西安市新污染物治理工作實施方案
【谷騰環保網訊】《西安市新污染物(wu)治(zhi)理工作(zuo)實(shi)施(shi)方案》印(yin)發,到2025年,西安市將落實(shi)重點管(guan)(guan)控新污染物(wu)禁止、限(xian)(xian)制(zhi)、限(xian)(xian)排措施(shi),建(jian)立健全有毒有害化學(xue)物(wu)質環境(jing)風(feng)險管(guan)(guan)控機制(zhi)。
西(xi)安市新污染物(wu)治理工作實(shi)施方案
為貫徹落(luo)實《國(guo)務院(yuan)辦(ban)公廳關于(yu)印發(fa)(fa)新(xin)污(wu)染(ran)物治(zhi)理(li)行動方(fang)案的通知》(國(guo)辦(ban)發(fa)(fa)〔2022〕15號)和《陜西省人民政府辦(ban)公廳關于(yu)印發(fa)(fa)新(xin)污(wu)染(ran)物治(zhi)理(li)工作方(fang)案的通知》(陜政辦(ban)函〔2022〕162號)各項安排部署(shu),加強新(xin)污(wu)染(ran)物治(zhi)理(li),按照全生命周期(qi)環境風險管理(li)理(li)念(nian),結合(he)我市實際,制定本實施方(fang)案。
一、工作目標
2023年開展(zhan)我市(shi)首輪化(hua)學(xue)物(wu)質環境(jing)信息統計調查,初步(bu)建立全市(shi)化(hua)學(xue)物(wu)質基本環境(jing)信息數據庫;落(luo)實省上在我市(shi)開展(zhan)的重(zhong)點區域(yu)、重(zhong)點行業(ye)和典型工業(ye)園區新污染物(wu)環境(jing)監(jian)測試點工作任務。
到2025年,掌握全(quan)市重點(dian)(dian)區域、重點(dian)(dian)行業化學物(wu)質生產使用情(qing)況(kuang),落實(shi)重點(dian)(dian)管控新(xin)污(wu)染物(wu)禁(jin)止、限制、限排措施(shi),建立健全(quan)有毒有害化學物(wu)質環境風險管控機制,逐步強(qiang)化科技支(zhi)撐,全(quan)面增強(qiang)新(xin)污(wu)染物(wu)治理(li)能力。
二、主要任務
(一(yi))建立(li)健全新(xin)污染物治(zhi)理體系(xi)
1.建(jian)立協(xie)調聯(lian)(lian)動管(guan)理(li)機制。建(jian)立由(you)市(shi)(shi)(shi)生態環境局(ju)(ju)牽(qian)頭,市(shi)(shi)(shi)發改委、市(shi)(shi)(shi)科技局(ju)(ju)、市(shi)(shi)(shi)工信局(ju)(ju)、市(shi)(shi)(shi)財政局(ju)(ju)、市(shi)(shi)(shi)農業農村局(ju)(ju)、市(shi)(shi)(shi)商務(wu)局(ju)(ju)、市(shi)(shi)(shi)衛生健康(kang)委、市(shi)(shi)(shi)市(shi)(shi)(shi)場監管(guan)局(ju)(ju)、市(shi)(shi)(shi)公安局(ju)(ju)、市(shi)(shi)(shi)住建(jian)局(ju)(ju)、市(shi)(shi)(shi)城管(guan)局(ju)(ju)、市(shi)(shi)(shi)司法(fa)局(ju)(ju)、市(shi)(shi)(shi)稅務(wu)局(ju)(ju)、關(guan)(guan)中(zhong)海(hai)關(guan)(guan)等部門參(can)與的新(xin)(xin)污(wu)染物治(zhi)理(li)跨部門協(xie)調聯(lian)(lian)動管(guan)理(li)機制,加(jia)強部門聯(lian)(lian)合(he)調查、聯(lian)(lian)合(he)執法(fa)、信息共享、協(xie)商共治(zhi),統籌推進(jin)新(xin)(xin)污(wu)染物治(zhi)理(li)工作。完善新(xin)(xin)污(wu)染物治(zhi)理(li)的管(guan)理(li)機制,指導督促各(ge)區縣、開發區落(luo)實(shi)新(xin)(xin)污(wu)染物治(zhi)理(li)主體責(ze)任、屬地責(ze)任。
