聊城市城鄉建設領域碳達峰方案

谷騰環保網訊獲悉(xi),近日(ri),聊城(cheng)(cheng)市(shi)(shi)(shi)住房(fang)和城(cheng)(cheng)鄉(xiang)建(jian)(jian)設(she)局發布(bu)了關于印發《聊城(cheng)(cheng)市(shi)(shi)(shi)城(cheng)(cheng)鄉(xiang)建(jian)(jian)設(she)領域碳達峰實施(shi)方案》的(de)通知,《方案》提出,推動城(cheng)(cheng)市(shi)(shi)(shi)生活污(wu)(wu)水(shui)(shui)(shui)(shui)收(shou)集處理(li)設(she)施(shi)“廠網一(yi)體(ti)化(hua)(hua)(hua)(hua)”,建(jian)(jian)設(she)污(wu)(wu)水(shui)(shui)(shui)(shui)資源化(hua)(hua)(hua)(hua)利用設(she)施(shi)和污(wu)(wu)泥無害化(hua)(hua)(hua)(hua)資源化(hua)(hua)(hua)(hua)處置設(she)施(shi),到2025年,新建(jian)(jian)改造城(cheng)(cheng)區(qu)污(wu)(wu)水(shui)(shui)(shui)(shui)管網200公里、雨水(shui)(shui)(shui)(shui)管網300公里,城(cheng)(cheng)市(shi)(shi)(shi)建(jian)(jian)成區(qu)黑臭水(shui)(shui)(shui)(shui)體(ti)和整縣(市(shi)(shi)(shi)、區(qu))制雨污(wu)(wu)合流管網實現“雙清零”,全市(shi)(shi)(shi)60%以上(shang)城(cheng)(cheng)市(shi)(shi)(shi)生活污(wu)(wu)水(shui)(shui)(shui)(shui)處理(li)廠進(jin)行(xing)提標改造,出水(shui)(shui)(shui)(shui)達到準IV類水(shui)(shui)(shui)(shui)標準,污(wu)(wu)泥無害化(hua)(hua)(hua)(hua)處置率達到95%以上(shang)。

推廣污水(shui)處(chu)理(li)節(jie)能節(jie)電新技術,加強城(cheng)(cheng)鎮污水(shui)資源化利(li)用,到2025年城(cheng)(cheng)市(shi)(shi)(縣城(cheng)(cheng))再生水(shui)利(li)用率達(da)到55%。全(quan)面(mian)推進海(hai)綿城(cheng)(cheng)市(shi)(shi)建(jian)設,各類(lei)建(jian)設項目同(tong)步執(zhi)行海(hai)綿城(cheng)(cheng)市(shi)(shi)標準(zhun),綜合采(cai)用“滲、滯、蓄、凈、用、排”等措施(shi),減少雨(yu)水(shui)徑流峰值(zhi)和(he)徑流量(liang),到2030年城(cheng)(cheng)市(shi)(shi)建(jian)成區(qu)可滲透(tou)面(mian)積比例達(da)45%。

完善生(sheng)活(huo)垃(la)圾(ji)(ji)源頭減量及分類(lei)投(tou)放、分類(lei)收集(ji)、分類(lei)運(yun)輸(shu)、分類(lei)處(chu)理(li)機(ji)制,到(dao)2025年(nian),基本建成(cheng)生(sheng)活(huo)垃(la)圾(ji)(ji)分類(lei)處(chu)理(li)系(xi)統,城(cheng)市(shi)(shi)生(sheng)活(huo)垃(la)圾(ji)(ji)回收利用率達到(dao)35%以(yi)上(shang),城(cheng)鄉生(sheng)活(huo)垃(la)圾(ji)(ji)焚燒處(chu)理(li)率達到(dao)95%,50%以(yi)上(shang)的縣(xian)(市(shi)(shi)、區)基本建成(cheng)城(cheng)鄉生(sheng)活(huo)垃(la)圾(ji)(ji)分類(lei)模范縣(xian),2030年(nian)城(cheng)市(shi)(shi)生(sheng)活(huo)垃(la)圾(ji)(ji)資源化利用率達到(dao)65%。

