阜新市新污染物治理工作方案(征求意見稿)

為(wei)貫徹落(luo)實(shi)《國務院辦公廳關于印(yin)發(fa)新(xin)污染物(wu)(wu)治理行動方(fang)(fang)案的(de)通知》(國辦發(fa)〔2022〕15號(hao))、《遼寧省人(ren)民(min)政府辦公廳關于印(yin)發(fa)遼寧省新(xin)污染物(wu)(wu)治理工(gong)(gong)作方(fang)(fang)案的(de)通知》(遼政辦〔2023〕18號(hao))要求,統籌推進我市新(xin)污染物(wu)(wu)治理工(gong)(gong)作,提(ti)升有毒有害化學物(wu)(wu)質環(huan)境(jing)風險管控能力,切實(shi)保障生態環(huan)境(jing)安全和人(ren)民(min)群眾身體(ti)健康,結(jie)合我市實(shi)際,制定(ding)本方(fang)(fang)案。

一、指導思想

以習(xi)近(jin)平新(xin)(xin)時代中國特色社會主義思(si)想為指導,全面(mian)貫徹黨的(de)二十(shi)大精神,深入貫徹習(xi)近(jin)平生態文(wen)明思(si)想,以有效防范(fan)新(xin)(xin)污(wu)(wu)(wu)(wu)染(ran)物環境與健(jian)康風(feng)險為核心,以精準(zhun)治(zhi)污(wu)(wu)(wu)(wu)、科(ke)(ke)學治(zhi)污(wu)(wu)(wu)(wu)、依(yi)法治(zhi)污(wu)(wu)(wu)(wu)為工作方針,遵循全生命周(zhou)期環境風(feng)險管理理念,強(qiang)化(hua)制(zhi)度保障,加強(qiang)科(ke)(ke)技和財政支撐(cheng),協同推進新(xin)(xin)污(wu)(wu)(wu)(wu)染(ran)物調查監測(ce)、篩(shai)查評估、管控治(zhi)理各(ge)項工作,健(jian)全新(xin)(xin)污(wu)(wu)(wu)(wu)染(ran)物治(zhi)理體系(xi),促(cu)進以更高(gao)標準(zhun)打好污(wu)(wu)(wu)(wu)染(ran)防治(zhi)攻堅戰,提升美麗阜新(xin)(xin)、健(jian)康阜新(xin)(xin)建(jian)設水平。

二、主要目標

圍(wei)繞典型工業(ye)園區(qu)、飲(yin)用水(shui)源地(di)、農產(chan)品產(chan)地(di)、大凌(ling)河流(liu)域(yu)(yu)、遼(liao)河流(liu)域(yu)(yu)等重(zhong)點(dian)(dian)區(qu)域(yu)(yu)和(he)(he)化(hua)工、印染、醫藥(yao)等重(zhong)點(dian)(dian)行業(ye),實施調查(cha)評(ping)估(gu)、分類治理(li)(li),統籌(chou)推進(jin)新(xin)污(wu)(wu)(wu)染物(wu)環(huan)(huan)境風(feng)險(xian)管(guan)理(li)(li)。到2025年,基本摸清我市重(zhong)點(dian)(dian)區(qu)域(yu)(yu)、重(zhong)點(dian)(dian)行業(ye)化(hua)學物(wu)質環(huan)(huan)境信息,有(you)效落實重(zhong)點(dian)(dian)管(guan)控新(xin)污(wu)(wu)(wu)染物(wu)禁止(zhi)、限制、限排措施,基本形成新(xin)污(wu)(wu)(wu)染物(wu)調查(cha)、監測、篩查(cha)、評(ping)估(gu)能力,按照(zhao)省級有(you)關部門要求完成一批新(xin)污(wu)(wu)(wu)染物(wu)環(huan)(huan)境調查(cha)監測、風(feng)險(xian)評(ping)估(gu)和(he)(he)環(huan)(huan)境治理(li)(li)試點(dian)(dian)。有(you)毒有(you)害化(hua)學物(wu)質環(huan)(huan)境風(feng)險(xian)管(guan)理(li)(li)機制逐步建(jian)立健全,全面提升(sheng)新(xin)污(wu)(wu)(wu)染物(wu)治理(li)(li)能力。

