大連市新污染物治理工作方案
【谷騰環保網訊】大連市(shi)人民政府(fu)辦公室印(yin)發《大連市(shi)新污染物(wu)治(zhi)理(li)工作方案》,圍繞(rao)典型(xing)工業(ye)園區、飲用水源地(di)、農(水)產品產地(di)、近岸海域等重(zhong)點(dian)區域和石化(hua)(hua)、化(hua)(hua)工、印(yin)染、醫藥等重(zhong)點(dian)行業(ye),實施調查(cha)評估、分類治(zhi)理(li),統(tong)籌推進新污染物(wu)環境(jing)風險管(guan)理(li)。到(dao)2025年,基本摸清(qing)重(zhong)點(dian)區域、重(zhong)點(dian)行業(ye)化(hua)(hua)學(xue)物(wu)質環境(jing)信(xin)息,落實重(zhong)點(dian)管(guan)控新污染物(wu)禁止、限(xian)制、限(xian)排措施,逐步建立健全有毒有害化(hua)(hua)學(xue)物(wu)質環境(jing)風險管(guan)理(li)機制,新污染物(wu)治(zhi)理(li)能力(li)明顯增強。
大連市新污染物治理工作方案
為深入(ru)貫徹(che)落實(shi)《國(guo)務(wu)院辦(ban)公(gong)(gong)廳關(guan)于印(yin)發(fa)(fa)新(xin)污染(ran)物治理(li)行(xing)動方(fang)(fang)案(an)的通知》(國(guo)辦(ban)發(fa)(fa)〔2022〕15號)、《遼(liao)寧(ning)省人(ren)民(min)政(zheng)府辦(ban)公(gong)(gong)廳關(guan)于印(yin)發(fa)(fa)遼(liao)寧(ning)省新(xin)污染(ran)物治理(li)工作方(fang)(fang)案(an)的通知》(遼(liao)政(zheng)辦(ban)〔2023〕18號)要求,加(jia)強我市新(xin)污染(ran)物治理(li)工作,切實(shi)保(bao)障生態環(huan)境(jing)安全和人(ren)民(min)群眾身體(ti)健康,制定本(ben)工作方(fang)(fang)案(an)。
一、總體要求
以(yi)習(xi)近平新(xin)(xin)時代中(zhong)國特色社會主義思想(xiang)為(wei)(wei)指導,全(quan)面貫(guan)徹黨的二十(shi)大精(jing)神,深入貫(guan)徹習(xi)近平生態文(wen)明思想(xiang),以(yi)精(jing)準治污(wu)、科(ke)學治污(wu)、依法治污(wu)為(wei)(wei)工(gong)(gong)作(zuo)方針,遵循全(quan)生命周期環境風險管理(li)(li)理(li)(li)念(nian),加強制度、科(ke)技、財政支撐(cheng)保障,健(jian)(jian)全(quan)新(xin)(xin)污(wu)染物治理(li)(li)體系,協同推(tui)進新(xin)(xin)污(wu)染物調(diao)查監(jian)測、篩查評估、管控治理(li)(li)各(ge)項(xiang)工(gong)(gong)作(zuo),提升美麗大連(lian)、健(jian)(jian)康大連(lian)建設水(shui)平,以(yi)生態環境高水(shui)平保護推(tui)動經濟社會高質量發展,為(wei)(wei)我市“兩先區”“三個中(zhong)心(xin)”建設提供(gong)堅實的生態環境保障。
二、主要目標
圍(wei)繞典型工業(ye)(ye)園(yuan)區(qu)、飲用水源地、農(水)產(chan)品產(chan)地、近(jin)岸(an)海(hai)域(yu)等(deng)重(zhong)點(dian)區(qu)域(yu)和石化(hua)、化(hua)工、印染(ran)、醫藥等(deng)重(zhong)點(dian)行(xing)業(ye)(ye),實施調查評估、分類治(zhi)理,統籌推(tui)進新(xin)污染(ran)物(wu)環(huan)境(jing)(jing)(jing)風險管理。到2025年,基本摸(mo)清我(wo)市重(zhong)點(dian)區(qu)域(yu)、重(zhong)點(dian)行(xing)業(ye)(ye)化(hua)學(xue)物(wu)質環(huan)境(jing)(jing)(jing)信(xin)息,落實重(zhong)點(dian)管控新(xin)污染(ran)物(wu)禁止(zhi)、限(xian)制、限(xian)排措施,逐步建立健全有(you)毒(du)有(you)害(hai)化(hua)學(xue)物(wu)質環(huan)境(jing)(jing)(jing)風險管理機制,新(xin)污染(ran)物(wu)治(zhi)理能(neng)力明顯(xian)增強(qiang)。