一、總體要求

(一)指導(dao)思想

以(yi)習(xi)近平新(xin)時(shi)代(dai)中(zhong)國(guo)特色(se)(se)社(she)會(hui)主義思想(xiang)為指導,深(shen)入貫(guan)徹(che)黨的二十大(da)精神,認真踐行(xing)習(xi)近平生(sheng)態文明(ming)思想(xiang),按照黨中(zhong)央(yang)、國(guo)務院決策部署,堅持穩中(zhong)求(qiu)進工(gong)作(zuo)總(zong)基(ji)調(diao),立足新(xin)發展階段,完整、準確、全面貫(guan)徹(che)新(xin)發展理念,融入新(xin)發展格局,堅定(ding)不移走生(sheng)態優(you)先、綠色(se)(se)低(di)碳的高質量發展道路,建(jian)立健全綠色(se)(se)低(di)碳發展體系(xi),加快轉(zhuan)變城(cheng)(cheng)鄉(xiang)建(jian)設(she)發展方式,大(da)力推(tui)進綠色(se)(se)節能建(jian)筑(zhu)、綠色(se)(se)宜居社(she)區、綠色(se)(se)基(ji)礎設(she)施、綠色(se)(se)低(di)碳城(cheng)(cheng)鄉(xiang)等建(jian)設(she),確保城(cheng)(cheng)鄉(xiang)建(jian)設(she)領域如期實現(xian)碳達(da)峰(feng),更好滿足人民群(qun)眾對美好生(sheng)活(huo)的需要(yao),為綠色(se)(se)低(di)碳高質量發展先行(xing)區建(jian)設(she)作(zuo)出積(ji)極貢獻。

(二)基本原則

堅持(chi)系統謀劃,分(fen)步實施,準確把握全市城鄉建設(she)領域的重(zhong)點任務,統籌考慮各類建筑(zhu)和(he)市政(zheng)基礎(chu)設(she)施建設(she),科(ke)學制(zhi)(zhi)定節能(neng)減碳要求(qiu)。堅持(chi)創(chuang)新引(yin)領,強(qiang)化機(ji)制(zhi)(zhi)創(chuang)新、方(fang)法(fa)創(chuang)新、科(ke)技創(chuang)新,加(jia)強(qiang)核心技術攻關,完(wan)善(shan)技術產品供(gong)給,強(qiang)化試點示范帶(dai)動(dong)。堅持(chi)雙輪驅動(dong)、協同(tong)發力,充分(fen)發揮(hui)政(zheng)府(fu)主(zhu)導和(he)市場機(ji)制(zhi)(zhi)作(zuo)用,加(jia)快形成(cheng)較為完(wan)善(shan)的政(zheng)策(ce)體系和(he)工作(zuo)機(ji)制(zhi)(zhi)。

(三)主要(yao)目標(biao)

到2025年,綠(lv)色建筑(zhu)發展質量不斷提(ti)(ti)高,建筑(zhu)能(neng)效水(shui)平(ping)穩步提(ti)(ti)升,綠(lv)色建造方式加(jia)速推廣,建筑(zhu)能(neng)耗和碳(tan)排放增長趨勢得到有效控制,城(cheng)鄉建設領域能(neng)源資(zi)源利用效率持續(xu)提(ti)(ti)升。

到2030年,城鄉建設整體性(xing)、系統性(xing)、生長性(xing)進(jin)一步增強(qiang);建筑能源資源利(li)用(yong)效率、垃圾資源化(hua)利(li)用(yong)等水平大(da)幅提高,用(yong)能結(jie)構(gou)和方式更(geng)加(jia)優化(hua),可再生能源應用(yong)更(geng)加(jia)充分;高品質(zhi)綠(lv)色建筑規模持續(xu)增長,綠(lv)色建造方式廣(guang)泛(fan)推行(xing),綠(lv)色生活(huo)方式普遍形成(cheng),城鄉建設領(ling)域碳(tan)排放(fang)達到峰值。

2060年前,城鄉建(jian)設(she)(she)方式全面實(shi)現(xian)(xian)綠色低碳轉(zhuan)型,系統性(xing)變革全面實(shi)現(xian)(xian),城鄉建(jian)設(she)(she)領域碳排(pai)放治理現(xian)(xian)代化全面實(shi)現(xian)(xian),美好人居環境(jing)全面建(jian)設(she)(she),人民生活更加幸福。

