為深入貫徹習(xi)近(jin)平新(xin)時代中國特色社會主(zhu)義思想特別是(shi)習(xi)近(jin)平生態(tai)文明思想,全面貫徹黨的(de)二(er)(er)十(shi)大和二(er)(er)十(shi)屆二(er)(er)中、三中全會精(jing)神,認(ren)真(zhen)落實習(xi)近(jin)平總書記視察山東(dong)(dong)重要講話(hua)精(jing)神,貫徹落實《中共中央辦公廳(ting)、國務院(yuan)辦公廳(ting)關于(yu)加(jia)強生態(tai)環境分(fen)區管控的(de)意見》,精(jing)準科學實施(shi)生態(tai)環境分(fen)區管控,經(jing)省委、省政(zheng)府同意,現結合山東(dong)(dong)實際,提出如下實施(shi)意見。
一、堅持分(fen)級分(fen)類全(quan)域覆蓋,構建生態環境(jing)分(fen)區(qu)管(guan)控體(ti)系
(一)制定(ding)(ding)生(sheng)態(tai)(tai)環(huan)境(jing)分(fen)區管(guan)(guan)控方案。在國(guo)家指導(dao)下,省級定(ding)(ding)底線、建底圖、抓統(tong)籌,市(shi)級抓落(luo)(luo)實(shi)(shi)、強特色、重(zhong)應用(yong),省、市(shi)級人(ren)民(min)政(zheng)府分(fen)別編制本(ben)行政(zheng)區域內(nei)生(sheng)態(tai)(tai)環(huan)境(jing)分(fen)區管(guan)(guan)控方案。深(shen)入實(shi)(shi)施主(zhu)體功能區戰略(lve),全(quan)面落(luo)(luo)實(shi)(shi)《全(quan)國(guo)國(guo)土空間(jian)規(gui)劃(hua)綱要(2021—2035年(nian))》,依托國(guo)土空間(jian)規(gui)劃(hua)“一張(zhang)圖”系統(tong),與相應國(guo)土空間(jian)規(gui)劃(hua)銜(xian)接核對一致,合理劃(hua)定(ding)(ding)生(sheng)態(tai)(tai)環(huan)境(jing)管(guan)(guan)控單元。生(sheng)態(tai)(tai)環(huan)境(jing)分(fen)區管(guan)(guan)控方案報上一級生(sheng)態(tai)(tai)環(huan)境(jing)主(zhu)管(guan)(guan)部門備案后發布實(shi)(shi)施。
(二)實(shi)(shi)施(shi)(shi)“一(yi)(yi)單(dan)(dan)元一(yi)(yi)策略(lve)”精(jing)細化(hua)管(guan)理(li)。按照國家技術規范,落實(shi)(shi)“三(san)區(qu)(qu)三(san)線”劃定成果,分類(lei)劃定生(sheng)(sheng)(sheng)態(tai)(tai)(tai)(tai)環(huan)(huan)境(jing)(jing)優先(xian)(xian)保(bao)護(hu)(hu)單(dan)(dan)元、重(zhong)(zhong)(zhong)(zhong)點(dian)管(guan)控(kong)單(dan)(dan)元,其他(ta)區(qu)(qu)域(yu)實(shi)(shi)施(shi)(shi)一(yi)(yi)般(ban)管(guan)控(kong)。銜接我省“一(yi)(yi)群兩心(xin)三(san)圈(quan)”區(qu)(qu)域(yu)布局,制(zhi)定由(you)省級(ji)、3大經濟圈(quan)、16市、生(sheng)(sheng)(sheng)態(tai)(tai)(tai)(tai)環(huan)(huan)境(jing)(jing)管(guan)控(kong)單(dan)(dan)元等(deng)組(zu)成的“1+3+16+N”生(sheng)(sheng)(sheng)態(tai)(tai)(tai)(tai)環(huan)(huan)境(jing)(jing)準入清單(dan)(dan)管(guan)控(kong)體(ti)系(xi),因地(di)制(zhi)宜實(shi)(shi)行“一(yi)(yi)單(dan)(dan)元一(yi)(yi)策略(lve)”精(jing)細化(hua)管(guan)理(li)。