2.貫徹執行(xing)新(xin)污(wu)染物相關(guan)法(fa)(fa)律法(fa)(fa)規(gui)和標(biao)準規(gui)范。及(ji)時落實國家最新(xin)出臺的新(xin)污(wu)染物治理相關(guan)法(fa)(fa)律法(fa)(fa)規(gui)和標(biao)準規(gui)范,嚴格執行(xing)化學物質環(huan)境風險評估與(yu)管控技術標(biao)準體系等法(fa)(fa)規(gui)、標(biao)準文件(jian)。涉及(ji)農藥(yao)(yao)、獸藥(yao)(yao)、藥(yao)(yao)品、化妝品等相關(guan)職能(neng)部門依照權限制(zhi)定配套政策(ce)文件(jian)時,應與(yu)有毒有害化學物質環(huan)境風險管理相關(guan)制(zhi)度相銜(xian)接。(市(shi)(shi)生態環(huan)境局、市(shi)(shi)農業農村(cun)局、市(shi)(shi)市(shi)(shi)場監(jian)管局等按(an)職責分(fen)工負責)
(二)開展新(xin)污染物現狀調查及試點監測
3.開(kai)(kai)展化(hua)(hua)(hua)學(xue)(xue)物(wu)(wu)質(zhi)(zhi)環(huan)(huan)境(jing)(jing)(jing)(jing)信息(xi)(xi)(xi)統計調(diao)查。開(kai)(kai)展我市(shi)重(zhong)點行業中(zhong)重(zhong)點化(hua)(hua)(hua)學(xue)(xue)物(wu)(wu)質(zhi)(zhi)生產使用(yong)(yong)的(de)(de)品(pin)種、數(shu)量、用(yong)(yong)途等信息(xi)(xi)(xi)調(diao)查;對《陜(shan)西省重(zhong)點管控新污染物(wu)(wu)清單(2023年版)》中(zhong)的(de)(de)15類(lei)化(hua)(hua)(hua)學(xue)(xue)物(wu)(wu)質(zhi)(zhi)和(he)(he)《第一批化(hua)(hua)(hua)學(xue)(xue)物(wu)(wu)質(zhi)(zhi)環(huan)(huan)境(jing)(jing)(jing)(jing)風(feng)險(xian)優(you)先評估計劃》中(zhong)的(de)(de)13類(lei)化(hua)(hua)(hua)學(xue)(xue)物(wu)(wu)質(zhi)(zhi),開(kai)(kai)展有關生產、加(jia)工(gong)使用(yong)(yong)、環(huan)(huan)境(jing)(jing)(jing)(jing)排(pai)放數(shu)量及途徑(jing)、危害特性等環(huan)(huan)境(jing)(jing)(jing)(jing)排(pai)放和(he)(he)風(feng)險(xian)狀(zhuang)況詳細調(diao)查。2023年開(kai)(kai)展我市(shi)首輪化(hua)(hua)(hua)學(xue)(xue)物(wu)(wu)質(zhi)(zhi)環(huan)(huan)境(jing)(jing)(jing)(jing)信息(xi)(xi)(xi)統計調(diao)查,初步建立全(quan)市(shi)化(hua)(hua)(hua)學(xue)(xue)物(wu)(wu)質(zhi)(zhi)基(ji)本環(huan)(huan)境(jing)(jing)(jing)(jing)信息(xi)(xi)(xi)數(shu)據庫(ku)。2024年起,每年3月15日前完成年度(du)化(hua)(hua)(hua)學(xue)(xue)物(wu)(wu)質(zhi)(zhi)環(huan)(huan)境(jing)(jing)(jing)(jing)信息(xi)(xi)(xi)統計調(diao)查,并對全(quan)市(shi)化(hua)(hua)(hua)學(xue)(xue)物(wu)(wu)質(zhi)(zhi)基(ji)本環(huan)(huan)境(jing)(jing)(jing)(jing)信息(xi)(xi)(xi)數(shu)據庫(ku)進(jin)行動態更新。(市(shi)生態環(huan)(huan)境(jing)(jing)(jing)(jing)局負(fu)責)
