業(ye)用煤(mei)天然(ran)氣替代。(省(sheng)能(neng)源(yuan)(yuan)局、省(sheng)發展改(gai)革委、省(sheng)工(gong)(gong)業(ye)和信息(xi)化廳等按職責分工(gong)(gong)負責)
5.實施(shi)可再生(sheng)能(neng)(neng)源(yuan)替代行動。大力發(fa)(fa)展風能(neng)(neng)、太陽(yang)能(neng)(neng)、生(sheng)物質(zhi)能(neng)(neng)、地(di)熱(re)能(neng)(neng),因地(di)制宜開發(fa)(fa)水電(dian)(dian),開展綠色小水電(dian)(dian)創建(jian),不(bu)斷提高(gao)非化石能(neng)(neng)源(yuan)消(xiao)費比(bi)重。在(zai)太陽(yang)能(neng)(neng)資源(yuan)較(jiao)好的畢節、六(liu)盤(pan)水、安順(shun)(shun)、黔西(xi)南、黔南等市(shi)(州)打(da)造百(bai)萬(wan)千瓦級大型光(guang)伏基地(di)。在(zai)石漠化區(qu)(qu)域探索實施(shi)風電(dian)(dian)光(guang)伏基地(di)建(jian)設項(xiang)目。積極推(tui)(tui)進開陽(yang)、播(bo)州、關嶺、鎮(zhen)寧、盤(pan)州、鐘山、鎮(zhen)遠、長順(shun)(shun)、興(xing)義、望謨、威寧、黔西(xi)、松桃(tao)等13個試點縣(市(shi)、區(qu)(qu))屋(wu)頂分(fen)布(bu)式(shi)光(guang)伏項(xiang)目建(jian)設。圍繞城(cheng)(cheng)市(shi)功能(neng)(neng)區(qu)(qu)、城(cheng)(cheng)鎮(zhen)集中區(qu)(qu)、開發(fa)(fa)區(qu)(qu)、農業園區(qu)(qu)、旅游(you)景(jing)區(qu)(qu),推(tui)(tui)動不(bu)同利用(yong)方式(shi)、不(bu)同應(ying)用(yong)場景(jing)的淺層地(di)熱(re)能(neng)(neng)供暖制冷項(xiang)目建(jian)設。(省(sheng)(sheng)能(neng)(neng)源(yuan)局、省(sheng)(sheng)發(fa)(fa)展改革委、省(sheng)(sheng)工(gong)業和(he)信息化廳、省(sheng)(sheng)商務(wu)廳、省(sheng)(sheng)科技廳、省(sheng)(sheng)公安廳、省(sheng)(sheng)自然資源(yuan)廳、省(sheng)(sheng)生(sheng)態環境廳、省(sheng)(sheng)住房城(cheng)(cheng)鄉建(jian)設廳、省(sheng)(sheng)農業農村廳、省(sheng)(sheng)水利廳等按職(zhi)責分(fen)工(gong)負責)