優先(xian)(xian)保(bao)護(hu)(hu)單(dan)(dan)元主要(yao)涵蓋生(sheng)(sheng)(sheng)態(tai)(tai)(tai)(tai)保(bao)護(hu)(hu)紅線等(deng)生(sheng)(sheng)(sheng)態(tai)(tai)(tai)(tai)功(gong)能(neng)重(zhong)(zhong)(zhong)(zhong)要(yao)區(qu)(qu)域(yu),嚴守生(sheng)(sheng)(sheng)態(tai)(tai)(tai)(tai)保(bao)護(hu)(hu)紅線,嚴格執行各(ge)類(lei)自(zi)然保(bao)護(hu)(hu)地(di)、河湖(hu)海(hai)岸線等(deng)管(guan)理(li)規定,加強生(sheng)(sheng)(sheng)態(tai)(tai)(tai)(tai)系(xi)統(tong)保(bao)護(hu)(hu)和功(gong)能(neng)維護(hu)(hu)。重(zhong)(zhong)(zhong)(zhong)點(dian)管(guan)控(kong)單(dan)(dan)元主要(yao)涵蓋生(sheng)(sheng)(sheng)態(tai)(tai)(tai)(tai)環(huan)(huan)境(jing)(jing)質(zhi)量(liang)改善壓力大、資源能(neng)源消(xiao)耗強度高、污染物(wu)排(pai)(pai)放集中(zhong)、生(sheng)(sheng)(sheng)態(tai)(tai)(tai)(tai)破壞嚴重(zhong)(zhong)(zhong)(zhong)、環(huan)(huan)境(jing)(jing)風險(xian)高的區(qu)(qu)域(yu),重(zhong)(zhong)(zhong)(zhong)點(dian)推(tui)進產業布局優化(hua)、轉(zhuan)型升級(ji),不斷提高資源利(li)用效(xiao)率,加強污染物(wu)排(pai)(pai)放管(guan)控(kong)和環(huan)(huan)境(jing)(jing)風險(xian)防控(kong),解決突出生(sheng)(sheng)(sheng)態(tai)(tai)(tai)(tai)環(huan)(huan)境(jing)(jing)問題。實(shi)(shi)施(shi)(shi)一(yi)(yi)般(ban)管(guan)控(kong)的區(qu)(qu)域(yu)以保(bao)持區(qu)(qu)域(yu)生(sheng)(sheng)(sheng)態(tai)(tai)(tai)(tai)環(huan)(huan)境(jing)(jing)質(zhi)量(liang)基本穩定為目標,執行區(qu)(qu)域(yu)生(sheng)(sheng)(sheng)態(tai)(tai)(tai)(tai)環(huan)(huan)境(jing)(jing)保(bao)護(hu)(hu)相關要(yao)求。
(三(san))共(gong)(gong)享(xiang)共(gong)(gong)用生(sheng)態環境(jing)分(fen)區(qu)(qu)管(guan)(guan)(guan)(guan)(guan)控(kong)(kong)信息。推進生(sheng)態環境(jing)分(fen)區(qu)(qu)管(guan)(guan)(guan)(guan)(guan)控(kong)(kong)數(shu)(shu)字化(hua)建設,建立完善省(sheng)級生(sheng)態環境(jing)分(fen)區(qu)(qu)管(guan)(guan)(guan)(guan)(guan)控(kong)(kong)系(xi)統(tong),加強與國家(jia)生(sheng)態環境(jing)分(fen)區(qu)(qu)管(guan)(guan)(guan)(guan)(guan)控(kong)(kong)系(xi)統(tong)、省(sheng)級其他業務系(xi)統(tong)的信息共(gong)(gong)享(xiang)、業務協同,推動部門之間(jian)數(shu)(shu)據共(gong)(gong)用,強化(hua)對數(shu)(shu)據管(guan)(guan)(guan)(guan)(guan)理(li)(li)、調(diao)整更新(xin)、實(shi)施應用、跟蹤(zong)評(ping)估、監督管(guan)(guan)(guan)(guan)(guan)理(li)(li)的支撐作用。省(sheng)自(zi)然資源廳(ting)要(yao)做好生(sheng)態保(bao)護紅(hong)線(xian)等(deng)(deng)數(shu)(shu)據共(gong)(gong)享(xiang)。省(sheng)交通運(yun)輸廳(ting)要(yao)做好港口岸線(xian)管(guan)(guan)(guan)(guan)(guan)理(li)(li)等(deng)(deng)有關(guan)數(shu)(shu)據共(gong)(gong)享(xiang)。