4.建(jian)立調(diao)查(cha)(cha)監(jian)(jian)測體(ti)系。2023年,完成(cheng)我市重點(dian)區域、重點(dian)行業(ye)和典型工業(ye)園區等(deng)新污染物(wu)調(diao)查(cha)(cha)監(jian)(jian)測試點(dian)任務(wu),逐步實(shi)施新污染物(wu)環境(jing)監(jian)(jian)測能力建(jian)設。到2025年底,初步建(jian)立新污染物(wu)環境(jing)調(diao)查(cha)(cha)監(jian)(jian)測體(ti)系。(市生態(tai)環境(jing)局負責(ze))
5.開展風險(xian)篩(shai)查(cha)及(ji)(ji)評(ping)(ping)估。按(an)照省(sheng)上安排,開展環境(jing)與健(jian)康(kang)危(wei)害測試和(he)風險(xian)篩(shai)查(cha),以及(ji)(ji)多環境(jing)介質中(zhong)新污染(ran)物賦存現狀(zhuang)與生(sheng)態環境(jing)風險(xian)評(ping)(ping)估。(市生(sheng)態環境(jing)局(ju)牽(qian)頭(tou),市衛生(sheng)健(jian)康(kang)委配合(he))
6.落(luo)實(shi)管(guan)(guan)控措(cuo)施。按(an)照國家、省上發布的重點管(guan)(guan)控新污(wu)染(ran)物清單(dan)落(luo)實(shi)管(guan)(guan)控措(cuo)施。(市(shi)生態環境局牽頭,市(shi)工信(xin)局、市(shi)農業農村局、市(shi)商務局、市(shi)衛生健康委、市(shi)市(shi)場(chang)監(jian)管(guan)(guan)局、關中海關等配合(he))
(三)加強(qiang)源頭管(guan)控,減少新污染物產(chan)生
7.強(qiang)(qiang)化(hua)新(xin)化(hua)學物(wu)(wu)(wu)(wu)質(zhi)(zhi)環境(jing)(jing)管理(li)(li)(li)登(deng)記(ji)制(zhi)(zhi)度(du)監(jian)督執(zhi)(zhi)法(fa)(fa)。貫徹落實(shi)《新(xin)化(hua)學物(wu)(wu)(wu)(wu)質(zhi)(zhi)環境(jing)(jing)管理(li)(li)(li)登(deng)記(ji)辦法(fa)(fa)》(生(sheng)態環境(jing)(jing)部令第12號(hao))相關(guan)(guan)要(yao)求(qiu),督促新(xin)化(hua)學物(wu)(wu)(wu)(wu)質(zhi)(zhi)研究(jiu)、生(sheng)產(chan)、進口和加工使用單位依法(fa)(fa)履行申請登(deng)記(ji)義(yi)務,落實(shi)新(xin)化(hua)學物(wu)(wu)(wu)(wu)質(zhi)(zhi)環境(jing)(jing)管理(li)(li)(li)登(deng)記(ji)信息(xi)共享要(yao)求(qiu),加強(qiang)(qiang)新(xin)化(hua)學物(wu)(wu)(wu)(wu)質(zhi)(zhi)環境(jing)(jing)管理(li)(li)(li)宣貫培訓(xun),推動(dong)企業(ye)做(zuo)好日常管理(li)(li)(li),全面落實(shi)企業(ye)新(xin)化(hua)學物(wu)(wu)(wu)(wu)質(zhi)(zhi)環境(jing)(jing)風險(xian)防控主體責任(ren)。