咸寧市新污染物治理工作實施方案

為深(shen)入貫徹落實(shi)(shi)《省人民政(zheng)府(fu)辦公廳關(guan)于(yu)印發(fa)湖北(bei)省新(xin)(xin)污(wu)(wu)染物(wu)治理(li)工作方(fang)案的(de)通知》(鄂政(zheng)辦函〔2023〕6號(hao))要(yao)求(qiu),統籌推進我市(shi)(shi)新(xin)(xin)污(wu)(wu)染物(wu)環境風險管控,提升新(xin)(xin)污(wu)(wu)染物(wu)治理(li)水平,結(jie)合我市(shi)(shi)實(shi)(shi)際,制定本(ben)實(shi)(shi)施方(fang)案。

一、總體要求

以習近平(ping)新(xin)時代中(zhong)國(guo)特色社會主義(yi)思想為(wei)指(zhi)導,全(quan)面貫徹黨的(de)二十大精(jing)(jing)神,深(shen)入(ru)貫徹習近平(ping)生態(tai)文(wen)明思想,以有效防范新(xin)污(wu)(wu)染物環(huan)境與(yu)健康風(feng)險為(wei)核心,以科學評估、精(jing)(jing)準施策、標本兼治(zhi)、夯實基礎為(wei)原則,實施調查評估、分類治(zhi)理、全(quan)過程環(huan)境風(feng)險管控,深(shen)入(ru)打好污(wu)(wu)染防治(zhi)攻堅戰(zhan),助力咸(xian)寧(ning)打造武漢都市圈(quan)自然生態(tai)公(gong)園城市。

到(dao)2025年,完(wan)(wan)成國家、省重(zhong)點(dian)管(guan)控新(xin)污(wu)(wu)染(ran)物(wu)環境(jing)信息(xi)調查、監測及環境(jing)風險評估,落(luo)實禁止、限制(zhi)、限排(pai)等環境(jing)風險管(guan)控措施;完(wan)(wan)成一批高關注、高產(用)量的化(hua)學物(wu)質環境(jing)風險篩查,配合(he)省動態補充重(zhong)點(dian)管(guan)控新(xin)污(wu)(wu)染(ran)物(wu)清單,全(quan)面掌(zhang)握全(quan)市有(you)毒有(you)害(hai)化(hua)學物(wu)質基(ji)本信息(xi),逐步(bu)建立健(jian)全(quan)有(you)毒有(you)害(hai)化(hua)學物(wu)質環境(jing)風險管(guan)控機(ji)制(zhi),新(xin)污(wu)(wu)染(ran)物(wu)治理能力明顯(xian)增強,有(you)效防范新(xin)污(wu)(wu)染(ran)物(wu)環境(jing)風險。