二、系統推(tui)進綠色低碳城市建設

(四)合理(li)優化城(cheng)市(shi)功(gong)能布局(ju)(ju)。按照資源環境承載(zai)能力,合理(li)確定城(cheng)市(shi)規模和空(kong)(kong)間結構(gou)(gou),構(gou)(gou)建(jian)產城(cheng)融合、職住平(ping)(ping)衡、高效有序、緊湊(cou)宜居、交通(tong)(tong)便利的(de)城(cheng)市(shi)格局(ju)(ju),加快(kuai)形成集約緊湊(cou)低碳的(de)發展(zhan)模式。科學(xue)有序布局(ju)(ju)生(sheng)態(tai)、農業、城(cheng)鎮等功(gong)能空(kong)(kong)間,促(cu)進國土空(kong)(kong)間均衡開(kai)(kai)發。統(tong)籌城(cheng)市(shi)生(sheng)態(tai)廊道(dao)、通(tong)(tong)風廊道(dao)、景觀視廊、濱(bin)水空(kong)(kong)間和綠道(dao)建(jian)設(she),構(gou)(gou)建(jian)與自然相連通(tong)(tong)的(de)生(sheng)態(tai)廊道(dao)網絡(luo)。加大(da)(da)提升(sheng)主城(cheng)區和新(xin)(xin)(xin)建(jian)城(cheng)區道(dao)路網密度(du),主城(cheng)區道(dao)路網密度(du)大(da)(da)于8公里(li)/平(ping)(ping)方公里(li),合理(li)布局(ju)(ju)快(kuai)速(su)干線交通(tong)(tong)、生(sheng)活性(xing)集散交通(tong)(tong)和綠色(se)慢行通(tong)(tong)道(dao)設(she)施,到2025年全市(shi)新(xin)(xin)(xin)增城(cheng)市(shi)道(dao)路200公里(li)。統(tong)籌地(di)(di)上地(di)(di)下空(kong)(kong)間綜(zong)合開(kai)(kai)發利用(yong),加強新(xin)(xin)(xin)建(jian)建(jian)筑(zhu)密度(du)、高度(du)管控,嚴格控制(zhi)(zhi)新(xin)(xin)(xin)建(jian)超(chao)高層建(jian)筑(zhu)。穩(wen)步開(kai)(kai)展(zhan)城(cheng)市(shi)更(geng)新(xin)(xin)(xin)行動(dong),健全城(cheng)市(shi)既有建(jian)筑(zhu)保(bao)留利用(yong)和更(geng)新(xin)(xin)(xin)改(gai)造工作機制(zhi)(zhi),嚴格既有建(jian)筑(zhu)拆除管理(li),推動(dong)“拆改(gai)留”到“留改(gai)拆”轉變,除違法(fa)建(jian)筑(zhu)和經專業機構(gou)(gou)鑒定為危房且無修繕保(bao)留價值的(de)建(jian)筑(zhu)外,不大(da)(da)規模、成片集中拆除現狀建(jian)筑(zhu)。

(五)開展綠(lv)色(se)低(di)碳(tan)社(she)區(qu)(qu)(qu)(qu)建(jian)(jian)設。推(tui)廣功(gong)能(neng)(neng)復合的混合街區(qu)(qu)(qu)(qu),倡導(dao)(dao)居住(zhu)(zhu)(zhu)、商業(ye)、無污染產(chan)業(ye)等(deng)混合布(bu)局。新建(jian)(jian)居住(zhu)(zhu)(zhu)社(she)區(qu)(qu)(qu)(qu)嚴格執(zhi)行(xing)《居住(zhu)(zhu)(zhu)區(qu)(qu)(qu)(qu)規(gui)劃設計標準》《完整居住(zhu)(zhu)(zhu)社(she)區(qu)(qu)(qu)(qu)建(jian)(jian)設標準(試行(xing))》,既有居住(zhu)(zhu)(zhu)社(she)區(qu)(qu)(qu)(qu)因地制宜配(pei)建(jian)(jian)相(xiang)關(guan)設施,到(dao)2030年(nian)(nian),完整居住(zhu)(zhu)(zhu)社(she)區(qu)(qu)(qu)(qu)覆蓋率提高到(dao)60%以上。探索推(tui)進(jin)零碳(tan)社(she)區(qu)(qu)(qu)(qu)建(jian)(jian)設,引導(dao)(dao)可再生(sheng)(sheng)能(neng)(neng)源進(jin)入社(she)區(qu)(qu)(qu)(qu)能(neng)(neng)源消(xiao)費終端,推(tui)進(jin)社(she)區(qu)(qu)(qu)(qu)充換(huan)電設施建(jian)(jian)設。有序推(tui)進(jin)城鎮(zhen)(zhen)老(lao)(lao)舊(jiu)小區(qu)(qu)(qu)(qu)改造(zao),到(dao)2025年(nian)(nian)全面完成(cheng)2000年(nian)(nian)前(qian)建(jian)(jian)成(cheng)的老(lao)(lao)舊(jiu)小區(qu)(qu)(qu)(qu)改造(zao)任務(wu)(wu),力(li)爭基本完成(cheng)2005年(nian)(nian)前(qian)建(jian)(jian)成(cheng)的老(lao)(lao)舊(jiu)小區(qu)(qu)(qu)(qu)改造(zao)任務(wu)(wu),累計完成(cheng)城鎮(zhen)(zhen)老(lao)(lao)舊(jiu)小區(qu)(qu)(qu)(qu)改造(zao)13.64萬(wan)戶。通過步行(xing)和騎行(xing)網(wang)絡(luo)串聯(lian)若干個居住(zhu)(zhu)(zhu)社(she)區(qu)(qu)(qu)(qu),構建(jian)(jian)形成(cheng)5分(fen)鐘(zhong)(zhong)、10分(fen)鐘(zhong)(zhong)、15分(fen)鐘(zhong)(zhong)生(sheng)(sheng)活(huo)圈。鼓(gu)勵物業(ye)服務(wu)(wu)企業(ye)向(xiang)業(ye)主(zhu)提供居家養老(lao)(lao)、家政、托(tuo)幼、健身、購物等(deng)生(sheng)(sheng)活(huo)服務(wu)(wu)。鼓(gu)勵“部(bu)分(fen)空間、部(bu)分(fen)時間”、電力(li)需求側響應(ying)等(deng)綠(lv)色(se)低(di)碳(tan)用(yong)(yong)能(neng)(neng)方式,倡導(dao)(dao)使用(yong)(yong)智能(neng)(neng)插座。鼓(gu)勵居民采用(yong)(yong)公共交(jiao)通、自行(xing)車和步行(xing)等(deng)綠(lv)色(se)出行(xing)方式,引導(dao)(dao)選用(yong)(yong)綠(lv)色(se)家電、高效照明(ming)、節水器具等(deng)產(chan)品(pin),減少使用(yong)(yong)一次性消(xiao)費品(pin)。