省(sheng)水(shui)利廳(ting)要(yao)做好水(shui)資源管(guan)(guan)(guan)(guan)(guan)理(li)(li)、水(shui)域(yu)岸線(xian)管(guan)(guan)(guan)(guan)(guan)理(li)(li)等(deng)(deng)有關(guan)數(shu)(shu)據共(gong)(gong)享(xiang)。省(sheng)統(tong)計局要(yao)做好統(tong)計數(shu)(shu)據共(gong)(gong)享(xiang)。推進新(xin)一代信息技(ji)術、人工智(zhi)能等(deng)(deng)與生(sheng)態環境(jing)分(fen)區(qu)(qu)管(guan)(guan)(guan)(guan)(guan)控(kong)(kong)融合(he)創新(xin),依托“愛山東”等(deng)(deng)平臺,提升在線(xian)政務服務和智(zhi)慧決策效能。有條件的市可建設市級信息平臺。
(四)科學實(shi)施定(ding)期(qi)調(diao)整(zheng)和(he)動(dong)態(tai)(tai)更新。生態(tai)(tai)環境分區(qu)管(guan)控方案原則上保持穩定(ding),每5年結(jie)合國(guo)民經濟(ji)和(he)社會發(fa)展(zhan)(zhan)規(gui)劃(hua)、國(guo)土(tu)空間規(gui)劃(hua)評估情況(kuang),根(gen)據國(guo)家(jia)統一部(bu)署,按(an)程序(xu)開(kai)展(zhan)(zhan)定(ding)期(qi)調(diao)整(zheng)。動(dong)態(tai)(tai)更新按(an)照(zhao)國(guo)家(jia)和(he)省(sheng)有關規(gui)定(ding)開(kai)展(zhan)(zhan)。
二、強化生態環境源頭(tou)預防,助推經濟社會高質量(liang)發展(zhan)
(五)服務國家重(zhong)大戰(zhan)略。落實黃(huang)(huang)河(he)流域生(sheng)態(tai)保(bao)護(hu)和(he)高質量發展戰(zhan)略,通過(guo)生(sheng)態(tai)環(huan)境分區(qu)差異化管(guan)控,加強整體性(xing)保(bao)護(hu)和(he)系(xi)統性(xing)治理,實行最(zui)嚴(yan)格的生(sheng)態(tai)環(huan)境保(bao)護(hu)制度,加強自然修復和(he)休養生(sheng)息,推進(jin)水資源(yuan)節約(yue)集約(yue)利用(yong),不斷提升(sheng)黃(huang)(huang)河(he)三角(jiao)洲(zhou)濕地生(sheng)態(tai)系(xi)統穩定性(xing),促進(jin)黃(huang)(huang)河(he)下游(you)河(he)道生(sheng)態(tai)功(gong)能(neng)(neng)提升(sheng)和(he)入(ru)海(hai)口生(sheng)態(tai)環(huan)境改(gai)善。在保(bao)證生(sheng)態(tai)系(xi)統多樣性(xing)、穩定性(xing)、持續性(xing)的前(qian)提下,支持國家重(zhong)大戰(zhan)略、重(zhong)大基礎(chu)設施、民(min)生(sheng)保(bao)障(zhang)等項(xiang)目(mu)建設,支撐優化重(zhong)大生(sheng)產力布局。持續開展黃(huang)(huang)河(he)口生(sheng)態(tai)系(xi)統預警監測(ce),推進(jin)以衛星遙感為(wei)核心(xin)的監測(ce)與(yu)評估業(ye)務,提升(sheng)氣候變化對黃(huang)(huang)河(he)下游(you)(山(shan)東段)濕地、灘涂影(ying)響評估能(neng)(neng)力。