三、重點任務
(一(yi))強化重點(dian)新污染物(wu)管(guan)(guan)控(kong)(kong)(kong)。落(luo)實國家優先(xian)控(kong)(kong)(kong)制化學品名錄的化學物(wu)質以(yi)及抗生素、微塑料等其他重點(dian)新污染物(wu)“一(yi)品一(yi)策(ce)”管(guan)(guan)控(kong)(kong)(kong)措(cuo)施。依托我(wo)市(shi)(shi)(shi)現有生態環(huan)境監測網絡,2025年(nian)年(nian)底(di)前,初步構建我(wo)市(shi)(shi)(shi)新污染物(wu)環(huan)境調查(cha)監測體系,跟蹤(zong)監測管(guan)(guan)控(kong)(kong)(kong)成效。結(jie)合我(wo)市(shi)(shi)(shi)實際情況,按照上級(ji)部署探索開展環(huan)境與健(jian)康(kang)危害測試和風險(xian)篩查(cha)。〔市(shi)(shi)(shi)生態環(huan)境局(ju)牽頭,市(shi)(shi)(shi)工(gong)業(ye)和信息化局(ju)、市(shi)(shi)(shi)農(nong)業(ye)農(nong)村局(ju)、市(shi)(shi)(shi)商(shang)務(wu)局(ju)、市(shi)(shi)(shi)衛生健(jian)康(kang)委、大(da)連海關、市(shi)(shi)(shi)市(shi)(shi)(shi)場(chang)監管(guan)(guan)局(ju)等按職責(ze)分工(gong)負責(ze),各(ge)區(qu)市(shi)(shi)(shi)縣政府(fu)(先(xian)導區(qu)管(guan)(guan)委會)負責(ze)落(luo)實。以(yi)下均需各(ge)區(qu)市(shi)(shi)(shi)縣政府(fu)(先(xian)導區(qu)管(guan)(guan)委會)落(luo)實,不再列(lie)出〕
(二(er))開展化(hua)(hua)(hua)(hua)學(xue)物(wu)質(zhi)(zhi)環境(jing)(jing)信(xin)(xin)(xin)息(xi)調(diao)(diao)查(cha)。按(an)照(zhao)國家化(hua)(hua)(hua)(hua)學(xue)物(wu)質(zhi)(zhi)環境(jing)(jing)信(xin)(xin)(xin)息(xi)統(tong)計(ji)調(diao)(diao)查(cha)工作(zuo)部署,開展全市(shi)(shi)(shi)范圍內(nei)石(shi)化(hua)(hua)(hua)(hua)、化(hua)(hua)(hua)(hua)工、醫藥等122個(ge)行(xing)業生產、加(jia)工使用涉及“高(gao)關注(zhu)、高(gao)產(用)量、高(gao)環境(jing)(jing)檢(jian)出率”的化(hua)(hua)(hua)(hua)學(xue)物(wu)質(zhi)(zhi)基(ji)本信(xin)(xin)(xin)息(xi)調(diao)(diao)查(cha)統(tong)計(ji);涉及列入國家環境(jing)(jing)風險優先評(ping)估計(ji)劃和優先控制計(ji)劃的化(hua)(hua)(hua)(hua)學(xue)物(wu)質(zhi)(zhi),開展詳細信(xin)(xin)(xin)息(xi)調(diao)(diao)查(cha)統(tong)計(ji);涉及列入重點(dian)管控新污(wu)染物(wu)清單的化(hua)(hua)(hua)(hua)學(xue)物(wu)質(zhi)(zhi),開展重點(dian)信(xin)(xin)(xin)息(xi)調(diao)(diao)查(cha)統(tong)計(ji)。2023年(nian)底前(qian)完成首(shou)輪化(hua)(hua)(hua)(hua)學(xue)物(wu)質(zhi)(zhi)環境(jing)(jing)信(xin)(xin)(xin)息(xi)統(tong)計(ji)調(diao)(diao)查(cha)工作(zuo),2025年(nian)年(nian)底前(qian),初步建立大連市(shi)(shi)(shi)重點(dian)化(hua)(hua)(hua)(hua)學(xue)物(wu)質(zhi)(zhi)環境(jing)(jing)管理(li)數(shu)據(ju)庫。(市(shi)(shi)(shi)生態環境(jing)(jing)局負責)