(六)加快發展綠(lv)色宜(yi)居住(zhu)(zhu)宅(zhai)(zhai)。健全(quan)住(zhu)(zhu)房(fang)保(bao)障體(ti)(ti)系(xi),優化(hua)住(zhu)(zhu)房(fang)供應結構(gou),支持商(shang)品(pin)(pin)房(fang)市場更好滿(man)足(zu)購(gou)房(fang)者的(de)(de)合理住(zhu)(zhu)房(fang)需求。合理確(que)定住(zhu)(zhu)宅(zhai)(zhai)朝向、窗墻比和體(ti)(ti)形系(xi)數,鼓勵大開間、小進(jin)深(shen),充分利(li)用(yong)日(ri)照(zhao)和自然通風(feng),降低住(zhu)(zhu)宅(zhai)(zhai)能(neng)耗。推(tui)行靈活(huo)可變(bian)的(de)(de)居住(zhu)(zhu)空(kong)間設(she)計(ji),減(jian)少(shao)改造或拆(chai)除造成的(de)(de)資源浪費。建(jian)(jian)立住(zhu)(zhu)宅(zhai)(zhai)工(gong)程質(zhi)(zhi)量信息(xi)公示制度,將綠(lv)色性(xing)(xing)能(neng)主要指標納入(ru)新(xin)(xin)建(jian)(jian)商(shang)品(pin)(pin)房(fang)購(gou)房(fang)合同,在商(shang)品(pin)(pin)住(zhu)(zhu)宅(zhai)(zhai)中(zhong)推(tui)廣(guang)質(zhi)(zhi)量潛在缺陷保(bao)險,延(yan)長工(gong)程質(zhi)(zhi)量保(bao)修期限(xian)。提高住(zhu)(zhu)宅(zhai)(zhai)建(jian)(jian)筑(zhu)設(she)計(ji)水平(ping),提升采光、通風(feng)、隔聲、空(kong)氣(qi)品(pin)(pin)質(zhi)(zhi)以及健康衛(wei)(wei)生等方面(mian)的(de)(de)性(xing)(xing)能(neng),營造綠(lv)色宜(yi)居的(de)(de)室(shi)內(nei)外空(kong)間和環境(jing)。大力推(tui)進(jin)新(xin)(xin)建(jian)(jian)住(zhu)(zhu)房(fang)全(quan)裝修交付使用(yong),推(tui)進(jin)整體(ti)(ti)衛(wei)(wei)浴、廚房(fang)等模塊化(hua)部品(pin)(pin)應用(yong),鼓勵全(quan)裝修商(shang)品(pin)(pin)住(zhu)(zhu)宅(zhai)(zhai)加裝新(xin)(xin)風(feng)系(xi)統。鼓勵物業企業建(jian)(jian)設(she)智(zhi)慧物業管理服務平(ping)臺,充分運用(yong)5G、互聯網、物聯網、云(yun)計(ji)算、大數據、區(qu)塊鏈(lian)和人(ren)工(gong)智(zhi)能(neng)等技(ji)術,提高共用(yong)設(she)施設(she)備(bei)智(zhi)能(neng)化(hua)維修養護水平(ping),加強(qiang)住(zhu)(zhu)宅(zhai)(zhai)共用(yong)部位維護管理。

