1 水利工程施(shi)工管理中存在的(de)主要(yao)問題
(1)體制(zhi)問題。特別是大(da)中型國(guo)有企業中項(xiang)目(mu)(mu)管理的(de)(de)貴、權、利未能(neng)(neng)到位(wei),項(xiang)目(mu)(mu)管理責(ze)任制(zhi)還(huan)未完善,約束了項(xiang)目(mu)(mu)經理工作的(de)(de)開(kai)展,大(da)大(da)限(xian)制(zhi)了項(xiang)目(mu)(mu)部管理職能(neng)(neng)的(de)(de)履行,使許多項(xiang)目(mu)(mu)的(de)(de)管理與(yu)項(xiang)目(mu)(mu)管理科學的(de)(de)要求相距(ju)甚遠。
(2)人(ren)員(yuan)(yuan)(yuan)(yuan)素(su)(su)質(zhi)(zhi)問題。由(you)于(yu)(yu)受(shou)歷史管(guan)(guan)理(li)體制的(de)影(ying)響,大部分現場(chang)施工項目(mu)管(guan)(guan)理(li)人(ren)員(yuan)(yuan)(yuan)(yuan)綜合管(guan)(guan)理(li)素(su)(su)質(zhi)(zhi)偏低,過分依賴(lai)于(yu)(yu)公司,依賴(lai)于(yu)(yu)企業各職能部門,有(you)些項目(mu)管(guan)(guan)理(li)人(ren)員(yuan)(yuan)(yuan)(yuan)有(you)良好的(de)技(ji)術素(su)(su)養但缺(que)(que)乏對成本(ben)、進(jin)度、質(zhi)(zhi)量、綜合管(guan)(guan)理(li)的(de)控制能力,有(you)些項目(mu)管(guan)(guan)理(li)人(ren)員(yuan)(yuan)(yuan)(yuan)對管(guan)(guan)理(li)在(zai)行但又對現場(chang)缺(que)(que)乏必要的(de)經驗(yan)與技(ji)術,或(huo)者(zhe)對財務(wu)知(zhi)識缺(que)(que)乏。因此項目(mu)管(guan)(guan)理(li)人(ren)員(yuan)(yuan)(yuan)(yuan)素(su)(su)質(zhi)(zhi)問題約束了項目(mu)管(guan)(guan)理(li)的(de)發展。
(3)目標管(guan)理(li)(li)問題。目標管(guan)理(li)(li)不嚴肅,主要(yao)表現(xian)如:成本管(guan)理(li)(li)不落實(shi)、控(kong)制不到位;質(zhi)量管(guan)理(li)(li)重(zhong)結果輕(qing)過程、或重(zhong)形式輕(qing)本質(zhi);安全管(guan)理(li)(li)憑(ping)經驗、少科學、缺系統管(guan)理(li)(li);進(jin)度工期(qi)控(kong)制更是合同約定(ding)是一(yi)(yi)套、現(xian)場施(shi)工又一(yi)(yi)套,隨意性大而(er)缺乏(fa)嚴謹的計(ji)劃(hua)、缺乏(fa)系統的控(kong)制手(shou)段(duan),簽訂(ding)合同時對(dui)工期(qi)的承諾(nuo)為迎合業主的要(yao)求而(er)不管(guan)科學性,實(shi)施(shi)時缺乏(fa)有效措(cuo)施(shi)而(er)放任(ren)自流。
(4)現場(chang)管(guan)理問題。現場(chang)缺乏科學、系統的組(zu)織、安(an)排(pai)與監督,自主(zhu)性(xing)(xing)、規(gui)范性(xing)(xing)管(guan)理少(shao)、應付性(xing)(xing)大,從(cong)而(er)使目(mu)(mu)前(qian)為數不少(shao)的施工項目(mu)(mu)現場(chang)管(guan)理很(hen)亂不堪(kan)。
2 水利工(gong)程(cheng)施工(gong)管(guan)理(li)的內容(rong)
