脫硫工程的全過程質量管理

浙江錢清發電有(you)限責任公(gong)司#2爐脫(tuo)(tuo)硫(liu)(liu)系(xi)統(tong)(tong)(tong),是在美(mei)國B&W公(gong)司技術支持下,由(you)國內(nei)自(zi)主設(she)計、安裝(zhuang)、調試(shi)(shi)的(de)一套(tao)單吸(xi)收(shou)塔石(shi)(shi)灰石(shi)(shi)-石(shi)(shi)膏濕(shi)法脫(tuo)(tuo)硫(liu)(liu)系(xi)統(tong)(tong)(tong),由(you)浙江省(sheng)(sheng)天地環保公(gong)司總承包(bao),是浙江省(sheng)(sheng)內(nei)第(di)一套(tao)國產化脫(tuo)(tuo)硫(liu)(liu)示(shi)范(fan)工程(cheng),設(she)計脫(tuo)(tuo)硫(liu)(liu)效率90%。脫(tuo)(tuo)硫(liu)(liu)工程(cheng)于2001年(nian)6月(yue)通過(guo)初步設(she)計審查,2002年(nian)4月(yue)16日(ri)正式開工,2003年(nian)4月(yue) 18日(ri)首(shou)次導入(ru)煙氣進行調試(shi)(shi),2003年(nian)7月(yue)2日(ri)完成168小時試(shi)(shi)運(yun)行,9月(yue)13日(ri)完成FGD系(xi)統(tong)(tong)(tong)性(xing)能測試(shi)(shi)及考核試(shi)(shi)驗,正式投入(ru)商業(ye)運(yun)行。該濕(shi)法脫(tuo)(tuo)硫(liu)(liu)裝(zhuang)置(zhi)自(zi)2003年(nian)7月(yue)投入(ru)運(yun)行至2007年(nian)6月(yue)的(de)四年(nian)間,累計運(yun)行32,846小時,投運(yun)率 97.56%,平均脫(tuo)(tuo)硫(liu)(liu)效率91.42%。筆者全(quan)過(guo)程(cheng)參加(jia)了(le)該工程(cheng)的(de)前期可行性(xing)研究、基建(jian)建(jian)設(she)及運(yun)行維(wei)護管(guan)理,從實(shi)踐中深刻認識到,要使脫(tuo)(tuo)硫(liu)(liu)裝(zhuang)置(zhi)真正發揮效率,必須科學決策并對脫(tuo)(tuo)硫(liu)(liu)工程(cheng)實(shi)施全(quan)過(guo)程(cheng)的(de)質量管(guan)理。

我國多年來的(de)工(gong)程(cheng)(cheng)(cheng)建設(she)(she)實(shi)踐和(he)發(fa)達國家成功的(de)建設(she)(she)項(xiang)(xiang)(xiang)目管理經驗(yan)都證明,工(gong)程(cheng)(cheng)(cheng)項(xiang)(xiang)(xiang)目質(zhi)量(liang)是按照(zhao)項(xiang)(xiang)(xiang)目建設(she)(she)程(cheng)(cheng)(cheng)序,經過工(gong)程(cheng)(cheng)(cheng)建設(she)(she)各個(ge)階段而逐(zhu)步形成的(de)。工(gong)程(cheng)(cheng)(cheng)項(xiang)(xiang)(xiang)目質(zhi)量(liang)問題(ti)貫穿(chuan)于(yu)項(xiang)(xiang)(xiang)目的(de)整個(ge)壽(shou)命進程(cheng)(cheng)(cheng),從工(gong)程(cheng)(cheng)(cheng)建設(she)(she)的(de)可行性研究、投資(zi)決策、勘察設(she)(she)計、安裝施工(gong)、竣工(gong)驗(yan)收直(zhi)至運行維修階段,任何一個(ge)環(huan)節(jie)出了問題(ti),都會給工(gong)程(cheng)(cheng)(cheng)質(zhi)量(liang)留下(xia)隱患,影響工(gong)程(cheng)(cheng)(cheng)項(xiang)(xiang)(xiang)目的(de)功能和(he)使(shi)用,因此只有切實(shi)遵循(xun)客(ke)觀(guan)規(gui)律,重視各個(ge)環(huan)節(jie)的(de)質(zhi)量(liang)監督與控制,才能保證工(gong)程(cheng)(cheng)(cheng)建設(she)(she)質(zhi)量(liang)的(de)全面實(shi)現,使(shi)工(gong)程(cheng)(cheng)(cheng)項(xiang)(xiang)(xiang)目真正發(fa)揮效益。

1  反復論證,科學決策

工程項(xiang)目(mu)(mu)的投資決策(ce)階(jie)(jie)(jie)段是(shi)進(jin)行(xing)可(ke)行(xing)性研究(jiu)與投資決策(ce)、確定項(xiang)目(mu)(mu)的質(zhi)量目(mu)(mu)標與水平的階(jie)(jie)(jie)段。項(xiang)目(mu)(mu)投資決策(ce)階(jie)(jie)(jie)段的質(zhi)量控(kong)制的好壞直(zhi)接關系到(dao)工程項(xiang)目(mu)(mu)的功能(neng)和使(shi)用(yong)價值(zhi)是(shi)否能(neng)夠滿足業(ye)主的要求與實際(ji)情況,是(shi)影響工程項(xiang)目(mu)(mu)使(shi)用(yong)價值(zhi)和質(zhi)量的關鍵階(jie)(jie)(jie)段。

對于(yu)工程建設項目,需要控制的(de)(de)(de)總體目標是(shi)(shi)投資(zi)(zi)、質量和進度(du),這三(san)者互相(xiang)制約。因此,要做到投資(zi)(zi)、質量、進度(du)三(san)者的(de)(de)(de)協調統(tong)一,應提高可行性(xing)研究深度(du)以及(ji)投資(zi)(zi)決策的(de)(de)(de)準確性(xing)與科學性(xing),注重可研中多方案的(de)(de)(de)論證;注重考察可行性(xing)研究報告(gao)是(shi)(shi)否符合國民(min)經(jing)濟長遠規劃、國家經(jing)濟建設的(de)(de)(de)方針政(zheng)策。

