洛陽市重污染天氣應急預案發布

谷騰環保網訊為提(ti)高全市重污(wu)染(ran)(ran)天(tian)氣預(yu)防、預(yu)警和應對能力,落實(shi)應急減排(pai)措施(shi),及時有效控制、減少或消除重污(wu)染(ran)(ran)天(tian)氣帶來的危害,洛陽市政府修訂《洛陽市重污(wu)染(ran)(ran)天(tian)氣應急預(yu)案(an)》,現予(yu)以發(fa)布。

洛陽市重污染天氣應急預案

1 總則

1.1 編制目(mu)的。為提(ti)高(gao)全市重污(wu)(wu)染天(tian)氣預(yu)(yu)防、預(yu)(yu)警和應(ying)對能力(li),落實應(ying)急減排措施,及時有效控制、減少或消除(chu)重污(wu)(wu)染天(tian)氣帶來的危害(hai),更好保障人(ren)民群眾身體健康(kang)和經濟社會高(gao)質(zhi)量發(fa)展,依據有關規定,制定本預(yu)(yu)案(an)。

1.2 編制依據。《中(zhong)華(hua)人民(min)共和國(guo)環(huan)(huan)境保護法》《中(zhong)華(hua)人民(min)共和國(guo)大(da)氣(qi)(qi)污(wu)(wu)(wu)染(ran)(ran)防(fang)治法》《中(zhong)華(hua)人民(min)共和國(guo)突發(fa)事件(jian)應(ying)(ying)(ying)對法》《中(zhong)共中(zhong)央國(guo)務(wu)院關于(yu)深(shen)(shen)入打好(hao)污(wu)(wu)(wu)染(ran)(ran)防(fang)治攻堅戰(zhan)的(de)意見》、生態(tai)環(huan)(huan)境部(bu)等15部(bu)委(wei)《深(shen)(shen)入打好(hao)重(zhong)污(wu)(wu)(wu)染(ran)(ran)天氣(qi)(qi)消除、臭氧污(wu)(wu)(wu)染(ran)(ran)防(fang)治和柴油貨車污(wu)(wu)(wu)染(ran)(ran)治理攻堅戰(zhan)行動方案(an)》、生態(tai)環(huan)(huan)境部(bu)《重(zhong)污(wu)(wu)(wu)染(ran)(ran)天氣(qi)(qi)重(zhong)點行業應(ying)(ying)(ying)急減排措施(shi)制定(ding)技術指南(nan)》以及《河南(nan)省大(da)氣(qi)(qi)污(wu)(wu)(wu)染(ran)(ran)防(fang)治條例(li)》《河南(nan)省氣(qi)(qi)象災害防(fang)御條例(li)》《河南(nan)省突發(fa)事件(jian)總(zong)體(ti)應(ying)(ying)(ying)急預案(an)(試行)》《中(zhong)共河南(nan)省委(wei)河南(nan)省人民(min)政府關于(yu)深(shen)(shen)入打好(hao)污(wu)(wu)(wu)染(ran)(ran)防(fang)治攻堅戰(zhan)的(de)實施(shi)意見》《洛(luo)陽(yang)(yang)市大(da)氣(qi)(qi)污(wu)(wu)(wu)染(ran)(ran)防(fang)治條例(li)》《洛(luo)陽(yang)(yang)市突發(fa)事件(jian)總(zong)體(ti)應(ying)(ying)(ying)急預案(an)(試行)》等。

1.3 適用(yong)范(fan)圍。本(ben)預案適用(yong)于洛陽市行政區域內(nei)的(de)重污(wu)染(ran)天(tian)(tian)氣應急(ji)處置工作。因(yin)沙塵造成的(de)重污(wu)染(ran)天(tian)(tian)氣,參照(zhao)沙塵天(tian)(tian)氣應對相關(guan)要求(qiu)執行,不納入本(ben)預案范(fan)疇(chou)。

1.4 工作(zuo)原則

1.4.1 以人為本,預(yu)防(fang)為主。把(ba)保護(hu)人民群眾(zhong)身體健康作為應(ying)對(dui)重(zhong)污染(ran)天氣的(de)根(gen)本底(di)線,加強日常監測與管理,著(zhu)力提高重(zhong)污染(ran)天氣應(ying)急處置能力,確保各項(xiang)污染(ran)物(wu)排(pai)(pai)放達到(dao)相應(ying)的(de)減(jian)(jian)排(pai)(pai)比例,切實發揮(hui)減(jian)(jian)排(pai)(pai)效(xiao)應(ying),最(zui)大(da)程度減(jian)(jian)少重(zhong)污染(ran)天氣帶來的(de)危害。

1.4.2 屬地管(guan)理(li)(li),聯(lian)防聯(lian)控。在市委、市政(zheng)府統一領導下,實行屬地為(wei)主、條塊結合和分級負責、分類管(guan)理(li)(li)的重污染天氣(qi)應急處置(zhi)機制(zhi),嚴(yan)格(ge)落實屬地管(guan)理(li)(li)責任、部門(men)監管(guan)責任、企業主體責任。各(ge)級、各(ge)部門(men)各(ge)司其職、協(xie)(xie)作聯(lian)動,強化聯(lian)合執法和區(qu)域(yu)聯(lian)防聯(lian)控協(xie)(xie)調、信(xin)息(xi)共享、重大(da)項目會商、統一應急響應,實現區(qu)域(yu)協(xie)(xie)同減排。

1.4.3 科(ke)學(xue)預警,及時(shi)響應(ying)(ying)。加強(qiang)大(da)氣(qi)污染(ran)源(yuan)監控,做好空(kong)氣(qi)質(zhi)(zhi)量和氣(qi)象條件日常監測工作,準確(que)把握(wo)大(da)氣(qi)環(huan)境質(zhi)(zhi)量變(bian)化趨勢,科(ke)學(xue)合理確(que)定(ding)預警范圍,及時(shi)啟動重(zhong)污染(ran)天(tian)氣(qi)預警。健全(quan)重(zhong)污染(ran)天(tian)氣(qi)監測預警、會商研(yan)判、應(ying)(ying)急(ji)響應(ying)(ying)、督查(cha)調度(du)機制,確(que)保(bao)響應(ying)(ying)措施(shi)落地見效(xiao),積極有(you)效(xiao)應(ying)(ying)對(dui)重(zhong)污染(ran)天(tian)氣(qi)。

1.4.4 分級(ji)管控,精(jing)準減(jian)排(pai)(pai)。實(shi)施(shi)重點(dian)行業(ye)績(ji)效(xiao)分級(ji),落(luo)實(shi)差別化應急(ji)減(jian)排(pai)(pai)措(cuo)施(shi)。以優先控制(zhi)重污(wu)染(ran)行業(ye)主要涉氣排(pai)(pai)污(wu)工序為主,有效(xiao)降(jiang)低(di)污(wu)染(ran)物排(pai)(pai)放強度(du),細化企(qi)業(ye)“一(yi)廠一(yi)策(ce)”實(shi)施(shi)方案,確保同一(yi)區域、同一(yi)行業(ye)、同等績(ji)效(xiao)水平(ping)的企(qi)業(ye)減(jian)排(pai)(pai)措(cuo)施(shi)相對一(yi)致,推動行業(ye)治理水平(ping)整(zheng)體(ti)提升,促進(jin)經濟高質量(liang)發展(zhan)。

1.4.5 廣泛宣(xuan)傳,社會參與(yu)。進一步完(wan)善(shan)信息公(gong)開制(zhi)度,及(ji)時向社會公(gong)開空氣(qi)質量(liang)預(yu)測、預(yu)報(bao)情況(kuang)。加強(qiang)宣(xuan)傳引導(dao),通過(guo)報(bao)刊(kan)、廣播、電(dian)視、網絡(luo)、移動(dong)通訊等途徑發布預(yu)警信息,邀請相關專家圍繞(rao)重污(wu)染天氣(qi)應對、預(yu)報(bao)進行(xing)深度解讀和科(ke)普宣(xuan)傳,提高公(gong)眾自我防護意識(shi),動(dong)員全(quan)社會廣泛參與(yu),共同改善(shan)環(huan)境空氣(qi)質量(liang)。

1.5 預(yu)(yu)案(an)體系(xi)。本預(yu)(yu)案(an)是洛陽(yang)市突(tu)發(fa)事件應(ying)急(ji)(ji)預(yu)(yu)案(an)體系(xi)的(de)組成部分(fen)。重(zhong)(zhong)(zhong)污染(ran)天(tian)氣(qi)應(ying)急(ji)(ji)預(yu)(yu)案(an)體系(xi)包(bao)括:洛陽(yang)市重(zhong)(zhong)(zhong)污染(ran)天(tian)氣(qi)應(ying)急(ji)(ji)預(yu)(yu)案(an)、各(ge)(ge)縣(xian)區政府重(zhong)(zhong)(zhong)污染(ran)天(tian)氣(qi)應(ying)急(ji)(ji)預(yu)(yu)案(an)、市直有關部門(men)重(zhong)(zhong)(zhong)污染(ran)天(tian)氣(qi)應(ying)急(ji)(ji)實施(shi)方(fang)(fang)(fang)案(an)(含應(ying)急(ji)(ji)減(jian)排清單)及(ji)企(qi)(qi)業(ye)重(zhong)(zhong)(zhong)污染(ran)天(tian)氣(qi)應(ying)急(ji)(ji)管控方(fang)(fang)(fang)案(an)。各(ge)(ge)縣(xian)區政府、市直有關部門(men)及(ji)相關企(qi)(qi)業(ye)應(ying)依據(ju)本預(yu)(yu)案(an)制定(ding)本單位的(de)重(zhong)(zhong)(zhong)污染(ran)天(tian)氣(qi)應(ying)急(ji)(ji)預(yu)(yu)案(an)或實施(shi)方(fang)(fang)(fang)案(an)。