三、重點任務

(一)建立健全新污染物治理管(guan)理機(ji)制

建立(li)市(shi)(shi)(shi)(shi)生(sheng)(sheng)態環境局(ju)(ju)(ju)(ju)(ju)牽(qian)(qian)頭(tou),市(shi)(shi)(shi)(shi)發展改(gai)革(ge)委(wei)(wei)、市(shi)(shi)(shi)(shi)科(ke)(ke)技局(ju)(ju)(ju)(ju)(ju)、市(shi)(shi)(shi)(shi)工業和信息(xi)化局(ju)(ju)(ju)(ju)(ju)等(deng)(deng)部門參加的(de)新(xin)污(wu)(wu)染(ran)物(wu)治(zhi)理(li)(li)跨部門協調(diao)機制,統籌推進新(xin)污(wu)(wu)染(ran)物(wu)治(zhi)理(li)(li)工作,協調(diao)解決新(xin)污(wu)(wu)染(ran)物(wu)治(zhi)理(li)(li)過程中的(de)重大(da)問題。加強部門聯(lian)合調(diao)查、聯(lian)合執法、信息(xi)共享。按照(zhao)市(shi)(shi)(shi)(shi)級(ji)負(fu)總責(ze)(ze)、縣(xian)(xian)(xian)區(qu)(qu)落(luo)實(shi)的(de)原(yuan)則,完善(shan)新(xin)污(wu)(wu)染(ran)物(wu)治(zhi)理(li)(li)管理(li)(li)機制,全面(mian)落(luo)實(shi)新(xin)污(wu)(wu)染(ran)物(wu)治(zhi)理(li)(li)屬地責(ze)(ze)任。〔市(shi)(shi)(shi)(shi)生(sheng)(sheng)態環境局(ju)(ju)(ju)(ju)(ju)牽(qian)(qian)頭(tou),市(shi)(shi)(shi)(shi)發展改(gai)革(ge)委(wei)(wei)、市(shi)(shi)(shi)(shi)科(ke)(ke)技局(ju)(ju)(ju)(ju)(ju)、市(shi)(shi)(shi)(shi)工業和信息(xi)化局(ju)(ju)(ju)(ju)(ju)、市(shi)(shi)(shi)(shi)財政(zheng)局(ju)(ju)(ju)(ju)(ju)、市(shi)(shi)(shi)(shi)住房城鄉建設局(ju)(ju)(ju)(ju)(ju)、市(shi)(shi)(shi)(shi)農(nong)業農(nong)村局(ju)(ju)(ju)(ju)(ju)、市(shi)(shi)(shi)(shi)商務(wu)局(ju)(ju)(ju)(ju)(ju)、市(shi)(shi)(shi)(shi)衛生(sheng)(sheng)健康委(wei)(wei)、市(shi)(shi)(shi)(shi)市(shi)(shi)(shi)(shi)場監管局(ju)(ju)(ju)(ju)(ju)、阜新(xin)海關(guan)等(deng)(deng)按職責(ze)(ze)分工負(fu)責(ze)(ze),各(ge)縣(xian)(xian)(xian)區(qu)(qu)人(ren)民政(zheng)府(fu)、高(gao)新(xin)區(qu)(qu)管委(wei)(wei)會(hui)負(fu)責(ze)(ze)落(luo)實(shi)。以下均需各(ge)縣(xian)(xian)(xian)區(qu)(qu)人(ren)民政(zheng)府(fu)、高(gao)新(xin)區(qu)(qu)管委(wei)(wei)會(hui)落(luo)實(shi),不再列出(chu))

(二)開展化學物質環境信息調查

按(an)照國家和省級化學(xue)(xue)(xue)物(wu)(wu)(wu)(wu)質環境(jing)(jing)信(xin)息統計(ji)調(diao)查工(gong)作要求,結合(he)我市(shi)(shi)產業布局,制定(ding)阜(fu)新(xin)(xin)市(shi)(shi)化學(xue)(xue)(xue)物(wu)(wu)(wu)(wu)質環境(jing)(jing)信(xin)息調(diao)查方案,對我市(shi)(shi)化工(gong)、印染、醫藥等重點(dian)行(xing)業重點(dian)化學(xue)(xue)(xue)物(wu)(wu)(wu)(wu)質開展生(sheng)產使用品種、數(shu)量、用途(tu)等基本信(xin)息調(diao)查,對列入國家環境(jing)(jing)風(feng)險優先評估計(ji)劃的化學(xue)(xue)(xue)物(wu)(wu)(wu)(wu)質進(jin)一(yi)步開展有關生(sheng)產、加工(gong)使用、環境(jing)(jing)排放(fang)數(shu)量及途(tu)徑、危害特(te)性(xing)等詳細信(xin)息調(diao)查。2023年底(di)前,按(an)照遼寧省統一(yi)部署(shu),完(wan)成首輪化學(xue)(xue)(xue)物(wu)(wu)(wu)(wu)質基本信(xin)息調(diao)查和首批(pi)環境(jing)(jing)風(feng)險優先評估化學(xue)(xue)(xue)物(wu)(wu)(wu)(wu)質詳細信(xin)息調(diao)查。2025年底(di)前,初步建立阜(fu)新(xin)(xin)市(shi)(shi)重點(dian)化學(xue)(xue)(xue)物(wu)(wu)(wu)(wu)質環境(jing)(jing)管理數(shu)據(ju)庫(ku)。(市(shi)(shi)生(sheng)態環境(jing)(jing)局負責)