按照“雙隨機、一公(gong)開”原則(ze),將(jiang)新(xin)化(hua)學物(wu)(wu)(wu)(wu)質(zhi)(zhi)環境(jing)(jing)管理(li)(li)(li)納入環境(jing)(jing)執(zhi)(zhi)法(fa)(fa)年(nian)度(du)工作計劃,依法(fa)(fa)加大(da)對涉重點(dian)管控新(xin)污染物(wu)(wu)(wu)(wu)企業(ye)事(shi)業(ye)單位的(de)監(jian)督執(zhi)(zhi)法(fa)(fa)力度(du)。加強(qiang)(qiang)對禁止或(huo)限制(zhi)(zhi)類有(you)毒(du)有(you)害化(hua)學物(wu)(wu)(wu)(wu)質(zhi)(zhi)及(ji)其相關(guan)(guan)產(chan)品生(sheng)產(chan)、加工使用、進出口的(de)監(jian)督執(zhi)(zhi)法(fa)(fa)。(市(shi)生(sheng)態環境(jing)(jing)局(ju)、市(shi)農業(ye)農村局(ju)、市(shi)衛生(sheng)健康(kang)委(wei)、市(shi)市(shi)場監(jian)管局(ju)、關(guan)(guan)中海關(guan)(guan)等按職責分工負責)
8.嚴格實(shi)施淘汰替代或限用(yong)措施。
強化環(huan)境影響(xiang)評價(jia)管理,嚴格管理涉新污(wu)染物建設項目環(huan)境準入。(市生(sheng)態環(huan)境局負責)
落實重點管(guan)控(kong)新污染(ran)(ran)物(wu)清單(dan)要(yao)求(qiu),嚴控(kong)新污染(ran)(ran)物(wu)生(sheng)(sheng)產(chan)、加工(gong)(gong)使用(yong)和進(jin)出口。按期淘(tao)(tao)汰(tai)納(na)入《產(chan)業結構調整指導目錄》淘(tao)(tao)汰(tai)類的工(gong)(gong)業化(hua)(hua)學品(pin)(pin)、農(nong)藥(yao)、獸藥(yao)、藥(yao)品(pin)(pin)、化(hua)(hua)妝品(pin)(pin)等(deng);依(yi)法停止核發(fa)相(xiang)關(guan)產(chan)品(pin)(pin)登(deng)記或(huo)生(sheng)(sheng)產(chan)許可證(zheng)。(市(shi)發(fa)改(gai)委、市(shi)工(gong)(gong)信局(ju)、市(shi)農(nong)業農(nong)村局(ju)、市(shi)衛生(sheng)(sheng)健(jian)康委、市(shi)市(shi)場監管(guan)局(ju)、關(guan)中(zhong)海關(guan)等(deng)按職(zhi)責(ze)分(fen)工(gong)(gong)負責(ze))
嚴(yan)格按照《中國嚴(yan)格限制的有毒化學品目錄》和(he)《禁止進(出)口貨(huo)物目錄》落實化學品進出口管控要求。(關(guan)中海關(guan)負責)
依(yi)法(fa)嚴(yan)厲打(da)擊(ji)已淘汰持(chi)久性(xing)有(you)機污(wu)染物的非法(fa)生產和加(jia)工(gong)使用(yong)。(市(shi)工(gong)信局(ju)、市(shi)公安(an)局(ju)、市(shi)生態環境局(ju)、市(shi)農業農村局(ju)、市(shi)商(shang)務局(ju)、市(shi)市(shi)場監管(guan)局(ju)等按職責(ze)分(fen)工(gong)負責(ze))
9.加(jia)強產(chan)(chan)(chan)(chan)品(pin)(pin)(pin)(pin)認(ren)證(zheng)(zheng)(zheng)和標(biao)識管(guan)(guan)理。