三(san)、統(tong)籌(chou)開展綠色(se)低碳縣(xian)城和鄉村建設

(九)推進(jin)綠色(se)低碳(tan)縣(xian)城(cheng)(cheng)建(jian)(jian)設(she)。加快以縣(xian)城(cheng)(cheng)為(wei)重(zhong)要載體的(de)城(cheng)(cheng)鎮(zhen)化(hua)建(jian)(jian)設(she),提(ti)高縣(xian)城(cheng)(cheng)綜合承載能力(li),構建(jian)(jian)集(ji)約(yue)節約(yue)、尺度(du)宜人的(de)發展(zhan)(zhan)格局(ju)。縣(xian)城(cheng)(cheng)建(jian)(jian)設(she)要順應原有地形地貌,保持山水脈(mo)絡和自然(ran)風(feng)貌,實現縣(xian)城(cheng)(cheng)與自然(ran)環境融合協調。統籌(chou)縣(xian)城(cheng)(cheng)、中(zhong)(zhong)心(xin)鎮(zhen)、行(xing)(xing)(xing)政村基礎(chu)設(she)施和公共(gong)服務設(she)施布局(ju),推廣大(da)分散與小區域集(ji)中(zhong)(zhong)相結合的(de)建(jian)(jian)設(she)方式(shi)。加強縣(xian)城(cheng)(cheng)建(jian)(jian)設(she)密度(du)與強度(du)管(guan)控,實現疏密有度(du)、錯落有致、合理(li)(li)布局(ju)。推行(xing)(xing)(xing)“窄馬路、密路網、小街區”,鼓(gu)勵建(jian)(jian)設(she)連續通暢的(de)步行(xing)(xing)(xing)道、自行(xing)(xing)(xing)車道網絡,縣(xian)城(cheng)(cheng)內部新(xin)(xin)規劃道路紅線寬(kuan)度(du)不宜超過40米,廣場(chang)集(ji)中(zhong)(zhong)硬地面積不宜超過2公頃。綜合考慮消防救援能力(li),合理(li)(li)確定新(xin)(xin)建(jian)(jian)建(jian)(jian)筑高度(du),重(zhong)點(dian)發展(zhan)(zhan)中(zhong)(zhong)低層住宅,嚴控高層住宅無序(xu)發展(zhan)(zhan)。

(十(shi))建(jian)(jian)(jian)設(she)綠色(se)宜居(ju)鄉(xiang)(xiang)村(cun)。推(tui)(tui)進實施(shi)鄉(xiang)(xiang)村(cun)建(jian)(jian)(jian)設(she)行動。農(nong)房和(he)村(cun)莊建(jian)(jian)(jian)設(she)選址要安全可靠(kao),尊(zun)重山水(shui)林田湖(hu)草等生(sheng)態脈絡。鼓勵新建(jian)(jian)(jian)農(nong)房向(xiang)基(ji)礎設(she)施(shi)完善、自(zi)然(ran)條件優(you)越、公共(gong)服務設(she)施(shi)齊(qi)全、景觀環境優(you)美的城鎮或村(cun)莊聚(ju)集(ji),形成(cheng)自(zi)然(ran)、緊湊、有(you)序的農(nong)房群落。加(jia)強傳統村(cun)落和(he)傳統民居(ju)保(bao)護與利用(yong),塑造鄉(xiang)(xiang)村(cun)特(te)色(se)自(zi)然(ran)風貌。加(jia)強供水(shui)、排水(shui)、道路等設(she)施(shi)建(jian)(jian)(jian)設(she),推(tui)(tui)行微(wei)動力、低能耗、低成(cheng)本的運行方式(shi)。進一(yi)步完善農(nong)村(cun)生(sheng)活垃(la)圾收運處(chu)置(zhi)體系(xi),推(tui)(tui)廣(guang)生(sheng)活垃(la)圾分類新時尚,推(tui)(tui)動生(sheng)活垃(la)圾就近(jin)就地資源(yuan)化利用(yong)。推(tui)(tui)進規劃(hua)師(shi)、建(jian)(jian)(jian)筑(zhu)師(shi)、工(gong)程師(shi)下鄉(xiang)(xiang),提升農(nong)房設(she)計建(jian)(jian)(jian)造水(shui)平。