2000年(nian)底,對于錢清(qing)公(gong)司(si)在(zai)#2機組建設時(shi)究(jiu)竟要上(shang)(shang)(shang)一套什(shen)么樣(yang)的(de)(de)脫(tuo)(tuo)硫(liu)(liu)系(xi)統(tong),是當(dang)時(shi)爭論的(de)(de)焦點。1999年(nian) 11月(yue),公(gong)司(si)的(de)(de)#1機組投(tou)產(chan)時(shi)配套安裝(zhuang)(zhuang)了(le)芬蘭Fortum公(gong)司(si)的(de)(de)LIFAC半(ban)(ban)干法(fa)煙氣脫(tuo)(tuo)硫(liu)(liu)裝(zhuang)(zhuang)置(zhi),設計(ji)(ji)脫(tuo)(tuo)硫(liu)(liu)效(xiao)率為(wei) 65%,鈣硫(liu)(liu)比(bi)(Ca/S)為(wei)2.35,整(zheng)個(ge)系(xi)統(tong)投(tou)資4472萬元,2000年(nian)3月(yue)投(tou)入運行(xing),經浙江省(sheng)環境(jing)監測中(zhong)心站(zhan)脫(tuo)(tuo)硫(liu)(liu)效(xiao)率的(de)(de)測試,符(fu)合(he)設計(ji)(ji)和環保的(de)(de)要求(qiu)。該脫(tuo)(tuo)硫(liu)(liu)裝(zhuang)(zhuang)置(zhi)系(xi)統(tong)簡單(dan)(dan)、投(tou)資較(jiao)省(sheng)且(qie)無廢棄物排放(fang)。因此,參(can)照#1機組,最簡單(dan)(dan)合(he)理的(de)(de)做(zuo)法(fa),是在(zai)#2機組上(shang)(shang)(shang)安裝(zhuang)(zhuang)一套同樣(yang)的(de)(de)LIFAC煙氣脫(tuo)(tuo)硫(liu)(liu)裝(zhuang)(zhuang)置(zhi),這樣(yang)不(bu)僅投(tou)資省(sheng),而且(qie)方(fang)便以后的(de)(de)運行(xing)維護。但從國家環境(jing)保護的(de)(de)長遠利益(yi)出發(fa)(fa),公(gong)司(si)意識(shi)到隨(sui)著經濟的(de)(de)發(fa)(fa)展,社(she)會(hui)對電力的(de)(de)需求(qiu)將穩步上(shang)(shang)(shang)升,今后的(de)(de)二氧化硫(liu)(liu)減排形(xing)勢將會(hui)更加(jia)(jia)嚴峻,而發(fa)(fa)電機組65%的(de)(de)脫(tuo)(tuo)硫(liu)(liu)效(xiao)率,已(yi)不(bu)符(fu)合(he)環境(jing)保護發(fa)(fa)展的(de)(de)趨(qu)勢和企業(ye)應承擔的(de)(de)社(she)會(hui)責任。因此決策層毅然放(fang)棄簡單(dan)(dan)方(fang)便的(de)(de)半(ban)(ban)干法(fa)煙氣脫(tuo)(tuo)硫(liu)(liu)系(xi)統(tong),決定增(zeng)加(jia)(jia)投(tou)資,采用脫(tuo)(tuo)硫(liu)(liu)效(xiao)率可達90%以上(shang)(shang)(shang)、適合(he)于大(da)型燃(ran)煤電廠鍋爐的(de)(de)石(shi)灰石(shi)-石(shi)膏濕(shi)法(fa)脫(tuo)(tuo)硫(liu)(liu)裝(zhuang)(zhuang)置(zhi)。

在有限的(de)(de)(de)資金條(tiao)件下,上(shang)一套什么(me)樣(yang)的(de)(de)(de)濕法(fa)脫硫(liu)(liu)系統(tong),應達到什么(me)樣(yang)的(de)(de)(de)技術經濟指標和關鍵的(de)(de)(de)性能保證值,是當時爭(zheng)論(lun)的(de)(de)(de)焦點(dian)。作為脫硫(liu)(liu)工程的(de)(de)(de)總(zong)承包單(dan)位(wei)參(can)照國外經驗(yan),在常(chang)規的(de)(de)(de)濕法(fa)脫硫(liu)(liu)模(mo)式(shi)的(de)(de)(de)基礎上(shang),提出(chu)了 3套簡(jian)化方案以節約費用:

(1)取(qu)消石膏(gao)漿(jiang)液二級脫水真(zhen)空皮帶(dai)機,從旋流器底流出(chu)來(lai)含50%以上顆粒的漿(jiang)液直接(jie)拋棄。

(2)取消GGH,采用濕煙囪(cong)工藝(yi),從吸收塔排出的經處(chu)理的飽和濕煙氣通過出口煙道(dao)和煙囪(cong)向大氣排放。

(3)取消(xiao)增壓風(feng)機(ji),利用(yong)鍋爐(lu)引風(feng)機(ji)提供脫(tuo)硫島(dao)阻力降,簡化(hua)了(le)脫(tuo)硫系(xi)統,減少了(le)設備購(gou)置(zhi)費(fei)用(yong)。

如(ru)何(he)確(que)定(ding)合適的(de)(de)技術經濟(ji)指標和(he)關(guan)鍵的(de)(de)性能保證(zheng)值,如(ru)何(he)對這些(xie)方(fang)案進行評估和(he)論(lun)證(zheng),是(shi)一項非常重要(yao)(yao)而又(you)較困難的(de)(de)工作(zuo),由于當時沒有(you)較成(cheng)熟的(de)(de)評估體系來(lai)進行經濟(ji)和(he)技術方(fang)面的(de)(de)評估,因(yin)而只能依照國家的(de)(de)環境保護政(zheng)策要(yao)(yao)求,通(tong)過調研,從現(xian)有(you)的(de)(de)脫硫工程技術水(shui)平及電廠和(he)周(zhou)邊環境的(de)(de)實際情況出發,來(lai)確(que)定(ding)脫硫裝置關(guan)鍵的(de)(de)性能保證(zheng)值以及論(lun)證(zheng)和(he)評估這些(xie)簡化方(fang)案的(de)(de)可行性。