嚴(yan)格執(zhi)行玩具(ju)、學生用(yong)品(pin)(pin)(pin)(pin)、嬰幼用(yong)品(pin)(pin)(pin)(pin)、汽車(che)、家具(ju)、電子產(chan)(chan)(chan)(chan)品(pin)(pin)(pin)(pin)、建材、食品(pin)(pin)(pin)(pin)及接(jie)觸材料、服飾等(deng)相關(guan)產(chan)(chan)(chan)(chan)品(pin)(pin)(pin)(pin)中(zhong)(zhong)重(zhong)點管(guan)(guan)控(kong)新(xin)污(wu)染(ran)物含量控(kong)制強制性標(biao)準,強化產(chan)(chan)(chan)(chan)品(pin)(pin)(pin)(pin)質量執(zhi)法監督,減少(shao)產(chan)(chan)(chan)(chan)品(pin)(pin)(pin)(pin)消費(fei)過程中(zhong)(zhong)造成的新(xin)污(wu)染(ran)物環境(jing)排(pai)放。宣傳貫徹國家環境(jing)標(biao)志產(chan)(chan)(chan)(chan)品(pin)(pin)(pin)(pin)和綠(lv)色產(chan)(chan)(chan)(chan)品(pin)(pin)(pin)(pin)標(biao)準、認(ren)證(zheng)(zheng)(zheng)、標(biao)識體系中(zhong)(zhong)新(xin)污(wu)染(ran)物管(guan)(guan)控(kong)要(yao)求,在重(zhong)要(yao)消費(fei)品(pin)(pin)(pin)(pin)環境(jing)標(biao)志認(ren)證(zheng)(zheng)(zheng)中(zhong)(zhong),對重(zhong)點管(guan)(guan)控(kong)新(xin)污(wu)染(ran)物進(jin)行標(biao)識或提(ti)示。(市(shi)工信局(ju)、市(shi)生態環境(jing)局(ju)、市(shi)市(shi)場(chang)監管(guan)(guan)局(ju)等(deng)按職(zhi)責分工負責)
10.持續推進汞(gong)的(de)淘汰和(he)(he)替(ti)代(dai)(dai)。積極(ji)推動無(wu)汞(gong)低汞(gong)技術的(de)應用和(he)(he)推廣,實(shi)現(xian)汞(gong)污染減(jian)排及用汞(gong)產(chan)品(pin)替(ti)代(dai)(dai);禁止含汞(gong)農(nong)藥、生物殺(sha)蟲劑(ji)(ji)和(he)(he)局部(bu)抗菌(jun)劑(ji)(ji)的(de)生產(chan);支(zhi)持臨潼(tong)區(qu)開展醫療機構體溫計、血壓計無(wu)汞(gong)產(chan)品(pin)替(ti)代(dai)(dai)應用示范;自2026年1月1日起,全面禁止生產(chan)含汞(gong)體溫計和(he)(he)含汞(gong)血壓計;支(zhi)持無(wu)汞(gong)催化劑(ji)(ji)的(de)研究、開發(fa)和(he)(he)應用。(市(shi)(shi)工信局、市(shi)(shi)生態環境(jing)局、市(shi)(shi)農(nong)業農(nong)村局、市(shi)(shi)衛(wei)生健康委、市(shi)(shi)市(shi)(shi)場監(jian)管局、臨潼(tong)區(qu)政(zheng)府(fu)等按職(zhi)責分工負(fu)責)
(四)加強過程(cheng)控(kong)制,減少(shao)新(xin)污染物排放
11.加強清(qing)潔生產和綠(lv)色制造。
嚴格落實《中華人民共(gong)和國清潔(jie)(jie)生(sheng)產(chan)(chan)促進(jin)(jin)法》《清潔(jie)(jie)生(sheng)產(chan)(chan)審(shen)核(he)辦法》有(you)(you)(you)關要求(qiu),將使用(yong)(yong)有(you)(you)(you)毒(du)有(you)(you)(you)害(hai)化(hua)學(xue)物質進(jin)(jin)行(xing)生(sheng)產(chan)(chan)或(huo)者在(zai)生(sheng)產(chan)(chan)過程中排放(fang)有(you)(you)(you)毒(du)有(you)(you)(you)害(hai)化(hua)學(xue)物質的(de)企業(ye)納入本(ben)市強制性清潔(jie)(jie