(十(shi)一)推(tui)(tui)廣(guang)(guang)綠(lv)(lv)色(se)(se)(se)低(di)(di)(di)碳(tan)農房(fang)(fang)(fang)。積極(ji)推(tui)(tui)廣(guang)(guang)農房(fang)(fang)(fang)設(she)計、建(jian)(jian)造(zao)綠(lv)(lv)色(se)(se)(se)低(di)(di)(di)碳(tan)技術產(chan)品,推(tui)(tui)動(dong)政府投資(zi)的(de)農村公共建(jian)(jian)筑、各類示范村鎮農房(fang)(fang)(fang)建(jian)(jian)設(she)項目(mu)率先執(zhi)行(xing)建(jian)(jian)筑節能(neng)及(ji)綠(lv)(lv)色(se)(se)(se)建(jian)(jian)筑標準,鼓(gu)勵結(jie)(jie)合清潔取暖改造(zao)實施既有農房(fang)(fang)(fang)節能(neng)(綠(lv)(lv)色(se)(se)(se)化)改造(zao),支持(chi)發(fa)展(zhan)星級綠(lv)(lv)色(se)(se)(se)農房(fang)(fang)(fang)和(he)低(di)(di)(di)能(neng)耗(零能(neng)耗)、低(di)(di)(di)碳(tan)(零碳(tan))農房(fang)(fang)(fang),到2030年建(jian)(jian)成部分綠(lv)(lv)色(se)(se)(se)低(di)(di)(di)碳(tan)農房(fang)(fang)(fang)試點示范項目(mu)。積極(ji)推(tui)(tui)廣(guang)(guang)輕(qing)型鋼結(jie)(jie)構、現(xian)代木結(jie)(jie)構等新(xin)型房(fang)(fang)(fang)屋建(jian)(jian)造(zao)方(fang)式,鼓(gu)勵就地取材和(he)利(li)用鄉土材料,推(tui)(tui)廣(guang)(guang)使用綠(lv)(lv)色(se)(se)(se)建(jian)(jian)材。

 (十二)推(tui)(tui)動(dong)農(nong)房用(yong)(yong)能(neng)(neng)(neng)結構調整。推(tui)(tui)進(jin)(jin)太陽能(neng)(neng)(neng)、地(di)熱(re)能(neng)(neng)(neng)、空氣(qi)(qi)熱(re)能(neng)(neng)(neng)、生(sheng)(sheng)物(wu)(wu)質(zhi)(zhi)能(neng)(neng)(neng)等(deng)可再生(sheng)(sheng)能(neng)(neng)(neng)源在(zai)鄉村(cun)生(sheng)(sheng)活熱(re)水、供(gong)(gong)氣(qi)(qi)、供(gong)(gong)暖(nuan)(nuan)(nuan)、供(gong)(gong)電(dian)等(deng)方面的應用(yong)(yong)。推(tui)(tui)進(jin)(jin)農(nong)房光伏(fu)屋頂行動(dong),實現光伏(fu)發電(dian)自產(chan)自用(yong)(yong)、余電(dian)上網(wang)。因(yin)地(di)制宜(yi)在(zai)新建農(nong)房中采取(qu)清(qing)潔供(gong)(gong)暖(nuan)(nuan)(nuan)方式(shi),鼓勵(li)農(nong)作(zuo)物(wu)(wu)秸稈、樹枝等(deng)生(sheng)(sheng)物(wu)(wu)質(zhi)(zhi)清(qing)潔高效(xiao)綜合利用(yong)(yong),推(tui)(tui)廣(guang)生(sheng)(sheng)物(wu)(wu)質(zhi)(zhi)成型燃料爐具、生(sheng)(sheng)物(wu)(wu)質(zhi)(zhi)鍋爐、太陽能(neng)(neng)(neng)等(deng)可再生(sheng)(sheng)能(neng)(neng)(neng)源供(gong)(gong)暖(nuan)(nuan)(nuan),到(dao)2025年(nian)力爭農(nong)村(cun)地(di)區(qu)清(qing)潔取(qu)暖(nuan)(nuan)(nuan)率(lv)達到(dao)80%以上。推(tui)(tui)動(dong)鄉村(cun)進(jin)(jin)一步提高電(dian)氣(qi)(qi)化水平,鼓勵(li)炊事、供(gong)(gong)暖(nuan)(nuan)(nuan)、照(zhao)明、交(jiao)通、熱(re)水等(deng)用(yong)(yong)能(neng)(neng)(neng)電(dian)氣(qi)(qi)化。