(三(san))落(luo)實新污染物環境調查監(jian)測任務

按(an)照國家和省級統一部署要求(qiu),結合(he)我市新(xin)污染物(wu)(wu)所涉行業(ye)情(qing)況,依(yi)托現(xian)有生(sheng)態(tai)環境監測(ce)網(wang)絡,有序在相(xiang)應重點(dian)區域、重點(dian)行業(ye)、典型工業(ye)園(yuan)區開展新(xin)污染物(wu)(wu)環境調(diao)查(cha)監測(ce)試點(dian)。2025年底前,初步建(jian)立新(xin)污染物(wu)(wu)環境調(diao)查(cha)監測(ce)體系(xi)。(市生(sheng)態(tai)環境局(ju)負責(ze))

(四)實施化學物質環境風險評(ping)估

結合國(guo)家(jia)化(hua)學物(wu)質環(huan)境風險(xian)優先評估(gu)計劃,按照省級(ji)部署(shu),根據我省化(hua)學物(wu)質環(huan)境信息調查(cha)和(he)新污染物(wu)環(huan)境調查(cha)監(jian)測情況,以化(hua)工(gong)、印染、醫藥等重點行(xing)業的(de)高(gao)(gao)關注、高(gao)(gao)產(用)量、高(gao)(gao)環(huan)境檢出率、分(fen)散式用途的(de)化(hua)學物(wu)質為重點,配(pei)合省級(ji)分(fen)階段(duan)、分(fen)批次開展環(huan)境與(yu)健康(kang)(kang)危害測試和(he)風險(xian)篩查(cha)。(市生(sheng)態(tai)環(huan)境局、市衛生(sheng)健康(kang)(kang)委按職(zhi)責分(fen)工(gong)負責)

(五)強化重點新污染物管控(kong)

落實國家優先控制(zhi)化學品(pin)名(ming)錄(lu)的化學物質以及抗生(sheng)素、微(wei)塑料等其他重點新污(wu)染物“一(yi)品(pin)一(yi)策”管(guan)(guan)(guan)控措(cuo)施。2025年(nian)底(di)前,參照(zhao)國家標準(zhun)和指(zhi)南,按照(zhao)省級要求(qiu)上報重點管(guan)(guan)(guan)控新污(wu)染物補充清單(dan),督導涉(she)及重點管(guan)(guan)(guan)控新污(wu)染物的單(dan)位落實環境(jing)風險管(guan)(guan)(guan)控措(cuo)施。(市(shi)生(sheng)態環境(jing)局(ju)牽頭(tou)、市(shi)工業(ye)和信息化局(ju)、市(shi)農業(ye)農村局(ju)、市(shi)商務局(ju)、市(shi)衛(wei)生(sheng)健康(kang)委(wei)、市(shi)市(shi)場監管(guan)(guan)(guan)局(ju)、阜新海關等按職責分工負責)

(六(liu))加(jia)強(qiang)新化(hua)學物質環境管(guan)理

嚴(yan)格執(zhi)行《新(xin)化學(xue)物(wu)(wu)質環(huan)(huan)境管(guan)理登記辦法(fa)(fa)(fa)》,落實企業新(xin)化學(xue)物(wu)(wu)質環(huan)(huan)境風險(xian)防控(kong)主體責(ze)任。按照省(sheng)和地方(fang)聯動監督執(zhi)法(fa)(fa)(fa)機制要求和“雙(shuang)隨(sui)機、一公開(kai)”原則,將(jiang)新(xin)化學(xue)物(wu)(wu)質環(huan)(huan)境管(guan)理事項納(na)入環(huan)(huan)境執(zhi)法(fa)(fa)(fa)年度(du)工作計劃(hua),嚴(yan)厲(li)打(da)擊涉新(xin)化學(xue)物(wu)(wu)質環(huan)(huan)境違法(fa)(fa)(fa)行為(wei)。(市生(sheng)態環(huan)(huan)境局負責(ze))