2 應急機構及其職責

2.1 市(shi)(shi)(shi)(shi)(shi)指(zhi)(zhi)(zhi)(zhi)揮(hui)部(bu)(bu)及其職責(ze)。市(shi)(shi)(shi)(shi)(shi)政府(fu)成(cheng)(cheng)(cheng)立(li)重污(wu)(wu)染天(tian)(tian)(tian)氣(qi)(qi)應(ying)(ying)急(ji)(ji)(ji)(ji)指(zhi)(zhi)(zhi)(zhi)揮(hui)部(bu)(bu)(以下簡稱(cheng)市(shi)(shi)(shi)(shi)(shi)指(zhi)(zhi)(zhi)(zhi)揮(hui)部(bu)(bu)),市(shi)(shi)(shi)(shi)(shi)長任(ren)指(zhi)(zhi)(zhi)(zhi)揮(hui)長,分管生態環境工(gong)(gong)作(zuo)的(de)副市(shi)(shi)(shi)(shi)(shi)長任(ren)副指(zhi)(zhi)(zhi)(zhi)揮(hui)長。各(ge)縣(xian)區政府(fu)和市(shi)(shi)(shi)(shi)(shi)直有關(guan)部(bu)(bu)門主要(yao)負(fu)(fu)責(ze)人為市(shi)(shi)(shi)(shi)(shi)指(zhi)(zhi)(zhi)(zhi)揮(hui)部(bu)(bu)成(cheng)(cheng)(cheng)員。市(shi)(shi)(shi)(shi)(shi)指(zhi)(zhi)(zhi)(zhi)揮(hui)部(bu)(bu)負(fu)(fu)責(ze)全市(shi)(shi)(shi)(shi)(shi)重污(wu)(wu)染天(tian)(tian)(tian)氣(qi)(qi)應(ying)(ying)急(ji)(ji)(ji)(ji)指(zhi)(zhi)(zhi)(zhi)揮(hui)、協調和應(ying)(ying)對(dui)工(gong)(gong)作(zuo)。指(zhi)(zhi)(zhi)(zhi)揮(hui)部(bu)(bu)下設辦(ban)公(gong)室(shi)在洛陽市(shi)(shi)(shi)(shi)(shi)生態環境保護委員會(hui)辦(ban)公(gong)室(shi)(以下簡稱(cheng)市(shi)(shi)(shi)(shi)(shi)環委會(hui)辦(ban)公(gong)室(shi))。市(shi)(shi)(shi)(shi)(shi)指(zhi)(zhi)(zhi)(zhi)揮(hui)部(bu)(bu)辦(ban)公(gong)室(shi)是(shi)全市(shi)(shi)(shi)(shi)(shi)重污(wu)(wu)染天(tian)(tian)(tian)氣(qi)(qi)應(ying)(ying)急(ji)(ji)(ji)(ji)指(zhi)(zhi)(zhi)(zhi)揮(hui)工(gong)(gong)作(zuo)機構(gou),負(fu)(fu)責(ze)貫徹落實市(shi)(shi)(shi)(shi)(shi)指(zhi)(zhi)(zhi)(zhi)揮(hui)部(bu)(bu)的(de)指(zhi)(zhi)(zhi)(zhi)令和部(bu)(bu)署,統一(yi)領導(dao)、指(zhi)(zhi)(zhi)(zhi)揮(hui)全市(shi)(shi)(shi)(shi)(shi)重污(wu)(wu)染天(tian)(tian)(tian)氣(qi)(qi)應(ying)(ying)急(ji)(ji)(ji)(ji)處置(zhi)工(gong)(gong)作(zuo),開展重污(wu)(wu)染天(tian)(tian)(tian)氣(qi)(qi)應(ying)(ying)對(dui)研判(pan)、會(hui)商(shang)以及相關(guan)信(xin)息發布和上報,督導(dao)各(ge)成(cheng)(cheng)(cheng)員單(dan)位(wei)落實重污(wu)(wu)染天(tian)(tian)(tian)氣(qi)(qi)職責(ze)分工(gong)(gong),組(zu)成(cheng)(cheng)(cheng)市(shi)(shi)(shi)(shi)(shi)級重污(wu)(wu)染天(tian)(tian)(tian)氣(qi)(qi)督導(dao)檢查(cha)組(zu),指(zhi)(zhi)(zhi)(zhi)導(dao)各(ge)縣(xian)區重污(wu)(wu)染天(tian)(tian)(tian)氣(qi)(qi)應(ying)(ying)急(ji)(ji)(ji)(ji)處置(zhi)工(gong)(gong)作(zuo),組(zu)織對(dui)重污(wu)(wu)染天(tian)(tian)(tian)氣(qi)(qi)應(ying)(ying)急(ji)(ji)(ji)(ji)處置(zhi)工(gong)(gong)作(zuo)進行分析、總結(jie),負(fu)(fu)責(ze)重污(wu)(wu)染天(tian)(tian)(tian)氣(qi)(qi)應(ying)(ying)急(ji)(ji)(ji)(ji)預案管理有關(guan)工(gong)(gong)作(zuo),承擔市(shi)(shi)(shi)(shi)(shi)指(zhi)(zhi)(zhi)(zhi)揮(hui)部(bu)(bu)領導(dao)交辦(ban)的(de)其他(ta)工(gong)(gong)作(zuo)。

2.2 政(zheng)府應(ying)(ying)(ying)急(ji)(ji)職(zhi)責(ze)。各級(ji)政(zheng)府對本行(xing)政(zheng)區(qu)域(yu)(yu)的空氣(qi)質量、重污(wu)(wu)(wu)染天(tian)(tian)(tian)氣(qi)應(ying)(ying)(ying)急(ji)(ji)工作負(fu)責(ze),依法履行(xing)屬地管(guan)(guan)理(li)職(zhi)責(ze),黨(dang)政(zheng)領(ling)導(dao)是第一責(ze)任(ren)人,分管(guan)(guan)領(ling)導(dao)按(an)照職(zhi)責(ze)分工監督(du)分包區(qu)域(yu)(yu)和(he)分管(guan)(guan)部門做(zuo)好重污(wu)(wu)(wu)染天(tian)(tian)(tian)氣(qi)應(ying)(ying)(ying)急(ji)(ji)應(ying)(ying)(ying)對工作。各縣區(qu)人民政(zheng)府要將重污(wu)(wu)(wu)染天(tian)(tian)(tian)氣(qi)應(ying)(ying)(ying)急(ji)(ji)減(jian)排納入政(zheng)府應(ying)(ying)(ying)急(ji)(ji)管(guan)(guan)理(li)體系(xi),依法做(zuo)好重污(wu)(wu)(wu)染天(tian)(tian)(tian)氣(qi)應(ying)(ying)(ying)對工作;組織(zhi)修訂完善本行(xing)政(zheng)區(qu)域(yu)(yu)內的重污(wu)(wu)(wu)染天(tian)(tian)(tian)氣(qi)應(ying)(ying)(ying)急(ji)(ji)預案,指導(dao)企業(ye)編制相應(ying)(ying)(ying)的“一廠一策”應(ying)(ying)(ying)急(ji)(ji)管(guan)(guan)控方(fang)案;建立應(ying)(ying)(ying)急(ji)(ji)響應(ying)(ying)(ying)機制,做(zuo)好重污(wu)(wu)(wu)染天(tian)(tian)(tian)氣(qi)應(ying)(ying)(ying)急(ji)(ji)保障,組織(zhi)實施重污(wu)(wu)(wu)染天(tian)(tian)(tian)氣(qi)應(ying)(ying)(ying)急(ji)(ji)響應(ying)(ying)(ying),落實區(qu)域(yu)(yu)聯防聯控,防范大氣(qi)環(huan)境(jing)污(wu)(wu)(wu)染事件。

2.3 部門應急職責。各(ge)有關部門按照責任分(fen)工(gong)及“管行業(ye)必(bi)須管環(huan)(huan)保(bao)、管業(ye)務必(bi)須管環(huan)(huan)保(bao)、管生產經營必(bi)須管環(huan)(huan)保(bao)”的要(yao)求,密切配合,形成合力,共同(tong)做好(hao)重污染天(tian)氣應急處(chu)置工(gong)作。

市環(huan)委會辦(ban)(ban)公室:承(cheng)擔市指揮部(bu)辦(ban)(ban)公室相應工作,對各縣區政府應急工作的組織實施(shi)情況(kuang)、市直有(you)關部(bu)門的履職情況(kuang)進(jin)行全面督查(cha)。

 市委宣(xuan)傳(chuan)部(bu):負責協調全(quan)市重污染(ran)(ran)天氣(qi)應對的(de)宣(xuan)傳(chuan)報道工作(zuo)。根據政府(fu)有關部(bu)門發(fa)布的(de)權威信息,組織新聞(wen)媒(mei)體做好報道工作(zuo)。宣(xuan)傳(chuan)重污染(ran)(ran)天氣(qi)下的(de)健康防護措施、建(jian)議性(xing)減排措施和強制性(xing)減排措施,引導公眾和輿論積極配合重污染(ran)(ran)天氣(qi)應急減排。

市發展改(gai)革委:負(fu)責重污(wu)染天氣期間電力(li)保供工(gong)作,全(quan)力(li)保障電網和用電安全(quan)。

市(shi)教育(yu)局:負責制定重(zhong)污染天(tian)氣中(zhong)(zhong)小學校(xiao)和幼(you)兒園(yuan)減少(shao)戶外活動(dong)及停課實施(shi)方(fang)案(an),并督導中(zhong)(zhong)小學校(xiao)和幼(you)兒園(yuan)落實重(zhong)污染天(tian)氣防護措施(shi)。

市工(gong)業和信息化局:負責指導工(gong)業企業開(kai)展綠色(se)化改造工(gong)作(zuo),推動工(gong)業綠色(se)發展,組織實施季節性生產(chan)調控措(cuo)施并監督檢(jian)查落實情(qing)況。

市公安局:負責按(an)照政(zheng)府(fu)發布的(de)車輛禁(jin)限(xian)行通(tong)告,依(yi)(yi)法落實禁(jin)限(xian)行措(cuo)施;依(yi)(yi)據部(bu)門分工(gong)負責煙花爆竹禁(jin)燃禁(jin)放(fang)的(de)監督管(guan)理工(gong)作;配合編制(zhi)移(yi)動源減(jian)排清單。

市財政局:負責保障重污染天氣處(chu)置(zhi)工(gong)作(zuo)所需經(jing)費,為重污染天氣處(chu)置(zhi)工(gong)作(zuo)提供經(jing)費保障并做好資金使用(yong)績效(xiao)管理工(gong)作(zuo)。

市自然(ran)資(zi)源(yuan)和規劃局:負(fu)責城市區(qu)內政府(fu)儲備土地揚塵(chen)污染防治,制(zhi)定(ding)礦(kuang)山開(kai)采、運(yun)輸(shu)、修(xiu)復(fu)等過程中的揚塵(chen)控制(zhi)實施(shi)方案,并督導落實。