二、工作任務

(一)建(jian)立協調工作機制。

1.建(jian)(jian)立統(tong)籌協(xie)調機(ji)(ji)制及(ji)工(gong)作機(ji)(ji)制。在市(shi)(shi)(shi)(shi)(shi)(shi)(shi)(shi)生(sheng)態環(huan)境(jing)保護(hu)委(wei)員會領導下(xia),建(jian)(jian)立市(shi)(shi)(shi)(shi)(shi)(shi)(shi)(shi)生(sheng)態環(huan)境(jing)局(ju)(ju)(ju)(ju)(ju)(ju)牽(qian)頭(tou),市(shi)(shi)(shi)(shi)(shi)(shi)(shi)(shi)發改委(wei)、市(shi)(shi)(shi)(shi)(shi)(shi)(shi)(shi)科(ke)技(ji)局(ju)(ju)(ju)(ju)(ju)(ju)、市(shi)(shi)(shi)(shi)(shi)(shi)(shi)(shi)經(jing)信(xin)局(ju)(ju)(ju)(ju)(ju)(ju)、市(shi)(shi)(shi)(shi)(shi)(shi)(shi)(shi)財政局(ju)(ju)(ju)(ju)(ju)(ju)、市(shi)(shi)(shi)(shi)(shi)(shi)(shi)(shi)住建(jian)(jian)局(ju)(ju)(ju)(ju)(ju)(ju)、市(shi)(shi)(shi)(shi)(shi)(shi)(shi)(shi)交(jiao)通運輸局(ju)(ju)(ju)(ju)(ju)(ju)、市(shi)(shi)(shi)(shi)(shi)(shi)(shi)(shi)農(nong)(nong)業(ye)農(nong)(nong)村局(ju)(ju)(ju)(ju)(ju)(ju)、市(shi)(shi)(shi)(shi)(shi)(shi)(shi)(shi)商務局(ju)(ju)(ju)(ju)(ju)(ju)、市(shi)(shi)(shi)(shi)(shi)(shi)(shi)(shi)衛健(jian)委(wei)、市(shi)(shi)(shi)(shi)(shi)(shi)(shi)(shi)市(shi)(shi)(shi)(shi)(shi)(shi)(shi)(shi)場監(jian)管(guan)局(ju)(ju)(ju)(ju)(ju)(ju)、省(sheng)藥監(jian)局(ju)(ju)(ju)(ju)(ju)(ju)咸寧分(fen)局(ju)(ju)(ju)(ju)(ju)(ju)等部門參加(jia)的新污染(ran)物(wu)治理(li)(li)跨部門協(xie)調機(ji)(ji)制,加(jia)強部門聯合調查(cha)、聯合執法、信(xin)息共享,統(tong)籌推進全(quan)市(shi)(shi)(shi)(shi)(shi)(shi)(shi)(shi)新污染(ran)物(wu)治理(li)(li)工(gong)作。各(ge)縣(xian)(市(shi)(shi)(shi)(shi)(shi)(shi)(shi)(shi)、區(qu))人民(min)(min)政府(fu)要壓實新污染(ran)物(wu)治理(li)(li)屬地責(ze)(ze)任,按照全(quan)市(shi)(shi)(shi)(shi)(shi)(shi)(shi)(shi)統(tong)一部署,扎實推進新污染(ran)物(wu)治理(li)(li)各(ge)項工(gong)作。建(jian)(jian)立健(jian)全(quan)化學(xue)物(wu)質環(huan)境(jing)信(xin)息調查(cha)、環(huan)境(jing)調查(cha)監(jian)測、環(huan)境(jing)風險評估與(yu)管(guan)控機(ji)(ji)制。(市(shi)(shi)(shi)(shi)(shi)(shi)(shi)(shi)生(sheng)態環(huan)境(jing)局(ju)(ju)(ju)(ju)(ju)(ju)牽(qian)頭(tou),市(shi)(shi)(shi)(shi)(shi)(shi)(shi)(shi)發改委(wei)、市(shi)(shi)(shi)(shi)(shi)(shi)(shi)(shi)科(ke)技(ji)局(ju)(ju)(ju)(ju)(ju)(ju)、市(shi)(shi)(shi)(shi)(shi)(shi)(shi)(shi)經(jing)信(xin)局(ju)(ju)(ju)(ju)(ju)(ju)、市(shi)(shi)(shi)(shi)(shi)(shi)(shi)(shi)財政局(ju)(ju)(ju)(ju)(ju)(ju)、市(shi)(shi)(shi)(shi)(shi)(shi)(shi)(shi)住建(jian)(jian)局(ju)(ju)(ju)(ju)(ju)(ju)、市(shi)(shi)(shi)(shi)(shi)(shi)(shi)(shi)交(jiao)通運輸局(ju)(ju)(ju)(ju)(ju)(ju)、市(shi)(shi)(shi)(shi)(shi)(shi)(shi)(shi)農(nong)(nong)業(ye)農(nong)(nong)村局(ju)(ju)(ju)(ju)(ju)(ju)、市(shi)(shi)(shi)(shi)(shi)(shi)(shi)(shi)商務局(ju)(ju)(ju)(ju)(ju)(ju)、市(shi)(shi)(shi)(shi)(shi)(shi)(shi)(shi)衛健(jian)委(wei)、市(shi)(shi)(shi)(shi)(shi)(shi)(shi)(shi)市(shi)(shi)(shi)(shi)(shi)(shi)(shi)(shi)場監(jian)管(guan)局(ju)(ju)(ju)(ju)(ju)(ju)、省(sheng)藥監(jian)局(ju)(ju)(ju)(ju)(ju)(ju)咸寧分(fen)局(ju)(ju)(ju)(ju)(ju)(ju)等按照職責(ze)(ze)分(fen)工(gong)負責(ze)(ze),各(ge)縣(xian)市(shi)(shi)(shi)(shi)(shi)(shi)(shi)(shi)區(qu)人民(min)(min)政府(fu),咸寧高新區(qu)管(guan)委(wei)會負責(ze)(ze)落實。以下(xia)均需各(ge)縣(xian)市(shi)(shi)(shi)(shi)(shi)(shi)(shi)(shi)區(qu)人民(min)(min)政府(fu),咸寧高新區(qu)管(guan)委(wei)會落實,不再(zai)列出)