(七(qi))嚴格(ge)實施淘汰或限用措施

按(an)照(zhao)國(guo)家(jia)(jia)和(he)省級重點(dian)管(guan)(guan)(guan)控(kong)新(xin)(xin)污染物(wu)(wu)清單要(yao)求,禁(jin)止、限制(zhi)重點(dian)管(guan)(guan)(guan)控(kong)新(xin)(xin)污染物(wu)(wu)的生產(chan)(chan)、加工使用(yong)和(he)進出口(kou)。落實(shi)國(guo)家(jia)(jia)產(chan)(chan)業(ye)結構調整要(yao)求,對納入《產(chan)(chan)業(ye)結構調整指導(dao)目(mu)錄》淘汰類的工業(ye)化(hua)(hua)學(xue)品(pin)、農(nong)藥、獸藥、藥品(pin)、化(hua)(hua)妝品(pin)等(deng),未(wei)按(an)期(qi)淘汰的,依法(fa)停(ting)止核發(fa)產(chan)(chan)品(pin)登記或生產(chan)(chan)許可證。強化(hua)(hua)環(huan)(huan)境(jing)影(ying)響(xiang)評價管(guan)(guan)(guan)理源頭防控(kong)作用(yong),嚴格涉(she)新(xin)(xin)污染物(wu)(wu)建設項目(mu)生態環(huan)(huan)境(jing)準入管(guan)(guan)(guan)理,加強事中事后監(jian)管(guan)(guan)(guan)。充分運用(yong)現場(chang)檢驗(yan)等(deng)手段,加大(da)查驗(yan)力度,嚴格落實(shi)禁(jin)止進(出)口(kou)貨(huo)物(wu)(wu)目(mu)錄和(he)《中國(guo)嚴格限制(zhi)的有(you)毒(du)化(hua)(hua)學(xue)品(pin)名錄》管(guan)(guan)(guan)理要(yao)求,加強進出口(kou)管(guan)(guan)(guan)控(kong)及環(huan)(huan)境(jing)管(guan)(guan)(guan)理。嚴格落實(shi)國(guo)家(jia)(jia)關于(yu)履行化(hua)(hua)學(xue)品(pin)國(guo)際環(huan)(huan)境(jing)公約、國(guo)際化(hua)(hua)學(xue)品(pin)環(huan)(huan)境(jing)管(guan)(guan)(guan)理的任務(wu)部署,依法(fa)嚴厲打擊六溴環(huan)(huan)十二烷、硫丹、全氟辛基磺酸及其鹽(yan)類和(he)全氟辛基磺酰氟等(deng)已淘汰持(chi)久(jiu)性有(you)機污染物(wu)(wu)的非法(fa)生產(chan)(chan)和(he)加工使用(yong)。(市生態環(huan)(huan)境(jing)局(ju)、市發(fa)展改革委(wei)、市工業(ye)和(he)信息化(hua)(hua)局(ju)、市農(nong)業(ye)農(nong)村局(ju)、市商務(wu)局(ju)、市市場(chang)監(jian)管(guan)(guan)(guan)局(ju)、阜新(xin)(xin)海關按(an)職責分工負責)

(八(ba))加強產品中重點管控(kong)新污染物(wu)含(han)量控(kong)制

嚴格執行國家產(chan)品(pin)(pin)(pin)質量標(biao)(biao)準,加強玩具、學(xue)生用品(pin)(pin)(pin)等相(xiang)關產(chan)品(pin)(pin)(pin)中(zhong)重點管控新污染(ran)物含量控制的(de)監(jian)督管理,定期對相(xiang)關產(chan)品(pin)(pin)(pin)新污染(ran)物含量進行抽檢(jian),減少(shao)產(chan)品(pin)(pin)(pin)消費過程中(zhong)造(zao)成的(de)新污染(ran)物環境(jing)排(pai)放。全面落實國家環境(jing)標(biao)(biao)志(zhi)產(chan)品(pin)(pin)(pin)和綠色產(chan)品(pin)(pin)(pin)標(biao)(biao)準、認證(zheng)、標(biao)(biao)識體系中(zhong)重點管控新污染(ran)物限值(zhi)和禁(jin)用要求。(市工業(ye)和信息化局(ju)、市生態環境(jing)局(ju)、市市場(chang)監(jian)管局(ju)等按職(zhi)責(ze)(ze)分工負責(ze)(ze))

(九)加強(qiang)清潔生(sheng)產(chan)和綠色制造

推廣全生(sheng)(sheng)命周期綠(lv)色(se)(se)發展理念,鼓勵生(sheng)(sheng)產(chan)企(qi)業(ye)(ye)采購綠(lv)色(se)(se)原材料,全面推進生(sheng)(sheng)產(chan)工藝無(wu)害(hai)化(hua)優化(hua)等(deng)清潔生(sheng)(sheng)產(chan)改造。以化(hua)工、印染、醫藥等(deng)行(xing)業(ye)(ye)為重點,對(dui)使(shi)用有(you)毒有(you)害(hai)化(hua)學(xue)物質(zhi)(zhi)(zhi)進行(xing)生(sheng)(sheng)產(chan)或者在生(sheng)(sheng)產(chan)過程中(zhong)排(pai)(pai)放有(you)毒有(you)害(hai)化(hua)學(xue)物質(zhi)(zhi)(zhi)的企(qi)業(ye)(ye)依(yi)法實施強制性清潔生(sheng)(sheng)產(chan)審核。督導企(qi)業(ye)(ye)依(yi)法落實環(huan)境信(xin)息公(gong)開制度(du),采取便于(yu)公(gong)眾知曉的方式公(gong)布(bu)有(you)毒有(you)害(hai)原料使(shi)用及排(pai)(pai)放情況(kuang)。嚴格(ge)落實國家(jia)綠(lv)色(se)(se)產(chan)品、綠(lv)色(se)(se)園區、綠(lv)色(se)(se)工廠和綠(lv)色(se)(se)供應鏈(lian)等(deng)綠(lv)色(se)(se)制造標(biao)(biao)準體系中(zhong)提出的有(you)毒有(you)害(hai)化(hua)學(xue)物質(zhi)(zhi)(zhi)替代和排(pai)(pai)放控(kong)制指標(biao)(biao)要求。(市(shi)發展改革委(wei)、市(shi)工業(ye)(ye)和信(xin)息化(hua)局(ju)、市(shi)生(sheng)(sheng)態(tai)環(huan)境局(ju)、市(shi)市(shi)場監管局(ju)等(deng)按(an)職(zhi)責分(fen)工負責)