(六)促進(jin)綠(lv)色(se)(se)(se)低碳發(fa)展(zhan)。加(jia)快(kuai)推(tui)進(jin)綠(lv)色(se)(se)(se)低碳高(gao)質(zhi)(zhi)量(liang)發(fa)展(zhan)先(xian)行區建設(she),積極(ji)培育和發(fa)展(zhan)新質(zhi)(zhi)生(sheng)產(chan)(chan)力(li),助力(li)形(xing)成綠(lv)色(se)(se)(se)低碳高(gao)質(zhi)(zhi)量(liang)發(fa)展(zhan)的路(lu)徑(jing)模式(shi)。引導(dao)(dao)重(zhong)點行業向環(huan)境容量(liang)大、市場(chang)需求旺盛、市場(chang)保(bao)障條件好的地(di)方科學(xue)布局、有序轉(zhuan)移,堅(jian)決遏(e)制(zhi)高(gao)耗能(neng)、高(gao)排放(fang)、低水平項目(mu)盲目(mu)發(fa)展(zhan)。強化重(zhong)點管(guan)控單元(yuan)管(guan)理(li)(li),推(tui)進(jin)化工(gong)(gong)、鋼鐵、有色(se)(se)(se)金屬、建材、紡織、輕工(gong)(gong)等傳(chuan)統產(chan)(chan)業綠(lv)色(se)(se)(se)低碳轉(zhuan)型升級和清潔生(sheng)產(chan)(chan)改造,引導(dao)(dao)人(ren)口密度較高(gao)的中心(xin)城區傳(chuan)統產(chan)(chan)業功(gong)能(neng)空間(jian)有序騰退;加(jia)快(kuai)綠(lv)色(se)(se)(se)工(gong)(gong)業園區建設(she),深入(ru)實施生(sheng)態環(huan)保(bao)產(chan)(chan)業高(gao)質(zhi)(zhi)量(liang)發(fa)展(zhan)“311”工(gong)(gong)程。優化優先(xian)保(bao)護(hu)單元(yuan)管(guan)理(li)(li),積極(ji)探索生(sheng)態產(chan)(chan)品(pin)價(jia)值實現模式(shi)和路(lu)徑(jing),提升生(sheng)態碳匯能(neng)力(li)。
(七)提高綜(zong)合決(jue)策(ce)(ce)效能。各(ge)級(ji)各(ge)有(you)關(guan)部(bu)門單位要(yao)(yao)將生態環(huan)境(jing)分(fen)(fen)區(qu)管控成果作為綜(zong)合決(jue)策(ce)(ce)的(de)(de)重要(yao)(yao)依據,在政策(ce)(ce)制定、執法監(jian)管等過程中(zhong),加(jia)強相(xiang)符性、協調性分(fen)(fen)析,不(bu)得(de)變(bian)通(tong)突破、降低標準。生態環(huan)境(jing)分(fen)(fen)區(qu)管控系統(tong)依法依規設置(zhi)公共查閱權限,方便企業分(fen)(fen)析項目與生態環(huan)境(jing)分(fen)(fen)區(qu)管控要(yao)(yao)求的(de)(de)符合性,加(jia)強對企業投資的(de)(de)引(yin)導,釋(shi)放經營主體發(fa)展活力,進一步(bu)優(you)化營商環(huan)境(jing)。
三、實施精準科(ke)學依法治污,推進生態環境高水平保(bao)護
(八(ba))維護(hu)生(sheng)(sheng)態(tai)(tai)安全(quan)(quan)格局(ju)。銜(xian)接全(quan)(quan)省(sheng)“兩屏、三(san)帶(dai)、七廊、八(ba)心”生(sheng)(sheng)態(tai)(tai)保(bao)護(hu)格局(ju),以(yi)生(sheng)(sheng)態(tai)(tai)保(bao)護(hu)紅線為重點(dian),加(jia)(jia)強各類(lei)重要(yao)生(sheng)(sheng)態(tai)(tai)功(gong)(gong)能(neng)(neng)區保(bao)護(hu),建設生(sheng)(sheng)態(tai)(tai)廊道,溝通串聯生(sheng)(sheng)態(tai)(tai)斑(ban)塊,促進生(sheng)(sheng)態(tai)(tai)空間網絡化,提升生(sheng)(sheng)態(tai)(tai)系統穩定性和服務功(gong)(gong)能(neng)(neng)。在(zai)功(gong)(gong)能(neng)(neng)受損的生(sheng)(sheng)態(tai)(tai)空間優(you)先開(kai)展生(sheng)(sheng)態(tai)(tai)保(bao)護(hu)修復活動,強化生(sheng)(sheng)物多樣(yang)性保(bao)護(hu),健(jian)全(quan)(quan)生(sheng)(sheng)物多樣(yang)性保(bao)護(hu)網絡,恢復生(sheng)(sheng)態(tai)(tai)系統服務功(gong)(gong)能(neng)(neng)。加(jia)(jia)強監測預警(jing),主動適(shi)應(ying)氣候變(bian)化。對黃(huang)河三(san)角洲、海岸帶(dai)等重點(dian)區域,分單元(yuan)識(shi)別突(tu)出環境問題,落實環境治理差異化管控要(yao)求(qiu)。