市生態環境局:負責編(bian)(bian)制(zhi)(zhi)修訂重(zhong)污(wu)(wu)染(ran)天氣(qi)應(ying)急預案(an),編(bian)(bian)制(zhi)(zhi)工業(ye)源應(ying)急減排(pai)清單,制(zhi)(zhi)定應(ying)急減排(pai)措施(shi)(shi),負責環境空(kong)氣(qi)質量監測預報,會同(tong)市氣(qi)象局開(kai)展重(zhong)污(wu)(wu)染(ran)天氣(qi)預警會商和(he)環境空(kong)氣(qi)質量預報,向市環委會辦公(gong)室提出預警建議。制(zhi)(zhi)定重(zhong)污(wu)(wu)染(ran)天氣(qi)大氣(qi)污(wu)(wu)染(ran)物(wu)排(pai)放(fang)情(qing)況(kuang)執法檢查方案(an),對工業(ye)企(qi)業(ye)落實(shi)減排(pai)措施(shi)(shi)情(qing)況(kuang)開(kai)展現場督(du)導(dao)和(he)環境執法檢查,對工業(ye)減排(pai)和(he)企(qi)業(ye)用(yong)電情(qing)況(kuang)實(shi)施(shi)(shi)調度(du),組(zu)織實(shi)施(shi)(shi)區域聯(lian)(lian)防(fang)聯(lian)(lian)控。依據部門分(fen)工負責煙花爆竹禁燃禁放(fang)的監督(du)管理(li)工作。

市住(zhu)房和(he)城鄉(xiang)建(jian)設(she)局(ju):編制揚塵(chen)源應急減排(pai)清單,制定重污染(ran)天(tian)氣建(jian)筑施(shi)工(gong)(gong)工(gong)(gong)地(di)管控(kong)實(shi)(shi)施(shi)方(fang)案,根(gen)據應急管控(kong)要求(qiu)監督各類施(shi)工(gong)(gong)工(gong)(gong)地(di)落(luo)實(shi)(shi)噴淋(lin)降塵(chen)、暫(zan)停土(tu)石方(fang)作(zuo)(zuo)業(ye)(ye)(ye)(ye)、暫(zan)停拆除作(zuo)(zuo)業(ye)(ye)(ye)(ye)、暫(zan)停有機涂料(liao)噴涂作(zuo)(zuo)業(ye)(ye)(ye)(ye)、暫(zan)停其它產(chan)(chan)塵(chen)作(zuo)(zuo)業(ye)(ye)(ye)(ye)等減排(pai)措施(shi),監督水泥攪拌、預制企業(ye)(ye)(ye)(ye)落(luo)實(shi)(shi)停限產(chan)(chan)減排(pai)措施(shi)。

市(shi)城市(shi)管理局(ju):制定城市(shi)道路揚塵(chen)控(kong)制和禁止城市(shi)違規露天(tian)焚燒(shao)(shao)、違章占(zhan)道經營燒(shao)(shao)烤實(shi)(shi)施(shi)方案,重污染天(tian)氣應急時(shi)依據(ju)專(zhuan)家(jia)建議做好(hao)道路吸塵(chen)、清掃、灑水、噴霧作業,嚴查露天(tian)焚燒(shao)(shao)(垃(la)圾、樹葉)、違章占(zhan)道經營燒(shao)(shao)烤,監督(du)渣土(tu)車落實(shi)(shi)應急管控(kong)措施(shi)。

市(shi)交通運(yun)輸(shu)局(ju):制定重污染天氣(qi)交通運(yun)力應急保障和國省干(gan)線公路(lu)、高速(su)公路(lu)施(shi)工等揚塵控制實(shi)施(shi)方(fang)案,監(jian)督貨(huo)運(yun)車(che)輛落實(shi)密閉運(yun)輸(shu)措施(shi)和公路(lu)運(yun)輸(shu)揚塵防控措施(shi),監(jian)督汽(qi)修企業落實(shi)停限(xian)產減排措施(shi);依據部門分(fen)工負(fu)責煙花(hua)爆竹(zhu)禁燃禁放的(de)監(jian)督管理工作(zuo)。

市(shi)市(shi)場監督管理(li)局:開展燃煤(mei)散(san)燒(shao)治理(li)“回頭(tou)看”。對(dui)全市(shi)已取締的(de)散(san)煤(mei)銷售點(dian)、已退出市(shi)場的(de)潔凈(jing)型煤(mei)加工中心以及檢(jian)查(cha)中發現的(de)燃煤(mei)散(san)燒(shao)行為進行不(bu)間斷巡查(cha),加強組織領(ling)導,強化協同(tong)配合,嚴厲(li)打(da)擊黑加油(you)站點(dian)。

市商務(wu)局(ju):組織外貿保障類企業篩選及(ji)資料報送(song)工(gong)作,加強(qiang)對(dui)加油站監(jian)管(guan),監(jian)督分(fen)管(guan)領域企業在重污染天氣應(ying)急時落實應(ying)急減排措施。

市水利(li)(li)局:配合住建部門編制(zhi)(zhi)水利(li)(li)施(shi)工(gong)工(gong)地減排清(qing)單,制(zhi)(zhi)定重污染天氣(qi)水利(li)(li)工(gong)程施(shi)工(gong)工(gong)地揚(yang)塵控制(zhi)(zhi)方案(an),監督(du)執行(xing)應急減排措施(shi)。

市農(nong)業農(nong)村(cun)局(ju):負責制(zhi)定禁止農(nong)作物(wu)秸桿露天(tian)焚燒實施方案(an),重污染天(tian)氣應急時利用(yong)“藍(lan)天(tian)衛士”對(dui)焚燒秸稈實施監控,對(dui)農(nong)村(cun)焚燒垃圾(ji)雜草進行督查。

市新(xin)聞出版局(ju)、市文化廣電和旅游局(ju):重污染天氣應(ying)急(ji)時監督印刷包裝企業落(luo)實應(ying)急(ji)減排措施。

市機關(guan)事(shi)務(wu)管(guan)理局(ju):重(zhong)污染(ran)天氣應(ying)急時(shi)監督公務(wu)車輛落(luo)實限行(xing)措施,同時(shi)做好重(zhong)污染(ran)天氣應(ying)急公務(wu)用車保障。

市(shi)應(ying)急(ji)管(guan)(guan)理局:將(jiang)重污(wu)染(ran)天氣應(ying)急(ji)納入政府(fu)應(ying)急(ji)預案(an)管(guan)(guan)理體系;指導(dao)督促應(ying)急(ji)管(guan)(guan)理部門(men)所監管(guan)(guan)行業根據重污(wu)染(ran)天氣應(ying)急(ji)減排清單,做好(hao)重點污(wu)染(ran)企業臨時停產(chan)(chan)、限產(chan)(chan)(降低生(sheng)(sheng)產(chan)(chan)負(fu)荷)時的安全(quan)生(sheng)(sheng)產(chan)(chan)工作;負(fu)責煙(yan)(yan)花(hua)爆竹的安全(quan)生(sheng)(sheng)產(chan)(chan)監督管(guan)(guan)理,組(zu)織協調(diao)公安、生(sheng)(sheng)態環境、交通(tong)運(yun)輸、市(shi)場監管(guan)(guan)等部門(men)開展聯合(he)執(zhi)法(fa)行動,嚴厲打擊涉煙(yan)(yan)花(hua)爆竹非法(fa)行為(wei)。

市衛生(sheng)健康(kang)委:負責制定重污染天氣(qi)應急診療措(cuo)施,組(zu)織醫療機構做好重污染天氣(qi)醫療衛生(sheng)救治工作(zuo);配合宣傳部門(men)做好健康(kang)預防知(zhi)識(shi)普及工作(zuo)。

市(shi)氣象(xiang)局:開(kai)展(zhan)空氣污(wu)染(ran)氣象(xiang)條件等級分析預(yu)報(bao),會同生態環(huan)境(jing)部門做好重污(wu)染(ran)天(tian)(tian)氣預(yu)警會商及聯(lian)合(he)發布(bu)工作,配合(he)生態環(huan)境(jing)部門做好空氣質量(liang)預(yu)報(bao),適時開(kai)展(zhan)人工影(ying)響(xiang)天(tian)(tian)氣作業(ye)。

洛陽(yang)供(gong)電公(gong)司:負責管控企業(ye)用電量監(jian)測和電力(li)調(diao)度工作,提供(gong)有(you)關企事業(ye)單位用電信息(xi),配合有(you)關部門在確保安全條件下采取相應停限電措施。

3 監(jian)測與預警

3.1 監測。生(sheng)態環(huan)(huan)境(jing)、氣(qi)(qi)象等部門(men)應當建立(li)健全環(huan)(huan)境(jing)空氣(qi)(qi)質(zhi)量監測、氣(qi)(qi)象監測網絡(luo),建立(li)信(xin)息(xi)(xi)資源交(jiao)換(huan)平(ping)臺,實現(xian)信(xin)息(xi)(xi)資源共享(xiang);嚴(yan)格按照有關(guan)規定開(kai)展空氣(qi)(qi)質(zhi)量和氣(qi)(qi)象條件(jian)日常監測,并對發(fa)生(sheng)在(zai)我市(shi)(shi)的重(zhong)(zhong)污染(ran)天氣(qi)(qi)信(xin)息(xi)(xi),以(yi)及發(fa)生(sheng)在(zai)我市(shi)(shi)區(qu)域外、可能造成我市(shi)(shi)區(qu)域重(zhong)(zhong)污染(ran)天氣(qi)(qi)的信(xin)息(xi)(xi)進行收集(ji)和匯總,做好數(shu)據收集(ji)處理、環(huan)(huan)境(jing)質(zhi)量現(xian)狀(zhuang)評(ping)價以(yi)及趨勢(shi)預測工(gong)作;建立(li)會商(shang)研判機(ji)制,重(zhong)(zhong)污染(ran)天氣(qi)(qi)期間,每日對氣(qi)(qi)象擴散條件(jian)和空氣(qi)(qi)質(zhi)量演(yan)變趨勢(shi)進行分析、預測,及時(shi)提出發(fa)布、調整、解除預警(jing)建議,為預警(jing)、應急(ji)響應工(gong)作提供決策(ce)依(yi)據。