(二)開展調(diao)查監測及風險篩查。

2.開(kai)展(zhan)(zhan)(zhan)新(xin)污(wu)染(ran)物(wu)(wu)(wu)調(diao)(diao)查(cha)(cha)及監(jian)測(ce)。根據國家、省工(gong)作(zuo)安排(pai),開(kai)展(zhan)(zhan)(zhan)化(hua)(hua)(hua)學(xue)物(wu)(wu)(wu)質(zhi)環境(jing)(jing)(jing)(jing)信息(xi)調(diao)(diao)查(cha)(cha),調(diao)(diao)查(cha)(cha)內容包括生產使用化(hua)(hua)(hua)學(xue)物(wu)(wu)(wu)質(zhi)的品質(zhi)、數量(liang)、用途(tu)等(deng)(deng)信息(xi);對(dui)列入(ru)環境(jing)(jing)(jing)(jing)風(feng)(feng)險優先評估計劃的化(hua)(hua)(hua)學(xue)物(wu)(wu)(wu)質(zhi),進一步開(kai)展(zhan)(zhan)(zhan)有關生產、加(jia)工(gong)使用、環境(jing)(jing)(jing)(jing)排(pai)放數量(liang)及途(tu)徑、危害(hai)特(te)性等(deng)(deng)詳細(xi)信息(xi)調(diao)(diao)查(cha)(cha)。2023年年底(di)前,完(wan)成全市(shi)(shi)首輪化(hua)(hua)(hua)學(xue)物(wu)(wu)(wu)質(zhi)基本信息(xi)調(diao)(diao)查(cha)(cha)和首批環境(jing)(jing)(jing)(jing)風(feng)(feng)險優先評估化(hua)(hua)(hua)學(xue)物(wu)(wu)(wu)質(zhi)詳細(xi)信息(xi)調(diao)(diao)查(cha)(cha)。(市(shi)(shi)生態(tai)環境(jing)(jing)(jing)(jing)局(ju)、市(shi)(shi)衛健委等(deng)(deng)按照職責(ze)分工(gong)負責(ze))結合我市(shi)(shi)實(shi)際(ji),在長江(咸寧段)、金(jin)水(shui)、陸水(shui)等(deng)(deng)重點(dian)流域、集中式飲(yin)用水(shui)水(shui)源地、重要養殖區和化(hua)(hua)(hua)工(gong)園區等(deng)(deng)重點(dian)區域開(kai)展(zhan)(zhan)(zhan)新(xin)污(wu)染(ran)物(wu)(wu)(wu)環境(jing)(jing)(jing)(jing)監(jian)測(ce)。對(dui)化(hua)(hua)(hua)工(gong)(石化(hua)(hua)(hua))、醫藥、農藥等(deng)(deng)重點(dian)行(xing)業(ye)以及污(wu)水(shui)處理、垃圾焚燒、危險廢(fei)物(wu)(wu)(wu)利用處置等(deng)(deng)企業(ye)開(kai)展(zhan)(zhan)(zhan)新(xin)污(wu)染(ran)物(wu)(wu)(wu)篩查(cha)(cha)監(jian)測(ce)。(市(shi)(shi)生態(tai)環境(jing)(jing)(jing)(jing)局(ju)負責(ze))

3.落實管(guan)控開(kai)展風險篩查(cha)。按(an)照全省(sheng)統一部署,制定重(zhong)點(dian)管(guan)控新污染物篩查(cha)工作方案,在調查(cha)監(jian)(jian)測評(ping)估的(de)基礎(chu)上,結合我市(shi)(shi)實際提出(chu)重(zhong)點(dian)管(guan)控新污染物補(bu)充(chong)清單(dan)建議,落實“一品(pin)一策”環(huan)(huan)境(jing)風險管(guan)控措施。(市(shi)(shi)生態(tai)環(huan)(huan)境(jing)局(ju)(ju)牽頭,市(shi)(shi)經信局(ju)(ju)、市(shi)(shi)農業農村(cun)局(ju)(ju)、市(shi)(shi)商(shang)務(wu)局(ju)(ju)、市(shi)(shi)衛健(jian)(jian)委、市(shi)(shi)市(shi)(shi)場監(jian)(jian)管(guan)局(ju)(ju)、省(sheng)藥監(jian)(jian)局(ju)(ju)咸寧分(fen)局(ju)(ju)等按(an)照職責(ze)分(fen)工負責(ze))以高關注、高產(用(yong))量、高環(huan)(huan)境(jing)檢出(chu)率、分(fen)散式用(yong)途的(de)化學物質為重(zhong)點(dian),開(kai)展環(huan)(huan)境(jing)與健(jian)(jian)康(kang)危(wei)害測試和風險篩查(cha)。(市(shi)(shi)生態(tai)環(huan)(huan)境(jing)局(ju)(ju)、市(shi)(shi)衛健(jian)(jian)委等按(an)照職責(ze)分(fen)工負責(ze))