(三(san))加強新(xin)(xin)化(hua)學物(wu)(wu)質(zhi)環(huan)(huan)境(jing)管(guan)理(li)。嚴格(ge)執行《新(xin)(xin)化(hua)學物(wu)(wu)質(zhi)環(huan)(huan)境(jing)管(guan)理(li)登記辦法(fa)(fa)》,加強宣(xuan)傳引(yin)導和(he)(he)政策解(jie)讀,落實企(qi)業新(xin)(xin)化(hua)學物(wu)(wu)質(zhi)環(huan)(huan)境(jing)風(feng)險防控主體(ti)責任。按照國家和(he)(he)地方聯動監督執法(fa)(fa)機(ji)制(zhi)要求和(he)(he)“雙(shuang)隨機(ji)、一(yi)公開”原則(ze),將新(xin)(xin)化(hua)學物(wu)(wu)質(zhi)環(huan)(huan)境(jing)管(guan)理(li)事項納入環(huan)(huan)境(jing)執法(fa)(fa)年度(du)工作計劃,打擊涉新(xin)(xin)化(hua)學物(wu)(wu)質(zhi)環(huan)(huan)境(jing)違法(fa)(fa)行為。(市生態環(huan)(huan)境(jing)局負責)
(四)嚴格(ge)(ge)實(shi)施(shi)淘(tao)汰或限(xian)用(yong)(yong)措施(shi)。按照國(guo)(guo)家及我省重(zhong)點管(guan)控(kong)新污(wu)(wu)(wu)染(ran)(ran)物清單要求,禁(jin)(jin)止、限(xian)制重(zhong)點管(guan)控(kong)新污(wu)(wu)(wu)染(ran)(ran)物的(de)生(sheng)(sheng)產、加(jia)工(gong)使用(yong)(yong)和(he)(he)進出(chu)口。落(luo)實(shi)國(guo)(guo)家產業(ye)結構(gou)要求,依法(fa)淘(tao)汰已(yi)納(na)入《產業(ye)結構(gou)調(diao)整(zheng)指(zhi)導(dao)目(mu)錄(lu)》的(de)工(gong)業(ye)化(hua)(hua)(hua)學品(pin)、農藥(yao)、獸(shou)藥(yao)、藥(yao)品(pin)、化(hua)(hua)(hua)妝品(pin)等(deng)(deng)。強化(hua)(hua)(hua)環境(jing)(jing)(jing)(jing)影(ying)響評價(jia)管(guan)理(li)(li)(li)源頭(tou)防控(kong)作用(yong)(yong),嚴格(ge)(ge)涉新污(wu)(wu)(wu)染(ran)(ran)物建設(she)項目(mu)生(sheng)(sheng)態環境(jing)(jing)(jing)(jing)準入管(guan)理(li)(li)(li),加(jia)強事中事后監管(guan)。有(you)(you)效運用(yong)(yong)現(xian)場(chang)檢(jian)驗(yan)、實(shi)驗(yan)室檢(jian)測等(deng)(deng)手(shou)段,加(jia)大口岸查驗(yan)力度,嚴格(ge)(ge)落(luo)實(shi)禁(jin)(jin)止進(出(chu))口貨物目(mu)錄(lu)和(he)(he)《中國(guo)(guo)嚴格(ge)(ge)限(xian)制的(de)有(you)(you)毒化(hua)(hua)(hua)學品(pin)名錄(lu)》管(guan)理(li)(li)(li)要求,加(jia)強進出(chu)口管(guan)控(kong)及環境(jing)(jing)(jing)(jing)管(guan)理(li)(li)(li)。