(十)規范抗(kang)生素類藥品使用管理

加強抗(kang)(kang)(kang)菌(jun)(jun)(jun)(jun)藥(yao)(yao)物(wu)(wu)(wu)臨床應(ying)(ying)用(yong)管(guan)理(li),嚴(yan)格(ge)按(an)照《遼寧省抗(kang)(kang)(kang)菌(jun)(jun)(jun)(jun)藥(yao)(yao)物(wu)(wu)(wu)臨床應(ying)(ying)用(yong)分級管(guan)理(li)目錄(lu)(試行)》要求(qiu),指導醫療機構合理(li)使(shi)用(yong)抗(kang)(kang)(kang)菌(jun)(jun)(jun)(jun)藥(yao)(yao)物(wu)(wu)(wu)。依托全國(guo)抗(kang)(kang)(kang)菌(jun)(jun)(jun)(jun)藥(yao)(yao)物(wu)(wu)(wu)臨床應(ying)(ying)用(yong)監(jian)(jian)測(ce)網(wang)、細菌(jun)(jun)(jun)(jun)耐藥(yao)(yao)監(jian)(jian)測(ce)網(wang)加大抗(kang)(kang)(kang)菌(jun)(jun)(jun)(jun)藥(yao)(yao)物(wu)(wu)(wu)規范使(shi)用(yong)抽查(cha)和監(jian)(jian)管(guan)力度。嚴(yan)格(ge)落(luo)實零售(shou)藥(yao)(yao)店憑(ping)處(chu)(chu)方銷售(shou)處(chu)(chu)方藥(yao)(yao)類抗(kang)(kang)(kang)菌(jun)(jun)(jun)(jun)藥(yao)(yao)物(wu)(wu)(wu),依法查(cha)處(chu)(chu)不憑(ping)處(chu)(chu)方銷售(shou)處(chu)(chu)方藥(yao)(yao)類抗(kang)(kang)(kang)菌(jun)(jun)(jun)(jun)藥(yao)(yao)物(wu)(wu)(wu)行為。加強獸用(yong)抗(kang)(kang)(kang)菌(jun)(jun)(jun)(jun)藥(yao)(yao)監(jian)(jian)督管(guan)理(li),推行憑(ping)獸醫處(chu)(chu)方銷售(shou)使(shi)用(yong)獸用(yong)抗(kang)(kang)(kang)菌(jun)(jun)(jun)(jun)藥(yao)(yao),實施獸用(yong)抗(kang)(kang)(kang)菌(jun)(jun)(jun)(jun)藥(yao)(yao)使(shi)用(yong)減量化行動。加強漁業生產過程中抗(kang)(kang)(kang)菌(jun)(jun)(jun)(jun)藥(yao)(yao)物(wu)(wu)(wu)使(shi)用(yong)管(guan)控。(市衛生健康委、市農(nong)業農(nong)村局、市市場(chang)監(jian)(jian)管(guan)局等按(an)職責分工負責)

組織開展農(nong)(nong)(nong)(nong)藥(yao)(yao)登記后(hou)環境風險(xian)監(jian)測,落實再評(ping)價要求。嚴(yan)格管控具(ju)有環境持(chi)久性(xing)、生物(wu)累積性(xing)等特性(xing)的高(gao)毒高(gao)風險(xian)農(nong)(nong)(nong)(nong)藥(yao)(yao)及助劑,加大禁限(xian)用(yong)農(nong)(nong)(nong)(nong)藥(yao)(yao)監(jian)督(du)管理力度。持(chi)續開展農(nong)(nong)(nong)(nong)藥(yao)(yao)減量增效行(xing)動,提高(gao)科(ke)學(xue)安全用(yong)藥(yao)(yao)水平(ping)。鼓勵(li)發展高(gao)效低風險(xian)綠色農(nong)(nong)(nong)(nong)藥(yao)(yao),開發高(gao)風險(xian)農(nong)(nong)(nong)(nong)藥(yao)(yao)的綠色替(ti)代(dai)品種,穩(wen)步推進高(gao)毒高(gao)風險(xian)農(nong)(nong)(nong)(nong)藥(yao)(yao)淘(tao)汰和替(ti)代(dai)。鼓勵(li)使(shi)用(yong)便于回收的大容量、易資源化(hua)利(li)用(yong)及易處置(zhi)的包(bao)(bao)裝物(wu),加強農(nong)(nong)(nong)(nong)藥(yao)(yao)包(bao)(bao)裝廢(fei)棄物(wu)回收處理,嚴(yan)禁用(yong)于餐(can)飲用(yong)具(ju)、兒童玩具(ju)等產品制造。2025年底前,全市農(nong)(nong)(nong)(nong)藥(yao)(yao)包(bao)(bao)裝廢(fei)棄物(wu)回收率(lv)(lv)達到(dao)80%,主(zhu)要農(nong)(nong)(nong)(nong)作物(wu)農(nong)(nong)(nong)(nong)藥(yao)(yao)利(li)用(yong)率(lv)(lv)達到(dao)43%。(市農(nong)(nong)(nong)(nong)業農(nong)(nong)(nong)(nong)村(cun)局、市生態環境局按職責(ze)分(fen)工負責(ze))