3.2 預警

3.2.1 預(yu)警分級

(1)重(zhong)污染天氣預(yu)警統一(yi)以(yi)空氣質量指(zhi)數AQI日(ri)均值(zhi)(zhi)為(wei)指(zhi)標,按照連續24小時(可以(yi)跨自(zi)然日(ri))均值(zhi)(zhi)計算(suan)。依據《河南省重(zhong)污染天氣應(ying)急(ji)預(yu)案》(豫政辦(ban)〔2023〕52號)預(yu)警分(fen)級標準,我市重(zhong)污染天氣應(ying)急(ji)響應(ying)實行三(san)級預(yu)警,預(yu)警級別由低到高分(fen)為(wei)黃(huang)色、橙(cheng)色、紅(hong)色預(yu)警,各級別分(fen)級標準為(wei):

黃(huang)色預警:預測日AQI>200或(huo)日AQI>150持續(xu)48小時以上,且未達到高級別預警條件時。

橙(cheng)色預警(jing):預測日AQI>200持(chi)續48小時(shi)(shi)或日AQI>150持(chi)續72小時(shi)(shi)以上(shang),且未達到(dao)高級(ji)別(bie)預警(jing)條件時(shi)(shi)。

紅色(se)預(yu)警(jing):預(yu)測日AQI>200持(chi)續(xu)(xu)72小時(shi)且日AQI>300持(chi)續(xu)(xu)24小時(shi)以(yi)上。

3.2.2 預警(jing)條件

當(dang)預(yu)測可能出現上(shang)述重污染(ran)天氣(qi)時,應(ying)當(dang)按空氣(qi)質(zhi)量預(yu)報(bao)結(jie)果上(shang)限確定預(yu)警級(ji)別。

(1)當全市(shi)達到重污染天氣預(yu)警級(ji)別(bie)時,我市(shi)啟動相(xiang)應(ying)級(ji)別(bie)預(yu)警。

(2)當接到(dao)生態環境部、區域空氣質(zhi)量預(yu)測預(yu)報中心或(huo)省環委會辦公室預(yu)警提(ti)(ti)示信息時,我市(shi)根(gen)據預(yu)警提(ti)(ti)示信息,結合實際(ji)及時啟動相應級別預(yu)警。

3.2.3 預警(jing)(jing)發(fa)布。當預測到未來空氣質量可(ke)能達到相(xiang)應(ying)級別預警(jing)(jing)啟(qi)動條件時(shi),預警(jing)(jing)信(xin)息由市指揮部辦公室(市環委(wei)會辦公室)負(fu)責發(fa)布。應(ying)當提前(qian)48小時(shi)以(yi)上發(fa)布預警(jing)(jing)信(xin)息或按(an)照區域應(ying)急聯動要求及時(shi)啟(qi)動預警(jing)(jing),確保(bao)應(ying)急響(xiang)應(ying)措施在重(zhong)污染過(guo)程發(fa)生(sheng)前(qian)有效落實。

發布(bu)(bu)預(yu)(yu)警信息時(shi),應(ying)當將未來(lai)重污染天氣發生的時(shi)間、地點(dian)、范圍(wei)、預(yu)(yu)警等級、AQI范圍(wei)及日均值予以說明。同時(shi),明確預(yu)(yu)警啟動和(he)預(yu)(yu)計解除(chu)的時(shi)間、發布(bu)(bu)機關、應(ying)急響應(ying)措施級別(bie)等內(nei)容。

市(shi)(shi)指揮部發布(bu)預警啟(qi)(qi)動(dong)(dong)(調整(zheng)、解除(chu))指令后1小時內,市(shi)(shi)生態環(huan)境(jing)局、氣象局向各自的省(sheng)級機關報送我(wo)市(shi)(shi)應急預警啟(qi)(qi)動(dong)(dong)情況,市(shi)(shi)環(huan)委會辦(ban)公(gong)室向省(sheng)環(huan)委會辦(ban)公(gong)室報送我(wo)市(shi)(shi)應急預警啟(qi)(qi)動(dong)(dong)情況。

3.2.4 預警(jing)級別調整與解除

當(dang)(dang)空氣(qi)質量改(gai)善到相應(ying)級(ji)別預(yu)(yu)(yu)警啟動(dong)標準以(yi)下,且預(yu)(yu)(yu)測將持續36小時(shi)以(yi)上(shang)時(shi),應(ying)當(dang)(dang)降低預(yu)(yu)(yu)警級(ji)別或(huo)解(jie)除預(yu)(yu)(yu)警,并提前發布(bu)信息。當(dang)(dang)監測空氣(qi)質量已經達到重度以(yi)上(shang)污(wu)染,且預(yu)(yu)(yu)測未(wei)來24小時(shi)內不會(hui)有(you)明顯(xian)改(gai)善時(shi),應(ying)當(dang)(dang)根據實際污(wu)染情(qing)況及時(shi)調整到相應(ying)級(ji)別預(yu)(yu)(yu)警。

當預(yu)(yu)測發生(sheng)前后(hou)兩次(ci)重污染(ran)過(guo)程,但間隔時(shi)間未達(da)到解除預(yu)(yu)警(jing)條件(jian)時(shi),應當按(an)一次(ci)重污染(ran)過(guo)程計算,從(cong)高級別啟動預(yu)(yu)警(jing)。當預(yu)(yu)測或監測空(kong)氣質(zhi)量達(da)到更高級別預(yu)(yu)警(jing)條件(jian)時(shi),要及時(shi)采取升級措施。

預(yu)警(jing)調整、解(jie)除的主體及程序(xu)和預(yu)警(jing)信息(xi)發布(bu)相同。

3.3 預警權(quan)限。黃(huang)色預警、橙色預警由市指(zhi)(zhi)揮(hui)(hui)部副指(zhi)(zhi)揮(hui)(hui)長(chang)批(pi)準實施,紅色預警由市指(zhi)(zhi)揮(hui)(hui)部指(zhi)(zhi)揮(hui)(hui)長(chang)批(pi)準實施。

4應急響應

市指揮部各成(cheng)員單(dan)位要依據各自(zi)職(zhi)責,按照發布預警時確定的時間啟動應(ying)急(ji)響(xiang)應(ying),組織實施應(ying)急(ji)響(xiang)應(ying)工作(zuo)。

4.1 響應分(fen)級

4.1.1 當(dang)發布黃色預(yu)警時,啟(qi)動III級應急(ji)響應。

4.1.2 當(dang)發(fa)布(bu)橙色預警時,啟(qi)動II級應(ying)急響應(ying)。

4.1.3 當發布紅色預警時(shi),啟(qi)動(dong)I級應急響應。

當市級(ji)發布(bu)預(yu)警(jing)(jing)時,縣(xian)區(qu)人民政(zheng)府應(ying)(ying)當依據(ju)重污染天(tian)氣預(yu)警(jing)(jing)等級(ji),及(ji)時啟(qi)動(dong)應(ying)(ying)急預(yu)案,啟(qi)動(dong)不(bu)低于(yu)市級(ji)預(yu)警(jing)(jing)級(ji)別的應(ying)(ying)急響應(ying)(ying)。

4.2 應(ying)(ying)急(ji)(ji)響應(ying)(ying)。市(shi)(shi)指(zhi)揮部各(ge)成(cheng)員單位(wei)和(he)有關企業接到市(shi)(shi)指(zhi)揮部預警啟動指(zhi)令(ling)后,按照規(gui)定(ding)的(de)(de)時間和(he)本方案(an)的(de)(de)要求組(zu)織開(kai)展應(ying)(ying)急(ji)(ji)響應(ying)(ying)工(gong)作,并對應(ying)(ying)急(ji)(ji)措(cuo)(cuo)施(shi)的(de)(de)落實情(qing)況進行(xing)監督檢(jian)查。應(ying)(ying)急(ji)(ji)實施(shi)過程中,當市(shi)(shi)指(zhi)揮部調(diao)整應(ying)(ying)急(ji)(ji)級別時,各(ge)單位(wei)應(ying)(ying)立即實施(shi)調(diao)整后的(de)(de)應(ying)(ying)急(ji)(ji)措(cuo)(cuo)施(shi)。

4.3 響應(ying)信(xin)息公(gong)開。市(shi)環委(wei)會辦公(gong)室負責(ze)重污(wu)染天氣應(ying)急信(xin)息公(gong)開的指導(dao)協調,市(shi)委(wei)宣(xuan)傳(chuan)部接(jie)到應(ying)急響應(ying)指令后,應(ying)迅速協調安排(pai)有關單(dan)位通(tong)過報(bao)刊、廣播、電(dian)視、網絡等途徑以(yi)信(xin)息發布、科普宣(xuan)傳(chuan)、情況通(tong)報(bao)、專(zhuan)家訪談等形式向社會公(gong)布預警信(xin)息,公(gong)開內容應(ying)當包括(kuo)環境空氣質量監(jian)測數據(ju)、重污(wu)染天氣可能持續的時間、潛在(zai)的危(wei)害及(ji)防范建議、應(ying)急工作(zuo)進展情況等,負責(ze)新(xin)聞(wen)宣(xuan)傳(chuan)和輿情引導(dao)處置。提醒(xing)廣大(da)市(shi)民注意健(jian)康(kang)防護,減(jian)(jian)(jian)少室外活動(dong),不參與戶外大(da)型集會,采取適當的健(jian)康(kang)防護措施(shi),減(jian)(jian)(jian)少私家車出行;提醒(xing)有關單(dan)位和企業(ye)暫停或調整生產作(zuo)業(ye)工序,減(jian)(jian)(jian)少大(da)氣污(wu)染物排(pai)放。

4.4 信(xin)息(xi)報告(gao)。各縣區應(ying)(ying)當每日通(tong)過省污(wu)染天氣(qi)信(xin)息(xi)管(guan)理系統(tong)向(xiang)市指(zhi)揮部(bu)辦公(gong)室報送重污(wu)染天氣(qi)應(ying)(ying)急(ji)處置工作信(xin)息(xi)。市指(zhi)揮部(bu)各成員單位(wei)每日通(tong)過網絡或傳真向(xiang)市指(zhi)揮部(bu)辦公(gong)室報送重污(wu)染天氣(qi)應(ying)(ying)急(ji)響(xiang)應(ying)(ying)工作信(xin)息(xi),內容包括重污(wu)染應(ying)(ying)急(ji)預警啟動時間、級別、采取的應(ying)(ying)急(ji)減排措施(shi)、預警信(xin)息(xi)發布、督導(dao)檢查情(qing)況等內容。市環委(wei)會辦公(gong)室負責向(xiang)省環委(wei)會辦公(gong)室報送重污(wu)染天氣(qi)應(ying)(ying)急(ji)處置工作信(xin)息(xi)。