(三)開展源頭(tou)管(guan)控,防(fang)范新污(wu)染(ran)物產生(sheng)。

4.強化新(xin)(xin)化學(xue)(xue)物(wu)質(zhi)環(huan)(huan)境(jing)(jing)管(guan)(guan)(guan)理(li)登(deng)記。嚴格執行《新(xin)(xin)化學(xue)(xue)物(wu)質(zhi)環(huan)(huan)境(jing)(jing)管(guan)(guan)(guan)理(li)登(deng)記辦法》,將新(xin)(xin)化學(xue)(xue)物(wu)質(zhi)環(huan)(huan)境(jing)(jing)管(guan)(guan)(guan)理(li)事項納入環(huan)(huan)境(jing)(jing)執法年度工作計劃,加(jia)強新(xin)(xin)化學(xue)(xue)物(wu)質(zhi)日常(chang)環(huan)(huan)境(jing)(jing)監督管(guan)(guan)(guan)理(li)。(市(shi)生態環(huan)(huan)境(jing)(jing)局牽頭,市(shi)市(shi)場監管(guan)(guan)(guan)局等相關(guan)部門(men)配合)

5.實施淘(tao)汰(tai)或(huo)者(zhe)限(xian)用(yong)管(guan)(guan)(guan)(guan)控措施。按(an)照重(zhong)點管(guan)(guan)(guan)(guan)控新(xin)(xin)污(wu)染(ran)物(wu)清單要求(qiu),禁(jin)止、限(xian)制重(zhong)點管(guan)(guan)(guan)(guan)控新(xin)(xin)污(wu)染(ran)物(wu)的生(sheng)產(chan)(chan)、加(jia)(jia)(jia)工使用(yong)和(he)進出口。(市(shi)(shi)生(sheng)態環(huan)境局(ju)(ju)(ju)(ju)牽(qian)頭,市(shi)(shi)市(shi)(shi)場(chang)監(jian)(jian)管(guan)(guan)(guan)(guan)局(ju)(ju)(ju)(ju)、市(shi)(shi)商(shang)(shang)(shang)務局(ju)(ju)(ju)(ju)、市(shi)(shi)經(jing)(jing)信(xin)局(ju)(ju)(ju)(ju)等(deng)(deng)相(xiang)關(guan)(guan)(guan)(guan)部(bu)(bu)門(men)按(an)照職(zhi)責(ze)分(fen)(fen)工負(fu)責(ze))對(dui)納(na)入《產(chan)(chan)業(ye)(ye)結構調(diao)整指(zhi)導目錄》淘(tao)汰(tai)類的工業(ye)(ye)化學品(pin)(pin)(pin)、農(nong)藥(yao)、獸藥(yao)、藥(yao)品(pin)(pin)(pin)、化妝(zhuang)品(pin)(pin)(pin)等(deng)(deng),未按(an)期淘(tao)汰(tai)的,依法停(ting)止其產(chan)(chan)品(pin)(pin)(pin)登記或(huo)者(zhe)生(sheng)產(chan)(chan)許(xu)可證(zheng)核發。(市(shi)(shi)市(shi)(shi)場(chang)監(jian)(jian)管(guan)(guan)(guan)(guan)局(ju)(ju)(ju)(ju)牽(qian)頭,市(shi)(shi)發改委、市(shi)(shi)經(jing)(jing)信(xin)局(ju)(ju)(ju)(ju)、省藥(yao)監(jian)(jian)局(ju)(ju)(ju)(ju)咸(xian)寧分(fen)(fen)局(ju)(ju)(ju)(ju)、市(shi)(shi)農(nong)業(ye)(ye)農(nong)村(cun)(cun)局(ju)(ju)(ju)(ju)等(deng)(deng)相(xiang)關(guan)(guan)(guan)(guan)部(bu)(bu)門(men)配(pei)合(he)(he))強化環(huan)境影響評價管(guan)(guan)(guan)(guan)理(li),嚴(yan)格(ge)涉新(xin)(xin)污(wu)染(ran)物(wu)建設項目準入管(guan)(guan)(guan)(guan)理(li)。