錢(qian)(qian)清公(gong)(gong)司地(di)處蕭紹平原(yuan)中心—浙(zhe)江(jiang)省紹興(xing)縣錢(qian)(qian)清鎮,東距吳越(yue)文化古城紹興(xing)22公(gong)(gong)里,西距美麗(li)的風景旅(lv)游城市杭州35公(gong)(gong)里。錢(qian)(qian)清地(di)區人口(kou)密(mi)集,工廠(chang)林立,是(shi)全國百強鄉鎮之一,居民(min)生活富庶(shu),文化程度較(jiao)高(gao),環(huan)保意(yi)識(shi)強烈。要(yao)評估和(he)論證節省投資的3套方案,需(xu)從(cong)實(shi)際出發。

方(fang)(fang)(fang)案(an)(an)1:取消(xiao)真空皮(pi)帶機(ji),采用拋(pao)棄(qi)法,只適用于地(di)廣人稀的(de)(de)(de)(de)區域,而(er)在(zai)(zai)錢(qian)清地(di)區,不(bu)僅(jin)周圍生態環(huan)境不(bu)容(rong)許,也(ye)根本沒有(you)地(di)方(fang)(fang)(fang)可(ke)拋(pao)荒。因此此方(fang)(fang)(fang)案(an)(an)不(bu)宜(yi)采用。方(fang)(fang)(fang)案(an)(an)2:取消(xiao)GGH,采用濕(shi)(shi)煙(yan)(yan)(yan)囪(cong)工(gong)(gong)藝(yi),雖可(ke)簡(jian)化系統,大幅度降(jiang)低脫硫島阻(zu)力,節省GGH的(de)(de)(de)(de)較多(duo)的(de)(de)(de)(de)維修保養工(gong)(gong)作(zuo),降(jiang)低投資和運行(xing)成(cheng)本,但濕(shi)(shi)煙(yan)(yan)(yan)囪(cong)工(gong)(gong)藝(yi)會(hui)給環(huan)境帶來(lai)(lai)一系列(lie)問題:濕(shi)(shi)煙(yan)(yan)(yan)氣(qi)溫度低,抬升高度較小,影響煙(yan)(yan)(yan)氣(qi)擴散條件;飽和濕(shi)(shi)煙(yan)(yan)(yan)氣(qi)夾帶的(de)(de)(de)(de)液滴以及水蒸(zheng)汽凝(ning)(ning)結而(er)成(cheng)的(de)(de)(de)(de)凝(ning)(ning)結水會(hui)造(zao)(zao)成(cheng)煙(yan)(yan)(yan)羽,在(zai)(zai)傳輸過(guo)(guo)程(cheng)中會(hui)形(xing)成(cheng)降(jiang)雨(yu),影響局部環(huan)境,這在(zai)(zai)緊挨人口密集居(ju)民(min)區的(de)(de)(de)(de)錢(qian)清電廠,是行(xing)不(bu)通的(de)(de)(de)(de)。況且,濕(shi)(shi)煙(yan)(yan)(yan)囪(cong)工(gong)(gong)藝(yi)對處(chu)于濕(shi)(shi)狀態下的(de)(de)(de)(de)煙(yan)(yan)(yan)囪(cong)的(de)(de)(de)(de)設計和材料選擇有(you)特殊要求,而(er)錢(qian)清電廠是2臺(tai)機(ji)組共用1座常規耐酸磚砌內襯的(de)(de)(de)(de)鋼(gang)筋混凝(ning)(ning)土煙(yan)(yan)(yan)囪(cong),煙(yan)(yan)(yan)氣(qi)臨界(jie)流速較低,也(ye)不(bu)可(ke)能長(chang)期停機(ji)來(lai)(lai)進行(xing)布置集液裝置等改造(zao)(zao)工(gong)(gong)作(zuo)。經過(guo)(guo)論證,方(fang)(fang)(fang)案(an)(an)2也(ye)不(bu)宜(yi)采用。

對(dui)于方(fang)案3,由于該(gai)廠(chang)的(de)#2機(ji)組是發(fa)(fa)電機(ji)組和(he)脫(tuo)(tuo)硫(liu)系(xi)(xi)(xi)(xi)(xi)(xi)統(tong)(tong)(tong)(tong)同步建設(she)(she)(she)(she),因此,取消增(zeng)壓風(feng)(feng)機(ji),利用(yong)鍋爐離心(xin)式引(yin)風(feng)(feng)機(ji)提(ti)供脫(tuo)(tuo)硫(liu)島阻力降,簡(jian)(jian)化(hua)脫(tuo)(tuo)硫(liu)系(xi)(xi)(xi)(xi)(xi)(xi)統(tong)(tong)(tong)(tong),是完全可(ke)行的(de)。脫(tuo)(tuo)硫(liu)系(xi)(xi)(xi)(xi)(xi)(xi)統(tong)(tong)(tong)(tong)中GGH沾(zhan)污結垢后阻力較(jiao)(jiao)大,引(yin)風(feng)(feng)機(ji)必須具有較(jiao)(jiao)大的(de)工(gong)作范圍,這是在(zai)選型(xing)時必須考慮的(de)問題。盡管離心(xin)風(feng)(feng)機(ji)在(zai)變工(gong)況(kuang)運(yun)(yun)行時效率下降,在(zai)低負荷(he)時尤(you)甚(shen)(shen),但(dan)離心(xin)風(feng)(feng)機(ji)結構(gou)簡(jian)(jian)單,葉輪磨損小,檢修費用(yong)低且省去了增(zeng)壓風(feng)(feng)機(ji),因此方(fang)案 3的(de)優勢十分明顯,應該(gai)采用(yong)。引(yin)風(feng)(feng)機(ji)的(de)控(kong)制(zhi)由鍋爐運(yun)(yun)行工(gong)況(kuang)來控(kong)制(zhi),控(kong)制(zhi)系(xi)(xi)(xi)(xi)(xi)(xi)統(tong)(tong)(tong)(tong)比(bi)較(jiao)(jiao)簡(jian)(jian)單,但(dan)當發(fa)(fa)生意外(wai)事故需要脫(tuo)(tuo)硫(liu)系(xi)(xi)(xi)(xi)(xi)(xi)統(tong)(tong)(tong)(tong)快速(su)切除(chu)  ,或1臺甚(shen)(shen)至(zhi)(zhi)2臺漿液再(zai)循環泵跳閘時,是否(fou)會影(ying)響(xiang)主設(she)(she)(she)(she)備系(xi)(xi)(xi)(xi)(xi)(xi)統(tong)(tong)(tong)(tong)正(zheng)常運(yun)(yun)行甚(shen)(shen)至(zhi)(zhi)造成鍋爐MFT,在(zai)FGD系(xi)(xi)(xi)(xi)(xi)(xi)統(tong)(tong)(tong)(tong)方(fang)案討論(lun)及(ji)初步設(she)(she)(she)(she)計時,存(cun)在(zai)不(bu)少擔心(xin)及(ji)爭論(lun)。因此,FGD參建各方(fang)分析了FGD系(xi)(xi)(xi)(xi)(xi)(xi)統(tong)(tong)(tong)(tong)發(fa)(fa)生意外(wai)事故時可(ke)能對(dui)主設(she)(she)(she)(she)備系(xi)(xi)(xi)(xi)(xi)(xi)統(tong)(tong)(tong)(tong)造成的(de)影(ying)響(xiang),在(zai)控(kong)制(zhi)邏(luo)輯(ji)和(he)保(bao)護設(she)(she)(she)(she)計時,采取種種預防(fang)措施,以(yi)確保(bao)主設(she)(she)(she)(she)備的(de)安全。