(十(shi)八)發展(zhan)應(ying)(ying)用綠(lv)色(se)低(di)碳建(jian)(jian)(jian)(jian)材(cai)。推(tui)進(jin)綠(lv)色(se)建(jian)(jian)(jian)(jian)材(cai)認證,重(zhong)點推(tui)廣高性(xing)能混(hun)凝土、高強鋼筋、高效保溫材(cai)料(liao)、節能系統門窗、結構保溫一體(ti)化(hua)墻板等技術產品(pin)(pin)。加(jia)強國家政(zheng)(zheng)府采購支持綠(lv)色(se)建(jian)(jian)(jian)(jian)材(cai)促進(jin)建(jian)(jian)(jian)(jian)筑(zhu)(zhu)(zhu)品(pin)(pin)質提升城市政(zheng)(zheng)策實施(shi),推(tui)動政(zheng)(zheng)府投資項目及星級綠(lv)色(se)建(jian)(jian)(jian)(jian)筑(zhu)(zhu)(zhu)、裝配式建(jian)(jian)(jian)(jian)筑(zhu)(zhu)(zhu)等率(lv)先采用綠(lv)色(se)建(jian)(jian)(jian)(jian)材(cai)產品(pin)(pin),開展(zhan)綠(lv)色(se)建(jian)(jian)(jian)(jian)材(cai)應(ying)(ying)用示范工程建(jian)(jian)(jian)(jian)設。大(da)力發展(zhan)性(xing)能優良(liang)的(de)預(yu)(yu)制構件(jian)和(he)部(bu)品(pin)(pin),加(jia)大(da)通用尺寸預(yu)(yu)制構件(jian)和(he)部(bu)品(pin)(pin)生產應(ying)(ying)用,提高智能化(hua)、標(biao)準化(hua)水平(ping)。推(tui)進(jin)建(jian)(jian)(jian)(jian)筑(zhu)(zhu)(zhu)垃(la)圾(ji)(ji)集中(zhong)處理、分類收集、資源(yuan)化(hua)利(li)用,推(tui)廣建(jian)(jian)(jian)(jian)筑(zhu)(zhu)(zhu)垃(la)圾(ji)(ji)再生利(li)用產品(pin)(pin),提高建(jian)(jian)(jian)(jian)材(cai)循環利(li)用率(lv)和(he)建(jian)(jian)(jian)(jian)筑(zhu)(zhu)(zhu)垃(la)圾(ji)(ji)資源(yuan)化(hua)利(li)用比例(li),到(dao)2025年(nian),新建(jian)(jian)(jian)(jian)建(jian)(jian)(jian)(jian)筑(zhu)(zhu)(zhu)施(shi)工現場(chang)建(jian)(jian)(jian)(jian)筑(zhu)(zhu)(zhu)垃(la)圾(ji)(ji)排放量不高于(yu)300噸/萬平(ping)方(fang)米,裝配式建(jian)(jian)(jian)(jian)筑(zhu)(zhu)(zhu)施(shi)工現場(chang)建(jian)(jian)(jian)(jian)筑(zhu)(zhu)(zhu)垃(la)圾(ji)(ji)排放量不高于(yu)200噸/萬平(ping)方(fang)米;到(dao)2030年(nian),全市建(jian)(jian)(jian)(jian)筑(zhu)(zhu)(zhu)垃(la)圾(ji)(ji)資源(yuan)化(hua)利(li)用比例(li)達到(dao)55%。

五、保障措施

(十(shi)九)加(jia)強組織(zhi)領導(dao)與監督考核。各(ge)(ge)級(ji)各(ge)(ge)有(you)關部門(men)要按照(zhao)統(tong)一(yi)部署,切實加(jia)強組織(zhi)領導(dao),健全協(xie)調(diao)機制,明確職責(ze)分工,統(tong)籌推(tui)動各(ge)(ge)項(xiang)重點任(ren)務落實。在(zai)摸清底(di)數(shu)、把握趨(qu)勢、科學(xue)研判的基礎上,合理(li)確定碳(tan)達峰(feng)總體思路、減碳(tan)目標(biao)及工作(zuo)措施(shi),要加(jia)強部門(men)協(xie)作(zuo)配合,建立建筑用(yong)電、熱力、燃氣、煤炭等(deng)數(shu)據共享(xiang)機制,形成工作(zuo)合力。各(ge)(ge)級(ji)城鄉建設領域(yu)碳(tan)達峰(feng)牽頭部門(men)要組織(zhi)開(kai)展目標(biao)任(ren)務年度自(zi)(zi)查自(zi)(zi)評,每年11月底(di)前(qian)將當年貫徹落實情況自(zi)(zi)查綜合報(bao)告報(bao)上級(ji)有(you)關部門(men)。