嚴格(ge)(ge)落(luo)實(shi)國(guo)(guo)家關于履(lv)行化(hua)(hua)(hua)學品(pin)國(guo)(guo)際環境(jing)(jing)(jing)(jing)公約、國(guo)(guo)際化(hua)(hua)(hua)學品(pin)環境(jing)(jing)(jing)(jing)管(guan)理(li)(li)(li)的(de)任務(wu)部署(shu),依法(fa)嚴厲打擊六溴環十(shi)二烷、硫丹、全氟(fu)辛基磺酸及其鹽類和(he)(he)全氟(fu)辛基磺酰(xian)氟(fu)等(deng)(deng)已(yi)淘(tao)汰持久性(xing)有(you)(you)機(ji)污(wu)(wu)(wu)染(ran)(ran)物的(de)非法(fa)生(sheng)(sheng)產和(he)(he)加(jia)工(gong)使用(yong)(yong)。(市(shi)生(sheng)(sheng)態環境(jing)(jing)(jing)(jing)局、市(shi)發展改革委(wei)、市(shi)工(gong)業(ye)和(he)(he)信息(xi)化(hua)(hua)(hua)局、市(shi)農業(ye)農村局、市(shi)商務(wu)局、大連(lian)海關、市(shi)市(shi)場(chang)監管(guan)局按職責分工(gong)負(fu)責)
(五)加(jia)強(qiang)產(chan)品(pin)(pin)中(zhong)重(zhong)點管(guan)控(kong)新(xin)污染(ran)物含量控(kong)制(zhi)。嚴格執行國(guo)家(jia)產(chan)品(pin)(pin)質量標準,加(jia)強(qiang)玩具、學(xue)生用品(pin)(pin)等相(xiang)關產(chan)品(pin)(pin)中(zhong)重(zhong)點管(guan)控(kong)新(xin)污染(ran)物含量控(kong)制(zhi)的(de)監督(du)管(guan)理,定(ding)期對相(xiang)關產(chan)品(pin)(pin)中(zhong)新(xin)污染(ran)物含量進行抽(chou)檢,減(jian)少產(chan)品(pin)(pin)消費過程中(zhong)造(zao)成的(de)新(xin)污染(ran)物環(huan)境排放。全面落實國(guo)家(jia)環(huan)境標志產(chan)品(pin)(pin)和(he)綠色產(chan)品(pin)(pin)標準、認證、標識體系中(zhong)重(zhong)點管(guan)控(kong)新(xin)污染(ran)物限(xian)值和(he)禁用要求(qiu)。(市(shi)工業和(he)信息(xi)化(hua)局(ju)、市(shi)生態(tai)環(huan)境局(ju)、市(shi)市(shi)場(chang)監管(guan)局(ju)等按職責分(fen)工負責)
(六)加強(qiang)(qiang)清潔生(sheng)(sheng)產(chan)(chan)(chan)(chan)(chan)和綠色(se)制(zhi)(zhi)造(zao)。推廣全生(sheng)(sheng)命周期(qi)綠色(se)發展理念,鼓勵(li)生(sheng)(sheng)產(chan)(chan)(chan)(chan)(chan)企業采購綠色(se)原材料,全面推進生(sheng)(sheng)產(chan)(chan)(chan)(chan)(chan)工(gong)(gong)(gong)藝(yi)無(wu)害化(hua)(hua)優化(hua)(hua)等清潔生(sheng)(sheng)產(chan)(chan)(chan)(chan)(chan)改造(zao)。以石(shi)化(hua)(hua)、化(hua)(hua)工(gong)(gong)(gong)、印染(ran)、醫藥等行(xing)業為重點,對涉及排(pai)(pai)放新污(wu)染(ran)物(wu)的(de)企業依法(fa)實施強(qiang)(qiang)制(zhi)(zhi)性清潔生(sheng)(sheng)產(chan)(chan)(chan)(chan)(chan)審(shen)核。監督和指(zhi)導土(tu)壤污(wu)染(ran)重點監管單位嚴格(ge)控制(zhi)(zhi)有(you)毒(du)有(you)害物(wu)質(zhi)(zhi)的(de)排(pai)(pai)放,依法(fa)開(kai)展土(tu)壤及地下水環境監測、污(wu)染(ran)隱患排(pai)(pai)查,防止有(you)毒(du)有(you)害物(wu)質(zhi)(zhi)滲漏(lou)、流失、揚散。嚴格(ge)落實國家綠色(se)產(chan)(chan)(chan)(chan)(chan)品、綠色(se)園(yuan)區(qu)、綠色(se)工(gong)(gong)(gong)廠和綠色(se)供應(ying)鏈等綠色(se)制(zhi)(zhi)造(zao)標準體系中提出(chu)的(de)有(you)毒(du)有(you)害化(hua)(hua)學物(wu)質(zhi)(zhi)替代和排(pai)(pai)放控制(zhi)(zhi)指(zhi)標要(yao)求。(市(shi)發展改革委、市(shi)工(gong)(gong)(gong)業和信息化(hua)(hua)局(ju)(ju)、市(shi)生(sheng)(sheng)態(tai)環境局(ju)(ju)、市(shi)市(shi)場監管局(ju)(ju)等按職責分工(gong)(gong)(gong)負責)