錢(qian)清(qing)電廠#2FGD自(zi)2003年7月投產(chan)以來(lai),脫硫(liu)(liu)系(xi)(xi)統(tong)沒(mei)有(you)因不設增壓風(feng)機(ji)(ji)而影響到主機(ji)(ji)系(xi)(xi)統(tong)的運行。由于脫硫(liu)(liu)工(gong)藝產(chan)生的廢(fei)水的pH值為5~6,含有(you)大量的懸浮物、氟化物和(he)As、Cd、Cr、Cu、Hg、Ni、Pb、 Se、Sn、Zn等重(zhong)金屬元素,COD也嚴(yan)重(zhong)超標,因此脫硫(liu)(liu)裝置必須(xu)設有(you)廢(fei)水處(chu)理(li)(li)系(xi)(xi)統(tong),脫硫(liu)(liu)廢(fei)水要經過處(chu)理(li)(li)才能(neng)排放(fang),而不能(neng)和(he)沖渣水一(yi)起處(chu)理(li)(li)排放(fang)。同時脫硫(liu)(liu)公司委托技術實(shi)力雄厚的西安(an)熱(re)工(gong)研究(jiu)院進行脫硫(liu)(liu)廢(fei)水的處(chu)理(li)(li)研究(jiu),并成功(gong)研制開發(fa)了(le)國(guo)內第一(yi)套脫硫(liu)(liu)廢(fei)水處(chu)理(li)(li)裝置,首先在錢(qian)清(qing)電廠濕法(fa)脫硫(liu)(liu)系(xi)(xi)統(tong)投入(ru)運行,取得(de)了(le)很好的效果,并開創了(le)脫硫(liu)(liu)廢(fei)水處(chu)理(li)(li)裝置國(guo)產(chan)化的先例(li)。

在(zai)前(qian)期(qi)決策階(jie)段把握好整個(ge)工(gong)(gong)程的(de)(de)質量,可(ke)為脫硫(liu)工(gong)(gong)程奠定一個(ge)良好的(de)(de)基礎。在(zai)與總承包(bao)單位商(shang)談技(ji)(ji)術協議時(shi),應將需要(yao)確定的(de)(de)指標、各方的(de)(de)職責(ze)及分工(gong)(gong)和可(ke)能發生的(de)(de)問題,都體(ti)現(xian)在(zai)技(ji)(ji)術協議中。整個(ge)技(ji)(ji)術協議分為八章,作(zuo)為脫硫(liu)工(gong)(gong)程建設管理服務合同的(de)(de)附(fu)件。具體(ti)如(ru)下:

(1)技術規范;

(2)設備規范和供貨范圍;

(3)設計范圍及技術資料(liao)交付;

(4)儀表(biao)與控制系(xi)統;

(5)保(bao)證、設(she)備和系統試驗;

(6)設(she)計聯(lian)絡會/培訓/工廠檢(jian)驗(yan)和(he)測試(shi)/現場技術(shu)服(fu)務;

(7)時間進度表;

(8)適(shi)用標準及總(zong)體技術(shu)要求。

在(zai)技(ji)術附件中,明確提出(chu)(chu)了(le)(le)脫(tuo)(tuo)硫(liu)(liu)(liu)系統的(de)(de)(de)設計工(gong)藝(yi)條(tiao)件,承包方的(de)(de)(de)供貨(huo)范(fan)圍(wei)和(he)設備(bei)規(gui)(gui)范(fan);規(gui)(gui)定(ding)(ding)了(le)(le)脫(tuo)(tuo)硫(liu)(liu)(liu)裝置(zhi)在(zai)各種工(gong)況下必須達到(dao)的(de)(de)(de)脫(tuo)(tuo)硫(liu)(liu)(liu)效率、可(ke)靠性和(he)可(ke)用率;規(gui)(gui)定(ding)(ding)了(le)(le)脫(tuo)(tuo)硫(liu)(liu)(liu)裝置(zhi)在(zai)脫(tuo)(tuo)硫(liu)(liu)(liu)工(gong)藝(yi)中的(de)(de)(de)鈣硫(liu)(liu)(liu)比、耗(hao)電量(liang)、脫(tuo)(tuo)硫(liu)(liu)(liu)石膏的(de)(de)(de)質量(liang),概(gai)括提出(chu)(chu)了(le)(le)三(san)(san)項功(gong)能(neng)(neng)保證(zheng)、八(ba)項性能(neng)(neng)保證(zheng),以及保證(zheng)的(de)(de)(de)條(tiao)件;規(gui)(gui)定(ding)(ding)了(le)(le)冷態調(diao)試(shi)、熱態調(diao)試(shi)、168小時連續(xu)試(shi)運(yun)行須具備(bei)的(de)(de)(de)條(tiao)件和(he)驗(yan)收的(de)(de)(de)標準及由第三(san)(san)方所做的(de)(de)(de)性能(neng)(neng)保證(zheng)試(shi)驗(yan);規(gui)(gui)定(ding)(ding)了(le)(le)現場技(ji)術服務的(de)(de)(de)時間、技(ji)術培訓(xun)應達到(dao)的(de)(de)(de)要(yao)求(qiu)等等。