(十二(er))加強(qiang)新污染物多環境(jing)介質協同(tong)治理

落實國(guo)家相關(guan)污(wu)(wu)(wu)(wu)染(ran)(ran)控(kong)(kong)(kong)(kong)制(zhi)技術規范(fan)要(yao)(yao)求,加(jia)強有(you)毒(du)有(you)害(hai)大氣污(wu)(wu)(wu)(wu)染(ran)(ran)物(wu)(wu)、水污(wu)(wu)(wu)(wu)染(ran)(ran)物(wu)(wu)環(huan)境(jing)(jing)(jing)治理(li)(li)。加(jia)強涉重點(dian)管(guan)(guan)控(kong)(kong)(kong)(kong)新污(wu)(wu)(wu)(wu)染(ran)(ran)物(wu)(wu)企業(ye)環(huan)境(jing)(jing)(jing)監(jian)管(guan)(guan),依法將生(sheng)(sheng)產、加(jia)工使用(yong)或排(pai)(pai)放(fang)重點(dian)管(guan)(guan)控(kong)(kong)(kong)(kong)新污(wu)(wu)(wu)(wu)染(ran)(ran)物(wu)(wu)的(de)(de)企事業(ye)單(dan)(dan)位納入(ru)重點(dian)排(pai)(pai)污(wu)(wu)(wu)(wu)單(dan)(dan)位管(guan)(guan)理(li)(li)。依法將生(sheng)(sheng)產和(he)使用(yong)新污(wu)(wu)(wu)(wu)染(ran)(ran)物(wu)(wu)的(de)(de)單(dan)(dan)位納入(ru)土壤(rang)污(wu)(wu)(wu)(wu)染(ran)(ran)重點(dian)監(jian)管(guan)(guan)單(dan)(dan)位名錄。監(jian)督(du)和(he)指導(dao)土壤(rang)污(wu)(wu)(wu)(wu)染(ran)(ran)重點(dian)監(jian)管(guan)(guan)單(dan)(dan)位定期開展土壤(rang)及地(di)下水環(huan)境(jing)(jing)(jing)監(jian)測(ce)、污(wu)(wu)(wu)(wu)染(ran)(ran)隱患(huan)排(pai)(pai)查(cha),防止有(you)毒(du)有(you)害(hai)物(wu)(wu)質滲漏、流失、揚散。排(pai)(pai)放(fang)重點(dian)管(guan)(guan)控(kong)(kong)(kong)(kong)新污(wu)(wu)(wu)(wu)染(ran)(ran)物(wu)(wu)的(de)(de)企事業(ye)單(dan)(dan)位和(he)其他生(sheng)(sheng)產經營(ying)者應按(an)照排(pai)(pai)污(wu)(wu)(wu)(wu)許可(ke)管(guan)(guan)理(li)(li)有(you)關(guan)要(yao)(yao)求,依法申領排(pai)(pai)污(wu)(wu)(wu)(wu)許可(ke)證或填寫排(pai)(pai)污(wu)(wu)(wu)(wu)登記表(biao),并(bing)在(zai)其中載明執行的(de)(de)污(wu)(wu)(wu)(wu)染(ran)(ran)控(kong)(kong)(kong)(kong)制(zhi)標準要(yao)(yao)求及采取(qu)的(de)(de)污(wu)(wu)(wu)(wu)染(ran)(ran)控(kong)(kong)(kong)(kong)制(zhi)措(cuo)施;采取(qu)污(wu)(wu)(wu)(wu)染(ran)(ran)控(kong)(kong)(kong)(kong)制(zhi)措(cuo)施,達到相關(guan)污(wu)(wu)(wu)(wu)染(ran)(ran)物(wu)(wu)排(pai)(pai)放(fang)標準及環(huan)境(jing)(jing)(jing)質量目標要(yao)(yao)求;對排(pai)(pai)放(fang)(污(wu)(wu)(wu)(wu))口及其周邊環(huan)境(jing)(jing)(jing)定期開展環(huan)境(jing)(jing)(jing)監(jian)測(ce),評估環(huan)境(jing)(jing)(jing)風(feng)險,排(pai)(pai)查(cha)整治環(huan)境(jing)(jing)(jing)安全隱患(huan);依法公開新污(wu)(wu)(wu)(wu)染(ran)(ran)物(wu)(wu)信息(xi),采取(qu)措(cuo)施防范(fan)環(huan)境(jing)(jing)(jing)風(feng)險。(市(shi)生(sheng)(sheng)態環(huan)境(jing)(jing)(jing)局負責)