(七)規范抗生(sheng)素類藥(yao)(yao)(yao)(yao)(yao)品使用(yong)管(guan)理(li)(li)(li)(li)。加強抗菌(jun)(jun)藥(yao)(yao)(yao)(yao)(yao)物臨(lin)床(chuang)應(ying)用(yong)管(guan)理(li)(li)(li)(li),嚴格(ge)按(an)(an)照《遼(liao)寧省抗菌(jun)(jun)藥(yao)(yao)(yao)(yao)(yao)物臨(lin)床(chuang)應(ying)用(yong)分級管(guan)理(li)(li)(li)(li)目錄(試行)》要求,指導醫療機構合(he)理(li)(li)(li)(li)使用(yong)抗菌(jun)(jun)藥(yao)(yao)(yao)(yao)(yao)物。依(yi)托(tuo)全(quan)國抗菌(jun)(jun)藥(yao)(yao)(yao)(yao)(yao)物臨(lin)床(chuang)應(ying)用(yong)監(jian)測網、細菌(jun)(jun)耐藥(yao)(yao)(yao)(yao)(yao)監(jian)測網加大(da)抗菌(jun)(jun)藥(yao)(yao)(yao)(yao)(yao)物規范使用(yong)抽查(cha)和(he)監(jian)管(guan)力度。加強安全(quan)合(he)理(li)(li)(li)(li)用(yong)藥(yao)(yao)(yao)(yao)(yao)宣傳,提升(sheng)群眾(zhong)合(he)理(li)(li)(li)(li)用(yong)藥(yao)(yao)(yao)(yao)(yao)意(yi)識,嚴格(ge)落實零售藥(yao)(yao)(yao)(yao)(yao)店憑處(chu)(chu)方(fang)(fang)銷售處(chu)(chu)方(fang)(fang)藥(yao)(yao)(yao)(yao)(yao)類抗菌(jun)(jun)藥(yao)(yao)(yao)(yao)(yao)物,依(yi)法查(cha)處(chu)(chu)不憑處(chu)(chu)方(fang)(fang)銷售處(chu)(chu)方(fang)(fang)藥(yao)(yao)(yao)(yao)(yao)類抗菌(jun)(jun)藥(yao)(yao)(yao)(yao)(yao)物行為。(市(shi)衛生(sheng)健康(kang)委、市(shi)市(shi)場(chang)監(jian)管(guan)局等按(an)(an)職責(ze)(ze)分工負(fu)責(ze)(ze))。
加(jia)強(qiang)獸(shou)用(yong)抗菌(jun)藥監(jian)督管理(li),實施獸(shou)用(yong)抗菌(jun)藥使(shi)用(yong)減量化(hua)行(xing)動(dong),推行(xing)憑(ping)獸(shou)醫處方銷(xiao)售(shou)使(shi)用(yong)獸(shou)用(yong)抗菌(jun)藥。加(jia)強(qiang)漁業生產過程中抗菌(jun)藥物使(shi)用(yong)管控。(市農(nong)業農(nong)村局(ju)、市海洋(yang)發展局(ju)按職責(ze)(ze)分(fen)工負(fu)責(ze)(ze))