在項目(mu)決(jue)(jue)策立項過程(cheng)中,做到科學(xue)決(jue)(jue)策,責(ze)任明確(que)(que),排除各種干預,就(jiu)可確(que)(que)保建設(she)項目(mu)以最(zui)(zui)少的消耗取得最(zui)(zui)佳(jia)的效(xiao)果,在建設(she)前期就(jiu)為工(gong)程(cheng)質量奠(dian)定堅(jian)實的基礎。

2  重視對工程實體質量的控制

工(gong)(gong)程(cheng)項目質(zhi)量是工(gong)(gong)程(cheng)建(jian)(jian)設的三大控制(zhi)(zhi)目標之(zhi)一。當前(qian),工(gong)(gong)程(cheng)項目質(zhi)量控制(zhi)(zhi)主要集中在項目建(jian)(jian)設實(shi)(shi)施階段,主要應重視(shi)對(dui)工(gong)(gong)程(cheng)實(shi)(shi)體質(zhi)量的控制(zhi)(zhi)。國家目前(qian)已(yi)頒(ban)布實(shi)(shi)施了大量的工(gong)(gong)程(cheng)建(jian)(jian)設標準、法規、規范(fan)等,實(shi)(shi)行(xing)了監(jian)理(li)制(zhi)(zhi)、招標投標制(zhi)(zhi)、項目經理(li)負(fu)責制(zhi)(zhi)、質(zhi)量監(jian)督制(zhi)(zhi)、檢測制(zhi)(zhi)、質(zhi)量保(bao)修(xiu)制(zhi)(zhi)等制(zhi)(zhi)度,已(yi)對(dui)工(gong)(gong)程(cheng)實(shi)(shi)體質(zhi)量的形成進行(xing)了有(you)力(li)控制(zhi)(zhi)。

該工程(cheng)(cheng)電(dian)(dian)(dian)力(li)(li)系(xi)統(tong)的(de)(de)工程(cheng)(cheng)技術人員,對電(dian)(dian)(dian)力(li)(li)建(jian)設、電(dian)(dian)(dian)力(li)(li)生產(chan)比較熟悉,但相對于脫(tuo)硫工程(cheng)(cheng),特別是(shi)濕(shi)法脫(tuo)硫來(lai)說(shuo),則是(shi)一(yi)個(ge)全新(xin)的(de)(de)領域。為建(jian)成一(yi)個(ge)高質(zhi)量的(de)(de)脫(tuo)硫工程(cheng)(cheng),作為工程(cheng)(cheng)項目的(de)(de)建(jian)設方和業(ye)主單位,除了(le)(le)對新(xin)建(jian)發電(dian)(dian)(dian)廠基建(jian)過(guo)程(cheng)(cheng)常(chang)規的(de)(de)全面質(zhi)量管理(li)采取了(le)(le)一(yi)般做法外,還做了(le)(le)以下幾項工作:

(1)健全組織機構

為做好濕法脫(tuo)硫(liu)(liu)(liu)工(gong)(gong)(gong)(gong)(gong)程(cheng)(cheng)(cheng)建(jian)設(she)與(yu)(yu)(yu)生產準備(bei),挑選了一批業務素質較(jiao)高(gao)的(de)人員(yuan)成立了脫(tuo)硫(liu)(liu)(liu)小組,專(zhuan)門負責(ze)前期脫(tuo)硫(liu)(liu)(liu)技術調研與(yu)(yu)(yu)脫(tuo)硫(liu)(liu)(liu)方式論證(zheng)(zheng)。工(gong)(gong)(gong)(gong)(gong)程(cheng)(cheng)(cheng)開(kai)工(gong)(gong)(gong)(gong)(gong)后則(ze)按(an)合同(tong)與(yu)(yu)(yu)設(she)計要求,負責(ze)工(gong)(gong)(gong)(gong)(gong)程(cheng)(cheng)(cheng)的(de)安(an)裝進度(du)、質量(liang)(liang)、投(tou)資(zi)、安(an)全控(kong)制與(yu)(yu)(yu)監督。在安(an)裝過(guo)程(cheng)(cheng)(cheng)中(zhong)與(yu)(yu)(yu)總(zong)包公(gong)司一起解(jie)決工(gong)(gong)(gong)(gong)(gong)程(cheng)(cheng)(cheng)中(zhong)的(de)問題,與(yu)(yu)(yu)此同(tong)時商(shang)定工(gong)(gong)(gong)(gong)(gong)程(cheng)(cheng)(cheng)管(guan)理流(liu)程(cheng)(cheng)(cheng)、簽訂(ding)安(an)全細(xi)則(ze)、設(she)備(bei)開(kai)箱(xiang)驗(yan)收與(yu)(yu)(yu)文檔流(liu)轉程(cheng)(cheng)(cheng)序(xu)、設(she)備(bei)缺陷處理原(yuan)則(ze)等工(gong)(gong)(gong)(gong)(gong)作;在調試驗(yan)收階(jie)段參(can)與(yu)(yu)(yu)調試,共同(tong)探(tan)討解(jie)決問題,在設(she)備(bei)驗(yan)收及工(gong)(gong)(gong)(gong)(gong)程(cheng)(cheng)(cheng)過(guo)程(cheng)(cheng)(cheng)驗(yan)收中(zhong),嚴格(ge)把關,對于見證(zheng)(zheng)點和停工(gong)(gong)(gong)(gong)(gong)待(dai)檢點,堅持(chi)按(an)質量(liang)(liang)標準簽證(zheng)(zheng)。通過(guo)對脫(tuo)硫(liu)(liu)(liu)工(gong)(gong)(gong)(gong)(gong)程(cheng)(cheng)(cheng)全過(guo)程(cheng)(cheng)(cheng)的(de)參(can)與(yu)(yu)(yu)和質量(liang)(liang)管(guan)理,公(gong)司鍛(duan)煉了自己(ji)的(de)技術隊伍(wu),脫(tuo)硫(liu)(liu)(liu)小組的(de)技術人員(yuan)日后都成為了業務骨干。

(2)聘(pin)請(qing)專(zhuan)家咨詢(xun)服務(wu)