(市(shi)(shi)生(sheng)態環(huan)境局(ju)(ju)(ju)(ju)牽(qian)頭,相(xiang)關(guan)(guan)(guan)(guan)部(bu)(bu)門(men)配(pei)合(he)(he))依據《中國嚴(yan)格(ge)限(xian)制的有毒化學品(pin)(pin)(pin)名錄》和(he)禁(jin)止進(出)口貨物(wu)名錄,協調(diao)、配(pei)合(he)(he)海關(guan)(guan)(guan)(guan)部(bu)(bu)門(men)加(jia)(jia)(jia)強相(xiang)應(ying)化學品(pin)(pin)(pin)進出口管(guan)(guan)(guan)(guan)控(市(shi)(shi)商(shang)(shang)(shang)務局(ju)(ju)(ju)(ju)牽(qian)頭,相(xiang)關(guan)(guan)(guan)(guan)部(bu)(bu)門(men)配(pei)合(he)(he))依法嚴(yan)厲打擊已淘(tao)汰(tai)持久性(xing)有機污(wu)染(ran)物(wu)的非法生(sheng)產(chan)(chan)和(he)非法加(jia)(jia)(jia)工使用(yong)。(市(shi)(shi)生(sheng)態環(huan)境局(ju)(ju)(ju)(ju)牽(qian)頭,市(shi)(shi)發改委、市(shi)(shi)經(jing)(jing)信(xin)局(ju)(ju)(ju)(ju)、市(shi)(shi)市(shi)(shi)場(chang)監(jian)(jian)管(guan)(guan)(guan)(guan)局(ju)(ju)(ju)(ju)、市(shi)(shi)商(shang)(shang)(shang)務局(ju)(ju)(ju)(ju)、市(shi)(shi)農(nong)業(ye)(ye)農(nong)村(cun)(cun)局(ju)(ju)(ju)(ju)等(deng)(deng)相(xiang)關(guan)(guan)(guan)(guan)部(bu)(bu)門(men)配(pei)合(he)(he))嚴(yan)格(ge)監(jian)(jian)督落實玩具、學生(sheng)用(yong)品(pin)(pin)(pin)、紡織品(pin)(pin)(pin)等(deng)(deng)相(xiang)關(guan)(guan)(guan)(guan)產(chan)(chan)品(pin)(pin)(pin)的重(zhong)點管(guan)(guan)(guan)(guan)控新(xin)(xin)污(wu)染(ran)物(wu)含量控制的強制性(xing)國家(jia)標準,加(jia)(jia)(jia)強本地生(sheng)產(chan)(chan)企業(ye)(ye)產(chan)(chan)品(pin)(pin)(pin)抽樣檢(jian)(jian)測,減少產(chan)(chan)品(pin)(pin)(pin)消費(fei)過程中造成的新(xin)(xin)污(wu)染(ran)物(wu)環(huan)境排放。(市(shi)(shi)經(jing)(jing)信(xin)局(ju)(ju)(ju)(ju)、市(shi)(shi)生(sheng)態環(huan)境局(ju)(ju)(ju)(ju)、市(shi)(shi)農(nong)業(ye)(ye)農(nong)村(cun)(cun)局(ju)(ju)(ju)(ju)、市(shi)(shi)市(shi)(shi)場(chang)監(jian)(jian)管(guan)(guan)(guan)(guan)局(ju)(ju)(ju)(ju)、省纖維檢(jian)(jian)驗(yan)局(ju)(ju)(ju)(ju)咸(xian)寧分(fen)(fen)局(ju)(ju)(ju)(ju)等(deng)(deng)按(an)照職(zhi)責(ze)分(fen)(fen)工負(fu)責(ze))