(八)加強農(nong)(nong)(nong)(nong)藥(yao)(yao)(yao)使用管理。嚴格管控具有環境(jing)持久性(xing)、生物累積(ji)性(xing)等(deng)特性(xing)的(de)高(gao)毒高(gao)風(feng)(feng)(feng)險農(nong)(nong)(nong)(nong)藥(yao)(yao)(yao)及助劑(ji),加大禁限用農(nong)(nong)(nong)(nong)藥(yao)(yao)(yao)監(jian)督管理力度。持續開(kai)展(zhan)農(nong)(nong)(nong)(nong)藥(yao)(yao)(yao)減量(liang)增效行動(dong),提(ti)高(gao)科(ke)學安全用藥(yao)(yao)(yao)水平(ping)。鼓勵發(fa)展(zhan)研發(fa)高(gao)效低風(feng)(feng)(feng)險綠色農(nong)(nong)(nong)(nong)藥(yao)(yao)(yao),開(kai)發(fa)高(gao)風(feng)(feng)(feng)險農(nong)(nong)(nong)(nong)藥(yao)(yao)(yao)的(de)綠色替代品種(zhong),落實(shi)國家(jia)高(gao)毒高(gao)風(feng)(feng)(feng)險農(nong)(nong)(nong)(nong)藥(yao)(yao)(yao)淘(tao)汰和替代相關工作要求。加強農(nong)(nong)(nong)(nong)藥(yao)(yao)(yao)包裝廢(fei)(fei)棄物回收處(chu)理,嚴禁用于餐飲用具、兒童玩具等(deng)產品制造(zao)。嚴格落實(shi)廢(fei)(fei)藥(yao)(yao)(yao)品、廢(fei)(fei)農(nong)(nong)(nong)(nong)藥(yao)(yao)(yao)等(deng)廢(fei)(fei)物收集利(li)用處(chu)置要求,2025年(nian)(nian)年(nian)(nian)底前,全市農(nong)(nong)(nong)(nong)藥(yao)(yao)(yao)包裝廢(fei)(fei)棄物回收率達(da)到80%以(yi)上。(市農(nong)(nong)(nong)(nong)業農(nong)(nong)(nong)(nong)村(cun)局、市生態環境(jing)局按(an)職(zhi)責(ze)分工負責(ze))
(九)探(tan)(tan)索新(xin)污(wu)(wu)(wu)染(ran)物(wu)(wu)治理(li)試(shi)點工作(zuo)。按照國家和(he)省部(bu)署,結合我市工業(ye)(ye)園區(qu)、飲用水源地(di)、近岸海(hai)域等實(shi)際(ji)情況,探(tan)(tan)索石(shi)化(hua)(hua)、化(hua)(hua)工等重(zhong)(zhong)點行業(ye)(ye)企業(ye)(ye),近岸海(hai)域和(he)典(dian)型(xing)工業(ye)(ye)園區(qu)開展新(xin)污(wu)(wu)(wu)染(ran)物(wu)(wu)治理(li)、監測和(he)評估等試(shi)點工作(zuo);依法(fa)將(jiang)生(sheng)產、加工使用或排(pai)(pai)放(fang)重(zhong)(zhong)點管控新(xin)污(wu)(wu)(wu)染(ran)物(wu)(wu)清單(dan)中所列化(hua)(hua)學(xue)物(wu)(wu)質的企事業(ye)(ye)單(dan)位,納入重(zhong)(zhong)點排(pai)(pai)污(wu)(wu)(wu)單(dan)位管理(li),按照排(pai)(pai)污(wu)(wu)(wu)許(xu)可管理(li)要(yao)求,申領排(pai)(pai)污(wu)(wu)(wu)許(xu)可證(zheng);推動有毒有害化(hua)(hua)學(xue)物(wu)(wu)質綠色替代、新(xin)污(wu)(wu)(wu)染(ran)物(wu)(wu)減排(pai)(pai)以及污(wu)(wu)(wu)水污(wu)(wu)(wu)泥、廢(fei)液廢(fei)渣中新(xin)污(wu)(wu)(wu)染(ran)物(wu)(wu)治理(li)示范技術應用。(市生(sheng)態(tai)環境局、市工業(ye)(ye)和(he)信(xin)息化(hua)(hua)局等按職責(ze)分工負責(ze))