(九)改善生(sheng)態(tai)(tai)(tai)環(huan)(huan)(huan)境(jing)質量(liang)(liang)。各級在制定生(sheng)態(tai)(tai)(tai)環(huan)(huan)(huan)境(jing)保護(hu)規劃(hua)和環(huan)(huan)(huan)境(jing)質量(liang)(liang)達標方案(an)時,要(yao)(yao)將生(sheng)態(tai)(tai)(tai)環(huan)(huan)(huan)境(jing)分(fen)(fen)(fen)區(qu)管(guan)(guan)控(kong)(kong)(kong)(kong)方案(an)中環(huan)(huan)(huan)境(jing)質量(liang)(liang)底線等目標要(yao)(yao)求作(zuo)為重(zhong)(zhong)要(yao)(yao)依據(ju),建(jian)(jian)立陸岸(an)海(hai)聯(lian)動(dong)、區(qu)域(yu)一(yi)體化(hua)的生(sheng)態(tai)(tai)(tai)環(huan)(huan)(huan)境(jing)管(guan)(guan)控(kong)(kong)(kong)(kong)機制,形(xing)成問題識別、精準溯(su)源(yuan)、分(fen)(fen)(fen)區(qu)施策的工作(zuo)閉環(huan)(huan)(huan)。深化(hua)流(liu)域(yu)水(shui)環(huan)(huan)(huan)境(jing)分(fen)(fen)(fen)區(qu)精細化(hua)管(guan)(guan)控(kong)(kong)(kong)(kong),強(qiang)化(hua)水(shui)源(yuan)涵養區(qu)、河湖水(shui)域(yu)及(ji)其緩沖帶等重(zhong)(zhong)要(yao)(yao)水(shui)生(sheng)態(tai)(tai)(tai)空(kong)間管(guan)(guan)理(li),有針對性地(di)加強(qiang)水(shui)質超標、高(gao)排放(fang)等流(liu)域(yu)單元的污染(ran)(ran)排放(fang)管(guan)(guan)控(kong)(kong)(kong)(kong)和環(huan)(huan)(huan)境(jing)風(feng)險防控(kong)(kong)(kong)(kong)。沿(yan)海(hai)7市要(yao)(yao)加強(qiang)近岸(an)海(hai)域(yu)生(sheng)態(tai)(tai)(tai)環(huan)(huan)(huan)境(jing)分(fen)(fen)(fen)區(qu)管(guan)(guan)控(kong)(kong)(kong)(kong),強(qiang)化(hua)海(hai)陸統籌,推進(jin)黃(huang)河口、萊州灣、膠州灣等重(zhong)(zhong)點河口海(hai)灣管(guan)(guan)理(li)。推進(jin)大(da)氣環(huan)(huan)(huan)境(jing)區(qu)域(yu)聯(lian)防聯(lian)控(kong)(kong)(kong)(kong),突出NOx、VOCs等多污染(ran)(ran)物協同減排。加強(qiang)土壤環(huan)(huan)(huan)境(jing)分(fen)(fen)(fen)區(qu)管(guan)(guan)控(kong)(kong)(kong)(kong),實施農用地(di)分(fen)(fen)(fen)類管(guan)(guan)理(li)和建(jian)(jian)設用地(di)準入管(guan)(guan)理(li)。探(tan)索開展地(di)下水(shui)污染(ran)(ran)防治分(fen)(fen)(fen)區(qu)管(guan)(guan)控(kong)(kong)(kong)(kong)模式,劃(hua)定地(di)下水(shui)污染(ran)(ran)防治重(zhong)(zhong)點區(qu),制定差別化(hua)管(guan)(guan)控(kong)(kong)(kong)(kong)要(yao)(yao)求。加強(qiang)聲環(huan)(huan)(huan)境(jing)管(guan)(guan)理(li),推動(dong)大(da)型交通基礎設施、工業集中區(qu)等與噪聲敏感(gan)建(jian)(jian)筑物集中區(qu)域(yu)用地(di)布局協調。