(十三)強化含特定新污染物(wu)廢物(wu)的收集利用處置

加強含特(te)定新污染(ran)(ran)物廢(fei)(fei)(fei)物的(de)(de)收集(ji)利(li)用(yong)(yong)處置(zhi)能(neng)力(li)建設,探索含特(te)定新污染(ran)(ran)物廢(fei)(fei)(fei)物利(li)用(yong)(yong)處置(zhi)技術應用(yong)(yong)示(shi)范工作。嚴格落實(shi)廢(fei)(fei)(fei)藥品、廢(fei)(fei)(fei)農(nong)藥以及(ji)抗生(sheng)素生(sheng)產過程(cheng)中產生(sheng)的(de)(de)廢(fei)(fei)(fei)母液、廢(fei)(fei)(fei)反應基和廢(fei)(fei)(fei)培(pei)養基等(deng)廢(fei)(fei)(fei)物的(de)(de)收集(ji)利(li)用(yong)(yong)處置(zhi)要求。(市生(sheng)態環境局、市農(nong)業(ye)農(nong)村局等(deng)按職責分工負責)

(十四)開展新(xin)污染物治理試點工作

圍繞典型(xing)工(gong)(gong)業(ye)(ye)園(yuan)區(qu)、飲用水源地、農產(chan)(chan)(chan)品產(chan)(chan)(chan)地、大凌(ling)河(he)流(liu)域(yu)、遼河(he)流(liu)域(yu)等(deng)重點(dian)區(qu)域(yu),聚焦化(hua)工(gong)(gong)、印染、醫藥等(deng)重點(dian)行業(ye)(ye),選取(qu)重點(dian)企業(ye)(ye)和(he)工(gong)(gong)業(ye)(ye)園(yuan)區(qu)開展新(xin)(xin)污染物治理試點(dian)工(gong)(gong)程。鼓(gu)勵(li)各地區(qu)結合產(chan)(chan)(chan)業(ye)(ye)布局(ju),制定激(ji)勵(li)政策,推動企業(ye)(ye)先行先試,減(jian)少(shao)新(xin)(xin)污染物的產(chan)(chan)(chan)生和(he)排放。(市生態環境局(ju)、市工(gong)(gong)業(ye)(ye)和(he)信息化(hua)局(ju)等(deng)按職(zhi)責分工(gong)(gong)負(fu)責)

(十五(wu))加大科(ke)技支撐力度

在市(shi)級科(ke)技(ji)計(ji)劃(hua)項目(mu)中加強新污染(ran)(ran)物治理(li)科(ke)技(ji)攻(gong)關,推(tui)動(dong)開(kai)展(zhan)新污染(ran)(ran)物快速(su)篩查、追蹤溯源(yuan)、監測檢測、環境危害機(ji)理(li)、風險(xian)評(ping)估(gu)、過程管控等理(li)論研究(jiu)(jiu)、技(ji)術研發和(he)應(ying)用(yong)示范。支持高校、重點實驗室(shi)、技(ji)術創新中心等各類(lei)創新平(ping)臺,開(kai)展(zhan)新污染(ran)(ran)物相關研究(jiu)(jiu),提(ti)升創新能力(li)。(市(shi)科(ke)技(ji)局(ju)牽頭,市(shi)生態(tai)環境局(ju)、市(shi)衛生健康委等按(an)職責分工負責)

(十六)加強基(ji)礎能力建設

加(jia)強(qiang)新(xin)污(wu)(wu)(wu)染物(wu)(wu)治理的監(jian)督、執法(fa)和(he)監(jian)測能力(li)(li)建設,提升(sheng)監(jian)督、執法(fa)裝(zhuang)備的標準化(hua)水平。強(qiang)化(hua)新(xin)污(wu)(wu)(wu)染物(wu)(wu)環(huan)境(jing)風(feng)險評估和(he)環(huan)境(jing)監(jian)測支撐保障能力(li)(li),加(jia)強(qiang)新(xin)污(wu)(wu)(wu)染物(wu)(wu)環(huan)境(jing)監(jian)測資質、設備建設,提升(sheng)新(xin)污(wu)(wu)(wu)染物(wu)(wu)非靶(ba)向監(jian)測分析能力(li)(li)。依托我市高(gao)校、科(ke)研院(yuan)所、環(huan)保企業等(deng),培(pei)育(yu)一(yi)批符合(he)良好實驗室規范的化(hua)學(xue)物(wu)(wu)質危害測試實驗室。加(jia)強(qiang)新(xin)污(wu)(wu)(wu)染物(wu)(wu)治理相(xiang)關專(zhuan)業人才隊伍建設和(he)專(zhuan)項培(pei)訓。(市生(sheng)態環(huan)境(jing)局、市衛生(sheng)健康委(wei)等(deng)按職責分工負責)