(十一)加(jia)強基礎能(neng)力建設(she)。加(jia)強新(xin)污染(ran)物(wu)治(zhi)理(li)的(de)(de)監(jian)督(du)、執法和監(jian)測(ce)(ce)能(neng)力建設(she),提升監(jian)督(du)、執法裝(zhuang)備的(de)(de)標(biao)準化水平。完善新(xin)污染(ran)物(wu)環境監(jian)測(ce)(ce)資質(zhi)、設(she)備建設(she),提升新(xin)污染(ran)物(wu)監(jian)測(ce)(ce)分析(xi)能(neng)力。依托我市高校、科研院所、環保企業(ye)等,積極培(pei)育符合良(liang)好實驗室規范的(de)(de)化學(xue)物(wu)質(zhi)危害測(ce)(ce)試(shi)實驗室。加(jia)大新(xin)污染(ran)物(wu)專(zhuan)項培(pei)訓,培(pei)養(yang)新(xin)污染(ran)治(zhi)理(li)、監(jian)測(ce)(ce)、評估等專(zhuan)業(ye)人才,建立新(xin)污染(ran)物(wu)治(zhi)理(li)專(zhuan)家人才庫(ku),為(wei)新(xin)污染(ran)物(wu)治(zhi)理(li)提供(gong)技術支撐。(市生(sheng)態環境局、市衛生(sheng)健康委、市財政局等按職責(ze)分工(gong)負責(ze))

新污(wu)(wu)染物(wu)治理已列入省(sheng)政府污(wu)(wu)染防治攻堅戰考核(he)事項,省(sheng)級(ji)生態(tai)環(huan)境保護督察也將重(zhong)點關(guan)注新污(wu)(wu)染物(wu)治理中存(cun)在的(de)突出(chu)問(wen)題,各有關(guan)部門要加強(qiang)分工協(xie)作,共同做好新污(wu)(wu)染物(wu)治理工作。(市(shi)生態(tai)環(huan)境局牽頭,有關(guan)部門按職(zhi)責分工負責)
(二)強(qiang)(qiang)(qiang)化(hua)監(jian)管(guan)執法。督促企(qi)業落(luo)(luo)實主體責任,嚴格(ge)落(luo)(luo)實新(xin)(xin)污(wu)染物(wu)(wu)治理要(yao)求。加強(qiang)(qiang)(qiang)重點(dian)管(guan)控(kong)新(xin)(xin)污(wu)染物(wu)(wu)排放執法監(jian)測和重點(dian)區域(yu)環境(jing)監(jian)測,對涉重點(dian)管(guan)控(kong)新(xin)(xin)污(wu)染物(wu)(wu)企(qi)事業單位(wei)依法開展現場(chang)(chang)檢查,加大(da)(da)對未按規定落(luo)(luo)實環境(jing)風險管(guan)控(kong)措施企(qi)業的監(jian)督執法力度(du)。加強(qiang)(qiang)(qiang)對禁止(zhi)或限制類有毒有害化(hua)學(xue)物(wu)(wu)質及其相關產品生產、加工使用(yong)、進(jin)出(chu)口(kou)的監(jian)督執法。(市(shi)生態環境(jing)局、市(shi)農(nong)業農(nong)村(cun)局、大(da)(da)連海關、市(shi)市(shi)場(chang)(chang)監(jian)管(guan)局等按職責分工負責)
(三)拓寬資(zi)金(jin)投入渠(qu)道。各級政(zheng)(zheng)府要(yao)統籌財(cai)(cai)政(zheng)(zheng)資(zi)金(jin),加(jia)大對新(xin)(xin)(xin)污(wu)染(ran)物(wu)(wu)治(zhi)理(li)(li)支(zhi)持力度(du),發揮財(cai)(cai)政(zheng)(zheng)資(zi)金(jin)引導和(he)撬動(dong)作用,吸引和(he)鼓勵社會資(zi)本(ben)進入新(xin)(xin)(xin)污(wu)染(ran)物(wu)(wu)治(zhi)理(li)(li)領域(yu),引導金(jin)融(rong)(rong)機構加(jia)大對新(xin)(xin)(xin)污(wu)染(ran)物(wu)(wu)治(zhi)理(li)(li)的信貸(dai)支(zhi)持力度(du)。探索新(xin)(xin)(xin)型融(rong)(rong)資(zi)模式在新(xin)(xin)(xin)污(wu)染(ran)物(wu)(wu)治(zhi)理(li)(li)領域(yu)的應用。落實新(xin)(xin)(xin)污(wu)染(ran)物(wu)(wu)治(zhi)理(li)(li)按(an)(an)規定享受的稅收優惠政(zheng)(zheng)策。(市財(cai)(cai)政(zheng)(zheng)局(ju)(ju)、市生態環境局(ju)(ju)、大連市稅務局(ju)(ju)、國家金(jin)融(rong)(rong)監(jian)督管(guan)理(li)(li)總局(ju)(ju)大連監(jian)管(guan)局(ju)(ju)等(deng)按(an)(an)職責分工負責)