4.6 響(xiang)應(ying)終(zhong)(zhong)止(zhi)。經(jing)市指揮(hui)部批準,預警(jing)(jing)解除即(ji)響(xiang)應(ying)終(zhong)(zhong)止(zhi),由市環委會辦公(gong)室(shi)發出預警(jing)(jing)解除和響(xiang)應(ying)終(zhong)(zhong)止(zhi)指令(應(ying)急終(zhong)(zhong)止(zhi)程(cheng)序(xu)(xu)與應(ying)急響(xiang)應(ying)啟動程(cheng)序(xu)(xu)一致)。各(ge)成(cheng)員單(dan)位和企業接到預警(jing)(jing)解除指令后,終(zhong)(zhong)止(zhi)執行應(ying)急措(cuo)施,恢復正常的生產、生活和工作秩序(xu)(xu)。

4.7 總結評估(gu)。各縣區(qu)、各有關部(bu)門和(he)企業(ye)應(ying)(ying)(ying)當(dang)及(ji)時對(dui)重(zhong)(zhong)污染(ran)天氣應(ying)(ying)(ying)對(dui)過程進(jin)(jin)行總結評估(gu),并建立(li)檔(dang)案管(guan)理制度(du)。市(shi)(shi)級應(ying)(ying)(ying)急(ji)響(xiang)(xiang)應(ying)(ying)(ying)終止后,各縣區(qu)和(he)成員單位向市(shi)(shi)指揮部(bu)辦公(gong)室(shi)書面(mian)報告應(ying)(ying)(ying)急(ji)實施(shi)(shi)情(qing)(qing)(qing)況(kuang)(kuang),市(shi)(shi)環委(wei)會辦公(gong)室(shi)應(ying)(ying)(ying)當(dang)在(zai)5日內(nei)組織開展調查評估(gu),匯總各成員單位應(ying)(ying)(ying)急(ji)響(xiang)(xiang)應(ying)(ying)(ying)實施(shi)(shi)情(qing)(qing)(qing)況(kuang)(kuang),編制《重(zhong)(zhong)污染(ran)天氣應(ying)(ying)(ying)急(ji)響(xiang)(xiang)應(ying)(ying)(ying)總結評估(gu)報告》,對(dui)全(quan)市(shi)(shi)應(ying)(ying)(ying)急(ji)響(xiang)(xiang)應(ying)(ying)(ying)的實施(shi)(shi)情(qing)(qing)(qing)況(kuang)(kuang)進(jin)(jin)行總結評估(gu),并報市(shi)(shi)政府(fu)和(he)省環委(wei)會辦公(gong)室(shi)。總結評估(gu)報告應(ying)(ying)(ying)包括重(zhong)(zhong)污染(ran)天氣原因、影響(xiang)(xiang)、預警發布(bu)及(ji)響(xiang)(xiang)應(ying)(ying)(ying)情(qing)(qing)(qing)況(kuang)(kuang),應(ying)(ying)(ying)急(ji)管(guan)理工作情(qing)(qing)(qing)況(kuang)(kuang)、相關單位、企業(ye)應(ying)(ying)(ying)急(ji)減排措施(shi)(shi)落實情(qing)(qing)(qing)況(kuang)(kuang)、應(ying)(ying)(ying)急(ji)總體效果(guo)情(qing)(qing)(qing)況(kuang)(kuang)、存在(zai)問題和(he)改進(jin)(jin)措施(shi)(shi)等主要內(nei)容。

各縣區(qu)政府應當(dang)于每年5月(yue)前組織有關部門和專家開展上一年度重(zhong)污染天氣(qi)應急(ji)(ji)處置(zhi)工(gong)作評(ping)估,重(zhong)點(dian)評(ping)估應急(ji)(ji)預(yu)案實(shi)(shi)施情況,應急(ji)(ji)措施環境(jing)效益(yi)(yi)、社(she)會效益(yi)(yi)和經(jing)濟成本,以及預(yu)案內容的(de)(de)完整性(xing)、預(yu)警規(gui)定的(de)(de)詳實(shi)(shi)性(xing)、響(xiang)應措施的(de)(de)針對性(xing)和可操(cao)作性(xing)、專項(xiang)實(shi)(shi)施方案完備性(xing)等。評(ping)估結果應當(dang)于5月(yue)底(di)前報(bao)市環委會辦公室(shi)。

5 應急減(jian)排清單(dan)編制

5.1 清(qing)(qing)單(dan)(dan)編制原則。加強應(ying)急減排(pai)清(qing)(qing)單(dan)(dan)標(biao)準化管理。應(ying)急減排(pai)清(qing)(qing)單(dan)(dan)主要(yao)包(bao)括(kuo)應(ying)急減排(pai)清(qing)(qing)單(dan)(dan)總表、工業(ye)源清(qing)(qing)單(dan)(dan)、揚塵(chen)源清(qing)(qing)單(dan)(dan)、移動源清(qing)(qing)單(dan)(dan)、協(xie)同供暖(nuan)企業(ye)清(qing)(qing)單(dan)(dan)等(deng)。工業(ye)源清(qing)(qing)單(dan)(dan)應(ying)實(shi)現涉氣企業(ye)全(quan)覆蓋,包(bao)括(kuo)電廠(chang)、供暖(nuan)鍋爐(lu)房、小微(wei)涉氣企業(ye)等(deng)。揚塵(chen)源清(qing)(qing)單(dan)(dan)應(ying)包(bao)含(han)但不限于所有施工工地(di)。移動源清(qing)(qing)單(dan)(dan)應(ying)當包(bao)含(han)用車(che)大戶清(qing)(qing)單(dan)(dan)和貨車(che)白名單(dan)(dan)。

5.2 清單動態調(diao)整原則(ze)。根據(ju)產業結構調(diao)整情況,每年定(ding)期(qi)組織開(kai)展(zhan)清單修訂工(gong)(gong)作,及(ji)時(shi)上報(bao)工(gong)(gong)作進展(zhan)情況,建立(li)健全(quan)清單逐級審核機制。工(gong)(gong)業企業、施(shi)工(gong)(gong)工(gong)(gong)地作為責任主體,應對清單信息的真實(shi)性、措(cuo)施(shi)的有(you)(you)效(xiao)性負責,保(bao)(bao)證滿足國家(jia)、省及(ji)市(shi)減(jian)排要求,預警(jing)期(qi)間積極落實(shi)減(jian)排措(cuo)施(shi),真實(shi)有(you)(you)效(xiao)減(jian)少污染物排放,確保(bao)(bao)預警(jing)后污染物排放量較預警(jing)前明顯降(jiang)低。

5.3 清(qing)單(dan)編(bian)(bian)制(zhi)分工。生態環(huan)境(jing)部門(men)負責編(bian)(bian)制(zhi)和調整工業(ye)企(qi)業(ye)應(ying)急減(jian)(jian)排(pai)清(qing)單(dan),確(que)定減(jian)(jian)排(pai)行業(ye)和減(jian)(jian)排(pai)比例,各縣區(qu)生態環(huan)境(jing)分局確(que)定具(ju)體企(qi)業(ye)。住建(jian)部門(men)牽頭(tou),交通運(yun)輸(shu)、水(shui)利、城(cheng)市管理等(deng)部門(men)配合(he)(he),負責編(bian)(bian)制(zhi)調整揚塵源應(ying)急減(jian)(jian)排(pai)清(qing)單(dan),評(ping)估(gu)揚塵減(jian)(jian)排(pai)量(liang)。公安(an)部門(men)牽頭(tou),交通運(yun)輸(shu)部門(men)配合(he)(he)編(bian)(bian)制(zhi)和調整移動源減(jian)(jian)排(pai)清(qing)單(dan),配合(he)(he)做好(hao)機(ji)動車(che)減(jian)(jian)排(pai)評(ping)估(gu)工作。

5.4 完善(shan)應(ying)急(ji)(ji)減(jian)(jian)排(pai)(pai)(pai)清單信息。各縣(xian)區(qu)應(ying)當在應(ying)急(ji)(ji)減(jian)(jian)排(pai)(pai)(pai)清單中明確(que)(que)應(ying)急(ji)(ji)減(jian)(jian)排(pai)(pai)(pai)措施(shi),細化(hua)落(luo)實到具體生產(chan)線、生產(chan)環節、生產(chan)設(she)施(shi),并將特殊時段禁止或限制(zhi)(zhi)污(wu)染物排(pai)(pai)(pai)放要求依法(fa)納入(ru)排(pai)(pai)(pai)污(wu)許可(ke)(ke)證,確(que)(que)保可(ke)(ke)操作、可(ke)(ke)監測(ce)、可(ke)(ke)核查。在滿足減(jian)(jian)排(pai)(pai)(pai)比例要求的(de)前(qian)提(ti)下,按照工業(ye)企業(ye)、施(shi)工工地污(wu)染排(pai)(pai)(pai)放水平、所處區(qu)域以(yi)及對環境的(de)影(ying)響程(cheng)度(du),結合國家和省、市績(ji)效分級、差(cha)異化(hua)管控(kong)等(deng)有(you)關(guan)文件要求,合理制(zhi)(zhi)定差(cha)異化(hua)減(jian)(jian)排(pai)(pai)(pai)措施(shi),確(que)(que)保減(jian)(jian)排(pai)(pai)(pai)力度(du)不低于(yu)國家和省、市要求;對達(da)不到總體減(jian)(jian)排(pai)(pai)(pai)比例要求的(de),應(ying)當加大應(ying)急(ji)(ji)減(jian)(jian)排(pai)(pai)(pai)力度(du);確(que)(que)實無法(fa)達(da)到的(de),應(ying)當盡(jin)最大能力減(jian)(jian)排(pai)(pai)(pai),在提(ti)供(gong)詳細的(de)測(ce)算說明和清單的(de)基礎上,可(ke)(ke)酌情降低減(jian)(jian)排(pai)(pai)(pai)比例。