)生(sheng)產(chan)(chan)審(shen)核(he)企業(ye)名(ming)單,依法實施清潔(jie)(jie)生(sheng)產(chan)(chan)審(shen)核(he),全面推進(jin)(jin)原輔料無害(hai)化(hua)替代(dai)、生(sheng)產(chan)(chan)工(gong)藝(yi)無害(hai)化(hua)優化(hua)等(deng)清潔(jie)(jie)生(sheng)產(chan)(chan)改造;企業(ye)應(ying)采取便于(yu)公眾知曉的(de)方式公布(bu)使用(yong)(yong)有(you)(you)(you)毒(du)有(you)(you)(you)害(hai)原料的(de)情況(kuang)以及排放(fang)有(you)(you)(you)毒(du)有(you)(you)(you)害(hai)化(hua)學(xue)物質的(de)名(ming)稱(cheng)、濃(nong)度和數(shu)量等(deng)相(xiang)關信(xin)息。(市發改委(wei)、市生(sheng)態(tai)環境局等(deng)按職責分工(gong)負責)
落(luo)實國家(jia)、省級綠色(se)制造體系建(jian)設標準(zhun),按(an)要求做好綠色(se)制造項目(mu)征集和申(shen)報(bao)工(gong)作。(市(shi)發改委、市(shi)工(gong)信局、市(shi)生態環境(jing)局、市(shi)住建(jian)局、市(shi)市(shi)場監管(guan)局等按(an)職責分工(gong)負責)
12.開展涉新污(wu)染(ran)物(wu)生(sheng)態(tai)環(huan)(huan)(huan)境(jing)損害(hai)(hai)賠(pei)償(chang)試(shi)點。通過環(huan)(huan)(huan)保督(du)察案件(jian)、突(tu)發環(huan)(huan)(huan)境(jing)事件(jian)、投訴舉報(bao)線索(suo)、特定區(qu)域案件(jian)等(deng)渠道(dao)定期(qi)組織篩查線索(suo),開展涉新污(wu)染(ran)物(wu)生(sheng)態(tai)環(huan)(huan)(huan)境(jing)損害(hai)(hai)賠(pei)償(chang)試(shi)點。(市生(sheng)態(tai)環(huan)(huan)(huan)境(jing)局、市司法(fa)局等(deng)按職責(ze)分(fen)工負責(ze))
13.加強(qiang)抗(kang)生素類藥品使用管理(li)。

嚴格落實零售(shou)藥店憑處(chu)方(fang)銷售(shou)處(chu)方(fang)藥類抗菌(jun)藥物相關要求。(市市場監管局負責)
實(shi)(shi)施獸(shou)(shou)用(yong)(yong)抗菌(jun)(jun)藥(yao)使(shi)用(yong)(yong)減(jian)量化(hua)行(xing)動,到2025年底(di),50%以(yi)上(shang)達到省級(ji)規(gui)模(mo)養(yang)(yang)殖場標準(zhun)(生(sheng)豬存(cun)欄(lan)300頭(tou)以(yi)上(shang)、牛存(cun)欄(lan)100頭(tou)以(yi)上(shang)、羊存(cun)欄(lan)200只(zhi)(zhi)以(yi)上(shang)、家禽存(cun)欄(lan)1萬只(zhi)(zhi)以(yi)上(shang)、兔(tu)存(cun)欄(lan)1000只(zhi)(zhi)以(yi)上(shang))的養(yang)(yang)殖場(戶)實(shi)(shi)施養(yang)(yang)殖減(jian)抗行(xing)動。加(jia)強獸(shou)(shou)用(yong)(yong)抗菌(jun)(jun)藥(yao)監(jian)督管理,嚴格規(gui)范獸(shou)(shou)用(yong)(yong)抗菌(jun)(jun)藥(yao)物使(shi)用(yong)(yong),做到規(gui)范科學用(yong)(yong)藥(yao),全(quan)面落實(shi)(shi)獸(shou)(shou)用(yong)(yong)處方藥(yao)制度(du)、獸(shou)(shou)藥(yao)休(xiu)藥(yao)期制度(du)和“獸(shou)(shou)藥(yao)規(gui)范使(shi)用(yong)(yong)”承諾制度(du)。(市(shi)農業農村局(ju)、市(shi)市(shi)場監(jian)管局(ju)等按職(zhi)責分工負責)