(四)狠抓(zhua)過程管理(li),減少新(xin)污染物總(zong)量。

6.加強清潔(jie)生(sheng)產(chan)(chan)和(he)綠(lv)(lv)色制(zhi)造(zao)(zao)。對使用有(you)(you)(you)毒有(you)(you)(you)害(hai)(hai)化學物(wu)質進(jin)(jin)行生(sheng)產(chan)(chan)或者生(sheng)產(chan)(chan)過(guo)程中排(pai)放(fang)有(you)(you)(you)毒有(you)(you)(you)害(hai)(hai)化學物(wu)質的企業,依(yi)法實施強制(zhi)性清潔(jie)生(sheng)產(chan)(chan)審核,全面推進(jin)(jin)清潔(jie)生(sheng)產(chan)(chan)改(gai)造(zao)(zao)。(市生(sheng)態環(huan)境(jing)局(ju)(ju)、市發改(gai)委、市經信(xin)(xin)局(ju)(ju)按(an)照(zhao)職責(ze)(ze)分工負(fu)責(ze)(ze))企業應(ying)當(dang)采取便于公眾知曉(xiao)的方式公布(bu)使用有(you)(you)(you)毒有(you)(you)(you)害(hai)(hai)化學物(wu)質原料的情況以及排(pai)放(fang)有(you)(you)(you)毒有(you)(you)(you)害(hai)(hai)化學物(wu)質的名稱、濃度和(he)數量等相(xiang)關信(xin)(xin)息。推動將有(you)(you)(you)毒有(you)(you)(you)害(hai)(hai)化學物(wu)質的替代(dai)和(he)排(pai)放(fang)控制(zhi)要(yao)求納(na)入綠(lv)(lv)色產(chan)(chan)品、綠(lv)(lv)色園(yuan)區、綠(lv)(lv)色工廠和(he)綠(lv)(lv)色供應(ying)鏈等綠(lv)(lv)色制(zhi)造(zao)(zao)標(biao)準體系(xi)。(市發改(gai)委、市經信(xin)(xin)局(ju)(ju)、市生(sheng)態環(huan)境(jing)局(ju)(ju)、市住建局(ju)(ju)、市市場(chang)監管(guan)局(ju)(ju)、市農業農村(cun)局(ju)(ju)等按(an)照(zhao)職責(ze)(ze)分工負(fu)責(ze)(ze))

(五)實(shi)施末端治理(li),降低新污染物環境風險(xian)。

8.開(kai)(kai)展新(xin)污(wu)(wu)染(ran)(ran)物(wu)(wu)(wu)協同治理。排(pai)(pai)放(fang)重(zhong)點(dian)管控(kong)新(xin)污(wu)(wu)染(ran)(ran)物(wu)(wu)(wu)的企事業(ye)(ye)單(dan)(dan)位(wei)應當(dang)按照排(pai)(pai)污(wu)(wu)許(xu)可(ke)管理有(you)關(guan)要(yao)求(qiu),依法申(shen)領排(pai)(pai)污(wu)(wu)許(xu)可(ke)證或者(zhe)填寫排(pai)(pai)污(wu)(wu)登記表,并在其中載明執行的污(wu)(wu)染(ran)(ran)控(kong)制(zhi)標準要(yao)求(qiu)及采取(qu)的污(wu)(wu)染(ran)(ran)控(kong)制(zhi)措施,達到相(xiang)(xiang)關(guan)污(wu)(wu)染(ran)(ran)物(wu)(wu)(wu)排(pai)(pai)放(fang)標準及環(huan)(huan)(huan)(huan)(huan)(huan)境(jing)(jing)質量目標要(yao)求(qiu)。排(pai)(pai)放(fang)重(zhong)點(dian)管控(kong)新(xin)污(wu)(wu)染(ran)(ran)物(wu)(wu)(wu)的企業(ye)(ye)事業(ye)(ye)單(dan)(dan)位(wei)和(he)其他生產經營(ying)者(zhe)應當(dang)按照相(xiang)(xiang)關(guan)法律法規(gui)要(yao)求(qiu),采取(qu)措施防(fang)范環(huan)(huan)(huan)(huan)(huan)(huan)境(jing)(jing)風險(xian),對排(pai)(pai)放(fang)(污(wu)(wu))口及其周邊環(huan)(huan)(huan)(huan)(huan)(huan)境(jing)(jing)每年定(ding)期開(kai)(kai)展環(huan)(huan)(huan)(huan)(huan)(huan)境(jing)(jing)監(jian)測,評估環(huan)(huan)(huan)(huan)(huan)(huan)境(jing)(jing)風險(xian),排(pai)(pai)查整治環(huan)(huan)(huan)(huan)(huan)(huan)境(jing)(jing)安全隱患(huan),依法公開(kai)(kai)新(xin)污(wu)(wu)染(ran)(ran)物(wu)(wu)(wu)信(xin)息。土壤污(wu)(wu)染(ran)(ran)重(zhong)點(dian)監(jian)管單(dan)(dan)位(wei)應當(dang)嚴格控(kong)制(zhi)有(you)毒有(you)害物(wu)(wu)(wu)質排(pai)(pai)放(fang),建(jian)立(li)土壤污(wu)(wu)染(ran)(ran)隱患(huan)排(pai)(pai)查制(zhi)度(du),持續有(you)效防(fang)止有(you)毒有(you)害物(wu)(wu)(wu)質滲漏、流失、揚散。(市生態環(huan)(huan)(huan)(huan)(huan)(huan)境(jing)(jing)局(ju)牽頭,相(xiang)(xiang)關(guan)部門配合)