(十一)強化法(fa)制(zhi)保障。推動(dong)將生態(tai)環境分區管控要(yao)求(qiu)納入相關地方性法(fa)規制(zhi)定修(xiu)訂。鼓勵各市根據(ju)需要(yao)研(yan)究制(zhi)定與(yu)生態(tai)環境分區管控相關的地方性法(fa)規。
四、建立健全(quan)長效機制,提升(sheng)生態環(huan)境分區(qu)管(guan)控(kong)效能(neng)
(十二)推動部門(men)(men)聯動。省(sheng)(sheng)(sheng)(sheng)(sheng)(sheng)(sheng)生(sheng)(sheng)態(tai)(tai)(tai)(tai)環(huan)(huan)境(jing)(jing)(jing)廳(ting)要(yao)牽頭做好生(sheng)(sheng)態(tai)(tai)(tai)(tai)環(huan)(huan)境(jing)(jing)(jing)分(fen)(fen)區(qu)(qu)(qu)管(guan)(guan)(guan)控(kong)(kong)方案的制定(ding)(ding)實施(shi)、跟蹤評估(gu)、更新調(diao)整等工(gong)(gong)(gong)作(zuo),組建長(chang)期穩定(ding)(ding)的專業(ye)(ye)技術團隊,會(hui)同(tong)省(sheng)(sheng)(sheng)(sheng)(sheng)(sheng)(sheng)有(you)關(guan)(guan)部門(men)(men)單(dan)(dan)位(wei)制定(ding)(ding)完善生(sheng)(sheng)態(tai)(tai)(tai)(tai)環(huan)(huan)境(jing)(jing)(jing)分(fen)(fen)區(qu)(qu)(qu)管(guan)(guan)(guan)控(kong)(kong)相(xiang)關(guan)(guan)政(zheng)(zheng)策(ce)。省(sheng)(sheng)(sheng)(sheng)(sheng)(sheng)(sheng)發(fa)(fa)展改革委要(yao)積極(ji)推動生(sheng)(sheng)態(tai)(tai)(tai)(tai)環(huan)(huan)境(jing)(jing)(jing)分(fen)(fen)區(qu)(qu)(qu)管(guan)(guan)(guan)控(kong)(kong)成果與國民經(jing)濟(ji)和(he)社會(hui)發(fa)(fa)展規劃的充分(fen)(fen)銜(xian)接(jie)。省(sheng)(sheng)(sheng)(sheng)(sheng)(sheng)(sheng)科技廳(ting)要(yao)加強生(sheng)(sheng)態(tai)(tai)(tai)(tai)環(huan)(huan)境(jing)(jing)(jing)分(fen)(fen)區(qu)(qu)(qu)管(guan)(guan)(guan)控(kong)(kong)領(ling)(ling)域(yu)相(xiang)關(guan)(guan)科學研(yan)究(jiu)和(he)人才培養。省(sheng)(sheng)(sheng)(sheng)(sheng)(sheng)(sheng)工(gong)(gong)(gong)業(ye)(ye)和(he)信息(xi)化(hua)廳(ting)要(yao)推動生(sheng)(sheng)態(tai)(tai)(tai)(tai)環(huan)(huan)境(jing)(jing)(jing)分(fen)(fen)區(qu)(qu)(qu)管(guan)(guan)(guan)控(kong)(kong)在優化(hua)產(chan)業(ye)(ye)布局(ju)、調(diao)整產(chan)業(ye)(ye)結構政(zheng)(zheng)策(ce)制定(ding)(ding)中(zhong)的應(ying)用。省(sheng)(sheng)(sheng)(sheng)(sheng)(sheng)(sheng)財政(zheng)(zheng)廳(ting)要(yao)綜合(he)考(kao)慮工(gong)(gong)(gong)作(zuo)目標和(he)任務,按照財政(zheng)(zheng)事權和(he)支出(chu)責任劃分(fen)(fen)落實資(zi)(zi)金保(bao)障。