6 響應措施

6.1 總體要求

6.1.1 重污染(ran)天(tian)氣應(ying)(ying)急(ji)響應(ying)(ying)期間(jian),全社會二氧化(hua)硫(liu)(SO2)、氮氧化(hua)物(wu)(wu)(NOx)、顆(ke)粒物(wu)(wu)(PM)和揮(hui)發性(xing)有機物(wu)(wu)(VOCs),在III級、II級、I級預(yu)警級別(bie)減排(pai)比(bi)例分別(bie)達到10%、20%、30%以上。可根據本地污染(ran)物(wu)(wu)排(pai)放構(gou)成調整(zheng)二氧化(hua)硫(liu)和氮氧化(hua)物(wu)(wu)減排(pai)比(bi)例,但二者比(bi)例之和不得低于(yu)上述總體要求。

6.1.2 實(shi)(shi)行(xing)差異化管控。原則上(shang)不對電(dian)廠、供暖鍋爐房、小微涉(she)氣企業(ye)等采(cai)取停(ting)限(xian)產(chan)措施。在難以滿(man)足減(jian)排要求的(de)(de)情況下,可(ke)按需對小微涉(she)氣企業(ye)采(cai)取相應(ying)措施,避免對居(ju)民供暖鍋爐和(he)對當地(di)空氣質(zhi)量影響小的(de)(de)生活服務(wu)業(ye)采(cai)取停(ting)限(xian)產(chan)措施,防止(zhi)“一刀切(qie)”停(ting)產(chan);對重(zhong)(zhong)點建設項目、民生工(gong)程(cheng)以及我市生態環境(jing)要素保(bao)障白名單單位和(he)保(bao)障民生、保(bao)障城市正常運轉或涉(she)及國家戰略性產(chan)業(ye)的(de)(de)工(gong)業(ye)企業(ye),應(ying)當嚴格審批程(cheng)序,納(na)入相應(ying)應(ying)急(ji)減(jian)排清(qing)單管理(li),按照省(sheng)級要求在達(da)到重(zhong)(zhong)污染天氣重(zhong)(zhong)點行(xing)業(ye)績效評(ping)級B級及以上(shang)績效水平,確保(bao)落實(shi)(shi)環保(bao)措施要求、污染物穩定(ding)達(da)標排放的(de)(de)情況下,允許其進行(xing)保(bao)障任(ren)務(wu)生產(chan),實(shi)(shi)施“以量定(ding)產(chan)”或“以熱(re)定(ding)產(chan)”。

6.1.3 當預(yu)測將(jiang)頻繁啟(qi)動橙色以(yi)上預(yu)警時,可提前指導區域(yu)內焦(jiao)化(hua)、石灰窯(yao)、電解鋁、炭素(su)、鉛(qian)鋅冶(ye)煉(lian)、水泥(ni)、燒結類(lei)磚瓦(wa)窯(yao)、建筑及衛生(sheng)(sheng)陶(tao)瓷、耐火(huo)材(cai)料、玻(bo)璃(li)(li)(平板玻(bo)璃(li)(li)、玻(bo)璃(li)(li)棉(mian)、玻(bo)璃(li)(li)纖(xian)維、電子(zi)玻(bo)璃(li)(li),以(yi)及使用池窯(yao)的日用玻(bo)璃(li)(li))、巖礦棉(mian)、玻(bo)璃(li)(li)鋼、煉(lian)油與石油化(hua)工、制(zhi)藥、農藥、纖(xian)維素(su)醚等(deng)生(sheng)(sheng)產(chan)(chan)(chan)工序不可中斷或短時間內難以(yi)完全停(ting)產(chan)(chan)(chan)的企業,通過預(yu)先調整生(sheng)(sheng)產(chan)(chan)(chan)計劃,有效落實(shi)(shi)(shi)(shi)應急減排(pai)(pai)措施(shi),也可結合實(shi)(shi)(shi)(shi)際(ji)情況(kuang),在滿足減排(pai)(pai)要(yao)求前提下(xia),采取區域(yu)統籌的方式(shi),實(shi)(shi)(shi)(shi)行(xing)輪流(liu)停(ting)產(chan)(chan)(chan)、限制(zhi)生(sheng)(sheng)產(chan)(chan)(chan)負荷等(deng)措施(shi)實(shi)(shi)(shi)(shi)現應急減排(pai)(pai)目標。

6.1.4 減排(pai)措(cuo)施(shi)(shi)的(de)落(luo)實(shi)(shi)主(zhu)要(yao)(yao)通(tong)(tong)過(guo)(guo)現場核查(cha)(cha)停限產(chan)(chan)措(cuo)施(shi)(shi)、停工停運措(cuo)施(shi)(shi)落(luo)實(shi)(shi)情(qing)況,現場核查(cha)(cha)產(chan)(chan)品產(chan)(chan)量(liang)、能(neng)耗和原料消耗情(qing)況來確定(ding);對在線監控(kong)企業通(tong)(tong)過(guo)(guo)調度(du)有關企業的(de)排(pai)放(fang)量(liang)、生產(chan)(chan)和污(wu)染治理設施(shi)(shi)用(yong)電(dian)監控(kong)記(ji)錄(lu)、監控(kong)視頻,分析研(yan)判管控(kong)措(cuo)施(shi)(shi)落(luo)實(shi)(shi)情(qing)況;企業運輸(shu)核查(cha)(cha)主(zhu)要(yao)(yao)通(tong)(tong)過(guo)(guo)調取門禁系統監控(kong)記(ji)錄(lu),比(bi)對預(yu)警前后(hou)廠區重型載貨(huo)車輛(liang)運輸(shu)頻次變化,并現場抽查(cha)(cha)運行車輛(liang),核查(cha)(cha)排(pai)放(fang)標(biao)準是否符合(he)要(yao)(yao)求。

6.2 應急響應措(cuo)施。發(fa)布(bu)預(yu)警信(xin)息后,各級政(zheng)府(fu)應當立(li)即(ji)組織有(you)關部門、單位和企業進入(ru)應急響應狀(zhuang)態,并采取相應級別的響應措(cuo)施。包(bao)括但(dan)不限(xian)于以(yi)下措(cuo)施。

6.2.1 Ⅲ級響應措(cuo)施(黃色預警)

(1)健(jian)(jian)康(kang)(kang)(kang)防護措(cuo)(cuo)施(shi)。宣傳部門(men)負責協(xie)調主要媒體(ti)發(fa)布以(yi)下健(jian)(jian)康(kang)(kang)(kang)防護警示:引導(dao)公眾注意健(jian)(jian)康(kang)(kang)(kang)防護,減(jian)少(shao)室(shi)外(wai)活(huo)動,不參與戶(hu)(hu)外(wai)大型集會,采取(qu)適當(dang)的(de)健(jian)(jian)康(kang)(kang)(kang)防護措(cuo)(cuo)施(shi);兒童、老年人和患有(you)心腦血管、呼(hu)吸系統(tong)等(deng)疾病(bing)的(de)易感人群留在室(shi)內,確需外(wai)出的(de)需要采取(qu)防護措(cuo)(cuo)施(shi);一(yi)般人群減(jian)少(shao)戶(hu)(hu)外(wai)運動和室(shi)外(wai)作業時間,如不可避免,建議采取(qu)防護措(cuo)(cuo)施(shi)。教育部門(men)督促中小學、幼兒園停止室(shi)外(wai)課程及活(huo)動,有(you)條件的(de)開啟空氣凈化(hua)裝(zhuang)置;衛生健(jian)(jian)康(kang)(kang)(kang)部門(men)督促醫(yi)療機(ji)構(gou)增設相關疾病(bing)門(men)診、急(ji)診,增加醫(yi)護人員(yuan),延(yan)長診療時間;有(you)關機(ji)構(gou)暫(zan)停舉(ju)辦大型室(shi)外(wai)活(huo)動。

(2)建(jian)議性(xing)減(jian)(jian)排(pai)措施(shi)(shi)。宣傳部(bu)門(men)負責協調主要媒體(ti)發(fa)布信息(xi),引(yin)導(dao)(dao)公眾(zhong)盡量乘坐城市公共交(jiao)通工(gong)具或電動汽車等出行(xing),綠色低碳出行(xing),減(jian)(jian)少私(si)家車出行(xing)。駐(zhu)車及(ji)時熄火,減(jian)(jian)少車輛原地(di)怠速(su)運行(xing)時間;倡導(dao)(dao)公眾(zhong)綠色消費,單位(wei)和公眾(zhong)盡量減(jian)(jian)少含(han)揮(hui)發(fa)性(xing)有機物的(de)涂料、油漆、溶劑等原材料及(ji)產(chan)品(pin)的(de)使用,減(jian)(jian)少揮(hui)發(fa)性(xing)有機物排(pai)放(fang);有關(guan)企業(ye)和社會團體(ti)可自行(xing)采取調休、錯峰上下(xia)班和網絡遠程辦公等措施(shi)(shi)。

(3)強制性污染減排措(cuo)施(shi)。

工(gong)(gong)業(ye)(ye)(ye)源減(jian)排(pai)(pai)措(cuo)施(shi)。工(gong)(gong)業(ye)(ye)(ye)企(qi)業(ye)(ye)(ye)應當按(an)照重污染(ran)天(tian)氣(qi)應急減(jian)排(pai)(pai)清單,嚴(yan)(yan)格(ge)(ge)落(luo)實黃色預警期(qi)間各(ge)項減(jian)排(pai)(pai)措(cuo)施(shi)。生(sheng)(sheng)(sheng)態(tai)環境、工(gong)(gong)信等(deng)部門(men)(men)按(an)照職能分工(gong)(gong)負(fu)責(ze)督(du)導(dao)工(gong)(gong)業(ye)(ye)(ye)企(qi)業(ye)(ye)(ye),按(an)照“一(yi)廠(chang)一(yi)策”要求(qiu),采取降低生(sheng)(sheng)(sheng)產負(fu)荷、停產、加強污染(ran)治理、大(da)(da)宗物(wu)料錯峰運(yun)(yun)輸等(deng)措(cuo)施(shi),減(jian)少大(da)(da)氣(qi)污染(ran)物(wu)排(pai)(pai)放(fang)量;生(sheng)(sheng)(sheng)態(tai)環境部門(men)(men)負(fu)責(ze)加大(da)(da)燃煤(mei)發電企(qi)業(ye)(ye)(ye)監管力度,確(que)保(bao)達標排(pai)(pai)放(fang);增加對重點大(da)(da)氣(qi)污染(ran)源的(de)執法檢查頻次(ci),督(du)促其大(da)(da)氣(qi)污染(ran)防治設施(shi)高效運(yun)(yun)轉,嚴(yan)(yan)格(ge)(ge)落(luo)實減(jian)排(pai)(pai)措(cuo)施(shi)。工(gong)(gong)信部門(men)(men)負(fu)責(ze)嚴(yan)(yan)格(ge)(ge)督(du)導(dao)相關企(qi)業(ye)(ye)(ye)落(luo)實季(ji)節性調(diao)控生(sheng)(sheng)(sheng)產措(cuo)施(shi)。電力部門(men)(men)負(fu)責(ze)嚴(yan)(yan)格(ge)(ge)管控企(qi)業(ye)(ye)(ye)電力調(diao)度。預警前(qian)已停運(yun)(yun)的(de)工(gong)(gong)業(ye)(ye)(ye)窯(yao)爐、燃煤(mei)鍋(guo)爐在重污染(ran)天(tian)氣(qi)應急期(qi)間原則上禁止點火啟爐。