9.開展新(xin)(xin)污(wu)染(ran)物(wu)(wu)廢物(wu)(wu)的(de)安全收集(ji)利(li)用處置。督促企(qi)(qi)業(ye)嚴格落實含(涉(she))持久性有(you)機污(wu)染(ran)物(wu)(wu)廢物(wu)(wu)、廢藥品、廢農藥以(yi)及抗生(sheng)素生(sheng)產過程中產生(sheng)的(de)廢母(mu)液、廢反(fan)應基(ji)和(he)廢培養基(ji)等(deng)廢物(wu)(wu)的(de)收集(ji)、貯存(cun)、轉移、利(li)用、處置全過程管理(li)要(yao)求(qiu),不斷提高治(zhi)理(li)能力和(he)水平,防范生(sheng)態(tai)環(huan)(huan)(huan)境(jing)風險(xian)。(市(shi)(shi)生(sheng)態(tai)環(huan)(huan)(huan)境(jing)局(ju)(ju)、市(shi)(shi)農業(ye)農村局(ju)(ju)等(deng)按照(zhao)職責分工負責)落實省新(xin)(xin)污(wu)染(ran)物(wu)(wu)治(zhi)理(li)試點任務,推(tui)廣新(xin)(xin)污(wu)染(ran)物(wu)(wu)治(zhi)理(li)示范技術。鼓勵(li)(li)有(you)條(tiao)件的(de)縣(市(shi)(shi)、區(qu))、園(yuan)區(qu)結合本地(di)產業(ye)特點,探索制定激勵(li)(li)政策,推(tui)動石(shi)化、涂料、紡織(zhi)印(yin)染(ran)、橡膠(jiao)、農藥、醫藥等(deng)重點行業(ye)企(qi)(qi)業(ye)先(xian)(xian)行先(xian)(xian)試,減少新(xin)(xin)污(wu)染(ran)物(wu)(wu)的(de)產生(sheng)和(he)排放。(市(shi)(shi)經信局(ju)(ju)、市(shi)(shi)生(sheng)態(tai)環(huan)(huan)(huan)境(jing)局(ju)(ju)等(deng)按照(zhao)職責分工負責)

(六)加(jia)強能力建設,夯實新污染物治理基礎(chu)。

10.加強(qiang)科(ke)(ke)技(ji)(ji)創新(xin)和(he)基礎能(neng)力建(jian)設(she)(she)。鼓勵(li)市本級(ji)開展新(xin)污染(ran)物治(zhi)(zhi)(zhi)理科(ke)(ke)技(ji)(ji)攻(gong)關(guan),充分運用(yong)國家、省科(ke)(ke)技(ji)(ji)攻(gong)關(guan)成果,推動我市新(xin)污染(ran)物治(zhi)(zhi)(zhi)理工(gong)作(zuo)。(市科(ke)(ke)技(ji)(ji)局(ju)、市生態環境(jing)局(ju)、市衛健委等(deng)按照(zhao)(zhao)職責(ze)(ze)分工(gong)負責(ze)(ze))加強(qiang)新(xin)污染(ran)物治(zhi)(zhi)(zhi)理的監督、執法等(deng)能(neng)力建(jian)設(she)(she),形式多樣地開展相關(guan)專(zhuan)業(ye)人才隊伍建(jian)設(she)(she)和(he)專(zhuan)項(xiang)培訓。(市生態環境(jing)局(ju)、市衛健委等(deng)按照(zhao)(zhao)職責(ze)(ze)分工(gong)負責(ze)(ze))