15.加(jia)強(qiang)新污(wu)(wu)(wu)染(ran)(ran)物(wu)協同治(zhi)理(li)。加(jia)強(qiang)新污(wu)(wu)(wu)染(ran)(ran)物(wu)治(zhi)理(li)與排(pai)污(wu)(wu)(wu)許(xu)可等環(huan)(huan)境管(guan)理(li)制(zhi)度銜接,逐步將(jiang)國家相關污(wu)(wu)(wu)染(ran)(ran)控(kong)制(zhi)技(ji)術(shu)標準(zhun)和控(kong)制(zhi)措施(shi)在(zai)排(pai)污(wu)(wu)(wu)許(xu)可證中(zhong)載明,加(jia)強(qiang)對(dui)排(pai)放重(zhong)點管(guan)控(kong)新污(wu)(wu)(wu)染(ran)(ran)物(wu)的企事業(ye)單(dan)(dan)(dan)位污(wu)(wu)(wu)染(ran)(ran)防治(zhi)的監管(guan);將(jiang)生產(chan)、加(jia)工使用或(huo)排(pai)放重(zhong)點管(guan)控(kong)新污(wu)(wu)(wu)染(ran)(ran)物(wu)清(qing)單(dan)(dan)(dan)中(zhong)所列化學物(wu)質的企事業(ye)單(dan)(dan)(dan)位納(na)入重(zhong)點排(pai)污(wu)(wu)(wu)單(dan)(dan)(dan)位。列入重(zhong)點排(pai)污(wu)(wu)(wu)單(dan)(dan)(dan)位清(qing)單(dan)(dan)(dan)的企業(ye)和其他生產(chan)經營(ying)者應(ying)依法(fa)依規定期對(dui)排(pai)放(污(wu)(wu)(wu))口及其周(zhou)邊環(huan)(huan)境開(kai)展環(huan)(huan)境監測,評(ping)估環(huan)(huan)境風(feng)(feng)險,落實新污(wu)(wu)(wu)染(ran)(ran)物(wu)信息公開(kai)要求,排(pai)查整治(zhi)環(huan)(huan)境安全隱患并采取措施(shi)防范(fan)環(huan)(huan)境風(feng)(feng)險。納(na)入土(tu)壤污(wu)(wu)(wu)染(ran)(ran)重(zhong)點監管(guan)單(dan)(dan)(dan)位清(qing)單(dan)(dan)(dan)的企業(ye)應(ying)依法(fa)依規建立土(tu)壤污(wu)(wu)(wu)染(ran)(ran)隱患排(pai)查制(zhi)度,防止有毒有害物(wu)質滲漏(lou)、流失、揚散(san)。(市(shi)生態環(huan)(huan)境局(ju)負責)

17.開(kai)展(zhan)技術研(yan)(yan)究與創新(xin)(xin)。以(yi)新(xin)(xin)污(wu)染(ran)物(wu)(wu)(wu)治(zhi)(zhi)(zhi)理(li)需求為導向,鼓勵(li)科(ke)研(yan)(yan)院所、企事業單位先行先試開(kai)展(zhan)技術創新(xin)(xin)。在科(ke)技計劃(hua)中(zhong)加(jia)強新(xin)(xin)污(wu)染(ran)物(wu)(wu)(wu)監測技術科(ke)技攻關(guan)(guan)(guan),加(jia)大新(xin)(xin)污(wu)染(ran)物(wu)(wu)(wu)治(zhi)(zhi)(zhi)理(li)科(ke)技研(yan)(yan)發;充分發揮省級新(xin)(xin)污(wu)染(ran)物(wu)(wu)(wu)治(zhi)(zhi)(zhi)理(li)專家(jia)委員會和(he)我市高等院校、科(ke)研(yan)(yan)院所專家(jia)等優勢資源,鼓勵(li)其開(kai)展(zhan)新(xin)(xin)污(wu)染(ran)物(wu)(wu)(wu)環(huan)境信息調查、環(huan)境監測、環(huan)境風(feng)險評估等技術方法(fa)研(yan)(yan)究以(yi)及監測監控等設備研(yan)(yan)發。