(1)加強工(gong)(gong)程(cheng)的(de)施工(gong)(gong)管理(li)工(gong)(gong)作,形成以項目法(fa)人(業主(zhu)(zhu))、承包(bao)方(fang)、監理(li)工(gong)(gong)程(cheng)師三方(fang)相(xiang)互(hu)制約,以監理(li)工(gong)(gong)程(cheng)師為核心的(de)合同(tong)(tong)管理(li)模式(shi),以期達到降低造價(jia),保(bao)證進度,提高(gao)施工(gong)(gong)質量。工(gong)(gong)程(cheng)施工(gong)(gong)管理(li)的(de)主(zhu)(zhu)要(yao)內容為工(gong)(gong)程(cheng)合同(tong)(tong)管理(li),按照合同(tong)(tong)控制工(gong)(gong)程(cheng)建設(she)的(de)投資(zi)、工(gong)(gong)期和質量,并協調有關各方(fang)的(de)關系,包(bao)括工(gong)(gong)程(cheng)施工(gong)(gong)方(fang)案編制及(ji)施工(gong)(gong)過程(cheng)的(de)管理(li)。
(2)施(shi)(shi)工(gong)(gong)(gong)期工(gong)(gong)(gong)程(cheng)施(shi)(shi)工(gong)(gong)(gong)管理(li)主要為(wei)協助(zhu)項(xiang)目法人做好開(kai)工(gong)(gong)(gong)準備(bei)審查(cha)并確定(ding)分包(bao)單位;設計交(jiao)底和圖紙會審;提出施(shi)(shi)工(gong)(gong)(gong)技(ji)術措施(shi)(shi)、進度(du)計劃(hua)(hua)和資(zi)金、物資(zi)、設備(bei)計劃(hua)(hua)等(deng);執行(xing)(xing)(xing)工(gong)(gong)(gong)程(cheng)承(cheng)包(bao)合同,按(an)照國家(jia)和行(xing)(xing)(xing)業(ye)技(ji)術標(biao)準和批準的(de)工(gong)(gong)(gong)程(cheng)施(shi)(shi)工(gong)(gong)(gong)設計文件施(shi)(shi)工(gong)(gong)(gong);監督工(gong)(gong)(gong)程(cheng)進度(du)和質量,檢查(cha)安全防(fang)范措施(shi)(shi);核實完成的(de)工(gong)(gong)(gong)程(cheng)量,領取工(gong)(gong)(gong)程(cheng)款,整理(li)合同文件和技(ji)術檔案資(zi)料;處(chu)理(li)違約(yue)事件和賠償;協助(zhu)項(xiang)目法人進行(xing)(xing)(xing)工(gong)(gong)(gong)程(cheng)各階段驗收。
(3)工程完工后(hou),接受主管部門的(de)檢查,并配(pei)合相關(guan)部門進行竣工驗(yan)收。
3 加強水利施工管(guan)理的(de)措(cuo)施
3.1 建立質量保證體系
加(jia)強工(gong)(gong)程(cheng)(cheng)質量(liang)監(jian)(jian)(jian)督(du)的(de)(de)(de)(de)(de)政(zheng)府(fu)職(zhi)能(neng)。工(gong)(gong)程(cheng)(cheng)質量(liang)監(jian)(jian)(jian)督(du)工(gong)(gong)作(zuo)(zuo)不能(neng)因(yin)工(gong)(gong)程(cheng)(cheng)監(jian)(jian)(jian)理制(zhi)(zhi)的(de)(de)(de)(de)(de)推行而削弱,特別(bie)是(shi)其(qi)中(zhong)的(de)(de)(de)(de)(de)政(zheng)府(fu)職(zhi)能(neng)還必(bi)須(xu)加(jia)強。一是(shi)加(jia)大對監(jian)(jian)(jian)理單位在(zai)施(shi)工(gong)(gong)現(xian)(xian)場(chang)表現(xian)(xian)的(de)(de)(de)(de)(de)監(jian)(jian)(jian)督(du)力(li)(li)(li)(li)度(du)(du)(du);二是(shi)加(jia)大對設計、勘察單位的(de)(de)(de)(de)(de)監(jian)(jian)(jian)督(du)力(li)(li)(li)(li)度(du)(du)(du);三是(shi)加(jia)大對工(gong)(gong)程(cheng)(cheng)質量(liang)的(de)(de)(de)(de)(de)監(jian)(jian)(jian)督(du)力(li)(li)(li)(li)度(du)(du)(du)。