(二十)完善(shan)推進機(ji)(ji)制(zhi)與(yu)(yu)配套政策。建(jian)立健全城(cheng)(cheng)鄉建(jian)設(she)(she)綠(lv)(lv)色低碳(tan)發展(zhan)政策機(ji)(ji)制(zhi)和(he)(he)(he)保障(zhang)措施,綜合運(yun)用財政補助、稅費(fei)優惠、專(zhuan)項債(zhai)券等方式(shi),加大對城(cheng)(cheng)鄉建(jian)設(she)(she)領域(yu)碳(tan)達峰重(zhong)點(dian)任務(wu)的(de)支(zhi)持力度,推動建(jian)設(she)(she)高星級綠(lv)(lv)色建(jian)筑、高水平裝配式(shi)建(jian)筑、超低能(neng)耗與(yu)(yu)近零能(neng)耗建(jian)筑、低碳(tan)與(yu)(yu)零碳(tan)建(jian)筑(社區、園區)、既有建(jian)筑能(neng)效(xiao)提升(sheng)與(yu)(yu)綠(lv)(lv)色化(hua)改(gai)造、可再生(sheng)能(neng)源建(jian)筑應(ying)用等項目。鼓勵金融機(ji)(ji)構(gou)創新(xin)信貸(dai)產品(pin)和(he)(he)(he)服(fu)務(wu)模式(shi),給予(yu)多元化(hua)融資支(zhi)持。推行(xing)政府(fu)綠(lv)(lv)色采(cai)購,完善(shan)綠(lv)(lv)色低碳(tan)產品(pin)政府(fu)強制(zhi)采(cai)購和(he)(he)(he)優先(xian)采(cai)購制(zhi)度。開展(zhan)城(cheng)(cheng)鄉建(jian)設(she)(she)領域(yu)用能(neng)權(quan)交易試點(dian),推行(xing)節能(neng)咨詢、診斷、設(she)(she)計(ji)、融資、改(gai)造、托管等“一(yi)站式(shi)”綜合服(fu)務(wu)模式(shi)。合理開放(fang)城(cheng)(cheng)鎮基(ji)礎設(she)(she)施節能(neng)相關領域(yu)投資、建(jian)設(she)(she)和(he)(he)(he)運(yun)營(ying)市場,應(ying)用特(te)許(xu)經營(ying)、政府(fu)購買服(fu)務(wu)等手段吸(xi)引社會(hui)資本投入。

(二十(shi)一(yi))堅持科(ke)(ke)技(ji)引領(ling)與創(chuang)新驅動(dong)。加快城鄉(xiang)建設(she)數(shu)字(zi)化(hua)(hua)轉(zhuan)型,利用建筑(zhu)信息(xi)模型(BIM)技(ji)術和(he)城市信息(xi)模型(CIM)平(ping)臺等,推動(dong)數(shu)字(zi)建筑(zhu)、數(shu)字(zi)孿生城市建設(she)。強化(hua)(hua)城鄉(xiang)建設(she)領(ling)域(yu)綠色(se)低碳發展科(ke)(ke)技(ji)創(chuang)新,整合優化(hua)(hua)行(xing)業(ye)產學研(yan)科(ke)(ke)技(ji)資源,推動(dong)高水平(ping)創(chuang)新團隊和(he)創(chuang)新平(ping)臺建設(she),支持高校(xiao)、科(ke)(ke)研(yan)院所、社會(hui)組織、企業(ye)、金(jin)融(rong)機構等組建創(chuang)新聯合體。

(二(er)十二(er))注重宣(xuan)傳引導與教育培(pei)訓(xun)(xun)。結合“全(quan)(quan)民節能行動(dong)”“節能宣(xuan)傳周(zhou)”“低碳(tan)(tan)(tan)日”等活(huo)動(dong),充(chong)分利(li)用各類新聞媒體,大力(li)倡導綠色低碳(tan)(tan)(tan)生活(huo)理念和生活(huo)方(fang)式,多渠道、多形式開(kai)展城(cheng)鄉建(jian)(jian)設(she)領域碳(tan)(tan)(tan)達(da)峰宣(xuan)傳活(huo)動(dong)。鼓勵高校增設(she)碳(tan)(tan)(tan)達(da)峰碳(tan)(tan)(tan)中(zhong)和相關課程,加(jia)大專業人(ren)才培(pei)養力(li)度。將碳(tan)(tan)(tan)達(da)峰與碳(tan)(tan)(tan)中(zhong)和作為城(cheng)鄉建(jian)(jian)設(she)領域管理技術人(ren)員培(pei)訓(xun)(xun)體系重要內容,積(ji)極開(kai)展政策(ce)宣(xuan)講(jiang)、標準(zhun)宣(xuan)貫、技術交流(liu)、業務培(pei)訓(xun)(xun)等活(huo)動(dong),有力(li)支(zhi)撐和推動(dong)全(quan)(quan)市城(cheng)鄉建(jian)(jian)設(she)綠色低碳(tan)(tan)(tan)高質量發展。