對(dui)于(yu)發(fa)電廠(chang)工(gong)(gong)(gong)(gong)(gong)程(cheng)(cheng)技術人員來說,脫硫(liu)(liu)工(gong)(gong)(gong)(gong)(gong)程(cheng)(cheng),特(te)別是(shi)濕(shi)法脫硫(liu)(liu)是(shi)一個全新的(de)學科,也是(shi)一個逐步認識和(he)實踐的(de)過程(cheng)(cheng)。錢清公(gong)(gong)司(si)(si)在脫硫(liu)(liu)工(gong)(gong)(gong)(gong)(gong)程(cheng)(cheng)建(jian)設中,聘請了浙江電力(li)(li)監(jian)(jian)理(li)公(gong)(gong)司(si)(si)的(de)監(jian)(jian)理(li)工(gong)(gong)(gong)(gong)(gong)程(cheng)(cheng)師。由于(yu)電力(li)(li)監(jian)(jian)理(li)公(gong)(gong)司(si)(si)的(de)強(qiang)項是(shi)常規的(de)火力(li)(li)發(fa)電工(gong)(gong)(gong)(gong)(gong)程(cheng)(cheng),而濕(shi)法脫硫(liu)(liu)當時在國內(nei)在建(jian)的(de)和(he)運行(xing)的(de)裝置并不多(duo),電力(li)(li)監(jian)(jian)理(li)對(dui)脫硫(liu)(liu)裝置的(de)設備(bei)特(te)性、工(gong)(gong)(gong)(gong)(gong)藝特(te)性的(de)了解也不是(shi)很(hen)透徹(che),因(yin)此有必要聘請脫硫(liu)(liu)工(gong)(gong)(gong)(gong)(gong)程(cheng)(cheng)方(fang)面的(de)專家進(jin)行(xing)咨詢(xun)服務和(he)培訓工(gong)(gong)(gong)(gong)(gong)作,所以公(gong)(gong)司(si)(si)又聘請了上海石川島脫硫(liu)(liu)工(gong)(gong)(gong)(gong)(gong)程(cheng)(cheng)公(gong)(gong)司(si)(si)(IHI公(gong)(gong)司(si)(si))的(de)專家,從工(gong)(gong)(gong)(gong)(gong)程(cheng)(cheng)開(kai)始到結束(shu)跟蹤(zong)進(jin)行(xing)咨詢(xun)和(he)培訓服務,在對(dui)工(gong)(gong)(gong)(gong)(gong)程(cheng)(cheng)質量把關、解決疑難問題方(fang)面,起了很(hen)好(hao)作用。

(3)工地(di)工程(cheng)質監站的監督管(guan)理

脫硫(liu)工(gong)程相對于常規火力發電(dian)機組的(de)(de)質量(liang)(liang)(liang)(liang)監(jian)督(du)檢(jian)查(cha),有不(bu)同的(de)(de)重點(dian)和(he)(he)特點(dian)。錢(qian)清電(dian)廠的(de)(de)工(gong)地質量(liang)(liang)(liang)(liang)監(jian)督(du)檢(jian)查(cha)站,參照常規火力發電(dian)機組的(de)(de)質量(liang)(liang)(liang)(liang)監(jian)督(du)檢(jian)查(cha)項目,根據濕(shi)法脫硫(liu)工(gong)程的(de)(de)特點(dian)和(he)(he)質量(liang)(liang)(liang)(liang)關鍵點(dian),編制了脫硫(liu)工(gong)程整套啟(qi)動試(shi)運前/后質量(liang)(liang)(liang)(liang)監(jian)督(du)檢(jian)查(cha)大綱(gang);脫硫(liu)系統整套啟(qi)動試(shi)運前的(de)(de)質量(liang)(liang)(liang)(liang)監(jian)督(du)檢(jian)查(cha)項目;以及(ji)脫硫(liu)工(gong)程168小時滿(man)負(fu)荷(he)試(shi)運行后的(de)(de)質量(liang)(liang)(liang)(liang)監(jian)督(du)檢(jian)查(cha)項目。

(5)儀控系統重點項目檢(jian)查(常(chang)規的11分項)。

由于(yu)(yu)該(gai)公司重視對(dui)工程(cheng)(cheng)實(shi)體質量的(de)(de)控(kong)制(zhi),與(yu)各參建單位(wei)一起,在(zai)設備安裝調試過(guo)(guo)程(cheng)(cheng)中進(jin)行嚴(yan)格的(de)(de)過(guo)(guo)程(cheng)(cheng)控(kong)制(zhi),遵循“預(yu)防(fang)為主、重在(zai)過(guo)(guo)程(cheng)(cheng)、主動(dong)控(kong)制(zhi)”的(de)(de)原則,變被動(dong)監控(kong)、事后整改為主動(dong)控(kong)制(zhi)、提前(qian)預(yu)防(fang)。對(dui)于(yu)(yu)重點和關鍵點提前(qian)介(jie)入與(yu)控(kong)制(zhi),進(jin)行預(yu)防(fang)性(xing)工作,把住產(chan)生問題的(de)(de)源(yuan)頭,為投產(chan)后脫硫(liu)系統的(de)(de)正常運(yun)轉,維持較(jiao)高的(de)(de)投運(yun)率,打下了(le)良好基礎(chu)。

3  脫硫系統作為主設備管理

提高脫硫系統(tong)的(de)(de)投運(yun)率主(zhu)要與系統(tong)設計(ji)優劣(lie)、設備的(de)(de)質量及(ji)運(yun)行(xing)水平有關。從錢清電廠(chang)的(de)(de)運(yun)行(xing)維持(chi)實(shi)踐來看(kan),管理層高度的(de)(de)環境(jing)保護意識,脫硫專(zhuan)業(ye)技術人員(yuan)的(de)(de)技術水平和(he)責任心,運(yun)行(xing)維護人員(yuan)的(de)(de)操(cao)作(zuo)及(ji)檢修水平對(dui)管好、運(yun)行(xing)好脫硫裝置,提高脫硫系統(tong)的(de)(de)投運(yun)率有著(zhu)積極的(de)(de)作(zuo)用。