鼓勵(li)高等院校和(he)科(ke)研(yan)(yan)院所開(kai)展(zhan)新(xin)(xin)污(wu)染(ran)物(wu)(wu)(wu)環(huan)境風(feng)險管控和(he)治(zhi)(zhi)(zhi)理(li)關(guan)(guan)(guan)鍵核心技術研(yan)(yan)發攻關(guan)(guan)(guan)與推廣方面的研(yan)(yan)究。(市發改委、市科(ke)技局、市工(gong)信局、市生態環(huan)境局等按職責分工(gong)負責)
18.加(jia)強(qiang)基礎保障能(neng)力建(jian)設(she)。加(jia)強(qiang)新污(wu)染(ran)(ran)物(wu)(wu)治理監督、執法(fa)、監測(ce)(ce)能(neng)力建(jian)設(she),強(qiang)化新污(wu)染(ran)(ran)物(wu)(wu)監督、執法(fa)人(ren)員業務培(pei)訓;依托現有的分(fen)析(xi)(xi)測(ce)(ce)試能(neng)力,購置新污(wu)染(ran)(ran)物(wu)(wu)相關監測(ce)(ce)儀器設(she)備,加(jia)強(qiang)新污(wu)染(ran)(ran)物(wu)(wu)監測(ce)(ce)人(ren)員隊伍建(jian)設(she),爭創省級、建(jian)立(li)市級新污(wu)染(ran)(ran)物(wu)(wu)分(fen)析(xi)(xi)測(ce)(ce)試重點或示(shi)范實(shi)驗室(shi)和(he)相關人(ren)才培(pei)訓基地。(市生(sheng)態環境局負責)
三、保障措施
(一(yi)(yi))加(jia)(jia)強組織領(ling)導。新(xin)污(wu)(wu)(wu)染(ran)物治(zhi)(zhi)理(li)落實情況是生(sheng)態環(huan)境保(bao)護督察(cha)的重(zhong)要(yao)內(nei)容之一(yi)(yi),要(yao)將新(xin)污(wu)(wu)(wu)染(ran)物治(zhi)(zhi)理(li)納入(ru)深(shen)入(ru)打好污(wu)(wu)(wu)染(ran)防治(zhi)(zhi)攻堅戰(zhan)總(zong)體(ti)安排部署。各區(qu)縣政府、西(xi)咸新(xin)區(qu)及各開發(fa)區(qu)管(guan)委會要(yao)全面落實新(xin)污(wu)(wu)(wu)染(ran)物治(zhi)(zhi)理(li)的屬地責(ze)任和(he)主(zhu)體(ti)責(ze)任,確保(bao)新(xin)污(wu)(wu)(wu)染(ran)物治(zhi)(zhi)理(li)各項任務落到實處。市(shi)級有關部門要(yao)加(jia)(jia)強信息(xi)共享,理(li)順協(xie)同(tong)管(guan)理(li)工作(zuo)機(ji)制,統籌推(tui)進新(xin)污(wu)(wu)(wu)染(ran)物治(zhi)(zhi)理(li)工作(zuo)。
(二)做好財政(zheng)保障(zhang)。統籌現有資金保障(zhang)渠道,鼓勵社會資本進入新污(wu)染物治理領域,引(yin)導金融機構加大對新污(wu)染物治理的(de)信貸(dai)支持力度(du)。落實(shi)新污(wu)染物治理相關(guan)稅收優惠政(zheng)策。
(三(san))加強(qiang)教育(yu)引導(dao)。開(kai)展新污(wu)染(ran)物治(zhi)理科普宣(xuan)傳(chuan)教育(yu),引導(dao)公眾(zhong)科學(xue)認(ren)識新污(wu)染(ran)物環境(jing)風險(xian),樹立綠(lv)色消費理念。