三、保障措施

(一)加(jia)強組(zu)織(zhi)領導。將(jiang)新(xin)(xin)污(wu)染物治(zhi)理工(gong)作(zuo)納入(ru)全市(shi)深入(ru)打好(hao)污(wu)染防治(zhi)攻堅戰考核(he)內(nei)容,各(ge)地各(ge)部門(men)要(yao)加(jia)強組(zu)織(zhi)領導,明確職(zhi)責任(ren)務(wu),健全管(guan)理制度,制定重點治(zhi)理項目(mu)清單,抓好(hao)工(gong)作(zuo)落實。對新(xin)(xin)污(wu)染物治(zhi)理工(gong)作(zuo)存在的(de)突出生(sheng)態環境(jing)問題,納入(ru)市(shi)級生(sheng)態環境(jing)保護督察內(nei)容。2023—2025年,組(zu)織(zhi)對新(xin)(xin)污(wu)染物治(zhi)理工(gong)作(zuo)進行總結評估(gu)并(bing)于次年1月(yue)中旬前(qian)報(bao)(bao)市(shi)生(sheng)態環境(jing)保護委員會(hui)匯(hui)總,按照程(cheng)序(xu)報(bao)(bao)市(shi)政(zheng)府審定后報(bao)(bao)省生(sheng)態環境(jing)廳。(市(shi)生(sheng)態環境(jing)局牽頭,各(ge)有關部門(men)按照職(zhi)責分工(gong)負責)

(二)強(qiang)化監(jian)(jian)管執(zhi)法。加(jia)強(qiang)新污染物治理監(jian)(jian)督(du)執(zhi)法,督(du)促企(qi)業(ye)落實(shi)主(zhu)體責任,嚴格落實(shi)新污染物治理要求。加(jia)強(qiang)重(zhong)點(dian)管控(kong)新污染物排放(fang)執(zhi)法監(jian)(jian)測和重(zhong)點(dian)區域環(huan)境監(jian)(jian)測。對涉重(zhong)點(dian)管控(kong)新污染物企(qi)業(ye)事(shi)業(ye)單(dan)位依法開展現場檢查,加(jia)大對未按照規(gui)定落實(shi)環(huan)境風險管控(kong)措施企(qi)業(ye)的監(jian)(jian)督(du)執(zhi)法力(li)度。加(jia)強(qiang)與(yu)武漢海事(shi)局(ju)咸寧海事(shi)處工作協調(diao),開展長江流域(咸寧段)水上(shang)運(yun)輸(shu)劇毒(du)化學品(pin)和國家(jia)規(gui)定禁止通過內河運(yun)輸(shu)的其他危險化學品(pin)執(zhi)法。(市(shi)生態環(huan)境局(ju)、市(shi)交通運(yun)輸(shu)局(ju)、市(shi)農業(ye)農村局(ju)、市(shi)市(shi)場監(jian)(jian)管局(ju)等按照職(zhi)責分工負責)

(三)加大(da)資金(jin)投入。各級財(cai)政(zheng)要加大(da)對新(xin)污染(ran)(ran)物(wu)治理工(gong)作的(de)支持(chi)力度,形成長效的(de)新(xin)污染(ran)(ran)物(wu)治理資金(jin)保障機制。全面落實(shi)新(xin)污染(ran)(ran)物(wu)治理按照規(gui)定享(xiang)受稅收(shou)優惠政(zheng)策。對違反國(guo)家規(gui)定,造成生態(tai)環(huan)境損(sun)害的(de)單(dan)位或者個人,應當按照國(guo)家規(gui)定的(de)要求和范(fan)圍,承擔生態(tai)環(huan)境損(sun)害賠償責(ze)(ze)任。(市財(cai)政(zheng)局(ju)、市生態(tai)環(huan)境局(ju)、市稅務局(ju)、國(guo)家金(jin)融監督管理局(ju)咸寧監管分局(ju)等按照職責(ze)(ze)分工(gong)負責(ze)(ze))

(四)加強(qiang)宣傳引導。加強(qiang)對(dui)相關行(xing)業(ye)(ye)企業(ye)(ye)的培訓指導,強(qiang)化新污(wu)染(ran)(ran)物(wu)治理(li)法律法規、政策宣傳解讀,提高(gao)企業(ye)(ye)新污(wu)染(ran)(ran)物(wu)治理(li)主(zhu)體意識。積極開展新污(wu)染(ran)(ran)物(wu)治理(li)科普宣傳教育,引導公(gong)眾(zhong)科學認(ren)識新污(wu)染(ran)(ran)物(wu)風險(xian)。(市生(sheng)態環境局牽頭,各(ge)有關部門按照職責分工(gong)負責)