由(you)于濕法(fa)(fa)(fa)脫(tuo)硫(liu)(liu)對(dui)(dui)錢(qian)清電廠(chang)來說是一(yi)個全(quan)新的(de)(de)(de)專(zhuan)業(ye)技(ji)(ji)術(shu)領(ling)域,因(yin)此(ci),公(gong)(gong)(gong)司(si)(si)特別重(zhong)視(shi)培(pei)(pei)(pei)(pei)(pei)訓(xun)(xun)(xun)(xun)(xun)工(gong)作,將培(pei)(pei)(pei)(pei)(pei)訓(xun)(xun)(xun)(xun)(xun)工(gong)作與工(gong)程(cheng)(cheng)(cheng)同(tong)時起步,并(bing)貫穿于安裝、調試、生產準備(bei)整(zheng)(zheng)個過程(cheng)(cheng)(cheng)中。工(gong)程(cheng)(cheng)(cheng)一(yi)開始(shi),就組建起運(yun)(yun)行(xing)(xing)班子,以(yi)培(pei)(pei)(pei)(pei)(pei)養主(zhu)設(she)備(bei)運(yun)(yun)行(xing)(xing)工(gong)同(tong)樣的(de)(de)(de)要(yao)(yao)求,來培(pei)(pei)(pei)(pei)(pei)養脫(tuo)硫(liu)(liu)裝置的(de)(de)(de)運(yun)(yun)行(xing)(xing)人(ren)(ren)員(yuan)(yuan)(yuan)(yuan)。對(dui)(dui)運(yun)(yun)行(xing)(xing)的(de)(de)(de)培(pei)(pei)(pei)(pei)(pei)訓(xun)(xun)(xun)(xun)(xun)主(zhu)要(yao)(yao)從兩個方面(mian)進行(xing)(xing),一(yi)是加(jia)強(qiang)對(dui)(dui)運(yun)(yun)行(xing)(xing)人(ren)(ren)員(yuan)(yuan)(yuan)(yuan)的(de)(de)(de)系統(tong)基(ji)(ji)礎(chu)知識的(de)(de)(de)培(pei)(pei)(pei)(pei)(pei)訓(xun)(xun)(xun)(xun)(xun),二是通過對(dui)(dui)脫(tuo)硫(liu)(liu)系統(tong)的(de)(de)(de)實際操作加(jia)強(qiang)對(dui)(dui)系統(tong)的(de)(de)(de)理(li)(li)解(jie)(jie)。在(zai)基(ji)(ji)礎(chu)理(li)(li)論培(pei)(pei)(pei)(pei)(pei)訓(xun)(xun)(xun)(xun)(xun)上(shang)(shang),請(qing)上(shang)(shang)海IHI公(gong)(gong)(gong)司(si)(si)專(zhuan)家(jia)進行(xing)(xing)培(pei)(pei)(pei)(pei)(pei)訓(xun)(xun)(xun)(xun)(xun),IHI公(gong)(gong)(gong)司(si)(si)的(de)(de)(de)專(zhuan)家(jia)依(yi)據自編的(de)(de)(de)系統(tong)濕法(fa)(fa)(fa)脫(tuo)硫(liu)(liu)教(jiao)材,給公(gong)(gong)(gong)司(si)(si)有關(guan)領(ling)導(dao)、技(ji)(ji)術(shu)人(ren)(ren)員(yuan)(yuan)(yuan)(yuan)、運(yun)(yun)行(xing)(xing)維(wei)護工(gong)人(ren)(ren)上(shang)(shang)課。對(dui)(dui)實際的(de)(de)(de)系統(tong)和設(she)備(bei)的(de)(de)(de)培(pei)(pei)(pei)(pei)(pei)訓(xun)(xun)(xun)(xun)(xun),由(you)B&W公(gong)(gong)(gong)司(si)(si)專(zhuan)家(jia)進行(xing)(xing),培(pei)(pei)(pei)(pei)(pei)訓(xun)(xun)(xun)(xun)(xun)教(jiao)材分(fen)為說明、系統(tong)流程(cheng)(cheng)(cheng)、主(zhu)要(yao)(yao)設(she)備(bei)、維(wei)護、控制、運(yun)(yun)行(xing)(xing)、參考(kao)書等七(qi)大部分(fen),十分(fen)具體(ti)、詳(xiang)細。通過理(li)(li)論培(pei)(pei)(pei)(pei)(pei)訓(xun)(xun)(xun)(xun)(xun),在(zai)對(dui)(dui)濕法(fa)(fa)(fa)脫(tuo)硫(liu)(liu)理(li)(li)論、反應機理(li)(li)、系統(tong)流程(cheng)(cheng)(cheng)、主(zhu)要(yao)(yao)設(she)備(bei)都有一(yi)定程(cheng)(cheng)(cheng)度了(le)解(jie)(jie)的(de)(de)(de)基(ji)(ji)礎(chu)上(shang)(shang),公(gong)(gong)(gong)司(si)(si)又(you)派(pai)出(chu)部分(fen)人(ren)(ren)員(yuan)(yuan)(yuan)(yuan)去兄弟企業(ye)跟班實習(xi),并(bing)要(yao)(yao)求技(ji)(ji)術(shu)人(ren)(ren)員(yuan)(yuan)(yuan)(yuan)、運(yun)(yun)行(xing)(xing)人(ren)(ren)員(yuan)(yuan)(yuan)(yuan)在(zai)調試中全(quan)程(cheng)(cheng)(cheng)跟蹤調試專(zhuan)家(jia)。經(jing)過近(jin)一(yi)年的(de)(de)(de)理(li)(li)論培(pei)(pei)(pei)(pei)(pei)訓(xun)(xun)(xun)(xun)(xun)和嚴格的(de)(de)(de)上(shang)(shang)崗培(pei)(pei)(pei)(pei)(pei)訓(xun)(xun)(xun)(xun)(xun),最后由(you)上(shang)(shang)海脫(tuo)硫(liu)(liu)專(zhuan)家(jia)進行(xing)(xing)理(li)(li)論培(pei)(pei)(pei)(pei)(pei)訓(xun)(xun)(xun)(xun)(xun)后的(de)(de)(de)考(kao)試和整(zheng)(zheng)套啟動前的(de)(de)(de)B&W專(zhuan)家(jia)組織上(shang)(shang)崗考(kao)試,考(kao)試合(he)格人(ren)(ren)員(yuan)(yuan)(yuan)(yuan)發給合(he)格證(zheng)(zheng)書和上(shang)(shang)崗證(zheng)(zheng)書,最終全(quan)部運(yun)(yun)行(xing)(xing)人(ren)(ren)員(yuan)(yuan)(yuan)(yuan)都合(he)格上(shang)(shang)崗。因(yin)公(gong)(gong)(gong)司(si)(si)的(de)(de)(de)技(ji)(ji)術(shu)培(pei)(pei)(pei)(pei)(pei)訓(xun)(xun)(xun)(xun)(xun)工(gong)作到位,保證(zheng)(zheng)了(le)濕法(fa)(fa)(fa)脫(tuo)硫(liu)(liu)工(gong)程(cheng)(cheng)(cheng)的(de)(de)(de)順利投產。