施(shi)工(gong)(gong)企(qi)業(ye)必(bi)須(xu)改變(bian)其(qi)管理方(fang)式,建立健全(quan)質量(liang)責(ze)任(ren)制(zhi)(zhi)。首先(xian)(xian),從企(qi)業(ye)實際出(chu)發構(gou)(gou)(gou)筑企(qi)業(ye)內部組織(zhi)結構(gou)(gou)(gou)。企(qi)業(ye)的(de)(de)(de)(de)(de)發展靠一定的(de)(de)(de)(de)(de)結構(gou)(gou)(gou)支撐(cheng),只有(you)在(zai)結構(gou)(gou)(gou)合(he)理、功能(neng)優化、職(zhi)責(ze)分(fen)明(ming)的(de)(de)(de)(de)(de)前提下(xia),才可能(neng)形成(cheng)企(qi)業(ye)的(de)(de)(de)(de)(de)鮮明(ming)特色,形成(cheng)領(ling)先(xian)(xian)競爭對手的(de)(de)(de)(de)(de)優勢。建立與健全(quan)質量(liang)責(ze)任(ren)制(zhi)(zhi)。企(qi)業(ye)在(zai)不斷完善(shan)經濟(ji)責(ze)任(ren)制(zhi)(zhi)的(de)(de)(de)(de)(de)過程(cheng)(cheng)中(zhong),在(zai)經濟(ji)責(ze)任(ren)制(zhi)(zhi)考核(he)中(zhong)應突出(chu)質量(liang)導(dao)向。必(bi)須(xu)加(jia)大監(jian)(jian)(jian)理單位在(zai)施(shi)工(gong)(gong)現(xian)(xian)場(chang)的(de)(de)(de)(de)(de)監(jian)(jian)(jian)督(du)力(li)(li)(li)(li)度(du)(du)(du)。首先(xian)(xian),健全(quan)監(jian)(jian)(jian)理工(gong)(gong)作(zuo)(zuo)制(zhi)(zhi)度(du)(du)(du),落(luo)實監(jian)(jian)(jian)理人員崗位責(ze)任(ren)制(zhi)(zhi)。特別(bie)是(shi)現(xian)(xian)場(chang)監(jian)(jian)(jian)理人員應切實履行對隱蔽工(gong)(gong)程(cheng)(cheng)、關鍵部位、重要工(gong)(gong)序(xu)的(de)(de)(de)(de)(de)監(jian)(jian)(jian)督(du)、驗(yan)收職(zhi)責(ze)。其(qi)次,規范(fan)、健全(quan)審(shen)核(he)批(pi)準程(cheng)(cheng)序(xu)。對承(分(fen))包人員資格(ge),對進場(chang)原(yuan)材料、構(gou)(gou)(gou)配件、設備和混凝(ning)土的(de)(de)(de)(de)(de)質量(liang),對分(fen)項工(gong)(gong)程(cheng)(cheng)、隱蔽工(gong)(gong)程(cheng)(cheng)、工(gong)(gong)序(xu)質量(liang)、設計變(bian)更(geng)等切實采取檢(jian)(jian)查,審(shen)核(he)復驗(yan),平行檢(jian)(jian)查的(de)(de)(de)(de)(de)工(gong)(gong)作(zuo)(zuo)方(fang)式,嚴格(ge)執行驗(yan)收、審(shen)批(pi)程(cheng)(cheng)序(xu)。最(zui)后,按規定組織(zhi)分(fen)部工(gong)(gong)程(cheng)(cheng)驗(yan)收,參加(jia)單位工(gong)(gong)程(cheng)(cheng)驗(yan)收,并提出(chu)相應的(de)(de)(de)(de)(de)質量(liang)評估報告。
3.2 加強成本(ben)控(kong)制