四、保障措施

(一)加強組織領導

各縣區府(fu)要(yao)加強對新(xin)污染物(wu)(wu)治理的組織領導,落(luo)實新(xin)污染物(wu)(wu)治理屬地責任,細化(hua)分(fen)(fen)解目標(biao)任務,明確部(bu)門分(fen)(fen)工(gong)(gong),抓好工(gong)(gong)作(zuo)落(luo)實。市政府(fu)有(you)(you)關部(bu)門要(yao)強化(hua)部(bu)門間的分(fen)(fen)工(gong)(gong)協作(zuo),共(gong)同做好新(xin)污染物(wu)(wu)治理工(gong)(gong)作(zuo)。2025年底前,對本工(gong)(gong)作(zuo)方案實施(shi)情況進行(xing)評估。將新(xin)污染物(wu)(wu)治理中(zhong)存在(zai)的突出生態(tai)(tai)環(huan)境(jing)問題納入市級(ji)生態(tai)(tai)環(huan)境(jing)保護(hu)督察范疇。(市生態(tai)(tai)環(huan)境(jing)局牽頭,市政府(fu)有(you)(you)關部(bu)門按職責分(fen)(fen)工(gong)(gong)負(fu)責)

(二(er))強化監管執法

各有關(guan)部門(men)要加(jia)強新(xin)污染(ran)物(wu)(wu)治(zhi)理(li)監(jian)督執法(fa)(fa),督促(cu)企業落實(shi)主體責(ze)(ze)任,嚴格落實(shi)國家(jia)和省(sheng)級新(xin)污染(ran)物(wu)(wu)治(zhi)理(li)要求。加(jia)強重點(dian)(dian)管(guan)控新(xin)污染(ran)物(wu)(wu)排放執法(fa)(fa)監(jian)測和重點(dian)(dian)區域環境監(jian)測,對涉(she)重點(dian)(dian)管(guan)控新(xin)污染(ran)物(wu)(wu)企事(shi)業單位依(yi)法(fa)(fa)開(kai)展現場(chang)檢查,加(jia)大對未按規(gui)定落實(shi)環境風險管(guan)控措施企業的監(jian)督執法(fa)(fa)力度,督促(cu)企業落實(shi)主體責(ze)(ze)任。加(jia)強對禁止或限制類(lei)有毒(du)有害(hai)化學物(wu)(wu)質及其相關(guan)產(chan)品生產(chan)、加(jia)工(gong)使用、進出口(kou)的監(jian)督執法(fa)(fa)。(市(shi)(shi)生態(tai)環境局(ju)、市(shi)(shi)農業農村局(ju)、市(shi)(shi)市(shi)(shi)場(chang)監(jian)管(guan)局(ju)省(sheng)、阜(fu)新(xin)海(hai)關(guan)等(deng)按職責(ze)(ze)分(fen)工(gong)負責(ze)(ze))

(三)拓寬資金投(tou)入渠道(dao)

要加(jia)大(da)對(dui)新(xin)污染(ran)物(wu)(wu)(wu)治(zhi)理支持力度,發(fa)揮財政(zheng)資(zi)金(jin)引導和撬動作用(yong),吸引和鼓勵(li)社會資(zi)本進入(ru)新(xin)污染(ran)物(wu)(wu)(wu)治(zhi)理領(ling)域,引導金(jin)融(rong)機構加(jia)大(da)對(dui)新(xin)污染(ran)物(wu)(wu)(wu)治(zhi)理信貸(dai)支持力度。探索新(xin)型(xing)融(rong)資(zi)模式在(zai)新(xin)污染(ran)物(wu)(wu)(wu)治(zhi)理領(ling)域的應用(yong)。認真落實新(xin)污染(ran)物(wu)(wu)(wu)治(zhi)理稅(shui)收優(you)惠(hui)政(zheng)策。(市財政(zheng)局(ju)、市生(sheng)態環(huan)境局(ju)、市稅(shui)務(wu)局(ju)、國家金(jin)融(rong)監督(du)管理總局(ju)阜新(xin)監管分局(ju)等按職責分工負責)

充分利(li)用各(ge)類新(xin)(xin)媒體(ti)平臺,廣泛(fan)開(kai)展科(ke)普教育,加強(qiang)新(xin)(xin)污(wu)染物(wu)治理法(fa)律法(fa)規、政(zheng)策宣傳(chuan)解讀,提高企業新(xin)(xin)污(wu)染物(wu)治理主體(ti)意識(shi)(shi),營造良(liang)好社(she)會(hui)(hui)氛圍,引導公眾科(ke)學(xue)認識(shi)(shi)新(xin)(xin)污(wu)染物(wu)環(huan)境(jing)風險,樹立綠色、健康消費理念。鼓(gu)勵公眾通過多種渠道(dao)舉報涉新(xin)(xin)污(wu)染物(wu)環(huan)境(jing)違法(fa)犯罪行為,發揮社(she)會(hui)(hui)輿(yu)論監督(du)作用。(市生態環(huan)境(jing)局牽頭,市政(zheng)府有關(guan)部門按職(zhi)責分工負責)