4  重視對脫硫設備的管理

(1)在(zai)168小時試運(yun)行前(qian),完(wan)成了設備的命名、掛牌及標志管(guan)道色標、介質流向等工作,編制(zhi)(zhi)(zhi)完(wan)成運(yun)行規(gui)程、事(shi)故(gu)處(chu)理規(gui)程及系統圖的繪制(zhi)(zhi)(zhi),落實(shi)備品(pin)配(pei)件、藥品(pin)、大宗(zong)材料、工器具配(pei)備,制(zhi)(zhi)(zhi)訂(ding)了必要的管(guan)理制(zhi)(zhi)(zhi)度,為脫硫裝置的順利投運(yun)打下堅實(shi)的基礎。

(2)脫硫裝(zhuang)置(zhi)投入運(yun)行(xing)(xing)(xing)后(hou),公(gong)司就把脫硫設備作為(wei)主設備管理,在“設備缺陷管理制(zhi)度”、“可靠性(xing)管理制(zhi)度”等各項(xiang)管理制(zhi)度中加(jia)入相(xiang)關內容(rong)進(jin)行(xing)(xing)(xing)考核,脫硫裝(zhuang)置(zhi)要撤(che)出運(yun)行(xing)(xing)(xing),須經公(gong)司有關領導的批準(zhun)。

(3)#2機組脫(tuo)硫系統運(yun)行(xing)(xing)4年(nian)以來,針對設(she)備(bei)運(yun)行(xing)(xing)中(zhong)出現的各(ge)種疑難雜癥,錢(qian)清(qing)發電有(you)限責(ze)任公司脫(tuo)硫技(ji)術(shu)人員和(he)一線生產員工(gong)群策群力(li),進(jin)行(xing)(xing)技(ji)術(shu)攻關、 QC等(deng)活動,先后解(jie)決了由各(ge)種原因引起的濕法脫(tuo)硫進(jin)石(shi)(shi)灰石(shi)(shi)漿(jiang)液盲區、真(zhen)空皮帶(dai)機濾布跑(pao)偏(pian)、水力(li)旋流站堵塞、電除塵器效率對濕法脫(tuo)硫的影(ying)響等(deng)技(ji)術(shu)難題,并(bing)針對設(she)備(bei)存在的缺陷進(jin)行(xing)(xing)了必要的技(ji)術(shu)改造,如脫(tuo)硫裝置的進(jin)、出口檔板門改造和(he)氧化風(feng)機系統改造工(gong)作等(deng),保證了設(she)備(bei)的正常運(yun)轉。

吸收劑(ji)—石(shi)(shi)(shi)灰(hui)(hui)石(shi)(shi)(shi)粉(fen)品質對FGD工(gong)藝的(de)(de)影響主要體(ti)現在:石(shi)(shi)(shi)灰(hui)(hui)石(shi)(shi)(shi)粉(fen)的(de)(de)PSD(Partical Site Distribution)是一個重要的(de)(de)設計和運(yun)行參數;石(shi)(shi)(shi)灰(hui)(hui)石(shi)(shi)(shi)的(de)(de)成分(fen)、CaCO3含量(liang)的(de)(de)高低,也會給運(yun)行帶來問題(ti);而石(shi)(shi)(shi)灰(hui)(hui)石(shi)(shi)(shi)反應活(huo)性(xing)則直(zhi)接影響到(dao)脫(tuo)硫(liu)效(xiao)率、石(shi)(shi)(shi)灰(hui)(hui)石(shi)(shi)(shi)利(li)用率和石(shi)(shi)(shi)膏品質。為此公司規定(ding)(ding),定(ding)(ding)期對購入(ru)廠(chang)的(de)(de)石(shi)(shi)(shi)灰(hui)(hui)石(shi)(shi)(shi)粉(fen)進行成分(fen)、細度分(fen)析并按“煙氣濕(shi)法脫(tuo)硫(liu)用石(shi)(shi)(shi)灰(hui)(hui)石(shi)(shi)(shi)粉(fen)反應速率的(de)(de)測定(ding)(ding)”(DT/T943-2005)方法進行反應活(huo)性(xing)測定(ding)(ding)。

為節約用(yong)水、減少廢水排放(fang),公司在經過試驗的(de)基(ji)礎上,采用(yong)經處理后的(de)沖渣水作為濕法脫硫(liu)的(de)工藝水,通過一(yi)年多(duo)的(de)實際(ji)運行,效果相當明顯,而且系統運行非常穩定。

公(gong)司(si)還進行了一(yi)些(xie)濕法脫硫關鍵設備國產化的(de)嘗(chang)試,如德國KSB公(gong)司(si)生產的(de)漿液(ye)循(xun)環(huan)泵葉輪磨(mo)損,材質為雙相(xiang)(xiang)不銹鋼(GX3CrNiMoCuN24-6-3鑄鋼),對(dui)于該類材質,國內(nei)尚無成功的(de)修補先例,而購(gou)買(mai)成品葉輪,則價格較(jiao)貴,為此公(gong)司(si)采用了襄樊(fan)525泵業(ye)有限公(gong)司(si)的(de)Cr30A材料替(ti)代雙相(xiang)(xiang)不銹鋼,在兩臺漿液(ye)循(xun)環(huan)泵上試用,情況正(zheng)常;對(dui)于回轉式GGH,準備采用國產換熱搪瓷(ci)片(pian)替(ti)代原進口的(de)換熱搪瓷(ci)片(pian),以降(jiang)低(di)成本(ben)。

通過(guo)對脫(tuo)硫(liu)(liu)工程實施(shi)全過(guo)程的質量(liang)管理,保證了(le)(le)系統(tong)良好的脫(tuo)硫(liu)(liu)效(xiao)率(lv)和投(tou)運率(lv),取得(de)了(le)(le)很好的社(she)會效(xiao)益(yi)和一定的經(jing)濟效(xiao)益(yi)。