建(jian)章(zhang)(zhang)立(li)制,完善(shan)體系,層層把關,逐(zhu)級簽訂安(an)(an)(an)全(quan)(quan)(quan)(quan)生(sheng)產(chan)目(mu)標(biao)(biao)責(ze)任(ren)書。監督人(ren)(ren)員應檢查和(he)督促施(shi)工企業建(jian)立(li)健全(quan)(quan)(quan)(quan)安(an)(an)(an)全(quan)(quan)(quan)(quan)生(sheng)產(chan)責(ze)任(ren)制和(he)安(an)(an)(an)全(quan)(quan)(quan)(quan)生(sheng)產(chan)教(jiao)育培訓制度(du),制定(ding)安(an)(an)(an)全(quan)(quan)(quan)(quan)生(sheng)產(chan)規(gui)章(zhang)(zhang)制度(du)和(he)安(an)(an)(an)全(quan)(quan)(quan)(quan)生(sheng)產(chan)操作規(gui)程,完善(shan)安(an)(an)(an)全(quan)(quan)(quan)(quan)保(bao)(bao)障(zhang)體系,對制度(du)不(bu)健全(quan)(quan)(quan)(quan),體系不(bu)完善(shan),責(ze)任(ren)不(bu)明確的施(shi)工企業,要求限期落實(shi)整(zheng)改,做到“有章(zhang)(zhang)可循,違章(zhang)(zhang)必(bi)究”。建(jian)立(li)施(shi)工安(an)(an)(an)全(quan)(quan)(quan)(quan)生(sheng)產(chan)及文明施(shi)工不(bu)良行(xing)(xing)為公(gong)布制度(du)和(he)檔案庫。對建(jian)設各方(fang)單(dan)位違規(gui)及不(bu)良行(xing)(xing)為,給予記載建(jian)檔和(he)公(gong)布,并在有關單(dan)位資質審(shen)查、市場準(zhun)入(ru)、招投標(biao)(biao)資格審(shen)查、項(xiang)目(mu)經理(li)及其它相(xiang)關資格人(ren)(ren)的資格審(shen)核等(deng)方(fang)面(mian),依法進行(xing)(xing)行(xing)(xing)政(zheng)處罰(fa),確保(bao)(bao)規(gui)范(fan)行(xing)(xing)為的良性循環、良性發展。建(jian)立(li)對企業負責(ze)人(ren)(ren)、項(xiang)目(mu)經理(li)、安(an)(an)(an)全(quan)(quan)(quan)(quan)管(guan)理(li)人(ren)(ren)員安(an)(an)(an)全(quan)(quan)(quan)(quan)生(sheng)產(chan)知(zhi)識和(he)安(an)(an)(an)全(quan)(quan)(quan)(quan)管(guan)理(li)能(neng)力考核制度(du)以及施(shi)工特種作業人(ren)(ren)員持證(zheng)上(shang)崗制度(du)。制定(ding)應急(ji)救援預(yu)案。
3.4 竣工后(hou)的考核(he)與獎懲
一是項(xiang)(xiang)(xiang)目(mu)完(wan)工后要(yao)及(ji)時(shi)進(jin)行(xing)竣工審(shen)計(ji)。要(yao)以目(mu)標責(ze)任合同中確定的各項(xiang)(xiang)(xiang)指標為依(yi)據,逐項(xiang)(xiang)(xiang)核(he)實(shi)、對(dui)比、分析,精確計(ji)算各項(xiang)(xiang)(xiang)考(kao)核(he)指標,客觀地(di)進(jin)行(xing)審(shen)計(ji)評價,為項(xiang)(xiang)(xiang)目(mu)績效考(kao)核(he)提供依(yi)據。二是根據審(shen)計(ji)結(jie)果兌現獎罰,并(bing)對(dui)項(xiang)(xiang)(xiang)目(mu)遺(yi)留問(wen)題做出處(chu)理(li)。剩余(yu)財(cai)產物資(zi)作價變賣或轉場(chang)使用,退場(chang)設備性能應(ying)恢復到規定標準,后期債權債務應(ying)指定專人負責(ze)清理(li),對(dui)于項(xiang)(xiang)(xiang)目(mu)遺(yi)留問(wen)題要(yao)抓緊時(shi)間追蹤處(chu)理(li),以防久(jiu)拖(tuo)不決,給企業留下懸(xuan)案(an),造(zao)成不必要(yao)的損失。