省(sheng)(sheng)(sheng)(sheng)(sheng)(sheng)(sheng)自然資(zi)(zi)源廳(ting)要(yao)依托國土空間規劃“一張圖”系統(tong),加強生(sheng)(sheng)態(tai)(tai)(tai)(tai)環(huan)(huan)境(jing)(jing)(jing)分(fen)(fen)區(qu)(qu)(qu)管(guan)(guan)(guan)控(kong)(kong)方案與國土空間規劃的銜(xian)接(jie),共同(tong)做好相(xiang)關(guan)(guan)研(yan)究(jiu)及試點先行等工(gong)(gong)(gong)作(zuo)。省(sheng)(sheng)(sheng)(sheng)(sheng)(sheng)(sheng)水利(li)(li)(li)廳(ting)負責水資(zi)(zi)源管(guan)(guan)(guan)理(li)、水域(yu)岸線管(guan)(guan)(guan)理(li)等有(you)關(guan)(guan)工(gong)(gong)(gong)作(zuo),實施(shi)水資(zi)(zi)源差別化(hua)管(guan)(guan)(guan)理(li),合(he)理(li)控(kong)(kong)制水資(zi)(zi)源開(kai)(kai)發(fa)(fa)利(li)(li)(li)用規模,與生(sheng)(sheng)態(tai)(tai)(tai)(tai)環(huan)(huan)境(jing)(jing)(jing)分(fen)(fen)區(qu)(qu)(qu)管(guan)(guan)(guan)控(kong)(kong)聯動。省(sheng)(sheng)(sheng)(sheng)(sheng)(sheng)(sheng)氣象局(ju)要(yao)加強生(sheng)(sheng)態(tai)(tai)(tai)(tai)系統(tong)遙感預警監測(ce)和(he)惡劣天氣聯防聯動,在重點區(qu)(qu)(qu)域(yu)強化(hua)生(sheng)(sheng)態(tai)(tai)(tai)(tai)修復(fu)型人工(gong)(gong)(gong)影響天氣作(zuo)業(ye)(ye),助力(li)生(sheng)(sheng)態(tai)(tai)(tai)(tai)環(huan)(huan)境(jing)(jing)(jing)分(fen)(fen)區(qu)(qu)(qu)管(guan)(guan)(guan)控(kong)(kong)。省(sheng)(sheng)(sheng)(sheng)(sheng)(sheng)(sheng)住房城鄉建設廳(ting)、省(sheng)(sheng)(sheng)(sheng)(sheng)(sheng)(sheng)交通運輸廳(ting)、省(sheng)(sheng)(sheng)(sheng)(sheng)(sheng)(sheng)農業(ye)(ye)農村廳(ting)、省(sheng)(sheng)(sheng)(sheng)(sheng)(sheng)(sheng)能(neng)源局(ju)、省(sheng)(sheng)(sheng)(sheng)(sheng)(sheng)(sheng)海洋局(ju)等部門(men)(men)單(dan)(dan)位(wei)要(yao)根(gen)據職責分(fen)(fen)工(gong)(gong)(gong),加強本領(ling)(ling)域(yu)相(xiang)關(guan)(guan)工(gong)(gong)(gong)作(zuo)與生(sheng)(sheng)態(tai)(tai)(tai)(tai)環(huan)(huan)境(jing)(jing)(jing)分(fen)(fen)區(qu)(qu)(qu)管(guan)(guan)(guan)控(kong)(kong)協調(diao)聯動,制定(ding)(ding)行業(ye)(ye)發(fa)(fa)展和(he)開(kai)(kai)發(fa)(fa)利(li)(li)(li)用政(zheng)(zheng)策(ce)、規劃時,應(ying)充分(fen)(fen)考(kao)慮生(sheng)(sheng)態(tai)(tai)(tai)(tai)環(huan)(huan)境(jing)(jing)(jing)分(fen)(fen)區(qu)(qu)(qu)管(guan)(guan)(guan)控(kong)(kong)要(yao)求,減少對生(sheng)(sheng)態(tai)(tai)(tai)(tai)系統(tong)功(gong)能(neng)和(he)環(huan)(huan)境(jing)(jing)(jing)質(zhi)量的負面影響。有(you)關(guan)(guan)部門(men)(men)單(dan)(dan)位(wei)應(ying)出(chu)臺有(you)利(li)(li)(li)于生(sheng)(sheng)態(tai)(tai)(tai)(tai)環(huan)(huan)境(jing)(jing)(jing)分(fen)(fen)區(qu)(qu)(qu)管(guan)(guan)(guan)控(kong)(kong)實施(shi)應(ying)用的政(zheng)(zheng)策(ce)。