揚塵(chen)源減(jian)排措施(shi)。礦(kuang)山、砂石(shi)(shi)料廠(chang)、石(shi)(shi)材(cai)廠(chang)、石(shi)(shi)板廠(chang)等停(ting)(ting)止(zhi)露天作(zuo)(zuo)(zuo)業(ye);經(jing)政(zheng)府確(que)定(ding)的(de)重點建(jian)(jian)(jian)設項目、民生(sheng)(sheng)工(gong)(gong)程(cheng)、應(ying)急搶(qiang)險(xian)施(shi)工(gong)(gong)以及(ji)生(sheng)(sheng)態環境要素保(bao)(bao)障白(bai)名單單位等,根據需(xu)要可(ke)繼續作(zuo)(zuo)(zuo)業(ye),但應(ying)嚴(yan)格落(luo)實《城(cheng)市(shi)房屋建(jian)(jian)(jian)筑(zhu)(zhu)和市(shi)政(zheng)基礎設施(shi)工(gong)(gong)程(cheng)及(ji)道(dao)路(lu)揚塵(chen)污(wu)(wu)染防治差異化評價標(biao)準》相應(ying)揚塵(chen)污(wu)(wu)染防治標(biao)準要求,裸露場地(di)全部(bu)苫蓋,增(zeng)加(jia)灑(sa)水(shui)降塵(chen)頻(pin)次(ci)(ci),確(que)保(bao)(bao)符合生(sheng)(sheng)態環境保(bao)(bao)護要求;其(qi)他(ta)各類施(shi)工(gong)(gong)工(gong)(gong)地(di)停(ting)(ting)止(zhi)土(tu)(tu)石(shi)(shi)方(fang)(fang)作(zuo)(zuo)(zuo)業(ye)(包括停(ting)(ting)止(zhi)建(jian)(jian)(jian)筑(zhu)(zhu)拆除、土(tu)(tu)石(shi)(shi)方(fang)(fang)開(kai)挖(wa)、回填、場內倒(dao)運、摻拌石(shi)(shi)灰(hui)、混凝土(tu)(tu)剔(ti)鑿等作(zuo)(zuo)(zuo)業(ye),停(ting)(ting)止(zhi)建(jian)(jian)(jian)筑(zhu)(zhu)工(gong)(gong)程(cheng)配套道(dao)路(lu)和管溝開(kai)挖(wa)作(zuo)(zuo)(zuo)業(ye))、噴涂粉刷、護坡噴漿、切割焊接(jie)。建(jian)(jian)(jian)筑(zhu)(zhu)垃圾清(qing)運車(che)輛和砂石(shi)(shi)運輸車(che)輛禁(jin)止(zhi)上路(lu)行駛,開(kai)挖(wa)土(tu)(tu)石(shi)(shi)方(fang)(fang)的(de)挖(wa)掘機(ji)等非道(dao)路(lu)移動機(ji)械(xie)停(ting)(ting)止(zhi)作(zuo)(zuo)(zuo)業(ye)。城(cheng)市(shi)管理部(bu)門在日常(chang)道(dao)路(lu)保(bao)(bao)潔頻(pin)次(ci)(ci)的(de)基礎上,增(zeng)加(jia)清(qing)掃(sao)、灑(sa)水(shui)、噴霧等作(zuo)(zuo)(zuo)業(ye)頻(pin)次(ci)(ci)(冰凍期結(jie)合實際(ji)執行)。交(jiao)通運輸部(bu)門負責(ze)加(jia)強交(jiao)通工(gong)(gong)程(cheng)施(shi)工(gong)(gong)和公(gong)路(lu)運輸監(jian)督(du)管理,采取(qu)有效措施(shi)防治公(gong)路(lu)揚塵(chen)污(wu)(wu)染。自(zi)然資(zi)源部(bu)門負責(ze)督(du)促露天礦(kuang)山停(ting)(ting)止(zhi)開(kai)采、運輸、修復等產生(sheng)(sheng)揚塵(chen)的(de)生(sheng)(sheng)產活動。水(shui)利部(bu)門負責(ze)水(shui)利工(gong)(gong)程(cheng)施(shi)工(gong)(gong)場地(di)揚塵(chen)控制。

移動(dong)源(yuan)減(jian)(jian)(jian)排措施(shi)。應當按(an)照重(zhong)(zhong)污(wu)染天氣應急減(jian)(jian)(jian)排清單,嚴格落實運輸車輛(liang)減(jian)(jian)(jian)排措施(shi)。城(cheng)市和縣城(cheng)建成(cheng)區(qu)、機(ji)(ji)場、鐵路貨場、物流園區(qu)和工礦企業等重(zhong)(zhong)點使(shi)用場所內禁止使(shi)用不滿足三類限(xian)值要求和國二及以(yi)下排放(fang)標準的非道路移動(dong)機(ji)(ji)械。原則上(shang),除(chu)城(cheng)市運行(xing)保(bao)障車輛(liang)和執(zhi)行(xing)任務特種車輛(liang)外,城(cheng)市和縣城(cheng)建成(cheng)區(qu)內禁止重(zhong)(zhong)型和中型柴油貨車、低(di)速載貨汽車和拖拉機(ji)(ji)通(tong)行(xing)。公安部門(men)負責依照政府(fu)發(fa)布的重(zhong)(zhong)污(wu)染天氣車輛(liang)禁限(xian)行(xing)通(tong)告,對闖禁行(xing)的交通(tong)違(wei)法行(xing)為(wei)予以(yi)查(cha)處,引導過境車輛(liang)避開主城(cheng)區(qu)行(xing)駛。

其他減排(pai)措(cuo)(cuo)施。應(ying)當采取禁(jin)(jin)止露(lu)天焚燒(shao)、餐飲油煙(yan)(yan)管控、煙(yan)(yan)花(hua)爆竹禁(jin)(jin)燃禁(jin)(jin)放(fang)(fang)、停(ting)止涉揮發性有(you)(you)機物(wu)排(pai)放(fang)(fang)施工作業等其他減排(pai)措(cuo)(cuo)施。農業農村部(bu)門負責嚴(yan)格落(luo)(luo)實(shi)禁(jin)(jin)止農作物(wu)秸(jie)稈焚燒(shao)措(cuo)(cuo)施。城市管理部(bu)門負責嚴(yan)格落(luo)(luo)實(shi)禁(jin)(jin)止樹(shu)葉、垃圾露(lu)天焚燒(shao)措(cuo)(cuo)施,加強餐飲油煙(yan)(yan)處理設(she)施正常運(yun)行監(jian)管。應(ying)急管理、公安、交通運(yun)輸、市場監(jian)管等有(you)(you)關部(bu)門負責嚴(yan)格落(luo)(luo)實(shi)煙(yan)(yan)花(hua)爆竹禁(jin)(jin)燃禁(jin)(jin)放(fang)(fang)監(jian)督管理有(you)(you)關規定(ding)。

6.2.2 II級(ji)響(xiang)應措施(橙色預(yu)警(jing))

啟動(dong)Ⅱ級響應(ying),在落實III級應(ying)急(ji)響應(ying)措施(shi)的基(ji)礎上(shang),增加如下措施(shi)。

(1)工業源減排(pai)措施(shi)。工業企業應(ying)當按照重污染天氣應(ying)急減排(pai)清單(dan),嚴格落實(shi)橙色預警期間(jian)應(ying)急減排(pai)措施(shi)。發(fa)展改革部(bu)門負責督(du)導(dao)燃(ran)煤發(fa)電(dian)(dian)(dian)企業加大優質煤使用比例。燃(ran)煤發(fa)電(dian)(dian)(dian)企業按照省(sheng)電(dian)(dian)(dian)力公司要求,實(shi)施(shi)分(fen)階段輪流(liu)限制發(fa)電(dian)(dian)(dian)措施(shi)。

(2)移動(dong)源減(jian)排措施(shi)。應(ying)當(dang)按(an)照重污染天氣應(ying)急(ji)(ji)減(jian)排清單,嚴格(ge)落實運(yun)輸(shu)車(che)輛減(jian)排措施(shi)。在落實III級應(ying)急(ji)(ji)響應(ying)措施(shi)的基礎上,交通(tong)運(yun)輸(shu)部門負(fu)責增(zeng)加公共交通(tong)運(yun)輸(shu)運(yun)力,保(bao)障市(shi)民出(chu)行,有條件的地方可采用政府購買公交企業服務方式減(jian)免公交乘車(che)費用。

(3)其他(ta)減排措(cuo)施。在落實III級(ji)應急響應措(cuo)施的基礎上,氣(qi)象部(bu)門根(gen)據氣(qi)象條(tiao)件采取(qu)可(ke)行(xing)的氣(qi)象干預措(cuo)施。

6.2.3 I級響應措(cuo)施(紅色預警)

啟動(dong)Ⅰ級(ji)響(xiang)應(ying),在執行II級(ji)應(ying)急響(xiang)應(ying)措(cuo)施的(de)基礎上,增加如下(xia)措(cuo)施:

(1)健康防(fang)護措施(shi)。教(jiao)育部門可根(gen)據實際污染濃度(日AQI達到(dao)500時)指導有條件的幼兒園(yuan)、中小(xiao)學(xue)校停課,并合理安(an)排停課期(qi)間學(xue)生的學(xue)習,做到(dao)停課不停學(xue)。