(十三)加強監督(du)管(guan)(guan)理(li)。各有關(guan)部門單(dan)(dan)位要按照職責分(fen)工,推(tui)動(dong)生(sheng)(sheng)(sheng)態(tai)(tai)(tai)環(huan)(huan)境(jing)(jing)分(fen)區(qu)(qu)管(guan)(guan)控(kong)監督(du)執法協調聯動(dong),依(yi)(yi)托相關(guan)監管(guan)(guan)平(ping)臺,充分(fen)利用大數(shu)據等技術手段(duan)開展(zhan)動(dong)態(tai)(tai)(tai)監控(kong),對發現的(de)(de)突(tu)(tu)出(chu)問(wen)題和風險(xian)隱患開展(zhan)現場檢查并嚴格依(yi)(yi)法查處(chu)。對生(sheng)(sheng)(sheng)態(tai)(tai)(tai)功(gong)能明顯(xian)降低的(de)(de)生(sheng)(sheng)(sheng)態(tai)(tai)(tai)環(huan)(huan)境(jing)(jing)優先保(bao)(bao)護單(dan)(dan)元、生(sheng)(sheng)(sheng)態(tai)(tai)(tai)環(huan)(huan)境(jing)(jing)問(wen)題突(tu)(tu)出(chu)的(de)(de)生(sheng)(sheng)(sheng)態(tai)(tai)(tai)環(huan)(huan)境(jing)(jing)重點管(guan)(guan)控(kong)單(dan)(dan)元以及環(huan)(huan)境(jing)(jing)質量明顯(xian)下降的(de)(de)其他區(qu)(qu)域(yu),加強監管(guan)(guan)執法,依(yi)(yi)法依(yi)(yi)規推(tui)動(dong)限期整(zheng)改(gai)。將生(sheng)(sheng)(sheng)態(tai)(tai)(tai)環(huan)(huan)境(jing)(jing)分(fen)區(qu)(qu)管(guan)(guan)控(kong)工作中存在(zai)的(de)(de)突(tu)(tu)出(chu)問(wen)題及整(zheng)改(gai)情況納入省(sheng)生(sheng)(sheng)(sheng)態(tai)(tai)(tai)環(huan)(huan)境(jing)(jing)保(bao)(bao)護督(du)察。
(十四)強(qiang)化成效評(ping)估。開展生(sheng)態環(huan)境分區(qu)管控實施成效評(ping)估工作(zuo)(zuo),對各級生(sheng)態環(huan)境分區(qu)管控工作(zuo)(zuo)落實情況和實施成效進行跟蹤了解(jie),評(ping)估結果作(zuo)(zuo)為優化環(huan)境影響評(ping)價管理(li)的重要依據。
五、強化(hua)組(zu)織實(shi)施
堅持(chi)黨(dang)對生態(tai)環(huan)境(jing)分(fen)區(qu)管控(kong)工(gong)作(zuo)的領導。各級黨(dang)委和政府(fu)要嚴格落(luo)(luo)實(shi)(shi)生態(tai)環(huan)境(jing)保護“黨(dang)政同(tong)責(ze)、一崗雙(shuang)責(ze)”,定期研究生態(tai)環(huan)境(jing)分(fen)區(qu)管控(kong)工(gong)作(zuo),常(chang)態(tai)化推進(jin)共(gong)(gong)享共(gong)(gong)用(yong)、調整(zheng)更(geng)新、監督(du)落(luo)(luo)實(shi)(shi)、宣(xuan)傳培訓等(deng)事項,及時報告重要工(gong)作(zuo)進(jin)展,形(xing)成上(shang)下(xia)聯動、各司(si)其職、齊抓共(gong)(gong)管的良好(hao)格局。各級各有關部(bu)門單位(wei)對照中央意見和本實(shi)(shi)施意見要求,結合實(shi)(shi)際抓好(hao)落(luo)(luo)實(shi)(shi),各市原則上(shang)不(bu)再(zai)制(zhi)定配(pei)套文件。