(2)強(qiang)制性污(wu)染(ran)減排(pai)措(cuo)施。

工業減(jian)排措施。工業企業應當按照重污染天氣應急減(jian)排清單,嚴格(ge)落實紅色預警期間應急減(jian)排措施。

移動源(yuan)減(jian)(jian)排措(cuo)(cuo)施。應當按照(zhao)重污(wu)染天氣(qi)應急(ji)減(jian)(jian)排清單(dan),嚴格(ge)落實運輸車輛減(jian)(jian)排措(cuo)(cuo)施;實施更加嚴格(ge)的機動車禁限行措(cuo)(cuo)施,特(te)殊公共保障(zhang)車輛除外。

7 宣(xuan)傳、培訓與演練

7.1 宣傳(chuan)報道。在重(zhong)(zhong)污染(ran)天(tian)氣應急響應期間,市(shi)屬主(zhu)要媒體應有(you)組織的(de)及時(shi)向社會發布(bu)重(zhong)(zhong)污染(ran)天(tian)氣應急信息,引導(dao)(dao)市(shi)民注意健康(kang)防護(hu)(hu)。非應急期間,經常性地宣傳(chuan)保護(hu)(hu)大氣環境的(de)知識(shi),引導(dao)(dao)市(shi)民樹立健康(kang)環保的(de)生活方式。任何單位和(he)個(ge)人不(bu)得(de)擅自向社會發布(bu)和(he)散布(bu)重(zhong)(zhong)污染(ran)天(tian)氣預(yu)報預(yu)警信息。

7.2 教育(yu)培訓。市指揮部辦公室要定(ding)期組織(zhi)(zhi)成(cheng)員(yuan)單位開(kai)展(zhan)應(ying)對重(zhong)污(wu)染(ran)天氣(qi)應(ying)急(ji)(ji)的相關培訓,使有(you)關人員(yuan)掌握應(ying)急(ji)(ji)要求、了解(jie)應(ying)急(ji)(ji)措施、熟悉應(ying)急(ji)(ji)流程,能(neng)熟練組織(zhi)(zhi)實施應(ying)急(ji)(ji)工(gong)作(zuo)。

7.3 應(ying)(ying)(ying)急演(yan)練(lian)。市指揮部辦(ban)公室、各成員單(dan)位要組織不同類型演(yan)練(lian),健全應(ying)(ying)(ying)急組織,明確(que)應(ying)(ying)(ying)急責任,規范(fan)應(ying)(ying)(ying)急程序(xu),完善(shan)應(ying)(ying)(ying)急措施,做好應(ying)(ying)(ying)急儲備,提(ti)高應(ying)(ying)(ying)急處(chu)置(zhi)能力。

8 保障措施

8.1 組織(zhi)(zhi)保障。各(ge)成員單(dan)位(wei)和(he)(he)有關企(qi)業要建立重(zhong)(zhong)污染天氣(qi)應(ying)急(ji)(ji)響應(ying)機構(gou),由行政(zheng)主要負責(ze)人(ren)擔任負責(ze)人(ren),明(ming)確(que)分管負責(ze)人(ren)和(he)(he)聯(lian)系(xi)人(ren)。各(ge)級應(ying)急(ji)(ji)響應(ying)機構(gou)負責(ze)組織(zhi)(zhi)實施(shi)本轄(xia)區、本部(bu)門和(he)(he)本單(dan)位(wei)的重(zhong)(zhong)污染天氣(qi)應(ying)急(ji)(ji)響應(ying)工作。

8.2 機(ji)(ji)制(zhi)(zhi)保障。各成員單(dan)(dan)位(wei)(wei)要(yao)依據本預案(an)的(de)規定(ding),健(jian)全(quan)重污(wu)染天氣應急的(de)領(ling)導指(zhi)(zhi)揮機(ji)(ji)制(zhi)(zhi)、會商預警機(ji)(ji)制(zhi)(zhi)、信息發布機(ji)(ji)制(zhi)(zhi)、應急督查機(ji)(ji)制(zhi)(zhi)、輿論引導機(ji)(ji)制(zhi)(zhi)和(he)(he)(he)責任追究機(ji)(ji)制(zhi)(zhi),明確工(gong)(gong)作(zuo)任務和(he)(he)(he)分工(gong)(gong),確保應急工(gong)(gong)作(zuo)順利(li)實施(shi)(shi)。加強環境(jing)空氣質(zhi)量和(he)(he)(he)氣象條(tiao)件預報預警能(neng)力建(jian)設,建(jian)立健(jian)全(quan)本級環境(jing)空氣質(zhi)量信息發布平(ping)臺和(he)(he)(he)預報預警平(ping)臺,不(bu)斷提(ti)高重污(wu)染天氣應急處(chu)置能(neng)力。市(shi)(shi)級和(he)(he)(he)各縣區政府(fu)應當建(jian)立專(zhuan)家隊伍,為(wei)重污(wu)染天氣預防和(he)(he)(he)應急處(chu)置工(gong)(gong)作(zuo)提(ti)供技術支撐(cheng)。市(shi)(shi)指(zhi)(zhi)揮部(bu)成員單(dan)(dan)位(wei)(wei)、列入應急減排(pai)清(qing)單(dan)(dan)的(de)工(gong)(gong)業企業和(he)(he)(he)揚塵工(gong)(gong)地均要(yao)按照本預案(an)的(de)要(yao)求(qiu)編(bian)制(zhi)(zhi)本單(dan)(dan)位(wei)(wei)應急預案(an)或實施(shi)(shi)方案(an),并做(zuo)好備案(an)工(gong)(gong)作(zuo)。

8.3 能力(li)(li)保障(zhang)。在(zai)人力(li)(li)、物力(li)(li)、財力(li)(li)上做(zuo)好重(zhong)污(wu)(wu)染(ran)天氣應急(ji)的保障(zhang)工作。各級政府加(jia)大污(wu)(wu)染(ran)防治攻(gong)堅戰資金(jin)投入(ru)力(li)(li)度,按(an)規定(ding)將重(zhong)污(wu)(wu)染(ran)天氣應急(ji)所需(xu)資金(jin)列入(ru)預(yu)算,為重(zhong)污(wu)(wu)染(ran)天氣應急(ji)預(yu)案及應急(ji)減排清單(dan)修(xiu)編、績效分級審核評定(ding)、監測(ce)預(yu)警、應急(ji)處置、監督檢查、基(ji)礎設(she)施建設(she)、應急(ji)技術支(zhi)持等(deng)工作提供經費(fei)保障(zhang)。

8.4 人(ren)員(yuan)(yuan)保障。各(ge)(ge)縣區政府(fu)、各(ge)(ge)相(xiang)(xiang)關成(cheng)員(yuan)(yuan)單位要健全重污染(ran)天氣應(ying)急(ji)通信(xin)(xin)保障機制(zhi),明確重污染(ran)天氣應(ying)急(ji)負責人(ren)和聯絡員(yuan)(yuan),保持24小時(shi)通信(xin)(xin)暢通,確保應(ying)急(ji)信(xin)(xin)息和指令及時(shi)有(you)效(xiao)傳達(da)。各(ge)(ge)成(cheng)員(yuan)(yuan)單位應(ying)急(ji)機構專職人(ren)員(yuan)(yuan)應(ying)保持相(xiang)(xiang)對穩(wen)定,人(ren)員(yuan)(yuan)調離時(shi)應(ying)及時(shi)補缺。

9 監督問責

9.1 嚴格責任追究。市(shi)環委會辦(ban)公室指(zhi)導(dao)和協調各縣區(qu)政(zheng)府組織開展重(zhong)污染天氣應(ying)(ying)急處置(zhi)工作(zuo),對(dui)預案實施情況(kuang)進行跟蹤檢查(cha),對(dui)因(yin)工作(zuo)不(bu)力、履(lv)職缺位等導(dao)致(zhi)未能有效應(ying)(ying)對(dui)重(zhong)污染天氣的成員(yuan)單位及相關縣區(qu)政(zheng)府,依(yi)(yi)規依(yi)(yi)紀依(yi)(yi)法追究有關單位及人員(yuan)責任。

9.2 嚴格環境執法(fa)(fa)。對(dui)(dui)(dui)未(wei)執行(xing)(xing)(xing)省、市重污染天氣(qi)應(ying)(ying)(ying)(ying)急預(yu)案(an)有關(guan)(guan)規定(ding)的(de)單位、企(qi)業(ye)和工(gong)地,公安、生態環境、住建(jian)、城(cheng)市管理、自然資源和規劃等(deng)部門要采(cai)取多部門聯合執法(fa)(fa)的(de)方(fang)式依(yi)(yi)(yi)法(fa)(fa)依(yi)(yi)(yi)規予以查(cha)處(chu)(chu)。對(dui)(dui)(dui)應(ying)(ying)(ying)(ying)急響(xiang)應(ying)(ying)(ying)(ying)期間偷(tou)排(pai)(pai)偷(tou)放、屢查(cha)屢犯(fan)的(de)企(qi)業(ye),依(yi)(yi)(yi)法(fa)(fa)責(ze)令停止生產,除予以經濟處(chu)(chu)罰外,依(yi)(yi)(yi)法(fa)(fa)追(zhui)究企(qi)業(ye)法(fa)(fa)定(ding)代(dai)表人法(fa)(fa)律責(ze)任(ren)。對(dui)(dui)(dui)存在違(wei)法(fa)(fa)違(wei)規行(xing)(xing)(xing)為、應(ying)(ying)(ying)(ying)急減排(pai)(pai)措施執行(xing)(xing)(xing)不到位(含(han)弄虛作假,逃避(bi)減排(pai)(pai)責(ze)任(ren))或(huo)(huo)未(wei)達到相(xiang)應(ying)(ying)(ying)(ying)績效分級要求(qiu)的(de),按相(xiang)關(guan)(guan)程(cheng)序進行(xing)(xing)(xing)降級處(chu)(chu)理。對(dui)(dui)(dui)超出允(yun)許生產經營范(fan)圍(wei)或(huo)(huo)超標排(pai)(pai)放的(de)保障(zhang)類企(qi)業(ye),不符(fu)合綠色施工(gong)相(xiang)關(guan)(guan)要求(qiu)的(de)保障(zhang)類工(gong)程(cheng),移(yi)出保障(zhang)類清單。

10 附則

本(ben)預案(an)自發布之日起實施,《洛(luo)陽市重(zhong)污染天(tian)氣應急預案(an)》(洛(luo)政辦〔2020〕53號)同(tong)時廢止(zhi)。
